I open the ordinary session of the Municipal Council of Ceylon. Please stand up to join my colleague tonight for the oath of allegiance. I swear allegiance to the flag of the United States of America and to the Republic that it represents, a nation under the aegis of God, indivisible, with freedom and justice for all. Thank you very much. The members present tonight are the councilors of the ORCO, Dylan Gerba, Ulshar Munt, Mayor Promreis and Mayor Marle. For the city staff, we have the municipal director by name Matkine, Cœur Croyal. The chief of police is absent, but the chief deputy of police, Andy Hartwig, is present. And I think that's all for the city staff, with the exception of our director of the DPS. Mr McNeill is also O.D. At this stage, the president is ready to receive a motion to approve the order of the day as submitted, except amendment. I propose an amendment to add nepotism to the point of discussion Okay. Nepotism is added as the fourth point of the discussion part of the order of the day. It was therefore proposed by Girba, and supported by Armunt, to approve the order of the day as commanded. Those who are in favor, may say, for, for, the opponents, say, against, the for take it. The motion is adopted unanimously. There is no absence. We move on to the first of the two periods of comment from the public. Due to the law on public meetings, anyone can move forward to make a comment or ask a question. Comments will be limited to 3 minutes per person. It is up to those who wish to express themselves, without having to, to decline their name and address for the verbal trial. Please note that the municipal council will not answer the questions during this first period of public comment. Are there any comments from citizens? The verbal trial will indicate that there are none from the public. Have we received any comments written before the meeting tonight that the author wanted to read at this time? It's pretty simple. We will not go to subsection 4 because, as indicated in a mail sent earlier today, our special presentation has been canceled. It will be rescheduled during one of our September meetings or our first October meeting. I believe that a resolution has been added to the consent part of the day's order by Councilor Dylan earlier today. It is 26 to 157. Otherwise, the President would be delighted to receive a motion now to approve the day's order by consent without discussion. However, at the request of any citizen or councilor, any point can be withdrawn for discussion with the Council.
I would like to withdraw point 26 to 150 for discussion.
150.
Yes.
All right. Did you inform the president or the municipal director by interim of your concerns before today's meeting?
No, I did not.
All right. Hum. So you want to propose the approval with this amendment? Yes. Hum. Or this change? All right. Proposed by Dylan. Is there a second?
I second.
Seconded by Rice. They, all those who are for, let's say, for, for, those who are against, say, against, it is adopted. And the motion is adopted with a vote against. E. We move on to the new cases, which concern first of all the 26 to 150, nomination of Len Freeman to the work group of Anport Chris. E. Is there a motion to approve the nomination of Mrs. Freeman to the work group of Anport Curse?
I propose to take action.
Proposed by Dylan to take action. Is there a second? I second. Second departure. Was it Harmon or Rice? Rice. Rice. Okay. E. Municipal advisor Dylan.
E. We have received no information on this person. It is not on share.ni.
Uh, it was something we had discussed and I'm just looking for a clarification from the Assembly, because that's what I understood.
That was not my memory. But what was the consensus of the Council? I think I understood it this way, that we do not complete the vacancies in the councils and commissions.
Without approving the new process or the form. That said, we should present this to the Council at our next meeting. Okay.
What was the point of view of the others? Uh, is there an additional discussion on this subject? Uh, I would also like to note that Mrs. Freeman's nomination was discussed during the very last group of work on the Davenport Curtis manor. There was no objection to her nomination, and it is obvious that this nomination aims to provide a vacancy after the resignation of Bob Cameron. Uh, there is a motion concerning.
All those who are in favor of this motion, say, for. For. Those who are against, say, against. Against. The motion E is adopted by 5 votes against 2. E, we move on to the new case, point E 26 to 153, update of the Clemenceau agreement. It will be a motion to accuse Reception and approve or not the renewal and update of the agreement of members of Clemenceau. I propose to accuse Reception and approve. proposed by Gearbox to accuse reception and approve. Is there any support? I support. Supported by Alch. Under chef Hartwig, would you like to make some mandatory comments for the benefit of the public tonight? And make sure the green light is on at the base of the microphone before starting. Of course, it's a pretty simple question. This agreement should have been renewed or resigned simply because it changes name. It was an organization managed by the County of Oakland, a technological organization that helps almost all the police in the southeast of Michigan, as well as the judicial and pursuit agencies. They have grown so much that they must now become their own independent agency. So they have a slightly different name and that's the only thing we're changing. The cost structure hasn't changed. The budget hasn't changed. It's just a matter of updating this agreement with. Very good. The name change. Very good. Are there any questions for the police chief? It's pretty simple. Chief Adjoint Hartwick. Thank you very much. Is there a discussion on the motion? We have a motion presented by Gearbox and supported by ALCH to accuse reception and approve. All those who are in favor, please say, for, the opponents, say, against, the for take it. The motion is adopted unanimously. Let's move on to the last point to list the new cases, point 6.2 of the order of the day 26 to 154, the purchase of a Ford F-150 pickup. This is a motion to accuse reception and approve or not the purchase of a Ford F-150 pickup for a amount not exceeding $ 55,000.
We have the funds necessary for this and we hope to recover additional funds during the sale to the next auctions for vehicles and approved equipment during the last meeting of the Council. The reason why I presented this is that over the last four months, it has been difficult to find a vehicle for daily activities. This becomes especially problematic when I go to construction sites. I don't have traffic lights or signs of the city to warn people of my identity when I approach the site. I can't stop safely on the side of the road. I tried to use as many public service vehicles as possible, but they sometimes need them, and that makes things a bit difficult. It is simply a request to approve the purchase of a F-150 pickup with minimal equipment, that is to say the marking, the headlights, and I will also make sure to install a camera system with GPS. Very well, I appreciate this report. Mayor Pim Reiss, you are at the origin of the motion, just to confirm that you have other questions. Yes, I think it's very good and it's a very valid reason to need a vehicle. My question was rather addressed to the interim municipal director. We often have two vehicles here at the town hall. One of them is a small Ford Maverick, I think I drove it several times, but there is often another small vehicle on the spot. Are these vehicles used quite often to justify the purchase of a new pickup? Yes, the small Ford vehicles, my service uses them at least Mondays and Wednesdays for building inspections. The other days, it's a shared vehicle.
I know that in the past, the deputy post had its own vehicle, so if you think it is necessary for your car park. I understand perfectly the question of security. Having traffic lights is very important if you have to intervene on construction sites. I appreciate that you submitted this request, and if you find the funding outside the budget, my only other comment is that of Mrs. Reiss, we withdraw two police vehicles.
Could one of them be suitable? Usually, the urban planning officer uses an old police vehicle. We could get one back, because repairs are starting to become expensive. Recently, it was not a small repair. It was a question of the other police vehicle and memory. Keep the other police vehicle for the deputy. Yes, we only withdraw one this year. Okay. There have been discussions, but nothing concrete.
No, it's very good. It's quite acceptable. Thank you very much.
Uh, Councilor Olish, you had a question. Yes, just a clarification. Is it a 150 or a 250? It's a F-150 and the PCF is the 250. It's a different vehicle.
These are two different things.
Okay, okay, okay, okay. I just wanted to understand that. That's all for me. Councilor Arbaud.
Just a clarification. What is the truck ratio per person for those who have access?
Oh la la. Uh, that's a good question. I could come back to you tomorrow to give you a better answer.
So I suppose, according to this request, that there are more people than trucks.
Yes, that's the case. And the use really depends on the specific needs of each post. I say that if it's on the budget and it's necessary, I agree. Other questions? Uh, advisor Dylan.
Just a comment for my colleagues from the council. I asked rather to make sure that all the new bought vehicles are equipped with the GPS system and the camera system. And I was confirmed that this would be done during the equipment of the vehicles. Uh, once again, other questions? Discussions on the motion? No. It was proposed by Rice, supported by Dylan, to accuse Reception. Uh, my apologies. Uh, all those who are in favor of accusing Reception, say, for.
For. Opponents, say, against. Is there a motion to approve or not to approve?
I propose to approve.
E. I would like to say that it was a pleasure to participate in the conference of the Seniors of the Mayor at the Centre for Seniors. E. And in particular, I know that one of the small group sessions put DTE forward and more particularly. Excuse me, Councilor Halsh. Ladies and gentlemen, if you have your mobile phone on the desk, please move it away. This tends to interfere with the microphones. Sorry to interrupt you. Councilor Halsh, please continue. E. Yes. You know, one of the things I learned about DTE is their critical care program. For members of our community who have vital equipment at home, DTE provides a free generator to ensure that these devices continue to work during storms. After this meeting, I plan to publish more information on how each citizen can benefit from this program, because I told myself that as the storm season approaches, it could be a useful resource for our community. Indeed, I was not able to attend this small group session, although I heard excellent echoes on the information that was shared. Councilor Halsch, all that you can share or publish, could you share it with our group before doing so? Conseiller Dylan.
Merci. The cable commission will meet tomorrow and we will discuss the purchase of new equipment, both for the city and for the schools. But I wanted to point out that on Friday, we were informed that channel 18 was offline. It was simply a technical problem requiring a reinitialization of the system. If members of the community find that the channel is offline, please let us know immediately so that we can ask Comcast to do a reinitialization. The channel is operational again. But when the channel is unavailable, you can always access all the content via our YouTube channel. The content is simply classified by segment rather than broadcast continuously on the screen. The transition team got together today, like every Monday. We are progressing with the arrival of Mr. Atkin, trying to understand what his commitments will be, while keeping in mind that he is not a full-time municipal director. He preserves functions in his other post. We therefore want to take care of it for meetings or others. If he is not obliged to be present, he is likely not to be. It would make him very long days every day if he had to attend all the meetings. The recruitment committee continues to meet. We will also be conducting our first series of interviews later this week. We therefore hope to have something to present at this meeting during our next meeting or during a special meeting depending on the case. For asset management, I leave it to Mr. Gerba to take care of us. A report. The format was different this time. The management office participated in it and presented it in a different way, which, I think, will make the meeting process a little more effective in the future. I know that this was mentioned earlier in the meeting. I just wanted to point out that a proclamation was added to the agenda at the last minute to draw attention to the day of awareness to overdoses, which took place on August 31. The state recognizes this day and we want to make sure that we also recognize it as a community. We hope that the police service will be present at the farmer's market on the 29th. I think it's the previous Saturday and they will provide information on resources and overdose-related problems and will distribute Narcan kits. If you are in the sector, do not hesitate to go to the farmer's market to learn more about the ways to fight overdoses in our community.
Councilor Girba. Thank you, Mr. Mayor. Last week, the Urbanism Commission met, as I mentioned during our previous meeting. We discussed the Lo 28, which benefited from an extension of one year, provided that the development or sale agreement does not exceed the date provided in this agreement, and the Director of Community Development, Mr. Atkins, had to examine this point. We have therefore authorized it. We have also deepened the discussion on the order relating to the situation plan and on the order relating to the advertising panels. We hope that this will be presented to the Council in September or October. Mr. Atkins, No, it will have to return to the Urbanism Commission for recommendations. So, early October? Probably in October. Okay, just to inform you that risk management met last week. We have brought some additional reviews on this subject. Fish back, and fish back, so it was very useful. We had not had this information in such a consolidated form, which I believe the advice has also received. This will help us, we hope, to give you a better understanding of what we are currently doing and the type of money and resources that have been invested in it. We also talked mainly about the purification station and its expansion, as well as the future need for water sources or how we could move to a different source. A part concerned the expansion of the city and the places where we could potentially install a new tower or a new well. But we hope that with some of the expansions and work that we are doing on wells 5 and 6, which we talked about last week, part of this can be resolved. However, we know that there will still be problems with Eagle regarding what they authorize to reject in the waterways, a concern that all communities will have to face. And we could, at some point, have to work with our other cities to start considering, I don't know, a collective recourse or something like that, to understand what they are doing. Because it becomes very clear that the limitations on what they throw into the water, in terms of treatment, capture and softening, become more and more restrictive. And it's like, how are you going to produce water with the quality and use necessary for your city if they put this kind of constraint in place? It looks like they, I don't know what they're doing, but at this precise stage. Another thing, I think this council must be informed and must understand that the treatment plan for used waters is six months late. They are working to try to solve the problem and come back in time so that we can at least hope to finish by January 2027. They are considering discussing compensation interest damages. We have our own rhythm that is in place. We must also, I think, ask them to come back to our asset management group to give us an update on the situation with Kozyan. I don't know if that's the right pronunciation. That's it. For what concerns the state of progress, we have delays regarding the administrative building. They are working on the reservoir, but at this stage, we were at 3 months a year ago. Now, we have passed 6 months. And so, it's time, Je pense de commencer à serrer la vis. Yes, thank you, Mayor Peraïs.
Yes, I have nothing to report regarding my meetings. We have our meeting of the commission of parks tomorrow, but I have a statement that will follow a brief motion that I sent to the municipal secretary and I apologize for having taken my colleagues from the council to the fore. I felt obliged shortly before today's meeting to address this subject. Tonight, I would like to take a moment to reflect on a freedom that belongs to all of us, that of freedom of religion. It protects our right to practice, pray, speak, gather and live according to our convictions. This freedom only makes sense if we are ready to defend it, not only for those who share our beliefs, but also for those whose faith, identity or vision of the world differ from ours. Tonight, my prayers accompany my elected colleagues from the city of Dearborn, as they will take up their civic duties tomorrow. I pray that, their staff and their communities remain safe and that everyone's rights are preserved. I am very proud to live in Michigan, where our communities are unique and diverse, and where there is room for different beliefs, convictions and lifestyles. I pray that we can continue to respect each other without hatred or prejudice, because there is room for neither of us in our great state, no more than in all the United States. I therefore ask each of us, them, to show their support as I propose a motion. The motion reads as follows. Let it be resolved that the municipal council of Ceylon expresses its solidarity with the elected officials and residents of the city of Dearborn and supports their right to exercise in all safety their civic duty and to enjoy peacefully their freedom of religion, expression and meeting. We reject without equivocation the threats, intimidation, hatred and violence that have no place in our communities or our democracy. I therefore propose to approve this resolution. Is there a second to this motion? Is there a second? I second for discussion. Uh, let me first put it back to the municipal secretary. Do you have it? I do not. Okay. I have no text in front of me, so I want to make sure you have it. Uh, done. Okay. Do you have a copy written or dactylographed? Okay. Is there a discussion on the motion presented by the municipal councilor, Mayor Pim Reiss?
I could discuss it. Uh, well, let's go. Municipal Councilor Hall. I guess I don't know exactly who. Specifically tomorrow. Can you give us more context? Absolutely. So tomorrow, there were many reports and the head of the police in the city of Dearborn made a statement. It has been reported several times that the meeting of the municipal council of tomorrow will see the participation of supremacists and people with points of view opposed to the faith and religion of the inhabitants of Dearborn. There was a national call to protest against Muslim faith, the faith of Islam and the people of this community. My resolution is therefore simply a support from us, as municipal councilors, having the chance to not have had to undergo this in the framework of our functions. It is a new national and, unfortunately, throughout the day, it has become more intense and more political. I will make everyone follow a title of WXYZ Détroit concerning them. Reproved who will protest in Dearborn tomorrow to give you an additional context. Other questions or comments from the members? I simply support the fact that the city of Dearborn has the right to hold a public meeting to which individuals can attend, just like us. I don't know if we have to address all the other aspects of the question, but at this stage, I think it is the major concern, they are trying to prevent the holding of a public meeting. Are there any other comments or questions from the members?
Yes, go ahead. It is really important that people can feel safe in their public functions, without being threatened, so that this remains safe and open so that other people can serve in the future. So I support this resolution.
Anything else from the members? Municipal Councilor Dylan.
Thank you. Do other communities do the same thing? What has put this on the front of the scene at the moment?
This was put forward because I felt obliged, as elected, to make a statement from this seat, with the hope that as a municipal council, we can firmly condemn these threats and intimidations aimed at our colleagues just down the street.
I ... I regret that you did not submit it to us earlier in the day, so that we can examine the information and label it before our meeting. Something ... Others from the royal count for the benefit of the public and the council. Could you read the motion again? Certainly. It is resolved that the municipal council of Céline expresses its solidarity towards the elected officials, officials and residents of the city of Dearborn and supports their right to exercise in all safety their civic function as well as their right to freedom of religion, expression and peaceful meeting.
Everyone agrees on this addition? Okay. Anything else about the motion proposed by Mayor Pertim Reis? Okay. We will proceed with the vote. Those who are for, say for. For. The opponents, say against. The motion is adopted unanimously. Any other comments or reports? Mayor P.M. Reis. Councilor Armunt. Yes.
The environmental commission will meet tomorrow, Wednesday. Thank you.
All right, very well. Let's move on to subsection 2 of the discussion, which concerns the permit of the data center, which is actually a request submitted to Deagle. The interim municipal director, Mr. Atkin, was kind enough to send a letter project earlier this afternoon and sent you a copy of it this evening. Director by interim, remember me, this was written by the former director Swallow, then reviewed by you, Mr. McNeill, Mr. Briggs, then myself and the advisor Dylan. Is that right? That's right. Okay. I will gladly welcome any additions tonight. Yes, you did it.
Not for the content. Oh, no. I asked questions that I wanted to see included. I did not revise the document as it is.
Oh, okay. Let me introduce my apologies. I thought you had done it. I thought it was the email that was transferred to you last week. All my apologies. Yes, it was transmitted for your examination. So we would welcome all your reflections tonight, according to the email I sent last week. I think it would be more impactful if the letter was signed either by the mayor and the municipal director on an interim basis, or by the mayor and the other six members of the municipal council. but I would like to open the discussion to comments or questions. I don't necessarily want to go into a thorough rewriting tonight, but if you see any obvious errors or gaps, we would like to note them down to be able to make corrections quickly. Once again, this letter should be submitted later on August 24th. Go ahead, Mr. Gébé. Just, uh, I may be looking at this right now. Uh, is there anything here about the regulations on farm land? Related to the time. No, it is not mentioned. The reason why I am addressing this subject is that, not only does this add up, but I also noticed today that there is a trial going on with laws concerning a development project, and they are considering a project site that could potentially spill something in the Ceylon River, which ends up being found in the Ceylon River. So, I look at all these things in advance that are happening, and Annalina Farms is another one, that's for sure, that will impact us at the level of our wastewater treatment plant. They must therefore make sure to take into account this regulation and their calculations, whatever they may be, because this concerns the potential rejection of salt or anything related to the treatment of salt in water. There are details in there, and it is one of the things that we keep asking, which submits this information to EGLE so that we can really understand that they are in accordance with the regulation of the trial, and this seems to be contested. Are you talking about Andalina Farms here or Andalina Farms? Okay. I saw the documentation last week, eh, I don't know what frequency it is submitted, eh, maybe monthly. Eh, there are a lot of terms in there. I don't understand, but it was used doses and samples they collect. For me, I just say that we should mention it here too. It's just that they have to take into account everything that happens in this water, and it's also one of our problems. So does this also apply to River Ridge? I don't know what River Ridge is doing because they don't reject in a dry affluence. In general, these old ones are like their own community. They have their own water supply. They have their own treatment of used water on site. I don't know when River Ridge was developed. At the beginning of the 2000s. 20 years ago. It's been 25 years. They have their own site. But I think I was told at some point that was also going to be evacuated in them the treatment of used waters. I think that, and correct me if I'm wrong, I mean, a lot of information. In fact, I don't know. I mean, Adelina Farms has been authorized to reject its water in a dry affluent that then passes through Huntington Woods to the Ceylon River. Yes, River Ridge. I don't know where this water is really going, if it pumps it and transports it or if it is ... poured out somewhere. So I think we should mention that we have at least two compact stations that contribute upstream and this will be the third to join the Ceylon River, which, in addition to the four that are in dispute. Who are in, yes in dispute. Okay, I'm sure we can make this addition without objection. Are there any other major errors or gaps that council members would like to see addressed in the document? Councilor Dylan.
Thank you. Hum, I am happy that Mr Gerbro has raised this point, because it was the return that I had given and I had asked if we had the agreement, because it was part of the unknown regarding the affluent and the rejection, and there were very strict parameters imposed with this settlement agreement with Andolina. Hum, so understanding that, I appreciate that Mr Soileau is devoted time and effort to it, and it is just a matter of putting at least something in the file. I mean, as much information as possible. E. My last comment would be that I would like the letter to be signed either by the municipal director by interim or by the entire council. M. I want to make sure that it benefits the city's support, not only the mayor's office, that we show it.
When do we need this letter? On the 24th, in a week from today. It does not bother me that you sign it simply in the name of the municipal council of Ceylon. I do not think I can respect this deadline. I mean, people could too. I mean, people are not available to sign in a week. I mean, I'm trying to be. I want to make sure. I didn't know if people would be there.
Yes, yes, it could. I don't mind either.
I will be absent next week. So, I just. Yes, it looks like a sentence must be added to them according to Mr. Girb's comment. So, I suppose you could do that before the end of tomorrow's day. Probably before noon tomorrow, depending on your schedule, but certainly before 5 p.m. tomorrow. So, if we can add this clause or this sentence or two, and maybe ask Sarah to insert the name of each municipal councillor and send an email so that they can go to their office when they can before Friday. We could get that, probably earlier, around 5 p.m. Thursday. We can have it signed by the entire council, then submit it. Yes, I would greatly prefer to send it on Friday in case it happens and passes. Can everyone make a priority for it?
May I add one thing? Following Mary Witner's comments at the last meeting, thank you Mary for providing this information. Can legal confirm by written that no used water from cooling systems, industrial processes or data center operations will be rejected by this proposed purification station? Can we make this a little more... We can ask.
Yes, we can certainly include it here.
That's what I would like to ask. Thank you. What was it exactly already?
I'm sorry. Can EGLE confirm by writing that no used water from cooling systems, industrial processes or data centers will be rejected by the planned purification station?
Can you send this directly by e-mail to the DEP or to the municipal director by interim at KIN? It was perfectly formulated. Go ahead. Yes. Check, if you look at the third paragraph, see if Eagle can check that the used water generated on the site and rejected by the proposed installation will only consist of domestic water.
Yes, I think the raised questions may have to be a little more precise about people's concerns. And I think the terms I just denounced would be enough to answer these concerns.
I can add to the last line, if there are other used water rejections and non-domestic ones, they must be identified. The application documents examined by EGLE and ... Look, I suppose that Councilor Harmon can send this label by e-mail. We might just have to strengthen some terms, which would be in paragraphs 3 or 4. Yes, okay. I agree to highlight the part on the cooling system because he could reject it without talking about it. So, I think that's a good point.
Voyons voir.
D'accord. E. Very well. E. We will continue. And the director of the DPS was kind enough to provide additional documents this evening regarding an update request on construction projects in the public space, which, I believe, was mentioned for the first time by Councilor Gerbeau about a month ago. E. Director McNeil, we do not need to go into exhaustive details here, But would you like to make a brief tour of the horizon of your list, not only for the council, but also for the community in the broad sense, which could also have concerns? Absolutely. Mr. Mayor, members of the council, dear residents. For the asphalt plowing, we have at least 5 asphalt zones to repair throughout the city. mainly due to water ducts ruptures and some sewage collector repairs that left burrs on the ground floor. We are well aware of them. So, with a little luck, by August 19, we will have made these repairs for you. The Corby and DTE gas works on Harris Street should be finished, let's hope, in the next two weeks on August 18. Same thing for DTE and Corby's works on North Ann Arbor Street. They said they should finish the work this week on Ann Arbor, then restore everything in the next two weeks. E qui banque. E des travaux d'égout have been carried out just there. We have put the concrete E back for the pedestrian passage. The asphalt should be repaired by August 17. E, concrete works. We are aware that there are two locations requiring at least a few preliminary E works on the concrete, just in front of Baker's Nook. And also in the Clark Apartments, we have replaced an E fire line at the back, and we have to reduce part of the concrete sidewalk so that it is more practical. E, optical fiber. E, we had a start date for today E from Henry Street, in front of Le Commerce, to La Ruelle at the Max Seafood. We have not seen these works start, but we will follow this closely. And I just contacted the road commission of the county for the work on the Monro-Mac road. They indicated that the work should be finished by the end of next week. I would be happy to answer your questions. Very well, tell me if I'm wrong, Director MacNeil and Municipal Director by interim Atkin, but you have your meeting of the heads of state tomorrow morning, don't you? Could you talk about it with the IT Director, Mr. Hachon, and our Public Relations Specialist, Mrs. Massy, because it would be useful to share this information on the website and our social networks. I think I told you about it last Thursday during our meeting, Director McNeill. I often receive questions about Mills and Bennett Street, as well as about the sidewalk closed by the Key Bank for almost a month now. I think our administrators and residents would appreciate an update on all these subjects. This is very appropriate and relevant. Questions for the Director of the DPS, Councilor Dilan?
Thank you. First of all, Director McNeill, thank you very much for this information. This helps us communicate better and allows community members to understand the deadlines. My question concerns DTE's work on North Ann Arbor Street. I noticed that beyond the current area, there are a lot of signs. Is it a second phase or a different project?
It could be a different project. When discussing with DTE the other day, and more precisely with Corby, they said that it was the extent of the work planned by DTE and that no other project had been entrusted to them by Saline.
Okay. With DTE, is there a way to know in advance when they will carry out work in the city?
It is generally at the time when they submit their request for a public domain occupation permit. We see all the plans and what they do.
We do not have visibility a year in advance. They do not proceed as such, because it is regrettable that they are at the intersection of Norsan, Arbor and Bennett to dig an area that we ourselves plan to dig. They will therefore lay new sidewalks so that we can come back shortly after to break them again in order to reconfigure some things on site. So I hope that at some point, and I know that we discussed it, I thought that DTE planned its projects two years in advance to know what projects it plans in the city and see if we can coordinate ours with their calendar to get there.
D'accord.
Ce soit pour bientôt.
Ils ont choisi un autre entrepreneur.
Other questions or comments? Just another question related to that. Can you tell us what is the status of the signs for the trucks? Yes, we received them last Thursday. I put the panels in the break room and asked Ryan to install them later at the end of this week. Okay, thank you. And for Mr. Atkins, do we need a traffic stop to ensure that it is applicable? Can you confirm? We do have a traffic stop. So, everything is in order. Okay, thank you. Any other comments or questions? Director McNeill, thank you very much. I appreciate your quick attention to these questions. The last point is a discussion added by Councilor Gerba about nepotism. I would like to thank the councilor Dylan for raising this problem again, because I don't understand why it is still not resolved. I will let the council give a little context. In November 2024, I had asked the council and the municipal director O2 to write a policy on nepotism including all employees, not only regular employees, but also temporary employees and other irregular recruitments. In June 2025, the interim municipal director, L. Kohl, had charged L. Getschmann, our HR director, to develop a policy. The progeniture of the deputy to the municipal secretary has been hired to work under, I do not know, the municipal secretary or others, but it is a concern. This could compromise our audit or pose a problem during our audit related to the election, since we hire and remunerate the progeniture of individuals. This is a financial advantage for this member of the family, for this individual. It was exactly the same problem as in 24 and it has just happened again in 26. I don't know what we have to do to fix it, but I want a policy to be put in place that clearly indicates that this nepotism applies to temporary employees. We have hires at the leisure center that continue to violate this type of policy. I don't know where and how we have to solve this, but I ask our municipal director to take care of it immediately so that it doesn't happen again. Mr Mayor, may I ask Mayor Pim Reiss a question? Have you already planned one? Yes, and we discussed this policy during our meeting last Monday. It exists and it is, it appears in the employer's manual.
And we, we talked to the lawyer and at that time, he said that, they, the electoral workers could be, they, family members. If you go through any community, you will see that most or at least some of the, they, communities have people who work in the elections and who are family members. The election is a 16-hour day. It is very difficult to find people to work. It is even more difficult to have people who say they are going to work and who do not introduce themselves. One thing about hiring family members is that they know how hard we work before the day of the vote to prepare everything for the election. So yes, we use them, the son of the deputy secretary, them, Alexis, for the election. He also helps to load and unload a lot of equipment. But I can, I would be happy to transmit this that Colin sent me, as well as to Dean in November 2024, indicating that it is acceptable for the Secretary to hire
Does the email discussion thread also contain a lawyer's opinion?
No, she did not send it to me. It is just a copy of the policy on nepotism, section 3.08 on nepotism and personal relationships, and her response to Dean indicating that it is a section on the nepotism of the personnel policy. It applies to regular employees, nominations and elected officials. It does not seem that the fact of having a relative or a parent of an unnamed official occupying an irregular temporary post constitutes a violation of our policy. The court also takes the decision to hire all the electoral agents. Let me know if you have any thoughts or concerns about this.
Yes, pass this on to the council. And if it doesn't bother you to contact the lawyer's office to see if they have issued a kind of opinion or formal statement, you said in 2024 that it would be useful. And Mr. Gearbot referred to messages or requests that he formulated. If he could also send his emails to the municipal council, it would be beneficial. Councilor Rice, it seems clear to me that this deserves a follow-up conversation at the level of the political committee to see if the current policy must be modified or revised. I leave this to you, Councilor Halsch and Dylan, to discuss it with the legal service if necessary, and of course with the Director of Community Development and Municipal Director by Interim Atkin, who is in contact with this committee. Perhaps you could come back with a recommendation or update during our next meeting of the Council, which will take place on September 14th. Yes, we will meet, I think, next week. Okay, very well. Councilor Armut.
Uh, do we have somewhere in our policy the prohibition of having someone work during an election if he has a member of his family who is present at the election?
Should we integrate it into ours? The only person who is not allowed to work during an election is the one who appears on the ballot. Anyone can work. And are these laws or national or departmental rules? I think these are national rules. I can check.
There is nothing in the law that prevents them from working. That does not mean that our policy could not forbid them, right?
It seems to me to be a conflict of interest. It would be an easy thing to avoid.
Yes, I think, I think I agree. It is also something that deserves to be taken into consideration. Okay. Anything else on this subject, Councilor Hall? Yes, I suppose it is tangential to this problem, but Terry, when you mentioned that it is difficult to find electoral agents and to make sure that our elections take place without accrual. Would this potentially be an opportunity to ... Open this work or these roles to the community so that, you know, more people are aware of the work that our elections require?
We do it, we publish it on the website of our city. It goes through the county. We contact the school in November. The government class, the advanced AP class, we usually take a few of them. But for August, it's very difficult, people are on vacation. So, sometimes, we turn to the only people available, who are sometimes family.
I think it would be worth finding a way to incite, because I think I understand the two points of view. For me, if we can simply remove any perception of any irregularity, it is always the
We are audited from time to time. Our elections can be audited at any time. So, and we have been audited and there has never been a problem. So, I don't know what the problem is. They, I have, I have excellent workers. They have days of 16 hours and it is only for another 17 months, then I will retire and you will be able to continue your little man of the road. But I, I have these wonderful people and I have them contest the right to work simply because it is the family it seems. Injust, I suppose.
Understood. It was just my point of view. I think that now that I hear that we are trying to open it to more people, anyone who watches, and, at the next election, you know, sign up to be an electoral agent.
And, and we have people who sign up. The problem is to introduce themselves the day many people postulate. We tell them to come, they follow the training. But the day of the election, you have to get up at 5.30, be there at 6, they don't come. And I can't have people who don't introduce themselves the day of the election.
They, these are conversations that, of course, we can have in public. And I think it's appropriate because we are elected and the public must hear what we say. But this denigration of the municipal staff and the work it accomplishes, you know, it's a matter of tone, of tenacity and of the way we approach things. And I have, I have, I simply have enough.
Well, that's why you don't represent yourself. And neither do I, because the policies have not been respected. I think that at this stage, I am very clear on this subject. I have raised this point three times and we have not fully answered it.
You don't represent yourself because you would not win.
Well, uh, as I said before, if you could transfer this email. Okay. And Mr. Girb asked to transfer the emails he sent to the staff, it would be, it would be useful. And, uh, I think a discussion within the political committee or a later discussion, a follow-up discussion with the political committee, is, uh, appropriate. We wait with impatience, uh, for this group to make us a report on this specific point. I want to mention the comment of Reiss at the moment, who was going to mention the comment of Mr. on, that's why you don't represent yourself for your friend. Excuse me, just a second. I was making a statement, so I would ask not to be interrupted. We are impatiently waiting for the political committee to return to us on this issue at our next meeting on September 14th. Is there anything else you would like to say?
No, I just think this comment was really bad taste. And Mr. Gerbeau's comment was perfect. It was good, it didn't bother you his comment of the kind. Oh, that's why you don't represent yourself. And he added, me neither, I don't represent myself. Oh, it was not a unpleasant comment towards an elected person who makes a statement on the treatment of our municipal staff who work so hard. Can I make a statement? I, I completely understand everyone's point of view. I think my only concern is that we do nothing to discredit anyone's vote. And I think it's worth it for everyone. I think it's not, for me anyway, it's not an attack. I just want to make sure that we do what we have to do to avoid any conflict of interest. I agree with the comment of the HAL advisor, we really have to go beyond what is necessary to avoid any appearance of conflict of interest. This is an excellent approach, see to what extent your tone is appropriate. I just want to make sure, as far as I'm concerned, that this is not an attack on staff. As I said about the elected officials, personally, if I present myself to the municipal council, it would not be appropriate for my son to count the votes while I am a candidate. I just want to make sure that this is part of our policy. Whatever it is, it should be included in our policy. You don't really count the votes, you put the bulletins in.
I think we all shared our points of view and our opinions on this issue. I appreciate the discussion. I think that politics can be strengthened and improved, and I do not doubt that the political committee, in collaboration with the legal advisor and the staff, will have a thoughtful discussion and will make a substantial recommendation during one of our September meetings. I would also like to note that our office has always done excellent work, and this for many decades. Our office has also been recognized by the State for the exceptional work it does, in an honest and transparent way. We appreciate this. We will now move on to the second period of public comment. According to the law on public meetings, Open Meeting Act, anyone can now move forward to ask a question. The comments will be limited to 3 minutes per person. People who wish to speak are invited, without obligation, to indicate their name and address for the report. Please note that the council will not proceed to any exchange or comment during this last period of public comment. And you will have 3 minutes. Why don't you start us? And, Brett Pinkton, 319 North Ann Arbor. I would like to express my immense disappointment with regard to the report of the nomination of Lynn Freeman. As a member of the Curtis Mention Working Group, I can testify to the fact that we provide considerable work. The thing we most need when we look around the table and when we discuss, are arms in addition. We need more people. So, every time we obstruct the integration of people in this committee, the work that certain members of the council ask to accomplish is not done. Or, you know me, some of us get rid of the work of three or four people. It's, it's a lot, it's a lot. I mean, I can tell you that the amount of work that I have provided for this committee over the last few months, the level of fatigue of the volunteers that I have felt is very real. And I think you understand that we are volunteers. We are all volunteers. We are simply trying to improve things for the city. Thank you. Thank you, Mr. Politim. We appreciate your comments. Are there any other citizen comments tonight? Mayor, please. You will have three minutes. Why don't you start? Yes, lower it. Make sure the green light is on at the base. Mayor.
Sorry, Mayor Widener, 790 Eulkins. Thank you very much for sending the letter concerning the legal data center. I just wanted to point out that it is very important to choose the right terms. Because for the tests they will carry out, the smuggling of a data center is not in any case indicated in our code or our regulations, whether at the state or local level. So, if we do not specify which chemical products will be rejected, they could legally bypass it later. They could say, oh, well, it was a rummage of installations. It was not industrial. And it's true. It came from an installation because it does not belong to the industrial sector or the commercial sector. And the other point I wanted to mention is if you could evoke the idea of the commercial skepticism, because Legal has not studied it at all. And if it turns out that this is feasible, sufficient and without risk for the network of neighbors, this should be the right solution, because they claimed that it was the least harmful choice. But they did not at all include the idea of a commercial skepticism. Just to remind you, regarding the data center in Texas that they both own, OpenAI and Oracle, it is twice as big as the one in Salem Township and only employs about 60 people. Most of them work remotely. I therefore want to know why they have greatly overestimated the use of this installation and the number of people present, and if it is to be able to purge the system in closed circuit several times by simply pretexting the site's activity. They are also building the cleaning station. So, it is not even yet planned in the agreement or in the contract, and they are already working on it.
Our next ordinary meeting will take place on the 14th and, as mentioned previously, we are waiting for an update on the city center's square project, which could undergo some changes soon. I recommend therefore, and we will probably schedule a work session at 6 p.m. on the 14th, before our ordinary meeting of 7 p.m. If there is no other matter to submit to the municipal council of Ceylon tonight, the president would be delighted to welcome an update motion. I will be proud of this clock. Mine indicates 7.58 p.m., but I will say 8 p.m. Update proposed by Dylan. Is there a second? Seconded. Seconded by Gerval. All those who are in favor of the update, please say for, against, said, against. The motion is adopted. This meeting is updated. Thank you all.
