Thank you. Good evening, chair, vice chair, and members of the planning commission. My name is Aileen Lee, assistant planner in the community development department. And this evening, I will be presenting the Coloma At Rio Del Oro Parcel 66 major design review amendment. So for some background, the project is zoned medium density and is located within the Rio Del Oro specific plan.

Coloma At Rio Del Oro Parcel 66 major design review was originally approved back in November 2024, and currently, production homes are under construction. Highlighted in blue on the screen is the project site at the southeast corner of White Rock Road and Rancho Cordova Parkway. Here is the approved tentative map, which includes a total of 132 single family lots. As part of this evening's request, the applicant is seeking a amendment to the previously approved major design review for the Coloma At Rio Del Oro Parcel 66 Subdivision. This proposed amendment would add two additional single story house plans to the existing four house plans.

These two new floor plans would range from approximately 1,200 square feet to 1,600 square feet. For some context, here are the floor plans of the major design review that was approved back in November 2024. Here are two single story house plans and two two story house plans that have been approved. As part of this evening's request, they are looking to add a plan five and a plan six. Plan five would be approximately 1,600 square feet with three elevation styles, including bungalow, farmhouse, and contemporary.

As for plan six, they are proposing two elevation styles, which are bungalow and farmhouse, and it is approximately 1,200 square feet in size. As proposed, the applicant is not seeking to make any changes to the previously approved landscape plans for Coloma at Rio Del Oro Parcel 66 Subdivision and would comply with all landscape standards as per the city's code. As for the general plan and zoning, the property, as noted previously, is located within the Rio Del Oro specific plan with a medium density general plan and zoning designation, which allows for 6.1 to 18 dwellings per acre. The proposed project is only for a design review amendment, and no other changes to the density or the residential use of the area is proposed. Furthermore, the project is also not requesting any modifications to development standards of the specific plan, and therefore, in staff's evaluation of the project, it has been determined to be consistent with the general plan and zoning.

As for environmental review, in evaluating the project, it is exempt per CEQA, otherwise known as California Environmental Quality Act, as per guideline section fifteen eighteen two, projects pursuant to a specific plan. Furthermore, the project has been analyzed as part of the Rio Del Oro specific plan EIR, and the major design review amendment would not result in any significant impacts and has been found to be in conformity with the environmental documents, and therefore, no further CEQA analysis is required. With this, staff is recommending that the planning commission determines the project to be in compliance with CEQA as per section fifteen eighteen two, projects pursuant to a specific plan, and adopt the resolution approving the major design review amendment for Coloma at Rio Del Oro Parcel Sixty Six subject to the findings, project plans, and conditions of approval. Well, this is a this has been a good project already approved as as Aileen mentioned. So it's just, two more plans that we wanna bring. A lot of that's come from, public input. Our buyers have been requesting more single story plans in there, plus it also breaks up the amount of two story plans that are there. Some of the lots are a little narrower, and so this gives us some flexibility for that. It's a medium density project, so the setbacks are already a little bit smaller there. So having this flexibility helps us a lot certainly with driveways and things. I know that's come up in the past. We have some examples there too. Eileen can show that I know what the standards were developed as.

Right. Good evening, chair Malden and members of the planning commission and members of the public. I'm Lindsay Morrill, senior environmental planner with our planning division. And tonight, I'm presenting the Steele Ridge specific plan amendment and tentative parcel map amendment project. The applicant is requesting an amendment to the Sun Creek specific plan to revise some of the land uses or some of the land use designations from low density residential and compact medium density residential to medium density residential.

The applicant is also requesting a tentative subdivision map amendment. The large lot map would create 26 large lots to facilitate future property transfers, infrastructure phasing, and development of the project. And the amended small lot map would subdivide 240 acres into 853 parcels and zone the lots in the southern portion of the plan area for medium density residential. This project is located in the Sun Creek specific plan area, which is shown here on the left circled in red. It's generally located West of Grant Line Road and East of Sunrise Boulevard.

The Sun Creek specific plan and this and its associated EIR was approved in 2013. The Sun Creek specific plan provides a blueprint for development of the area, including residential, commercial, recreational, and, preserve uses. It is broken up into different ownership groups, which is shown in the image on the right. The the storage property is highlighted in red. It's it is referred to in the Sun Creek specific plan as the Trevor Gilmartin property, and it also used to be known as Yager Ranch.

This table summarizes the changes in the land use designations being proposed. The amendment would change 16 acres of low density residential and 11.8 acres of compact medium density residential to medium density residential. The acreages of all the other land use types would, largely remain unchanged. There's an exception in the major roads category, with a 0.6 change, and that is due, to some slight revisions to the streets and landscape parcels near the, high density residential site. And, there is a 0.4 acre change from the community park site.

It's being moved to the adjacent school property to match the requirements for Quimby and LUFIs that are laid out in the specific plan. This is what the specific plan amendment would look like. The image on the left shows the existing land use designations, which were approved in 2022. The proposed amendment is shown on the right, where some of the residential land use designations in the southern portion of the plan area would be revised from low density residential and compact medium density residential to medium density residential. You can kinda see it highlighted on the left.

The the CMDR is in the corner, and then on the right, just most of that whole bottom area is now, would be MDR. And the specific plan amendment doesn't result in any substantial changes to any of the previously approved roadways, signage concept, trails, or open space areas, and, the total number of dwelling units would remain the same as, previously approved. So that was the specific plan amendment. And then the large lot map, the applicant has proposed a large lot tentative subdivision map that would create 26 lots, and this would facilitate future property transfers, phasing, and development of the project as shown here. The applicant has also proposed an amendment to the small lot tentative subdivision map.

The map on the left is the previously approved map from 2022. The map on the right is the proposed amendment. The amendment will include the same number of dwelling units previously approved in 2022, so there would still be a total of 950 dwelling units, 810 of which are single family lots. The applicant is proposing to reorient the alley loaded lots along Keefer Boulevard and Americanos Parkway. So on the left, the dark orange color in the bottom right corner, those are the alley loaded lots that were compact medium density residential.

Those are being replaced with a traditional single family lot layout to better reflect the needs of the current market and homebuyers. Modifications to the zoning designations would coordinate with the special plan the specific plan amendment and changing those LDR and CMDR to MDR, medium density residential. The small lap map also reflects the other changes previously mentioned, which is the transferring that 0.4 acre from the community park to the adjacent school site. And there are no other changes to the other land uses. So there's still 6.2 acres for the future village center, neighborhood green, a total of about 39 acres of wetland preserve, the high density residential sites remaining the same, etcetera.

This slide illustrates phasing plan, which has been slightly revised from, what was previously approved in 2022. And the phasing plan shows the logical and timely completion of the infrastructure and and roadway facilities required for build out of the storage property. For environmental, as I mentioned, the Sun Creek specific plan environmental impact report was approved in 2023. A mitigation monitoring and reporting program or MMRP was adopted as part of the EIR. The Steelridge project was analyzed in the EIR as part of the overall Sun Creek specific plan.

CEQA guidelines section one five one six two explains that a previously certified EIR only needs to be revisited if there are substantial changes or new information that would create new impacts or more severe impacts than what was previously disclosed. In this case, the project area is the same and the proposed specific plan amendment and tentative subdivision map amendment is consistent with the land uses in the EIR, which were residential. So impacts related to the project footprint and the development intensity would be the same. All future development in the project area and the rest of the Sun Creek specific plan are also subject to all applicable mitigation measures in that MMRP. And there's no other changes to the project that would require major revisions to the previous EIR.

The specific plan and map amendments are for land use designations that are being changed, from residential to residential, and the total number of dwelling units is not changing. So for these reasons, no further environmental analysis is required. I also wanted to highlight that there are additional permits, processes, and agency coordination that occurred beyond approval of the CEQA document. The Sun Creek specific plan area has a biological opinion from the US Fish and Wildlife Service that was issued in 2019 as well as a army corps section four zero four permit, section four zero one water quality certification from the state water board. And all of these permits are still active, and they're updated as or extended as needed with agency oversight.

And the applicant is also, completing their permit for the South Sacramento Habitat Conservation Plan, which requires, a whole lot of studies. So they they are required to do updated biological surveys. And that entire permit undergoes agency review and approval. And the HCP permit also includes a land dedication agreement for the wetland preserve in the central portion of the Steel Ridge area, which would, sorry, which would protect approximately 39, acres of wetland habitat in perpetuity as envisioned in the, habitat conservation plan and the Sun Creek specific plan. So with that, staff recommends that the planning commission determine the project exempt from further seek review, waive the first reading, and introduce an ordinance for the specific plan amendment to the Sun Creek specific plan, and adopt the resolution approving the Steel Ridge large lot and small lot tentative parcel map amendment subject to the findings contained in the resolution, conditions of approval, and phasing plan.

My name is Ellen Land. I live at Cavallo Ranch at the almost at the intersection of Kiefer And Rancho Cordova Parkway. So we're kinda ground zero for this project. And I think my concern is the EIR was done in 2013, and we're not opposed to the plan, to the project. I just wanna make sure all the environmental laws are being followed strictly. And it the, 2013 EIR seems sort of old to us. A lot of things may have changed. The plume may have changed. The water sourcing may have changed. The air quality may have changed.

And, we do we just wanna make sure the letter of the law is followed. And it's from your presentation, maybe it is, but we weren't so sure. So, that's what I wrote quite a lengthy letter about it. Also, from a point of view of ourselves and our neighborhood, there's going to be traffic, dust, noise, and I wanna make sure that our quality of life and our environment isn't harmed by this. It's gonna be a very long ongoing project.

I believe we're near phase one of the project. So it's going to impact everybody in my immediate neighborhood quite a bit. So, again, I just wanna give thought and consideration to how that our our rights are being protected with this. And what, you know, what I asked some questions in my letter. You know, how will noise be controlled?

What hours will construction be happening? How will dust and air quality be be monitored and told us? And, also, the we have a beautiful view of this green space. The the wetlands that are going to be preserved, which I applaud that that they're gonna be preserved, but they're also bisected by roads. So you are actually going to be harming the habitat for many of the creatures that we look at every day.

So my request was also that sort of ways could be put for this for the animals and birds and everything to kind of traffic that most of animals, I guess, to traffic these bisected greenways and and not be harmed any more than it has to be. Yeah. I think as it pertains to this project but any, too. Regulations are changing. The environment changes. So for CEQA, you have to establish a baseline, because at some point, you know, you kinda have to start and do the EIR, and, you know, we have to move on with with all the processes.

And so, under CEQA, typically, at the time, you release the notice of preparation to the public, that's the considered the environmental baseline. And so that's when they would look at conditions on the ground and assess impacts from that date. And then I guess in terms of air quality and things like that, I think conditions on the site on the ground are pretty similar. You know, air quality and things like that kind of fluctuate on a regional level. But in terms of looking at things further, I would say that so this is a a map amendment, but as future development does come in for entitlements, we look take another look then, you know, at the time of things are being built, and see if CEQUA needs to be addressed at those times, and then we bring those back for our, you know, for recommendation to you.

And I think also just to address our public comments a little bit, when these come back for grading plans and infrastructure plans, that's another time when we look at the mitigation requirements for these projects and make sure that they're implemented. So, even though the EIR was done in 2013 with the conditions at that time, you know, we still move you know, we still address things as they move forward and are being built. And similar with the habitat conservation plan permits, you know, new studies were done, last year. So, you know, we don't just look at what was happened in 2013, and that's it. Kind of is a ongoing process, if that answers your question.

I just also want to echo the same thing. The Academy was great as someone who this was my second time attending. I think within a year of being on the commission and then going the second time, I felt a lot a lot more comfortable with the language and the the information that was given. I felt, would say, probably not as much of a newbie as I did last year. And also, I thought that not only the presentations, but some of the topics like the AI session and the one on electric vehicles and Waymo was pretty interesting.

So it was kind of great to get different point of view this time around. And, yeah, I thought the other last piece, just being able to bond outside of just meeting here with meeting for meetings, being able to kind of hang out with other commissioners was great. So that's available till April 1 to anyone who'd like to provide input.
