It certainly is not easy to be a leader. So, God, I pray that you would guard their hearts and fill them with your grace. Mayor, Council, we don't have any presentations this evening. I do want to remind everyone that by your action, we canceled the next meeting, and that is to encourage participation in National Night Out. I believe we have until September 25th for neighborhoods to request a visit, so we're hoping to have a fun evening like we always do and get as many people out as possible. I also hope that it's less than 115 degrees October 6th, so it's been really hot, but we should have fun here in a few weeks.

No, thank you. That's a great point. I encourage all folks to find a neighborhood night out to go and attend. The council and many staff members, police, fire will be at those events, so we hope to see you out there. It's a great, great time. Moving forward, Proclamation 3B, National Community Emergency Response Team Week. We have a couple things. First of all, we have a certificate that Mayor Protzen will read, and I think you've got something.

Okay. I'm happy to read this proclamation. I've actually been a member of the CERT team here in Saginaw for the last 12 years, so I think I'm the longest running member right now. So, Office of the Mayor Proclamation, City of Saginaw, National Community Emergency Response, CERT Week. Whereas communities across the nation are strengthened with individuals are prepared, connected, and empowered to take an active role in emergency preparedness, response, and recovery. And whereas Community Emergency Response Team, CERT, program was established in 1986 to educate and train community members in disaster preparedness, basic response skills, and ways to support their communities during emergencies. And whereas the Northwest Terrence CERT program was established in 2013, and whereas the City of Saginaw recognizes the invaluable contribution of Northwest Terrence CERT volunteers and support efforts to expand emergency preparedness, increase community engagement, and ensure that the Northwest Terrence CERT mission continues for generations to come, And whereas Northwest Terrence CERT program represents the enduring spirit of volunteerism and demonstrates the community resilience, begins with individuals who are willing to learn, lead, and support one another before, during, and after disasters, and whereas the 40 CERT members have already dedicated over 684 hours this year to training, emergency response support exercises, public education, community service, and providing valuable resources to the City of Saginaw. And whereas National CERT Week provides an opportunity to recognize service and accomplishments of CERT volunteers, highlights the important role of community-based preparedness, promote training and volunteer opportunities, and encourage residents to become more prepared for emergencies. And whereas the theme of National CERT Week 2026, Carrying the Torch 40 Years and Beyond, honors the legacies of those who built and strengthened the CERT program over the past four decades, while inspiring the next generation of volunteers to continue advancing preparedness, resilience, and community service. So real quick, yeah, we really appreciate the CERT organization. They're an asset to the city, to the citizens, to the fire department. uh... just like he said they're all volunteers they meet once a month they also have saturday trains trainings uh... if we have the trainings during the week because that's when we train during the week at tcc or wherever i think we can call them and they'll come out during the day set up a rehab for us uh... so they're true asset to the city and we really appreciate everything that you'll do

Moving on to 3C, update regarding City events. Vicki Weldon, Recreation Services. Welcome.

Thank you, Mayor and Council. Just wanted to give you an update and where we are with these city events that we are putting on. With the 4th of July event for next year, we're looking at having it on the date of July 2nd. That has always been one of the big things is having it in June is not as popular. So we can have the event on July 2nd, which will be a Friday. And we can reduce, you know, nothing's set in stone yet, but by reducing the amount of festivities before and focus on the fireworks, we can reduce cost and staff costs. So those are just some things we're looking at for the 2027 fireworks. But July 2nd, put it on your calendar. We are going to have the training grain bake-off and quilt contest this Saturday at the Saginaw Recreation Center, two weeks before training grain. And so this, the quilt contest is a new one, and the bake-off kind of didn't go as well last year. So these are our ways of fixing this. We're going to have it indoors, not in the heat. You won't have to ride a bus with your pie. You'll bring it indoors, and the winners will be announced tomorrow. that event and then at training grain they'll be recognized on stage as well for both the bake-off and the quilt contest so that's going to be a good thing we have got we have got more sponsors than we had originally thought we would have for training grain so that's going well we've got the rides we've got the entertainment set so that's going to be a wonderful day and Anything new? New rides. So, okay. New bands will be playing. The quilt contest is new. Yes. The city also has taken the vendor part. Last year, Community Link helped us out a great deal as we transitioned from the school to the park. So having Community Link help with those vendors was a great help last year. This year, the city has taken that over. So we're doing the vendors and getting that revenue. Revenue. It's all about money. It's all about money. No, we just, we have the space and we have, we can do that.

Got the resources.

Yes. That's what we're looking at, yeah. Yeah, those poor pups wouldn't have to run in the heat. That was something. But that was a great event to have. So definitely like that.

Yeah, the winter dog, everybody gets excited, but at the school they had it around that chain link fence. It would be nice to have it to where people can see it better.

Yeah, definitely don't want to leave the weenie dogs out, so they'll be just moved. And then we're already talking to the drone show and getting holiday festivities. It will be much cooler by then.

Before we go, where's the hot dog eating contest going? We've got to have the hot dog eating contest.

We're being financially aware and responsible, whether it's the city's money or whether it's sponsors' money. We're just trying to make the best decisions, bring the best events to the community, and do it responsibly.

I have a quick update. Not a whole lot has changed in the past couple weeks since I've last updated. Ah, there we go. See? Prayer works. employee personnel manual update so we're working with the vendor that will go to Bryn's office soon for review I think we've decided that we're gonna take most of what was submitted and then we may do amendments like a piece at a time in the future just kind of easy that way instead of trying to

I mean, this is our HR, that's our HR booklet, right? The personnel manual. Okay, so it's going to be, when were we, are you doing it, I thought you were doing it all at one time, it's just section by section.

No, that's right. So we're taking, what is the vendor's name again? Air Mason. We're taking the Air Mason policies pretty much in total. That'll go to Bryn's office for review, and then we'll adopt, and then we may.

Can we go back a page? Sure. What happens, it says Q4 preparing and sending drafts. So in Q4, so which is... Right now. Two weeks? Yeah, yeah. Two weeks from now. We should get a rough draft to review or sometime, sometime?

No, we'll send the draft of the policies that we got to Bryn's office to review. And then when they're able to be acted upon by the city council, they'll come for action.

13 is my lucky number. There's nothing more exciting to read than an HR manual.

Well, the benefit with this platform is that when we onboard new employees, we can do it online instead of having, like, a paper copy, which is pretty, I mean, I bet your company is the same way. Yeah, standard. There's a couple carve-outs for the police department and fire department because their operating procedures are different, so it's pretty flexible. They're special. Right.

Yeah, okay. I just want to make sure we have enough time to actually review it and be able to put a bowl around it. I think we should be able to finish by the end of the calendar year. Okay.

So really no changes to the Friends of the Park other than I believe I need to maybe need to check but they still need people to create the organization. I know they've been trying. You've probably seen in the parks there are signs with a QR code. The parks board members have been out at special events. The last I had talked to folks, there was some interest from non-city residents, so we just really need to... How many folks do we need for those positions?

I think they want about five or more. I mean, I didn't see them with the table at the farmer's market. Do they have a table for the training grain?

I don't know if they'll be at training grain. I think they were at one farmer's market. They were at the car show night we did, and then, of course, there's been the... They've got the signs with the QR codes in the park. So there may have been some other outreach events. Oh, tree assessment. Louisa will do a workshop in October. As a reminder, we'll only have one meeting in October.

And then we'll get your feedback as to moving forward. So sort of on the tree assessment, I know we've taken some trees down in Willow Creek Park. And a few people have complained that we've left like two feet sticking out of the ground. Is that so that they can dig them out? Or is that how we're going to leave them?

No, they're going to be taking those stumps out. OK.

Next project, the monument signage, I think where we left it is the direction from the council is to go back to beautification and the parks board to begin funding the actual plans and the signage standards. So that would be happening here in the next month or so. And then pending their review, we'll figure out what we want to start. start on first. I think our last discussion we kind of said parks might be the best way.

How often does a beautification committee meet? Once a month or twice a month? Is it every other month? Every other month. Is it once? Once a month.

Okay. I guess October, we'll put it on October agenda.

That's what I'm saying. We should get this. I mean, this is something the council wants, so they should take priority on it. Yeah, I agree.

uh since our last update there's been a couple more meetings to the economic development plan update committee uh y'all may have been involved anything noteworthy pedro uh last time we met was last week and we just went over the survey that's going to go out in october and we will have a table at training green so if you want to visit us Street maintenance fee, really nothing to update. I believe the city of Fort Worth is taking action tonight on their budget. And if so, they may adopt their street fee. We'll talk about some of the legal aspects in a later item.

What was the action item our lawyer took on that? I remember when we had that.

Yeah, I think we're going to talk about it later, maybe. Oh, we are? OK. Good. Yeah. No update on the market study.

So what's the holdup on that? I mean, is this something that we're maybe just going to...

sure so shop the future yeah i mean we can we can do it i think maybe some of this is tied to the economic development discussions you know as it relates to recruitment if that's a priority we didn't fund it so correct it's not funded yeah that's the big thing we would need to pay for a study um and then probably identify some locations which wouldn't be too terribly difficult so yeah i mean we can move forward

Yeah. To do the market study as far as where it is, there's only a couple places left in Saginaw that would... Yeah. No, there's...

I mean, if you want a five-acre-plus parcel, there's probably only a handful.

I'm just trying to figure out if this is something we just say... I guess since we didn't fund it, we, the council, pushed it off until next year.

Very simple.

The strategic plan review, I think the November meeting, plan on going over that. That was from 2019, I think, 2018, so it's been some time. We made some progress. Maybe some of the goals have changed, but I think we can hash that out in a meeting or two. And then these are our completed projects. Nothing to report.

Probably not. On the bond thing, we said we would give a standard, sometime we were going to put together, and I don't know if it was through a sit-down session or send that thing out for the citizens on how these bonds are going, just a periodic update.

No, good point. I think we've got a, do we have a bond update video in the works? I know they sent you a script, and that's the last I know about it. I think Kevin and Alina have been working on an update video from our 21 bond, which we're pretty well finished or committed with all the projects there. The 26 bond, probably the most noteworthy piece, will be the RFQ, I think, will go out this week for the architect for the animal shelter. So we'll have one video going out soon and then maybe another here in the next few weeks. Yeah, we're moving along. The next, really the last slug of street money from 21 would be the section of, McElroy that we're on now, which would be from Knowles all the way to the Boulevard. So I think that's making progress. And finally, the utilities are in the process of getting out of the way. And it may not be with, I was visiting with the mayor, so we're canceling a meeting, regularly scheduled meeting in October. We'll probably have our normal meetings in November. We usually cancel a meeting in December. So it may not be too early to start thinking about 27 projects that you might have interest in. I think the magic number is 10 plus or minus one. We get too ambitious, can't really get everything accomplished. Yeah, that's really all I have. Happy to answer questions.

So how many of these that we got in the front do you feel that's supposed to come due in Q4 that will bleed over into 2027?

I think we can pretty well knock everything out. Now, some of the projects that we haven't funded, like say we want to pick up the hotel study, that would have to happen next year. We don't have anybody under contract or done RFP or anything.

But no, I think we're making good progress.

want to remind you y'all may have seen next door they're making really good progress on the renovation we've got to be thinking about the the depot building so you know what we're going to do there probably the worst thing is having a vacant building on the boulevard we found that with the fire station thankfully they're working on that project now so there's some activity but that may be something to consider Let's see. I'm trying to think for next year. Had a request or idea to talk about a pond, which has been talked about for years, and a park system, which would be pretty cool. And I think the Parks Board has also discussed that in the past.

Yeah, I definitely think that would be good to put on there is the water amenities for our parks that we talked about.

Councilmember Junkersfeld had been approached by someone with the, I don't know what the, the Cemetery Association, whatever their group is. You remember a few months back, the city would be interested in taking over the cemetery. You told me that. Yeah, that would be something I think would be a good work plan project. If there's interest, we could look at it. I'm not really talking now because I think some of the members are getting pulled. Oh, there's...

OK. Yeah, it's something we can talk about. Certainly wouldn't have to commit to it. Yeah, if there's other projects you all have interest in, let me know. Like I said, we're down to the last handful of meetings for the year, thankfully, as opposed to July and August, where we had a meeting like every week. But yeah, that's all I have.

Thank you, Mayor and City Council. We adopt the budget with a public hearing, and so when we amend the budget, we have to hold a public hearing as well. There's an extensive list attached to the agenda item that recommends the adjustments. Those are basically year-end revenue and expenditure estimates, projects that need to be carried forward that won't be completed by fiscal year-end, which is September 30th, and then items that have been approved by the City Council since the mid-year adjustments. I don't have any presentation, but I'm happy to answer any questions.

Where are we at from what we budgeted to where we're finishing the year? Do we have excess funds or are we

The estimate is about 300,000 to add to fund balance in general fund. The majority of the savings is just carried forward. The big projects would be the security system, which is about 300,000. The biggest one is the Keter building renovation and then one of the economic development agreements.

Could we look at funding the hotel, motel study?

If I recall, was it about 30, Pedro?

We were looking at around 9,000 to about 20,000 last time I checked.

Oh, OK. So less than I thought.

OK. Would you be comfortable with that, Kim?

I think the general fund balance is very tight. So I would recommend not spending out of fund balance. But that's the finance director's opinion.

That's a lot lower than we originally estimated.

Thank you, Kim. Great job. All right, at 628, we're in a public hearing. Consideration act regarding a specific use permit to the operation of a convenience store with fuel sales at 501 and 711 North Saginaw Boulevard. Louisa, Louisa Pina.

All right, good evening, Mayor, Council. We received an application for an SUP to allow the operation of a convenience store with fuel cells at 501 and 711 North Saginaw Boulevard. These properties are located right north of the self storage in Goodwill on Saginaw Boulevard. The proposed company and applicant is charge up 124. On August 11, the Planning and Zoning Commission reviewed this SUP request and voted to table the item. Their main concern was that the current site conditions didn't align with the vision. for the Saginaw Boulevard Relay District, so they requested that the applicant provide the following updates. A landscape plan that meets the city's landscape ordinance requirements, a plan for restriping of the site, including marking entrances, exits, and parking spots, and incorporating beautification efforts to improve the overall appearance of the property. The applicant was provided the necessary resources to to these recommendations or incorporate them, whatever they were willing to. And staff did meet with the applicant throughout that process to explain the commission's request further as well. On September 8th, the commission reviewed this request again. The applicant did update their concept plan to demonstrate a little bit more the intent of their proposed changes and provided pictures of the updated signage on site. After that discussion, the commission voted to recommend approval of the specific use permit request with the following stipulations, that the applicant incorporate landscape improvements that align with the requirements of the landscaping ordinance and the requirements of the Saginaw Boulevard over Lake District, and that the applicant improve traffic markings on site, including entryways, exits, and parking. um today this afternoon we did receive an updated landscape concept plan from the applicant that is a printout that i gave you earlier before the meeting they did inform us that their landscaping architect has not been able to provide a fully developed landscape plan as indicated by the ordinance we did want to let you know as well that while the sup cannot regulate building materials and color of the structures or content of the signage on site, you can make it a requirement or a stipulation that the applicant mark traffic markings or improve them or change them on the location if you want to be able to hold the business accountable to those requirements. We didn't receive any reply forms at all or public comment on this request, but we do have a representative here available to speak on behalf of Charge Hub 124 and answer any additional questions you might have on this request for their proposed business.

No, we have the quality compared to all the markets right now. So we are provided to get the benefits of the people right now. So we're not getting more money, but we are good quality, great number of contribution.

So are there other charge up 24 stations that you know of anywhere? And I did go to the property the other day just to look at the site, and I did notice that the parking lot was in disrepair. And if we were to approve the SUP, I think we should make that a condition of the SUP to correct that parking lot, make it like new.

Sure. So I think if it's part of the SUP, the council defer to the city attorney, but you could add requirements.

We are redoing that one. and making the marks as a new one and making the changes brand new.

I don't know them all off the top of my head. It was the same ones that we added to the last convenience store we looked at. No sexual innuendo things can be sold. No drug-related paraphernalia.

And I think the applicant, you're still waiting for a landscape architect to redo a design, right?

No, we are making that one in the process right now.

We've met the requirement. If you open the public hearing and close the table, we'll meet the requirement, so we wouldn't have to re-notice it.

is that the council's pleasure to continue to get more information and continue this next time i would like to see it laid out so that we know what we're voting on it's just i would feel more comfortable if i had it i'd like to see exactly what they're going to do as far as redoing the parking lot and see what the landscaping is because what's here

Right. To me isn't enough. You know, we've got racetrack up the street that's very nicely landscaped, and this hasn't even come close to it. Yeah, I mean, it's rough.

I mean, there's no information in here other than, you know, they're going to paint it, and there's going to be landscaping. I want more detail.

Well, there's one in here on the attachments that I'm looking at. It's not bad. No, it's good. Yeah.

It's a concept plan that was submitted for the last PNC meeting and we did meet with the applicant and informed them multiple times of the request updates. That's the last step that we've gotten. Their landscape architect just hasn't been able to complete a plan.

I just think for me, anyways, I would say table it till the next meeting just so that we could have the ordinance exact before we make any motions on it.

And we can revise the ordinance when we find those conditions, and we can add it into it so that you see them in the packet.

Just to clarify, are you guys wanting the applicant to come back with a fully developed landscape plan, and do we still want to add the stipulations to the convenience store portion that you were mentioning earlier, or a list of products?

Things that they're going to update, like we didn't know that they were going to dig up the tanks and replace them. Are they going to repave it? Are they just going to take that existing asphalt and just... a patch it are they not even a passion of the just going to strike that.

Like the half moon grass thing is it going to have any stone work things like that.

I mean there's an overlay district here and that's what I'm trying to get is this is this new business that you guys can is it meeting the intent of the overlay district that's what I'm just that from trying to get.

So as far as landscaping, half a dozen shrubs and a tree just isn't going to cut it.

Is there a date that you guys wish to see this application again, or are we doing it indefinitely to just let the applicant take whatever time they need?

We want another meeting for a month, so I think that would give them plenty of time. Our next meeting won't be until October the 20th, so I think that should be the time to get everything answered, questions answered. That seems reasonable to me.
