Next is the regular agenda. Agenda item number 5B is authorizing a legal services contract with Enzel Galvan LLP in an amount not to exceed $213,000 for bond council services in connection with the proposed issuance OF TAX ALLOCATION BONDS TO FUND AFFORDABLE HOUSING INFRASTRUCTURE AT KENDALL STICK POINT. DISCUSSION AND ACTION RESOLUTION NUMBER 20-2026. DIRECTOR KOSLOWSKI.

Thank you, Madam Secretary, members of the public here in person, online, members of the commission. Thank you. Today's item is considering a contract with Enzel Galvan to be bound council. The purpose would be to prepare bond documents for a future bond issuance to fund infrastructure necessary for affordable housing at the Candlestick Park project. Excuse me, Candlestick Point project. And this will be presented by Nick Jones from OCII's finance division. Nick.

Thank you, Director Keselowski. Good afternoon, Commissioners. Chair Scott, I'm Nick Jones, Debt Manager for OCII, and this is the presentation related to the item before you. So the authority for issuing these bonds was granted by Senate Bill Number 107, which is codified at Health and Safety Code Section 34177.7, which grants SFOCI authority to issue bonds for specified purposes. One of these purposes is to fund affordable housing, including a portion of infrastructure supporting the affordable housing required by the Candlestick Point-Hunters Point Shipyard Phase 2 Disposition and Development Agreement. And OCI previously issued bonds using the authority under Senate Bill 107 to fund infrastructure and housing in the Transbay project area. The item before you is to authorize a legal services contract with Anzal Galvan LLP as bond counsel in an amount not to exceed $213,000. And as Director Keselowski mentioned, that's with the future intent of issuing tax allocation bonds to fund affordable housing infrastructure at Candlestick Point. You can see a rendering there of the Candlestick Point project. A financing team for bond issuance consists of multiple parties. The Bond Council was selected from a competitively established city panel for these services. Not part of approvals today, but will be brought before you in the next couple months will be Contracts for Disclosure Council, who drafts the official statement for investors, the Financial Advisor, who advises on deal structure, and the Fiscal Consultant, who projects revenue and bonding capacity. The bond council firm proposed to enter into contract with is Ansel Galvan LLP for the 2027 Candlestick Point housing infrastructure bonds in a maximum amount of $213,000. The term would be in effect until the bonds are issued. And the source of funding for payment of the contract would be from bond proceeds. The specific qualifications of this firm include post-dissolution experience and knowledge of the OCIA portfolio, having worked with OCIA on prior bond issuances and currently engaged in another bond issuance with us. The next steps after the item today would be for us to bring back, before commission, contracts with the other members of the financing team that I mentioned, so financial advisor, fiscal consultant, and disclosure counsel. Once that team prepares the bond documents, we'll return to commission for approval of those bond documents in March of 2027. We will then also seek approval from the oversight board of the bond issuance and documents. And then we'll submit that packet to the State Department of Finance, which has up to 65 days to review and approve that packet and hopefully approve the issuance as well. And once all those approvals are received, we would return to commission in July of 2027 for approval of the preliminary official statement and final bond documents, which allow us to market and sell the bonds to investors. And we aim to close the bond issuance and receive the funds around September of 2027. So that concludes the presentation for this item. We'll take any questions or comments.

I am excited about... our meeting today, but I would also like to report I had the privilege of being at the Capstone, and we'll hear more about the excitement of what's going on with our OCII summer intern program. I look forward to hearing more about it. But I am always impressed to see how this training goes. The diversity of the, I call them students, because they're in a learning process, but how they come out, the outcome. They strongly speak with their presentations with confidence because they learn. and they have the experience, along with just reading a book or watching someone, they are allowed to participate and be a part of. And it's more than exciting because we're creating the leaders for future projects. And I'm just excited about that program. And so beyond that, there have been just wonderful community reaction to who we are as OCII. The community is understanding better, and I I just look forward to getting more information out and that MOHCD booklet, the little comedy animated booklet that gives information for housing and first time home buyers. the information links gave that tells how you can literally be assisted with the COP program and so much more. So I'm looking for more flyers to go out and not just be at a big event. but some kind of a way we get it to our outreach programs that are the nonprofit sites like Rafiki and Third Street Clinic and so many others. And the churches that will really enhance the knowledge and understanding. People are excited since Juneteenth. Hundreds. There were 7,000 that attended the event. And when the announcement went out, And LINCS was there to provide information. They were swarmed with hundreds of people that said they didn't really understand it. And now there's a better and greater understanding with a greater number of people. And if we keep this up, we will reach our goal of informing, helping, and getting people housed. Thank you, Madam Secretary. And thank you for your report, Madam Chair. I similarly, along with Vice Chair Miller, attended the trainee program graduation capstone August 13. And I asked Maria Pico and Julia Hernandez to come. I want to thank them publicly for their work on it. And Maria, if you could just say a handful of things. Next meeting, we're going to have a full presentation on the outcomes of the trainee program and the report. But I just wanted Maria to say a few things. Maria.

Thank you, Director Kloskowski. Good afternoon, Chair Dr. Scott, General Counsel Morales, and Director Kloskowski. My name is Maria Picot, OCI Contract Compliance Supervisor. So today I'm going to give a recap of the capstone graduation ceremony, which occurred last week. On Thursday, August 13, OCII and JCYC hosted the 11th Annual OCII Training Program Capstone Event at the State of California building. The event celebrated the completion of the 11th cycle, including the accomplishments of this summer's cohort. OCI's training program was established in partnership with OEWD in 2016 under the late Mayor Edley's Youth Jobs Plus program. The program was launched to help consultants on OCI projects meet training hiring obligations pursuant to OCI's SB program and the Bayview Hunters Point employment and contracting policy, which requires OCI design consultants make good faith efforts to create training opportunities for aspiring professionals in San Francisco. To streamline compliance with this obligation, the OCII training program matches students living or studying in San Francisco with paid internships with consultants on OCII projects. At last week's capstone celebration, interns from 10 participating firms shared highlights from their summer placements reflecting the skills, knowledge, and professional growth gained through this internship opportunity. Presentations ranged from navigating client expectations and designing playgrounds and open spaces to breaking down the functionality of tax credits on affordable housing projects. Participants ranged from various backgrounds, from recent high school graduates to professionals navigating second and third career transitions. The themes of hope, resilience, and authenticity resonated throughout the evening. As you heard earlier, various OCI staff and commissioners were in attendance, including Chair Dr. Scott, Co-Chair Miller, and Director Kloskowski. Also in attendance were OCI staff, including Julio Hernandez, who helped host the event, along with myself and JCYC, as well as Jose Campos, manager of planning and design review, and his team. Additionally, OEWD workforce director Deanna Ponce de Leon and city bill director Ken Nim were in attendance to support. To date, the training program has created 106 internship opportunities at 46 firms, establishing itself as a crucial workforce pipeline for aspiring design professionals seeking exposure to the world of development and construction in San Francisco. So that's a recap. If there's any questions, I'm happy to answer them. Thank you.

Yeah, I just want to second Dr. Scott's comments. It was so impressive to see these interns so articulate and so successful in their pursuit of professional advancement. And I was very impressed how the firms that had them as interns, they really loved their work. And you could see it. You could see the passion that these interns brought to the companies that they had an opportunity to learn from. And it's great. And 11 years, that's fantastic. Thank you.

Thank you, Madam Secretary. I failed in my report to say we also attended an amazing ribbon cutting at the Mission Bay Grade School and near the Chase Center. That, too, was one of the most heartwarming events and a different program for cutting the ribbon. The children took part and that was so inspiring to see the diversity and the staff, the school to find out all of the different, I would say diverse leaders that took part in the design, the artwork, that will be leading the school. It was heartwarming. It was encouraging. And it just really, as Jesse Jackson says, keep hope alive. It really inspired my hope. for the future of this city. And it's a strong school. And they also participated during the summer with the Freedom School. And that's something that started during civil rights. And so it was very, very inspiring. And they're not just stopping with help for grade school, but the high school students. they come in in an after-school program for tutoring. And that really just put a smile on my face, and it warmed my heart that there is much being done to encourage education and support in this city for generations to come. And that's it. Anyone else?

Mm-hmm. Dr. Scott, I just wanted to thank you for bringing that brochure on affordable housing. I took the brochure to a nonprofit who's having trouble hiring people because they can't afford to live in San Francisco. And they were very appreciative of receiving that. It explained it's a pretty complex process, but it laid it out nicely. And hopefully we'll get more of those brochures and pass them around the community. That was great. Thank you.
