Okay, with no others, I will move on then to agenda items. The first being the Aquatic Center starting block sponsor discussion.

So this one here, you asked to put it on here. We did ask Natalie from the Aquatic Center to also come and address us on that.

Just to give you a little bit of background, I was approached by a swim team, yeah, a swim team, wanting to know if we were interested in sponsoring those blogs that are getting They're looking at upgrading six, right? Six blocks. Maybe you have more information on that.

I do. In fact, we actually have slides.

So we can kind of pass this around if you would like. This is our older version. Our new revised one has the more accurate pricing to them. So when I first came on board, we tried to enhance our conversation on a positive direction with the swim team, understanding that we know that the pool is the city's facility, but we also understand that for these young athletes, this is their gym, and that the equipment that is used is the equipment that is provided in the facility. And we had an opportunity to speak about potentially upgrading their starting platforms, which is, in essence, their little block that they stand on that they get leverage to jump into the pool. And our blocks were put in just as a basic block. When we approached this conversation, we approached it as a collaboration with open-mindedness with the Union Swim Team that we as a city would facilitate them being allowed to spawn bar, plunk race, to put these in. So the original conversation was originally brought to the table as we facilitate and allow them to fundraise and bring in the starting blocks. But they have to come up individually with their own sponsorship for all six of these. Because we can't upgrade one at a time. It has to be an all or nothing, especially when it comes to regulation and guidelines for competitive swimming on the high school side. We can't just have one or two. And then it would make our facility look funky and not very professional if we did that. So the initial conversation was started as a collaboration, not necessarily a sponsorship. And so when it's come around to this whole circle, I'm not quite sure where the sponsorship side came from, to be frankly honest. But they were engaging local community members to sponsor these blocks. And as you look at the blocks themselves, these blocks are unique because they do have different locations to be able to add logoing to them. So there is a three part block. They have like a triangular wedge at the top where their foot goes against, and then they have a flat piece and then they have a step up piece. That triangular block is what they would use as their sponsorship section. So whoever sponsored that, they could even have two sponsors or as many sponsors as they want. optimize it as much as they want and customize it to as much as they want on that small rectangular spot with the swim team's logo being on the actual face for when it came to competitions. And then the spot that is not coverable with a cover, that was under the understanding that would be a Roosevelt logo, whether it was a Roosevelt Aquatic Center logo or the Roosevelt City logo, or even if we wanted to put our Muskie's Club team logo on there, That was a city logo, but that was never under the conversation of a sponsorship due to the fact that it's just a visible piece of the facility. We could even choose to keep that completely blank if we wanted to and not put anybody's logo on there. That's just an additional place we could put an image or a logo of some sort. And the nice thing about these locks is they are not requiring any kind of demolition. All they do is the old block top screw off, these new block top screw on. So if we did ever get to a situation where we did not want sponsorships or logos, we could go back and forth between the two, but that would be very time consuming if we were to do that. But the blocks themselves will have covers on them, not only to protect them from cleanliness and from misuse, but if we needed to, it could take those logos out of visual view until they are used for an official site.

What's the lifespan?

So the lifespan on these ones can range depending on the amount of usage. So we don't typically host as much as other facilities, so we would expect to see at least five to ten years. The platforms themselves will hold up for a very long time. It's the papering logo that goes on the top. It's like a sandpaper kind of. to give some grip.

So the logo, the sponsorship logo, will last as long as that? Correct.

So it would last as long as that texture lasts. The nice thing is if we ever moved to, say for instance, having different partnerships, we can swap out those tops at any, like the actual logo part of the top at any time. They have, say for instance, they have a school down in Salt Lake that the facility hosts two high schools. And so they have a separate logo that they'll put on for each individual swim meet that they have. So it's an endless possibilities just depending on how many times people want to pay for, you know, the slide and part of the wedge or the logo that goes on the top.

And so what are they asking for us to sponsor? One, to sponsor the hardware? That is a good question.

Because originally, we weren't asked to sponsor anything. So that is something that I would be curious to clarify. Just one block. So they would like us to sponsor one block.

If we are interested. It wasn't like... Okay. The question was if Roosevelt City was interested in sponsoring one of the six.

So we're talking about the same house as well. Now they've been phenomenal, just so everybody knows. facilitating this so we have had that discussion our logo can already go on it and so the staff recommendation is that we don't sponsor an individual block because we already have the sponsors there and if we do an individual block we're kind of sponsoring something that is already ours and so honestly it'd be better if the council wanted to donate that money to the swim team that are That might be different. But with these specific blocks, we already own them. We're going to have logos on them. I guess there's more opportunity for them to fundraise better if council wants to give funds to it. There's different avenues where we can still accomplish it and make it better for the swim team itself.

I do have a question. If these blocks are sponsored, just this Are they sponsored by the swim team? Are they for the swim team? Or a high school team?

Or both? They're fundraised by the high school swim team.

Okay, so then does the high school own them?

So the high school would retain the ownership of the top of the logo of the actual new form if they want to, if we want that direction, because we could keep the old blocks in place. But the original agreement when we spoke came into play that we are a shared environment. So currently right now, we share the lane lines, we share the flags, we share all of these things in this collaboration with having the swim team there. And the swim team was 100% on board continuing to share that collaboration with those blocks for our swim lessons, our community members who might need them for any reason, such as training or things along those lines.

Now, you also mentioned that they wanted to fundraise, but that's been an issue in the past?

So this has just kind of been a back burner, unfortunately, for this year. It started pretty strong when we came on board, but the moment sponsorships came into play, we wanted to make sure that we were doing everything according to a top-of-the-line policy when it came to the city and sponsorships. And after a certain point, it's not feasible to put it in for their competitive year. And so right now they're trying to fundraise so they can get that in for their competitive year this coming year.

I do not at this point in my mind, I guess I'm kind of thinking, let's see what they can.

As I say, it is a little more unique situation where the baseball team has their own facilities, the football team has their own facilities. This is a unique situation because we are sharing it at high school with the city.

Right, so I agree actually with Councilman Goodrich just a little bit on that, that yes, this is no different in some ways than the baseball using their site. this is our facility, we understand that, but at the same time, we do have to have some cooperation when it comes to allowing them to upgrade that facility as it comes along. Because we do know that there are going to be things such as their timing pads and their timing system that they will eventually break, they will eventually age out, and so they will have to spend fundraise to repair and replace these items. And so allowing them to, facilitating our side to allow them to upgrade the facility is where I see that. No different as if the soccer team wanted to upgrade their benches.

Was there a date that they wanted an answer?

They did not give me a date at this time.

I would like to see if you know where they're at. Okay.

Last conversation I had, this was several weeks ago, they had had two secure cells.

I say let's not...

I agree. I mean, every... It doesn't matter if it's a sports team, but every club, every sports team, every drama department even, they all fundraise. And our community... Sorry, our community is usually pretty good about coming together for our kids and our youth.

I would say...

Carry on. They're going to fundraise. We don't want to be in their way. Lead, follow, or get out of the way.

Perfect. So I'll update them and let them know to keep coming along and to keep us updated on where they're at on their costs and time frames. The only other difference is because of the semantics of where they're coming from, we will have to be the one that does the actual ordering just so there's no confusion in compatibility and things along those lines. So there was a conversation brought up on how that payment, once they finalize that, how that payment would need to be handled, whether or not that's given to us, or we can just facilitate that payment just being directly given to that, to Landmark, who will be facilitating those blocks. And then we can have that conversation when we get closer to that part.

So Monday at 1, over at Jones & Donnell, we had the bid opening for the chip seal for 2026 Streets. And let's see. There's a more recent one, isn't there? Right, you guys can't read that, so. Okay, so I think it was five bidders on the project. And what we have is, what we find it is, it was Holbrook that was the lowest parent bidder. And they came in at $1,058,000. Okay, here we go. Let me flip it around. Thanks. Yeah, so they came in at $1,057,825. And as you can see, like I said, there was five bidders. And they're marked one through five, the one being the lowest, obviously. And everything, I haven't personally worked with them, but everything that I've heard about them and what they have done, they're very professional and do great work. And at this time, I see no reason my recommendation would to be award them the Chips Hill Band for 2026. And that's what I'm asking.

That one, yeah, that's the one. So if you flip it around, this is more information, guys. So what we got here is there's your chip seal for this year, the $1,057,000, right? Lagoon Street improvement, we had the bid opening today. I didn't have time to get it on the agenda, so we can't vote on it. But there's your total for the projects at $1.7 million. So $1.7 million. So what we got is I budgeted $2.1 million this year for the project combined. And if you look down below, I've taken off some streets anticipating that it would be high. If we added those streets back, it would come in at $1.9 million, which is still under budget. So we're looking pretty good. And Burdick was the only bidder on the new street, and they came within $5,000 of the So we've got some really good numbers, and it's looking good. That's just information. I'll be back next council, get on the agenda for the award.

So as you know, we've been in discussion with our finance director, who originally served as our finance director slash recorder, and then we had a deputy recorder who had the recorder responsibilities. We're separating those responsibilities so the recorder can be the city recorder and the finance director can focus on finance. So all of these go in conjunction, so technically Zeke, I haven't accepted it, but now technically I have. So Zeke has given his resignation as far as the recorder responsibilities only He has accepted the responsibility as our finance director. So we have that offered acceptance here. So what's before council today would be to appoint Sierra Weisner as the city recorder, which is a contract employee technically to go through mayor. So he would have to appoint with councils advising consent there. But that's the process that we are presenting to you as council tonight. The contract has been drawn up from grant. similar to the other appointed positions in there. Discussion has been done with both Zeke and Sierra about the differences, what responsibilities will change, any clarification they have. They're both here. If you have any concerns, you can definitely ask them. And so that's kind of where we've gone from here. We've been talking about this for quite a while now. So now we've got all of our AISDOT and our TSCOs. Any questions? We can address it.

Thank you, Mayor. I just have a couple things to update the council on. This past week, Mr. Claiborne, Mr. Eschler, and I were able to meet with our county commissioners. The entire purpose of that meeting was to just build relationships with them. As we know, we can only do so much as a city. The county can only do so much as a county. So we want to make sure that we have a really strong relationship so we can do some great projects together. It was a phenomenal meeting. We're setting up Monthly meetings that we will have here will make sure you were invited to all of those Council if you're interested we can invite you those as well So currently there's a county council meeting for all the cities and towns in the county get together commissioners It's a great meeting for general collaboration but with Roosevelt City being the largest city in the county and the county being the county and We are going to meet with them monthly to go over what things we can do, what projects we can work on, how we can help each other to make things very beneficial for the entire county. So this is more of just an update of it was such a phenomenal week. We've got great county commissioners and I truly see some wonderful things happening. So no decisions were made, obviously, but it was just a relationship building and let's plan for the future. So that's my first update on that one. Second one, as you know, we had UBIC this past weekend. Phenomenal event. I just want to give a shout out to our parks department, our recs department, fire, PD, public works, everybody that was involved, council, Tommy, mayor, throwing frisbees at people, driving the fire truck, just The feedback I've got is fantastic. I know fire, there were some hiccups there, but I have received nothing but positive things about our firemen. For all they did, there was a little fire during the show. They were able to take care of it. They were on top of things. They had some explosions they dealt with. They were professional. So even with little hiccups, it's amazing to see that our community recognized the great work of everybody that was involved, not to mention the UBIC community. Don't forget them. The work they did, Chad, the other community members, we are so grateful to have that event. So everybody that was involved, one way or another, even if you attended, thank you. Such a great event, and we need to make sure we continue to have this wonderful event in the city. Those are the things I want to highlight here for the sake of time. Are there any questions?
