Good morning and welcome to the planning commission meeting for January 15, 2026. Uh, until further notice, planning commission meetings will be conducted pursuant to the provisions of California Government Code Section 54953A as amended by Assembly Bill 2249, which allows the public to participate in person as well as via a hybrid format. This meeting will be livereamed on the city's YouTube page. Uh members of the public using the hybrid format will be able to provide comments using the Zoom webinar platform. Members of the public who wish to provide testimony remotely must enter the virtual queue by clicking on the raised hand icon before the queue closes. The virtual queue will close 5 minutes after in-person testimony on any item ends. Also, per section 2.6.2A 2 A and B of the rules of council. Speakers participating virtually may not allocate their time to other speakers. Time can only be seated by speakers who are present in chambers. Michael Prince will now go over specifics of how the public can participate and give their public testimony.

Vice Chair Boomhower is present. Chair Mod is obviously absent since I'm sitting up here. and Commissioner Ranger is absent. Staff members in chambers today are Michael Prince, assistant se deputy director from development services, Marlon Panggalinan, program coordinator with city planning department, Lauren Hendrickson, deputy city attorney, and Eric Mosulgo, senior civil engineer with the engineering division, as well as legislative staff. We have been asked by the city clerk's office to provide the following announcement uh of uh let the record show that commissioner Ranger is now present in chambers. Uh the office of the city clerk is hosting community listening sessions to help community members learn how to participate in city council meetings and to share feedback on how they want to engage with city government. Their uh next in-person event is scheduled for Tuesday, January 20th, 2026 at the Pacific Highlands Ranch Library at 5:30 p.m. Participants may also join on Zoom and can find the link at san diego.gov/listing. The city clerk also has an online survey option to provide your feedback. For more details and to participate in the survey, please go to san diego.gov/cityclerk. gov/c cityclerk. That's the announcement. Okay, we're now going to begin our agenda with uh public comment for non-aggenda items. This portion of the agenda is an opportunity for the public to make comments on planning related items that are not on today's agenda. Oh, and for the record, I do need to note that Chair Modí was absent for the first vote. There were no public comments on the meeting minutes. So, um Okay. opened, closed. Yes. Yes. Thank you, chair. Uh, just started by saying happy new year and looking forward to working with the commission in 2026. Uh, to begin, the commission is scheduled uh has been updated to have standing monthly meetings on the third Thursday of every month. uh when needed. The first Thursday of the month is available for items to be placed on the agenda and for the commission to meet. Uh the last planning commission hearing was held on December 18th. At that hearing, the commission heard three items. The commission heard an appeal of staff's decision on a project located at 7951 pail del Okaso, which is a substantial conformance review to a coastal development permit and site development permit for modifications to a single dwelling unit. The commission voted to deny the appeal and approve the project by a vote of 502 with vice chair Boomhower and commissioner Mazzari absent at that meeting. The commission also voted to approve a wireless communications facility on Carmel Mountain Road in the ranch of Pennyosquitoes community by the same vote at that meeting or by the same uh tally. Finally, the fire department provided the commission with a workshop on the 2025 California wildland urban interface code which covers new building and fire code regulations to address fire safety concerns in the city of San Diego. And the last reminder I have for today is that the development services department's technical advisory committee is scheduled to meet virtually on Wednesday, January 28th at 2 p.m. The technical advisory committee is an ad hoc meeting for stakeholders and members of the public to discuss improvements to the development review process using communication technology and best business practices to reduce processing times and better serve its customers and the citizens of San Diego. The agenda will be posted on the DSD website and distributed to our email list roughly one week before the meeting. That concludes my report.

I just wanted to make mention that the um second readings of the ordinances associated with the college area community plan update and the Claremont community plan update as well as the citywide community enhancement overlay zone were heard um at city council this past Wednesday and were approved.
