First, we'll have the director's report from Stacia.
Thank you, Chair. A few items for the commission this evening. First, an update on some projects that have been approved. On December 9th this week, City Council approved the Beeshine Car Wash Project, which is located at 3601 Stockton Boulevard, which was recommended for approval by the commission on November 13th. That same evening, Council approved the City's SB 684 ordinance related to ministerial approval of development projects of 10 or fewer dwelling units on urban lots, and this was recommended for approval by the Commission on October 23rd. And finally, on December 2nd, Council approved the pre-zone and other entitlements for the Airport South annexation project, recommended for approval by the Commission on June 26th. And the second item I have is that the planning and development or the community development department is now accepting applications for the 2026 planning academy. This is a free 11 week program that's led by city staff. And what it does is it delves into current planning topics and issues concerning housing, transportation, urban design, historic preservation. climate action planning, and more. And it's conducted in a mix of virtual and in-person meetings, including two walking tours held Monday nights from March through May. And the program is now in its 24th year, so we're very proud of this program. And I'd like to encourage you to share this with your networks or anyone who might be watching to apply. The application period is open now, and it's open until Friday, January 23rd. So if you would like more information, you can just go online to the city's website. You can just type Sacramento Planning Academy into your browser, and it'll come right up. And then finally, for the commissioners, our first meeting in 2026 will be on Thursday, January 22nd. And at that meeting, the commission will be asked to nominate a new chair and vice chair. So just putting that on your radar. And that's all I have. Thank you, Chair. Thank you.

Thank you. Moving on to item two, Rosencourt Hotel, P25-004. Zach will be presenting. Are there any disclosures or recusals for this item?
All right. All right. Good evening to the chair, vice chair, and fellow commissioners. My name is Zach Dalla, a senior planner with the Community Development Department. The item before you tonight is the Rosin Court Hotel Project. The project is located on a vacant parcel at the northern end of Rosin Court in the Highway Commercial and the Northgate Regency planned unit development. The applicant is requesting a PUD schematic plan amendment and site plan and design review to construct a four-story hotel development. The applicant has identified a future restaurant pad at the eastern portion of the site. However, construction of this restaurant pad is not proposed at this time and is included for reference purposes. A PUD schematic plan amendment is requested to redesignate the project site from restaurant to commercial in the Northgate Regency PUD to allow for the hotel use and accommodate the future restaurant use. And this is consistent with the underlying highway commercial zone. The proposed hotel itself would include 110 guest rooms, 131 parking stalls with 25 EV-ready spaces, and a variety of guest amenities, with site access provided off of Rosincourt. The proposed building features a combination of fiber cement panels and brick veneer along the first floor, followed by stucco and fiber cement panels on the upper three floors. The project complies with the development standards of the Highway Commercial and Northgate Regency PUD, except for rear yard setback, front landscape setback, and roof projection requirements. As outlined in the staff report, staff believes the project as designed meets the purpose and intent of these standards, and staff is supportive of the proposed details. Prior to today's hearing, staff mailed public hearing notices to all residents, property owners, and neighborhood associations within 500 feet of the project site, as well as posted a hearing notice at the project site. To date, staff has received no public comments, and there is no known opposition. Staff is recommending the commission approve the requested project per the findings and subject to the conditions of approval in the staff report. Good evening, Chair and Commissioners. My name's Sierra Peterson, project planner with the Community Development Department. The item before you is P25-018 for official brewing company located at 2425 24th Street in Suite B. This application is for a conditional use permit to establish a tap room for alcohol sales in an existing 5,000 square foot brewery within the general commercial in the Central City SPD. The site is accessed from X Street Broadway Alley and is connected to the Real Pie Company which fronts on 24th Street. No alterations to the structure are proposed with the additional use. The business will be open to the public Friday and Saturday, 2 p.m. to 9 p.m. with ongoing beer manufacturing. There are no active uses outside the building proposed. While the applicant has provided hours of operation, the active alcohol and beverage control Type 23 license allows for sales, service, and consumption of alcoholic beverages between the hours of 10 a.m. and 10 p.m. each day of the week. The Type 23 license also has restrictions, including no sale of distilled spirits, and any entertainment provided shall not be audible beyond the area under control. This project was noticed to all residents, property owners, and neighborhood associations within 500 feet of the subject site, and the site was posted with a public hearing notice. Staff has not received any public comments. Staff recommends that the Planning and Design Commission approve the requested entitlements subject to the findings and conditions of approval included in the staff report. From the Commission Commissioner Ortiz Thank you, yeah, I just want to make sure I understand currently the site as a production and it currently has a tap room, which means customers can consume onsite now or they cannot?
So the way alcohol licenses work in the City of Sacramento is the alcohol and beverage control license regulates how they can sell and the hours they can sell, but the City of Sacramento also requires a conditional use permit to sell within the city limits. So they need both to actually open operations.
What is the current operation?
The current operation is a microbrewery. So they brew beer. It is not open to the public.
Got it. That's what I needed to clarify. And we're shifting into a continue to brew, have a tap room where customers can consume on-site, and they can purchase to take home. Correct. Thank you. I think there's two new uses. I'm perfectly fine. I think it's wonderful. My only concern is... God, the parking over there is just really bad just to get to the pie company. And I didn't see anything in the report regarding the pie, the parking, well, the pie is on my mind. Is there a concern at all about the parking limitations there?
The general plan, the 2040 general plan regulates parking and we no longer require parking for any new or existing uses within the city limits. Okay. So we don't analyze parking with this, at this time.
Thank you. I love that area and I will frequent and enjoy, but I did want to point out when I'm going to get pie, it's hard to park. So I just will have to walk from my house. A little more. Thank you. Thank you. Commissioner Lummis.
Thank you, Chair. So I had a similar question trying to just confirm what the current operations were and what we're looking to approve here moving forward. I had a question more out of curiosity. The hours of operation are 2 p.m. to 9 p.m. Friday and Saturday. seems like a very short window of time. Would you happen to know, was that per the city's guidance or per request from the applicant to only be open at the taproom component for that period of time?
Yes. So the applicant included in their application that they were going to start business operations with Friday and Saturday, 2 p.m. to 9 p.m. However, the city approvals, the CUP, doesn't regulate their hours of operation. It's actually the ABC license through the state regulates hours of operation and sales. So we can't actually comment on any of that. We just included that as information for the neighborhood.
Interesting. So that can change, like...
It could change, yes. So the state of California, the Alcohol and Beverage Control Board, they allow sales and consumption from 10 a.m. to 10 p.m. every single day.
Okay, so presumably even if we were to approve this, right when they get their license, they can say they want to do Monday through Sunday to, you know, within the hours that are allowed within the license.
Within their type 23 ABC license, correct.

Yes, thank you, Chair. My apologies for not perusing through the entire staff report. You may have answered this in the staff report already, but under conditions of approval, what if you've answered this, this says that we, let's see here, minors are not allowed to enter and remain. Obviously this is a tap room and typically with tap rooms, minors are usually allowed in some instances but obviously there's food service not required here so I guess my assumption would be that there's not food service that's going to be here and so what are gonna be the conditions of approval on this project? that would require some type of signage on the exterior of the building or elsewhere that would preclude minors from entering the premises.
So that is also regulated by the ABC license who can enter and remain. They are not allowed to have minors in because they don't have food service. And so minors are just not allowed. The police department did send a letter of protest to the ABC, which the ABC reviews. They can choose to include those conditions or not include them. So that'll go with their type 23. So as of right now, there's no food service, minors can't go in there, so they do require signage.
Okay, and if that changes, then that? That's their ABC license. Okay, that was it, thank you.

All right, one last question, just for clarification. So in terms of the food service, it's not required Is that because they're going, they're seeking to get approval as a tap room? How is that classification different than like a restaurant which might require food in order to serve alcohol?
It's the ABC license type. So they're a type 23, so they're a beer manufacturer that in addition to the manufacturing, they can sell and consume on site. So it doesn't require food service. There are... different types of ABC licenses that are for restaurants. And so then they require receipts of sale and then that'll get submitted to the ABC board. So we don't even look at that when that happens.
Okay, so right now with the Time 23 license they do have they have the ability to sell on-site and for off-site use, but they just need the second city approval in order to activate that authority.
