7:29 – 7:550

I will go ahead and call to order tonight's meeting for Monday, May 4th, 2026. Six. Pledge. I pledge algiance to the flag of the United States of America and to the republic for which it stands, one nation under God, indivisible, with liberty and justice for all. I've asked Pastor Linda to say a prayer.

7:53 – 8:170

Our heavenly father, thank you so much for this beautiful day. I ask you to be with everyone this evening. Bless them all. Give them give them wisdom. Most of all, heavenly father, we ask you that for all of them here to have a blessed mother's day. We ask this in the name of Jesus Christ, our lord and our savior. Amen. Amen.

8:21 – 9:060

And I believe we need to make some amendments to the agenda. I'll be wanting executive sessions. Yes. I would like executive session um for non-elected personnel with Candy for 10 minutes. Okay. And I would like another one for um non uh another 10-minute exit session for non um personnel with Morgan. Okay. And then I would like another one. 10 minutes non uh non uh for job performance uh for 10 minutes. For non-elected person. Yeah. For non-elected personnel.

9:04 – 9:490

For who? What department? Fire department. Fire department. Yes. And then we'll need um I would like to add an executive session for non-elected personel to potential appointees

9:500

for how long?

9:51 – 10:430

Um 10 or 15 10 minutes. We'll do 10 minutes. That should be sufficient. Okay. I just kind of put all those right above the appointments. Okay. Um getting started this evening. We'll have right off the bat the public hearing on requests to close and vacate a portion of Cedar Street. So, I will officially open that hearing and open public comments. Would anyone like to speak uh for or against the vacating of that portion of Cedar Street? If you could please state your name and address.

10:39 – 11:270

Aaron Grady Hines. I live at 301 West Park Street, which is right there at Cedar Street. Um, I am for the vacating of it. Currently, there's no actual street there. It's just lawn, which we privately maintain cuz it's just ignored otherwise. Um, it's been nearly a hundred years and it's never been turned into a road. And that's because that area floods and you'd have to build a bridge. it'd be very expensive. So, it's just kind of been left and um so it kind of seems pointless to have it blocked off when no one's using it and it doesn't seem like anybody plans on using it. That's all.

11:260

Thank you. Thank you.

11:33 – 12:400

Is there anyone else want to speak for or against the vacating of Cedar Street? No. Okay. Then we will close the comment portion of the hearing. And I believe now it goes to council for motion on ordinance 2067 vacating that portion of Cedar Street. So this is the time when you all can discuss your feelings for or against um that ordinance or the vacating of the portion of the road or it is the portion where someone could make a motion to adopt the ordinance. Either of those would be appropriate at this time.

12:420

Is there any easement to their adult through that whole section?

12:46 – 13:460

Um, yes. The actual um in reading the ordinance, it says the city of Pleasanton hereby vacates Cedar Street between 301 West Park Street and 211 West Park Street. Pursuant to state statutes, the vacated street right ofway shall become the property of the respective adjoining land owners pursuant to KSA5427 with the provision that the utilities on the property remain accessible. There is hereby reserved to the city and to all public utilities such right ofways and easements on through, under, and across said vacated street as exit as exist at the time of the approval of this ordinance pursuant to KSA2512A. Upon approval of the ordinance, the city clerk is instructed to file a certified copy here onto with the county clerk and register of deeds of link county. So within the ordinance itself it says that the right of way for utilities has to remain open.

13:44 – 14:290

So that section has to stay open for future utilities for development. Um it would be what would be the easement right of way for the utility itself as it exists at the time of the ordinance. That's my own question because we go to the center that takes away the city's ement. Mhm. which is what this is saying. No, the easement the easement is still there. So up to up to city ement. So the easement is still there. It's basically like an access point across private property, right? So it doesn't take it away. It remains there.

14:27 – 15:070

But in their in their own wording, they're saying splitting it down the middle in their own wording. Right? So how it works is even even the folks that have the utilities that go up on their property, the boundaries of their property are still privately owned by them. However, the city or the utility company still has the easement, meaning authority to enter the land to make revenue to whatever utilities exist. So, if I understand that correctly, that would limit how far over they could bring the fence.

15:07 – 15:450

Yeah, it has to remain accessible. That That was my question. And when we close it, um, so the property people are are responsible for, um, mowing it. The city doesn't mow it anymore. Well, currently the way the city codes read is every property owner is, um, responsible for the growth of grass, weeds, etc. from their property to the center of the road to the center of the

15:42 – 16:240

alley. So I guess the question that I would um have in regards so that the land owners could know what portion of that would need to be remained open that they could not put a fence in if they wanted to fence part of that in. I can't remember what it's called, but it used to be called Mystic. You would You could have that flagged. What's it called? Yeah, it's like dig safe. Yeah, the Yeah. Thank you. Okay.

16:24 – 16:470

So, wherever it is, there's a certain distance that they would have to remain away from within that. Okay. So, we pretty much call in Dix first, see where everything is at, and then and then you'll base it off of that. The utilities just have to remain accessible. That's it.

16:50 – 17:250

I make a motion to go ahead and let them extend their properties out to the edge of the easement for utilities. That gives them that gives the utility company right away. Um, so the motion would need to be to either adopt the ordinance or you would have to um propose language for an ordinance if you aren't agreeable to um the ordinance as written.

17:23 – 18:030

I mean, I know it pushes it off two more weeks, but I mean, can we wait until Dixie was called to figure out exactly where everything is at? I mean two adopted. I mean you can make a motion to table it um because a public hearing can be continued um as long as is necessary. So if you all want to see the dig save flags before you were to adopt an ordinance um you can do that. So the motion that was made would die for lack of a second if that's what the chairman wanted. I resend my motion. Okay. Of that.

18:02 – 18:340

And then there could be a motion to table it or continue it to a different day if you wanted a condition to be that the dig safe flag the utilities. Okay. So motion rescended. And what is the pledge of the council? I make a motion to table it until the next council meeting until D safe is called and we figure out where all of the utilities are.

18:370

Second.

18:41 – 19:250

It's been moved and seconded to table the hearing to the next council meeting so that we can get um utility smart to know exactly where that is. Any discussion? All in favor? So moved. agenda. Make a motion and second.

19:21 – 20:060

Oh, yep. We missed that. We put the amendments on and I forgot to Thank you. Could I get somebody to make a motion to accept the agenda as amended? I make a motion to amend the agenda. Can I second? All in favor? Thank you for that. close and then I'll officially close this hearing. Moving on to the next point. Could I get a motion to approve consent agenda?

20:11 – 20:470

I'll make a motion consent agenda. And I second. Any discussion? All in favor? So move. No one for public comments then. Okay. And then we have speakers James Eastwood. If you could please approach, state your name and address for the record.

20:47 – 22:470

My name is James. I live at 108 East 7th Street. I'm here on my official official capacity as a public works employee. I've been I've been here since September of 2025 and I've seen council old and new make my job harder as a public works employee. I've I've seen a lot of things happen with departments requesting funding. Y'all give it. Y'all take it away. Y'all give it. Y'all take it away. If one department asks for money, y'all give it. If another department or departments requests money, y'all table it. Y'all table it. Y'all table it. Y'all table it. Y'all table it. Y'all making our job harder for public works. you want to I've seen a lot of things happen through my time here and I've also noticed things here recently things get brought up during meetings then another person comes up and speaks then it changes y'all was all for it until somebody speaks Okay, I understand y'all are for the people, but is there more than one voice that y'all are hearing that y'all supposed to hear, or are y'all supposed to hear all voices? Think about that.

22:42 – 24:350

All these projects that y'all request public works to do, I can understand it. I can I see it. But there are some projects that don't need to happen. And I'm not saying I'm against it. I'm not saying I'm for it. I'm just saying hold on. Hold on until we get our other major projects work. Our streets for one. That's our major project that we have to go on. Let's work on that. Yes. Our our lakes. Yeah, we need to we need to fix our lakes. We need to make make our lakes presentable. Make people want to come to our lakes. I can understand that. But let's work let's focus on one big project or two at a time, not all these small little projects going on. Um I I I I see some people uh out and about. Council members, yeah, I see some of y'all on a everyday basis because of what I do. Some of y'all I don't. Y'all talk to us like we are. Y'all are citizens. I can I can I can agree with that. Y'all don't talk city business outside of council. Some of y'all tend to skirt the issue

24:37 – 26:300

and I'm also seeing that hearing not seeing but hearing that y'all are making public works the scapegoat the people that's working here now scapegoats of what has been done in the past. I've never I I wasn't here during that time, don't blame me. The current people that's been working here, don't blame them for what's happened in the past. We don't have the equipment. Let us get the equipment. Y'all don't want to get us some equipment that we could get right now that's cheaper for the city. Let's get it. Let's not hold back funds that we can get some of our projects done, prepped, ready to go for whenever we get our big projects started. I came from a bigger town than this. Maybe 5,000 6,000 people and I've noticed a lot of things that is different than they're than here. This is a small town community. We can bring we can bring this community keep the feel but bring businesses back here if we can work together city council city employees and the community work together bring activities businesses make it want people to come live grow day.

26:32 – 28:300

I'm not I I don't want to be the bad guy. I really don't. But if things continue to happen with keeping us from doing our job, making our job harder, things is not going to get done. things will never get done if you keep piling more stuff on us. Things will never get done. You will continue to complain that uh meeting after meeting, why isn't this done? Why isn't that done? Why isn't this done? Why isn't that done? Why? Because y'all keep putting more stuff on us than the amount of people we have. If y'all want something done, my suggestion during the council meeting, write a list. Write a list of everything that needs to be done that y'all want to see done. Give it to Becky. Give it to the city administrator. Give it to the mayor. They can let us know, hey, this is what the council wants wants y'all to do. get it done in a timely manner or whenever y'all have time, whenever it's not busy, whenever it's an off season for parks and wreck that we have a lot of things to mow, we have a lot of things to fix. We have a lot of things to cover. Parks and wreck is just not only mowing, we're also helping with streets. We're also helping with water, waste water, helping with busted pipes, fixing potholes, everything. We're not just one department. We're everywhere. If you keep putting more stuff on parks and wreck saying they don't do nothing,

28:27 – 29:500

we're busy. We're constantly busy doing whatever the council wants done. And it's taking focus off of what needs to be done. I want to see this I want to see this council grow. I want to see this town grow, prosper. I really do. But the way things are now, it's not going to change. Things will not change. Just think about what you Just think about the oath that y'all took. Y'all are here for the people, right? Speak for the people. Do things for the people. Just don't make our job harder because you want certain things done now. Sometimes we can get to it now. Sometimes it might be two, three months from now. But it's all has to do with our time, what we have to do, what we need to do, and what is already on our plate.

29:49 – 30:090

That's all I have. I have a question for you. So, you said that there's projects that don't need to be happening right now. So, you tell us what projects Tell the council what projects that don't need to be h happening right now. Okay. uh give us some examples of

30:07 – 30:460

right now the light at the community center right now that's not our major concern. Okay, Six Street Park. Yes, we need it. We could have a memorial for all fallen firefighters, but if you want to if you want to memorialize one person, there's an easier way to do it. Name a fire station after all. Build a new station, uh name it after all. There's other things that So tell us what other things. We're listening. So what other things needs that don't need to be done?

30:43 – 31:280

Well, let me let me ask you this. What have you asked us to do? the ADA at the pool, the lights at the community center, so when they have bingo that the citizens don't fall because they have elderly people that walk down the sidewalk that you cannot hardly see when except for the one that they put that one light up. We've ordered the other light and everything. Okay. And so and mowing and everything. So yeah. So mowing is part of our job, right? Mowing is part mowing is part of our job. But the 88 um pool thing, you know. Okay, I could understand that. But how how long was that supposed to been done?

31:27 – 32:100

It was back in June when they asked about it. Okay. And it's just now getting to where it's being done. But who was also working? It doesn't matter. No, it does. It does matter because you're you're making it sound like we're not doing our job. The people now is not doing our job. That's what you are insinuating that we are not doing our job. I never said that. But that's what that's you just you just did. Well, the community people are asking us well where they're at where you guys are at. But you but you are insinuating in past past meetings that we are not doing our job. I never said that. I never said sit here and said you're not doing

32:08 – 32:530

I did not say you said I said you insinuated. There's a difference. Okay. That's not That's Hold on a second. Your your argument is not with us. It's one It's with your department heads, city administrator, and the mayor. But it's also you. We don't tell you what jobs you need to go out and do. We just we just bring up to the mayor and the city administrator on, hey, we'd like to see this done or we'd like to see this done. We're not we're not giving you the day-to-day operations. That's her job. Okay. What about her? That's that's your supervisor's job. That's not our job. But I will ask you a question. Have you ever held funding from public works? Have I ever held fun public?

32:51 – 33:230

Have I have the council? Do I do I think some of the stuff that that you guys are asking for is frivolous? Yeah, absolutely. But I've never held funds from public works. Not once. Not since I sat on this council. I'm all for giving you guys the tools to do the job properly, but I'm not going to let you tear them up. and we won't tear them up. But but that but that's that's the that's the problem is the past administration that saysration. There's four of us here that are brand new.

33:21 – 34:000

Okay, I'm I'm going I'm going to say something. One of y'all I'm not going I'm not going to say anything said we don't want to do this because we are afraid that they will tear it up. Whenever we're talking about the new skid steer, you that somebody said we don't want to buy a new skid steer because we are afraid that it's going to end up looking like the other. Do you have a new one? We do. Okay. Okay. That argument that arguments out the door, too. But that that insinuated that we don't take care of our equipment.

33:57 – 34:410

No, we we sat down and we talked about it and about the overall cost it was going to cost to repair the old one compared to what it was going to cost the new one. It wasn't about that. It was like the old ones kept getting torn up from previous previous people in the department. And there's no documentation. You got to keep documentation on these equipment that you guys used. But there goes I'm the one who voted against it because there was no documentation from March to whatever month. There's no documentation. So how can I sit up here and spend the taxpayers money when there is no documentation on keeping that equipment up and everything? How can you explain to me how can that happen?

34:39 – 35:230

Easy. Because the person that was working before us did not document anything. Well, there's still people working on it there still, too. So, now you now you got a brand new crew and we're going to be documenting everything. We have started documenting everything that we do with that machine with our lawnmowers. We've been documenting things with our lawnmarks, our upkeep, our preventative maintenance. So, if I come in and I ask for any documentation on any equipment out there, you'll be able to provide all documentations from this from January to now, everything that's been done up. Yes. Okay.

35:20 – 35:560

Because from January until now, we didn't use our lawnmowers. So, uh, before the start of the mowing season, we started upkeeping our lawnmowers. Uh, we have a brand new skid steer. We haven't uh m uh we didn't have is not uh able to be maintained at this present time, but we will we are keeping an eye on it and we will maintain it during that time. Have you used it? Yes. So why have what's have you not been able to maintain on it?

35:54 – 36:380

Because it's not because it's still brand new. It still has all the fresh oil and of course like any other motor, transmission, hydraulic systems, it has to be worked and then at a certain time it will be changed and we will be changing it at that particular time. Even if we have to do send it off just to get it. Okay. They'll come here to do it. C will come down here and do whatever maintenance or you still got to do everything else and we do stay on topic of everything. Um what is your petition to the council or where are we going?

36:34 – 37:150

My petition is to not make our job harder than what it really is. See, I'm still trying to swallow how how is the council making your job harder when we make suggestions to these two and you clearly have a chain of command that you have to follow also. Yes, you got your department head, Becky and the mayor. We report to those two on stuff that we want done. We're not saying it to you and then Okay. So I don't see how council how council in general is making your job harder because sometimes whenever y'all ask them to to say give us a task it has to be done right now.

37:12 – 37:470

Not necessarily. Day operations are done by the city city minister. But I'm I'm also she's probably just saying hey Jamie when you get a chance get get to this point get to this done. you know, the council's hounding me about it, whatever. But your point's not valid when you're telling us that the council is making your job harder because we have no ties on what your job is. You don't, but you do uh go back and forth on

37:45 – 38:100

Look at it like this. What we have to offer here at this table is job security for you. But I'm also I'm also saying that y'all been also back and forth on so many different things and y'all struck down so many things that could actually benefit us public works to make our job easier. That's what I'm saying.

38:09 – 38:580

I'd like to say something real quick, please. What I would like to see is uh public works they have a list of things that we have suggested that we would like to see done. Maybe they could prioritize and start with the most important and work on that project, get it completed and move to the next one uh down the line. I think everybody needs to also understand we're not a bank and that we do have a budget that we have to stay within and that we can't we can't buy all this fancy new equipment. We're doing the best that we can do with what we have and and we're trying to get the get you the things that you need. We are trying.

38:56 – 39:320

Okay. Can I can I can I make a point to to you, Miss Sandy? Sure. Okay. We do have there's there's attachments for our skid steer that we can buy right now that can actually help mitigate some of the stress of buying the bigger equipments and have we gotten any information on that Mr. Mayor? uh on the uh some of that information was passed over. I'm sorry. I guess I um there was a discussion of whether workshop, was it?

39:29 – 40:090

Um there was discussion given as to whether to look at attachments for the skid steer on certain things like a a street sweeper and some of some of the council was like, "Well, no, we don't want to put attachments on it because it would overuse it." That was during our budget meeting. That was during the budget meeting. Yeah, that was during our budget meeting that we had that information. So, we're still in the process of doing our budget. So, I mean, but I'm also I'm also trying to help y'all. Biggest thing we're trying to say is just work with us a little bit, you know, because we're still trying to work out the bugs of the budget. Okay? So, right now, yeah, you just got to you just got to have to roll with it.

40:07 – 41:130

But I'm also trying to also help y'all understand where we're coming from and giving a little bit of insight from public works as well. So I'm sure I'm sure that on both sides the governing body and public works all the employees are saying let's work together on all of this and if there is something that that somebody's feeling is a little bit strenuous on any side then let's pass that through um through Becky through the chain um command there within everything so that we can work together on getting all this accomplished because uh like you said most of the council is new. are still getting used to all of this, working on next year's budget, trying to figure out what it is that we really do need, what it is that can wait, uh, and everything like that. So, if we can all just continue to work together to get these things um going and actually continue moving, which I think is what um, you're coming from on that on getting some of these that actually improves the city. Would everybody agree on that? That's what we're hearing here. If we can if we can

41:11 – 41:420

I think if there are things that your department is wanting this is the time to let us know so that we can you know get those things for you but we have to budget it. We have to we have to work it in and see what we can do and then I will I could also talk to my department head see about getting attachments for our skid steer to help with parks and wreck and give it to Becky to pass to y'all. fantastic

41:39 – 42:240

for attachments so y'all can understand. But there are other attachments that could also be beneficial to not just parks and wreck, but to streets and water and waste water. But if if I sound rude, I apologize. I really do. Not my attention, okay? I'm just a little frustrated with seeing what the council has been doing as well with public works and everybody else and I just don't get it wrong. We want to work this But when we don't have the money, we don't have the money. So,

42:22 – 42:470

but there are there are cheaper and easier ways of doing things if we can also look at those possibilities, too. Well, if you can bring those to us, then we see what we can do. And I do believe Jimmy has all of that information. I can see about getting that all that information to y'all. Yes, please do. Yes, sir. Thank you. Thank you.

42:51 – 43:250

Okay. Um if we can get a motion for an executive session for non-elected personnel um for job performance to include Candy for 10 minutes and attorney city administrator I'll make a motion for second session for 10 minutes um for job non non-elective job personnel with candy and city administrator and attorney Second.

43:22 – 44:240

It's been moved and seconded. All in favor? Okay. We will return at 7:30 at 7:47. weather tornado scans. Basically, we just click a button.

44:26 – 45:080

Basically, you know, I mean, we just have to get my information from from either fire or emergency probably probably I should have called and said, "Hey, Jackie, it is my kiddos. I read the emails on the on the on the dispatch. That's awesome. And and so, you know, I mean, just like was your only way. I mean, they're still debating that they don't know if they got it from county or county. Well, the dispatch says awesome. I like simple.

45:04 – 45:480

And and so and the thing about it is is once they face you know, because it it basically uh has to do with with are you are you watching this are you watching this Facebook kind of to get those points? I mean, we're we're um from the county Facebook. Yeah, from the county Facebook pages. I mean, so so well, so so Lyn Simon says, "Well, you know, one of the most effective ways we can get out right now is is Facebook." And you know, I mean, we're on we're on all all four of the Facebook pages that county does.

45:46 – 46:260

And that's a problem. All four and basically. So, and like each one's a little fight. Yeah. You know, I mean, like, oh, I want my import And so you know so and so it's kind of what that is me you wouldn't give us any information you know we actually sent Linda and I said hey so we're thinking about just putting down there's a fire call we're thinking about putting putting down where it was and what it was you know get that off dispatch you know

46:25 – 47:070

and problem is time running, you just take off. We did 12 calls earlier this month and then we did three more. had 16, you know, and just like So anyway, um and and part of part of it is is to kind of thing today on Johnson. It's okay. Yeah. Yeah. So we can have it just like Yeah. I'm way down here.

47:04 – 47:390

So kind of putting We're just trying to help people. It doesn't make any difference. You know who makes the you know I mean if if if everybody puts on there that there's a tornado warning somebody's going to get it. Actually, the most most people look at the most. She's broadening her legs.

47:500

No, there was a time. Yeah, there was a time once upon a time and so butce

48:08 – 48:490

TV channels and you know the person huh You did call for service. Yeah, she got smarter. The last storm it was like those are pretty spotters fairly when actually it was more closer to Parker. Yeah. But yeah. So, so we went ahead and we ran that ran that too, you know, and and so but see

48:49 – 49:300

instead of being emergency management, he's still welcome down Brian, I thought we were on diet. I know. And very popular when you had that system. I I don't know how emergency management full time. There's not enough, but that's what Linda does. That's all she does.

49:27 – 49:490

And she work Well, she's kind of helps with fire. I know it's 40 hours a week. Although We apparently haven't done an emergency management plan. I'm on the LAPC and we go through

50:02 – 50:220

so anyway. You need to be careful.

50:30 – 51:060

I feel like he's trying to get back in. He retired. Well, I mean I don't discuss back in trying to lose but I think just really

51:03 – 51:440

maybe that'll I've heard you look at these and you pretend they're actually helping. So they will like when they test if you test it by the house if you bounce it out of peanut butter. So what they did is they used

51:41 – 52:210

and they basically did the whole thing set up a collapsible thing and they and so the ISO inspector essentially doing that. are calling Walmart then they could then they could provide plenty of and so things that that Randy said oh this is so Walmart so you know wait for six you can get

52:19 – 53:020

that was one of the things they got they got cereal now curious cereal. So it's like wafer and then they have darker cereal. Do not eat the cereal and so you know I mean how much plus 5 minutes or But it's not the rest of the county is

53:02 – 53:180

much worse than so you know how much that's going to affect what that's going to cost businesses and residents in terms of maybe that's it. So

53:24 – 54:180

really Yes. Okay, executive session ended. No action taken. Resuming normal meeting. If I can get a motion for an executive session for non-elected personnel to discuss job performance to include the attorney, city administrator, and Morgan.

54:16 – 55:010

I make a 10-minute second session for a job for non non-elective session. Gosh, I can't talk. Non non job performance with Morgan. Non-elected personel personnel. Let's discuss job performance. Discuss job performance with Morgan for 10 minutes. Second, because we are okay. But she still can go back there, right? If she wants to recuse herself, she can so that there's no problems. Is there a second? A second.

54:590

Okay. All in favor? Okay. We will be back at 6:59.

55:16 – 56:240

What's the contract? Yeah, but I'm not your cousin either that every time There was 10. That's Aaron. That's my intern

56:22 – 56:570

at my office. Yeah, remember me? I was there earlier. Oh. Oh. Yeah. I'm also the student representative to the council. Okay. I'm amazing. I'm also on I swear. So what's the pressure? So I got this pair and I got

57:03 – 57:170

stays in that position. I don't think that kind of I mean magenta my my sense I mean

57:20 – 57:510

and they you know I mean they they look like I never really saw them as folks that are folks you know power Walmart delivery I just keep buying Yeah, they they questioned him like shirts that don't match you. And then they had like the white and green pairs.

57:570

But actually, I found out I did have some wor actually got those for St. Pat

58:32 – 59:130

in the meime. sound dressing. So, I don't know. You know, it seems to me along when they disbanded, it was kind of my own in who's the fire chief working for working for him, is he working for them? And there were some issues and they need to figure out again. Shush. They should not. I might as well just drive for the next

59:15 – 59:570

box. You know, Okay. So the only thing I'll think about that is so you know Randy had his own his own operation what he wanted to do and so without the oversight so there you are maybe a 2 and that's where that's where

1:00:000

I I don't disagree. There needs to be some oversight.

1:00:08 – 1:00:190

No, no, I'm Sandy. You know, you got a brand new person. Yeah. I see both.

1:00:32 – 1:01:170

I want to do something. I think we should go ahead and do it. Here's the reason why. I didn't realize once again. No, he didn't like Well, you know what? Maybe maybe for you.

1:01:250

What? He was very

1:01:36 – 1:02:150

I misspelled this thing. I called an apology president. I don't $49.

1:02:32 – 1:03:460

I sometimes feel like Becky dam The only reason I've been able to do that after That's just me.

1:03:430

Well, you know,

1:03:58 – 1:04:140

the wrong place. You're talking

1:04:280

terrible. That's pretty

1:04:57 – 1:05:580

take Someone's going to forget about it in the morning. Kimberly is really good at that. Okay. Executive session ended. Resuming normal meeting. No action taken. And I was looking out and remembered that our fire chief

1:05:55 – 1:07:530

was that our fire chief was actually wanting to address the council real quick. I know he had taken off and and sorry sir I didn't see when you came back in. Uh but if you would step up now uh for your report before we go into another executive session. Um the reason why I was trying the reason why I was trying to bump up is cuz I want to go to the storm spotter training that is uptown. and I've got several of my firefighters there. So, um I want to go and join and be with them to make sure what I've been doing is the correct and new ways of doing things. Um just a couple of updates. The extractor um fire department washing machine is actually in the building. Um that was part of the fire gear grant that we got from the um uh Kansas State Fire uh where where it would come from the fire marshall's office. Um, we've got that is there. We are just now waiting to figure out how and where we're going to do the plumbing and the electrical and stuff like that. Um, uh, some of our new gear that we have been trying to get done is has come in. U, we are getting that in service. Um, we don't have all of it yet, but we are in the process of getting the new gear in and getting it in service. Um, on April 26th from noon to 4:00, we did some high angle, low angle, uh, rescue training, rope trainings, pulley systems, and stuff like that. So, we have ideas of what we need to do. Uh, showing some of the newer firefighters, how the the physics of the adding more pulleys makes things easier, but it doesn't, you know, it makes the makes the job take longer to get done. Um the um that same evening we had a storm come through. I activated the storm spotters out. Um I took all of the information that they passed along

1:07:51 – 1:08:170

back to me and I presented that to emergency management on Monday afternoon. Um on the 21st I think was the day Mr. mayor the um was the first grade school come to the fire city fire station and had a tour and from what I have been told was all of the kids had a

1:08:15 – 1:09:180

they had a wonderful time. the firefighters that was there, they they took care of everything they needed to do. And you know, I do have another one of them scheduled for June 4th, which is another group of kids that are going to be coming in. So hopefully we can have similar results from that as well. And um the last thing that I did not have on my list whenever I talked to you earlier, um last meeting we was talking about possibly some wheelchairs and stuff for the storm shelter at the community center. I had a individual from the city of Pleasanton reach out to me. They h I have a small looks almost brand new smaller wheelchair with the foot rest and armrest and stuff like that that has been donated to for that cause. So, you know, people that are actually listening online are actually helping out and doing some things to help us out, too. So, um sorry to go through and cut it short. Um, but do you guys have any questions for me?

1:09:17 – 1:09:330

I do. Yes. You say you got the washer in on that grant. Do we have some place where we're going to put that or do we need to figure that out?

1:09:30 – 1:11:010

Uh, we have um I've been talking with council Councilman Wills because he's a plumber and I wanted to know his expertise. not necessarily that he has to do the job, but his expertise of how we can get water from where I was going to originally put it and then get the the waste water away from it. Um, he was kind of looking things over and talked with Jimmy and public works and the back door of the city fire department. they pos, you know, a possibility of what could happen is a room could be built there to where um we could put the washing machine and put some toiletry stuff in there. And then um one, you know, couple of things that will get us a room to where we can get the washing machine. Also, that will give us a room to where if somebody needs privacy and changing and stuff like that, that could be a potential as well. that is still early in the process of how we need to get the waste water away from it and you know the firefighters are willing to build the walls and stuff like that. Um checking into electrical if the if a city worker doesn't do it. I've been actually checking with some general con, you know, some certified electricians of what they would be willing to do to help us out. I mean, but we're still in the planning stage of getting that in service.

1:11:000

Do we have a certain time that we have to have that in

1:11:04 – 1:11:460

No, they the company that has they have um I've signed all the paperwork that it is in our possession and they can get their monies and I told them once we get this in service, I would call them to let them know. Um, they was kind of expecting sometime in June before we would when whenever I was telling them what we had to do, they was expecting sometime in June, but I wanted to get the machine here so they could get their money and not have to wait till that for that long. So, I do want to say I'm not sure who had more fun, the firefighters or the children when they were here. Uh, but it really was a blast and they did a fantastic job.

1:11:44 – 1:12:110

Yeah. And I was excited too because I got to bring them to our fire station here this year because we actually had firefighters and were able to come and everything else. That was they really had a lot of fun. Hopefully we can have your firefighters again for me. Yes, I will do that. Hopefully we can have the same result for the group that's coming in June and go from there. Thank you, sir.

1:12:09 – 1:12:530

Thank you. Okay, now he can get to his training. And um if we could get a motion for an executive session for non-elective personnel discuss fire departments for 10 minutes. I need a 10-minute sex session for a non-elective job performance for the fire department. There you go. Whatever. Is that 10 or 15 minutes? 10 minutes. 10 minutes. It's been moved and seconded for an executive session for non-elected personnel to discuss job performance for the fire department for 10 minutes. All in favor?

1:12:51 – 1:13:050

What' you say? I am just laughing through this. No, that's okay. I'm just laughing. We will be back at 7:16 right here. At least I said

1:13:02 – 1:13:530

look I got thumbs up. I knew what you meant. Goodness gracious. Sogan was

1:13:58 – 1:14:390

my dad. Huh? Yeah, he the door. I don't think you could hear. It is hard to hear. Especially Jeff. He kind of Yeah, they didn't have that. I don't think they got mic on, do they? I don't know. I have a hard time hearing himself. Yeah. Well, I mean, the mics the mics aren't they're not amplified in here, though. Yeah. I mean, it's you'd have to get watch TV or watch your computer do it. Yeah,

1:14:37 – 1:14:580

that's the same thing with the commission. They always tend to forget that their mics aren't they don't have a sound system in the commission. So they'll talk softly. So that first kid the boy tail

1:14:56 – 1:15:330

I don't think he didn't talk Check. Come on. not having a problem.

1:15:37 – 1:16:220

Did you guys get pictures of the carnival? Pleasanton was so much fun. The kids have outside. It was outside and inside today uh they did it Saturday. I remember last day. Tell you what, I was I've got I'm still nursing a this sinus thing and Saturday was like down for the count. I remember if I saw Mark there or not, but did you learn about it? I I sent her the whole itinerary and then I keep updating it. So But yeah, I sent her a whole list. Okay.

1:16:20 – 1:17:050

It was just easier. Yeah. Fire department did the duck tanks, did they? Yeah. And then one of the one of the Paris in the high school, she has she has her own bouncy houses that she rents out. Really? And she did all of those. Wow. Sarah, this is for um Yeah, PTO did it. A lot of high schoolers help too. like they were helping the dump take Mr. Meek more like cuz it was dump the principal. Oh boy. And a lot of them were like swim trunks and stuff the kids you know. Oh no. He came out and slacks Ty everything. He's like they're not going to principal. They're not going to principal.

1:17:04 – 1:17:290

Oh they loved it. They had so much fun. It was so much faster when I filled it with fire truck. Oh wow. They said it was going to be like an hour and a half or something like that. Let's do an hour to fill it. Amy's like there five minutes and then we have to keep filling it plus. It was a lot of fun.

1:17:37 – 1:18:210

Andy and was even in the duct tape. Tanner was in there, right? Oh, yeah. Tanner's a senior this year. Yes. What's he doing now? He hasn't decided. He knows he's going to be taking college courses, but he doesn't know what he wants to do. He knew he wanted to take courses just to stay in that mode class, but he's like, I mean, he's 18. I get it. out of high school. He's like, I don't know. He loves to loves it.

1:18:18 – 1:19:020

But he's like, I did it as a job, but I still love it. He's really torn on that one. He enjoys it like I can't tell you if he would still like it if he had to do it every day. So, we're gonna have him a little I told him I said, "We'll do something Saturday for you after graduation." And he goes, he goes, "But Sunday's Mother's Day." He was like, "Let's do it all on Sunday." That's cool. Like, that's cool. He was like, "We're going to have everybody over on Saturday and then turn around, have everybody back over on Sunday." Yeah, that's a good idea.

1:19:00 – 1:19:440

So, I think we'll probably take him out to do something. Just us and see where it goes. I cover prairie view usually, so I'll be busy next Sunday. You can take them for sushi or something. He loves sushi. Does he like sushi? Oh, yes. Chush. Take some iber. He will. He just goes back and back and back. We do one of the buffets that have sushi on it. Oh, yeah. stuff. You don't like sushi? Oh, you can't get enough.

1:19:42 – 1:20:120

I like sushi, but man, I've seen the worms in some of that stuff, man. I've got some stuff, man. Oh, man. Yeah. Well, most of Yeah. So then a few drinks help you. I've done

1:20:12 – 1:20:530

I just um I've got a story in coming this week on I went to a carp uh gathering class and ate carp actually that's pretty good. My uncle when I was a kid or most old times back then would take car put in a pressure cooker. Yeah. And last you start take the pork and just hit it and just peel right off that old bones. Oh, do they? The bones turn into like like shallow. Yeah. You know, and it it was good.

1:20:50 – 1:21:310

It was good. I was, you know, um, we fried it, got the meat off, and then I soaked it for about three days, got that blood out, and all that, got the red meat off, and then I ground it, and it's just consistency of just Yeah. Well, then I patted it and fried it and it's nice, clean, white meat. It was good. I'll tell you, you ever been down New Orleans? Yeah. You get down there and get kind of away from town a little bit, you know? They even really talk to Yeah, man. They can fix stuff that you wouldn't think dog would eat. If I got pretty good

1:21:31 – 1:22:150

rice and beans all fried up. I mean, they had like gator steak. Gator is good. That was expensive. Yeah. Like years ago, Carl's band, New Mexico. We pulled in there and first time I had rattles. Oh, I like it's better than chicken. Yeah, it's good. Good. If you go to Hi Ve, they have in the freezer section, they have gator nuggets and you take those out and do the breading and deep fry those. Those are so good. And it's actually gator. Yeah, it's gator. They're not It's not horrible on price. They're a little pricier than fish and stuff, of course, but

1:22:13 – 1:22:430

we'll get good stuff. Just just call down in New Orleans. Uh there's three uh places that will send you a gator tail cut any hat you want different sizes of shrimp and they'll package it all up and they'll send it overnight. Oh yeah will I brought back five pounds of shrimp from New Orleans when I went October.

1:22:41 – 1:23:070

Yep. And that stuff I put in my refrigerator when I was defrosting. All those those things those things are going to be available and I got some of that stink water in my fridge. I I haven't had a chance to clean it outside. So bags well.

1:23:22 – 1:23:460

Okay. Executive session ended. No action taken. Resuming normal meeting. Thank you. If I could get a motion for an executive session for non-elected personnel to potent to discuss potential appointees for 15 minutes.

1:23:51 – 1:24:110

I make a motion for for executive session for non-elected personnel. Uh to include to discuss potential appointees to include the city administrator and the attorney.

1:24:18 – 1:24:510

Y appointees and to include the city clerk and the city attorney. Is there a second? I'll second. Seconded. See, we all really Okay. And we will return in favor. It's all in favor. Thank you.

1:24:48 – 1:25:330

We'll return at 7:32. school board does have actual cards that they pull out and they just read the card that would avoid all this stuff that's going on. Yeah, you could you could make you cue cards just len uses uses a card and they have to you know they they make them pick up that card and read what they're

1:25:31 – 1:26:140

what they're going to do and so he picked up his card and said he's making a motion for an executive session whatever I just call Jody and say or call Jennifer at the school here and she has them because Jason Saven's the clinic dude and he just reads the stuff and then that way they're not winging it and it's legal. Jennifer Love Commission did that. Yeah, executive session for financial. See, she should be on that. Uh, she should.

1:26:11 – 1:26:390

She's been trying to get them. She's good here. They They did something today weird. I don't even watch anymore. wrong with your leg.

1:26:36 – 1:27:180

No, it's man. Oh man. Well, what's doing over there, Parker? What's going on, Parker? I got no idea. I can relate to that. They were busy vaccinating dogs on Saturday. How's that? Yeah, we went through that what a couple weeks ago. Yeah, our turnout wasn't as big this year as I thought it was going to be like last year, the year before, but

1:27:16 – 1:27:540

Oh, man. They were busy. Yeah, this year was pretty I'm not sure. Um I know some people came in after and they were saying that um you know, they didn't get the notifications, things like that. So, and then you know again today somebody was saying something about will it be nice to know and it's like well you did this and that. Well, I didn't know about that. So, I'm wondering if I might get with Becky and see if there's a way to put it out there so that people have things. So we we started putting putting a city basically a city calendar on our homepage

1:27:51 – 1:28:330

but separate from the other calendar because you know I mean a lot of times I mean I'll get like you know the mayor Leine says we're we're having this and this and this this coming up and so I put it in my notes but then when it goes time I just forget about it. So we just put that on we just put that on the calendar. So right now like for example for Pleasant and the only thing we have on there is fish and gerby because that's sort of the thing that's coming up you know and like if there's nothing if there's nothing going on we'll just oh let's put in oh well the next council meeting is just to kind of have a placeholder for that.

1:28:28 – 1:29:060

But you know we put you know um like cleanup days and you know garage sales and all that stuff. you know, if we know if we know what it is, you know, a lot of times just mention just mentioned in the council meeting and we don't I know Morgan hangs flyers and stuff, but you know, there are some folks that just can't get out and a lot that do manage to get out don't know the location of where these things are put.

1:29:01 – 1:29:440

You know, idea was always a nice neon flashing board of some kind. the community center so that people can see they're riding bikes, walking, driving, whatever. And maybe that will help get information out there a little better. Yeah. But I know that is funny, you know. So I don't, you know, my my wife can't read an ad to save her soul. She really she just she just pass you write a story about it, I'll read it. If you if you put an ad, that's why there's two different We write stories and we write ads and people some read some Yeah.

1:29:52 – 1:30:120

You know, since they enacted that plan where um everything is in in or encrypted And there's no scanner, no nothing. You talk about a black hole of information. Good grief.

1:30:16 – 1:30:500

I I'll tell you what, I pissed off Kevin on that day. It wasn't hard to do, was it? Apparently not. He um he got really mad about it that I I was insinuating he was he was being against our first amendment. Yeah. Yeah. I'm like, whatever, dude. Because I mean, that thing is just total BS that they've shut that off from people. And I get, you know, some of the some of the stuff, but everything,

1:30:53 – 1:31:380

it's a it's a black hole. ticks off. They're bad. Oh my gosh. My the Southeast Kansas propane guys came out and leveled my tank today. Yeah. I was standing up there with them and I was going to get them because they were laying on the ground getting dirt and I didn't say anything. Then I back to the office. I I pulled four tanks off just at the office. You know, as a kid, I don't recall ever being that bad or whatever. You know, dad, you know, the little seed ticks. I can't even see them. I know. I can feel them crawling around.

1:31:36 – 1:32:130

I can't see them. Yep. I rode till my raised beds. I was in them and I was running to them with my little steel and I had probably 20 of them just Oh my gosh, they were terrible. I would have been out of my mind. Yeah, they were. I was just standing there picking and squishing picking and squishing and you know I they're terrible. I mean I was just sitting out in the yard and when I went in the house it's like you know then I start looking everywhere. I think I pulled about three or four off. I'm just sitting there not even doing anything. Right. Yeah. Terrible.

1:32:11 – 1:32:550

I had the other day I was cleaning brush in my driveway and I pulled two big dog ticks off the back of my legs and some sea ticks. And I'm like, good grief. And I had um peromethine on. I'd put it on my penis and it still it's like they just between that and the fleas trying to cuz I have a lot of dogs and I spend I mean these collars cresco collars are 60 70 bucks a piece. You know when you're buying for you know seven dogs, right? That's a little pricey. You know, I mean, we're spraying the yard and we're getting our perimeter because people around us are just irresponsible and it's a challenge every year.

1:32:54 – 1:33:390

Yeah. To to get a handle on it and keep the handle, you know. Yeah. So, I've had guys tell me you take fly tags like like how I put the cow's ears. Yeah. Take that, lace it into your boot. You know what else I saw was a That covers a whole area. Oh, that's a thought. I saw the a reel on a cattle farmer that literally dug a trench in one of his fields and put up some gates like a shootute. Filled it with perm and aggro and all this. done it for years in Colorado and then he said the heck with it. He put his dogs through it too. Made him swim made it deep enough where they had to swim through it. Do they still do that at Oh yeah. Colorado.

1:33:37 – 1:34:200

Okay. Cuz that's where I'm from and I I remember cows having to jump through that crap and coming out. They'll jump off and when they hit it they got their head will damn gone or they'll bob right back up and then they get beat down and go right on out. Yeah. And my uh mom's brother's wife was out of Mark, right? And her side of the family, they had thousands of acres ranching and that's exactly what they do. Yeah, that's that's a good deal. It's pretty effective when you're so much faster the way I do fly tags and Oh, yeah. You know, they just run them in. Yeah. Full body.

1:34:18 – 1:34:490

Yeah. And you're right with the dogs. I've seen them do that. dogs jumping. I mean, how smart, you know, honestly. Well, when that dinner, man, I'm guarant you're guaranteed to get everything. I'm telling you, I mean, we even went as far as which we usually do, but we got a quick go on it this year. Um, clipping all the birds and then dipping each one of them, putting putting a spot on each one, you know, just to keep anything away from them.

1:34:46 – 1:35:240

Oh, yeah. You know, we used to dip our house in oh the big old tub. I can't remember what the tub was called, but it's for mange. You know, I wonder if that would do any good for like Texas, please. I can't remember. It sure could hurt. But boy, they sure come back with beautiful coats of hair though. I dumped my chickens a couple years ago. I have this stuff for um police or some whatever kind of something they had. And so it's an early morning project. Go out there and they're you know they can't see where the hood in the dark. Yeah.

1:35:21 – 1:35:590

So I'm grabbing a chicken and in the in the pocket that was ugliest bunch of chickens when I was done. It's like Well, I tell you what, we we invested this year and it's the second time we've done this. We put 50 Cornish cross meat birds on the ground and all this rain. I mean, those birds are so sensitive to anything. Yeah. And with all this rain and everything and we've got them in yard tractors and so move them around and I mean we are having a heck of a time. Out of 50 birds, I think we probably got a handful left. Oh, no kidding. Yeah.

1:35:58 – 1:36:320

You know, after having all those ticks on me today, I was thinking I was out at my chicken coupe and I thought, you know, I might look into getting some guineies. Yeah, cuz those things are supposed to be just how long wheels tick, you know? They are. But the thing is, we tried it and I kept telling people, "How do you keep them?" You know, right? And they were like, "You just put them in a ce and eventually they'll be like, "Okay, this is where I live. Let them out. They'll do their thing." Okay. So, we did that. We let them out.

1:36:30 – 1:37:150

They took off. Seven days later, I'm going, "What the heck? Where'd my birds go?" You know, I got maybe three or four on the back and I had the regulars and I had the pearls and the lavs and couple of them came back and I was like, I mean, where we live, maybe they got eaten or something, you know, somebody come running by and they're like, hey, did you lose half your flock down? There's a bunch of guineies down here and I'm like, yeah, those are mine, but you're not going to catch them. You go to catching them, they're up in a tree, you know. So, are a tree. Yeah, we lost them. And I mean to tell you, best watch animal I've ever had. You have anything move on your property and the birds are out there just giving them what for. We have guineies and we we don't have any problem with them running off.

1:37:13 – 1:37:580

Yeah. We use white millet. Uhhuh. Um and they'll go in like we'll put them down in inside the cage and the house every night. It's just like candy and they'll um so you know you got to keep them in for a while but uh when they get used to that millet um you know plus they're plus they're normal. Now one of the problems with with guineies is they'll get the big ticks but the seed ticks are pretty small. Yeah. So they don't eat those. Well I'm sure they get some but they don't you know but they but it's not we're not exactly tick free there. What they what they say is those small ticks are just nymph of the big ticks.

1:37:58 – 1:38:290

Yep. So, y we just have come to the conclusion that they ran away because they didn't like us. Well, you know, I mean, we so we we've sold we've sold guineies to like two of our neighbors and and they um I think we sold a dozen to one one guy that lives down the road and he finally ended up I think he had four and then I don't know why something happened to him, you know, but

1:38:27 – 1:39:120

and you know, like and then we had another one that that sort of lives back in the woods back there and he was able to keep his for a while. But um we just I mean we lose them to we you know sometimes they'll just be chasing each other and run out in the road and um and sometimes they just u you know I don't know but I mean they're subjective predators down here you know I mean one of my hens got eaten the other day. Well, one one thing about giddies though is they'll is they'll is they work really well with our with our chicken flocks because they guard against hawks. Oh. And hawks don't usually like to come around at the beginning. So

1:39:09 – 1:39:410

and uh so and they do make a racket, you know, if there's if there's any u you know any stranger walks on there and uh so I was walking out last night to the to the garden and uh Charling was planting something out there and I walked out. It was about it was about time for the guineies to go in and they all I look behind me. I got like a little train following me. So Charlotte, she just loves them.

1:39:43 – 1:40:170

I got 10 I need to sell. Okay, resuming normal meeting. Executive session ended, no action taken. We could get a motion to extend um the executive session for non-elected personnel to discuss potential appointees.

1:40:20 – 1:41:010

Can we do that even with Michelle not here? We have u we have we have just to uh include the city attorney and city clerk. Okay. I make a motion that we go back to an executive session for non-elected personnel for mayor appointees with the mayor and city c uh city administrator. 10 minutes for 10 minutes. and attorney 10 minutes. Okay. And we will return at 7:45. And I second.

1:40:57 – 1:41:400

Oh, sorry. You seconded. All in favor? We will return here at 7:45. I keep trying to jump the gun today. Don't break that. I'll see you. 10 more minutes. Maybe they just don't like you, so they have to keep talking about it. It's like over an hour now. Yeah, we still aren't even

1:41:40 – 1:42:240

I pray before every single every single council meeting last night. Last time it was 9:30. What time did we get done last? I heard it one of those meetings was like 10 10:30 or something like that. Yeah, I think it was 9:30 last week. They said that. I was like, you got to be kidding me. Three and a half hours. I'm getting up at 3 in the morning. I was like, "What?" Yeah. Yeah. Well, my husband, they got him working all the way out at Climax Springs, Missouri. Yeah, exactly. Um, that's where it is. It's about another hour on the other side of the lakes. Oh, wow. Four hours,

1:42:20 – 1:43:020

you know, and he said it's more of, you know, Kansas has got a east and west, north and south grid. Missouri is up and down all around back go over and you know he said and then you know every so often you've got this little town 20 miles an hour and when you're driving through there in big flatbed Kansas tags at you know 4 in the morning you got Johnny 5 on your backside always you know so I told him I can't tell you there but you know I worry about it driving because does he go out on like Monday and come back Friday? No, he drives to and from every day. How far is it? up two hours and five minutes.

1:43:00 – 1:43:370

But I will say this is a prevailing wage job so they are paying exceptionally well right now to build a school out there and it's a K through 12. I think the population out there is only like 116 or something like that. It's just a little dump in town. But the funny thing is instead of driving, they've got grocery store, they got a little bowling alley, they've got a little drive hop to get burgers and whatnot. 116. That's crazy. That was like really Yeah. What's going on here?

1:43:40 – 1:44:240

But I will say he called me today and he's like, "You are not going to believe the price of gas over here." And I was like, "Don't tell me." Cuz he was in that flatbed. He said it was just shy of $6 a gallon diesel. Yes. Holy crap. And that little Fusion that I drive, I mean, I've had that car since day one off the showroom and 30 bucks, 40 bucks. It's costing us every bit of $60 to $80 to fill that little Fusion right now. Yeah. Yeah. I filled up my Jeep the other day. It was 75 bucks. And it wasn't even empty. Right. So happy. Mine's hybrid. Yeah. Right. gas.

1:44:21 – 1:45:030

They're saying Florida gas is $7. That was on news this morning. Yeah, California's way up there. Oh, yeah. My sister. Yeah. They said they're about to invest in electric bikes because they just can't afford gas right now. Yeah. If you could if you could pedal to work, that would be I'm about to start riding the side by side in here because from Are you at I'm just out there off state just barely across state line. Three miles, five miles. Five miles. Yeah, about the side to side, but the tires wear out real quick. Yeah, that's the thing. Cheap.

1:45:02 – 1:45:400

And I thought I could go around and come to gravel gravel even worse, you know. So, plus I, you know, it's side by side. It's not going to do 50 60. It's, you know, so I have to leave hour for work. Kenny Johnson has has proved that wrong. He Meredith was telling me what he had his up to and it was Oh, he's got a nice one. She came in and attacked it the other day and I was looking out there and she was just all happy about Yeah. Yeah. That's when he brought that home.

1:45:38 – 1:46:230

Hey, I'll tell you what. before I knew anybody and I didn't want to bug anybody here working. My car was giving me problems one morning and I said, "Well, I got time getting my treads on." So, I put my shoes on. It took me two hours to walk in here. Oh, jeez. And I'm only 5 miles. Oh, what did you call? I didn't know anybody at the time. Oh, hell come out. Hey, I'll come out. That was right as right at the beginning. When I got here, I was just I mean 8:00 in the morning. I'm like sweating. Look like I should jump out of the lake. You know, you talk about Kenny's little buggy or mirrorless, I should say. Yes. Right. He's worse than a kid. I've known him since he died.

1:46:19 – 1:47:030

He every night after he bought that guy, every night he was putting something new on Oh, I know. Jeez, you got all kind that grill guard and all. Holy I know what those things cost cuz I was with dad when he bought his and I was like holy crap that makes dads look like a bicycle man. But I I tried to tell him I said Kenny this ain't the first rig you had to you don't have been willing to drive around the block stick a big gunk right off the bat. I said yeah you won't have that long though. You'll find something new and trade it in.

1:46:59 – 1:47:440

Yeah. Very nice. That pushing boat. He brought that sucker home. He told me way that sucker out. I died. Really? The hell just put it made a grade and put a gun mount on it. I mean, it just ridiculous. It's pretty nice. What's he got? What is it? Oh, I can't remember. I don't I don't pay that close attention, but it's got a hell of a motor on it. I bet it does. He's got these underwater depth binders. You know where the fish are? Show you where they're at. 5T. Yeah, man. It's everywhere. Yeah. Well, good deal.

1:47:41 – 1:48:180

I mean, $125 johnboat with Zipco reels, man. That's boat fishing, right? For tr. Well, I had an old fishing boat that I sold to Meredith when she got ready for her dad. So, I'm damn glad they were mechanics and have it now. So, yeah. Yeah. Yeah. They're good neighbors. Mar sweetheart. Yeah. You know, she's funny. I I You know, I'll I'll see something on a

1:48:16 – 1:48:320

Oh, in a magazine or something, you know, like my smart I just penc I put this in, put that in the restaurant.

1:48:35 – 1:49:190

Oh, tell you guys. You know, she told me that today that for riding or something. Yeah. I thought it would be all right. I said, "We're going to put you in for good." Oh, yeah. I don't care. Sit down at the student representatives table, the sacred table, but um you're not a sacred level. So, but you're more of sacred level than the other t-shirts.

1:49:20 – 1:49:500

I want to throw you out. Don't put them on. doesn't have any. Well, she said that Kenny went to um Casey's the other day and somebody asked her, "Are you running for mayor?" That's a fact. People ask me for No, not me. They ask me to run for Oh, hell no. Maybe you're with those town meetings. Yeah.

1:49:54 – 1:50:120

She misses the city life. So Oh, yeah. She misses the real jump from the pot to the front or the fire in the front. Whatever. Yeah. Yeah. She enjoyed her time, but it was chang.

1:50:19 – 1:51:040

Huh? Yes. Yes. Katie, where are we on those stickers? I forget. We're approved. The yellow. Okay. They just I talked to Tristan and Becky about it. They just want to change it to blue. Okay. Other than that, we're good. Okay. I'm I'm not sure if I told So I think what was happening was we were going through NY's old email and it it wasn't registering to me because I don't use that email. I just check it every now and then because it'll get so clogged up that it'll slow that email down. Yeah. So I'll go into it about once a month and just dump a bunch of advertisements and stuff like that and that's where I seen it. I was like, "Oh, no wonder I didn't hear back from her because it's in here." So I don't know if it pushed that way. I don't know what happened. Okay.

1:51:01 – 1:51:430

But yeah, um I thought I But maybe I didn't. You I think you did and it was I was leaving town and I can't remember what all so it joged my memory. Yeah. Yeah. They just want to change the yellow to blue. Well, I thought they changed all the programs and everything. What's that? The clear in there, you know, the emails and all that stuff. Yeah. Um you can have all her emails forwarded to you. There's a there's a a little thing you do. Yeah, it's not very difficult, but all of the emails can be and you can meet out what you do with it. Yeah, cuz I mean like they used to purchase from Quill

1:51:41 – 1:52:140

and they don't do that anymore and have it for quite some time. I mean, you don't open that thing up, but it'll just flood out and then uh anybody that pays like water online or court online through that can pay, it goes into that email, too. So, it's just Kansas, Kansas, Kansas, Kansas, Kansas, receipts everywhere, you know, and um you might get like Um, I had signed up for before they got us new emails, I had signed up for like notifications for mask on flag and stuff like that. So, we're you know

1:52:29 – 1:53:140

Executive session ended. No action taken. Resuming normal meeting. Um, if I could get someone to motion for an extension on that executive session for non-elected personnel for potential appointees to include the city clerk, uh, city attorney and Chief Snider. You can say that's my motion. That's that's my motion. Second for 10 minutes. Um 10 minutes will be fine. And I say, you guys sure you don't want to step outside and do this? Oh gosh. Yeah, maybe. So

1:53:11 – 1:53:300

all in favor? We'll be back here at 7:57. Yeah. Part of your job description. plenty of time in the back.

1:53:36 – 1:54:080

Want to go outside? Uh the mayor um Tristan and um the city No wor. So Tristan was the only one that was Yeah. Yeah. Sorry, that's me. Thank you. I'm still trying to catch up and it's like, "Wait a minute. Come back." There was a lot going on. Sorry, guys. I didn't say I didn't. My bad.

1:54:12 – 1:54:560

Long ass night. You think we didn't have plans anyway, right? I have a date with my dad. Luckily, you don't have finals. But I have to be up at 9:00 in the morning to do an interview with somebody for Lcoming News. You know, my least favorite job. Slave driver. I hate that job. I know. I rumors how you slam it. I know. Rather go back to cooking. I'm kidding. I'm kidding. I'm kidding. Don't watch me. I don't say we can solve this problem. Super. back on my knees. No,

1:54:55 – 1:55:390

I think you should just add clean bathrooms to her list. It builds character. Things for the fire department. Has she worked around much? Trace Miller. Have I or her? A little bit. Just Oh, yeah. I can't remember for a while. Yeah. She's a sweetheart. for due diligence. I don't want to say anything mean, but um no thank you. She's quite a gal. You know what? She is a good person. She is. She is very good. She is She's a good person. She's a nononsense person. Absolutely. She tells you where

1:55:37 – 1:56:200

she she'll cut you down just like a sweet sailor. Yep. She will. She tells you where the bear food, which is fine. Whatever. But her she's good. And uh Rod, we used to do a lot of we work for the same outfit, but he was on the bridge crew and I was on Eddie. No, Freddy. Freddy. Freddy, not Freddy. Yeah, he's a hell of a good guy. Yeah, very talented. Yeah, seems to be. He is very talented. Yeah, that's awesome. This sounds true. A matter of fact, I hired her to help decorate my house because I'm sitting here looking at these blank walls and stuff and I'm like, uhhuh.

1:56:18 – 1:57:030

And she came in and I'm I'm tickled as poo. That lady, I'm telling you what, as long as I've known her, I don't think there's such thing as an afternoon sitting around the house. She's always up and going. She's like perpetual motion. Yeah, she's she is a good person. Rather team I'd rather you team me up with Angela. I like Angela. I really do. No offense to anybody else. I love everybody there. But I like Angela. She's so mellow. Angela. Yeah, she is so mellow. Melo.

1:57:01 – 1:57:300

She's really nice. So, I'm going to experiment with cooking with Dutch ovens. You ever done that? A long long time ago over in a fire. Yeah. Well, wait. What time are they saying? 7:57. So, yeah, I'm going to cook some cinnamon rolls or something when I go camping.

1:57:33 – 1:58:110

We used that back way back when I was We put it in the campire. Yeah. You know, we potatoes and foil coals. I sat in on a class this lady did. And she they had everything cooking from pizza to stew to potatoes, cinnamon rolls. Um Hey, you had gum. You didn't tell me you had gum. That's hidden in my car. Yeah, you leave any kind of sweets around here.

1:58:13 – 1:58:500

I always want to know chocolate here and there. Put it in lock and key. Pretty much. Yeah. My office, we actually have to hide the candy because we have a cleaning crew that comes in and it's like it's like visualize a herd of ants coming in. We have candy around. I'm not sure we do now, but we when we have it, we hide it and it's only certain people know where it's at because it's like otherwise

1:58:49 – 1:59:320

Well, around Christmas time when everybody brings in the goodies and stuff for the girls that work in the office, we literally have to hide them because you're too biggies. No, I do it out in handfuls. Guys, when they see this, they're like a biggie. Biggy. Okay. Okay. You need to tell me what that spot is, though. I need to be on that need to know basis. Yeah, you will be. I don't think we have any. Barb's the only keeper right now. She's got her own individual stash, but when we do like Halloween, we generally buy few.

1:59:29 – 2:00:110

Something that lasts a while. I mean, I eat a lot of candy, don't get me wrong. I mean, if you knew me at Cookies, I ate ice cream every time I was It was an ongoing issue. That's why I quit. Okay. Easy access to the ice cream. Exactly. No, but I I would I don't I don't seem to like candy that much. I mean, like, I'll eat it, don't get me wrong, but like there's only certain times I just don't like binge out on it. I'll salty boots though. You give me a bag of Cheezits or Goldfish. I'm down. Pretzels pretzels are good, too.

2:00:11 – 2:00:550

Peanut butter, the parmesan, the bucket, whatever. Pretzel. I wasted I know an hour. Yeah. Okay. Sorry. Drive safe. Thank you. Where do you have to go? Parker. Parker. Hi. Put you in the jumpouts out. What's that? You and the jumpabouts. That's all that's on the road right now. I know. Well, be careful going home. Deer ahead. Dear deer.

2:00:53 – 2:01:380

We usually drive I usually drive about 45 miles an hour. You're the kind of guy I like to follow. No. Yeah. You're probably like that. I'm going to say that. Um I am probably like that. That person who is apparently reading my license like every every small small little letter on there takes the opportunity to pass you at the first. I I've actually somebody coming behind me from outside. I love pulled over and sudden just pass me, you know. It's like, yeah, when you can see facial features, they're two plus, right?

2:01:36 – 2:02:200

I don't do that. But, you know, I got a guy that follow Snow Hill Road is definitely a 45. And then, you know, absolutely. K7 once it gets past can open it up. Holy map. The deer are no joke. Yeah. Well, I tell you, my car sits so low. When I first moved down here, it was raccoons. Yeah. And I still drive at the time. So, I left here one morning and it was foggy. I mean, you couldn't see the hood and I was maybe 60 and I hit something at scene. I don't know what it was. It was big,

2:02:17 – 2:03:000

but it hit and rolled. I could hear it roll up under the back. Well, I get up to Lyn Valley and my dash just starts going absolutely insane and I'm like, "Okay, so I'm not going to have to wait until I get to work to find out." I pull over and it's just fluids running everywhere. It ripped out the entire coolant system in that car. About $3,500. You think it was a raccoon? I I had a ra that thing was big and it just ripped up all the air conditioning and stuff underneath. Yeah. No, no.

2:03:02 – 2:03:160

Okay. Wow. It's like my brother lives in Alaska and they said somebody hit up there and it was the same crazy. You go over one of those things and you know it

2:03:20 – 2:04:010

little round. It's amazing how many times I've climbed into one of those too. Yeah. Between here and there. I think we got out here on the corner castle. Supposed to be back. I think this house got out one time and boy from Casey's and I went around the corner and it was dark out and all of a sudden I just little eyeballs and I was like what the hell, you know? So I pull over real quick away and I'm looking back and there's a freaking cow in the road. Back in the day they was worried about hogs. Hog going roll the car over. Yeah. Oh, there's some damage.

2:04:20 – 2:05:050

You guys are all like in there back there. It's not a heated discussion, but it's a heated room. Y'all are sweat. Executive session ended. Resuming normal meeting. No action taken. Mr. Mayor, I make a motion for 10 10-minute recess. Motion come forward for a 10 minute. I second. All in favor? We'll be back at 8:08. There's no fan back there. We get a fan back there.

2:05:08 – 2:05:480

I guess no, there's no vents. Holy cow. We're like, yeah, I think there's one vent in that room, but I've never felt air come out of it. Maybe we don't know where the thermostat is. My sweetest daughter. These summers are going to be awesome for you. So, I'm out. Have a good night. Thanks. Stay home safe. Y'all are just so dramatic. It's definitely not hot back there. I don't care.

2:05:45 – 2:05:590

There is soft breeze coming out of the vent. Just, you know, maybe enough to blow. Is it from the dryer? Not a dandelion. Is it Is it from the dryer?

2:06:02 – 2:06:240

Take note of that seat till you grab it every time. We'll just we'll just get public on a date. Nothing to do. Michelle's usually chilling. Alternatively, we could step into the take off a layer

2:06:28 – 2:06:510

where the lava rocks were to uh it's secretly a sauna so that we all come out thinner. I'm working on my Look, the doctor said watch your weight, so I had to get it out where I could see it. Maybe I need to go back to the sauna.

2:07:01 – 2:07:310

Hope this isn't at 9:30. Yeah, not put that out. Knock on wood. What are you doing? 3 a.m. early. I'm in my office by 6:30. Yeah. So, I can write up all this stuff. Yeah. You've only got what a day? Yeah. A few hours. Wow.

2:07:36 – 2:08:190

It gets hot in here like this all the time. It's hot. You know, it's weird. It'll be hot in here. It'll be cold up there. One office will be scorching. It's like we give an even feel like a fan where cold air and then when it couldn't decide it was cooler up in the front. Yeah. In the hallway being in the hallway. Maybe these vents are restricted somewhere. Yeah, it's it was cooler up there cuz it's set on 62 and it's 76 and I don't think we're putting out that much heat. I mean, I'm hot, but I'm not that hot. You guys froze me out last time.

2:08:210

Felt kind of good. Up and down. Up and down.

2:08:35 – 2:09:190

Poor scientists don't know what's going on. I know it. Hot, cold, hot, cold. Wake up. 80 in the afternoon. Yeah. My sinuses were suddenly hurting me earlier today and I was like, "What happened?" My eye turned red and everything. I was like, "Oh, yeah. The neighborhood is Oh, yeah. And then I walked right into it. By the time August comes, it'll be so stinking hot it won't even be funny." Yeah. All this wet. Well, I'm still waiting on winter. We had it for like what, two days? It was what Kansas next to Colorado. respect. Not at all. Not at all.

2:09:16 – 2:10:010

I lived in Grand View in 2003 whenever it snowed in May. I was in California on 4th of July. Got in Bakersfield. Oh, no. When I moved to I I lived in Oregon for a little over a year. When I moved out there, looking at a house that had no AC was kind of just weird. But when you realize they only had one week of summer and it reached a whopping 84 degrees there was no AC. Yeah. That's like Colorado used to be. We never like

2:10:02 – 2:10:290

take me with you. I'm just kidding. Have a speech. Did you get out the restroom? That's where all the air's at. Healthy body faster. No, I My face is hot. That's the wrong thing. You're on time. I made the motion to have the rest of the council meeting in the hallway. I think the motion died for lack of a second. I'm

2:10:28 – 2:10:540

sorry. The motion was invalid. We were reset. Motion drawn. You like to 808.

2:10:51 – 2:11:460

All right. Excuse me. We weren't late to figure out what time it was.

2:11:42 – 2:12:250

You have four minutes. You want a minute for you? Two minutes. I know. I'll go put a chair in there. Did you get right up? You get right up. I will. Candy, can we get that door propped open maybe and let some of that cool air from outside in? If it wants to exchange, that would be phenomenal. Now, if we look over

2:12:24 – 2:12:370

and he starts shivering to know where all the cold air is going right here. He's full of hot air anyway, so he'll need to cool off. Oh, they go

2:12:460

doesn't work for me. Oh,

2:12:550

did it shut? Yeah.

2:12:58 – 2:13:460

Yeah. And the wind was blowing it open, so I brought the rock out. But I guess the rock back.

2:13:49 – 2:15:110

Although I already feel it coming off. Amen. Okay. Okay, reset. this ending resuming meeting and we'll move over to the appointments. If I could get uh city uh council consent to appoint Becky Hegwald as our city administrator.

2:15:15 – 2:15:480

Yes. a motion uh to consent to the appointment of Becky Hegel to city administrator. I'd like to make a motion to uh approve the uh uh appointment of Becky Hegall to city administrator. I second. It's been moved and seconded to appoint Becky Hegel to city administrator. All in favor? Any oppose?

2:16:03 – 2:16:440

Such officers shall hold their respective offices until successors have been appointed and qualified. So to the extent that um you all did not ascent to the mayoral appointments, those people will nevertheless retain their positions until or unless a successor is appointed and qualified. Um moreover to the extent that you all are not asenting we do have the requirements of 1216128 to make a specific finding by the passage of resolution that the person is either unqualified to hold to hold the office or is not fit to hold the office or position. So that would be on the city administrator, the city attorney, and the police chief. Mr. Mayor, can I uh make a motion for an executive session to discuss these appointees for about 10 minutes?

3:12:04 – 3:13:020

Mr. Mayor, can we have a another executive session with uh uh non-elected personnel to uh discuss uh appointments uh with uh uh Becky included for uh five minutes at a time? Okay. 3:14:42 – 3:15:140

I think that they had too much discussion probably over the past Storms than than what he had planned for because he didn't really get to talk about like Storm's things which kind of sucks. That's kind of what I was doing. But it was interesting to like that was kind of shocking. It was it was crazy. Yeah, he was saying that

3:15:14 – 3:15:390

he was saying that that night we didn't even have a tornado warning in L County and then all of a sudden they had a confirmed tornado on the ground and he was on the news putting this out there literally as he was getting the information which was kind of neat I guess to like realizing that and so like in real time I guess sometimes. Yeah. Oh, mommy.

3:15:42 – 3:16:150

Okay, don't whatever that dance move is. Don't do that. Okay, no more. No more. No more. This is a dance class. No, they do it to the boys. No. Here. I said no. No, we're not doing that. We're not doing that. No.

3:16:12 – 3:17:330

They're back. No, she just in the background the double I mean Executive session ended. No action taken. Resuming normal meeting. I'd like to make a motion for an executive session for five minutes for non-elected personnel

3:17:29 – 3:17:500

with council and uh I'll second with who? I'm sorry attorney attorney attorney. So, it's been moved and seconded for an executive session for non-elected court personnel to discuss appointee, including the city attorney.

3:17:52 – 3:18:440

5 minutes. All in favor to return at 9:16. What am I doing? I'm going to call the department.

3:18:500

Stop it now. Saturday.

3:19:11 – 3:19:410

Well, Jack can handle her own this kid was he didn't really get to that and that's more what

3:19:37 – 3:20:380

and that's an issue they treat and that's what's going on for a I turned it No, when I did that interview with um whatever her name is, I already forgot it. at 9:00 a.m. at the coffee shop. I might actually need coffee. I don't even like coffee, but I might drink some.

3:20:37 – 3:21:100

I don't think Oh, you'll like her. She's really nice. Yeah, she she looks really sweet. She looks really up. I'm resigning. Well, oh, I can say a few things. Said I probably shouldn't, but that's a lot of things. Well, he's smart.

3:21:190

Here she is. Thank you. Give it to me.

3:21:49 – 3:23:330

How about Executive session ended. No action taken. Resuming normal meeting. I'd like a five minute executive session with Chief Chief Schneider.

3:23:37 – 3:25:100

I second. It's been moved and seconded for a fiveminut executive session for non-elected personnel uh to discuss the appointment to include Chief Snider. All in favor? We'll return here at 9:22. That's why people decision. No, I want to walk. rally here.

3:25:230

Sorry. I don't know.

3:25:45 – 3:25:570

I can't do this. Yep.

3:28:10 – 3:28:280

Yeah, I know. All right, I'll let you.

3:28:39 – 3:28:500

Yeah, I'm starting to get a little hungry, too. I could be in my house short back my recliner.

3:28:47 – 3:30:060

Yeah, exactly. Executive session ended. No action taken. Resuming normal meeting. Okay. Does the council have anything else in respect to the appointments? Another motion to person.

3:30:14 – 3:30:490

If you if you're wanting to, you could motion for the consent to reappoint Tristan Snider. as chief of police. Okay. Um, moving on with the agenda then, uh, city administrator and departmental reports. I have that.

3:30:57 – 3:32:230

Chief Snder, do you have anything? April 1st to April 30th, we had 431 calls for service, 23 citations, 119 traffic stops. We checked 90 fishing licenses with two of those people asking to stop fishing because they didn't have them. 11 arrests, 14 drug cases, 42 case reports, 34 call outs. We had one battery, three child in need of care, four disturbances, nine or correction, three domestic batteries, one indecent lewd behavior, four juvenile incidences, one mental illness, one missing person, two runaways, two sex offenses, and two criminal threats, and one search warrant. Animal Control had five notices, eight letters, one written ticket, and currently has 31 open cases. And between May 1st and May 3rd, we've had 69 calls. Three of those being or three citations, 20 traffic stops, 20 licenses with one issue with krill limits, three arrests, one drug case, three reports, and seven call outs. We had two death notifications, one mental illness, and that's all I have.

3:32:24 – 3:32:400

Thank you, sir. Did y'all have any other questions regarding the departmental reports? ADA parking at community center.

3:32:42 – 3:34:010

We talked to um Jeremy and he is comfortable doing the work to put the ramp in at the community center. So he can slice that out and he can lay it and then the ADA parking will be right there straight into the ADA entrance CFAP grant for dock at East Lake. So, I know the council had said um looking at the other dock and filing for the grant for the dock at the East Lake, uh the council had stated a budget of up to 50,000. The latest uh dock bids and stuff that had come in would put the work well over that. Can I say something before you go on? Um Tristan and I and Jimmy went out there to the East Lake today

3:33:56 – 3:34:300

and um what I seen um there's just a part as you first walk in and then there's another part the board is just missing. And I talked to Jimmy and he um told me that he was confident that he could rebuild that part right there so they'll hook back up together. Um I said and of course I was too, you know, chicken to go all the way up. But anyways, he I asked him to go all the way up and I asked him to jump on the thing, but I

3:34:27 – 3:35:010

Well, sorry for your luck then, not mine. Anyways, I had him go out there and I had him jump and on on it um out there and it looks solid to me completely. my opinion, it doesn't need to be taken out. It needs to be fixed and it needs to be fixed, right? And if I'm right, Tristan, well, guess there um was people out there yesterday, right? There was about 15 people on the dock.

3:34:58 – 3:35:310

Yeah. So, I mean, if it can hold 15 people, I think it's in very good sh The boards look wonderful to me and everything. So again, I think it just needs to be fixed right there at that one part and I say call it good. Okay. That's my opinion. So and that's what the council had asked that those three go look at it and bring back a report. There's the report that they have. um does council agree just fix that one board there that's got this causing the splits which made them

3:35:29 – 3:36:120

because he said if he can fix it and he and I asked him and we all know prices jump and stuff and and everything I said how much do you think it would cost you to fix it and he said oh maybe $50 or whatever and I thought well you know lumber's not cheap anymore and stuff so I mean I just asked him what the ballpark was and he said that he could he feels confident in fixing it and I and everything. So, um yeah, he said that like I I told him I was one person and I would report back to you guys. Okay. So, council bags will be getting it fixed as quickly as possible and

3:36:10 – 3:36:400

because there was a lot of people fishing not today but over the weekend and everything. So yeah, I did ask him to mow the grass around the lake really good. So and then how do we feel about that grant for the dock? Where do we stand on it? And you said it's going to be wet over over.

3:36:36 – 3:38:010

We had some initial bids for docks. Um some of those bids changed and so forth. Uh so the council had said up to 50,000 as the total price of that making the city's portion somewhere around 25 to 30 um to um cover within our stuff. But the latest bids that came in and what the docks are being looked at is higher than that and that would make it over the 50,000 as a total cost. So I stand with what the council had approved. approved. We're not able to proceed with that at about the 50,000. If the council wanted us to proceed with looking at the dock uh grant and so forth, then they would you would have to change that to be more than 50,000 for the total cost. But understanding still we only have the 30,000 in the reserve for the lake.

3:37:58 – 3:38:270

And my other concern was that um right there at the boat ramp there's not very much parking. So, if um they build that dock right there and people are going to want to fish, plus people have brought their boats, you know, most of the time a lot of people pull to the other side of the streets to park after they've unloaded boats. And I I've never been out there with them. I saw that a lot during the fishing derby last year.

3:38:28 – 3:39:260

My question is, how are we taking that dam that need to be fixed? I mean, we got other things where it needs to go first. Does the council wish to drop that at the moment or change the potential? Do we need a motion to drop or

3:39:24 – 3:40:060

No, I we just simply can't sign anything that's over the 50,000 and everything right now would be over that. So, it's not doable at the moment. I just I ask for the sake of clarity. I mean, my biggest problem was Don came near the other counsel and he kind of forced us to get this dog and I don't know why I don't know why that when he was talking that came out like that, but I just felt like we was being forced into something. Okay.

3:40:04 – 3:40:330

And also with the dam being that needs to be fixed cuz there's sandbags in the hole right now. I mean, we're going to have to be paying for that. Okay. Sounds good. um update on sexual harassment and leadership training. Um the classes have been lined out and the department heads will be getting the information in the next day or so to um on how to do it get those done.

3:40:30 – 3:40:590

Okay. Resolution number 474 to dispose of unneeded fire gear. I make a motion to approve resolution number 474 to dispose of fire gear at the chief's depression.

3:40:55 – 3:41:210

I second. It's been moved and seconded to approve resolution number 474 to dispose of the fire gear at this chief's discretion. The fire gear listed in this resolution 474 um includes that's the list

3:41:16 – 3:42:190

the list of the fire sheep given some SCBAs 2.2 air packs and various other things. including some expired gear. Any discussion? All in favor? All in favor to excusing. So moved city administrator/clerk position. Any discussion on city administrator position itself?

3:42:30 – 3:43:130

Okay. Bingo at the community center. Linda Dudley approached me and for legal reasons they had to remove the monthly bingo out from under the chamber and they moved it to her church and we were wondering if there would be a way to wave the fees since it is a community event. Which church? Presbyterian church. Presbyterian. Yes. Yeah. because I know currently right now the waiver is for um ministerial alliance but this is not just a church thing. It's kind of a community event run through the church because of the requirements for a bingo license in this state.

3:43:11 – 3:43:560

So let me ask why it was removed from the chamber of commerce. The chamber of commerce is a 501c6. It is not a 501c3. Um the 501c6 is a nonprofit uh for the sake of business stuff, but it is not a nonprofit that is allowable to hold a bingo license or do certain other things. It's not a charitable donation. It's not a charitable organization and the bingo license is required um either from a city itself or from a charitable donation 501c3. So the chamber being a 501c6 organization doesn't qualify.

3:43:58 – 3:44:130

Yep. Sure. Taxes, IRS, and laws. Don't we just love them? Mr. Mayor, I make a motion that um to have the bingo at the community center fee waved. Second.

3:44:21 – 3:45:050

It's been moved and seconded to have the fee for the bingo community center fee. Waiting blah blah blah blah blah. It's been moved and seconded to have the fee for the community center for bingo waved. Can we go back up to the city administrator clerk? What did you want us? What did you want information from up on that? I will have to finish this first. There was a motion. There's a motion on the table. All in favor? Oh, I thought we were done with that. Okay. So moved. Um discussion was made on um whether or not the city was going to keep the city administrator position or not. That was just there for opening

3:45:01 – 3:45:380

that discussion on whether we wanted a um whether the council wanted a res a ordinance um revoking that position or changing the appointment of or anything like that within it. Let's carry over from our work session on city codes. Um generator at the community center.

3:45:39 – 3:46:040

There was originally supposed to be a generator at the community center to since it is a a storm shelter. Um wanted to know if you were interested in getting prices for that. It kind of ties in with the storm sirens to have it upgraded where it was can be set off by dispatch of them can be set up by dispatch now.

3:46:04 – 3:46:360

I believe they better get the electrical fixed in the community center first before we decide to put a generator in. And because you got breakers in there, they're obviously humming and making horrible noise. I will say go through with somebody that's from the IBW to go through and inspect our electrical and get it up to up to code. So we are not risking the litigation because of a fire. Okay. Is that a motion to do?

3:46:33 – 3:48:100

Yes. I make a motion. Um, I make a motion to have an electrician look at our electrical to get it up to building codes under electrical building codes before we consider doing a generator. A motion has come forth to get an electrician to examine the community center electrical on what it would take to get it to code. Uh is there a second? It's been moved and seconded. Uh clarification for this, I would ask uh because the last time we had someone look at something in the community center, the price that they gave us to fix it was rejected by the council after it was already open and then bids were put forth, which is kind of unfair to that company. Are we requesting um multiple electricians look at it and give us bids on what they think it needs or are we wanting someone to look at it and give us a list of what we need to we can so we can open for bid.

3:48:08 – 3:48:380

I say you open it to bid because then they'll be they'll be able to come in and look at it make their assessment and then do a seal bid. Okay. Okay. So, do we want to amend that motion to have um open for bid to electricians to come through and examine? I'll make I'll make a motion to amend. Is there a second to that amendment?

3:48:44 – 3:49:280

Okay. on the amendment. Um, all in favor of amending it to open to bid for electricians to come through and tell us what needs to be fixed in the community center to bring it up to code. All in favor? Okay. And now on the actual motion as a whole to do that. All in favor. So moved and we will open to bid for electricians to come through and give us what needs to be done there to bring it up to code.

3:49:26 – 3:50:080

Now what's what's needing to be done about the siren now? Okay. Now storm sirens. What do we want to do on the storm sirens? Because uh right now there's only one that can be set off by dispatch. But didn't we didn't we discussed this last two weeks ago where Tristan has the key or whatever it is to go and turn it on? Yes. Do we want to continue to do that way or do we want to see about getting finding out what it should be automated through emergency management and dispatch? Okay.

3:50:06 – 3:50:370

And that area horn they got get rid of that dang thing. You can't hear it inside the house even when it turns and I'm not that far away from it. Okay. So, are we wanting to would there be enough people for bids on that? What do we need to do on that? Emergency you be able to call that emergency management on that. Okay. So for

3:50:35 – 3:51:160

kind of find out contact and find out what it would take to get all that automated and up to modernization for that. I think Paul would need to look at putting one on the south side of town. Yeah, cuz if the storm's coming from the south, it's going to push that sound to the north. So everybody from the community center this way could not hear them. Sorry. Is that good? And if is there one across the tracks too? That's the one that's the directional one.

3:51:14 – 3:51:280

Cuz there's one at the Six Street Park. There's one at the water plant. There's one at the community center, but it doesn't work.

3:51:33 – 3:52:180

We need to figure out how to get that one fixed. Get it working. Okay. So, we'll contact to find out what we need for all of our sirens to be fixed, upgraded, and set offable by dispatch or just management. Okay. Uh, student representative to the city council. U, last meeting for you as the school year is coming to a close. Um, do you have any closing comments or anything? Yeah,

3:52:16 – 3:54:160

mayor, members of the council and the pleasant community, I have submitted my resignation as my term ends technically Saturday when I graduate and am no longer a student. I will close my service with clarity and precision. From the beginning, I was given a title without the guidance, communication, or support required to fill it. For six months, no one offered direction, correction, or expectations. Then suddenly, I was told I had been doing everything wrong. That is not leadership. That is a double standard. False allegations were then made against me and delivered by a council member who chose to raise their voice at me rather than speak professionally. Those claims were proven false, but only after the mayor had to intervene. No student representative should ever be placed in that position. The school did not provide support either. I was expected to represent both institutions. Yet, I was rarely given the information or backing necessary to do so. I was held to expectations that were never communicated while adults around me did not model the standards they demanded. That level of hypocrisy speaks for itself. I do want to acknowledge that there were a few individuals, only a few who did offer help, clarity, or basic respect along the way. Their support mattered, and I am grateful for it. But isolated moments of support do not erase a system that consistently failed to communicate, failed to listen, and failed to treat a student representative with professionalism. Throughout my term, I spoke, I presented, and I provided documentation. And most of it went ignored. Being unheard became the norm. Being dismissed became expected and being disrespected became routine. To my successor, understand exactly what you are stepping into. You will need to advocate for yourself. You will need to demand clarity, not wait for it. You will need to insist on respect because it will not be given automatically. Do not shrink yourself because it's classier or expected. Don't let yourself be walked

3:54:13 – 3:55:200

all over. And do not mistake silence for support. Despite these circumstances, I am grateful for what I learned and for the opportunity to represent the students. If even just one person was positively impacted by my work, then it was all worth it. Thank you, Mayor Young, for the opportunity. Thank you to the count council members that were actually respectful and supportive. Thank you to Becky Hedgewalt for all that you've done. And to our city attorney, I hope you know all of your actions have never and will never go unnoticed by me. And with that, I have nothing further to add, Mr. Mayor. Thank you. It's always a difficult task to be the first at anything, especially getting all the bugs worked out and clarifications on things. City Attorney, could I also ask that you would clarify on the appointments on people accepting those and what happens to the three?

3:55:18 – 3:55:550

Yeah. In the absence of a resolution disqualifying or finding unfit um those persons, they will continue to hold over until or unless the successor is appointed. uh for them. Um so that's what happens with those positions. Is there anything further that needed on that? Um and for those appointed, they could um accept that within a certain amount of time, right? Does any thing?

3:55:52 – 3:56:280

Yeah, I mean if they failed, I think I mean I'd have to reook at the statute. It has a certain number of days that they have to show up otherwise it's deemed until I think it's 30. Sorry, I just wanted to make sure that we have perfect clarity on it all so that it's uh Okay. No, no question on that. Come back to me then. Okay, I will come back to you in a moment, Councilwoman Rochelle. Um I don't have anything just to set the budget meeting for next time. Okay.

3:56:29 – 3:56:480

Oh, I have Do we already have one scheduled? Yeah, we have a group session. Okay. I don't have anything right now.

3:56:510

I don't have anything at the moment.

3:56:59 – 3:57:200

I don't have anything. I move to resend resolution 455 the student council representative for lack of school support in the future. I've talked to numerous faculty from the school and they said that the school school faculty and school board is not going to back up.

3:57:24 – 3:58:070

Say that again. that I move to resend English 455 student council representative sensive position for lack of school of of uh school support 455. Yes. Okay. Now, would we need a resolution to resend that? You can resend a resolution with the resolution, but you would need a second on a motion. Is there a second on that motion?

3:58:04 – 4:00:020

I'll second it. It's been moved and seconded. Um to resend resolution 455. So that' be creating a resolution to resend resolution 455. Okay. Um any discussion? All in favor? Any opposed? Passes 4 to1. So Becky, if we could add to the agenda resolution to resend resolution 455. Did you have something? I'm not finding you right now, but um pursuant to KSA15-201, in the case of any person elected as a council member neglects or refuses to qualify within 30 days after the election, they would be deemed to have refused to accept the office and the vacancy shall exist. My belief is that the same um the same would be true for any um elected I mean excuse me appointed um position.

4:00:00 – 4:00:380

um it would have to be documented that there was a refusal or non-appearance in the minutes of the city um records that basically a person is not showing up for the job that they were appointed to um because also there's a booth of office for many of those positions as well. So if they don't show to take the office then the vacancy would continue. Um okay thank you. Did you have anything else?

4:00:35 – 4:02:130

Yeah. Uh Mr. Mayor, it's been my privilege to serve the city and I tender my resignation effective immediately. I will note that due to the budgetary concerns of the city, um you all could decide to not continue with having a city attorney come to all of your meetings and uh adjust the job description of such things to be a little bit more on demand for folks to send emails or calls or that sort of a thing. um so that it would be a less taxing financial burden on um on the city and then request their appearance at any such meetings as you all deemed necessary. Okay. And then of course the reminder of next week's work session on the 11th. Did anybody have anything else? That case I will entertain a motion for adjournment. I'll make a motion for adjournment. I

4:02:070

second moved to second it. All in favor.

4:02:31 – 4:02:460

Candy, can you take us offline, please? I'm sorry. Just hit the uh end streaming on the the mouse is in between the monitor and the computer. There you go. And on the right hand side. Yep.
