Council we got a third Memo from Elizabeth Brandis the notice of introduction of ordinance number 22025 nor of the burrow of Bloomdale in county of Pake state of New Jersey amending chapter 92 zoning code of the borrow Bloomdale and finally the Riverdale permit application for MOSI Engineering Associates that was the correspondence and now we go to the executive director's report Mr Glenn thank you Mr chairman um I've had several meetings with John Abdul ham at uh 223 WQ Avenue fol about his construction schedule and potential changes that may require coming back to this board mostly are um facade related and design related in nature um he's a amending his uh conceptuals and will meet with me again to see what's necessitated in order for him to come in um I've had several meetings with outside developers brought them into the burrow walk them through the downtown in an effort to try and stimulate some interest um I'm pleased to say that uh one of them is actually meeting with Mr vasin who I met with today at 4:00 regarding a potential followup to his previous um interest developing his site at 200 WQ Avenue and finally um I continue to work on the sujan property 61q Avenue along with uh Mr Corelli regarding the pilot and some of the other Redevelopment ordinance changes that are necessitated um the last thing I need to report is we had a scheduled meeting today with the MUA to kind of try and determine ultimately what our our our number of connections are left in and how we could proceed in terms of both Redevelopment and what the future looks like here unfortunately it was scheduled
because of weather and I anticipated being rescheduled next Thursday so I will report back subsequent to that meeting with the mayor and Mr Carelli yeah the last figure I heard was 150 right that's a bullar figure so that's floating out there yeah that's that's the only number we'll find out soon enough I think that's an important step because you know I think it determines the long-term fate of of you know what we're doing excellent report thank you very much and I just want to remind everybody when it comes to the MUA right they're an indep you all know they're an independent organization so we don't really have any say or or or title of what they do over there so if they come back and say it's 10 or a thousand that's really what we have to go by we don't have any other so that's a good point let me ask you a question so I assume the council passes whatever they need to pass following up our actions if necessitated they file for a building permit and those connections go back to the MUA because some of the projects we passed already they're in the pipeline but they haven't gotten those numbers so what the way I understand it just by talking to people in the MUA anything that's in the pipeline has already been encounted into their numbers uh anything moving forward uh is not in the number so when they give us a number of that 150 floating around number that's anything that's not in the pipeline already okay so anything that that's anything that has come before the board was on and I should again just reminded you guys all know this it's up to the developer to reach out to the Nua to set up all these parameters to do what they have to do none of that coach you us the town to ask hey what's the setb one of numbers how much do it cost that's all Deals they work and hopefully they do that first before they get further on in the project we don't want them to start a project and then the ma says oh it's going to cost you $47,000 from the hookups I don't have that money so they should be doing that first hope okay so we're fairly confident that still
around 150 even though like we have 61q and some of those other projects yeah those numbers yeah that's the number to thr we talked about this previously that's a key piece here this Bo can be dis band it in a couple of months come on so is the run out of water you only serve half your tenure is the understanding that that 150 would be like per apartment think it's per it's per per occupancy yeah so I think it depends on the units right because they they would get the plant would get an allocation for how many let's say gallonage right it's not gallonage but they would get a flow capacity that's approved by DP by NJ DP right and then each building would have its own flow so if you had a large enough building there would be one more there could be one more building you know what I mean right it's not 150 hookups it's it's the equivalent of 150 hookups well yeah you would know what is GP it's it's it's scdu or something like scdu which is like equivalent yeah they're like equivalent draining achievements so a certain side if you had like an industrial building right there's a calculation based on square footage and and all that it's a valid coin so it's not just straight number hups I mean we got a big up building and made everything up in one shot so you just have to understand from them what their allocations are and I think it's a very valid but on the other side of that when I understand the again just speak to them for example if someone's redoing a house it's not really changing the flow too much on that 150 number if that's the number we're using because it's a house it's more redevelop and new buildings that are being put up more than Residential Properties being built right and as you redevelop you're going to take credit for whatever's already there too right they should so I I think it's an important meeting it was like you said it was scheduled today the snow
canel it they did hire a firm to figure figure out this so they're not just picking numbers out of the air somebody told them this and I think that's what we want to find out about so the bottom line is it's up to the developer to talk to the MUA they before to even come to us really they should really just to make sure they're in the right ballark right but I think it would be good for our board to understand what's left oh yeah as especially for you as you're as you're talking to developers that tail the whole ball game I want to bring that information back because I I don't know it that was a whole intent of set trying to find out excellent report all right we have no conceptual presentations tonight we have no formal presentations tonight we do have a resolution in the past Washington building 125 WQ Avenue block 3101 Lot 4 and five in the dr1 zone I think we all got a copy of this previously yep I can explain it real quick we had them before um this is the Washington building you know they were here many times over the course of several years um this is um they're gonna have they're you know putting six no I'm sorry eight um uh residential units on the second floor first floor still has the six commercial units and a little bit of in the basement um they and they really going to be a real good facade building up the top um and a few other things that they talked about recessing the doors they had that done um and they do not need any changes to the Redevelopment plan it's uh it is a uh conforming plan they do not need a pilot they're not looking for a tax exemption or any break on their taxes um so they're just going forward they do have we put in a contribution toward the executive director same as we did the other ones an approximate amount per unit about $200 per unit um and they're going to have to have a developers agreement with pton Lakes about you know staging things on construction and uh noise and that
type of stuff but other than that they want to get going and it's really just that you're happy with it moving for with that Pro that's what that's what's before you thank you very much have a may I have a motion to approve this resolution may I just ask a question first from um I if I don't if I if I'm not mistaken didn't we have a conversation about um bathrooms or something in in that and I I missed 200 I mean uh December 19th wasn't there wasn't there um thought there was a compliance with bathrooms and no there was a question about bathrooms while they were working if they were going to be open okay and I think they said they would keep them open while they were working were we going to have them redo them so they were compliant with the when their when their leases rent out and they get new tenants then they were going to be doing that oh is that is that it's not going to be I think that's why I that's okay all right I just wanted because yep that's in the okay all two two questions on the agreement uh the escrow amounts when do like when do those actually get filled in I saw there were blanks in there for escrow uh it's going to get filled in t tomorrow when I okay so that is that's still to be determined it's going to be 10,000 like plus but I apolog that no no that that's fine I S that off to their attorney and we would already have been bailing with our engineer and our professionals on it right so there's probably already a bill yeah they have they've had an escrow oh they have had they es meeting up to this and they're they're I believe they they're car I'm this you then there's every redeveloper has like an interim cost agreement that's place until they get a Redevelopment agreement and then it kind of carries over and if they had any left over in that esro it tends to be part of that $10,000 and they just have to then reup it's just a an escrow that's now it's kind of reestablished yeah okay and then Exhibit C existing members that's just their membership that's their ownership okay yeah this not going to be finally signed we get that and I'll p on
the number okay any additional questions I have a motion to accept resolution for Washington for the Washington building can Ross second I'll second Abby no that oh oh no you got to do the roll call yes okay um this is where kimberland was not present so does no it's still V does matter it's not finding got it okay Mr Quigley yes uh M Miss noac yes uh Mr uh Ross yes Mr kimberland yes Mr sinki uh present and councilman venon yes thank you so moved uh any new business I just want to remind um group that we are putting together our planner a a group of uh a couple members from this board a couple members from planning board a couple members from Council to get designed standards that we had talked about initially uh to kind of have a um a vision of which way we want to move with Redevelopment everything kind of looks the same as we move forward so we hired our planner Kristen who you know comes here to take that on and when we get closer we'll be having meetings to input what we want to see what she's telling me is it's really not going to change the variances in height and setbacks but we're looking for design standards basically how we want to see the the pro the buildings move forward kind of looking the same not they don't have to be cookie cutter the same no but an idea of the same so I just want to make you aware we are doing we had put it off last year we had talked about it last year we found funding this year so we're doing it this and can I ask a question how about um we are it seems to me that we are approving a lot of um Redevelopment that um requires variances and when I looked at
I think it was the two uh 2017 reevaluation of the master plan it did warn us not to get into that and that we should relook at you know where where what do we want to do what how do we want to change that overall VIs um so there's a separate ask by the planning board to to do a reval of our a master plan so we're in the process of because it's very expensive you can do what they call a quick change which is just amendments to make a change but we've done that a couple times so when a builder goes in there's numerous amendments sometimes he has to look through and it makes it difficult to figure out what it is so she's deciding that we might have to go for a full uh master plan reow which is expensive so I don't know if it's going to happen this year but it would probably happen okay any other discussion okay um no executive session tonight I'd like to open up for a public discussion any members of the public wish to address this board Mr hon your name and address please councilman I should say well it's difficult for me to know my position now just learn um Randy hit 443 mon Ira um at the last council meeting Miss Novak came to us about the redesigned standards of New Providence is that the yeah I just found out on the web me and the love of my life took a ride oh and went to New Providence had dinner and um and the town is a pretty goodlook town you know um the standard of the buildings um all looks very nice so I just wanted to bring that to you that uh we went and check that out on the Washington an urban renewal building there was talk of offices in the basement is that still part of the plan um there's there was part um it's going to stay the same where there was
uh and it's in the plans part was storage other part was actual commercial use that was in that basement and that will remain the same I think it was part of one of the units was upstairs but you allow they were allowed to operate in part of it and I don't have the exact but that's going to stay the same the way they were operating before is going to stay the same all right so they're not adding any more off they're not they're not yeah they're not adding more space that will be a part of the operations there is a there is a part of the basement that is part of operations one of the upstairs tenant the other stuff is storage but it it's not going to change that will still be permitted okay all right thank you that's my questions thank you okay seeing no other questions I close the public session motion to adj need a motion to close the public uh I need a motion for what close the public session motion Mo okay just keeping your honest Ken and Abby we need to vote on it oh we need to vote on it we need to vote all in favor of closing the public session Ive that everyone will agree okay uh usually better better all right any anything else just final thoughts are once again I want to thank Mr Silverstein for his many years of service yes he's a champion our books and uh we miss you Andy motion to adjourn motion second I'll second it so moved hold the fa I got a hammer I'm going to use it all I can say is should have never given you a that was yours right
