Good evening, Jeremy Liberton. Just want to come in with a few things. Number one, thank the council for all they've done to help build Roosevelt's activities Events we've had, we're getting a great thing going. The support for our parks and recs has been amazing. The things we've done with the balloon festivals coming in and all the 4th of Julys and everything's incredible. I want to put on the radar that we've got an estimate back for the lights for the pickleball and basketball courts. Gave in around $63,000, which you know is a lot, a lot of money. we just want to kind of on the radar that'll upgrade the lights for the basketball as well as the pickleball and it'll help the neighbors we'll have less shadowing we'll have less overflow it'll help the road because the lights won't impact the same it'll get a better timer system and just make it better i think you guys notice that's been used a lot and it just needs to be on the radar the other thing i want to ask the council to consider is we were putting up signs for businesses you've probably seen them and that kind of hit a roadblock somewhere and that's a good way we could number one put sun blocks and wind blocks up as well as let the community businesses or individuals that that help support it be recognized and be there you know there's some concern to look like a billboard and that could be one way to look at it the other way to look at it would be we're showing the community who's helping and who's strengthening and who's engaged with it financially as well as everything else and provide those needs that are there and help offset some of this cost. It doesn't have to come out of the city budget, which just helps everybody and everything you need to do. That was all I had. Any questions? One quick question. So is that like a fundraiser? Is that what you're saying? Basically it is. They'll donate. the small the signs up there most of them were around twenty five hundred dollars and then they just they're up there year round for and we get goods obviously you've seen them they've asked that good signs they look really good if you get there the question that i have then is if if that doesn't go maybe towards the lights what does what does the 2500 go towards anything to do with with that complex or those those areas that's what's helped get the pickleball courts it goes into the arts parks and rec side of that mainly recreation but then we use it or produce wherever we need to we'll move it over for the fun run we'll help support that and transfer funds as we vote on it and do all that so it all goes into that and goes towards making it all just better all the way around

I'll go ahead and talk. My name is Mike Bailey. And as an older person with some health issues, I just want to mention that the time that I'm most able to use pickleball is in the evenings or mornings when it's not hot. And so the lights are very important to me. Also, putting the sun blocks on the north side of the court doesn't make a lot of sense. We need to be on the east or the west. in order to be a useful sunblock. So I just wanted to mention that.

Thank you. I do have one question. Is there a time that the lights shut off, like lights out at?

Right now, those timers aren't able to do that, and that's part of what we want to get. Right now, when you turn them on, there's a day-night type sensor on them, And so if it's too light or too dark, they'll turn off. But at night, you know, there's a three-hour timer. If someone hits it at 9 o'clock at night, 10 o'clock at night, it'll be until midnight or 1. And these new timers, we want to have a relay on them so they'll only be on about an hour before they have to be reset to stay on. And they will have a hard on and off time so that at 11 p.m. when we want to shut the park down, it's dark. They can't just linger and be on. Thank you.

I just know in other places, there's lights out at 10 and lights out at 11.

And we try to respect that. Whenever I'm there involved, we try to respect that and clear out, even though the lights aren't on. But I don't live there, and it's open. There's people always there that want to play basketball or whatever. Thank you.

Just to add to that, it would be the same company that we went through on our new sports complex. It would be Musco Lighting.

very updated right now so it would be a nice update for sure thanks for the clarification any others is that something that's in this response no no no this yeah i just strictly wanted to thank you guys and then kind of bring it to your attention that that's something we're going to be working towards and and mainly if you can consider the signs and get that going through i always have people asking me how they can get their signs up there too and i have to tell them right now we can't

Who's in charge of that? That's a great question. I'm not sure. That's something we need to discuss, especially with you guys. We want to allow that. So that's something we need to have discussion about.

She may be, I don't know why Fort McShane is coming into my thoughts, but she may be Fort McShane, but she could actually be.

And that's not a problem. I just don't want them to have too many on the committee from outside, right? That was part of the arrangement that we made with that. So That's all I ask is I would move to approve, but just double check that to make sure we're not out of sync with what we said our committee has.

So I do have a motion to approve with clarification upon residency. Is that a good way to put it? Yeah. All right, we have public hearings for fiscal year 2026. Budget re-opening to seek.

So this is just the final time of year 2026 budget. So this chart, this is how each fund, we balance it by fund, how each fund ended up the third to last column, the social ending balances. The general financial was $4.6 million, debt service had $222,000, capital projects ended up at negative 2.5. And that's pretty typical for capital projects. They're pretty up and down because of the grant funding. And so right now we've got a lot of projects we're working on that are grant funded, and so we're just waiting on that revenue to come in. And so I am anticipating when we do this adjustment, that revenue will come back in and that will come back up. So 2.5 is how we ended that. Water utility has about 5.7. Sewer, about 378. And then sanitation. Sanitation has been doing better. They started the year at negative 118 and they finished at negative 63. So it is coming out of the hole that it was in. But we can't end the year in a negative, so we have to bring it back for the time being. But again, that fund is also in the upswing, so then that should be steady growth there. So the proposal is to transfer a total of $3.6 million. The proposal is to move $1 million out of the general fund, $3.5 into the capital projects, $2.6 out of water utility, and $70,000 into sanitation, leaving us with the ending balances there on the end. I did put leave $1 million in capital projects just because we still got, say, half of the month to pay bills out.

How fast are we getting reimbursed on grants and stuff? Is it pretty slow?

It depends on the spending, but yeah, because it takes time to get all that put together and then submit it, and then they review it, and then they audit it, and that kind of stuff. So we've got a couple multi-million dollar projects right now that we're waiting to get funding from.

Are you thinking, what, six months?

Yeah, we definitely could have it within six months for sure.

I mean, just

Yeah, I would say once you apply for it, within a month or two.

Okay, so it's not, we're not carrying it for a long period of time. Yeah, it won't be a long time. That was just my own wonder, because I know we have lots of grants. We just got one we're talking about tonight, in fact. I was just curious what the turnaround was.

I see none there. I hope we go back to races. I do have a question, and as always, step up. I probably shouldn't say this here, but my name is Brett Kibble. I'm not a part of Roosevelt City. I am, but I'm not gay. But I don't understand the 63,000 on the sanitation side, maybe being in the hole. There's some discussion that we were just having regarding the contract, and I don't know if that has anything to do with it. But to me, there was some conversation of assessing a little bit more on the billing side. And if you guys are truly going in the hole, that kind of money, On the sanitation side, my personal opinion is that I would strongly recommend that you make more money off of the sanitation so that that number is not in the hole.

Z, can you expand on that? Yeah.

And so it's actually, that's not how much we want in the hole this year. Like I said, we started at 118,000 negative, and now we're at 63. So we did have a positive increase of 55,000 for the year. And it used to be that we were paying based on what we built, and now we're paying based on what we collect, and that's what's helping that come back out of the hole. So it's actually in a positive trajectory right now.

By next year, you anticipate that by the trajectory, you continue. Yeah.

And if it goes another 55, you'll almost be out of the hole. Yeah.

And then it'll basically be positive.

Yeah, so that's not how much we lost this year. We're actually gaining this year.

It kind of is a dual thing, though, and if I may submit that to the council. Like, does that make sense?

Yeah, but I don't think the cost is coming from the city on administration. It's coming from past billing, like we said, where we were paying whether we collected or not, and now we've adjusted that, and so that's worth a change.

Okay, so Ryan and I teamed up and applied for this grant. And for the Cutler Creek Trail, we applied for it and was awarded a grant of $500,000. So just a little bit of history on the Cottonwood Creek Trail, I think as we all know, these are just a few images of kind of the work that's been done down there. This is kind of Ryan's baby, so he's done a lot of awesome things down there. And the Outdoor Rec has funded a lot of this project over the years. And this grant is to continue to what we're calling Phase 5. And that will be a lot of similar paving and bridges. This is the section just north of Main Street. And there's a map, I believe, if you keep going.

Bridges and amphitheater, bathrooms.

So this is a grant contract that we were presented. And if you open more, Ryan, it will give us the details of the budget. So we applied for $500,000. The county has to, or the city has to put in a $453,910 match for a total project of $952,910. We did receive this notice of award about a month ago. So we were able to include it in the budget currently for fiscal year 27. So we won't need to do any budget adjustments for that $453,000 that we'll have to pay. Okay, the next one there. So this phase five is the part that we'll be working on. And I guess you could say the bottom half of that phase five, Ryan, the top half. So this will be going from basically the State Street crossing down to Main Street.

It would be all that phase four there. That's down past Strata or to Strata?

From Strata to the High School, or Lagoon Street.

Okay. How much have we gotten in grant for this? I know there was a...

This is our fourth grant. Not as much money. One was $300,000, right? And one, two, one, 50, so three, and now 500.

So we've got over a million dollars in grant for this. We've had to have money, though, with it, right, in each case?

Right.

So I'm actually not close, but still, that's a lot of money to get in grant to really maximize... efforts with our dollars and saving our citizens money and that with us doing a lot of that work in-house it's made the trail that's made our money stretch too so yeah well we had WCF donate the pavilion and we had others donate right I can't name them all

a lot of time and effort and just cleaning up places and stuff too. Just a lot of people donating their time.

The next few slides just kind of go over some of the areas that we'll be working on. These are just some of the areas down in there that are currently getting used that will get paved. The next one is the different locations that will have bridges going across that river. And then this is like a mosh swampy area that we're going to have a boardwalk on. The next one is just kind of like an AI idea of kind of what that will be. Not the exact replica, but we're going to have to do something above ground there where it's swampy. So we do have that contract for your approval. I do believe, Brian, did you get this digitally? Is there a signature?

I appreciate your efforts in finding this grant. That's awesome.

I do have a question, if I could. There was a stretch at the nature park when they did the faith walk. The Holy Week walk. Yes. There's a portion that's still unpaved there that the wheelchairs were having a hard time.

with the nature and this kind of change okay yeah that was never part of the plan okay all right we uh thank you zeke stay right there and hc adoption of fiscal year 27 tax rate okay so the state tax commission has given us our certified tax rate for the year um certified tax rate is meant to be revenue neutral so as we as home values go up City is not meant to collect more and capitalize off that growth. So they lower our tax rates so that our revenue stays zero. So the top graph, the white line, is the property values here in Roosevelt City. And we can see those on a pretty steady increase. And then the orange bars are the property tax rate. So since that value goes up, we get to lower our tax rate. And then the bottom is the revenue that we're collecting. So any increase that you're seeing is from new growth. So from last year, we collected 1.133 and we get 1.135, which is an increase of $40,000 in new growth this year that we can collect. So the proposal before you today is to adopt a certified tax rate of 0.001696. And that will bring in a property tax revenue of $1,175,602. No, that's just what we would collect if everyone paid in that year.

Do we actually collect that much that they say we're supposed to? No, we don't ever get 100%. I wondered about that. And there's really nothing we can do here, right?

Right now, I don't see any need to do that. Is there a role with that to provide the services?

So the patrons might see a small reduction in property tax?

Yeah, so that rate will go down.

GOOD EVENING, MAYOR AND COUNCIL. TONIGHT I BRING YOU A ZONE CHANGE REQUEST FOR THE AREA OF APPROXIMATELY 497 SOUTH 3000 WEST. IT WOULD BE A 20-ACRE PARCEL OF PROPERTY THAT THE BUS SELL GAVE. IT IS CURRENTLY ZONED AS AN M2, WHICH IS HEAVY MANUFACTURING. THE REQUEST WOULD BE TO CHANGE IT TO AN R110, MEANING 10,000 It has passed through planning and zoning with a public hearing, and we are presenting it to you for your concerns. Are there any concerns of public property planning and zoning? Just a few as far as what is the future going to hold in that area. The property to the south. Let's see. I'm trying to orient. That map is... Meet to the right of that. Yeah, meet to the right. So the property to the south, the owner on record... is also petitioning a zone change for his property to match this one if passed for development. Also, to the top of your screen that would border the red and the green field there, the rectangle, that property also is slated for a zone change as well. Would this be spot zoning, though, or is there a zone nearby that's ? Spot zoning, with this And Grant, you can correct me if I'm speaking out of turn, but with the acreage that we're talking about, this is a large tract of property. So it's not a big deal. We inherited the R1 zoning from Stonegate, from the county, because of the sewer issues that they didn't have in crude sewer. So this is kind of new territory. So it would fall in line with the land use for single family housing. The R110, the thought behind that was that Lots on the current proposal would be around 22,000 square feet, but they could go down to 10,000 if it needs to be. 6,000 would be our minimum, and then we get in our multi-family zone, which is less than that.

And they're bordered both the top and the bottom of the screen as single-family homes, so I don't feel like it's spot zoning at all.

That's what I was asking. It's not at all. If I remember right in the meeting, that was the only question was, We're changing that to R110. There was R1 and then the R1. But these three areas are wanting to move to the R110, which makes it cohesive.

Do they have water and sewer down there? Yes. So sewer, we have a 12-inch line that we ran just Stonegate that would be required at the developer's expense to run up to this type of property. Water is in 3000 and Stonegate.

Well, planning and zoning felt good about it.

Okay, that leads us to 8I, the Utah Wildfire Resource, MOU.

Chief's here. I brought the big guns over.

So any questions you have, Grant and his Virginia County Fire Warden is the one that's got all the answers for it. And he did mention that Grant has reviewed these on numerous different cities as well. not sure where you want to start remember having an understanding basically is in an agreement between willisville city slash fire department and state of texas we'll use our equipment anything they need a request from the vice person they're going to come and help us out we'll maintain make sure our equipment's up to where it should be um brandon came over yesterday and did an inspection on all of our stocks, what we need. And we had money in capital projects this year, and we sat down last night, voted and stuff, and we're close to spending all of that. But of course, we'll be quick with anything they can be. It actually is very less than anything that they're supposed to be doing. We've qualified and saved a ton for entire stocks.

That requires us to be a lot of them certified, correct? Correct.

And that's part of the understanding here is We'll make sure they have what they need. Our firefighters will be trained. They'll be red carded. There's just a certification. All of that's part of this understanding.

I know I read this, but I can't remember. Is this anywhere in the state or mostly in our part?

So mostly about the memorandum of understanding is if they need us anywhere in the state, done it before, the last two years, they called me and said, hey, can you spare this or this? And if I say no, I don't have any people that we don't have.

That's what I thought. I was just trying to remember what it said.

we've got this before it's not a big deal okay what's the other one we're doing too that's the agreement the cws agreement it's talking about it's pretty much um insurance so if a fire comes to roosevelt city for the suppression cost the state will cover that as long as we're doing the work now focus right on this because you guys are doing the work with the goats above quote fire your uh up by the wells thank you and then we were doing the work also on that restoration project on that so it all counts for that it's kind of like you put in so much and the city will reimburse you it's like an insurance am i messing up there no that's right i would entertain a motion to approve but i

the MOU with the Utah wildfire resources.

And I'm not sure the values that speak on this, but I think you'll chime in if there's anything we missed. So in our discussions to follow state code, we do need to do an RFP. We're actually a little behind. So we felt like we would renew for a year with the idea that we would increase the amount by three percent now but we do have a 90-day window which we can look at but we have to we do have to go to public hearing on that increase because it is an increased fee to our patrons and that we would then look at doing an RFP in January which can help clean up language and any issues that also gives a chance for Marianne and Ashley at the time working together to see what the bugs are in our current system of collection and administrating and all the stuff we do with K&K. So it's our recommendation that we do the 3% now and that we could potentially raise later but my recommendation would be not we just wait until the rfp and then we'll do all that up the next negotiation for next year so basically we would have two motions so anything to add

No. We have to approve both. One thing I might add, based on legal counsel and Utah code, we feel like we're really kind of out of whack a little bit, not bad, but by renewing for just one year and doing the RFP, we'll be back in where we felt like we're in good position. But because of timing, we really don't have time to do a proper RFP, and we also want to gather information with the administrative piece. So we felt like this was kind of to do an RFP next year, because that way we'll be within Utah code and won't have any issues with the city that way.

Yeah, and the motion, too, to renew the agreement will be subject to legal review. We had a couple of revisions based on our earlier conversation.

I'm going to hold that thought for just a second. But will you repeat the first motion? Sure.

It's a motion to approve the 3% consumer price index increase as contemplated in the current agreement. Okay.

Well, we still need to recognize the great work K&K does with the garbage pickup and everything. We really do appreciate it. I think things are actually in a better place than they were a few years ago because we're actually starting to get together and communicate. We're trying to work out problems, and I think that's always the goal. And we're also trying to save our citizens as much as we can, but costs go up all the time. And we have to be able to adjust as we can.

Go ahead. So this is for Colton Roberts to do some work for us at the airport. The contract is using some of the other contracts we're already using for appointed employees as a template. The duties are, as Kirby was here, they're kind of loose the way we've got it in the contract intentionally so that he can be assigned by Kirby to do whatever needs to be done out there. He would be serving at the will of the council. There's not an end date. and the compensation would be for, did we land on $1,000 a month since we decided? Yes. $12,000 a year. And part of the way that we reached that figure is he was wanting to do a trade for what he's paying in rent out there. That's not a good idea for us. We need to receive the compensation. But when we looked at the duties, we actually raised it a little bit.

We were awarded, and UDOT, this is just informational only. I don't need a motion on this one, but this project is on 800 East, and it's going to go from two, your map on the shed shows 400 North, but I believe it goes more further North towards the elementary school, from 250 North to 400 North. And UDOT has awarded the bid. They sent it out to bid and Cherryton Enterprises LLC has been awarded. They came 15,000 below the engineer's estimated cost. So they're sitting around about $155,000 for that project. And our match on that is roughly around six to 0.6. I did not want to say this. He's not here. Oh, there he is. I'm going to try to avoid 6-7. I guess I have to say it. Between 6% and 7% is what we do on that. Great project. We love the program. It's built a lot of our sidewalks in town. And we love it.

I mean, they realize they've got to move some landscaping or fencing or whatever, so that's usually part of the project. Everybody has to go through and wipe everything out and inspect. Yeah, Brock's not here so now Currently we are we've got these two copiers in the admin and over at the police We've been having issues with them for a while and they're getting kind of dated and stuff So we decided that we want to upgrade our lease program and go with Les Olson I believe Strata has Les Olson UV Tech, and a few other places in town. The cost difference between the two, we were paying $430, and now it's going to go up to $511 per month, which isn't a whole lot, and we believe it will be worth it because as far as maintenance and repair and service, we'll get it a lot quicker than we currently are. Our proposal is to proceed forward with the Less Olsen Company and

I don't have much to report on the manager's report. However, I do want to, we talked about a little bit at the department meeting, and we thought we should at least let you know a few details of, and Audrey's on the committee, with the 250 celebration this year that we're doing as a city. We're shooting out, so if you have any other ideas or things you want to do, get with some of the staff and let us know. So currently right now we have billboards. The billboards coming into town on both directions will be updated. We've got some beautiful shots of the flag on the hill with the soldier and some graphics. So you'll see a change there probably within the next week or two probably by the end of the month or fourth so um the banners on main street we have banners coming to that will represent our country and america and i believe they're designed that we can use them every year as well not just 250 but for quite a while on that um july 8th we all know about our block i keep calling the block party should it be called something else block i but we'll have our party here the city building in the fire station we're gonna have all the fire trucks out the police out ems is coming and hopefully lifelike we're working on that um american legion they'll be there too with the cannon we've got a lot of stuff planned for that day um on the 8th and it'll be from 10 to 2 and we'll be cooking Some barbecue stuff, hot dogs, hamburgers, is that what we decided on? Okay, and free to the public.

And Don's on the committee, too, and Don's talked to you. Is she going to have ice cream there? Yep.

You really want me to update you? I think it's worth... I think there was a flag miracle right there that happened.

Yeah, I guess you could say that. I look at it as a disaster. The flag... We had a couple of the cables snap on us and the weight that holds the flag down and actually the cable broke off, which sucked the bottom, cleared the top. And then we couldn't get it down. We had a crane. And that's what's incredible about this area. I think I had, I don't know how many phone calls I got within that hour. And it's just people that care about our area and care about the flag and And then we had a crane company reach out and we had them set up through the morning, coming to volunteer to go up there, which I'm glad when I woke up, it was just draped down. The flag was still there. The flag was still there. And then we went and brought it down. But I'm glad it was because I was worried that I was going to be the one getting up in that bucket.

That's what I was referencing as far as the miracle. If anyone knows that they were holy. Two strands of cable still owning it. Yeah.

Do we get that replaced, too, then?

Yeah. Yeah, everything's replaced. Amazing what wind can do in winter. Terrible wind around here. That's all I have. Is there any questions for me regarding the city and projects?

Is all the projects, as far as you know, going pretty well?

Yep, everything's on schedule. Um, gun range is looking good, other than it's under sand right now. Sand burns, but. Do you want to give us a quick update on the North State Street? North State Street? Sure. So it just got paved. The fencing was done. Um, so now they've got just small details like painting lines and hanging signs and lights. We've got some cameras that'll be at the intersection as well. So they're 90% complete.

I hadn't seen it with the fence up yet, but I don't know if you would. It looks really nice.

The trail's connected.

And the concrete's curing right now. The trail will finish being sealed next Monday. We can't drive on the concrete. Overall, it turned out to be a pretty good project, and we came in just barely in the budget.

Perfect. So one thing I'd like to just mention, and I'm not sure what the possibility is, but I just saw this today in another town where they, in celebration of the 250th anniversary, they have painted some of their crosswalks red and white, and then on the side, deep blue. with stars in it, and I'm not sure if we could do that with any of our crosswalks, but it looks awesome where they do it. And I'm thinking immediately with our block party, at least something, I don't know, maybe even the driveway or the fire department, we paint that like a flag. It was awesome to see, and I don't know if we are able to do that.

I've seen you paint before, so I'm sure you can handle it. I can do that. I'm good at painting curves. You're good with the red. I can do red. I don't know if I can do blue or white, but I can do red. We'll have to do some research on that. State code says they have to be solid white. Cross watch, probably.

And there's other activities, the arts parking rec. I think they've got a lot of stuff planned, too, for this year coming up as well. So a lot of good things happening. It's going to get busy. Edwin and his crew is ramping up and should be fine somehow.

I have a couple things from Interfaith. We will have our concerts in the park the fourth Sunday of each month, and this month it will be patriotic. And then the Interfaith committee is going and asking the businesses on Main Street to do something with their storefronts to honor the 250th birthday. So they're putting together a little... Friendly competition will announce winners at UBIC, and people can donate to the gift basket or be a part of the competition. So that's something that's going on with Interfaith. The other thing is, as far as committee reports, we probably need to advertise for committee members for the golf committee, correct? So I think if we can, I'm not sure how that works, but if we can get that out there, do we need to decide how big the committee is?
