Little rich for my blood. Okay, it is 5:00 here on January 12th, 2026. We'll go ahead and call the Bord of Works and Public Safety meeting to order. Uh first tonight on the agenda, we'll do roll call. Please, Dan, if you will. Dan Libkkey, board of public works and safety. Jake Vissing, city attorney. Justin Green, Mayor, Sally Hatabo, city clerk, treasurer. Warren Jones, board of public works and safety. Okay. Uh, we are all here present and accounted for. So, we do need a quorum. Uh, please then, if you will, uh, would ask you to approve minutes of December 8th on pages one and two.

I. Post sign. Uh okay. Let's get down then uh to mayor's me uh comments. There we go. Got too many papers floating around tonight. A few things to share with you uh board since we've met last. Of course, uh the Christmas and New Year's holiday took a few days of of nonproductivity of non-productive. We were kind of idle there uh a few days in the holiday season, but nonetheless, hey, some things to to comment on. Uh the phase two work on South Main, the federal highway project that you see leaving the south gate of the square uh to the north side of the Blue River Bridge is ongoing. Um again, as I have said many times, it's interesting what we find. And there has been another gas line exposed and found that was not part of the plan. So, uh we're having a little um detour, if you will, of of some utility work, uh for the gas company. And so that's that's uh been the latest. Uh but everything else is is going as planned and as scheduled uh in that sense. And so um they will continue to work uh as much as they can. It's u been a little mild the last few days. So hopefully the weather forecast will uh continue and we don't have uh weather delays. But yeah, everything is is proceeding on uh the phase two. Uh speaking of uh infrastructure work and uh roads, uh I announced there in December to you the community crossing matching grant CCMG the 26th cycle that we were a recipient. Uh very fortunate, very glad and appreciative of INDOT for that opportunity. And so we were um in this past week uh we had uh the bid opening uh as advertised. the bid submissions were due and we did receive
three and so out of those bid uh tabulation our engineer HWC uh did come back with the recommendation so that bid award has been uh gave uh so temple and temple was the successful bidder in that and that is the section of Jackson Street if you will uh plus or minus the Misty intersection to the uh 160 interchange. So that leg of Jackson will be the uh gist of that work. Uh some things of note uh for some development. Uh we discussed some things about some housing projects and one of them uh was uh contingent on some uh ready funding from the state uh the state grant that uh our southern Indiana received from the five counties. And so one of them was uh receiver group who owns a parcel of ground here in town who was looking to build some apartment buildings. And so uh actually this morning was the final process. They did get their nod. So uh good news to them and for them and uh moving forward with that uh uh multifamily housing project that we so desperately need and want and welcome to our community. So that's uh moving forward. Uh two more things I broke down. Uh, one thing I'm getting ready to start, uh, board that I think you're going to have interest in and I know the city council as well with Dylan, uh, department heads, uh, police, fire alike or wastewater, anybody, uh, we're are going to change, uh, how we get some information out. Uh, and what I mean by that, there's always a better way, another way uh, of communicating events. And one of the things um I still get uh no matter what we do with our media partners uh and their help, whether our postings, uh still getting a fair amount of people say, "Well, I didn't know. I didn't know." And so, uh we're going to
uh tackle some of this with a community calendar through a a national vendor. We're looking at how that will work and how we can structure that. U details forthcoming. Certainly, we're going to get this uh started soon. uh we actually have a kickoff meeting Thursday and so uh in that um you'll be able to go to one place and those uh events are shared uh if you will and so uh it streamline going and trying to find what what you need and other communities. Hey, I'm not reinventing the wheel here. This is what a couple of my other mayors are doing with some success. So we're going to try it going try a little different approach. So I I'm looking forward to that. Lastly, I just want to thank everybody that participated in the Christmas season and the holiday events that we had. Um mentioned that that Christmas magic was a big success, but there was still some things after that for the month of December. Uh you know, our volunteers are are big in our community. And I can't go without saying once again, uh thanks to Bonita Peele, Susan Lloyd, Nina Mat Singer, Jim Saunders, uh Salem Lions Club, Fox Ply, uh just all of you a big help. And I know I'm leaving somebody out and I don't mean to. Um, but goodness, uh, thanks to everybody that brought that together and I know our community likes it and enjoys it and like everything else, we're going to build on it again for next year. So, uh, anyways, those are just a few things to share with you and then I'll, uh, bring that back to the council as well. Okay. Uh, please then, if you will, uh, board, let's go to reports from departments. Uh, Brandon's here, wastewater. Let's start with Brandon. Like you'd mentioned with December, we had a lot of days off and wasn't as busy as normal month. Um, we did replace a tap on 103 Southern. It was an old
galvanized line. We were able to get out of there and replace it. Uh, we raised a couple manholes. On the 15th, we had a power outage and when power flickered, our VFD on our blower would not restart. We had to bypass it until we could get a new blower, which turned out to be quite a debacle. We didn't get it till the 6th of this month. And in the meantime, we had a couple other issues with that blower. We had to go switch to our backup blower and we made it through. Um, but luckily now since Friday, they came and did the initial startup on the blower for the new VFD so we could get a extended warranty and it is up and running like it should and it is very nice. Um, on the 17th we televised around the Leaf Farm building and that finished up our large diameter sewer that we were wanting to get done by the end of the year. So luckily we got our camera back and was able to get that done. Um that's about it that I have board. I want to remind everybody that Brandon wears two hat well he wears a lot more than two but he wears two hats. Um and so not only is he uh superintendent of wastewater um he's also our electrician. And so there are days uh more often than not Brandon uh troubleshoots uh figures out a a a solution, a quick solution, a very timed solution uh and and a uh a way a path to get us u uh you know working uh to get us flowing to get us you know whatever the the case may be and uh kudos to him. Appreciate all he does. uh the power surge. Uh this was the event some people here in the city of uh
experienced lights working in half the house and not the well this is the same storm. Uh this is the same event and so it it did uh affect his operation. Um you know he went in with uh okay we got to find a solution. We got to find a solution now. And u some big pieces of equipment some equipment that's pretty important. And so it's not like going to our local hardware store. Um it's far more complicated than that. And so uh trips from Chicago back to Louisville and and two or three installers and and so anyways um it it's a it's a process. So thank you. Uh you know we're very lucky to have his knowledge there.
And the VFD that went bad was 20 years old. The life expectancy is 10 years on them. So we got a really good run out of that VFD. Sure did. Yeah. Any questions, Brandon? Thank you for all you do.

In the beginning, you created the heaven and the earth. Yes. And everything after that. Lord, we are thankful for everything that you have blessed us with. Yes, we do.
Our lives, our family, and our friends, co-workers, the air that we breathe. Lord, we take too many things for granted. I'm glad that you are a Lord that forgives us for our shortcomings. Lord, I will ask at this time that you will be with all those it is our duty to pray for. Please be with all the city employees. Keep them safe and every day on their work tasks that they have to perform. Lord, be with us tonight too during this meeting. I pray that the things we say and do here will be in accordance with your holy and divine words. And Lord, we ask you forgive us and save us of all of our many unforgiven sins that we commit.

Post same sign. Okay. Brings us to mayor's comments. As I was sharing with the uh board of works and public safety, uh we did come off the holiday season. Uh so a few days of uh absence uh but still a lot going on and still things uh obviously continuing as far as our work efforts. So, some things I'd like to share with you as far as ongoing and some updates. Uh, our federal highway project uh on South Main Street, what we aptly call phase two. Uh, phase two work is ongoing and it is progressing. Uh, weather has been kind in in some ways and so um the initial work is to install storm sewer. So the large concrete pipes are just that uh to collect the rain water to clear water and get them off the streets uh out of the uh roadways and properly channeled where they need to. So the storm water is a big part of this component. Uh and as we march, if you will, to the northern part of the project, uh we did encounter a little bit of a delay. Uh Dylan and I were chatting about that. So, uh, once again, there's always these, uh, surprises under ground and, uh, a gas line was one of the surprises, uh, that we've encountered. So, there's been a little bit of a reroute, if you will, need to address why, uh, this, uh, needs to be out of conflict. And so, they're taking care of that and those utilities uh, to get them u off center, if you will, and uh, and then allow the the storm sewer to keep continuing. So, uh, that's that's the the the thrust of the South Main. Uh, and again, as long as weather continues in this fashion, uh, we're really, uh, clicking along. That storm sewer is a large piece of the project, it's a big pipe. So, uh, the more of these nice days we have up front, uh, the the easier work comes behind. So, uh, get that in be good. No particular order. Speaking of some uh construction and some infrastructure, we
had mentioned last meeting uh that the community crossing matching grant uh CCMG the initials from INDOT the uh application process for the road work uh that uh we've been very successful in uh being awarded here in Salem. Uh hats off to our crew and our engineer. Uh we we submit a a good solid application, we get awarded. So I I'm I'm very happy of our work. Um so in that process, this is the segment uh as I mentioned is on Jackson Street. And so the uh construction parameters are plus or minus uh Emma Street uh going to the southeast at 160 interchange where INDOT does pick up. And so uh with a lot of CCM projects, you know, you you you identify what's needed. Uh this was obviously a section of road that is uh taking a beating. Um you recall that's one we inherited. Uh that's a section from INDOT that uh when the truck route become open and there were some official documents of who owns what in exchange of property uh that Jackson Street is now ours and so it is time u if you drive slow enough and look down you'll see the cracks are plenty and uh hey the roaded gets a lot of use. So that is our next if you will in the hopper. And so we had a bid advertisement uh at the uh end of the middle of December. Uh bids were due 1 of January. Bid opening was last week. We did have three bids submitted. And so I'm happy to say the engineer uh went through and graded. So HWC has came back and said that the successful low bidder uh was temple and temple paving and excavating. So uh they uh will be notified to get that on their calendar. So that will be uh that section again. And so um one nice thing I think I mentioned this so forgive me if I didn't. Uh that project scope has enough property limits uh right away if
you will on the shoulders. Uh we're going to implement a turn lane down through there. So uh those who have had business exposure on that section know how tight it can be turning left. Getting that turn lane certainly a great safety benefit. So pleased to announce that's part of that project. Bear, on that topic, do you have do you know in front of you who the other three bids were from that we received? Um, give me a second. Um, um, uh, CNR um, and, uh, a place up in Pendleton, Indiana. And forgive me, it was the initials DC contracting. Yeah. So, we did have three.
Uh, okay. uh construction conversation. We we'll we'll continue that. Uh we had mentioned some things uh happening as far as um residential growth and residential building. Uh was mentioning to you before we've got a u multifamily housing project ready to start uh there on East Hackberry. So the receiver group did get final nod as of this morning. So, uh, that Mesa Manor project that has been touted for a few months, uh, 42 44 unit, I I always get that number. I should not I should have it to memory, but it's, uh, in excess of 40 units, uh, going on that parcel, uh, there uh, that is with the current buildings um of U,
Mason, Manor,
Mason Manor, gosh, pardon me. And so, uh, that will, uh, certainly, uh, now get catapulted and take off. So, uh, very happy to report, uh, they're they're getting ready to break ground and do their thing. Uh, one thing else I shared with the Border Works, something I'm really happy to to announce and really get started on. Um, it's a project that I've been trying to figure out what's the best way to implement, and I believe I found the right uh, vendor to participate with us. Uh, so many things that we do uh, on on a city schedule. uh maybe the the community foundation, maybe some of our churches, you know, there's still a a missing component of information being relayed and our media partners do a great job. Uh we we've got uh the the the digital component of of letting the people know not everybody still is is getting uh the message. So, we're going to try a community calendar and a digital platform uh that's going to be uh managed here at city hall. Uh we're going to do the term scrape. It's an interesting term. I didn't know until this, but we're going to scrape events and then bring them in. And so then uh you can look hopefully and see, hey, there are there's 20 things today in the city of Salem. Pick pick one or 20. And uh so that's that's kind of the goal. Uh overarching. It may take us a few months to get everybody posting and and and gathering and scraping those events to get to one spot, but that is the the end goal. and we actually have a uh kickoff meeting Thursday uh to get that started. So uh look forward to that and and hopefully it success. Last but not least, hey, we had a busy holiday season. I just want to give some thanks again. Uh we talked about the Christmas magic event uh prior uh to our December council meeting. Uh but there were several things after that in the month of December and that were were a success I think for our city. And and I just want to underline a lot of uh our
events, a lot of our success do uh fall on the shoulders of our volunteers and really appreciate everybody that does come forward, not just our residents, but but our ones that uh uh are, you know, putting in the days and hours uh alike to get things done. Uh no particular order, uh Bonita Pere, Susan Lloyd, Nina Minger, Jim Saunders, Fox Perley, Salem Lions Club, uh gosh, I'm probably forgetting somebody and pardon me if I am. Uh but no uh thanks to everybody that gets gets out and helps and volunteers and lets us have these uh events. So anyways, just wanted to close with that and uh make that comment. Council, if you will. [clears throat] New business. Uh we're going to take some things in uh small steps, council, for the cemetery. Um there are some uh needed amendments and some additions if you will to our property. And first tonight uh I would like us to look and have a visual. And I I did not reduce this and in the 8 1/2 by 11 form because I didn't think we'd be able to see it. So I left it in large scale. Okay. That Yeah, please. If you can Yeah, split and share. Okay. Please,
council. Uh you'll remember uh there has been some discussions about um amending city code uh for a hybrid burial. And and that is a true uh overarching definition. hybrid in a sense we we need to vet what we think's appropriate. Um not necessarily 100% green barrel, not 100% uh you know uh traditional, but there are some requests. There are some interest in uh can we do something that's a little more uh easy uh as cost uh a little more less evasive by chance as a traditional burial. And so some of these are discussions that we we were having and and yes uh Jake is finessing some of that language. But before we can do that, we've got to have location and spot uh marked and surveyed uh because you can't intertwine this. This is something um council if we start uh we do need to keep it in its own section of Crown Hill Cemetery. Uh there are digging requirements, there's maintenance requirements. Uh and by that I mean less requirements. And so it requires some safety issues. Uh and so to point that out, we we can't intertwine a traditional barrel to a hybrid barrel. So what uh we've got in front of us is a survey from Foresight Land Surveying. Uh Foresight has went uh to the U southwest very much. Uh this dotted line is your your lower rear road uh that brings you back beside the lagoons overlooking the wastewater. So um without bringing it up on a a visual map uh that's that's much smaller. This is blown up obviously. So this is this is kind of back in the in the uh treed area or not tree but you know kind of uh the the the the hollow down there if you will in that lower
section. And as you see, uh, Daniel has able, uh, to work out a 566 total, uh, lots in this proposed, uh, area. And so with that, um, the cemetery then can start selling and, um, going to, according to what we do, passes code with Jake's help in the next few months. First and foremost, um, 566 sounds like a lot. uh I won't discount that but in surveying it cost the same if you you know you do 20 lots or 500. So he he has surveyed this in such a way that makes sense in that lower section. Uh he's left out a dedicated road uh that would be uh served in the middle and uh it's one of those things um if interest does take off we do uh we would start to the rear and sell these in succession um because again because of the barrel requirements. So, we would need to start in the rear and work our way forward. Again, those are things Jake will finesse uh when we get to that point. So, my first request, uh the map you see before you, uh does it make sense? Does it look okay? Um it is left in such a way that uh I think makes the most use of that ground down there. It it keeps uh the tradition of the cemetery intact. Um it's just it's just the best spot uh from the cemetery employees point of view and the surveyor's point of view. So that's my first action item is um to adopt. Jake, is that correct? Uh that this uh on the surface would be what we would add to city code as far as the location.
Yeah, it would just be an approval of of the proposed layout. Mr. Mayor, would this limit us in any way future expansions on this property to be used for more of a traditional burial in this.
You're right. This particular dirt, you're right. You you you could not u I think where you're going and and you're you're spot on. This does not encroach on any of our farm ground right now. So, we still got all the farm ground for traditional burial. Yeah. I'll make a motion to approve the lot map as stated by Mr. Bland. Motion made by Dylan to accept the uh proposed layout. Okay, next um we have got a very limited remaining veteran section. uh we we have uh had a few in the last um well I guess quarter six months and so we're nearing the point of being full on that particular veteran section. Uh okay so uh it is time to dedicate and move forward once there's I I think pardon me gentlemen I think there's three spots left so we're we're that close. Um, so, uh, once again, um, because we do want to honor those veterans, we do want to keep in the same theme of having a veteran section. Uh, where it is now is not expandable in its own. So, we're going to have to start a new section. Um if you if you um turn it vertical, this is to Roger's point. This is the grass area on the um the northwest part that we're mowing for grass. Not yet in farm. Uh, so it's it's it's being mowed. Um, so what we've we kind of nicknamed the horseshoe, it's it's it's kind of behind the pavilion, two sections.
Does that make sense? Pardon me for my my visual. So anyway, this this is uh where that would would lie in that that grass strip that we're mowing. Um Daniel has again laid this off in such a way there's 176. Um he's done it very carefully to um be thoughtful with a a proposed drive that we'll hug around. Um he's also left the uh walkways in the four quadrants. Um and even if we wanted to do, as you see in the center, uh a memorial um location without uh impeding any any of the spots. We could do a 10 x10 memorial even in the center of it. Uh would would even tie it together. Nonetheless, uh we we've got a number of veterans still. Uh obviously in our county, we'll always have a number of veterans, and that's a good thing. We ought to keep uh this theme going. Uh please, that would be my next request. Uh we need to approve this site.
And this area does allow for future expansion to keep it uniform so we're not having a section here and a section there. Ideally, Roger, I think we would then go Yes. do do uh south and and hug. Yes, we could keep hugging this and expand it. Absolutely. Is a veteran spouse allowed to be buried with them in these in this area or is it just veterans? It's just veterans tonight. Just veterans. Ordinance 2026-01 encumbrance. Sally, I believe that is yours. [clears throat] It is. Excuse me. We have funds that did not get um totally spent in the 2025 budget. So therefore, we are allowed to encumber those to pay um invoices for specific reasons. And this is what this encumbrance appropriation is for. It shows you what we are paying from 25 budget in 26. In other words, these have to be things that were invoiced and ready in 2025. Um
and the cap the proceeds for capital projects that is something that we will have to get back with you and show tell you what those all capital projects would be. So Sally please the the first four the three public safety and the one edit th those were invoices that came in u and that presented themselves in January. We actually had the money in the 25 budget that was not spent. Right. And so Indiana code says you do an ordinance that allows encumbering and you pay them that way. Right?
The bottom two, just for clarification, those were part of the 25 budget process even though they didn't get spent. And so those dollars will be spent yet in the calendar year, right, of 26, right? So it's not new money anywhere. No, the these were balances and funds that are going to either be paying APVs for the end of the year or future APVS that were already scheduled. Right. Okay. So again, to clarify, no new money, no nothing's changing in the tax levy, nothing's changing in it. This is just a way to show it on accounting side. You need to have uh documentation on where you're spending the money.
Correct. Okay. Just want to point that out. We've not done this for a couple of years, council. I remember we've we've done it once, I think, as mayor, and I know we did it, Danny, two or three times when I was on the council. So, it doesn't always happen, but this is an example where we do need to. Um Jake, what would you add to that? Yeah, I mean, it's essentially that what what Sally said, what you've explained as well. You know, it has to be accounted for um for purposes of the budget. It was already they were already budgeted items. Um so because they weren't spent and they need to be allocated appropriately this year uh to be spent um this ordinance is necessary.

So, you do have two uh Salem Redevelopment Commission and the Washington County Economic Growth Partnership. Uh please your uh two RDC members Rick Richardson and Anthony Ciphers is who you have appointed. Uh I will attest good board members. Uh please uh th that is an annual uh so you'll see that every year. Uh but those are the two you have appointed. Uh and uh they're uh again I have no qualms uh with them. Dylan uh sits on the RDC in a different capacity. So, I'll let him attest to those two gentlemen and their participation.
