I'm sorry to interrupt. We'll go back to the first presentation.
Okay, my presentation, it's not going to be that fast, but okay, all right. So, good evening, Mayor and all my members, thank you for the opportunity. My name is Judith Piña, I'm an analyst for the California Department of Insurance, and we also know what we do, and this department is what regulates the insurance, and these comments, different types of insurance,
And we know that insurance is always a fun topic.
Okay, so, Kyle,
So this market in California, we've seen more fires, more different natural disasters, and how this has created inflation in materials and also in labor, and also increasing the cost of insurance. So this insurance is what companies buy to protect their policy. And when disasters are included globally, So these costs also increase. And because we have had these companies that see these policies in the state, we have had to reduce this coverage in these areas. At the same time, we have grown significantly So the question we have within the department is how can we stabilize this insurance market? Next, please. So we have different points here. One is to be able to see this initiative of forest fires. This really comes from the different actions for the homeowners. For example, if you They build a place where they have, for example, an assistance route plan for fires. For example, they have different open windows. All of these points, the insurances can provide a discount. I'm not saying how much it is, but it also varies depending on the insurance with which they work. We believe it will reduce their risk. And if people are not getting those discounts from their insurance, we can contact the department. but also need better insurance tools to prevent those risks. So the sustainability of the strategies allows the insurance to be able to monitor the catastrophes and mitigate the risk to be able to see all these future losses but also this part of history and in the future risk. And also, when we see these tools of California's insurance, it is the highest state where it does not allow the insurance to have this disaster module. So, while the insurers are using these tools, they also have to commit themselves to be able to write more policies, and the areas of greater risk. We have seen that this happens with the insurance companies that pass under these regulations. One is Mercury, CSA, Farmers, which has also just been approved, USA, AAA, Only some of those who have agreed to be able to write better policies for these risky sites. Also, as a communication, we know that replacing a roof is not cheap. Also, replacing windows is not cheap. especially for the people who have an already established income, especially for the program that we have in this building 888. And what this department does is that it allows the owners to be able to work in these areas and be able to, for example, change their roof and different places. Preparing for a disaster is only part of the solution. So, it's only part of the issue that we're working on. So, hopefully, we are all covering for a disaster. Exciting. And we're doing a follow-up on a recent the recovery of the fires, especially with the repatriation of wildfire survivors and the complaints of the security. And first of all, we want people to have a long recovery period. And with this, one of them would be a small damage. And how can we see these complaints? Currently, there is no clear standard when we can see this smoke damage. We have been able to cover different numbers of millions and all of these relate to this smoke damage, practically. Since, for example, the house is quite to be able to return or is safe to return, but also this covers the different risks with respect to this, to be able to manage this type of gap within this insurance coverage. And maybe those costs can be underestimated and this can take a long time. So we're pushing to be able to have a faster process and that companies can have fair plan. For many consumers and the challenges that we are seeing with this plan fair is that it has a limited coverage and customers have many problems. I have had to take different points of work and they have been denying these small claims. So we want to focus on improving. these places and coverage, because many of these challenges, the commissioners, are about the regulations that have been introduced, and that really covers the different protections. Second, next slide, please. So one of them is the bill of 1795, it's on the damage recovery act, where it's the AB 1795, which was launched in February of 2026, and this is a recovery, un acto de recuperación de los daños por humo y eso realmente es tratar de restaurar los daños de humo por ejemplo dentro de estas casas viene un inspector a sus casas y puede tratar de ver si su casa es seguro de poder regresar y esto no existe cuando se da con una cobertura sobre daños de humo is a crisis of public health. Again, we don't have to be arguing whether the house is safe or not to live in. The next bill is the SB 876, which is the act of recovery, an act of reform of disaster recovery. This can try to help the communities to try to have a much faster recovery. This helps them to have a plan the recovery of the disaster and there are penalties for these fair practices and the different updates when we can see about the consumer's situation and that it doesn't just stay in the limbo, but also how this is covered under the customer policy. And this is also seen with the responsibility and credibility part, and this also ensures the replacement of the options of mandatory costs. This also has a mandatory coverage and it helps consumers to try to rebuild these new standards, not the old ones, but this can also help cover the different families. um um And it allows you to regulate the safety measures that return an education or a required plan for people. Also, the different amounts, taxes for these violations and claims. It also helps give you this part for the penalties. You can also see these options for understandable coverage and mandatory responsibilities. And that's called action. So if you want to have more information about the law projects that I just mentioned or support these law projects, you can do that by scanning this QR code. It takes you directly to our website. We know how the insurance works, how this can be dealt with. And we do welcome and continue to appreciate the city we are as a borrower for our bills. And we ask the residents to try to support these bill projects and we will continue to look into the protection and health protection for our bills. And here's a program that we currently have. It's a PLCA program. It is a state-sponsored program. As I believe, covered for the different drivers. And this is just what the city fires depending on where you live. It can be around $200 a year. So it's a pretty good coverage for people. Next, please. And if folks are having issues with their insurance and you want to know what the department is working on and if they need to do an insurance update, please contact us. que se registren para estas alertas del consumidor y también el departamento tiene estas webinars de educación y la siguiente que tenemos es en agosto en julio que se enfocan en la cobertura residencial y tenemos a alguien que sigue donde puede ser por estas seguro de salud
and also our department, and it will also cover the entire water department and also the security. Thank you so much. Thank you for your time. Thank you so much. We will now move on to Bueno, vamos ahora a la audiencia pública. El número cuatro es resolución aprobando la vacación in La Calle, 15.30, 444, of the portion of Victoria Avenue, also known as San Manuel Boulevard, and the public service reservation in that place is the electoral district number four. And the recommendation, it is recommended that this resolution be adopted, approving the vacation as a portion of Victoria Avenue, also known as San Manuel Boulevard. Sanchez, Lloret, same reason. Nos recusamos. Me recuso yo. Se recusa Chorette. according to our municipal code in 2021, I think, then I had opened this possibility, right? Of the rejection due to this central ordinance. I also refuse because I have received contributions, 590 dollars from the San Manuel residents. Thank you very much, Mayor, just to clarify, I also for the same reason and I received the same amount from San Manuel. Well, thank you very much. We're going to continue with the public hearing. I'm going to open the public hearing at 5.47 p.m. So if you could provide the presentation, please. The presentation of the municipal staff is being presented. What happened? It's just a street vacation, right? It's just a street vacation, right? It's just a street vacation, right? It's just a street vacation, right? It's just a street vacation, right? It's just a street vacation, right? It's just a street vacation, right? It's just a street vacation, right? It's just a street vacation, right? It's just a street vacation, right? So I've also seen updates. So in the effective area, what is the effective area? This street and this emptying of the street, I don't know that there would be any gateways in this. There are gateways next to the street, on the side, that were installed after a public después de un problemita público antes de que yo tomara mi puesto aquí como gestor municipal limitando el tráfico. Is there a potential to close the street? No, I don't know. Okay, thank you. All right, thank you very much, Councilor Ortiz. We have more comments from the councilors. Ibarra. Yes, that was my concern also. I wish I could be told that vacation compares to Victoria. We know that Victoria is very congested, especially at night. Well, I know that I'm aware of some comments that the service of the vehicles that assist for safety could be delayed once this street is emptied, which would be Linwood to... Victoria. Now we have the map, the aerial view of the proposed emptying of the portion of Victoria Avenue. The map disappeared. Well, it's been two years that I've been in this emptying of Victoria Street, but that North of that place, Victoria, that portion near Linguard, and then we pass the traffic light, and then we get there. There we see it. The map is delimiting exactly the portion where there will be the emptying of the street. I'm worried about this traffic problem. That's where the congestion happens, right? So it depends on the traffic procedure that goes on the side, right? No, I know how complicated that area is. I used to work in that area and even as an employee I had to park far away to avoid all that traffic. My problem is the ambulances, the firefighters, the police that had to go through that place, being that place closed, but to respond to your concerns, counsel. I'm going to study the case. Good evening, Counsel. Thank you for having us. This street vacation is for our counselors, and really all it does is exchange the responsibility for maintaining this private street. is one of the main entrances to the reservation, so we want the traffic to move, right, to walk. So also for emergency vehicles, absolutely, they, Any further comment? Thank you, Michelle. We are grateful that you are here. So we have a motion to approve. Thank you, Council Member Avarra. He died with his uniform. Y también Jaime Ceballos, mi amigo, recibió el corazón púrpura y las estrellas. and worked 50 years in the engineering department. Cora also was in high school. She was on one of the planes that crashed on September 9th, 11th. So my mother also worked as a civil fighter, kind of like Rosie during World War II. I appreciate the opportunity to put myself on the ballot and the whole process. I have to thank you for motivating me to do this. me ha dado una perspectiva inmensa de mi ciudad. Y un por ciento de 17,000, son 170 personas, How many of you can think of 170 names? Do you remember 170 names? So Walsh is a person who has been an hermit. So when we talk about emptiness, I just want the people of San Bernardino to know, and the mayor and the councilors, For a few moments, I would be happy. And I hope that my conscience dictates that we all know in Conviction's day
But I may not show up to the next meeting, and if this is the last time you see me, I want you to know thank you. If this is the first time you see me, I want to say thank you, thank you for this opportunity to talk. And I still don't like Fred. He's the worst candidate.
When he covers himself like a baby, he's so cute. I miss you guys. We'll talk later.
Good afternoon. My name is Stan Smith. I would like to talk about the security points. We have seen in 1930 the different abuse of conditions. These different tests that can not treat human beings. We have tried to use the same psychological points. We have left the city to humanize it. We have tried to make the city clean. We have tried to make the city clean. We have tried to make the city clean. We have tried to make the city clean. We have tried to make the city clean. We have tried to make the city clean. We have tried to make the city clean. We have been able to see this pavement and we can use these different points to be able to handle both the residents of Amendment 14. And we also ask the neighbors to keep an eye on these different types of information. That part of negligence and precedence, does not occur in a home. If all people have been able to forget this interaction of the psychological and moral part, and these different traumas of this disorientation, where, for example, a person who is moving from one place to another to try to have this political image. The difference between what we see with this part of negligence is a point of attempt where we can see the loss of dignity, the part of survival, and we have to use this language of humanity. We demand that this council stop handling white and start protecting the people. And the Council of Artists, for example, has had these projects in the city. And we can see this project and administration within the council, within this part of negligence. We have worked with the community. and recognize humanity in front of you. Again, we are people. We know we are homeless, but we are still people. We have not come here as just assigned people. There is a reason why we have been here, and it is not our decision. Thank you. I know you probably think that tonight is different because there's something that I want each one of you, the people that are sitting here, I've mentioned this in the past, and I really don't try to speak more than once when I come here initially, or from the beginning. But I have a lot of activities that I like. And really, if I can try to find the time, and I have a video to try it, of this hobby. When I was here a couple of years ago, the first thing I heard about this 85% of this security rate, they said, oh, well, before you go, that really, that can't be true. Really, those numbers can't be true for the only person. When you were not here, the only person to be able to question that 85% of the security rate is the Ibarra Council. And that was the only person who maybe had at least the opportunity to be able to ask about that number. So, this point of data, this type of research, and the model that is being used to be able to exclude the 50% of these animals over five years, over these animals that die, or small animals that come, that die outside, here. So, there really is a fairly large ratio of dead animals, and it's not the 5% in the last five or six years. the police report that they have done a better job than those who have not been given credit, because really, apart from all the money that we have given, from 1.5 for the 1.1 for the clinic, 45 in May, on May 21, 45 in June 22, 2000, 1,500 UC Davis, 45,000 Stereo Brothers, 7,000 Stereo Brothers. And what does the community have when we have an exchange rate of $3.2 million? But here's what we've had. We've had a budget that increases from $2.3 million to $9.7 million in five years. um is And some points or let's say dollars would have been able to really castrate 16,000 animals. So my question for you is, what is the plan? When are you going to ask for a plan? Because I want... that my money has a value, really. And it's really not given to the community. It has three minutes. Hello, my name is Nona Wilson, and I work for Hightower Management. I'm here partly because we've seen different posters where it looks like a slumlord. All the differences in this can be different, but I'm here to be able to defend this. We have purchased three minutes, three, We have 3,800 Sierra Noteware. We have bought these units from the owner. There was no heater in the whole complex. There was no air conditioning in the entire building. When we bought this property from the owner, the Corners Forge came here and they gave us a big bouquet of candles. The department has a lot of candles, When we have tried to get to the property and that's when Enobi comes for these money citations. My point is that there is nothing to be able to have this code or reinforcement of the code of law, but that's really why they are hired and we want them to do that too, because we want to have responsibility like the others. But why is this really something so big that it is not seen as being able to buy this property that is not even possible and when we are making these arrangements is when the court enforcement comes and puts all this type of fines on us. So how can we make this claim and this really close And for example, they ask how we can have conversations, let's say, with the mayor, but really no one does diligence to tell us what happened before acquiring this property. 6609 and 6619, we bought this property, we bought it, we did pesticide control with these areas, but before that, there was no money situation, but when we The only property that we sold because you couldn't keep it is 1129 Northfield. Gracias. Good evening. My name is Omar Wayne, and I'm a candidate for the first district of the council. I'm here for the reasons of why I'm presenting. A little bit of history about me. Mr. Odor and I have talked about these different debates. When I was quite young, my mom and my parents have been here at the hearing to be able to work for the city of San Bernardino. Theodore Sanchez. you know i want whoever is the best person to win you don't That's not just about the Democratic Republic, but it's about whoever is the best individuals who can manage the city council and therefore also manage the city. So with that being said, I also do believe that term limits is a good option for city council. I do believe that there is individuals on the city council And the only option that I have is that the city charter adopts a language where it passes to the council members, where they have served previously, and they can have this responsibility for the time they have served, and I can present myself to be able to work for more time. In my opinion, it couldn't be further than eight years. But whatever number it is, we have to make sure that we have the opportunity for other people who really want to participate, especially young people, that if there is someone else who wants to participate, that they can do it, instead of just one individual who just wants to do this role as much as they want. thank you Hello, my name is Sarah Williams and I work for Hightower Management. I am one of the managers for the company and I want to provide this information for you. In Sierra, I have made different complaints about this house because there are really different activities going on. violence that's happening and maybe different drugs. I've let the manager know here for a year and for all the weeks I've been calling the police department trying to ask or send more attention to these places. They've really hit me and on Mother's Day I was who were practically inside my property because there were a lot of officers, because one person was shooting a woman at 6.30 in the morning. And because of this situation, the police paid more attention to Watch House with these activities that happen. And I was shocked because they were really accusing one of my neighbors And really within my digital tracks, they are within the information of this situation. And they asked me if I have a particular person who lives within my department. And they gave me a description of the person that they were really detaining. And they were really having or aiming with weapons, different weapons of 10 to 12 within the unit of my neighbor. While I had it in the car, I told them that no, they have nothing to do with this. We are trying to see. more information for the person who had made these shots and the person who was really a witness, that the person who had been arrested was not the right person. I really need someone who has some power to be able to pay more attention to the police department and to ask them to be more diligent, especially to protect our neighbors. I do my best to try to be the best It's really imperative that they are present when people are calling and complaining because there is a . . . for an entire year and nothing happened. man he said watch house what's the location is right on the corner of the 44th and my apartment is on the corner of the 44th and my apartment is on the corner of the 44th and my apartment and candidates for city council number one. Tonight is the final council meeting before the election. The agenda is for just before the election. The agenda is for just before the election. The agenda is for just before the election. The agenda is for just before the election. The agenda is for just before the election. The agenda is for just before the election.
It's costing a human life. This tragedy is a direct consequence of a system that allows disasters to occur in our community and that those who have to help escape. They also adopted municipal code of updated buildings. What are they doing? They are maintaining that while our Distrito Electoral está en llamas. It's a lie. I'm sitting here, look at me, listen to me. If he wants to lie about any person or that everyone can see so easily, then how many other lies about our budgets, contracts, security? when others claim it's their ideal choice, their flexibility. Having been there means nothing when you don't represent your neighbors. I'm the only candidate who has always come. I've had more than 30 public comments in the last year, 30 meetings, always talking, bragging, representing my neighbors. So not just for one election, you are leaving your holes just for the election, not me. I've always been All right, my name is Janine. My name is Jeanette Kohaldi. I'm here tonight to talk about a danger of the city's policies, the residents who are not protected when they do the city's services. And also, 180 days, there is a shield that is a revenge. because the company that owns where I rent doesn't comply with the protections for me. There are many violations and violations. and they give me, for example, three days to empty the place with lies, totally fabricated, and they also harass us, they steal from us, and there are also racial insults. This, everything they say is to really Inventar, que nosotros cometemos delitos. Yo he grabado absolutamente todo. Estoy aquí para pedirles a los concejales qué protecciones tienen los inquilinos en cuanto a los servicios de la ciudad. and why they live with fear of immediate revenge, and how we can have warnings against these threats that we continuously receive. There is no policy of action to help us and to support us. no tienen nada que ver con las denuncias que mienten sobre nuestro accionar y también estamos diciendo que the public and municipal administration are really harassing us. So I can explain what happened to the council members and I ask the council members and the municipal manager to take action on the matter and give us protection structures. Christian, I am a candidate for the second electoral district. I am a specialist in housing and a specialist in homeless people. I have the pride to present myself to the Inland Empire representing 2,000 working families and dozens of residents. i know three blocks from where i grew up a boy died in the fire of a gang friend of mine in the last seven years and i want to do something for that in the last seven years there are thousands of families suffering from drug, poverty, and it is also the epicenter of so much crime in our city. And the California Apartment Association took money from the California Apartment Association to protect Hightower, or to attack it. So we want to clean up the reputation. There was a really vital vote that was to protect the tenants. She was able to talk to the people who were stealing her money, and the leaders and leaders, and they also gave her political credit. And also, metaphorically and sadly, our electoral district was on fire. So I can try and solve the indigence, the destruction that has destroyed the beautiful past of our city. There is a theory of confabulation that our mayor and councilors inventaron para no venir a ciertas reuniones. Thank you. Next speaker, Christine Bain. Buenas noches, concejal.
The presidents have to ask themselves what they should focus on once they are in charge.
San Bernardino cannot survive in a constant political war, fighting and fighting. What worries me the most is to see the councilwoman Ortiz and her campaign manager publicly attacking the municipal manager and the previous municipal manager. This is not good for our city and it does absolutely nothing to help us and contributes to the city jumping from leader to leader and that it has less and less progress. All people in social media have to be very careful of what is being said, even of the antecedents of the municipal managers because they are spreading false information. I'm talking about the contracts of the services of municipal employees to study their background. There is authority for this, as I said in the comments of the closed session. If there had been more transparency, the public would have been able to know more about I appreciate your willingness to listen. I take care of myself because I've had several conversations with the previous director and we didn't get to anything or to a good point. For years, I have warned the department of how to spend and the suffering in that institution. I'm talking about the animal shelters that are suffering and suffering and suffering because the money doesn't come, the problems don't get solved. We need to change direction, we need to understand how to deal with this terrible food crisis. Christine Watson destroyed the albergue and we're going to have consequences for years and years that this woman did so badly to the animals' albergue. We need more information from the kennels, the canals that are being built.
We have to take care of the animals in their albergue.
I'm Dorothy Navarez. I'm with the district. I want to be positive or start positive. You can start on time. It's such a lack of respect. Why are you coming so late? You are professional men and you come, hello, how are you? And that's not acceptable. They're professionals. They have to come on time. I want to thank San Bernardino Police for the citizens academy, the citizens academy, it was wonderful, everyone has to go. So one of the main things that I've learned is that it's a very young police department, it's a very young police department, and I have wholeheartedly understand and feel that they really understand that they want the best for the city, and they want the best to serve the city, considering how young they are. The economic development is awesome. 66 students, beautiful. We need a bunch of marketing to post that on t-shirts. I don't want economic development at all right now. I would have to pay 25, 30 bucks a month um vengar de él y criticarlo. Tienen que colaborar. Por favor, limiten su frustración y no lo ataquen. the charter review committee, and the city plan committee, and the city planning committee, and the city planning committee, and the city planning committee, and the city planning committee, and the city planning committee, and the city planning committee, and the city planning committee, and the city planning committee, and the city planning committee, and the city planning committee, The next thing I want to say is that in the budget workshop, it seems like you guys are listening to the CRC because I'm hearing the same words. So I'm asking you to continue communicating with them and do the best you can. Okay. I have 30 seconds.
Council planning to increase salaries.
No, no, no, no, no, no, no, no, no, no, no, no, no, no, no, no, no, no, no, no, no, no, no, no, no, no, no, no, no, no, no, no, no, no, no, no, no, no, no. Thank you. You have three minutes. Scott Olson. I'm a resident of San Bernardino, actively involved socially and politically for 20 or 30 years and also 15 or more campaigns. I'm going to talk a little bit about campaigns. I want to tell you all a simple fact. If you're receiving negative information in the mail when the votes arrive, that's dirty politics. That's what you don't want to hear. If you have a candidate who is so stupid to use that in his public comments, don't vote for that because that stuff is all fake. That shit is all made up. So you need to know who did it. It's a local developer, and he is a spoiled boy. He thinks city council is there to do his bidding. Now, he ran into a monster, and he's the only one who wants to attack, because what he wants is what he wants for himself, and nothing else. So he looks like a second-grade kid, and what he does with this information, fictitious that attacks others. You have to be positive and the leaders have to present positive communication and information of what they want to do. Bread, shit, shit. So you are that. So Fred has his pockets full of special interests long before he was elected. It's all in his tax and financial statements. Sandra is focusing on you, on the residents. Sandra doesn't care about the leaders. She wants you to get angry. So you don't want those people because those people like Fred and all the disasters that Fred does are puppets of the special interests. I don't know about you, but I don't want those advisers. Sandra, you know, they sent a flyer with a crown. I wish they'd get their gender information. You're not a king. Arrogant is a person. The person who sent that information, Sandra, is a victim. So what I'm going to do, and I would like to be there and give this crown to Sandra, no para que se la vea mal y que haga algo estúpido y que no haga política sucia y basura. Next speaker, please state your name in three minutes. Next speaker, three minutes. Good evening, Councilor. I've lived in this electoral district for more than 20 years. So, before the re-election, I've talked, or I'm going to talk, all of them are lies, a package of lies, really, a bunch of lies, many more things, and also, they're all lies, false, all false things. I'm not going to vote for you. So, I'm talking with the people of the 6th electoral district, I've walked there, and I tell them, don't vote for them. I've addressed you before. You're old enough, it's time to go. You have to retire. I really don't have too much more to say. I can only say this. Juan Figueroa, I don't know you. but what I see is that you are a good person. You have worked with people in your electoral district. Sandra, I will never talk bad about you, but I've noticed things that I've noticed about you. My friend, Treasure, I'm very fortunate in everything you do. You've been direct, sincere with me and with the city. And I commend you about that. The other council members, don't forget about you. I don't think you guys are trash and hopefully you'll be voted out. And I hope you get them out of their seats. Three minutes, next speaker. Hi, I'm Sandra Ibarra, I'm from, I'm applying for the electoral district number two, so I want to talk about that check that I received, I received it, it was given to me by Teddy's treasury, to my house, I never asked for that money, but being the treasury, as I am the treasury, I reported, I reported the check, I never met anyone, she knows, I never asked for money, I never asked anyone for money, never. when I represent everyone regardless of your party, I represent everyone, no matter their age, their party, no matter if they're registered voters, 5,000 votes, 35,000 people in my district. And when I know that only 3,000 people have come to vote, it breaks my heart. It's 35,000 and only 3,000 came. 25,000 people and only 300 voted. So we're going to have to duplicate the elections. I hope that all the people who have the right to vote, come vote for me. If they vote for me, they vote for me or not, it's their decision. But in the last eight years there, twice, I have defended all of your rights to vote for the mayor. If you don't like the mayor sitting there, you have that right. I will never step on your voting rights. That is the power that you have to vote, anywhere, everywhere. I'm not here to defame, I have nothing against anyone, I represent everyone. I don't represent sexes, I don't represent genders, I don't represent the party, everyone. I'm going to present videos of the progress we've made in the second electoral district in the whole city. And I'm proud of the work we've done. Mayor, you've taken a lot of credit for what we've done. We're the ones that approved the contracts. We're the ones that approved the projects and the funds. It's us. But you wanted to go against the comments bringing people from the past, questionable, your background. If anyone wants to know, I speak from the heart, and I will tell them, look at the December 4th special of the homeless, who sat next to that municipal manager. It wasn't our staff, it was a consultant. Look at the contribution of our mayor. You want to talk about the $1,000 that I was unexpectedly sent to my address? Talk. But that consultant worked directly with our mayor. Look at the articles of today's closed session. Look at that developer who was at that special meeting. That's all I have to say. Thank you. I want to thank Kimberly Calvin for helping Fish State Street. Thank you very much, former Councilor Calvin. Everyone has received their voting papers. You can register until June 12. Please register in person or through the internet. The election is June 12. Your vote is important. Many people count on you. is stating you are fine with the corruption. Many of these corrupt people don't want you to vote. Please vote and also see how bad San Bernardino is and how it has worsened throughout the nation, as one of the worst cities in the nation. Please vote and let's see your current campaign. The electoral district number one, the majority of those representatives don't even know who you are. Who are you? They've never seen you. You're on your cell phone during council meetings. What's going on in the city center? It's a garbage dump. It's shit. They haven't done anything. There are no restaurants. There's absolutely nothing. There are no doctors. There's absolutely nothing. We receive a lot of visits to Orange Hill. They have nowhere to go. is a fiasco, this city. So we have to work diligently in the center of the city. What have you done? Nothing. And we also ask the residents of the first electoral district, I don't think there's much to talk about. But you definitely cannot defend yourself against 4 and 1. They're very strong. So you, District Electoral 4, you've been councilors for almost 18 years. The city was in bankruptcy. And then again, they took him out of Bancarrota and put him back in Bancarrota. He's been in Bancarrota for 18 years. You haven't taken care of your city, you haven't taken care of your electoral district. So you're just asking for more funds. So the mountains, Waterman to the mountains is a shame. All the streets are in their worst state since you started working. The city looks terrible. However, in the last few months, there have been a few improvements in the streets. It's very convenient that the time has come for the elections to have improved a few streets. It's a lot for you, right? You don't really listen. You don't have plans. You don't have anything to present or share. Thank you. Good evening, Mayor Campbell. Good evening, Mayor Campbell.
For the business owners and the mayor, having left this position in 2024, sorry, having left this position in December 2024, I stand in front of you many times. trying to ask the people of San Bernardino that every decision you make, please maintain transparency and responsibility when you really maintain this foundation. And here we are still at the feet of other elections and none of you have been able to stand up as true leaders Thank you very much. to be able to move forward with our plan, not a strategic plan, not a future plan, not a plan for the communities, not for the owners or the businesses, not a plan to be able to work in these business corridors for the future residents. And we haven't even been able to reach a specific group for the need, but because no one wants to come here unless they have different responsibilities that they can lead. And these decisions that can prove that they have more diligence for the county, the district, para poder mostrarle a las personas que las personas que han votado y han aprobado por este consejo puedan actualmente implementar no solamente de manera ideal sino también todos los puntos que vengan aquí los puntos que vienen uno detrás de otros y poder permitirles estos servicios impredecibles las personas van a poder valorar cada uno de ustedes por su propio mérito sus propias fallas y todo lo que tenemos que hacer es simplemente . . . . . in San Bernardino and for our community continues to suffer the consequences of these decisions every day. Councilor Fred Shreds, Arlen Barra, Ter Sanchez, and Mayor Trump, all of you know that you have worked on behalf of the people of San Bernardino. Trump is a dumbass. His best friend is a child molester. The person who can try to see these I know you guys want the charge for the street cleaner to go up. If someone parks in the middle of the street cleaner, you want to charge them a ticket for the short-term rental. You want to charge them a ticket for the short-term rental. You want to charge them a ticket for the short-term rental. um is y realmente debería ser un tiempo límite para las personas que podrán ver este en estos diferentes años yo sé que el oficial se ha retirado que más For the community, only because a councilor or a mayor comes to you and has conversations with you doesn't really mean much about what they do here, what they say yes or no here. That's really what matters. To be honest, I wouldn't really care if the things they tell me at the time of seeing their work. What matters most? The City Council of the City and the council should have this local point to be able to that's all And I hope that we can. no religion las personas que realmente están aquí porque no han hecho nada por nuestra ciudad realmente puede ofrecer ed porque usted ha estado aquí más tiempo de lo que yo he estado yo lo que yo he vivido y que he hecho simplemente usted es aquí en cerijo pero realmente que esté de hecho por su distrito simplemente vemos realmente mejoras porque es tiempo de reelección teodor sánchez todo lo que puedo decir es que muchos de ustedes realmente voy a I'm going to lose my time with all the bad things that you've done, but really, all the things that we've been able to do, when you call this special meeting, when all the people you've called as an asset, they're not an asset, they're really quite worried because you, within this council, when you say that you can protect the right, but you have four votes for you to have this meeting. So it is time to be able to to take these people out and really if they really want to choose, really, mayor, you can't leave people who simply can, for example, with all this type of criminal part, all these people who really have this criminal record, so we can't have these people come here. nunca he visto nunca les he visto aqui los unicos candidatos que veo aqui son Chris and Shaughnessy y Ronald Barado estos vienen aqui cada reunión y para los otros nunca los he visto Virginia claims to be retired, and that's what she's doing, but she never has the time to come here to the council meetings. So I want to see a change in this council. Mayor, I have nothing to say about you, but it could really be time for a new leadership. I just don't believe in the direction we're going in, but it really isn't something good that we're seeing. I can't drive. But I can do what I can. I have different types of information within my power to be able to see the changes and not be re-elected. And for the people who really want to be our future candidates, there are two priorities that the BBK has to have and that really brings us back to the series hall. Because at this moment, this is not what we're doing. The City Hall has been here for how many years? There's nothing. And every one of the things they're seeing is that it's open, but no, the urologist has to go to three different locations to be able to do this. And it's really quite surprising for the people of San Bernardino. They don't really re-select these failures and they don't really re-select our past failures. Thank you. You have three minutes. My name is Mimi Long and I am applying for the next mayor of San Bernardino. I am a business owner. I am also a communications professional, but I really am a person who loves this city, but I know the potential of what this city has. It's been a long time since we've really accepted the mediocrity. We deserve more. As residents of San Bernardino, we deserve much more. We've given the mayor and the council a lot of time to show us who we really are. and i'm talking to each person in each district because that's not what i'm doing here to do that i'm not here to point out what i'm doing here is to tell you that i what i can give to the table is time for change i can have 35 years of working with cities with individuals different messages and making sure that we brand individuals rebrand cities change images and change the conversation and that's what the That's really what matters here. We have to change the conversation. San Bernardino, for a long time we have said negative things about the city, but it's really a beautiful city. It's a beautiful city if you really take the time to see what we have to offer. Unfortunately, all the people who are in leadership really don't do enough to be able to talk about how beautiful this city is. . . . . um If there's nothing different about the people who are sitting here, Thank you very much. What I have received on May 6 are some current ones. We have not had any current ones, but for May 6 they have lost this deadline for this meeting. Thank you. We will now move on to consent points. No, no, no, no, no, no, no, no, no, no, no, no, no, no, no, no, no, no, no, no, no, no, no, no, no, no, no, no, no, no, no, no, no, no, no, no, no, no, no, no, no, no, no, no, no, no, no, no, no, no, no, no, no, no, no, no, no, no, no, no, no, no, no, no, no, no, no, no, no, no, no, no, no, no, no, no, no, no, no, no, no, no, no, no, no, no, no, no, no, no
Thank you. Thank you.
Thank you. Thank you. Thank you. Thank you. Yes. Yes. I have more than just a comment with respect to these evaluations. With the city of San Bernardino, which have been some of my comments, I think it's page 388, I have communicated with you regularly. It's just for this information within my streets. I just want to make a comment with respect to moving forward and how we really manage our relationships with the contractors that we use. It is taxpayer money we're paying for a service, We have paid for this service, and I really want to say that as I drive around my ward constantly, I'm sitting in pictures of different areas that have not been maintained. When I actually got here in this council, and one of our contractors here is damaging this property. It has been really unfortunate to have all of these complaints for our constituents. I feel that we have to raise the bar because these are the money of the people who pay the taxes. Thank you. Is there a motion for a trooper? Thank you. Is there a second? Thank you. Let's move on to the photos. Counselor Sanchez, yes. Counselor Ibarra, yes. Counselor Figueroa, yes. Councilor Scheretzi. Councilor Naderine Canas. Councilor Flores. Councilor Ortiz. The motion passes unanimously. Thank you, council. We continue here the discussion items in number 18, the presentation for place work within this update of the general plan. So it's definitely a pleasure to be here with you and introduce the general plan for 2050 that you're going to see in the next month.
Realmente tenemos five points, as I explained, first I'm going to do the presentation, then the general plan of 2050, and then the presentation of the key characteristics, and then the process of environmental cleaning, then the next steps to the end, and your questions. Let's start with the introduction. So the 2050 General Plan actually has three separate parts related to the General Plan. It's the update of the General Plan, the update of the Development Code, and the specific plan of the city center. We have components of the project, the update of the general plan 2050 to modernize and implement the new general plan, also the development code and also the specific plan del centro de la ciudad y también tenemos el plan específico de Carrousel Mall. What has been the process? The general plan has six stages. In this graph, we show each of the stages and the times. The first step we did in the analysis of the existing trends and conditions.
We also had about 1,600 comments. We also had about 1,600 comments. We also had about 1,600 comments. We also had about 1,600 comments. Y las guías de visión y también guía esta visión e informa el desarrollo de políticas específicas y sus programas. reflects a new era for the community of San Bernardino that reflects the community's wishes through 2050, until the year 2050, and it's after COVID and after the breakup. We hope that the vision achieves our objectives. Let's look at the themes of the vision. The vision is a very long presentation. It's San Bernardino, the city, It will be an excellent city to live, work, and play. According to our very rich heritage, the spirit of collaboration, the natural beauty without parameters and scenic of our city, the equitable treatment of all residents, businesses, and community groups, and the various amenities Trabajos, escuelas, servicios públicos, educación, habilidades de los trabajadores, una comunidad robusta, y también la afirmación de las expresiones culturales y creativas de la población diversa en la ciudad. So let's go down and talk a little bit about each of the chapters. What I want to do with those chapters, first of all, I want to mention what the chapters are going to do, what we want to achieve, and we have a high level and themes of the General Plan. In terms of the general form, we have the type, the intensity and also the place and the quality of the land uses that are being approved by the city. So we have the land designations, its use and the plan, the specific plans and the maps. as well as how in 2050 the community would be distributed, the urban form, the community design and its section, and also the section of urban areas. Here we have the city. We see on the map and we have key designations that have undergone changes. Sorry, sorry, I was wrong. I'll go back, I'll retract. So you're going to make the development proposals and also the improvements. It's important to understand the improvements. So in terms of the land use designations, we have the residential houses, 1.02 from U to C. Proposed change? No change. Las bajas residenciales 3.1 y 3.5 de U barra AC It's a low residential of 4.0. And we also have the suburban residents, 4.5. We would have a residential area of 7.2. A medium density and urban density. The proposed change would be the residential measure. And we continue. It updates transit policies for aviation, omnibus, and trains. And it also focuses on truck routes in industrial areas in the southern portion of San Bernardino and all those participating this year. The purpose of economic development is to establish a plan to develop the local economy, equipping its staff and generating income to reinvest in the community. We also have significant changes in the element that marks the areas of redevelopment projects that have been withdrawn by the 2013 state law and become concentrated areas. The Action Policy Guide is included for the emerging areas to which we are concentrated. the Oro Center, the Grand Center of the city, Hospitality Lane, and other areas as well. And we have an intention to create a strong economic program. The purpose for the public services is to establish a plan to provide essential public services that will maintain and improve the quality of life, including libraries and education, installations de salud, bomberos, etc. And there are significant changes in the element. It incorporates the policies and the objectives of the element of water and energy conservation. The strength of public waters, we want stronger policies in terms of the use of recycled water and its expansion in terms of the system. y también la fuerza de la energía, pedimos políticas más fuertes para la generación de energía renovable, solar, de combustible, aérea y de vientos.
These open areas, design facilities, recreation, bicycles and different types of routes. And for those of the element that includes the equity analysis, where it is located in different neighborhoods of the city, where the cities are really within, let's say, some facilities, park guides, opportunities to expand the number and size of the parks in the city. Recreational programs, for example, it is important to expand the recreational policies of the programs and facilities. And also this route network, where it is good to be able to try to expand and be able to implement it in the general plan. Okay, for these open and conservation areas, the purpose of this is to be able to have this result of the long-term strategies to manage, protect and balance natural resources for the benefit of the community. This includes natural resources, biological resources, and natural resources and also the quality of the air. There have really been different changes in the state, but at the moment of looking at this element, it is quite important to be able to see this for the city around the mountains, in the rivers, and we also have a quite amazing resource, specifically um a regadíos y también las políticas mucho más fuertes para poder mejorar esa calidad de aire y preservar estas áreas. There has also been a very important policy of this resource program to preserve and some points that we have already mentioned, and this new policy of guidance to be able to amplify the creative artistic scene of the city, including these visual arts and other artistic expressions. la ciudad también hemos visto diferentes crecimientos en esta área así también mucha mejora y progreso y me gustaría continuar así este punto and environmental justice. This is a new chapter that has been created for the Law 1000 project, where this really tries to create, sustain a healthy environment for residents of all neighborhoods, to reduce exposure or contamination, adapt facilities and public services, diversify the supply of affordable housing, opportunities to have these healthy foods, opportunities to have physical activities, and the involvement of the city. You see all this time. This coverage covers all these documents in general, the general plan, the specific plan of the center, and also the code update. And the AIR, the topics with respect to an exception to the housing element. Gracias. This has been a lot of time. We've all been pretty anxious about this, and this is really an update, and also the timelines have been a lot of help because we're interested in when all of this will be completed. We've heard from all areas, whether it's for the development of businesses, residents, and we all know that we're here all the time. So thank you very much for the team. Thank you very much because I know there are a lot of transitions around. I know that's really important, but I really want to start by congratulating Sergeant Ramos, who has had a critical point, and that's funding for this general plan. um thank you staff and thank you So again, thanks to the team, thanks to the team, thanks to Staff Sergeant Ramos, because all the people who have interfered with this plan. Now I'm going to hand it over to Councilor Halibarra if you have any questions. Thank you, Placework, for your presentation. I know it's been many years in banking.
So I just want to clarify.
When this is over here, we're going to give it to the public and we're going to adopt it finally, correct? Is that what I understand? Correct. This is going to be before and it's going to be a review period of around 45 days. And then we're going to take these comments and we're going to return them to the Planning Commission for recommendations, considerations for the City Council for recommendations and adoption. Thank you, Mayor Fulton. um um um is for me A structured environment would be to fully adopt a new plan or map that deviates from what we are currently seeing, because each industrial and commercial district that sees these maps has already been analyzed for the impact within, for example, travel, the environment, etc. So if we can do Thank you very much. I think it's this intentional desire that it shouldn't be an established document. Cities have the ability to make amendments four times a year. So maybe these are things that you can expect while you work with this general plan, while you find these things that can be changed. And you simply propose, like this amendment of the general plan, up to almost four times a year. And maybe seeing some of these more large changes that we can do now and allow us to have this general plan to be able to have it every year. And with that, really, this would be after the general plan has been approved, correct? um a slight delay or a phasing in, because at some point, we're already in the books that are coming with this plan, this designating of the general plan, where we have zones that have already been created. I will say probably, For the next three months, I think this will affect a little more your new projects, not necessarily the old ones that have already been approved, that we are moving forward. Okay. Next, this is new for me. So when we do this adoption of the council, what is the next step to be able to make it actionable? How do we use it to benefit our city, especially with this economic development? Interim Councilor, when the council has already approved the general plan, I believe that at this level of the team we have to start the implementation process. While we speak, there are already projects that are waiting for this timeline for the adoption of the general plan. So when a general plan has already been adopted, some of the projects to move forward using these new designations and calculations and all the new um um um um um solamente para decir que dos años atrás fue el año que nos conocimos y aquí estamos aquí. If this is successful, we're going to make a recommendation to the city council to be able to do this, except that we're going to have this public hearing and not just presentation, but after we have this particular plan, we have the IAR and these other elements. Ese plan es enero. the downtown specific plan is the small one within our workload. I think it's around 70 and so many pages. So we are planning to have this implementation as well. We haven't made so many changes because within the specific plan of the center, as you remember, it's quite specific for the downtown area. So it really divides downtown into different courses specifically. Each one of them is a specific identification and the goal is to be able to maximize some of the things that we have talked about, for example, the downtown area and some of the uses to be able to protect and be able to bring this to the city and be able to see this for the area of the center and we can have this commitment with the general plan for the 25 years.
And as Mark said, I don't know if there could be changes, if there were changes. Don't be surprised if there are changes, if we come back with an amendment within a year or two. These things happen. So if something arises, then the division will use or contemplate the general fund, because it is a continuous and changing process. solamente quería preguntarle solamente quería mencionar una sola cosa más en cuanto al plan de implementación cuando tengamos ese plan va a enumerar esos 250 artículos pero es la acción que va a indicar quién es responsable qué departamento es responsable to implement that and also the fund source will also comment on the short, medium or long term. That time action will not be adopted or will be adopted according to what you see in your manual. It will be a reference manual for you. There are 35 things. Here is the manual. Each department will have its own and there's going to be departmentalization, and in that way, the tools that you're going to receive are going to be indicated. I'm going to give them to you so that you can comply with all these articles. Very good, because according to your point, not everything is covered by funds. We haven't allocated the resources or implemented the programs, right? Yes.
That's why it's a 25-year plan.
I would say that it is quite solid and also fluid, because there is always that point E-I-R. And it also depends on the background of the process and also a true deliberation of the processes themselves and the actual participation of that. So, I would say yes. That might or might not ask for or implement a further analysis of, let's say, environmental noise. So we have to go back and adjust that and change it. And many times these things go very fast. And other times there are people who stop us, who want more little things to do in certain things. So if everything Thank you very much. Thank you, Mayor Interina. Good questions, good comments. You go first and then Barra. How much does all this cost us? Councilor Ortiz, the total amount of money we have is $37 million. That includes the $3 million? Yes. There were additional costs included because it took a long time. The only additional, well, yes, there are a couple of things. Let's see, what are the additional costs? There's something, probably 20, 23 or 24. We went back to the council with $645,000 and there was a delay in the plan due to the loss of the department and the forces. And there were two years that we had to cover the expenses. So it means that 5.2 is the general EIR plan. It's not the code of the center of development. Ontario probably has 5 million. So your specific plan has a pretty big code update. You're going to do three things at the same time. It's very rare what's being proposed. But in that way... So, it's really correct what we're saying. It's a little bit recent, but what we're doing is unique. Three at the same time. So, we wanted to give you those examples, right? So, two tenths of the city and two thirds of the city, and also the various five. But I'm just... talking about a comment that talked about the 90%. So it means that there's 100% that hasn't been approved, right? So you were saying, we're only missing 90%, that's a lot of what's missing. So probably, finally, if we can do it, I thank you for all of this, and also for the point you made specifically about reviewing the city center plan. So, in this way, we ask that the councilors can look and review these things, right? And also, they would save us a lot of things to do. And also, that these communities, and also in the center of the city, would be contemplated, and also the planning commission, and also specifically about the general plan for one of the things. So how are we seeing these things? We have already been in the planning commission for this presentation with el consejo de planamiento y también vamos a hablar con chipac y una vez que nosotros hablemos con todos ellos acerca de esta información lo vamos a factorizar en cuanto a el proceso real de aprobación pero antes de llegar a la etapa de aprobación necesito la etapa de presentación para seguir adelante gracias I think that in the last meeting we had a developer who came regarding the housing project. I would like to know what is included here and that this information was updated. So I know that five years have passed. There were projects that have changed. that were in sight. So I just want to make sure that we have those projects pending, contemplated, yes? Yes, of course, yes. Most of the areas in Corredor San Bernardino and also in San Bernardino and its county are preserved, all those plans. How many specific plans? There are 12, 12 specific plans that we haven't really modified um um necessary we have talked about the groups that were going to come in the next 45 days and we have all these projects to approve we also have environmental groups that have made negative comments against them and we have also made a lot of arrivals to the community to see their opinions i want to make sure that the voices of the community are heard and that what they ask for their neighborhoods are heard and then then when we talk about the city, we have to take into account the housing element because we are forced to respect housing and produce housing. So we are in the sixth cycle, the sixth cycle of the housing element in eight years. So we and our obligation is 8,000 plus ocho mil y más unidades residenciales, promedios, altas y de bajos recursos. y esto obliga a nuestros números. I'm going to decide the vote by seeing how we go in the stages. So we have 2021 and 2022 and we had mentioned that that had been built and that we are going so fast in terms of las viviendas tenemos un una actual acción en la construcción entonces de esa manera nosotros tenemos un desarrollo de lo que se está utilizando y nosotros coherentemente utilizado este proceso. Quería asegurarme. Gracias. Gracias, concejal. Gran trabajo.
Qué bueno.
Bueno, nos vamos al final. Vamos al concejal Ibarra.
The only one I can think of is on Memorial Day. We're hosting the event right here outside of
So we're just talking about the collaborative, if they're available on Monday. This is the first year that I'm going to be able to have a day off on Memorial Day in a couple of years. And I'm going to be excited to remember all the veterans who served our country. So... a big congratulations to the baseball team, to the tournament they won, and also to the champions, they won the championship. So they haven't won since 2002. So this is a great victory. And that really makes me very proud in terms of how wonderful our city is when there are reports or positive news. And that honor was presented yesterday to the Chief of Police, honorable citizen, honorable hero, and also a couple of days ago, I'm a resident of Birdamount since 1984 and I suffered the fires in 2004. I know how important it is to be prepared for emergencies and emergency response from the police and emergency services. And I really congratulate our congressman for having allocated funds to San Bernardino. That's all. Thank you. Sanchez. I want to encourage everyone who is watching to come to the Ceremonial Ceremony here in the Bibliotheca at 9 in the morning. It will be a beautiful ceremony. So that will be a good ceremony. Thank you, Ortiz. Thank you, Mayor Beza. So two weeks ago I was at the SCAD conference en el derecho, una gran oportunidad para estar ahí. Nosotros, la gente venía a la mesa solamente para to see the little things that we could offer. Congratulations really felt to the marketing that they have done in terms of the meetings and how they took care of the meetings and how they presented and handled them. That's what people are looking for. And also in terms of the general plan and specifics, how they establish what the division is for the city of San Bernardino. And that's all. Thank you, Ortiz. Figueroa. I have the hope to see that talked about several times, but I had the opportunity to be in the installation of the water pumps and the assistance generators as well, and also so much to do with our staff. There were representatives of the Department of Public Waters and also the mayor and the assistant mayor, and especially the congressman, Pete Aguilar, who has really helped us with the funds for the project. I also had the opportunity to speak with Mario Flores, and we went to meet with him in his office in Washington, D.C. He was in Washington, D.C. He was fighting on the congressional floor. So we had to get to him through corridors and tunnels. And when he came with us and talked to us about all of this, then we had the opportunity to talk to him about the needs. A big thank you to him. And also a big felicitación para todos que sean reconocidos como héroe de el centro de la ciudad y también esto ejemplifica lo como la región va bien
I know that there are around 20 million people who can potentially consider this, so congratulations to them as well. And I will also be attending the memorial services here outside the library. I'm excited to see my colleagues and the team too. Thank you, Councilor Flores. Thank you, Mayor. This last Monday, I was able to attend this public safety meeting. One of the things that I heard is that one of the first times that I'm here, but I really heard your concerns, I think it's congratulations for the San Bernardino team, because in reality all the people can do all this, that we are going to do this meeting, that they are here in all their in all of their concerns. While we were here, Kavichan was also listening to a lot of questions from the audience. He was able to answer some of them effectively. So I was simply amazed not only by the participation, but also by the residents of the community to be able to see all of these concerns, but also the team to be able to have this presentation and to be able to answer some questions, to be motivated, to give them that step-by-step process, but how that will be seen when we return. and just to talk about things with Figaro It's crazy to think that last year I was at Washington, D.C. with this congressman, Mr. Aguilar, to see these generators, and we're just here, from what we're seeing, and last month, giving this check, and here, they just chose us here to do this work for the community, and we're serving here, so I'm just amazed at the team we're making here. That's all from me. Thank you Mayor, I don't know if you want to congratulate our outstanding Chief of Police, the President of the Central District, U.S. Attorney Bill O'Salley. He is, I think, mentioned there's about 17 to 18 million people in the central district, which is about six or seven counties, that he represents to the U.S. Department of Defense. So if you do the math, the U.S. Department of Defense, if you've got a mind to discern in the state, three or four, in the last five or six states, we have about 150 U.S. trade,
We're picking one person, and I can't tell you how proud I am of him and how it's very highly he really is.
So it's a great honor to be chosen for that. So again, congratulations to our chief. I sent a copy of the copy yesterday for the Northeastern District, Lieutenant Luna. I attended this meeting with Lieutenant Luna. Lieutenant Luna, normally this commission always does such a good job, around 100, more than 100 people. Unfortunately, Junior can't be there. He's a person who makes sure that all the people are there. But he had a minor surgery and couldn't make it, but really he's recovering and he's going to be back at this meeting pretty soon. and then also attending this association of neighbors where this has happened in the last few weeks and the last Tuesday and Thursday I have been able to attend these meetings in Lake Arrowhead.
