All right, thank you very much. My name is Kimberly Short. I live in the Potomac District, and I am the president of the Garrisonwood HOA, which is the community that's adjacent to the property that we're discussing right now. I want to put on record that I did send a note to the chair and the vice chair, as well as the Potomac commissioner, so that we don't have to necessarily go through everything. But I want to be put on record. It's not that we don't support the development, but we haven't spoken with the developer in some time. And when we read over the most recent proffer, there was some concerns that we want to make sure that will be honored in the proper. And so I will try to make this brief. I do thank you for the 15 minutes. But the HOA board has communicated with them. But as I stated, we have not talked to them in some time. Our immediate concerns are as follow and in no particular order of importance. The traffic pattern and speeding. The current traffic situation on N Street is already dangerous. and inadequate for current residents. And we addressed this with the developer. Uh, and as recent as April 2026, one of our board members spouse was in a terrible accident right there on in street. Uh, the spouse, uh, had some totaled their vehicle and caused some significant injury, pain and suffering. An additional 103 homes will likely end in fatalities unless road mitigation occurs prior to new residents signing. for any property. The parking situation, we noted that the developer said that they are given more than what's required, but what exactly is that? And the question becomes, are we providing disclosures to those residents that they have a limited number of spaces? Because another adjacent development or community, they tend to park in our neighborhood, and that causes significant problems and sometimes visibility issues. challenges so again that's a disclosure that needs to be put in the proper that those folks purchasing those residents will be notified that they have a limited number of space for parking uh... the stormwater management situation we expressed to the developer that flooding is a concern for adjacent residents within the gut garrison with homeowners association we requested that the developer ensure that they install or construct necessary mitigation to avoid creating a flooding outcome for those residents. We are concerned that the proffer state, that the new community HOA, I think is designated as POA in the proffer, will be responsible for managing the other ground water flows Now, being a member of an HOA, that's quite a heavy lift to think that residents are going to understand that unless there's some disclosure in the beginning letting them know that they will be held responsible for handling a stormwater facility. Typically, residents don't buy places knowing that they've got to manage an entire stormwater facility. Um, and so we are concerned that the potential outcome of this designation, um, will, will be detrimental to all of us. If this requirement is neglected. Um, we also agreed in exchange for property because the developer asked for. property that's owned by our homeowners association, that we would have access to some of the new community amenities, and that this will be noted in the community bylaws and rules. So with that being said, there are things in the proffer. It's just that some of those things were not made clear, and we hadn't decided and given them an approval. So we note that some of these things like The $15,000 was published as the cash amount for the speed bump. However, we've never been given what is the estimate for the cost of a speed bump. So $15,000 up against $100,000, as you all will note, that won't do much. So we need to understand what's the final cost of the speed bump. Will the roads be widened to accommodate additional traffic? We are not sure that, uh, okay. Uh, we know many waivers and have not been brief on the impact of those waivers. Uh, we also have not been brief on the health impact of the cell tower, uh, since it is in such close proximity. So again, we want to support the development. We just want the same level of support with, uh, ensuring that our, uh, requests are being fully satisfied and that, uh, the concerns we, we brought to bear will be addressed. With that being said, thank you for your time.

And my family and our partners own Occoquan Harbor Marina, as well as the buildings that house the Harbor Grill and the Harborview Events Center. All of these businesses are located at the end of Marina Way within walking distance of this development. Um, also within walking distance, I'm sorry to interrupt you.

Uh, also within walking distance of our business are the landing at Mason's bridge, Viridian and river gate, which are all large apartment complexes. Over the years, we have witnessed firsthand a serious and growing problem. There is simply not enough parking to serve the residents and guests of these apartment buildings. The shortage creates frustrations for the residents, of course, many of whom must pay additional fees for guaranteed parking or spend considerable time searching for available spots when they return home from work. But the impacts actually extend well beyond the apartment communities. Residents and guests frequently park illegally along Annapolis Way. They also park in nearby business parking lots, spaces that businesses depend on for customers, employees, and deliveries. At the Marina Restaurant and Event Center, we have been forced to tow vehicles belonging to apartment residents and their guests. Believe me, this is not something we want to do. It's not something that we took lightly when we started to do it. It's expensive and disruptive for the vehicle owners who have to deal with towing fees, storage charges, and transportation costs. It's also time consuming for us and our staff and can create difficult and occasionally hostile situations when people discover their vehicles are being removed. Most importantly, towing damages our community relations. I understand there's a vision for North Woodbridge as a high density walkable community with nearby employment opportunities and convenient transit options. While that may be the long term goal, it certainly is not the reality today. The fact is that most residents in North Woodbridge still depend on their vehicles every day. They drive to work, to school, to grocery stores. this item to reduce the parking of this project by 12%, where the parking ratio is already so low, it's going to do nothing but create more serious problems for our community. These consequences, of course, will fall not on the builder or developer after they leave, but on the residents that live there as well as the surrounding communities. We already have a serious parking problem in this area, and for you to approve this parking reduction is going to only make things worse in the area. I respectfully ask that the ratio not be reduced, and if a workable parking solution has not yet been identified, I urge you to defer or continue consideration of this project. Doing so will help ensure the future residents of Breeza and the existing businesses that serve this community can coexist peacefully and successfully for years to come.
