Okay. Well, we'll call to order the planning commission meeting um for February 10th of 2026 for Royce City. And we will begin with the pledge of allegiance led by Commissioner Bailey. I aliance to the flag of the United States of America and to the republic for which it stands. One nation under God, indivisible, with liberty and justice for all. Do any of the commissioners have any uh conflicts that they need to declare? No. No.
Seeing none, we'll move on to agenda item number two, which is approval of the December 9th, 2025 regular meeting minutes. Any comments or a motion? I'll make a motion to approve the December 9th minutes. We have a second. I'll second. Second. All in favor? I.

Um we will now move on to agenda item number three, which is a request for site plan, an architectural approval for Midland Square, lot 14 located at approximately 4075 South Midland Drive. We'll go ahead and invite the applicant uh to come up and tell us about your your site plan and architectural plan. And if you'd state your name and address for the record.
Greg Timothy, uh, 252 West, 3175 North Pleasant View. Um, I represent Ivory Development LLC. Um, here to talk about a 24 um, we'll do 20 we're proposing to do 24 town homes on this Midland Square piece. This is behind the uh, car wash there that's located just off Midland by the Arby's kind of in that general area. Um we have two sets of different town homes here. This is we feel like this is a a good fit here with the Sierra town homes to the east pro the project that was to the east and the single fountain family lots to the south um next to the car wash and commercial. We feel like this would be a good fit for this piece. Um this is something that we're excited about. These are these are some town homes that we've done previously down in Anderson Farms. There's a project down in Lehi, Utah that have done really well. Um it's it's helped um get people into homes. So that's that's kind of what we believe that this would be this project would be for is to get people into a home starter. So um I don't know if there's any questions, but this is this is a project we've been working on for I don't know how long now, Steve. Probably eight months.
Yeah, eight months or so. Um, we've gone through a few different um, revisions ourself, removed units, added units, ultimately removed units to want to have some livability here. We try to offset these a little bit back from that car wash to provide some sort of, I don't know, a little bit of a buffer. Um, little space from that car wash. It's not overly loud, but we've tried to think this one through on a piece that um, has had some parts to it that have been we've had to work out. So, um, any other questions, I guess, for me? Yeah. Okay. As mentioned, this is a site plan and architecture review for Midland Square, lot 14. Sounds odd, but that's just the lot number that they're on. Um, as he mentioned, it's kind of behind the the car wash there on Midland, south of McDonald's. The large empty space just kind of northeast of it is currently being developed with 32 town homes. So, fit uh in with what's there. Um, this is in the urban corridor zone. So the way the zone is is if you're 125 feet back of curb from the main road, uh you can be 100% residential and this is almost 300 feet behind in some cases and 220 in others. So they they meet the the aspect be 100% residential. Um I know one rendition had some commercial to it, but it just didn't fit very well to to make it work. Um, site plan wise, you can kind of uh see where the in purple the storm water, you got the town homes kind of spread throughout. They do have two different types of town homes. Um, one mentioned they've built called Anderson Town Homes. So, just kind of threetory, two-car garages. Um, this one does have a single bedroomedroom town home. So, a onecar single bedroom. So, you know, easier to to purchase. get some equity and then then move on. Uh I think in the site plan it shows two of those. So I thought it was an interesting product and fit nicely within it and uh character-wise of what's what's around. And then the other version they call it trolley. So it's just a a different style. This be more. Um there's still three to four bedrooms on all of them.
So, it's still pretty big units. I'll have twocar garages. They do have extra visitor parking. Um DRC comment-wise, you received the planning comments in your packet. Um since then, all the other departments have have um provided their their comments. Um I've given those to the applicant, but again, planning wise, there wasn't a lot there that was going to change drastically the the site. uh the building type and way they look. So staff would recommend approval of both the the site plan and architecture with the conditions as mentioned in the staff report.

I know the comments from planning all seemed like they were fairly easy to resolve like the distance from where the road ended to the Yeah. fence line where a tree is in relation to the dumpster and things like that. So it all seemed like it was pretty pretty straightforward. Any other comments or a couple of motions are in order?

I think this is a good addition to the community and I I think it's always great when we create opportunities for people to to gain ownership and I think town homes are a good mixture of that and this seems like an appropriate location and good project. So, thank you. Like the onebedroom ones. Oh, it's kind of interesting to have the one one bedroom like to give single people an opportunity to purchase. I think that's a good idea. Single or newly married. Yeah, I think that's a great idea. Okay. Um we will move on to agenda item number four which is the election of a chair and vice chair. So I'll toss that over to Steve.

So, the work session, are we going to have a work session this month? Um, one thing that I would like to throw on there is in relation to the parking. Um, I know the council just recently uh made a decision on a parking ordinance. Um, and and they're free to make the choice that they want to on that, but I think procedurally there was kind of a fundamental flaw in how they proceeded with that and that that never got a public hearing. Um, so I would like to maybe bring that back and just have a discussion in the work session as a planning commission and see if we want to um look at that at all and maybe hold a public hearing um and kind of see how we want to address that. But I think that work session might be a good time to to kind of discuss that. So I have one one thing to the docket there, Steve.

Yeah. Um, so I with the new year, um, I was hoping we just kick it off, right? I anticipate, um, I understand we have a a watchdog group that has been formed in our city and I wanted to just kind of get an idea what a what a government watchdog group really does. So I googled it and says government watchd dogs serve as guardians of public trust ensuring accountability and transparency in governance. A government watchdog maintains the integrity and effectiveness of public institutions. These entities serve as guardians of public trust working to ensure accountability, transparency within the federal government, our government to scrutinize government operations, to uphold ethical standards and legal compliance. Um it is a a government watchdog is an individual or group and organization that systematically monitors the activities of government bodies preventing waste fraud blah blah blah. So
the uh one thing I didn't read in here is that they speculate or state unfactual things or defame people. So, I'm hoping as we get into this new year, we can avoid that type of activity that we can be, as I've touted last year, we can be architects and not arsonists. And u whatever this group is, we appreciate your willingness to keep us straight without a doubt, but keep us straight with the facts, keep us straight with um you know, the truth and not any speculation or you know, um things that would defame somebody's character or their integrity. Let's just keep it all above board and uh thank you for wanting to keep us um you know transparent and all that which is what we want. Um let's just keep the mud out of it and out of the transparency. So it's all I got.

Okay, we will move on to agenda number six, staff update. Okay, we have a few projects that are moving forward. Um, Agora Heights was that one that's next to KFC on I think it's 5450 South. They do have their plans in that are being stamped and signed as we speak. So, they could have a pre-construction meeting here shortly, so they could start digging and moving on that one.
Uh, Golden West Credit Union also has their plans in um so they can move forward with those. Um, I've had a few others that I can't necessarily divulge of who those are at the moment, but we've been in talking on other properties that are within Roy to be developed. So, there is a lot of interest um in coming. So, we'll have a few projects coming in the future. It's kind of exciting. So, it's all I've got. Okay.
