The applicant requests a General Plan Amendment (GPA), Specific Plan Amendment (SPA), Tentative Map (TM), Major Use Permit (MUP) Modification, and Site Plan Permit (STP) for the development of a 28-lot single-family home development. The Project requires a GPA to revise the San Dieguito Community Plan, a SPA to modify the Harmony Grove Village Specific Plan, a TM for the proposed condominium layout, a MUP Modification to an existing entitlement covering the site, and a STP in accordance with the "B" Special Area Designator for Community Design Review. The amendment would replace the planned office/retail space with additional live/work residences. The historic Johnston/Ward House, untouched by the Project, is intended to be improved and operated by a third party to serve the community/public as a public museum, heritage gallery, and meeting place. The site design includes pedestrian pathways linking the new residences to the broader Harmony Grove community, along with two motor courts, additional parking, landscaping, and stormwater retention infrastructure. Access would be via existing and proposed private alleyways connecting Country Living Way, Country Club Drive, and Trailblazer Lane. Both lots were previously graded during Specific Plan development. Water service would be provided by the Rincon del Diablo Municipal Water District, while sewer service would come from the existing Harmony Grove Village wastewater reclamation facility. An Addendum to the previously certified Environmental Impact Report for the Harmony Grove Village Project was prepared pursuant to the California Environmental Quality Act (CEQA) and is on file with PDS as Environmental Review Number PDS2024-ER-17-08-003a. The Planning Commission will provide a recommendation to the Board of Supervisors on whether to approve or deny the GPA, SPA, TM, MUP Modification and STP and whether to find the project in conformance with CEQA and adopt the Addendum to the previously certified Environmental Impact Report. Karve Ski Park Major Use Permit; PDS2023-MUP-23-009, PDS2023- ER-23-08-008; Proposed conformance with California Environmental Quality Act (CEQA)-Mitigated Negative Declaration; North County Metropolitan Subregional Plan Area (Mack)
The project is an outdoor, year-round synthetic snow sports complex and recreational park. The project includes artificial ski slopes, a magic carpet (standing ski lift), zip line, jump tower, village area amenities/services, an outdoor patio/pavilion, and restrooms. The village area amenities/services would include four buildings totaling 9,525 square feet (sf): a 2,000-sf box office and guest services, first aid, and management office; a 4,125-sf pavilion to include food and bar with seating indoor and outdoor with restrooms; 2,400 sf with equipment rental and event rooms; and 1,000 sf of maintenance and storage. The existing golf driving range use would be retained and operations would be limited to early morning hours when the ski park is not being operated. The project would include the installation of rooftop solar. The site is subject to the General Plan Semi-Rural Regional Category, Semi-Rural 1 (SR-1) Land Use Designation. Zoning for the site is Limited Agriculture (A70). According to the County of San Diego's Zoning Ordinance Section, the use is defined as Participant Sports and Recreation: Outdoor, which requires a MUP in the A70 zone. The Planning Commission will approve, approve with modifications, or deny the project.
