I'm not sure if it's in tonight's documents or not, but it's the exact same document that was given to you. There's one change, which is that City of Radcliffe will be able to renew for consecutive 10-year terms or pull out if it wants to. So that's really the only change. So it's a really good deal for us. I know Chief Cross is excited about it, and it's a good partnership with E-Town. He's out there waiting. He's giddy with anticipation. No, he's not giddy, but he's excited.

communities where we're able to share costs and associated dollars to be able to do projects in our community and it's a good trend. We appreciate Mayor Gregory and of course Chief Thompson for the partnership and working through these details and the reason why this is important for the general public is we compete with every other agency in the state of Kentucky as well as federal agencies for firing and qualified for firing ranges and so that has gotten them obviously we hope they never do, but if they do, you actually want them to be qualified, certified, and making sure that they do everything they need to. So over the years, we've had problems in getting our officers into training. We like to be two times a year, sometimes it's one, four, total. It's hard to get the range, so this is going to help us. Just rehash it one time, because I know the work session. able to achieve more training that's important instead of just going out twice a year and having time to fall back and be able to use it further.

So whenever you're ready, all you need is a simple motion to approve the agreement and amendment.

Thank you, Mr. Pike. By the way, I just got finished saying site plans go along with all these PUDs, right? So why don't we have a site plan for these three? If you'll remember from the work session, these were three lots that were already zoned PUDs. When the surveyor changed the plot a little bit, changed the drawings, it was missed that these lots weren't all totally rezoned like they needed to be. So this is just a housekeeping measure to basically match the colors on the map appropriately, like we talked about in the court session. So there's already a site plan, already been approved. Nothing's changing.

The subdivision that we're speaking of is the one that's being built right now across from Park County Honda. If you're going on the southbound lane, it's a new development. Of course, as we read this, you'll hear it say Elizabethtown. Well, it's actually Radcliffe. The reason why those zones don't change. At one time, I had an address that had Elizabethtown, and I had to go for John Hardin that was in Radcliffe. but it's because when we annex these properties in, a lot of times they're already being, the mail's being delivered by the post office in that area. So in this case, the post office 427-01, and the post office, if you ever, they don't like to give up zip codes. And so as we bring this property, or this property has been in, property that delivers to it is what defines the address and in this case it's 4711 so with that it's still in Radcliffe so yeah we will need this is the last one this is an introduction I need an introduction for the first year of the ordinance resale of the property look

Thank you. What time is it? Almost 6 o'clock. A couple hours ago at 4 o'clock. We celebrated a ribbon cutting, an exciting day for Radcliffe and for this community. The Friends of Hardin County Animal Shelter has officially opened the Snip Spot. It is a low-cost spay and neuter clinic. The office is in Radcliffe, and a few folks in here attended it. It is a beautiful office they've been remodeling, so many know that we have I call it a crisis, but it is an overabundance, an overpopulation of stray cats, stray dogs, feral cats as you call them. They're really unowned cats. But if you contact FOHCAS at F-O-H-C-A-S dot org, you can apply if you have some cats in your neighborhood or even if you have your own personal pets. They do ask that you qualify or that you are in need of the financial assistance to help offset what a regular vet would charge for a spay and neuter, but that they are housed in the city of Radcliffe, and I think I'm there for coming and welcoming them to Radcliffe today. That is at 2481 South Dixie. It's in the network building next to 84 Lumber. So we are excited about that grand opening for that Radcliffe organization. And also, I don't know if you were going to announce it, but this office will be closed, City Hall and the other government offices, in observance of the Juneteenth holiday this Friday. And That gives our birthday mayor an extra day to celebrate because his birthday is the 20th. So happy birthday to our Mayor JJ and to our Chief Financial Officer, James Fox.

I do want to say, you know, we spent several hours last week working on this budget. Several hours this weekend. Yes. We put a lot of thought and effort into it. You know, I have done some study and found that our budget is really lean compared to other cities our size. So I think we do a phenomenal job trying to manage the assets that we have, trying to quality employees and try and keep taxes as low as possible. So please know that When we do this budget, we take everybody into consideration. We love our employees. We love our citizens. We want to take care of everybody. And it's a challenging, daunting task to do. So just know we put a lot of thought and sweat into making that decision, whatever that decision's going to be when we have the next meeting.

And while we're not, I didn't go into details. I didn't go into detail because it's not the next one. It's our sixth year.

debt-free. We have accumulated debt in our other operations, so we're utilizing all the income.

And I'd ask Mr. Fox, our finance director, in regard to this, is that since I have been in, and I go back to Jerry and I were talking earlier, I've been here since 2006, 2007, if I'm right. Our tax base has remained the same. We have not raised taxes. that went down even though assessments went up. So as your community grows, assessments go up. So our assessments are actually The only tax that I can think of that we saw raised was the occupational tax, and that was during the time that Kentucky Retirement was really hitting the city's heart. And so other than that, because of our growth, we've seen our budget grow. As Mr. Price was reading that $19 million, I remember Jerry, and you probably do too, when he was out, $9 million, $10 million, and so on. Jerry and I tease, I won't say which mayor, because we love the mayors. We've been in here during budget time where a coffee mug was slung across this room against the wall because we were in here fighting so bad about every little nickel and dollar or so. Jerry was actually the reason that cup was thrown. But yeah, so we've worked very hard. And to Pam's comment, I was on my way back out of state, and I was on the phone with her for quite a while. going back and forth about a number on this budget, and I think we got everything figured out and worked out, but that just goes to show, you know, that we do care, and to your point, we want to make sure it's correct right before we do this.

And I do want to circle back around to something Chief Cross was talking about, and that is the firing range. You know, when we get put in these challenging situations, and especially when weapons are involved, people get nervous. I work in a banking environment, and we talk about, you know, the possibility of the worst-case situation. And, you know, you can talk about it, talk about it, talk about it, but until you're put in that situation, I mean, once that happens, your nerves get unraveled, and then you lose your mind sometimes. So I do think it's very important that we have as much opportunity as possible to have the training that's needed so that we can stay as calm as possible. So I do think that that is a great thing that we're doing. and then um july 3rd is our fireworks that's going to be at north harvard high school starting at the time i think we're opening the gates this year at seven seven last year was eight so we had so many people waiting and there'll be food trucks out there um i know that The area was so crowded by the time I got out there last month. We wound up parking in a field down the street. It was still good visibility. So if you want a good spot, you might want to get there early. Just saying.

Yeah, and I'll piggyback on that. But I do want to add one thing to what you said. That's all right, Jared, before I go to you. Hey, Chief, can you walk in here? Chief, another Chief. I see Chief Marsh, but... we added uh we're adding four new officers two on the pay plan and then two more is needed um so that's what we added in this budget and then we've added I believe two that would give nine per shift on the fire department and so if I'm and I want to say the wrong number but we're about 90 000 to have an officer uh one person who's officer on the road is that right 100 000 with part of I'm saying just his just that body benefits And the fire's a little bit cheaper next to the map after Hoosier and everything. That just goes to show you how much if you just add up just what we added there with six new people in those two departments, how much that actually adds to the budget. And obviously for safety and public safety, we've grown over the years. But most importantly, the safety of our community is a priority for the council and myself. So that just shows you how much the budget can, just one officer adds about $100,000 per to their budget.

Well, I went to Oscar to throw something. I was in between two cars, outside William Gate, where the people, the cars come from that way, from Fort Knox, and center Dixie. And I'm here, in the middle, right, there's Preston, and the car goes 180 miles that way, and another car from there, 180 miles. The gravel, right there, the gravel next to the right side, it got a lot of dust going. What was that? I got scared. No one is, there's nothing, just...

cars passed her, but they were running fast going somewhere, but I don't think that would have been, I don't know.

So fast, it was not individual. Maybe the ones that they know, you don't know they are a secret.

I don't know how you call it. Shh. Somebody blew her doors off while she was sitting there.

And Kevin, I'm going to ask Kevin. Yes. I'm going to say about the 37th that you did, because you were not here at the beginning of the day.

Yeah, you just want to stand up. I'm Kevin Russell, president of Harvard Academy and ATP. And we are hosting our Mr. and Mrs. June Teen Celebration and Soul Food Dinner on the 27th of June at the Derrick Brown Center at New Hope Missionary Baptist Church. Thank you for that opportunity. And you used to meet me smiling all the time and happy announcing something at the end of the meeting that our president of the Women's Club of Rockland, me, nephew, while she was vacationing with all the family in Puerto Rico, because her husband is Puerto Rican every year, Her nephew blew up in the house in the fire. It was a tragic accident, and thank God, wife and three kids were not there. I don't know yet because she's still there. Details, and I don't want to bother too much. I don't know what happened, but please pray for Christine when she gets back and go and visit if anybody wants to come with me. That was really, really tragic. That's all.

All right, with that, next meeting, of course, let me piggyback off of what Mr. Brooks said. Yes, we're having our annual firework show from over at July 3rd. So we've had that for many years. On July 3rd, it's at North Horton High School. So it was last year. We're planning to open up the door or the gates to let people start parking around 7. This year, we're celebrating, of course, the It's the 250th birthday of the United States, so we'll have a big show, but we're also celebrating the 70th birthday of the city of Radcliffe. And so we've spent a little bit more money to have a nice big show, and it's also, hopefully it'll be a good day. We're going to open up with North Hardin High School because of the expansion of the tennis courts. and taking up some of that green area. And so I was working with Principal Macy this morning and working with the police department, Mike Holman and them. They're working through Chief Scott. I'm working to have the grass area there by the track right there when you walk in through the gate, being able to let people sit up there and have blankets and stuff. Everybody can hang out by your cars, let all the traffic get parked, and once your lane fills up, you can get out and you can sit behind your car, tailgate, whatever you want. Firework shows should start around 10 p.m., and so we're looking forward to it. I had to tease, we do it every time, but Vine Grove is having some sort of fireworks show over there. We don't encourage anyone to go watch their fireworks. will hear this and know this and i'll get a nasty text here in a little while but i think they're having their um annual fireworks show over there it just happens to be they do theirs on first friday and the first friday of the month just happens to be on july 3rd so wish them the best and we'll work with them but we encourage everybody to be great fireworks show sport box is having a big celebration this year as well as city of ethan on the fourth so many opportunities to see fireworks here in our community and we're just happy to celebrate myself

Can you talk about fireworks? Your animals, please, and your neighbors. This is not the time to have your animals outside watching them with you. If they can escape, if they can run away, if you can just keep them in the house with some music. even animals outside, farm animals, but I'm just saying that's particularly your little puppies and your dogs and your cats. Please keep them safe because That is the time, this is one of the holidays that the shelter will fill up quickly and the most because of a lot of the stray animals because of fireworks. Obviously, your neighbors, you can check on them. But I'm glad you reminded me to say that because I know some people are already starting. We do have an ordinance. It's on our Facebook page, the city ordinance, if you want to look out for the safety of the times, when to do fireworks, when not. But please keep your animals safe so that we don't have to... be trying to locate to you after the fireworks is over. Thank you.

If you please ask the police, people are firing off fireworks a month before and a month after the trail. I wish the police would just stop them. Because we're going to too much people firing on fireworks. So it's hard to protect your pets when they're going off for two months all the time. Day, night, middle of the night.

Chief, I know Chief's back here. If you'll go back here and holler at him. You and him will talk. Because I know there's some reason, obviously, you know, before we adjourn. Some of the issues is people will call the time we get there. They're not outside anymore. And sometimes people call and say they hear it, but they don't really know where it's coming from. And then our officers may drive around and try to find it. And then sometimes we're lucky enough that we'll pull up and they're out there shooting. But I'm sure Chief will tell you about the same.

Or some of these are silent and they're going to hear it coming. So, you know, you've got to leave them silent and go get them.
