Planning and Zoning Commission - Regular Meeting

This is a meeting of the Raleigh Planning and Zoning Commission. The time is approximately by my wristwatch about 6.03 p.m. on Tuesday, July 14, 2026. I'll read part of the agenda here. As authorized by Section 551.071 of the Texas Government Code, this meeting may be convened into a closed executive session for purposes of seeking confidential legal advice from the city attorney on any agenda item herein. The city of Rowlett reserves the right to reconvene, recess or realign the regular session or call to executive session or order of business at any time prior to adjournment. Approval, consider approval of the Martinez on Dalrock addition final plat. Consider approval of the Martinez on Dalrock addition final plat, the approximately 1.33 acre site. Situated on the Hancey Hamilton Survey Abstract Number 548, identified as Block 1, or excuse me, Block A, Lot 1, commonly known as 7400 Dalrock Road in the city of Rowlett, Dallas County, Texas. And who's presenting that tonight? Liliana.

Nurse, good evening. Liliana Morejon, senior planner. In front of you is a request for an approval of the Martinez on Dalrock addition final plat. This property is about 1.33 acres, located on the west side of Dalrock Road, south of Shrady Road, specifically addressed 7400 Dalrock Road. This is zone SF8. It is a single lot, and there was a variance granted on May 13th by the BOA to allow direct access from a type be thoroughfare as required by the RDC. And in front of you is the plat delineating the lot boundaries and frontage off of Dalrock Road. Staff recommends approval of this final plat. The Planning and Zoning Commission may take the following actions. Approve, approve with conditions or deny the request. Any questions?

Anybody have any questions? I do, and city attorney may tell me, or Manal may tell me, I'm off the range here. Since this is zoned SF8, and since this is over a 1.33 acres, and there was a BOA approval to allow access to a thoroughfare, is there plans to chop this up even more?

IS FOR A, CONDUCT A PUBLIC HEARING TO MAKE RECOMMENDATIONS TO CITY COUNCIL REGARDING A SPECIAL USE PERMIT AND SUP TO ALLOW A TATTOO PARLOR ON THE PROPERTIES ON THE PLAN DEVELOPMENT PD WITH GENERAL COMMERCIAL SLASH RETAIL C2 USES. The subject site is located at 5321 Lakeview Parkway within suite 104 out of the Thomas Lumley Survey Abstract 789, Dallas County, Texas. Lilliana.

Commissioners, in front of you tonight is a request for an approval of a special use permit to operate a tattoo parlor within an existing 1,200 square foot tenant space in a multi-unit retail building. Just as a quick reminder, an SUP is a formal zoning action that provides for public review of the use and site development features, and it is intended to ensure that the proposed uses will not have a significant impact on the surrounding uses. Background information on this property, this is specifically located at 5321 Lakeview Parkway, IT IS ZONED PLAN DEVELOPMENT FOR C2 USES. PER SECTION 77303 OF THE RDC, A TATTOO PARLOR REQUIRES AN APPROVAL OF A SPECIAL USE PERMIT WITHIN THE ZONING CLASSIFICATION. THE PROPOSED TATTOO PARLOR WILL OCCUPY SUITE 104 AND OUT OF AN EXISTING 6600 SQUARE FOOT COMMERCIAL BUILDING WITH FIVE TENANT SPACES. So to my left, you can see where the specific location of the suite is located within this existing tenant building. To my right, you'll find a table with the uses and associated parking requirements. So as you can see, within this retail space, you have a smoke shop, you have a CBD store. You have an insurance agency, a barber shop, and the proposed tattoo parlor. Combined, they are required to have 23 parking spaces. The total site has about 34 existing parking spaces, going about 11 spaces above the minimum requirement. When looking at the use and operations, the applicant is proposing to operate from Monday to Sunday from 11 a.m. to 8 p.m. The services provided will be for four tattoo stations and one body piercing station. They're also requesting a retail area in front of the unit of approximately 200 square feet dedicated for the sale of body jewelry and related merchandise. The applicant is proposing one illuminated sign at the storefront. and deliveries will be limited to normal business hours. Because this proposed use is in close proximity to a multifamily residential development, staff did look at neighborhood protection standards that apply in this case. And in this specific instance, we looked at signage, operations and deliveries, which were mentioned to you in the previous slide. Staff also was able to identify about three tattoo parlors operating within a one mile radius of the proposed. The proposed use is consistent with the surrounding commercial characters of this corridor. Notifications were sent out. Staff received zero in opposition and zero in favor within our 200 and 500 notice buffer zones. Staff finds that the proposed special use permit is consistent with the comprehensive plan, is compatible with the surrounding commercial developments, it can accommodate the existing site without requiring additional parking or infrastructure, and it is not anticipated to create adverse impacts on the surrounding properties. Therefore, staff does recommend approval of this SUP. U.S. Planning and Zoning Commission may recommend the following action, approve, approve with conditions or deny this request. And the applicant is also here with a presentation.

Correct me if I'm wrong, but did this specific site not come up for approval not that long ago?

So since it has for other machines me tattoo parlors in the area does that have any bearing on the approval and approval of it.

Well this it's why it's in front of you today. So when staff reviews this item we we take a look at what is the standard required by an S. U. P. and you know it aligns with the comprehensive plan it aligns with what we look at in terms of parking and infrastructure so that the addition of having additional part at massage parlors around the area that is something that is you're going to yes to my such yes, tattoo parlors will be something that for you all to consider.

Commissioners if you could speak a little louder closer to microphone please. Anybody else. Just a point of clarification, Liliana, for the public that may be watching or will watch later, I believe the signage over this particular unit has a hair salon or something like that on it. Is that correct?

At the moment? Yes. You mean existing? Yes. I believe so. But it would be replaced if approved with the applicant's new signage.

And the reason why I'm saying this is you may not recognize the number, street number, but the area immediate to the east would be the five-minute car wash, I believe.

Absolutely. My name is Pamela Spector, and I'm a citizen of Rowlett for 15 years. I have been a professional body piercer for over 30 years. I did, can I adjust this? Sure. I did create a PowerPoint to give you an idea of what we're looking to build, and then I have also written some words, if it's okay that I read them afterwards, or I can do it before if there's a preference.

Okay, I will go ahead and read to you to give you an idea of who I am and what I like to bring to the community. So thank you for being here tonight. I appreciate all of you coming, especially Liliana for all your help. My family and I have been Rowlett residents for 15 years and I have been a professional body piercer for over 30 years. I'm a member of the Association of Professional Piercers. I travel nationally and internationally attending piercing and safety seminars. I currently own the piercing business at a Midgard tattoo company in Farmer's Branch. There I have two current W2 employees, which I plan to have here in Rowlett as well. I'm excited for the opportunity to open Crown and Curio, that's the name of our studio. A brand new boutique tattoo and piercing studio in Rowlett with beautiful body jewelry, a warm and welcoming atmosphere. We hope to stand out above the other shops in this neighborhood. I want to create a place where people feel comfortable, whether they're shopping for jewelry or getting their first time piercing for themselves or their child. visiting one of our tattoo artists. We plan to make it a safe space for all. That's very important to us. This is more than opening a business for me. It's an investment in the community where I live. My current studio, which I will be keeping, is in Farmer's Branch, It can be 35 minutes to an hour from here. I will employ four tattoo artists, a second piercer, a front of house professional. My goal is to transform an existing vacant studio into something beautiful and unique that Rowlett can be proud of. So this is who I am.

My name is Pamela. I'm also a mother. My work is in high-end jewelry, 18 and 14 karat gold genuine stones. We also offer titanium with a large variety. We do a lot of curated styling. It's art that you can wear forever and it's become very popular in recent years. Right now you can see what the studio looked like before. It was a fantastic hair salon on Lakeview 66. I've successfully owned and operating Piercing Studios for 30 years. Now I want to bring that experience to my community. The image on the right is a mock-up on how we plan to make it look. It will be a boutique style featuring Victorian odds and ends in there. I do already own this beautiful display case that I've acquired recently. So we plan on having chandeliers A moody plum interior with the vinyl hardwoods as well as a moody low-lit warm ceiling structure. We have a private piercing room designed for privacy and comfort. We do promote the highest standards and cleanliness. I'm actually an educator in the Dallas-Fort Worth area for other piercers, so the majority of them know who I am and refer most of their problems to me, as well as a lot of the medical individuals around Texas or around Dallas mostly also refer a lot of their problem clients to me as well. We do want it to be welcoming for all ages including children to adults. I pierce children as young as five years old with parental consent. I have clients as old as 85 so far also redoing their ears or sometimes stepping out of their comfort zone and doing some more fun piercings like a nostril. The tattoo studio will be inspiring for talented artists so that they can create for clients and they can feel at ease. One of my brand new artists is here with me today. It will be an open area for the tattoos, but we will also be able to provide privacy with privacy screens. So our jewelry is very luxury. It will be a higher end compared to everyone else in Rowlett. Currently there are only two to three studios in all of Dallas-Fort Worth that carry the quality jewelry that we carry today and I'm going to be bringing that to Rowlett. This is the plan for the outside. We're unable to paint but we would like to have a nice antique styled lit sign. Hopefully an awning if we can get that approved just to bring a little bit more individualism to the studio. And that is it. I hope you have time, and I hope you like the PowerPoint. I'm just curious. The equipment that your artists and your other piercers are going to be using, is that something that they bring with them, or is that something you're providing?

For my piercers, I provide all of the equipment and supplies. For the tattoo artists, I will be supplying the disposable supplies and they will have their own actual machines that they use with disposable needles and disposable ink caps and disposable ink. So nothing will be reused. Everything will be the highest safety.

So I'm new to this. So as far as that part, so can anybody just walk in and get a tattoo, 15, 13 years old, how does that work? And so explain that to me.

Yes, sir. The Texas department of health is very strict. You must be at least 18 with a legal government ID. Um, we do take this ID, they fill out a release form and we do make a copy for our records and for the health department. Excuse me. We do not provide any tattoos for anyone under the years of 18. They must be completely sober. We do not tolerate anyone coming in under the influence whatsoever.

Okay, thank you. Yes, sir. And how do you determine as far as, I get the age thing, but as far as whether someone's sober, is someone just making a general observation?

For sobriety? Yes, ma'am. I've been doing this for 13, sorry, 30 years. So I've gotten pretty well known with who's sober and who isn't. My first businesses were in Deep Ellum. Almost everybody was not sober. We had a lot of turn away. Currently, we are at Midgarden Farmers Branch, which is interesting area there's not a lot of drive-by traffic and I don't think we've ever gotten anyone intoxicated from there but generally when someone comes in they're coming in they're blubbering they can't keep eye contact They're unable to explain to you what they want to get, where they want it to be. We always ask them how long they've been thinking about it. If somebody's wanting something on their hands or face, we go through a pretty lengthy conversation about it being a job killer for the most part and try to help them make good choices. But if someone is even slightly seems to be under the influence, which luckily there's no bars that I've seen other than Chili's and Rowlett. So that will definitely lower the amount of people coming in intoxicated. Thank you.

FROM THE PICTURES, I SEE THE PICTURES, THERE'S SOME PRETTY SIGNIFICANT AND NICE LOOKING RENOVATIONS AS YOU'RE GOING TO MAKE TO THAT SUITE. ARE YOU ABLE TO DO THAT IMMEDIATELY?

ABSOLUTELY, SIR. WE HAVE ALREADY INVESTED $5,000 INTO THE BUILDING FOR JUST DOING A LITTLE BIT OF ADJUSTING. WE ARE GOING TO SOON BE WORKING ON OUR plumbing and electricity. I have all of the light fixtures already waiting for me. I have the display case already in the studio waiting for me. I have the curio cabinets waiting for me. All that we need to do, since we're not doing a lot of change to the building, it's mostly going to be new floor, paint, ceiling, and fixtures. So everything's going to have that antique Victorian blend to it. I don't believe there's any other shops locally that will have this amount of luxury.

So in terms of operating hours, you're open to 8 p.m. So will this environment or facility be used for anything else besides tattooing up to 8 p.m. or will it go beyond that?

No, sir. It will only end at 8 p.m. If someone needs to finish something that they started earlier, they will have a key to be able to lock up and leave as an independent contractor, possibly one of the tattoo artists. But we definitely do not want people there any later than 8 p.m. if we can help it.

We won't have people in the parking lots or people behind the door?

We shouldn't. No, sir. No, sir. I believe we will be closing before the smoke shop does. I want to say they're open much later than that. I do prefer to be an earlier day tattoo studio. I've worked in studios that were open 3 p.m. to 3 a.m. It's a nightmare, and all you do is deal with drunks, and that's not what we're interested in.

Since there is three other tattoo shops within our area, what makes your shop different or more important, or why should you put a shop in this area?

Well, I have visited all of these studios. I do have a few friends at some of them. I have noticed that one of the consistent issues with those tattoo studios is it feels like you're in a sardine can. They pile as many artists in there as they possibly can to maximize their profit, which is great for the owner. I don't believe it's great for the client that's coming in. There's very little privacy. Also, none of these studios will be carrying the same type of jewelry that I carry. I'm also the only one in the neighborhood that will be a member of the Association of Professional Piercers, which they are welcome to join, but it is a very difficult thing to join. You have to have precision jewelry from very specific studios that have been verified through the APP and DeFars, as well as our tattoo artists will be able to create a more personal balance with them. We will also offer areola pigmentation for cancer patients. We do have a special artist that does just that. I don't believe all of them have the same. Any other questions?
