Very good. Call to order. And in attendance, currently we have council members Bo Hancock, Audrey Goodrich, Don Busenbark, Rowdy Cloward, and Cody will be here soon. And, of course, I am Tommy Olson. So with that, Don, if you'll lead us with a word of prayer, and Chief Watkins will lead us in the pledge.

Heavenly Father, we're grateful for this opportunity as a Roosevelt City Council and the citizens of Roosevelt City. We're grateful for this community we live in, the great service that our residents provide, as well as for the employees and those that serve in Roosevelt City. We're grateful for those that help protect us, the police and fire and EMTs, and often pray that we'll watch over and protect them. We're grateful for this country we live in, the freedoms we enjoy, and for those that serve in the military. We're grateful for those that have served as well as those that are currently serving and asking to watch over and protect them. We're grateful to thee for many blessings and hope and pray that will be with us as we make decisions concerning Roosevelt City that will do what is best to help our citizens and to help Roosevelt continue to thrive. Um, yeah, so just on the, as far as expenditures and approvals part, I just want to go kind of what you're looking at there on the very far right column is the requisition number and significance of that is, it just lets, you know, that when the department is going to pay an invoice, you have to fill out a requisition and it sets the money aside for what they're paying for. So we try to refer require that on that list, but that lets, you know, that that one has actually been set aside out of the budget and is held for that purpose.

Mayor, I would move we approve the other, the both sets of minutes, the previous last month minutes, as well as the emergency meeting last week, this last week.

If I may, real quickly, items seven and eight, we will table. We have some, we'd like to discuss those, but a little further detail, and there's some changes that Grant will be making that will allow for those.

So we do have an opportunity. I want to give the public an opportunity real quickly for any opportunity to three minutes, a total of 15 minutes for anyone that would like to comment.

that's actually what i was here can i just take that so good hey you guys i'm brady uh brady coleman of dinosaur diamond industries look a little more dressed up i just want i saw there was a meeting on the agenda today we just had our big fourth of july uh celebration over the weekend so i just wanted to stop by thank the mayor thank the council thank the arts and parks guys I think Mr. Claiborne, everyone was awesome. We had some technical difficulties that happened, but overall, I think we had the show go on and had some really, really good stuff happen too. I really appreciate your help and your involvement in it. It was kind of crazy there for a while. And I just want to thank everybody. I take it as a huge honor to be able to do that stuff for the city and and cool happened here. And I hope I didn't let anybody down. If there's any public comment or any kind of feedback or anything that you guys can provide with me, I'd love it if you could share that with me sometime. But anyway, yeah, I just wanted to take a second and thank everybody. And oh, and also let you know, we kind of had to switch some things around. We did a really cool vet tribute. And we ended up playing it, but not the way we wanted to. We're going to do a special showing of that next week on the 16th over at CB&M. So we honored five local vets, got to spend some time with them, and made something really cool for those guys. And we're going to show it again here next week as a separate thing. AI was amazing. Was it? Yes. Thanks. that stuff is amazing and it's a little crazy and it does weird stuff and it's it's kind of weird and our goal with that was to to use it in a way that was tasteful and to and to really honor these guys and show the basin what what kind of heroes we have living here with us they might be old men now but they're you know these guys are awesome the pictures that were taken they used that and then actually brought them to life and put them in situations where they might be on the ship or

whatever they were doing, and it was amazing.

And I was able to sit down and interview these guys just in my studio, no cameras or anything, just microphones on and hear their stories. And then we kind of edited that into where they tell their own story through their pictures in these little movies we made. So it was really cool to be a part of it. It was really an honor to meet these guys and to be able to do a lot of work. We're really proud of that. And so, yeah, we're looking forward to kind of. Give them that, the dedication that it deserves over there next week.

That'll be Thursday. Next Thursday night, the 16th at 6.30 over at CB&M. They've got that new pavilion out there by the restaurant. So we're going to set up a viewing area out there. So that'll be the 16th?

I mean, I'm, you know, I wanted this for my event, but I mean, I want to bring cool stuff like that to Roosevelt also for our community. So hopefully next year we kind of have a game plan and we can, we can kind of make some of that stuff happen.

Good evening, council. We have provided a map. It's a long 3,000 less. The current zone is an RM, sorry, not R, it's an M2, or industrial zone, and Nice Denver would like to change that to an R110. It has been approved through Planning and Zoning with a public hearing for the zone change. for approval, but I'm not sure it made it on visit.

The road is moved. Okay. So we also had a public hearing in planning zoning for road vacation of our road on 200. Trying to remember the address now. We have a map here somewhere. The one we have been talking about by SM Energy, UBAC building over there.

200 South 30th.

Yeah, 200 South 30th. That's the one. We did bring that to planning zoning with the stipulation we keep. and retain an easement for our storm drain and sewer and a potential walking path wherever their sidewalk may align. Might need to be a little bit liquid as far as where that's going to be with their design. I think the planning zoning did pass and approve that. And we're looking for approval with the approval of legal counsel, I guess, as far as the actual easement.

I have a motion to approve. And I have a second. I will just say this. I have spoke with Craig Buxton, and he's more than happy. He says, of course, the easement will end up on SAM. Okay, so we have, I believe, is she on? We have Laurie on Zoom, but I will explain a little bit before we turn some time over to her what we're looking for. So in the initial as far as the inland port service district or the area that we have project area the black and gold area we were under the impression that we could grow this area if we want to but we didn't understand the exact reasons why we would want to mayor olsen and i sat in a meeting two weeks ago with lori and explained to us a little bit more of why we want to include some more of the highway 40 area on the map that we've kind of carved out for your review, this would take in a lot of the industrial growth that is happening right now around the airport. And what that would do is it would capture that tax growth as we develop those areas. And we could use that tax freeze for our Main Street revitalization program that we were wanting to do and some other portions of town. So, Laurie, did I hit that high points? I guess, would you like to add to that, if you can hear us?

Yes, I can hear you guys great. Can you hear me okay?

Okay, great. So when we initially met, you know, of course the main objective of having the Inland Port be a project area is to improve the downtown revitalization. But that revitalization that needs to happen is not going to bring in that captured tax base that, you know, it's not going to be a significant amount that you can then put towards infrastructure improvement within that area. So the idea behind it is to add in industrial, different things that are going on so that then you can capture more funding to fund your number one project. So if you have any questions, I'm just here to assist. We kind of talked about some potential areas of development. It's not going to affect the landowners or anyone developing whatsoever. It's just going to help benefit your future projects.

Thank you. Also, Laurie, there is the option we talked about the other day as far as a revolving loan and a paid option in these areas.

Yes, so we have different tools to help with financing. And what we go in and do is we assess what the estimated bring-in of that capture differential tax is going to be, and then you can borrow against that. So it's like you're being able to use those future funds coming in towards different financing within our office.

time is a little of the essence i believe your uh council what do we call them the inland port authority council we have a board that oversees yes and and so you know basically what we would do if you decide to add more project areas is we would just need to amend the the project area that you're going to add into so their board would be

Wanting to look at this in August, is that correct?

Yes, we probably would try to act on this August for sure. We would put that on the agenda. We would just need your signed beforehand the amendment by your Council.

WITH THAT AREA. AND THIS AREA IS DEFINITELY NOT SITTING IN STONE AS FAR AS WHAT'S THERE ON YOUR SCREEN. IT KIND OF FOLLOWS THE COUNTY, EUGENE COUNTY ROSEVILLE CITY LINE AND THE INDUSTRIAL AREA. WE TOOK A SWAP DOWN HIGHWAY 40 AND INCORPORATED ALL OF THE INDUSTRIAL THAT IN THIS AREA.

AND, LAURIE, JUST A QUICK POINT. THE INLAND PORT AND THE DATA CENTER ARE NOT RELATED.

THE DATA CENTER IS THEY'RE PROJECTED TO BE WITHIN THE INLAND PORT, ONE OF THE PROJECT AREAS.

CORRECT.

THEY HAVE A LONG WAY TO GO. I DON'T THINK YOU'LL SEE ANYTHING HAPPEN for a very long time. There's a lot of permitting, a lot of kinks to work out. If it does happen, so it's one of those things that they are going to improve infrastructure to that area. So regardless of if the data center comes or not, other industry will be able to come because they'll be working on bringing in water, sewer power, all of that to that area that has none of those things currently. So that's the type of funding that our office will do with any of that tax increment is bring in or that company or the landowners can apply for our PID, apply for our revolving loan or bond. That's the way that the tax differential works is that it pays back that future infrastructure development.

The data center is within our project area. We don't ever recruit anyone that the county or landowning body wants to have within an area. We can't say no. We're not going to allow a data center, but currently our office is not incentivizing data centers. If they come into our area, there's really not much we can do about it. They obviously are very controversial right now. But it takes a long time to get all of those permits and kinks worked out. I would be surprised if you see anything happen within a year.

OK. Thank you for the clarification. I've had several residents think that it was one and the same. So the inland ports are separate, but that happens to be within the service area.

Yeah. So when we're invited to be in project area, that our intention is just to bring that horizontal development in. We're bringing in the ground level. That's our contribution to what those tax funds can go for. The vertical development, we don't have any, we don't do anything with that. So it's stated as the project areas are called black gold. within a project area which you know it's basically parcels of ground there is a data center coming into one of those but as far as having anything to do with roosevelt city no any funds brought in from roosevelt city will go directly to roosevelt city unless duchesne county and roosevelt city sign some kind of an interlocal agreement then you can share those funds across It's up to you. It's up to your county commissioners and you as your council, whether or not we share those funds. So currently, the way it stands, none of the data center advantages of bringing in so much money into that differential tax base is going to affect you at all. Unless Duchesne County says, dang, this is bringing in a lot of money let's share some of this to help with that downtown project, then great. That could happen if you guys decide to do that. It's entirely up to you.

So my question is we're going to have a public meeting about Is there any downside or things that we need to be aware of that the community might bring up to doing this?

As far as the taxing entities, as far as the tax freeze, that freeze is at today's tax rate. And Laurie, if you'll remind me, is this on a 15-year or 20? 25 years. 25, that's right. So for 25 years, that tax would freeze, and those taxing entities would not get that increment. for 25 years.

So the existing tax base, what it is today, whatever any property is, was assessed in last year's assessment. That amount is froze and goes to all of the normal taxing entities. Then if there's infrastructure improvement that increases the value of the property, that on top of that normal freeze 100%, Any increase is what is captured into your future development for infrastructure. Does that make sense?

So school districts would have a freeze on the money for this area, right?

They have that 100% freeze value that they're still getting all of the normal taxes that they would have.

But not the increase.

But not the increase.

And the county would be the same unless we share.

So, Councilman, this is very similar to the tax increment financing that we looked at before. And back to public perception of what could be potential problems, the biggest one is misinformation. A lot of individuals hear the word tax and they think, oh, it's a new tax. And that's not what it is. So really, that's why the public meetings are so important to explain exactly what Lori just explained there. It's just what comes on top goes back to the air. It's not a new tax. And that's a big thing that we need to help the public understand.

Yes, and another big thing, too, in a lot of my areas, there are businesses and property owners that don't even know they're in a project area. It doesn't affect them whatsoever. It doesn't change the amount of taxes that they're going to pay. We don't assess the value. The county assessor assesses all of that, and we go off of whatever you guys determine that tax increase to be. But all of that money is invested right back into your community for those really expensive projects that you don't normally have a means of financing or a way to pay for that. You're looking at this as the best future of the infrastructure within Roosevelt City.

And Laurie explained to us as well that it's

to go then. So I have another hat, Lori. I'm on the school board. Is the state helping? Because obviously school districts are held harmless in the sense they get the full value, but they don't get the increase, right? So is there something the state's helping with that way or whatever? That would be my only concern I could think of from the school side because they you know when evaluation goes up they would then get more to help cover their expenses right now the tax the percent stays about the same whatever they would get more yes so that that tax basis froze and the school district is going to get exactly what they would have got prior but to help pay for improvements and get that infrastructure in there

That captured money does not go to the school district.

Right, I understand that. But that's for 25 years, right?

Yes, if you choose to have it within that area. If there's improvements or expansions, then that would be captured.

We don't need a motion today, right?

THE INDUSTRIAL IS DEFINITELY AN INCREDIBLE OPPORTUNITY FOR US.

I DO NEED TO CORRECT MYSELF AS WELL. SO THE SCHOOL BOARD AND ALL THE NORMAL TAXING ENTITIES GET THAT 100% BASE, PLUS 25% OF THE ACTUAL INCREASE. SO THEY DO STILL GET THAT 25%. I'M SORRY. THE 75% THEN GOES BACK INTO THE INFRASTRUCTURE DEVELOPMENT. You know, one of those ways of looking at it is, you know, would this happen if you didn't have this means of financing? Oftentimes it doesn't. The property just stays the same. There's no infrastructure brought in because of the high expense of it. So, you know, it's one of those situations of getting that 100% plus the 25 is better than nothing. just zero. You're still getting an increase. You're still getting taxes going to those normal entities. You're just investing into your future.

We have earmarked money for the Maverick. It wouldn't have to be used in that project area.

And as we identify that larger tract of property, you can also utilize it in all of that. Okay.

And yes, to answer that question, it does have to be used. The money has to be invested. That is why we blocked out that whole main street. So that then if we bring in money from other manufacturing or industry or things that are going to give you more differential, then you can put that money into your downtown. And, you know, there's a strip that was included that, you know, Deb Herron knew there needed to be water lines brought down that whole road. So we included that strip. Even though it's farm ground on both sides, we don't know if the property owners would ever want to sell. But now that infrastructure can go down that road with funds.

We're not limited on what, as long as we spend it in those areas, we kind of do what we want.

YES. YOU HAVE THE SAY WHERE THAT MONEY GOES. THAT'S ENTIRELY UP TO YOU AND YOUR COUNCIL.

SO JUST TO CLARIFY, LORI, FOR COMMERCIAL, INDUSTRIAL ONLY, NOT RESIDENTIAL.

RIGHT. WE DO NOT DO PROPERTY PAX OFF OF RESIDENTIAL.

IF THE ZOO LAND HAPPENS TO BE INSTALLED TO BENEFIT THESE

would be okay yeah you know oftentimes we'll we'll include we'll have we'll have the area that it's gonna it has to be tied to economic development so if we we bring in those water lines at the end of that road is a subdivision it's going to help the subdivision as well they're they're not excluded but if we came in and said we just want to run a water line to help this subdivision THAT WOULDN'T QUALIFY, BUT IF IT'S LINKED TO ECONOMIC DEVELOPMENT AND THE NEIGHBORING PROPERTY, THEN WE CAN ABSOLUTELY DO THAT.

I THINK THIS EXPANSION OF HIGHWAY 40 WOULD CAPTURE A LOT OF TAX SPACE TO HELP WITHOUT THE DOWNTOWN

i agree this is a very productive and beneficial thing not not to the city like city corporation but to those owners of those properties because all that benefit all that increase goes right back to these project areas so we can put the money back where it is and so it's very beneficial and i do like the inland port how lori explained The 25% does continue to go to the other ones. And this really simplifies tax income financing and makes it better for everybody. So the Inland Board has been a wonderful process, and I'm fully supportive of this.

So, Lori, one more question. So we approved this, let's say it's approved by your board, August 7th. Our new business comes in January. MoBeta, because I know the mayor is trying to get MoBetas in here. And so let's say, well, let us come in with their tax then be based on where it was froze. Or we would get the money at work with frozen or already being above where it was froze. We would get that. And then where it was, I mean, they don't see any difference, right? They just pay whatever tax, but we would, but, but we would get anything over where they come in at that rate or wherever it was when we, Maybe I'm not explaining myself very well.

No, let me try to answer. I think I know what you're asking. So there's a piece of property, and they come in and buy the property. Then they come in and they run water, sewer, everything they need to build a building, and they build a big fancy building. Then the assessor comes in and re-evaluates that property tax. the increase would be what the value was when we started this port project area, which I believe was, correct me, Drew, was it 2024? So whatever that property was valued at 2024, then we would capture that increase. And we do what we call a trigger. So we can block it into the area. We can have several parcels that are considered project areas. But until dirt turns, we don't trigger it. Then once we trigger it, then that's when we start to capture that tax base. So, you know, there could be buildings already in progress that we go in and capture right now. Then next year's taxes, when we see an increase, or when we see development, that's when we trigger to start capturing that base. But, I mean, there could be parcels sit there for years and nothing happens on them. And it doesn't make any difference that The same assessment is done every year by the county assessor, assesses that tax value, and then if there's an increase or some type of development done, then we'll trigger it and capture it. Then it can go back into your future. Wherever you have designated as project theories, we can then put that money.

The city, the school, the county would get whatever the 2024, whatever, right? They would get that

yes so it actually by doing this encourages business to come in which then would actually raise tax base for districts counties others right because then there'd be more yeah it's gonna it's gonna give you know rather than have the land just sit there and developed it could attract developers right that they're that you know that we have a couple of different ways that we look at it you know i have one city that they have came in and did all of the infrastructure they did a 11 million dollar bond to pay for all of that so they don't offer incentives for businesses to come in they say to them here's your incentive we have water power sewer everything roads sidewalks so now you can just come and build your building and and they are jumping on the opportunity or we have people that they they haven't done that bond capturing all of that. So then they say to a new business, hey, we'll give you a 20%, you know, you can do 10, 20, 30% tax rebate post-performance to come into our area. So you can use it as, you know, a different way of leveraging to get businesses in. You know, we don't really work a lot with retail. It's mainly, you know, trying to get things in that are going to bring high-paying jobs to the area.

Okay. I sent over a a draft to Drew that just basically needs to build in that covers everything that we cover. In the past, I mean, this is really frequent that we have people start to get into the groove of it. They start to see the potential and then they want to add new parcels. And instead of having to take it back to your council every single time we add, we just do a blanketed, we're going to add add on to the original project area so we've already established all of the red tape to get the project area this is just gonna you know make it easier that if you decide to do in you know we've had one that literally our board meeting five days later she wanted to add another parcel so instead of trying to list every single one sometimes it's easier just to have it be kind of a blank canvas It's entirely up to however you guys want to do it. It could just be a revolving thing that you're constantly having to go back to the council. Or if you leave it blank, then we just work it out between us and don't have to do a public meeting for it.

The intent to apply is coming up soon. And it is a competitive graph of $600,000 so i'm just doing a road show to speak to you and deborah mckee is also on the phone, she is from the governor's office of economic development. And we just want to go over with you again, or for the first time, I don't know how much you guys know about this opportunity, but to go over the eligibility and then have a discussion about potential projects. I've had a conversation with the county commissioners, you guys, and then next week with Duchesne City. You have to be a municipality in order to apply. And there's a lot more that Debra will go over. So I just want to make sure, Debra, are you there?

I'm not sure if you can see me or not, but my name is Debra McKee. I'm a Rural Economic Development Manager with the Governor's Office of Economic Development. I actually covered San Juan, Grand, Carbon, and Emory counties, and I'm kind of filling in for the basin area since Lori Haslam has decided to go to the Inland Port area. that position is, or authority, sorry, that position is still vacant, so I'm covering the area. So the Rural Communities Opportunity Grant that Corey mentioned is a competitive grant that's available for all incorporated cities within the rural 24 counties of the state. You're eligible to apply for up to $600,000 for economic development projects. With that said, you do have a match, and I looked yours up, and your match is 20%, and that 20% is of the grant amount. So this is a project-focused grant, which means it can't really be used for operations or anything ongoing. We want it to be project-based. And those projects we would like to be focused in business recruitment, development or expansion, workforce training and development or economic infrastructure. And that includes like industrial building development, capital facilities and things like that. So basically, we encourage you to apply. I'm here to help you every step of the way to apply. I promise you do not have to do it on your own. I've helped recorders and treasurers apply for this grant and have been successful. So something to think about as you move forward and are considering projects within the city. Maybe this can help supplement some of the funding that's going towards it. I'm trying to be real quick, trying to be respectful of time. Anything else you would like me to elaborate on, Corey?

Just to add to it, Debra, marketing studies, feasibility studies, even hangers at the airport. There was just a variety of things that Debra had given us. Business, Main Street, which you guys are already working on. but I just kind of wanted to give you guys some ideas to begin a little bit of brainstorming and ask what it is you're already working on that maybe this could work towards. Deborah, could you talk about like the city-owned land or like how that works a little bit?

Yeah, so Corey did mention a few projects just now. Basically, any of those projects, those are all supporting business, right? whether it's small businesses, new businesses coming in, anything like that. One way that you can do that is working on infrastructure within your city boundaries or city-owned properties. that help business development. So if you have like a high traffic area and there's some infrastructure that needs to be maintained or worked on in order to support that business growth, that's something that you can apply for. That's something that would be fitting. We have had communities in the past partner with private organizations and kind of do a public private partnership on a project. However, I personally advise that my cities and counties keep this project in-house for liability reasons. You know, if you're trying to give money to a private organization and they're not completing their project properly, you know, we're coming after Roosevelt City for the funds, not the private organization. So that's definitely something to consider. But as I said, I'm here. I'm always happy to take a call to discuss specific projects. AND COREY'S BECOMING AN EXPERT ON THIS HERSELF AS WELL. SO JUST KIND OF PLANTING THE SEED, AND THEN AS THINGS COME UP, WE CAN DEFINITELY DISCUSS IN MORE DETAIL.

WHEN IS THE APPLICATION DUE?

YEAH, SO THE INTENT TO APPLY IS OPEN RIGHT NOW. AND THE INTENT TO APPLY IS YOU FILL OUT A REALLY BASIC KIND OF QUESTIONNAIRE AND SUBMIT THAT. AND THEN MYSELF AND JAMES DIXON, THE DIRECTOR, OVER COMMUNITY GRANTS, WE WILL KIND OF HAVE A CONSULTATION MEETING WITH YOU. AND SO THAT'S WHAT THAT INTENT TO APPLY TRIGGERS IS THAT CONSULTATION MEETING. AND THAT OPENS UP SEPTEMBER THAT'S OPEN UNTIL SEPTEMBER 1ST. AND THEN THE ACTUAL GRANT OPENS UP ON SEPTEMBER 14TH AND CLOSES OCTOBER 30TH.

AND WHEN IS IT AWARDED USUALLY?

After it closes, there's a committee that's made up of rural leaders throughout the state. They usually, depending on how long the process takes, it's usually a few weeks. And then if you accept the grant and, you know, we get a contract going, it could be out within a month. I would say that's very early. Maybe I should give us a little bit of grace on that. Pretty quick.

that innovation hub? Are we needing more?

Currently, we have two agencies.

Okay, so we're not going to use any. The reason I ask is we have that downtown office that we're not using. That can easily be developed into something business related potentially that would help the main street, but it would also help that building. And $600,000 is a long ways to fixing that up. So I think we have that we own that property we haven't been able to do anything with it for probably 10 15 years i mean before i got on the council but i think if we could develop that and make it the reason i asked innovation on my first stop was if we had people wanting that could be an extra spot where we could put a few more offices to business or have it be a business center for where they could, you know, have access to internet, phones, copy machines. I don't know. I'm just talking out loud, but something along those lines potentially. And I think that would be twofold because it would help our downtown and would provide another option for especially our businesses right there, maybe along Main Street where they have a place they could go to potentially.

One thing to keep in mind too, Bernal City and Uintah County have utilized this grant funding to do a lot of the downtown revitalization. It has been awarded a couple of different times. So they've staggered with the county because you can only apply every other year. So Bernal City applied one year, and then Uintah County applied on their behalf. So he's done major projects, and I'm sure Josh talks to him a little bit and has an idea on that, but they love to see downtown revitalization in rural cities. So any type of big parking lot improvement, back entrance improvement, those kind of things are great for the scrap funding. Quinn can show the numbers of what the sales tax increase is with investing that money into downtown. They've probably tripled their tax base.

I just think that the outcome office space we have is not being utilized at all. It needs some repair. This would be a way to... Right now, does that have evidence in it? We can't go in. I understand, but what I'm saying is Councilwoman Goodrich and I have been in it. I don't know if any of the others have been in it, but I think, to me, that's one that's been a problem for a while. We already have the property loan. We just need to get it fixed. I think that would be enough to get it fixed up the way we need it to then could be utilized for office space that we could utilize for downtown or a second innovation hub or a business center for our businesses to help support. so again it doesn't have to be that and if there's a different priority that the city or the council thinks i i'm just throwing that one out because it's the first thing that came to mind based on their list of where are we on our economic development board that we're kind of putting together is that that might be coming up with some projects i believe we have only two people on that board all right and then what we just added with

Council members.

And our council assigned, we just need to open up, get applications to get going.

I just think time-wise, we need to get on something quick and something like that.

We'd love to be on that. Do you have that, Tommy? I think it'd be great if we could brainstorm some ideas and then throw them out. No, no rush.

It's just the beginning of the conversation. This will happen again next year. So just keep it in the forefront of your mind that this is an annual thing. It is competitive. I repeat, it's very competitive. But just to have you guys thinking about projects that you can do. Before I step away, I do want to let you know the county owns property in the city. It's by the junior high school. And they're talking about beginning infrastructure for workforce housing, which we all know that residential housing is needed.

So that would be something for, you know, do specific like the D restriction or something. So that's just for workforce housing for our nurses, for our teachers, for affordable housing for our workforce.

So do they, does this need to, do you need to be part of the intent to apply?

be able to apply yes so do you come in the first you don't have to oh no it's it's not a requirement but it's strongly suggested okay i guess i said yes because deborah and i was saying this before to others is that like this is the pre pre pre-interview like this is a hey we want to make you

as successful and we want to have everything that you guys have found out and thought about, we want you to be successful. So I say yes because why not take the assistance? Why not have the Deborahs of the world just give us the best guidance in order to make us the most qualified? I think from what I understand is that I just have to complete one part of another grant in order to get access to this. Deborah, I could be wrong, but I will get you that intent to apply and all of that instruction on what to do next.

Yeah, and you can, the city can also email me and I can get whoever you decide set up in our portal and they will have access directly to that intent to apply. And Corey, you should be able to see it within your portal currently as well.

No, I would just like to see if we could jump on it now. Potentially, it might be a little quick because our economic theme isn't necessarily formed quite Yeah, but like I said, I think if we have time to, I mean, basically we have now until the end of August to get something in, and then it opens in September. That would be the intent part. And then in September we can actually have the application in, and then we'll just see what happens. But, I mean, that's my thoughts. Might as well jump on it now. I just kind of wanted to come and present our proposal to help Kirby with the proposed chip sale project for a proposed apartment. um so i worked with kirby to kind of put our our proposal together on our scope of work um this would be to pull together bidding documents um one with quantities and everything else work through the advertising of that um and answering any contractor questions um before there's a map in there and that's just preliminary um what could be kind of worked on but PLAN WOULD BE TO PUT THIS TOGETHER AND BID IT OUT AND SEE WHERE THE BITS COME IN AT AND THEN BE ABLE TO USE THE THE MONEY THAT HE'S BEEN ALLOCATED I THINK IN THIS NEXT FISCAL YEAR TO DO THAT WORK UM OUR PROPOSAL DOES BREAK DOWN UM KIND OF THREE SEPARATE PORTIONS OF WORK SO THERE WOULD BE THE KIND OF TWO DESIGN FEES AND THAT WOULD BE US PULLING TOGETHER ALL THE DESIGN or all the contract documents, technical documents, and bidding assistance through those. And then there's also construction-based services, which is typically where we might be out there helping observe the contractor work, making sure some of those are correct, helping with quantity tracking for payment. NEEDS AND EVERYTHING ELSE. YOU'LL NOTICE THAT ONE IS HOURLY. We're just barely starting with Kirby to put stuff together. I know this is, Kirby wants to expedite this to get it out to bid. So it should, it would probably take us a couple weeks to pull together, and then we need to advertise for at least two weeks. And then we would have that bid opening and then bring those back to council. So it's going to be at least a month probably before that happens.

We need to at least start before.

The hope would be to do it all this fall. So we're trying to accelerate the bidding portion of it to get that done. It goes pretty fast. And checking with contractors, there's definitely still some availability for work to get this done.

There will be a little bit of time on the potholes, correct?

old utility trenches um balls stuff like that that would happen before it just still went down and kirby's good with this yes i did have i did have a few moments with kirby and we kind of went into depth on this he was able to I will say thoroughly explain it, but based on my understanding. So, no, but it actually was pretty good. And I had a couple of questions, and he was able to, you know, I did question the potholes where a chip sale is not going to come in and fill in the pothole. So this is something we've done in the past. It's kind of been historically done when there is an increase. And this time it was just a little bit less than 1%. So we're just requesting that council have a formal motion to pass the election pickup.

And the budget, Zeke?

I haven't checked with them, but... Brock said, yeah, we didn't calculate that, but we did... He always puts a little extra in case there's an increase that year.

And we would not know what URS is. It's the retirement system, the state office. State retirement system. Republican employees, firefighters, police, teachers.

So I have stopped in and I've actually talked with the Ute Distribution Corporation, and they're building right there immediately south of Science Bank. And they were actually – happy to have a mural on their wall and they just the only mention was if of course it's Ute Distribution Corporation and it's the for the terminated Utes and they just asked that there be something related on the wall that might be to being Indian I prefer the word Indian over Native American so um Anyway, they wanted something that maybe reflected that. We've had some ideas. Ryan came up with a really good idea. We're tied in. Not claiming it. He's not claiming it. He's like, no. It was an idea, and I thought it was a really good idea. But there's plenty of ideas I think that we could come up with. And it is a big wall. And it would be, as people are coming through Roosevelt, even the residents will see that wall. It will be an eye-catcher. I'd just like to see us move forward with that. Maybe something with some downtown revitalization funding. I don't know. I'm just thinking out loud as far as moving forward. Yeah. any ideas i think it would be it's a great opportunity to show a little bit of community pride you looked into the cost is that i that's the thing that i don't know how much that would cost i do have an idea that the wasn't that exactly what was our one eight to nine was it i think so everyone did you were you the calendar who did it by 91 design but i'm not sure on the price

i think it would be good not necessarily because just so we're aware of whatever we're going to do there but i i'm all for it you know depending on the cost too of course and if we have the funding for it i've seen in other communities that they have kind of a theme going with the different girls they put up and then they kind of have them but they're These people are drawn to take pictures with.

There is an activity, and I forget the date now. They are painting right there by Wells Fargo. They're going to be painting that wall there. And it's a community event where you come in and paint the mural. The map said right along the wall of Sacred Way Tattoo. So I think it's the south side wall in between Wells Fargo and those buildings. So I think that'll be interesting to see what they do. You know, the wall... there at UDC is a huge wall. There's several options that we can do. You know, have one company do it all, or maybe because it is so big, you have the perspective of maybe several artists doing something and they all tie it in together. So, there's several ideas. Anyway, I think building some of our community pride, you know, pride in...

So can you be input?

Now, only one thought of council once we use some redevelopment funds to use for that project. And if you'd like what that is doing to the community, similar to what's been done in Bernal, we could implement a a matching program, that's what Unity County did, where businesses, if they wanted to paint a mural in their building, the county would match it 50%. Zeke did a little bit of that with the county, but if that is something we want to go down that road, we can get their program and try and mirror it. So just kind of keep that in the back of your heads if that's a route we want to go. But we do have some funds in our downtown revitalization fund that we could use for this project as well.

Well, thank you for coming, nonetheless. But I'll open this up. I will admit that this was probably a real stressful week just because we voted on it last Monday. The whole weekend I thought about it, and I second-guessed, did we do the right thing the whole week? And so every night, starting Thursday night, I went over there, and it was very, very mild. There was one family shooting off. Actually, Cody Kramer's family, they were shooting some aerials. They were high schoolers. You could tell the difference in the budgets because they had, like, bottle rockets and shooting them at each other and anything that was on the ground. Pretty mild. And then Friday night we had the color run, which was awesome, by the way, and the all-night volleyball tournament. I don't know how late that went. We got knocked out pretty quick. And there was a group of older, they had just graduated from high school. They pulled their money and I went over and was visiting with them and I knew several of them and they had pulled their money. They came up with like $2,000 worth of fireworks. And so they were lighting them off into the corner away from all of the volleyballers and They had a fire, you know, they had some aerials and that box was on fire. And they just kind of let it burn. And I think they were using it to light their next set of fireworks. And pretty mild. They were really good natured. Saturday, of course, nothing there. And then Sunday, it was pretty minimal. And I think after I went home, then it opened up and there were some incidents. But I can't say anything to the pool because I didn't go down to the pool. But I would welcome any intake or any – what your take is on that or anything that you can –

Very few violations on Thursday. Very few on Friday. Saturday, we did have a handful, but they were just small fireworks. Families were on the side of the street and listened to us and pulled their stuff in with no incident. We had, or on Sunday, very few as well. On Saturday, because we closed the parking lot, or we have a parking lot at the park, I was down at the pool taking my life in my own hands in Clicker War Zone. They were being decent. They were having a lot of fun, but there was a lot of stuff going on.

Was this, as far as compared to any other year, was it mild?

You know, we... I'll be honest, too. I've worked for several cities on the 4th of July with some restrictions and stuff in my career. And this one, again, was very, the citizens were very workable, and they tried to master it. I mean, with the exception of a handful of things. You talked about a couple of those shooting off at each other. We had a little bit of that at the park where they started to go. So that probably wasn't a very good idea.

The only parts that we were involved in was the dumpster on fire at the park. Friday night, dumpster on fire at the pool. Saturday night, the dumpster on fire again at the park. Same dumpster. Same dumpster. Throwing hot fireworks in the back. And we had water dinner. However, I'm impressed that they were getting in the dumpster. Whether they dipped it in the water or not, it was... good to see that they were trying to clean up after themselves i don't know if the pool exactly ended up being peaceful yeah especially on saturday night like i said i put war zone there for a while and that was the only input i had too i drove by the pool monday morning and i thought wow well i i did have one person come and do some community

service working off some hours and so they were able to go in and clean Saturday morning and Sunday so you know maybe we can tap those resources to help come and clean the new ball diamonds that's for all of the debris came down. It's on the ball diamonds, on the cement. And Ryan actually mentioned that the wind happened to be blowing from the north into the south and carried all of the debris out. Sorry, Dustin. Onto the ball diamonds. I don't, you know, community service, if that's something that we can tap into and allow them to come and work off some hours, that's They want to come and help clean up.

One thing from a staff perspective, and I have asked department heads to give input, so I'll let them in a minute. But one thing that was discussed is the cleanup. There was a lot of work on the employee side. My perspective on that, I'd much rather use city employees to clean up a parking lot for a couple hours than have it scattered throughout the city, just trash everywhere. So I really enjoyed that. And Grant had a great idea that Duchene City did. with their cleanup, they actually incentivize the youth on the next day. If they go clean up a bag or something, they can come to the city and get a prize. So maybe we have Dustin up at the park the next day and we advertise, hey, if the kids come, they can get a T-shirt or some small prize if they come clean up so much garbage. That's a great way to help the community come back and clean up after themselves. So there are some really good ideas that we could look at. Um, but I do, I did ask department heads to think about and come up with ideas and suggestions. So everyone started. Uh, yeah.

Edmund Butterfield, rep director. Um, so aquatic center was hit pretty hard as chief didn't mention right there. There was a lot that happened over there. Um, cleanup was pretty intensive on their staff. Um, they spent quite a few hours, manpower, um, They even started firing fireworks off around 536 o'clock a lot of the nights, right as they're trying to close things down for operation at the pool, as well as the farmer's market trying to get going. Yeah, so it did kind of pull back and forth. And it did affect their operations as they tried to open the next day. As Chief did mention too, that Saturday night one, and as you guys saw, maybe Sunday into Monday, that parking lot was a mess. Um, it took them, they actually blocked out half the parking lot so they can take care of what they could at the front. And they couldn't get to the other side of the house public works to see if they can help come down and clean up with their sweeper, leaf blowers, and even Kirby, which he was here to confirm when we talked this morning, it's hard for them to get their street sweeper in and out of that parking lot too. Um, I thought I had, um, just something to think about is if we have connection with the church that they'd be willing to even across the street in the church parking lot. Um, Kirby did say that's a little easier, a little bit more open. Um, we of course respect and we'll follow through what we're asked to do on that. But, um, yeah, it was a bit, a bit much for that small parking lot of the pool. So.

every year because it is big it's open um kirby did send a guy up to clean with the street sweep but it took him about three or four swipes to get it all cleaned up and there's still some work there so the cleanup is definitely a concern but it's doable and i really like josh's idea maybe having the community come back and clean it up and send it whether what that is you know that's painful but let's ask the people that actually shot them off to come clean it up i like that idea for sure

Any other department heads have input? Just so council's aware, we do have the most incredible park staff ever. They're just so wonderful and great. So I just want to point that out. They're all sitting in here. That's what I got to say. Just kidding.

You guys are fantastic. So we probably will need to revisit this and create another approval The state of Utah actually is, they should be revealing it this week, I believe. And I think in our next meeting, we review it again and maybe either we either designate it again or, you know, depending on what the state has come out with, that we.

I would add also that typically if you have fireworks and you have a combination of both they Illegals go on with non-illegal ones, and it's kind of hard to enforce as well.

Well, I did come home from work last night. It was late. It was 10 o'clock, and they were lighting fireworks at Constitution Park. They were in the party a lot, but just I don't think they realized that they were a day late.

We had a lot of citizens call in and report their neighbor or so. I mean, I can see that being a confusion if you said these can be here and these not or whatever. I can see that changing.

Ideally, we don't have to drop and deal with the piracies and then we don't have to deal with it. But I still think we need to look at our code, right? we have to make an exception every year, then maybe we need to look at it so we're not having to make an exception.

Would that require, like, public hearing as well? Yeah.

If the, then I just believe in our fireworks or do you mean, like, for the 24th, you'd have both parking lots and up there in constitution 1. And I would think that would be adequate on the department. I mean, if I look at them right now, I'd probably cringe. But I would say that the event would be concentrated right now. I saw videos of by the pool. I'm pretty scared now. On Saturday night, I refused to get out of my car. Windows were up. I had cruise lights on so they could see me. And if anyone was there, they were all out of the ball. And I wasn't going to get out of the car. No amulets to show. Like a third world country.

The city's take on the city show. My kids said it was pretty awesome. It was great.

I watched it. Of course, I live right there, so we just sit in our front yard, watch the fireworks, and I was amazed at how many people were actually there. Because if you were to be just over the hill and looking out, seeing how many people were on the hillside, I would have said there weren't that many people. But then everyone driving and leaving, and it's amazing. When you have a good show, we could hear everybody cheering and applauding. You could hear it. And I know there was at least one firework that I saw. I heard, and then the fireworks were red, white, and blue, and I thought that was pretty cool. It was awesome. My biggest take on that as a firefighter, I mean, it was calm for us.

Knowing that most of the city was obeying and actually took it serious, for the most part, we felt

pretty good about it.

MAYOR, COUNCIL, GOOD EVENING. THANK YOU FOR THIS TIME TO ALLOW US TO GIVE A PARKS DEPARTMENT UPDATE. BUT BEFORE WE DO THAT AND GO INTO THE DETAILS, JOSH ALREADY SPOKE ABOUT THIS, BUT THE CITY EMPLOYEES, WE HAVE SOME AMAZING EMPLOYEES. BUT THE PARTS DEPARTMENT BY FAR IS THE BEST EMPLOYEES THAT WE HAVE IN THE CITY. SO THAT'S WHY I BROUGHT THESE GUYS. AND I KIND OF WANT TO GIVE THESE OLDER GUYS SOME EXPERIENCE AS WELL OF WHAT THE CITY COUNCIL LOOKS LIKE, WHAT WE DO. And so first I want to introduce the park staff. First, we have Andy Babcock. If you could stand up please, Andy. Andy's been working with us for three years. Ethan Wallace has been working for us for eight years. And then we have some part-time seasonal employees. We have Brent Finn that's still working with the city. He's been there for 30 plus years. Jackson Barney for five years and Brody Harrison for two years. And so really, honestly, they're awesome employees and they are great. I can trust them. And what impresses me is we had a pretty rough week last week. We had multiple, uh, six inch main line breaks, excuse me. And they, and then plus we had the 4th of July activities going on and they didn't skip a beat. It was a lot. We were tired. It was a lot to ask of us, but they, they, uh, stepped up, you know, they would. So thank you for all that they do. So, um, just to give a few. A BRIEF OVERVIEW OF THE PARKS DEPARTMENT. THE PARKS DEPARTMENT IS RESPONSIBLE FOR THE MAINTENANCE, OPERATION AND IMPROVEMENT OF THE CITY PARKS AND RECREATIONAL FACILITIES. OUR DEPARTMENT IS COMMITTED TO PROVIDING SAFE, CLEAN AND ENJOYABLE SPACES FOR RESIDENTS AND VISITORS WHILE WE CONTINUE TO IMPROVE OUR PARKS AND RECREATIONAL AMENITIES. AND JUST A FEW OF THE AREAS THAT WE TAKE CARE OF. THE PARKS DEPARTMENT CURRENTLY OVERSEES AND MAINTAINS THE FOLLOWING AREAS. THE CONSTITUTION PARK, ABOUT 30 ACRES. FIVE SOFTBALL FIELDS, BASEBALL FIELDS, TWO PAVILIONS, A STAGE, A PLAYGROUND, AND CONCESSION STAND. NEW SPORTS COMPLEX AT CONSTITUTION PARK IS 20 ACRES. WE HAVE SOCCER FIELDS, FOUR BASEBALL AND SOFTBALL FIELDS. CENTRAL PARK, FIVE ACRES. AND OLD MILL PARK, ONE ACRE. CENTENNIAL PARK, SIX AND A HALF ACRES. AND NATURE PARK, ROUGHLY ABOUT NINE ACRES. THAT ONE WAS KIND OF HARD TO GAUGE. And also we have the city building grounds, which is about one acre, including the crossroads centering, and around about 73 acres total that we maintain and take care of. In addition to maintaining the park, the park oversees the flowers on Main Street. We have just under 200 flowers that we oversee, but daily watering and care of the bladder pots are performed by Adrian and Kathy Walker. So we definitely, and they've done a great job that. So that's kind of the areas that we maintain and take care of, just to kind of give you an idea. Just really quickly, I just want to kind of go over a few upcoming capital and already completed projects. We've had some great successes with our capital projects and we're always looking to improve and make our facility better. So we're preparing for several New picnic tables at the North Pavilion at Constitution Park with new trash cans. Replace the roof and shingles on the Central Park Pavilion. Construction of permanent restroom facilities at the new sports complex. That's one that we think is very important. New storage building on the new sports complex. Installation of a new backstop on Field 4. Construction of a new dugout on Field 4. So now that we have our new sports complex done, we're looking to update our old facility. You know, it's kind of burned down and it's getting old. So we would like to move our focus to the old fields and getting new backstops and bigger dugouts.

Which one's field four?

Field four is the bigger field down in the lower. Yes, it's lower. Yeah, and that's the older kids field. And it needs a lot of work. that actually this budget year we've got that approved to do that so of course our all abilities playground is a big one that we're really excited that we're going to work hard on this year to see if we can get that rolling new picnic tables for central parks pavilion trash receptacle for all the parks again new backstop and bigger dugouts for fields one through three we do have new tables in the south pavilion already new roofing and shingles for bathrooms at constitution park by ball fields is completed A new roof and shingles in the north pavilion is completed. And of course, the new cottonwood trails that are going through town as well. And also we have a new backstop fencing on field five completed. So we're just excited. We want to keep our facilities nice and maintained. So we're excited for some of the capital projects that we're working on. And we're excited to hear from you as well. yeah go ahead dustin with those new um dugouts will that include removing that pavement yes absolutely yeah we will get rid of that pavement in fact we might this fall we're actually going to work on that just kind of remove some ourselves you know just because i don't know why they put asphalt pavement in the clear of a baseball field it's really helpful we'll get with kirby and borrow with jack hammer this fall and take them out

but I gave you the opportunity. How about the west side entrance with the handicap accessibility? Can we improve that? How would you like to improve that? Well, so you know how the cable kind of sits across it?

You can't get a wheelchair on either side, and it's hard to get someone a wheelchair under that chain.

We can take that down. We just had some traffic issues that people drive their rangers and side-by-sides up there.

Can we adjust the, is there a possibility that we can add some cement into that? And then, you know, because right there where everybody walks, you've got two mud holes, if there's any water in it, possibly cement that and widen that. I watched a lady, Brent Finn's daughter-in-law, trying to maneuver her carriage, her baby carriage. She was struggling. I was like, oh.

If we can eliminate the chain and just put another... If we can get around there but still stop.

They made some improvements there. We didn't even have signage for where the the handicapped spaces needed to be. And we've added that, and that's helped a lot of people now know that those are handicapped spaces. So, yeah, that'll be an easy step to take down for sure.

So, with the gun range coming in, does that fall under you guys as well?

We've had a lot of discussion on that. We'd have to talk with Josh about that.

I'm just curious, because I think if that happens, then you're probably going to need some extra staff with these part-time or something to help out.

Right now, we're trying to make it as minimal upkeep as possible. So a lot of it will fall under Edwin as far as recreation because we'll be scheduling it out. But we'll have things like the custodial work done at the bathroom.

Yeah, I know they just put the bathrooms in, right?

Yeah.

I was just curious, Mark, because it looks like you have a lot to do. I also noticed that on the list wasn't restrooms for the new sports complex. You talked about that.

Yes, he said that.

Oh, did you? I missed it.

In fact, it did get approved for this one year, correct? And so I'll begin with Jeff, and I think we get on that by the way. It's a need. For sure.

It's a long walk. It is. It's a long walk. We have another softball tournament coming in August? Yes.

Yes, so it's the same D1 organization. It'll be another girls' youth softball tournament, and it's sponsored by Black Diamond, I believe. So it'll be the same as the Rumble tournament, and we have 40 teams from around the state come to it. So I expect it to be about that. I don't know where it's in August if it's going to be. I don't know.

Yeah. Well, I would volunteer again to come and transport.

Yeah.

And the only thing, if we had like a four-seater, I think people would have used it more. I think there was like a husband and wife team often that would come by. The husband was like, you go, because he didn't think he could bid. Some learned that we could actually bid three, but not recommended. So if anyone knows of a four-seater, that would be great.

I have a couple of names. I'll have to reach out to you and see if you can find some more on this. Thank you. So yeah, that was much appreciated.

Our parks and trails, the nature park is awesome. I wanted to see how many miles of trails we can actually have. So I did the walking park, 1,000 West, up around the golf course, golf course clubhouse, down to the nature park, to Strata, back down Main Street. It is 5.41 miles, so we have, that's pretty cool, and I think if we can get the next stage down the gulch, you know, I think we're going to have a lot of mileage of trails within our city, and I think

So we were probably, I don't know, it's pushing a year now on this section. So phase three is from Strata to the high school to Lagoon. And we've got most of the right-of-ways committed and locked in. However, our biggest hurdle is getting under Highway 40 right there. And UDOT has denied... two or three times and made it very clear that it's a no-go. So now we're looking at options, B, C, D, and E. and seeing what we can do so the engineers are looking at that getting us some costs we will be getting back with you to see what you want to do to proceed forward on trying to figure out how to get under the highway so not good news but there's always another option so they're they're denying it but are they giving us some options they're not giving us options no they just don't want us in the cold Existing culvert there wasn't designed for pedestrians to go under the highway, so we may have to do our own or go over or reroute.

We are hoping in January we'll have a new legislator that will be able to give us some push.

Lots of emails back and forth from engineers and engineers.

yeah we've had on multiple on-site visits i mean we've in fact that last storm that came through i thought it was for our benefit on that one and still wasn't good enough so but we'll we'll figure it out and find the funding and proceed forward because that phase was it was the one that we got the the z got the outdoor red grant the 500 for so So we've got to see it through.

Thank you, Dustin. City manager. A couple items here. The first, I just got a, since Dustin just spoke,

I got to say, his crew, as you've seen, does an incredible job with a very lean crew. The amount of additional things they've taken on in the past couple of years, and really, Ryan and I talk to him all the time. Hey, how are you doing staffing levels? We'll be okay. Dusty, you're going to kill yourself. How are you doing? We'll be okay. They're phenomenal, and they really do a great job. And then we throw things like the 4th of July out, and then big tournaments where they have to go crazy, and they just hats off to them. especially if you compare their staffing levels to other communities, phenomenal. So they do a great job there. Next thing, just Zeke did send me a message. It was $6,600 for the Teddy Merrill, just an FYI. Okay. One thing I just want council to consider, it's not up for approval, just if we want to bring it back to another council meeting is potentially putting in a water conservancy rate to our water rates. That is one of the first things that CIB will look at, especially with us going for an irrigation grant. They're going to know when they're going to want to know when we last updated our fee schedule for water rates. And are we doing a conservancy? A conservancy rate basically is the base rate stays the same. So if you're using minimal, not affected. But if you start using a lot more, it balloons up, so the heat increases, and it's temporary. Very common. I have statistics on how many communities are doing that. I can get you the information. We can adjust it however we want, but I do think it would be very beneficial for us to consider that, especially if we're going for an irrigation grant. Okay, the next thing on here is just a reminder, tomorrow, 10 o'clock to 2 o'clock, We have the barbecue here at the city offices. The 250 committee, if you guys want to report anything on that, or your council, I'm sure you will. They've been phenomenal. I know Don and Audrey are both on it. Are any of the council members? I'll let them talk about it in a minute, but phenomenal. So please make sure, share with the public, get the word out there. There's a lot planned and a lot of good things there. Also, I'll be sending out some invites to our economic development committee, those that we have so far, and then we can get some things scheduled to look at those grant opportunities. So I'll get that sent out to whoever's on that list, and then we can just start moving for what we have right now. And then the final thing I do want to address is if council's okay, I would like to propose setting up twice a month, once a month, kind of at your discretion, meetings individually with council members, just to update you, answer any questions. For example, we have the concern at the defense on the pickleball courts with signs. We do have a policy in place for that. And so I think it'd be really beneficial if we have regular meetings. And if it comes up and Councilman Busenbark is like, I don't have anything, we can cancel, but it'll be at your discretion just so I am available for you guys at times. So if you're okay, I'll probably send out some calendar invites of times that generally will work good for you. And I'm happy to go to your office, wherever you're at, or make it work for you guys on your schedule. Just that way, any questions you have, we can get answered right away. If it's a specific one where I need another department head or someone else to bring them with me, get those answers. Those are the quick updates. Are there any questions for me? One final thing I do want to tell you as far as the fireworks. I do follow a lot of social media. I love to read comments. Actually, there were quite a few positive comments, especially for council. You guys got put in the tough spot with the governor's mandate got thrown to you guys and There are a lot of residents in public that truly appreciate the stance that you guys did, what you're doing for the community. So I hope you don't read the comments. Let me read all of that.

I've read some, and people are all over the place. There's some who think we should have done more, some who think we should have done less.

But the public does appreciate you guys. I hope you do know that. If you ever have any questions, don't hesitate to reach out.

Sure. So our concert on the fourth Sunday was fabulous. I think we had 500 plus people there. Probably the biggest concert we've ever been on. And just fabulous talent. And it was fantastic. And our next one will be the fourth Sunday this month. And we're working on that together. And if anyone ever knows people that would want to participate in that, reach out to Don and I. Or come on in, please.

Oh, I'm... Show a video. Okay. Janelle. Janelle, thank you. was wanted a video while she was singing and i was the screen i was having issues because of the wind and then when i was trying to show my camera kept adjusting because it looks for distance to give the best picture and it kept adjusting because the screen i finally gave up and just packed it away and said uh and i just told her to stop working so i think I drive it on the back wall, and I think I can do it on that back wall. I just don't know if it's where I have to put it. I almost feel like we need to mount it up on the, like have a place to mount it on the ceiling where we can just plug it in. We don't need to have one there permanently, just a place to mount like an LCD projector to project. And I really like this and how you guys painted that. I think it looks really good because it was kind you put in were perfect so that was great um so thank you for that but i think if we could just um maybe look at mounting like just a some i mean we can even see if you detect or weld something together that would just be like a like a shelf that you can mount in the ceiling there and then we could just get an lcd projector that would show down and then we just run the cable like like in a couple of hooks you know running to one side or to the back and then we could then someone could just bring an lcd projector you know bring it up kind of plugged in and everything and then take it down after so i think that might be a cheaper alternative and i'd be happy to bring my lcd projector we could i'm sure get one and we can utilize it sometime in the that back wall not everyone will see it but a lot of people would be able to see it and then it would be because otherwise you have to put it down on the ground or down and then it's in the way of the performers and things and so I think that would be what I would recommend but again it was just you have technical issues but people went through and I thought it was an awesome program and I was very emotional about it I thought they did a great job in honoring our vets I loved their performance when they did the army and the navy and Marines and had them stand up and stuff. I was touching something.

The Liberty Bells.

Yes. And then the 250 celebration tomorrow. Thanks to, you know, I think they got all the food and stuff ready. They painted today. Again, Dustin's group came down and painted. And they put the flags out so that we have that in over there. get everyone kind of out so they can open up the fire area so people have a place inside to eat. I'm bringing Aggie ice cream. It'll probably be gone in about 10 minutes, but I'm bringing 250, so... I'll try to see what I can do. But yeah, we'll have 250 Iggy ice cream along with, we have slushies or snow cones, whatever. Snow cones, popcorn. And I'm also bringing some Otter Pops as well, so if kids don't want ice cream, maybe that'll make the ice cream last an extra five minutes or something. I figure the Iggy ice cream is just going to go off the shelf. And we are going And you know so because I know kids probably take ten of those and just eat those and not worry about the other stuff Yeah, anyway, we'll do what we can that way we have a bounce house we have a Dunk tank for the mayor So this is your chance to dump the mayor if you want I Guarantee you I'm going to talk a lot of trash They have some swag for the kids, like coloring books and different things. What else am I missing, Ryan?
