I'll go ahead and call tonight's council meeting for August 31st, 2026 to order. I'll offer a quick prayer. Lord, we thank you for your counsel here today. We thank you for your wisdom on settling and handling all city business. In Jesus' name, amen. And if I can get a motion to approve the consent agenda.

Okay, so I'm here today to talk to the council. Christina Flores, 105 West 13th, in town. Okay, so the morale in town is not good. I'm sure everybody feels it, and I'm sure you guys feel tension as well. So Pleasanton Days is in a month, and it's October 3rd and 4th. And I think the best way that we can get the morale to raise a little bit is if we can get you guys to join in the parade and to join during Pleasanton Days, whether you guys want to sponsor an event like a hula hoop contest or something, or just walk around and talk with the people. I know that's asking a lot. So I know you guys have also been having the firing squad come at you too. So I get that. But I think it would really, really help. the town is if you guys were out with the community. You guys can do one joint float. You guys could do floats with your families. Just something to get out there and show support. Also, the museum has costumes and stuff that you guys can wear if you want to wear them. That's up for you guys as well. The morale's not good. And I will tell you, I've told several people I was going to come and talk to you guys and try to get you guys to do it. And all I ever hear is good luck. You know, they're not going to want to do it. So I just ask that you guys help me prove them wrong and go out there and show how much you do love this town and the reason that you did come up for city council. So Rose is doing the parade and then me and Teresa are doing vendors. And then again, just come and show your support.

We have water pumps next. I don't see anyone here on that yet. I know they're still trying to make sure they get the best of what they need put together on that. I do know we've been trying to post some updates on Facebook and so forth when we have those. For the water pumps, I know that through the flush outs, they've increased our flow rate a little better than 20%. But we had, we're feeling 300 pounds per minute on the temporary pump that we have out there, which is really good. And I heard that they were looking more towards a particular type of pump to make sure that the sediment doesn't build up or gulk within that. Have you heard anything more than that, sir? I mean, Alex, Alex, we have another controversial.

So from like Monday last week, we was looking at some pumps and then after friday we have like figured out that we don't have to go too big because right now we was pushing like with the backup pump we was at 150 psi at the flow rate of right about 310 uh and with our pump at the lake after we shut the timber down we was pushing them right about 50 psi making about one 45 gallons per minute which we was pushing right about 70 psi like with our old pumps and only making about 115 gallons per minute so and with all the sludge we're getting out where you're making progress but we're moving forward uh we're just trying to get the cost down like on the pumps and that's probably what you need to make sure i was looking for my pictures that i took that night

So that's a good thing.

I'll take a small detour with that since kind of people just heard the question a little bit online so forth. Councilman Stark was asking if it was a coma violation for everybody to be at General Pleasanton days. And I was just telling him that as long as we announce that everyone's going to be there, that no business is going to be discussed or taken, then that would be appropriate. Is that?

That's correct. It's generally okay for even all of you to be together. It's something as long as there's no business transacted. But it's always a good idea to go ahead and notice it anyway just in case three or more of you the public wonders. I would, however, ask you to avoid, in a group, discussing the city business. Certainly it's okay for members of the public to come to you and talk to you individually and address you about city business, or their concerns about it at least, but just be mindful that three or more of you acting together can be a meeting, so we need to be very careful about that.

Well, the reason I asked, if Flores said something about a flood or something like that with Council Member Connors, the reason I asked I know Coma frowned on having a group of three together as one. I didn't know if there was a difference.

The real trick is that doing business. The thing is, if you're all together and nobody can hear what you're saying, someone could infer that you were talking about city business. But if you've already noticed it, and say you're all together on a float, as long as you're not doing city business, about things then you should be okay that's why i would just i would avoid it unless you have to if there are people around certainly then it's okay for you to be seen that way as long as you're not doing city business thank you sir making a motion for a 10-minute executive session for attorney client privilege potential litigation to include the deputy city clerk and the attorney

Executive session ended. Resuming normal meeting. No action taken. City Clerk. In respect to the City Clerk, we had appointed someone to be City Clerk. She respectfully declined as too much time had passed and she already took another position somewhere. So we are still without a city clerk on that. I know that the citizens have mentioned a lot of different things in respect to the city clerk position. I know the city clerk position is a complicated position itself in many aspects. So, I mean, I have been trying really hard for all of us to work together on city clerk wise and so forth. I think this council has seen all the applications and everything that has come in for City Clerk and even with the initiation of the passing of the $22,500 expenditure for City Clerk we were looking at not even having any applications until the end of November going that route with everything and that leaves us still in the same position and predicament we're in now if I can appoint a city clerk and allow them to touch base with other city clerks in the area, get the training that they need, and so forth. I believe that that training and everything can be done far before November within everything itself. I know that when we start talking about city clerk, every council member has their own idea, their own concept of what city clerk is, and everything else.

So you're telling me that we have seen all applications that have came through for city court or for city administration?

Yes.

And we have somebody that has applied and has 20 years experience and that you are not going to appoint that person because, just because?

Because I believe the citizens of this city would not want me to.

And I think you're wrong. You need to tell me why you think the citizens do not want you to appoint that person. Because that person can come back and help us. Because that person knows the job. So I think you are doing very wrong by not appointing the person that has 20.

I also think that you're doing very wrong because you're not applying the same concept and principles to every person. Because it was even suggested that Becky Hegwald helped in something, and your statement was, well, she left. Well, if the person was here and left, then what is the problem? Why not apply the same concepts to all people?

Okay, so we're not going to get into arguments or anything, but I do believe that we need to move forward with proper training and so forth within everything. So I'm just going to go ahead, and we've had several citizens request this too. I'm appointing Morgan Watts as city clerk, and I would request consent of council to do so.

It basically remains unfilled. The statute is clear that the position is only filled after an appointment and a consent to appointment by a majority of the governing body. So on a 3-2 vote against that motion, it remains unfilled.

And the 45-day?

It's only if someone has failed to be reappointed. I will double check that, but since she wasn't already appointed, let me double check. Give me a moment to get back to that. If you move on, I will get you an answer real quick.

Okay. Departmental reports. Chief Snyder is out handling some cases at the moment. Chief Wisdom.

I was just over meeting with an electrician to get an idea for estimates of what it's going to take to get the room so we can get the washing machine and stuff taken care of. So he's supposed to be getting some prices and getting back with me tomorrow. So hopefully by next time I should have ideas of how we're going to get this approached and taken care of. Four of us went back to Amsterdam to a lithium-ion battery training yesterday. I still had several people over here to handle calls if calls come up, but, you know, we was there. We did get credit, accreditation letter from the last meeting, so we will get a FEMA accreditation letter for this training as well. Last Tuesday, I took the fire truck down and talked to the kids about fire safety and kind of went over the fire truck at the Simple Sanctuary. So if anybody's out there in the city limits of Pleasanton that has an organization that would like me to, I'm putting this out for everybody, not just specific people. So if they would like the firefighters to come and talk to kids, adults, whatever, we will be up for that. And the last thing I have, there were some comments made. I'm not here pointing out people. I'm not feeding rumors. I'm not denying rumors. I'm not doing anything. There was some information that was put out on Facebook about the possibility of a firefighter that was... potentially under the influence. I just want you to know that if we are on any call, any training, we're doing anything, and somebody feels like we are argumentative, we are not being professional, if we're under any kind of influence at all, they can talk to a fire officer, they can talk to a police officer. If they're not comfortable with talking to us, they can dial 911. Dispatch will get the appropriate authorities over here to get this taken care of because I do... wants you to know I do stand for professionalism in our fire department, and I don't want anybody there to cause any issues. Like I say, I'm not here pointing fingers. I'm not here feeding rumors. I'm not here doing anything. I'm just saying if anybody has an issue, talk to me, talk to Chief Snyder, talk to the Sheriff's Department, talk to somebody, and let's get this taken care of right then. And that's all I have if you haven't...

I have the answer when you're ready, Mayor, whenever you fit me in the schedule.

All right. As a basic matter, the way the procedure is supposed to work is the mayor appoints a candidate for the appointment. The council is then supposed to approve. If the council wants to reject, a resolution must pass finding the candidate either unqualified or unfit, and they do not have to. reason for that. So having, I think you guys have been through this before, but I wasn't here with you when it happened. Simply failing to get the required number of votes to be appointed is not enough to reject, and I believe starts the 45-day clock. So you have 45 days for today to either, well, if you do nothing in 45 she becomes the city clerk because you haven't passed the resolution. If you, at any time in the next 45 days, pass a resolution finding that she's unqualified or unfit, then at that point, the rejection would be official. And that's just a simple resolution. It wouldn't need to be a resolution. It generally needs to be written, so taken up at the next meeting. But unfortunately, I was worried that the fact that she wasn't an incumbent would be an issue. The issue that I was worrying about is that if she was an incumbent, For instance, for a police chief or somebody like that who's already sitting, they continue to perform their duties until and unless the rejection is put into resolution. Because she's not yet been appointed, she can't serve or doesn't take the office of city clerk until the 45 days passes without a resolution or there's an affirmative vote to appoint her. So now we'll say that we're in a bit of a gray area because all the sources I checked, including the AG opinion, don't cover this exact thing where you have a negative vote on the resolution. They generally assume it's going to be a passage of the appointment or a resolution, so we're still in that interim. I would not be as confident that we should just sit here and do nothing. You probably should either voter in or voter out appropriately.

Two weeks ago. Come again? Wasn't she appointed two weeks ago and that she was denied then?

Did we decline the vote? No. Because we immediately went to a closed session. And I think it was, wasn't it withdrawn? I think it was Mr., well, Alex, did you, weren't you the one that did that in an appointment? Did you withdraw that?

No, it wasn't. It's a, we went, it was never seconded. Yeah, okay.

Again, I would say that 45 days starts from today, given that the other one appears to have died. But I would suggest, just as a practical matter, not to wait on it. If you're going to do something, don't leave an appointee hanging.

Now, I do have a question, because I did second, but was overspoken with, we won the executive session. So how does that work? Because that leaves it on the table with,

So I believe if we went and watched the video itself, we would find that I had started to make the appointment, but never finished it. He had started to motion for the appointment, but that's not what actually happens. The council member motions for consent, but the motion, the appointment from me hadn't actually been made. He was trying to make the motion. You were trying to second it, but that would be a motion for appointment, and that's not appropriate. So whenever I started to verbalize the appointment, a motion for executive session came forth in the middle of that, and I did not complete that statement within that. That's some of the confusion within everything that happens that night.

I just got a question for the term.

She currently functions as a city clerk in the same way that a mayor pro tem or a vice president of the council would serve for the mayor during a period of absence. She just doesn't have the title or commensurate salary that goes along with that. I will say, not that I encourage this, but I do have cities that for various reasons decide not to appoint clerks or various positions and have deputies serve for long periods, kind of like a long-term sub. Again, I don't recommend that, but it is something that's possible for you to think about if you just can't reach a resolution on this issue. If she's doing the job as a deputies, which she is at this point, that doesn't leave us somehow exposed, and there's no legal prohibition against functioning without a clerk. It just is not the way the system is designed, although we can make do with the rules that we have, if that makes sense.

Maybe I'm out of line for asking this to the council members that vote against Morgan being city clerk, but I'm going to ask it. Have you guys spent a day or even a week in here to see exactly what we do on a daily basis? Because I mean, I have to leave at three o'clock to drive a bus since I wasn't eligible for the whole 40 hours every day. And there's still an abundance of work that 40 hours a week just in my position takes care of because we're a team in this office. But Morgan has been pulling the city clerk duties and I'm up front why she's pulling the city clerk duties. Like, I don't understand it. I mean, can I ask that question? Why? Because nobody has taken the time to come in and actually see what we do on a daily basis, but everybody is against giving her the opportunity to continue learning what she's already been hands-on learning this whole time. And I'm going to tell you, my first time I actually met you when I started, and you also came in and talked about cross-training, and I'm going to tell you that there is – major cross training because when she is back here in the office, pulling the clerk position day in and day out, since I have been employed here, I can cover the front office. You want to talk about cross training. She came in to pay her water bill today and wanted to know why Morgan's not upfront because she's been the city clerk position, but why are we not giving her the opportunity to hold the title? Because she's pulling the job because she really is. I'm covering water. I'm covering my two positions that I was hired for. And she's still doing it all because just with us and with Missy in the office, there's a lot going on. I mean, I want answers just as much as the community wants answers. And I work here because I'm not getting them. I'm not understanding what personal issues are preventing Morgan from being allowed to step up as clerk, because she's really been pulling those duties day in and day out and nobody is here. besides us to see exactly what's been going on it's it's crazy it's crazy busy from the minute eight o'clock rolls and i come in a little after eight because i'm on a bus a.m and p.m and it's been it was non-stop today and i had to leave because i have to drive a bus which now she's trying to get the clerk dirty duties done and now she's got to cover the front the position that i'm doing because i have to leave because you guys voted that I'm just part time. But I am honestly here to tell you and I'm not taking sides because I moved here not knowing anybody. She has really stepped in and done the stuff that you guys are so against putting her in the position for and she can learn. And we had court one day and even the other attorney has suggested she go with the other clerks around and learn things because she has been stepping up and doing them. So I'm gonna ask this as not just an employee, but somebody on the outside because I don't know anybody. So I don't have really an opinion, but as far as her work ethic, she is here. nonstop doing the duties that the clerk is supposed to do. And I do know because I do have a degree and I do know what they do. So why? I want to know why. Why are we not working together as a whole for this community instead of working against each other and give her the chance?

I would also like to add that the person with 20 years experience that trek eyes had brought up publicly stated that She has full confidence in Morgan to do the job and has also offered to help train her as well. I just want that to be put out there.

And if Morgan walks away, we're all screwed.

I'll address it. Okay. I don't make any comments about Facebook or none of the other BS that Kim wrote on it. She had bashed the council over the last thing, as well as a lot of other people. That is not the type of city clerk we need. Somebody that tantrums, throws stuff, slams doors, anything like that. She's in a very stressful job. I get it. But to bring that stress and throw the remarks out on Facebook is definitely unneeded. It's very unprofessional.

Mr. Mayor, can I remind the council that generally the performance characteristics of a non-elected official are generally closed, and while you have the ability to waive that, I just wanted to remind everybody that before we get too deep into this in the public arena.

I've talked with Killa Construction about the roads and the areas where we address. And there's a map on the back of this that you all got. It's more than 155,000 or 150,000, whatever we agreed on. But that's also because it's added in where they had to bring in the equipment and everything. And then there's more tonnage. for the roads that need to be addressed over on the north end of town. Colored in here is where the roads will be done. You know, basically it just kind of extends from what the KDOT's gonna do for down Ash Street to Cedar Street. It's gonna carry Cedar Street's rail through and then do that whole section of town and that part is done and over. They could start, late next month but they're looking at probably the first part of october to start on the roads i would just need to have both council to approve and will they actually be contacting the city to provide an official contract for this that contract i gave you this marriage is the original

Mr attorney. Yes, sir. Could you take a look at this? And tell me if you would consider this an agreeable contract with the city to approach on.

It appears from the two-page agreement here that it's a proposal that certainly could be voted upon to be accepted. I would be surprised if they don't have a set of standard terms and conditions that would go along with this, but it certainly appears to be the type of document that you could use to begin the approval process to award a contract for the paving indicator they're in. Because it includes the basic terms, prices, and that sort of thing, It does indicate at the bottom of its proposal. It's missing a few things like the specific payment terms and that sort of thing, more in terms of when it's due and progress payments, but it certainly is enough to start the contracting process.

So it's more of an initiation as opposed to an actual contract itself with everything then?

It would be the type of thing I'd expect to get back if you did a request for proposals. And then usually once those are awarded, you'd have a brief conversation or a negotiation with a contracting party just to make sure that you knew everything you needed to know about when payments were made, are they progress payments, are you making, you know, and how are those handled. And most contractors, I mean, it's $205,000, my guess is they've got some

standard terms and conditions they want thrown in there as well so the council had previously approved $150,000 to go towards this this is a $205,305 proposal that is here That is an additional $55,305. How does the council fill on that? And what do we want to do to initiate this process so that they can?

And we don't have to send the full contract given to us on this meeting so that we know where we are.

We can still take it out of the street. We took it out of the special street improvement of the $224,748. That's where we took it out of, the $150,000. So we can take the difference out of that. The special streets? Yeah, the special street improvements. That's where I took that $150,000 out of. So if we took all of that $2,005,305, I believe it's $19,403.

And how much does that generate a year? I'm not sure. Do you know, Mary?

Are we talking about the 1% sales tax? No. Or the special streets?

Because this... That's where I took it, that $150,000.

So we're talking about the streets mill levy? Or are we talking about an entirely different fund?

Entirely different fund. The special street improvement of the $224,748.

Because if it's not the 1% and it's not the regular streets levy fund, then it has no increase rate.

I thought we pulled it out of 1%.

No, we didn't pull it out of 1%.

You still get the KDOT grant. That's on that 1%.

Yeah.

But can you split that between the two?

You can.

Let's just do that.

You can, but you still have the KDOT grant.

The KDOT grant is still going to be covered under the 1%.

And the way those typically work is as the things come in for it, we submit those and they reimburse us as we go up to the 85% of the total project. So every time we submit something, they return 85% of it to us.

That's what I'm saying. I just have a problem. I mean, I love the price, but is Colbert. Have you went by and seen what Colbert needs to be fixed? Did I see that

like that price don't include culverts in like there's there's some work the city's gonna have to do you know in like after they get done doing their asphalt have to add in some gravel on the sides you know and then obviously checking the culverts you know see if any of them need to be replaced which what i was saying there wasn't that many of them over there that needed to be done anyways

And that's what I would like to see. I would like to see the actual contract that says what we have to do to prepare the road for this overlay. Because if our work is equal in quantity to this price, then we've just doubled the amount of money going into it. Because every road in this city is not suitable for an overlay. Right. And if we have to replace culverts, we've got the culvert cost, we have that work that has to be done there. If any of the streets have anything done in preparation for this overlay, that's what we really need to know in addition to. That's where I would really like to see what the contract is to know what our city cost on top of this is.

So, no, my first sentence. The 1% sales tax, we have only $807,044. And we're going to have to take out whatever the other district ranked is, the $6,000.

So my suggestion is... Well, it says right here that it does not include ditch work or coal.

Because, I mean, the bid does not include staking, testing, taxes, sawing, deep, subgrade repair, base rock, concrete items, pavement marking, moving utilities, fine grading, ditch work, or culverts.

I'll reach out to him tomorrow and see if we can't get a full contract set over the city of everything that's needed on what their scope of work is, what they expect the city to cover.

Okay. Because, I mean, if they're going to come in and examine the roads and say, yes, it's good to go, or no, it's not, then we need to know what expectation or what route they're working on.

Last Thursday, He had his superintendent and one of his engineers go through and they looked at the roads on North End of town. They didn't address anything back to me on it. We don't really have any culverts on a lot of those roads like Miami. Yeah, I don't think there are a whole lot out there.

We just need to make sure that what they're doing doesn't have water currently running across the road either. Otherwise, it just destroys it too.

Yeah, because all the culverts that I would probably say would be on Cedar. It would be the first road heading back east. That's Miami. Because at that corner, I mean, it is smashed.

That's the ones moving north and south. Yeah, north and south.

So for this BS, we do have the money present that we could move forward with it. I just would like to know what the city's size can actually be. So what would the council like to do regarding the extra?

I'll stay with the table until the next meeting so I can get more information to the council.

until next week pool closing I know at the budget work session it was mentioned about the pool and the budget was cut for that for the coming year but it was a work session so it wasn't actionable in any case what would the council like to see with the pool so that we can have an official ruling on what the pool will do next year I think we should look for grants

and see what's out there for the grants. Because it does provide a lot for the kids here. And it provides jobs for the teenagers. And this is the only thing that the kids have. And we only had so much this year to run on in our thing. So I think we should still keep it open and look for grants.

I don't want you to go make it.

And my concern is, you know, we keep getting all of this going on and applying for this and applying for that. And how are we going to continue to pay for all of this? Well, even if we don't do anything next year, you know, we can maybe start saving, but I don't see where we can.

And so Kevin, the one that programs water pumps, he does about everything just like me. And I actually talked to him. because he mentioned about that he ran like this new build of where he's from and his brain pool. And, and like that city built it for 1 million, which that was five years ago. So the price is going a little hard, but I'm in the brain pool. Uh, he said he's willing to take a look at it. So maybe we can lower the cost on it where it's not engineered. Cause it really doesn't have to be engineered. Uh, he's willing to take a look at it after the water pumps and like the Cause it isn't actually, I don't look, I mean, I just leaks in and out of that place. I, I mean, I really believe if we go another year, it's just going to be more money than what it's worth at this point until we can figure out a solution because there's a lot of pipes in there and There's a four-inch, I mean, it actually goes from sewer pipe to water pipe to sewer pipe. And there's a four-inch fitting that goes into a six-inch fitting, and when it comes around, you can see it flex. And it just works water every time it flexes. And it's going to blow, and it's going to blow at night when no one's there, and the pool's going to be empty. I mean, and I hate to see that for kids, because, like, they love it.

I just, I mean, what you said, They don't know where else to go.

I'd like us to focus on our water issue right now. Just table it. Just table it.

Could we open or have, we already made a motion to open the lakes for some. No, it was discussed in the same meeting, but no action has been taken regarding the lakes for swimming either. That is one of the potentials to add swimming to it. It would give them something to do or a place to swim.

Well, I got a laugh and I'm trying to train her. And she won't go in the water without me. And if someone sees me out there in the water, they're going to be like, why can't he just go swimming, but I can't.

this dog. Would the council like to move towards looking at opening the lakes or lake back up for swimming?

I do like the upper lake where the beach was.

They need to get up for serious weeding if you're going to do that.

So I'm hoping that the city fire and the county fire can get together and like this fall and burn it really good because it really has a lot of overgrowth and I think it will burn really good this year. Last year it really didn't because of grass fire season. It just didn't work out so we waited too long but if we get on it I think it will burn really good and then we can control it.

I know a citizen who contacted me, he went up to East Lake and took his snorkel and everything and was milling around out at East Lake to make sure there was no glass or anything in the areas where he thought would be a good place for opening up swimming. So there was zero glass out there. So I think the only thing he found was a reflector problem above it.

And if I'm right, attorney, so with a sign out there saying there won't be no lifeguards, is that the only thing we have to fit out there that no lifeguards are on duty?

That certainly is a good start. I'll double check on what the recreational liability is, and I'll start looking at that right now to see. But at the very least, you're going to have to have some posted signage to let people know that it's sort of at their own risk. But I will figure that out here real quick for you.

I just want to bring up again about the compactor. People, according to Things that are unauthorized into it. I had witnessed a woman. Showing wooden diner chairs into it. Shelving and. That was about 2 weeks ago this past. Was it weekend? She was also leaving boxes of wood on top of it. And then this week, and I went through there and there was. The tables, the chairs, the shelving, all that needs to go over to Glen County Dump. I just had to spend $15 on one mattress to dump it out there. So I get there's a fee, but it's what needs to be done so we don't lose our contract with the compact.

What I can do there is also I can post on Facebook. Just a reminder of what is acceptable out there and send that out in TextCaster also just to remind people what is there and then get with the employees and go through that to make sure that they are readily telling people you can't do that here. And then a question that may come up is what do they do if the person is belligerent with them and continuing on. to throw something in there that they're telling them not to, etc. Would you have them just take notes of who that person was?

I thought it used to be when Russ was out there, he recorded the license plate and then turned it in that. I don't think any employee better face off with anybody. I think that, I think just take the information and turn it in.

Since we're on the track, what day is it supposed to be closed? It's only closed on Wednesdays. Only closed on Wednesdays. So after on a Saturday or Sunday, it's supposed to be open? Supposed to be open.

Unless it's full and they've had to close it for that reason. Yes, I understand. And one of the problems that we've been having there is... And I've asked them to come look at it. And I've asked them to come out to look at it whenever they're called and told it's full. I would really like them to come out and look at it then. Because they're saying, oh, it's not full. They just need to run it manual. The problem with manual is because I have gone out there whenever they're saying it's full. I said, okay, can you show me what it's doing? The arm goes in. And before they even push a button, the arm is automatically just retracting again. That means that there's a problem with the arm. And I've asked them to come look at it and they come and they go, we don't see anything wrong with it. And I don't understand why, but that is an ongoing problem at our compactor. So oftentimes, I mean, if you're pushing it in and whenever that arm retracts, everything fills the whole bucket again, you can't add anything else to it. And that's whenever they're having to say it's full. But when they come and take it off, they're saying it's only three quarters at that best full. So that is one of the problems that we are having currently and trying to get solved within that. Yes, sir.

Yeah. Every time I go out and pick up nails and screws, you're supposed to get a magnet. You know, I said that a couple months ago, and they haven't got it yet.

The magnet should be out there. Is the magnet not out there? The magnet should be out there. Okay. I will go over that with them also to make sure that they're running that magnet.

And the lady out there, people put stuff on top. A friend of mine has been throwing that stuff in there. She got bad energy the other day. And so he couldn't do that. And he told her, he explained the law to her that we can't do that. She said nobody's ever told her. She thought it was okay to put stuff up. Yes, ma'am. What if we did a false pickup as well?

therefore people that do have the furniture maybe can't afford to have it, pay the $10 or sometimes damage on their trailers. What if we had a fall pickup as well as a spring pickup? I don't know what work entails in that. I'm just saying it might help people not move this stuff up top.

Thoughts? I know everyone's mind immediately went to the last spring pickup that we had that lasted over a month. We definitely do not want that. We need to make sure that whatever day we're scheduling a pickup like that, we are scheduled clear and ready for that. We did have a lot of stuff coming up within that, including rain and so forth. And our employees did not want to tear anybody's yard up trying to use the equipment to grab the stuff. And that became a little bit of a fiasco. Thoughts about a fall pickup? Would you like me to check with the county then to see if we could, what the perspective of the fall run-up that would be?

I mean, only early I say, I think we're moving forward with our water issue. I mean, like the guy that we have right now, he's in Miami. He's a man with a brain, and he's trying to get it all figured out. But I think we're moving forward now. I don't think we're moving backwards, which is a plus. And then also, Josh is doing a really amazing job with what he has to fit up with, with the lack of maintenance over the years and just dealing with the water issue.

Has anybody looked into the CFAP grant? You know what that is? For anybody that doesn't know, that's the Community Fisheries Assistance Program. What that is, that's the cost for the fish food and getting the feeders filled up and everything like that. That's all part of that grant. If we don't get on top of it to reapply, we're going to lose that grant. And they're going to be without feeders. Well, we were supposed to feed them this year. And when I stood out there at the boat launch with the biologist, she instructed Jimmy to get the feeders off the lake and get them ready for the year. We're still in the same spot.

And I mentioned last month about getting the feeders filled. and everything, and that's losing the grant.

So we don't look at, we don't look into that grant, we're going to lose that grant.

Do we know how much the grant is and what all the grant provides?

Off the top of my head, I don't.

I have a question. Somebody reached out to me. Do we have a tax rebate program for new construction on their land? I know at one time I thought we did.

The tax rebate is broken up throughout the years for a period of five years, I believe. And it's city tax reimbursement. Once they send the bill into the city, it shows that they've paid their taxes. The city reimburses the city tax portion of that in whole for a period and then in partial for a period. So, 5 years, I remember correctly, I can get that. We'll look that up and get that to the council members so that everybody can see what that and then I asked for a copy of the.
