Good evening. My name is Ken Mellon. I am the Vice President of Aviation for LGA Engineering, and I'm based in Reno, Nevada, and I just wanted to introduce myself.

Thank you. I believe we will be talking about you and maybe to you a little bit later. Can you hear me now? A little better? All right, I'll speak up. Use my stage voice. How's that? Much better? All right. Let's see. So we will be talking more and probably have plenty of questions for you a little bit later there, Mr. Ken. But first, we're going to get to announcements of agenda corrections.

All right, we're going to be talking about nomination and election of a commissioner for selection committee of airport consultant. Is there any nominations to select a commissioner to serve on the selection committee for the airport consultant selection?

Do we want to hear from our city manager substituting for our airport manager about what the duties would be and what schedules would be like and anything like that?

I think that is a brilliant idea before anybody is putting their hat in the ring.

Thank you, Chair and airport commissioners. Yes, the city is required to have an airport improvement plan and it requires us to have a consultant to do that. We will select a consultant through a qualified selection process and retain that consultant under a master agreement not to exceed five years. On December 16th of 2025, the city council authorized advertisement for request for qualifications to select the airport consultant. The city did receive two statements of qualifications. A selection committee will be formed consisting of the airport manager, Scott Miller, an outside aviation representative, and one member of the airport commission. The selection committee will conduct a qualifications-based selection process that will be set up based upon the availability of the committee members involved. Then they will make a recommendation for the award of a professional services contract at a future city council meeting so tonight you're not necessarily evaluating the proposals that were received you're simply just selecting one of you to participate in that process and make ultimately a recommendation for approval of a contract to the city council And with that, I'm available for questions. Will this be evening meetings or day or? That'll be up to Scott Miller and the availability of the folks that will be on that committee. So I think that there's flexibility in whether it's during the day or in the evening. Is there a deadline by which this decision has to be made by? We're hoping sooner than later. The existing contract that we had with Lochner actually expired, so we're trying to get this done as soon as possible. The next available city council meeting, assuming that the committee can get together and make the recommendation, the next meeting available to approve or consider something at the city council wouldn't be until July 21st. so there's still about a five-week turnaround in that time process so hopefully within the next five weeks we could assemble the committee make a recommendation and bring the contract for approval locker is our current

It was Armstrong, and then there was Lochner.

OK, Armstrong is what I remember. I don't remember Lochner. Was there some kind of a change there?

Kind of a buyout of the company, which happens from time to time.

Yeah, it does.

So we retain the same consultant staff. They just have a different name.

And they're here again tonight?

Yes. They have applied. They're one of the two that have applied for the statement of qualifications. I don't know that information yet.

I think most recently it was done about five years ago and Commissioner Randy Gow I believe sat on it at that time.

Five years ago? Randy was here five years ago?

Might have been six. Five or six years ago. It's been a while.

Seems like decades ago.

I would. I didn't come here thinking that's what I was going to do. But Pete's right. I've been through this many times. I have kind of an idea of what goes on here. So I would be happy to do it.

I don't know if anybody else is on this call, but that was really hard to understand what just took place. The audio is not appropriate.

Hi, Ken. Sorry about that. We just selected the commissioner to be on the consultant committee, consultant selection committee for which they will then be talking about you and to you.

So when you are dealing with the commission, will you present it back to the airport commission?

Yes, I'm sure that when we have met, whatever the next commission meeting is after that, which would be next month, because we're trying to get it done within a month's period, I would bring it back to the commission and at least discuss it and let them know what we discussed and what we're going to do. By that time, the decision will be made only because the decision is being made not by the commission but by the group of all sorts of other people involved. They just wanted input from the commission also or representative of the commission. So I'm your representative, like it or not.

Can I request that you make sure the consultant accurately reflects the traffic to the airport? I think that's something that got mishandled or wasn't accurately tracked, which then did not allow us to receive the funds from the state for the actual amount of traffic that we got over the past couple years.

Yeah, I'm sure that that will come up. um did you mention that we're thinking about having the fbo as one of one of the people on that or was there anything like that anything discussed of who all would be on it i did not mention that no just uh scott miller a representative from the airport commission and then an outside aviation uh member okay and who picks that outside person scott miller

It does.

Any other comments about the committee?

I don't think so. Let me ask Tom, in the crux of the Brown Act, if I wanted to discuss any of this with any of the other commissioners, just in discussion, is that a violation?

Yes, you can only speak to one other member about what you would be doing or what you have done as part of the selection committee.

Now, is that one at a time or only one out of the five?

Only one out of the five. Okay.

And it won't be Bob Moore.

And whoever you speak to can't speak to the next person who can't speak to the next person. So if you do share any insights, that person has to be just between the two of you.

You can share it here. You just can't share it elsewhere.

Well, can it be shared in an email? No.

It can be shared in an email by Scott about the details of that. It has to go either individually to each commission member or as a blind copy because there can't be email correspondence from all of you talking about the meeting. If Mr. Miller wants to provide an update to the airport commission on that process, he can certainly do so. Most likely, I would recommend that he just sends a blind copy so that if somebody inadvertently replies, it only goes back to him and not to the entire commission.

What do you want this firm to do? I mean, what are we looking for? What is it?

Well, our city manager would probably be able to describe it better, more so, I would think so. He deals with consultants in all of our different aspects of the city, so...

Yeah, the airport manager deals with the airport consultants, not the city manager. So they're required for us to have so that we can secure funding, federal funding for the airport and its operations. So each airport has to have a consultant like the ones that we're trying to obtain. We've recently had them. Lochner was the airport consultant for us until their contract expired in December.

So any improvements, any monies that are spent, anything like that goes? They assist us.

It comes to the city, but they assist us in securing those funds to make improvements at the airport.

And who can ask for a particular improvement? For instance, the ATIS hasn't worked in years, and different things haven't worked for this airport.

Yeah, I would recommend that you reach out to Scott Miller directly on those types of issues.

So you know what the consultant's job is, I would imagine, don't you? Why we hire a consultant?

I basically do, but the consultant... I would hope. Yeah. I just wanted to present it, and we can discuss it all when the consultant comes up with something.

OK, any further comments or questions before we release Rob to the committee?

Next month's meeting.

So just to let you know, we will not be having an airport meeting next month. There's nobody to cover. There's people on vacation. So the actual next airport meeting will be in August. You could put something on there, but we will not have one in July.

But in the meantime, Scott and Rob will be working on getting us a new consultant.

Exactly.

That's what we wanted.

So we're hoping to have that presented to the city council meeting in July.

It's when it's ready to go. The airport manager will bring it to the city council when it's ready to be presented to the city council. So if the airport commissioner or the airport manager wants to bring it back for a recommendation after it's been through the selection process, then that will have to wait until August, and then it will go to a city council meeting after that.

I'm sure that Scott Miller will find a way to communicate with the other commissioners in a legitimate fashion. Okay.

Yeah, I don't know if anybody wants to give an update on airport day. I'm sure most of you were out there.

yes i was it was windy it was a bit windy i was out there for a little bit it was a windy day i was there most of the day um i was shocked to see as many people show up as they did because the day was horrendous it was really bad um but people were i have no idea no one took account i wish they would have but people were enthusiastic that did show up, and it was a nice community effort. Many of the community did show up.

That's great. Seven airplanes showed up. Wow.

But that wasn't the purpose. The purpose was just to introduce the public to the airport, not for a fly-in.

That was the first kind of airport event since the last flying car show, that was?

A year ago.

Oh, a year ago? Mm-hmm. Oh, okay.

And you've got another one, with the 99s coming in, that's in August, right?

That's August 14th, the air race. Hopefully it will go.

not many people have signed up yet so we'll see we'll know i'll know in about a week okay so hopefully we get to see them stop up here in red bluff otherwise any other comments or can we get a motion for adjournment i would like to make a comment i would like to um something uh after the last airport commission meeting i went to the following City Council meeting and presented the meeting to City Council as a representative from the Airport Commission and Made them aware of the security at the airport because as you remember at our last meeting the security airport was Kind of a pretty big topic.

I did see that in the minutes I wasn't present the last one, but I saw that there that was a topic of conversation and

And you may recall at our last meeting, we did discuss briefly the ad hoc committee that we had created that had not met in well over a year. I don't know how long. And the issues that the FBO brought to the commission, the security issues that were going on currently, And so I presented all that to the city council and they were seem to be interested in what I had to say and what was going on here. However, that's a month ago and I haven't heard anything since from anybody from the airport manager from anyone on council. Not that I would expect to hear from anything from council. However, I I did ask Scott at one time, not too long after that, and he just said that he'll get a hold of us. In the meantime, you weren't here, of course. There's a bit of urgency going on out there. There's a continued and escalating vandalism movement You know, people on the airport that don't belong, they're getting into however they get into the airport. So, and I was gonna ask Scott, but Scott's not here. And Tom, you were at the meeting when I presented all that. Was there any backlash, any comment, any direction, anything since that last meeting?

I thought that I chatted with Scott Miller afterwards, and I thought that he had sent an email to the members of the ad hoc was something, but I don't recall what that was. There was some that he was waiting for some information on, like procedures or policies or something, some input. But I'll have to follow up with him. I thought that after the city council meeting where you presented, that I thought that he followed up with an email of some type to the ad hoc committee, but I don't know beyond that.

Yeah. OK.

The email I got was he's looking for a new police. The chief had left and then waiting for another. Somebody else take his place.

Yeah, it was Matt Hanson that was on it before. But he mentioned, it sounded like he found somebody else.

I think it would be Lieutenant Brown would probably be that role. Yeah.

I know. I know government policies go at the speed of a snail, so urgency or not, it'd be nice to get something moving on it.

We did, yes.

Are we, what now? I mean, what are we doing with it, or is it just in limbo, or...

Right so so it was just a presentation that was at the Airport Commission It's in the design review process now, which is not outside of the Airport Commission's hands It's outside of the City Council's hands and so I know that there has been some discussions and I believe some conditions that have been submitted back to to Mr. Burroughs, and then the process will continue to move forward. But ultimately, it will need a lease from the city to do that on the property. So there's still a ways to go before that project is likely to receive some approvals and ultimately break ground.
