Alright. Welcome to the 06/25/2025 meeting of the Redmond Planning Commission. I'd like to call this meeting to order, and we'll start with a roll call. Commissioner Coleman?
Present.
Commissioner Copely?
Present.
Mission and I am chair Weston. Commissioner Parne is excused tonight. I'd like to thank the following staff for being present, Jeff Churchill, Lauren Alpert, Glenn Coyle, and Chip Cornwell. I look for a motion to approve the agenda.
So moved.
Second. Second.
All in favor? Aye. Aye. That is approved. Next up is the time for us to clear hear public comment and items from the audience. Reminder that RCW forty two seventeen a five five five prohibits any public comment in support of our opposition to ballot propositions, measures, or candidates.
Good evening, mister Morton. Just a reminder to say your name and address. Thank you.
Good evening, commissioners. I'm David Morton, Redmond 98053. Continued and rapid growth. Redmond is a thriving city, and we appreciate the vibrant community spirit and economic opportunities it offers to its residents. With rapid development comes increasingly significant the commission's diligent efforts in reviewing individual development proposals.
Edmond's essential infrastructure keeps pace and anticipates future needs. There's been substantial residential and commercial growth in areas like downtown and Overlake. This concentrated growth has led to increased traffic congestion on the main arteries and side streets and has significantly strained parking resources across the city. As new developments continue to be approved and built, it's crucial to simultaneously invest in expanding road networks, improve the efficiency and accessibility of public transit options, and create more pedestrian and cyclist friendly pathways. These are not just inconveniences, they are necessities for a functioning livable city.
Preserving and actively expanding green spaces and parks is vital for the physical and mental well-being of Redmond's residents and for the city's long term environmental health. As you build denser, more urban communities, easy access to nature and recreational areas becomes more critical for quality of life. I urge the commission to prioritize the strategic acquisition of New Parkland and the thoughtful integration of substantial green infrastructure such as urban forests and natural storm water management into all new development plans. These aren't just amenities, they are core components of a sustainable urban environment. Balancing continued growth with the necessary infrastructure development is a complex and multifaceted challenge requiring careful consideration and significant resources.
It's a challenge that must be met with a vision and determination to maintain and enhance Redmond's exceptional quality of life. I encourage the Planning Commission to actively advocate for and enthusiastically support initiatives that ensure that infrastructure accommodates future growth and genuinely enhances Redmond's livability for generations to come. Thank you.
Thank you.
Anyone else? All right. Well, in that case, we are going to start by concluding our work on the twenty twenty five and twenty twenty six annual docket. I'd to bring up Glenn Coyle.
Good evening, commissioners. We're just requesting that the commission approve its report and recommendation on establishing the 2526 annual docket.
Alright. So, the report was in the packet. Before we start, any corrections or questions about the packet itself? Alright. In that case, I look for a motion to approve the Planning Commission recommendation and report for City Council on the 2025 and 2026 annual docket.
So moved.
Second.
All in favor? Aye. Aye. Aye. Aye. That's approved. Thank you, Glenn. And then second, I'd like to conclude our work on the twenty twenty five annual code cleanup for the Redmond zoning code. And this is with Jeff Churchill.
Evening, commissioners, and thanks for the opportunity to be with you virtually tonight. This is the conclusion of the twenty twenty five annual code cleanup. I do want to share on the screen the attachment that was intended to be in the planning commission report, but wasn't just that you've seen it before, but just for the record, there are the three code amendments, one addressing nonconforming parking. And I'm gonna scroll through quickly because these haven't changed since you've looked at them. One addressing public hearings for type five permits, and the third addressing a definition for culvert.
So this is what the attachment looks like. It's just the three of those. The summary is attached to the report. Everything else you've seen, the issues matrix, public hearing notice, all the standard appendices. So that is what we are seeking a vote on, that report that was in your packet, and that concludes my introduction.
Lovely. Any questions or concerns about the packet? No. Okay. So in that case, I look for a motion to approve the Planning Commission recommendation and report for city council on the 2025 annual cleanup package for the Redmond zoning code.
So moved.
Second.
All in favor?
Aye.
Aye. Aye.

And I also want to recognize Lauren for the her first tour duty doing Planning Commission. So just thank you and you did a really great job and yeah.
Happy to have the transition back. I do wanna also note for July that the July 9 meeting will be canceled. Just the fire strategic plan, their initial study session is gonna be moved out to July 23. So, yeah, we just don't have anything for July 9. So please enjoy that, that evening. And that's all I have.
