[Music] stand for the place [Music] please I plge aliance to the flag of the United States of America and to the Republic for which it stands one nation under God indivisible with liberty and justice for all morning everyone welcome to the uh pter County Board of Commissioners Tuesday February 28th 2025 meeting we'll start with the consent agenda approval of payroll January 31st and February 14th 2025 approval of claims January 30th February 6th and February 13th 2025 approval of minutes January 28th and February 7th 2025 approval of board of Finance minutes January 28th 2025 we approve the consent agenda second we have a motion for approval as well as a second all the in favor say I I I those opposed say sign motion approve thank you Melanie announcements uh we have a new director uh of the PTO County Veterans Affairs Department uh Chris mol mulchin did I pronounce that right is Chris here y can you come up here just for a [Music] second when we get familiar with the face Cas we got to blame somebody Pi out of a lineup good with that how are you this morning wonderful thank thank you welcome thank you very much could you just give us a quick back a little bit about your background absolutely yeah I've served in the United States Marine Corp and uh thank you spent 20 years in law enforcement and uh most recently I was a senior manager with carax Incorporated strong background thank you very welcome thank you so much we're here if you have any questions thank you very much for letting me come up you're welcome Commissioners we have a resolution of the Porter County Board of

Commissioners Ambulance Service uh uh Ambulance Service committee Scott can you give us a a summary so the [Music] uh this is a proposed a resolution by the Commissioners in order to form um a committee to start working on the beginning stages of the ambulance uh contract that we have here in the county for ambulance service uh for most or for most of all unincorporated and some Incorporated the committee would be comined excuse me of two count two council members one commissioner uh the Commissioners could appoint one additional member with knowledge and ambulance and Ence negotiation um and then the council have one additional uh that they can appoint as well the initial question will be the appropriate path for the county to begin uh when dealing with the potential renewal of the ambulance contract and whether or not that should be an RFP Clos vid or we should be get negotiation that would be the beginning process that that commit would be um dealt to deal with and come back to the Commissioners with recomendation I move that we approve the resolution to form an ambulance uh service committee second we have a motion as well as a second for approval all those in favor say I I those oppos same sign motion approved before we move on can I just recommend that we open up our position for applications and I would recommend that the deadline for those applications be in by the Thursday before our next commissioner's meeting

so we have a chance to review them and the council do as well yes than good good point okay Northwest uh Indiana Regional Development Authority uh Sher [Music] Z [Music] morning I take we have what we have Sher sit at the table and anybody else setation well uh gentlemen uh because of the we've had to add some additional U items onto our our uh agenda this morning we're not going to have time for the presentation sure uh but we are very much looking forward to talking with uh M Zeller turn up thank [Music] you thank you good morning Sherry good morning commissioner how are we doing good with you all uh the Commissioners uh you know it's my understanding we we've been we've been um um participating in the in the uh the uh RDA since 2007 and um and uh it has been brought to my attention that the RDA has not presented in front of the Board of Commissioners or the County Council since that time as uh um you know giving us you know giving us an update on what what progresses are being made what is what is the ROI on our investment that we've invested since joining the r RDA uh

nearly $60 million here at Pony and wanted to know you know we want to know what our ouri is cuz we we get asked that and I've had this private conversation with you that and it's one of the reasons we made a change in our in our appointment and there's going to be more changes um coming from uh us as well in our appointments um that you know we're not you know the only information that we getting from you is if we reach out to you or is if or if we get on your website which is somewhat vague um but why don't you why don't you start out sharing and tell us what what you all been up to in the last 24 36 months can I can I just ask is Mr bco here uh he is not the chairman of our board Don was unable to make it today he he was unable to make it today okay well maybe when you come back to do the presentation we'll want to do it when he can make it I didn't put the request in but he he did ask that uh I do the presentation for the organization so I think we had questions for both the board president as well as you come back that I can defitely and and Sher please let him know that that coming from our board that I think it's only appropriate but certainly professional so when we offer a an invite that we get at least some kind of response even if it's sorry I can't make it he did not respond at all okay I will relay that message and I I apologize when I responded to the invite I had already spoke with our chairman and he asked that myself as shelter from policy analytics do the presentation today but I will I Mr Shel What were what was your I'm sorry what was your what was what were you compensating what was your company

compensated by the RDA last year uh we did uh about I don't know the total but it was about uh 25,000 20 to $25,000 a month so under 300,000 for both Financial advisory services and for doing the comprehens of strategic plan which is one of the things we were going to present to you and Sher it's it's my understanding that that you have your your intentions your board's attention or intention is to to bring it in a CFO we have had two and hires commissioner Vick and those two positions were filled in December of 2024 so we have an economic development director uh AJ fitner and then we have a controller not not quite CFO but controller and we brought her on also in December so her name ising yeah I'm kind of I'm kind of perplexed as to why I mean you all you all been you all been in operation since 2007 um and the monies you know you know being paid out by Lake County and Porter County have not changed since that time why the need for a controller at this point the the need for both of those positions is because uh with the roil projects those are winding down uh but what isn't winding down what's actually ramping up is the development in our Transit development Sy our tdgs that we are installing and they're becoming online all throughout l b County uh Lorton St Joe also so those those Transit development districts they operate much like TI districts and that

revenue is already starting to um approve and the RDA manages those dollars for Lake and pora counties and then the other two counties is the Redevelopment commission that manage those dollar so as those flow of funds come in we uh we needed uh more um uh positions to be filled to help manage those those funds to come so so the the controller position is going to manage those dollars coming in and then the economic development director that position is to manage and oversee the development that's going to be occurring uh and it's already occurring in the transit development district and um you know that's anything from working with the developers working with our communities trying to understand the um the development that our communities want to see uh understanding their Vision establishing that boundary we already have we have three boundaries that we're establishing uh uh yet this year um p and Bly Shores it's the next one that we've been working a lot with and I'm very interested in in your comments as well we've been working with both of the town councils there what sort the development that they would like to see how they would like to use their increment um they would like to connect to the Sewer in machine city which makes a lot of sense for them uh to really have any sort of good chance for Quality development there so so with all of that and the 13 Transit development districts that we are working with uh and they all get the chance to expand up to one time so there there's a lot of development underway and currently right now without even a penny of the transit development District dollar even being spent we're looking at $700 million in development and that's mostly hamon buer in mchine city but there's lots of opportunity that we see for Porter County as well with that development so so I hope I

answered your question as to justifying the need for those two positions well why would we just let those like I know shows of T why they and they have Economic Development why wouldn't we just let the individual municipalities do that to SL down Destiny why I I'm just trying to understand why now it has to be filtered through another organization which is another layer of bureaucracy and I'm just curious as to how that makes sense sir as well the way that the statute is uh is written that the RDA would manage those dollars on behalf of the communities and Lon B County and we would offer those services to help with you know helping with the capital St helping them think through the type of development that um could come their way be more proactive with the development that so it's really collaboration and it's really a partnership and that's the value that we can we bring to the development process in our yeah Sher I I have the same same concern that commissioner R obviously has and that is uh first of all we have you know between the two counties I I think it's safe to say we there's probably two dozen Redevelopment commissions uh in the two counties that are up and running uh that are uh I would think absolutely capable of doing that as well I was not aware I was aware of the tdds coming in but I wasn't aware that it was going to be the RDA capturing the money and dictating where the money is how the money is going to be spent so that's kind of news to me because now I can add that to the $3.5 billion that our taxpayers are already paying that you're you're going to you're going to get some some additional funds out of them as well I may have mpoke and I apologize uh we the RDA we do not determine what

development occurs so so ideally what would happen is when there a developer or development that our cities in towns are interested in they have that conversation with with the developer so if the developer calls the RG then our policy that you know thank you for letting us know but please go and work with your with your city and town if the if our uh Community is interested in pursuing that development then that's when we asked that they would contact the RDA and then we would work with them through the project uh we would run all the numbers and that's what policy analytics would be helpful with we work with kp& also and then we would help our communities really position them more in the driver's seat think okay here's how you would assum less so let's look at it from this perspective and we would help them with the capital stack and if they were interested in using their tdt increment which they do not have to do but if they were interested in using that to offset the cost that's where the RG would come in so we would do our financial analysis we would provide the oversight there uh but I I apologize if I if I miss Boer gave the impression that we picked the development we we don't but we do work with our cities and towns let them know what the highest and best use of their land is and that is how we that's how we chose the volunteering yeah I understand that but we also have Chambers and we also have other organiz ations that that are doing the same thing currectly I don't understand the if they're if they're again if they're deciding that I'm still trying to understand what that position is for an economic development director when all the palities I'm sure everybody in those TD they have they have staff they have people that are doing that so I'm just curious as to why the RBA then needs to add to that person right and and we're actually hearing that our cities and towns are like in capacity when it comes

to the economic development so this is uh a way to add capacity and a way for us to uh work with our communities on the development that they we've been working with our communities for I ever since really 2017 when the legislation passed for the transit development District but even before then to help them get ready for the training projects because we had last we and we had double track and we knew that these like these projects were likely to come to fruition in 2015 so we're talking about a decade plus that we've been working with our communities a lot of our communities well all of them in fact were at varing stages I planning for for Rail and quite honestly a lot of them have not had their plans updated to accommodate for rail comeing into their community so that was what the RGA we focused a lot of our efforts knowing that the rail projects were going to get funded and we wanted to make sure that our communities were ready for that development and I'm sure glad that we did do that because the developers have not waiting for the rail project to finish and that's a good thing and what also was a good benefit of our work with them is our communities were um Prim to um understand what kind of development that they would like to see so those are the deps of work that the RDA has done with our communities throughout the years and now that development is actually occurring we want to make sure that you know when the developer comes in you know and this isn't a knock out developers but they you know they want to assume as as least amount of risk as possible so what the transit development dist with those dollars do is it really helps to offset that and it really helps for our communities to be more in the driver's seat and have a real feed at the negotiation table saying okay well we understand that this is the capital stack that's been presented to us but what the RDA can do is say hey let's let's take a step back and let's look at this because there are some areas here

where you don't have to exume that risk so I understand what you're saying that the towns our communities uh they already have that on staff but we also we we bring that level of expertise and the state has charged us with um you know not only oversight Financial oversight of the rail projects but also to deliver that Roi that return on investment that was promised back to the state that doesn't necessarily come from the rail investment although very large investment but that Roi really comes from the development from the transit development District so we have promise to state that we would experience uh $2.7 billion in development so given that the RDA was given that high level of responsibility uh I do think that it's it's um our responsibility to have our staff have the expertise on our staff too now you mentioned St Joe K that's not really within your um jurisdiction correct leard and St Joe County are not pain members of the of the North with Indiana Regional Development Authority through the double track project we have been able to uh work with them they're they're what we call Cash participants for the double track project so any of our cities and towns that have a train station or Transit communities the uh statute does allow the RDA to create a Transit development District so we've been able to work in U Michigan City specifically and sou and what kind of compensation have you received from them they are not paying numers of now you see why we might have a problem with that what is your total compensation my annual salary um it is about 185 we're paying you $185,000 dollarars to go over there and work in another County with another uh municipality and they're not paying you they're not paying anything towards your

toward your uh your your your salary or benefits they are not pay MERS they are not well they're not paying at all I don't know what member they are of but they're not a member of the RDA cor so you see did you or your board see anything wrong with that this is the way that the statute is written that the transit development districts are eligible to be installed in our Transit community so Michigan City as part of the double check project and South Bend as the end of the line there are eligible to have Transit development District so we worked to establish their Transit development District but at this point they are collecting that revenue and we do not manage that for them and they're and they're not and you're not receiving any what we are receiving from communities outside of lake and Porter County is that return on investment number that when we worked with the state you get the rail funding for West Lake and double track that return on investment number so you're not receiving any kind of payment from from the city of M uh Michigan City Lort County or St Joe County or any municipalities within either of the counties uh on an annual or quarterly basis or monthly basis per Mr and that that is a that is a serious problem with us a serious problem we've invested in you we've invested in that board for the better part of what 17 years we we our taxpayers have given uh $59,500 th000 since then and you're and and you're told to go over there and uh I'm not pointing the finger directly at you the person who I have pointed at that is in set next to you Mr fesco cuz I know you you you answer to that board and you go where you're told

to go there's a problem with that and I and I'm going to have our attorney look to see if there's something we can do about that it isn't right it isn't right at all I'm not even blaming the city of Michigan cityor or St Joe County if you don't know you know if we're going to get it free why not why not I do have a question an additional question com to that so the funding for the double track that came from Lake County it came from por County it came came from State homes and it came from federal homes correct so our taxpayers in Porter County actually paid three times because they pay federal taxes they pay state taxes and they pay order coming taxes and I'm trying to understand if you can explain what the benefit is to pter County and can you talk about the ridership Trends on that on that system are are they stable are they going down are they going up and is that are you are you projected even ke of benefit from doing the double tracking are you seeing anything at this point in time so sorry so so the double check project it is is $643 million investment and you were right with with the funding the only thing I would add to that is ort and St joke they were also cash participants so those those dollars did not FL so that that makes us um the investment and that so that project came online Revenue Service came online last year may of 20124 and what it does is essentially double track offers faster more reliable more efficient more frequent service and what it really does

though is it opens up the possibility for new development along the lines so um the it actually runs all across Northern por County and it does include significant to the Portage a and doom station so back to the conversation that we were having with the development the the kind of the third part that the legislature saw was okay there's funding for Westlake there's funding for double track and those projects in and of themselves are really good they're creating a lot of construction jobs but the third leg of the school the missing part was okay but what can we do for development because we've all heard this the Train's been around for a very long time a century plus but there's really been no way to incentivize and promot the development so through the wisdom of the legislature they created that third L of the schol which is the sh of development District so that's our chance that's our shot of getting that quality development into our community so we've already worked with foron dun we've already worked with the town of pter their Transit development districts are online we are in very deep conversations with them on the types of development that they want to be specially ported the one that we're working on right now is um like I mentioned earlier Beverly Shores the town of P they to connect into that sewer with uh to Michigan City which makes a lot of sense and it really is their chance to open up uh any sort of real possibility for significant development so absent those Transit development districts uh we would we would likely still see a lack of of development or quality development at that uh within Pam has the RDA had any sub bilateral meetings with Port Authorities I'm sorry the Port Authorities Port Authorities in Birds har no no not going work okay well all right uh what Shoreline development has been completed

or is in or is currently under uh study or or consideration for Shoreline development for the RDA as you pointed out earlier commissioner B we've been around for about 20 years so the first 10 years we focused a lot on the shoreline project so that's part of our mandate in the legislation it's very clear what we were to focus on it's Shoreline restoration um it's um uh airport development and it's rail transportation and bus transportation those those are the four areas that we're to focus on so I would say the first 10 years we have made um I think it's $146 million investment just through our fund that not including um the followon costs and and um the other dollars that made up being investment so $146 million so um we have finished gosh uh eight shwi projects so I know that uh Tom Porter and that we're currently working on and then we have um pish L front Riverwalk which was actually one of our first projects that we finished um that was very early on so so um I might beov one or two but in terms of ones that are still open I think is might be your question so we are still working with this the Tom reporter on the remaining Grand dollar uh we're working with um you you just mentioned you just listed the the types of projects could you go through those again the RDA is to to fund uh sure so when we were created in 2006 by the Indiana and general assembly the assembly assigned us four areas that we're to focus on so it's Shoreline restoration and uh that coincides directly with the Marat plan that was authored by then Congressman Peter JY uh so we have um chackel and funded uh I want to say 55 miles of Shoreline throughout Lake Porter County with uh

with a shine project and then airport development so that would be the G Chicago International Airport and it also would be the porter countyal airport uh which we also do have a grant with Porter County Airport you and uh it's a Rail Project as we've talked a lot about today and it's also on B transportation project can we can we just Che about the first I'm not done with my question oh I'm sorry that's all right thank you then explain to me why the RDA what did you what what sizable amount of money did you Lo the city of East Chicago to build a senior center did we loan the city of Chicago to build aor Center I'm going to have to my colleague I'm not aware I don't remember how much that it was not a loan it was a grant it was a grant and I don't remember the size of that I don't think I do it was $600,000 and some change question is is is a project like that in you know where does that where do you plug that in in any of the the projects that you just listed the RDA was to be involved in if if you was so I'm trying to uh uh go on the that here on which which project that was is that the shoreline project that we've issued the you loan money to the city of East Chicago for a uh to build a senior apartment complex or Center of some type if I may if I that's the brownfields we have a a brownfields revolving Loan Fund uh could you could you could you give us your name real quick sure I'm Dave mman I'm the director of communications for the RDA otherwise we don't get on the M sure no problem um we have a Brownfield for evolving Loan Fund that was funded by the Environmental Protection Agency some years ago uh that $600,000 came out of the brownfields revolving Loan Fund

that's in the process of being paid back now um I believe they pay back 400,000 for that and have 200,000 remaining the next year so the RDA manages that fund yes is it's St corre wrong but that's in partnership with uh nury and the Forum and the RDA so I'm yeah I apologized earlier when when I thought that that would U be quite a stretch to have that in the scope of a shelin project so what projects are initiatives that you have going on right now in Porter County uh projects that we have going on right now in Porter County are the well I mean the double track project that uh finished last year but still uh some punch list items are are um being managed right now Theo Transit development District which I've not mentioned but we are working with the the city of Al though to establish their Transit development District as you'll recall from a previous session a year or two ago uh the uh Transit Center at jary that is now eligible uh to create a Transit development district there so he has been working with the city of Alo uh the transit development District in pish um OD dun did either one of the Cities actually receive funds from the RDA did they receive do they receive any funds from the RDA toward those particular projects that you just mentioned toward the development project yes uh the we we're laying the foundation right now so this is uh this is the process so right now we've laid the foundation to create the district yeah I'm sorry it's administrative your it's administrative Health that your assistants you're giving to that at this point it's not funding it's not funding and uh there actually is very little funding to uh to use towards development at this point if you'd like an explanation I can refer to my colleague bill sheldrick on how the

dollars appr and what the base here is they are appr but right now uh just how the legislation was created they're not acing um they they are appr but uh there's very very little balances in there that we wouldn't really be able to do much with those those were over time yeah we keep going back to those tdds and I'm just I really I'm stunned that any of the municipalities agreed to let you all hold the funds that are collected out of those those districts I I I don't know I I I see nothing I hear nothing that tells me you're better prepared to do that than their than their Redevelopment commissions I I don't get it I I just don't but there's a lot about this organization that I don't get you know I I don't get that you know basically a gun was put to our head you Wen around and I'm not blaming any of you you can blame me that's that uh to have to join it and to join it we we had to double the amount of income taxes that we charg to our residents I hear today that the investment we've made in you and as well as that organization is now floating across county lines to giving some of that expertise advice for nothing I and I and and for the life of me I can't I can't figure out why the state of Indiana and that's what you are you're just an arm of the state of Indiana uh that we were having to pay for but why they're allowing you to do that I'm still trying to understand what dollars could actually spense in Porter County what has so if it's true that we have put in 595 million to5 million of return I mean where where is the money being spent I where in pter county is it mean do we have any return on investment has even

pen Lon spent sure yeah and and thank you for that question and I know that when um specifically that letter came from you commissioner that you did ask how much investment has made in for County so on the presentation we have we have some Le behind here so so we have more than $47 million that the RGA has invested in Porter County um or directly impacting the county through grance and that that is not including the Rail Project certainly not including le as know that's Lake County but it's also that's not including the double check project either so those are those are direct grants made to Porter County uh in projects so as an example just a couple of examples if I have to do inher so we have uh additional passengers cars for Nix that was 175 million on our part I'm sorry you're counting that as an investment in or directly directly impact directly yeah that's interesting and and I sit on that board of directors for 12 years on the Southshore so but I would that is that is at the very least of stretch I think I'm going to chological order cityel Chicago Das 6 and5 million cityel those us 1.8 million um and then for Shoreline restoration Portage Northshore with a 92 million gateway to the dunes 3.9 million uh another gateway to the dunes 1.8 8 million uh page North short Lakefront 26 acre acquisition 350,000 uh we did we used to have a deal closing program uh we helped to bring in monosol for 1.57 million we helped to bring in P Industries for 1.4 million we have challenge grants uh we have count there's a

$200,000 Grant there we have Al liist station 200,000 Tom Pine 16,000 Burns Harbor 50,000 Porter County Airport 317,000 um and then a storm water Branch to the city of Alo $20,000 and that not double in your your county you say you help bring in pred Industries monol and who else those are the two that I have on my list for quter count but there's a lot of people taking credit for that the are we made an investment we worked with Indiana Economic Development Corporation to help fund those to get those uh two major employer to qu County I don't know who what you're doing the job of the for isn't that the responsibility of the Forum that program no longer exists our um our GE closing that was so you're not doing that anymore no we are not doing that anymore but we did do that program for six seven years back in uh I'm guessing so I I could be corrected but I want to say between 2010 and 2015 is my is my guest there so we were able to bring in uh just Insurance of Porter County those those two projects and I I can't speculate on the job of the form I know that they've receiv received R dollars uh that may have been something that just recently because they've been working on the right dollar postco we're talking you know preo at this point if if the the board would allow I'd like to open up any more question I just want to go back to the POR County Airport um and the process that they had go through to get a grant from you I know right now that they really need to do some Renovations over there do they have the ability

right now I know they're looking for like $3 to5 million to do some expansion over there they have a desperate need they have a huge waiting list for hangers that sort of thing what would that Pro St for them to get some funding so that we can kind of get back up to um at least another negative so um two parts to that uh to that question so so there are some hours remaining in their Grant we're in conversation with um Mr cuer and uh so we're trying to understand exactly where their needs are and I know that they may be raing for some federal funds so there's some opportunity there one thing we haven't had a chance to talk about today was the new comprehensive strategic plan which I know in the request letter for the presentation you wanted us to touch on we continue to leave behind and happy have followup conversation uh in there we really are focusing a lot on the Porter County airport so uh I think that there's plenty of opportunities so exactly what you said there are things that we are looking to help them expand and we've already done some preliminary studies with the airport we find it to be uh hugely beneficial to to the county and to the state and that's one of main projects of the comprehensive strategic plan so of the six you know kind of Big Ideas that we didn't get into today that that was one that we were excited to talk about again can I know you're for short on time here happy to have a longer conversation about that particular project but that is um that is on our list uh and we're currently out talking to folks such as yourself Lo officials stakeholders about opportunities within the airport and others within within border of County as well we would love to have some sort of dialogue because I know this is the very first time I've ever met you I've never had any opportunity to meet with anybody on the RDA and I didn't even know how to get in touch with anyone so it would be really nice if we could have more of an

opportunity to have input and to have our um you know our needs and and what we're seeing as our high priorities in this County I could more commissioner you are a paint member of uh to the RDA and uh commissioner B had had mentioned this at the beginning so uh you know we there yes there was a breakdown in communication and I take I take ownership of that I've been a CEO for for 3 years and uh this is something that um you know should should not have happened the way that it did so the meeting that we have with commissioner BS and um councilman Redstone that was you know kind of beginning of hey there's a you know there there's a problem here and as a deliverable as a result of that meeting which I thought was a positive meeting that we're moving you know we're moving towards was to have increased communication and we did offer and we wrote your letter so you had it in any time that you want us to update you we are more than happy to and I know that you have an appointment to the uh RDA board and uh happy happy to work with him happy to work through him every uh appointed Authority has a preference on how they communicate with the RDA nonetheless though that not withstanding uh sharing what I heard at that last meeting and hearing today uh you have you have my word on Minimate as a priority to to continue with uh what we're doing and uh you may not you may not like everything that that we're doing that's okay but I'm I'm interested in opening up this dialogue to see to see what we can agree on to see what we can work on and I do appreciate this opportunity yeah I I know you do um but it's it's going to be it's going to be and this is what you need to be bring back to your board it's going to be a little little difficult to communicate with you if the board president is not
