I had a request yesterday afternoon to consider and it's just something to think and put on the next month's agenda but currently the Victor Park and the Victor Baseball Association are working on the baseball fields there that are they're expanding the parking lot and took down a playground that was 30 years old that was needing some extra special care, and they don't have funds to replace it. And their suggestion is that we take the, possibly sell the acreage in the park that is northwest of Victor, or northeast of Victor. down in the river bottom, if we could sell that and they could use those funds to replace the playground and work they're doing at the ballparks. And I said I would bring it here, and I know that we've got to go through a lot of hoops and whatever, but I think it's worth some serious consideration because we've just got a piece of ground that, and there is a couple of people that have expressed to the park maintenance crew that they might be interested in that piece of ground if we wanted to sell it. So if you want to consider that and put it on the agenda for the next meeting, that's my public comment for you.

No, it was just a general discussion. It was more than they had and they didn't have. Victor Park has quite a bit of demand for a playground in the park that's right behind Farmer State Bank and a lot of pressure from people in our discussion and so they're not very fluent to be able to put much into there and I think all of you know Victor's funding is through a $10 bill per household. They have found out that When they set up that situation, it only counted our taxed households that didn't do anything with businesses or anything, so they went back and were able to get some more, but we're also, in our discussion yesterday, they would like to possibly come back to the statute that would allow them to go back to the 2009 provisions pre pre 2009 that were there and possibly reassess their 10 dollar assessment to update it to account for some of the inflation in present times. So this would all be I'd bring have them bring it put them on the agenda and. Have them bring the whole thing to us.

So whoever bid on the other work may also do this. Does that make any sense? Yeah, sorry. There's two different tasks. One is rewiring this storage unit. The other is the second page, which is under new business, and that's the service upgrade page. And so we could have one electrician do both. And I believe we'll seek additional bids. So I don't know if we need to act on this right now. I'm thoroughly confused.

I just met with Tim. He's from Red Crow Investors. He's got the property next to it. I just mowed it all down. I've got to cut the rest of the thistles off. I did the same thing I did to yours. I just taken the thistles and get rid of them. Meeting with Daily Ditch this afternoon and that big tree that's down. they pulled over on his property he doesn't want that on his property that's his from daily ditch but right there the creek is 30 feet wide there and it's only supposed to be a 15 footer so i was going to get with tim he could go in there and make that ditch right now with a water load make the ditch out and put all the rock and i said we're going to have rock on a screen that's what i wanted to see I need power at the little gas station, at the gas station, those two outlets, I can reach it to run the fiber screen to screen that pile off, to get all that rock, the big rock off, but there's all kinds of rock in that. That all can go over in a daily ditch to fill that corner he wants to fill, because it's washing into the other property. But the fence between the two is policy. Well, Harry, we have to maintain the fence. Right now, every fence post has a steel fence post driven beside it, hooked on with a piece of wire. So we walked them this morning, and they just, the fence falls over. So I talked to him about what his plan was down the road as far as a common fence, and what he says, his privacy fence, you see the juniper tree that they plant down just as you're going into Stevensville, just before you get to the... The Murdaws, the Murdaws of Stevensville. You see those big cedar trees? They're standing in that juniper, that dark blue one. Guys got them over on the hill right across from going into Corvallis the same way. Deer won't bother. Deer won't eat them. They don't get a humongous big spruce tree type root out. And he looked at that and he said, I know exactly what you're saying. He said, you're speaking about privacy fence. You can prune them to a hedge, or you can let them grow. They got them pruned to a hedge over in front of the truck stop right there at Woodside Cut-Off. The states got them on one side, they planted them out there, and they were all 20 feet high. The ones on the other side, they had to cut down because it blocked all their signs. But he asked the question, what do you need a fence? Nobody's going to be running cattle on either property. Why do you need a fence other than for our location? Your pins are there. I found the other pin that Daly Ditch pushed the gate down and took everything out and dumped it in a big pile, and it's right under it. I found it this morning. I'll get it cleaned off there so that we know where the property line is, but there's a lot to do with Daly Ditch. What's his name? Tim wants to work with us 100%. Anything you can do, because if you put a bridge in to get to the other side to cross that ditch, it's $100,000. The ditch is only supposed to be 15 feet wide, and it's like it's 30. It just keeps washing out to the side, and it's only about that deep out in the middle. So make it deeper. But Tim's not looking right now. He just had another meeting. He's leaving today, and he'll be back. But the next property down that I think is the one that's owned by to the north belongs to Pigman Builders. So they've got access to get into that, and because it's the same way, it's just a fire hazard, that whole thing, and it's got the old barns on it. So I was going to look at that and see who, to get that cleaned up, because it cleaned up pretty good. There was a sprinkler, there were six sprinkler heads in that next lot. They're all flagged, they're all marked, and all sterile rallies around them, and they're all painted orange, but it was a It was Eagle I told me they were out there. I found them. They're all in our straight line. They're all located. And I mowed everything for Paula the other day that she wanted mowed. And she said, well, it's too hard for me to mow that other side. I said, well, don't worry about it. You're a little mower out there bouncing around in that tractor. I can swim. I did mow all the trails with my zero turn. I was done in an hour doing all of them. Backing up, mowing the edge off. I'm doing the same thing on the other one. I'm mowing all those weeds off. We've got to get our weed department out there to get those leafy, the yellow flag iris in. There's 37 of them on that plant, and on this side of the ditch, on that one, there's eight of them right there. They're growing, and they're just going to keep going. And Daily Ditch says, I don't care. He digs them out, puts them in the ground, and pounds them down into these buckets. That's why the ground's like this. And they are rizzo, so it's just like planting an iris. They travel wherever they go. And the seed drop in the water, float on down and find it back, Eddie, and they float into shore. And there they are, and that's why they're there. You know, she said that she sprayed them all, but they haven't been sprayed. Those are all. The last time the park was sprayed was three years ago. And they're not Montana native weeds. And I keep trying to talk to her, but she's just a renter. She basically can do whatever she wants because the owner lives in Missoula. And... But my suggestion would be to make that base of that wider. If you want to put a bigger rink in later, you don't have to go out and try to make a seam line on it. Make the base bigger so the people are watching from the outside are standing in gravel, not in weeds. You can keep it sterilized.

All right. Um... The results of the request to the Board of Commissioners to approve $25,000 for the park improvements, that was approved yesterday by the commissioners. Thank you again. I'll give you that update. It says that we've got an attachment for DJs. Do you want to do your thing there, Kyle?

Yeah, I've got slides that'll help this conversation, like facilitate the conversation, and then we'll have hard copies and you'll see them as attachments for some of these things. But yeah, yesterday the commissioners authorized use of up to $25,000 in cash and lieu funds for well improvements with the associated electrical upgrades. After that meeting, we received the bid from We didn't have it at the time. It came in at $24,645 with a $3,000 nonprofit credit. So the total amount bid was $21,645. And that's for the full 600-amp service upgrade to the shelter building and the associated work out there to create the various 200-amp circuits. A portion of that is the ice rink associated costs. The remaining portion is essentially feature-proofing our needs out there according to what the master plan calls for. And so that's that bid. Also spoke with Valley Irrigation yesterday, a few times, and again this morning. They told me we're going to have a bid by today. We still don't. I did talk to him. He said that the September 2025 bid that we have, generally that amount is what to expect, maybe with another $1,500 depending on if we put the pressure tank infrastructure in the shelter versus in a concrete underground vault. And so generally, that's about a $17,500. And so the two together come up to this $21,645. And then ballparking $17,500 puts us in at $39,000 for the electrical and well improvements that are proposed. That amount for the DJ's electric, frankly, is higher than I kind of anticipated, and I personally think it's worth pursuing another estimate or two. Commissioner Burroughs suggested one outfit that I contacted and haven't heard back from yet. I also reached out to Wright Electric, and I'm going to meet with them soon out there to just get additional bids there, but Assuming that, you know, right now that's the bid we have and that's the budget. What I put together, what you all have in your hands, is a RAP application. The RAP Foundation has quarterly grants. Cycles on the third quarter of every year. They have two Community focus grants that offer a larger a larger ask potential what I put together is the community focus grant that requires a minimum of four committed partners contributing to the overall effort and what I've put together is essentially what we just discussed in terms of the cash commitment from those three partners and being leveraged with volunteers in kind contributions and donated services to achieve this full $91,000 budget, which reflects essentially the majority of the lion's share of the phase one improvements that would occur in the master plan. And so the first two there are, this is a placeholder because we still don't know that number, but these first two here are what we just discussed, fencing, To delineate the parking area and the north and south boundaries, those are pulled this amount is pulled directly from the master plan. Some wind break, which would be for both the summer season and the winter season, but especially that winter season and some sun shading for the summer season rink pad grading and seating. Initial landscaping to get started on some of like trees, shrubs, that kind of stuff to be decided later what that looks like. Benches, fire pit, flagpole, bike rack, small playground, signage, those all come from the master plan as well as I'll discuss this in a moment, but portions of that do go towards some of the things that the ice rink will be doing this year. This is the other side of that balance sheet. It's where the funding comes from. You've got the $40,000 we just discussed here in terms of cash contributions. And then the water partnership is the fourth member of this grant. They're committing some consulting work and possibly some plants for some of that landscaping. They have a water-wise program that provides plantings for water-efficient plants. This is volunteer in-kind labor spread across all four entities as well as the supporters of the park. And then these are in-kind donated contractor services that we think we're going to be able to get through conversations that we've had around some of those things. And so all in, that's the total contributions of 53,000. Remaining would be about 38,645 requests to the RAP Foundation that would come in to make up the balance there. And so... Just briefly, this right here is, I just wanted to be clear on, within this, these are the portions of the expenses that are a portion of the ice rinks budget. So the first one is the portion up to 7,500 for that windbreak. I don't know if it'll be quite that much, but we're wanting to make sure that it'll be durable, useful for both seasons in terms of sun shading and that. And then the rink pad grading, the seating on the backside as to what that would look like, and then a portion for the fire pit and a couple of benches and some of the signage for the ice rink. The remainder of that would then be available for all the other things and would be managed through this entity. And then finally, just kind of talking about timeline here. Roughly speaking, these are the things that would happen in fall, this fall. So electrical, well, fencing, if the season allows, especially around that parking area, maybe. And then the rink pad grading itself will occur, as well as I think signage could be handled this year to make sure that that property is signed for the winter. The following spring, this coming spring, we'd look at the sun shading, the the seeding plan and execution of that, some of the landscaping, the remaining benches, flagpole bike rack, and the playground, which would get us to full completion by summer of next year. And that's kind of the overview I have. I have a map here if we need to orient anything. I've got a really basic motion just for the sake of getting something out there, which is that the Raleigh County Park Board approves submission of a RAP community focus grant as generally outlined herein and in that draft. So I'm a little concerned that not everybody who's been involved in the formation of the park is on board necessarily with what Anita has said. I certainly appreciate the contributions they've made, but I want to bring that to the board itself now. I particularly would be asking Commissioner Halls, I'd like to see a copy of the MOU that's been presented. And I would like to review that, so if I can get a copy of that after the meeting.
