It was a rough morning. It's been a long day. I am sticking in the shower. It's been a long day.
Yeah, it sounded, yeah, I can hear you okay. It's a little echoey, but I think we're good. Okay.
So this is the Rosie Trader Court, the old Rosie Trader Court. Several months ago, we brought to you an expansion for our repark within this Trader Court. Progress is being made, and I'll let Daniel speak to this, but there was an agreement made That city, a bond, hailed for the cleanup in the amount of $25,000, I believe, Daniel? I believe it's $20,000. $20,000. Okay. And the cleanup is taking place. There's progress being made. In addition to that, they've removed most, I think, all of that front row of trailers and all to the... One left. Is there one left? Yeah. Okay. And working on the back row?
Working on the back row, yes.
So is the intent to take all of those out?
Yes. The initial intent was to leave, you know, clean up and kind of get the RV section done first. But just with the quality of the trailers there, doing any type of cleanup has just been more arduous. So it has switched to, yes, where we're going to try to get all 20 new units in. The second 10, we're looking at maybe later this fall or possibly next spring. OK.
So the occupancy or the business license approval for him to operate the RV park was contingent two side roads east and west of the existing park being paved and in the back being paved. They are to the point where they need to get the pavement done in the back. With the trailer being extracted and all the dump and hauling new ones in, the proposal would be to pave one side. What side were you wanting to pave? The east side. The east side. and leaving the west side for a route for the Seminoles to come in and bring the new trailers and not tear up this asphalt road that could wreak havoc, tearing or bringing the roll-off dumpsters and the new trailers in. So did I get that right? That would eventually be paid. Yeah. What's the time frame, or what would be the request, Daniel?
I think the request would be Initially, I'm thinking, you know, six months, but a year would be, I mean, to let us get phase two in. The initial idea was just let us get the first 10 in, but we're moving ahead with the other back unit as well and hoping fairly soon it would, if we had a year to get that other side done, then at that point, we feel confident we'd have all 20 new units in there.
So by next spring. So the bond, the bond itself was for the cleanup, correct? And the cleanup's pretty much been done. Things are happening there. How far, are you talking asphalt just up the east side and then across the north and halfway back down the west or just the east and that's it? Because for the RVs, you kind of need to go across. I don't remember. Were there two roads coming across or just one?
Yeah.
There's two access roads. So what it would be is all the east side and all of the RV section would be asphalt and partway down the west side. So it would The only part that would not be asphalted would be the west side from the entrance off the main road there and going back just to the entrance of the RV. So about 250 feet-ish, maybe 300 feet-ish would be not finished, but it would have, we would get it all prepped. So it would have, I mean, it's kind of prepped now, but we would have it, you know, the base all put on ready to go. The base would probably need to get, you know, retouched up before we do pour the asphalt, but that would be the proposal.
So, I don't know how we release bonds. Once, who releases the bond? The city does. So, I mean, I guess to me, if we're worried about it, then since the cleanup, the bond is for the cleanup, And I know we talked about this before if we transfer the bond to the asphalt Since the cleanup is done. Can we do that?
From my yes So we may have to just change the verbiage on that bond from your bond company It was currently just for clean up so if that's If that would be the agreement from the commission, Daniel, would that be something you could look into?
For sure, yeah. I think that wouldn't be a problem. Depending on the time frame, there'd be a couple of things that I would do. Because I think the bond was posted, wasn't it like February-ish? Yeah. January, February. So what I would do then is put Potentially, I would change the language, and then I would pay for an extension on that just to, you know, maybe a six-month extension or something like that, whatever you guys are okay with on the time frame. Yeah. Meaning the bond was for one year, and so under the current bond, it would roll me through the end of whenever that was, and I don't remember exactly the date that that was issued.
I mean, my concern is you're not going to get paved in February, right? So just to answer your question, Tommy, like, I don't love the year, but if it's not going to happen between now and November, it's probably going to have to be April.
That's why he wants to extend it, because he asked for the bond in February, so he would extend it for another six months beyond that. So it would be until, like...
I mean, how much damage are we talking about, potentially?
Yeah, I mean, the semi load is a lot different than pulling an RV in, for sure. But, and I don't know what the, probably more of it's like the cleanup and everything else, if you're getting some equipment in there to haul stuff off, and depending what the condition of the axles and the tires are that you're pulling out. I mean, I'm in favor, I guess, if we wanted to take the other stance it's his risk of damaging his road when he pulls stuff out too but um i think it's my opinion as long as the city's got teeth to come back and say to make sure it gets done but i personally see the wisdom in not wanting to potentially damage your investment of thirty thousand forty thousand dollars in asphalt on that one side when when's the rest of the asphalt going to be done when are you doing that
We're within two weeks potentially. It's coming in pretty quick. It got delayed slightly just with some of the construction in, but I think we're about two weeks out.
Is your electrical in now?
The electrical conduits all in. They actually were out there today doing their inspections so they could backfill.

PROBABLY WHOEVER. WHERE TOMMY WAS JUST ASKING, WHERE THIS WAS PREEXISTING, THAT'S WHY, BECAUSE ROSABETH DOESN'T ALLOW AN RV PARK. SO THERE'S NOTHING THAT REALLY RESTRICTS IT FROM BEING SHORT OR LONG TERM. I WOULD ASSUME, I MEAN, BASED ON OUR PREVIOUS DISCUSSIONS, I WOULD ASSUME MOST OF IT IS PROBABLY LONG TERM.

So yeah, the front part with the trailers, I would assume you're right. Daniel, are you still on? Yeah, I am. So maybe you could answer that. Yeah, what's the vision? So the trailers, the mobile home trailers, modular home trailers, are you going to be renting those out at all for short term? Are they more long term, over 30 days?
My understanding is that the mobile home and RV was kind of under one. I guess, code. In the back with the RVs, I guess I was looking at both options. Drew, we've kind of talked back and forth a little bit on potentially some RVs that are kind of more of a weekly stay or monthly stay for somebody coming in and out, but there's some other places in the area and the valley there that do a similar thing. So it would be a I guess a combination of providing short-term for people to come in, but also have a point to where if somebody needs to come in for a month or even a summer for a job, that they can bring their trailer in and do that. That was my vision, I guess you could say.
So with the trailer, mobile trailers that you're taking out, what's the vision for that as well?
The front section, the mobile home part? Yes. Vision with that is we've got Badlands Trucking. They're going to take most of our current units going in. It would be getting new trailers in there. They have a standard. They want their guys to have a pretty good place. It would be renting out I don't know, they're probably not going to take all of them, so long term would be provide just housing for somebody on the other 10 units. I guess I don't know if it's family, that would be great. If it's a company-based rental place, then that's an option as well. I guess I'm not limited to one or the other. It's more who's going to come in and treat the place nice and keep it clean.
Badlands is about half a mile to the west.

Pretty much, yeah. I like it. I think this solves some of the issues that we've had to discuss around OB parts. Because I'm, correct me if I'm getting it right, the backside of that's going to be full in, full out, short term. And then he's got some long term in there for short term. And so...
the issue that we've been having on improving an rv park we've kind of solved for years thanks daniel you bet do you have a report for us i know you've got some questions for me um actually i will give you one update that will be coming to you next month for the public hearing So, basically, this was our cart to be able to revitalize down the chain screen, to get the mechanism in place that's actually incremental finance. We tried to do that years ago. We do have to have our tip that we were trying to accomplish back in 2018. It did pass. It was contested by one of the taxing entities. The Inland Corp authority trumps that. They don't have to have the buy-in of the taxing entities here. So we approved that back in October. We now have learned that this is a great opportunity for us to grow the area. We were thinking more small-scale downtown. We intended we could grow it. But we want to grow down, as it's been explained to us a little bit more, the opportunities involved with this. If we grow down Highway 40 into the industrial park that we're talking about here, the site finally just approved, we can freeze that tax to help either infrastructure-wise in the industrial park, or we can take that to help our downtown revitalization. So if we broaden that, area, which we're going to propose to City Council next week with the recommendation of the Inland Port, we can capture a lot more of that tax benefit for projects. We're very fortunate to have this project area. They call it the Black Gold Area. They just approved it probably, what, two months ago with their first Inland Port Congress. So there's several in the state of Utah. We'll be bringing that to you next month. Please send us this information so we can get it to you. 17th of april 17th of april is when that was the inland port oh when they approved it yeah okay perfect so yeah we'll be bringing that back and if you have trouble finding that let me know and i'll try to find it that's the update chair thank you and and items for the future discussion
