We'll have right off the bat the public hearing on requests to close and vacate a portion of Cedar Street. So, I will officially open that hearing and open public comments. Would anyone like to speak uh for or against the vacating of that portion of Cedar Street? If you could please state your name and address.

Aaron Grady Hines. I live at 301 West Park Street, which is right there at Cedar Street. Um, I am for the vacating of it. Currently, there's no actual street there. It's just lawn, which we privately maintain cuz it's just ignored otherwise. Um, it's been nearly a hundred years and it's never been turned into a road. And that's because that area floods and you'd have to build a bridge. it'd be very expensive. So, it's just kind of been left and um so it kind of seems pointless to have it blocked off when no one's using it and it doesn't seem like anybody plans on using it. That's all.

Is there anyone else want to speak for or against the vacating of Cedar Street? No. Okay. Then we will close the comment portion of the hearing. And I believe now it goes to council for motion on ordinance 2067 vacating that portion of Cedar Street. So this is the time when you all can discuss your feelings for or against um that ordinance or the vacating of the portion of the road or it is the portion where someone could make a motion to adopt the ordinance. Either of those would be appropriate at this time.

Is there any easement to their adult through that whole section?

Um, yes. The actual um in reading the ordinance, it says the city of Pleasanton hereby vacates Cedar Street between 301 West Park Street and 211 West Park Street. Pursuant to state statutes, the vacated street right ofway shall become the property of the respective adjoining land owners pursuant to KSA5427 with the provision that the utilities on the property remain accessible. There is hereby reserved to the city and to all public utilities such right ofways and easements on through, under, and across said vacated street as exit as exist at the time of the approval of this ordinance pursuant to KSA2512A. Upon approval of the ordinance, the city clerk is instructed to file a certified copy here onto with the county clerk and register of deeds of link county. So within the ordinance itself it says that the right of way for utilities has to remain open.

So that section has to stay open for future utilities for development. Um it would be what would be the easement right of way for the utility itself as it exists at the time of the ordinance. That's my own question because we go to the center that takes away the city's ement. Mhm. which is what this is saying. No, the easement the easement is still there. So up to up to city ement. So the easement is still there. It's basically like an access point across private property, right? So it doesn't take it away. It remains there.

But in their in their own wording, they're saying splitting it down the middle in their own wording. Right? So how it works is even even the folks that have the utilities that go up on their property, the boundaries of their property are still privately owned by them. However, the city or the utility company still has the easement, meaning authority to enter the land to make revenue to whatever utilities exist. So, if I understand that correctly, that would limit how far over they could bring the fence.

Yeah, it has to remain accessible. That That was my question. And when we close it, um, so the property people are are responsible for, um, mowing it. The city doesn't mow it anymore. Well, currently the way the city codes read is every property owner is, um, responsible for the growth of grass, weeds, etc. from their property to the center of the road to the center of the

alley. So I guess the question that I would um have in regards so that the land owners could know what portion of that would need to be remained open that they could not put a fence in if they wanted to fence part of that in. I can't remember what it's called, but it used to be called Mystic. You would You could have that flagged. What's it called? Yeah, it's like dig safe. Yeah, the Yeah. Thank you. Okay.

So, wherever it is, there's a certain distance that they would have to remain away from within that. Okay. So, we pretty much call in Dix first, see where everything is at, and then and then you'll base it off of that. The utilities just have to remain accessible. That's it.

I make a motion to go ahead and let them extend their properties out to the edge of the easement for utilities. That gives them that gives the utility company right away. Um, so the motion would need to be to either adopt the ordinance or you would have to um propose language for an ordinance if you aren't agreeable to um the ordinance as written.

I mean, I know it pushes it off two more weeks, but I mean, can we wait until Dixie was called to figure out exactly where everything is at? I mean two adopted. I mean you can make a motion to table it um because a public hearing can be continued um as long as is necessary. So if you all want to see the dig save flags before you were to adopt an ordinance um you can do that. So the motion that was made would die for lack of a second if that's what the chairman wanted. I resend my motion. Okay. Of that.

And then there could be a motion to table it or continue it to a different day if you wanted a condition to be that the dig safe flag the utilities. Okay. So motion rescended. My name is James. I live at 108 East 7th Street. I'm here on my official official capacity as a public works employee. I've been I've been here since September of 2025 and I've seen council old and new make my job harder as a public works employee. I've I've seen a lot of things happen with departments requesting funding. Y'all give it. Y'all take it away. Y'all give it. Y'all take it away. If one department asks for money, y'all give it. If another department or departments requests money, y'all table it. Y'all table it. Y'all table it. Y'all table it. Y'all table it. Y'all making our job harder for public works. you want to I've seen a lot of things happen through my time here and I've also noticed things here recently things get brought up during meetings then another person comes up and speaks then it changes y'all was all for it until somebody speaks Okay, I understand y'all are for the people, but is there more than one voice that y'all are hearing that y'all supposed to hear, or are y'all supposed to hear all voices? Think about that.

All these projects that y'all request public works to do, I can understand it. I can I see it. But there are some projects that don't need to happen. And I'm not saying I'm against it. I'm not saying I'm for it. I'm just saying hold on. Hold on until we get our other major projects work. Our streets for one. That's our major project that we have to go on. Let's work on that. Yes. Our our lakes. Yeah, we need to we need to fix our lakes. We need to make make our lakes presentable. Make people want to come to our lakes. I can understand that. But let's work let's focus on one big project or two at a time, not all these small little projects going on. Um I I I I see some people uh out and about. Council members, yeah, I see some of y'all on a everyday basis because of what I do. Some of y'all I don't. Y'all talk to us like we are. Y'all are citizens. I can I can I can agree with that. Y'all don't talk city business outside of council. Some of y'all tend to skirt the issue

and I'm also seeing that hearing not seeing but hearing that y'all are making public works the scapegoat the people that's working here now scapegoats of what has been done in the past. I've never I I wasn't here during that time, don't blame me. The current people that's been working here, don't blame them for what's happened in the past. We don't have the equipment. Let us get the equipment. Y'all don't want to get us some equipment that we could get right now that's cheaper for the city. Let's get it. Let's not hold back funds that we can get some of our projects done, prepped, ready to go for whenever we get our big projects started. I came from a bigger town than this. Maybe 5,000 6,000 people and I've noticed a lot of things that is different than they're than here. This is a small town community. We can bring we can bring this community keep the feel but bring businesses back here if we can work together city council city employees and the community work together bring activities businesses make it want people to come live grow day.

I'm not I I don't want to be the bad guy. I really don't. But if things continue to happen with keeping us from doing our job, making our job harder, things is not going to get done. things will never get done if you keep piling more stuff on us. Things will never get done. You will continue to complain that uh meeting after meeting, why isn't this done? Why isn't that done? Why isn't this done? Why isn't that done? Why? Because y'all keep putting more stuff on us than the amount of people we have. If y'all want something done, my suggestion during the council meeting, write a list. Write a list of everything that needs to be done that y'all want to see done. Give it to Becky. Give it to the city administrator. Give it to the mayor. They can let us know, hey, this is what the council wants wants y'all to do. get it done in a timely manner or whenever y'all have time, whenever it's not busy, whenever it's an off season for parks and wreck that we have a lot of things to mow, we have a lot of things to fix. We have a lot of things to cover. Parks and wreck is just not only mowing, we're also helping with streets. We're also helping with water, waste water, helping with busted pipes, fixing potholes, everything. We're not just one department. We're everywhere. If you keep putting more stuff on parks and wreck saying they don't do nothing,

we're busy. We're constantly busy doing whatever the council wants done. And it's taking focus off of what needs to be done. I want to see this I want to see this council grow. I want to see this town grow, prosper. I really do. But the way things are now, it's not going to change. Things will not change. Just think about what you Just think about the oath that y'all took. Y'all are here for the people, right? Speak for the people. Do things for the people. Just don't make our job harder because you want certain things done now. Sometimes we can get to it now. Sometimes it might be two, three months from now. But it's all has to do with our time, what we have to do, what we need to do, and what is already on our plate.

That's all I have. I have a question for you. So, you said that there's projects that don't need to be happening right now. So, you tell us what projects Tell the council what projects that don't need to be h happening right now. Okay. uh give us some examples of

right now the light at the community center right now that's not our major concern. Okay, Six Street Park. Yes, we need it. We could have a memorial for all fallen firefighters, but if you want to if you want to memorialize one person, there's an easier way to do it. Name a fire station after all. Build a new station, uh name it after all. There's other things that So tell us what other things. We're listening. So what other things needs that don't need to be done?

Well, let me let me ask you this. What have you asked us to do? the ADA at the pool, the lights at the community center, so when they have bingo that the citizens don't fall because they have elderly people that walk down the sidewalk that you cannot hardly see when except for the one that they put that one light up. We've ordered the other light and everything. Okay. And so and mowing and everything. So yeah. So mowing is part of our job, right? Mowing is part mowing is part of our job. But the 88 um pool thing, you know. Okay, I could understand that. But how how long was that supposed to been done?

It was back in June when they asked about it. Okay. And it's just now getting to where it's being done. But who was also working? It doesn't matter. No, it does. It does matter because you're you're making it sound like we're not doing our job. The people now is not doing our job. That's what you are insinuating that we are not doing our job. I never said that. But that's what that's you just you just did. Well, the community people are asking us well where they're at where you guys are at. But you but you are insinuating in past past meetings that we are not doing our job. I never said that. I never said sit here and said you're not doing

I did not say you said I said you insinuated. There's a difference. Okay. That's not That's Hold on a second. Your your argument is not with us. It's one It's with your department heads, city administrator, and the mayor. But it's also you. We don't tell you what jobs you need to go out and do. We just we just bring up to the mayor and the city administrator on, hey, we'd like to see this done or we'd like to see this done. We're not we're not giving you the day-to-day operations. That's her job. Okay. What about her? That's that's your supervisor's job. That's not our job. But I will ask you a question. Have you ever held funding from public works? Have I ever held fun public?

Have I have the council? Do I do I think some of the stuff that that you guys are asking for is frivolous? Yeah, absolutely. But I've never held funds from public works. Not once. Not since I sat on this council. I'm all for giving you guys the tools to do the job properly, but I'm not going to let you tear them up. and we won't tear them up. But but that but that's that's the that's the problem is the past administration that saysration. There's four of us here that are brand new.

Okay, I'm I'm going I'm going to say something. One of y'all I'm not going I'm not going to say anything said we don't want to do this because we are afraid that they will tear it up. Whenever we're talking about the new skid steer, you that somebody said we don't want to buy a new skid steer because we are afraid that it's going to end up looking like the other. Do you have a new one? We do. Okay. Okay. That argument that arguments out the door, too. But that that insinuated that we don't take care of our equipment.

No, we we sat down and we talked about it and about the overall cost it was going to cost to repair the old one compared to what it was going to cost the new one. It wasn't about that. It was like the old ones kept getting torn up from previous previous people in the department. And there's no documentation. You got to keep documentation on these equipment that you guys used. But there goes I'm the one who voted against it because there was no documentation from March to whatever month. There's no documentation. So how can I sit up here and spend the taxpayers money when there is no documentation on keeping that equipment up and everything? How can you explain to me how can that happen?

Easy. Because the person that was working before us did not document anything. Well, there's still people working on it there still, too. So, now you now you got a brand new crew and we're going to be documenting everything. We have started documenting everything that we do with that machine with our lawnmowers. We've been documenting things with our lawnmarks, our upkeep, our preventative maintenance. So, if I come in and I ask for any documentation on any equipment out there, you'll be able to provide all documentations from this from January to now, everything that's been done up. Yes. Okay.

Because from January until now, we didn't use our lawnmowers. So, uh, before the start of the mowing season, we started upkeeping our lawnmowers. Uh, we have a brand new skid steer. We haven't uh m uh we didn't have is not uh able to be maintained at this present time, but we will we are keeping an eye on it and we will maintain it during that time. Have you used it? Yes. So why have what's have you not been able to maintain on it?

Because it's not because it's still brand new. It still has all the fresh oil and of course like any other motor, transmission, hydraulic systems, it has to be worked and then at a certain time it will be changed and we will be changing it at that particular time. Even if we have to do send it off just to get it. Okay. They'll come here to do it. C will come down here and do whatever maintenance or you still got to do everything else and we do stay on topic of everything. Um what is your petition to the council or where are we going?

My petition is to not make our job harder than what it really is. See, I'm still trying to swallow how how is the council making your job harder when we make suggestions to these two and you clearly have a chain of command that you have to follow also. Yes, you got your department head, Becky and the mayor. We report to those two on stuff that we want done. We're not saying it to you and then Okay. So I don't see how council how council in general is making your job harder because sometimes whenever y'all ask them to to say give us a task it has to be done right now.

Not necessarily. Day operations are done by the city city minister. But I'm I'm also she's probably just saying hey Jamie when you get a chance get get to this point get to this done. you know, the council's hounding me about it, whatever. But your point's not valid when you're telling us that the council is making your job harder because we have no ties on what your job is. You don't, but you do uh go back and forth on

Look at it like this. What we have to offer here at this table is job security for you. But I'm also I'm also saying that y'all been also back and forth on so many different things and y'all struck down so many things that could actually benefit us public works to make our job easier. That's what I'm saying.

I'd like to say something real quick, please. What I would like to see is uh public works they have a list of things that we have suggested that we would like to see done. Maybe they could prioritize and start with the most important and work on that project, get it completed and move to the next one uh down the line. I think everybody needs to also understand we're not a bank and that we do have a budget that we have to stay within and that we can't we can't buy all this fancy new equipment. We're doing the best that we can do with what we have and and we're trying to get the get you the things that you need. We are trying.

Okay. Can I can I can I make a point to to you, Miss Sandy? Sure. Okay. We do have there's there's attachments for our skid steer that we can buy right now that can actually help mitigate some of the stress of buying the bigger equipments and have we gotten any information on that Mr. Mayor? uh on the uh some of that information was passed over. I'm sorry. I guess I um there was a discussion of whether workshop, was it?

Um there was discussion given as to whether to look at attachments for the skid steer on certain things like a a street sweeper and some of some of the council was like, "Well, no, we don't want to put attachments on it because it would overuse it." That was during our budget meeting. That was during the budget meeting. Yeah, that was during our budget meeting that we had that information. So, we're still in the process of doing our budget. So, I mean, but I'm also I'm also trying to help y'all. Biggest thing we're trying to say is just work with us a little bit, you know, because we're still trying to work out the bugs of the budget. Okay? So, right now, yeah, you just got to you just got to have to roll with it.

But I'm also trying to also help y'all understand where we're coming from and giving a little bit of insight from public works as well. So I'm sure I'm sure that on both sides the governing body and public works all the employees are saying let's work together on all of this and if there is something that that somebody's feeling is a little bit strenuous on any side then let's pass that through um through Becky through the chain um command there within everything so that we can work together on getting all this accomplished because uh like you said most of the council is new. are still getting used to all of this, working on next year's budget, trying to figure out what it is that we really do need, what it is that can wait, uh, and everything like that. So, if we can all just continue to work together to get these things um going and actually continue moving, which I think is what um, you're coming from on that on getting some of these that actually improves the city. Would everybody agree on that? That's what we're hearing here. If we can if we can

I think if there are things that your department is wanting this is the time to let us know so that we can you know get those things for you but we have to budget it. We have to we have to work it in and see what we can do and then I will I could also talk to my department head see about getting attachments for our skid steer to help with parks and wreck and give it to Becky to pass to y'all. fantastic

for attachments so y'all can understand. But there are other attachments that could also be beneficial to not just parks and wreck, but to streets and water and waste water. But if if I sound rude, I apologize. I really do. Not my attention, okay? I'm just a little frustrated with seeing what the council has been doing as well with public works and everybody else and I just don't get it wrong. We want to work this But when we don't have the money, we don't have the money. So,

but there are there are cheaper and easier ways of doing things if we can also look at those possibilities, too. Well, if you can bring those to us, then we see what we can do. Um the reason why I was trying the reason why I was trying to bump up is cuz I want to go to the storm spotter training that is uptown. and I've got several of my firefighters there. So, um I want to go and join and be with them to make sure what I've been doing is the correct and new ways of doing things. Um just a couple of updates. The extractor um fire department washing machine is actually in the building. Um that was part of the fire gear grant that we got from the um uh Kansas State Fire uh where where it would come from the fire marshall's office. Um, we've got that is there. We are just now waiting to figure out how and where we're going to do the plumbing and the electrical and stuff like that. Um, uh, some of our new gear that we have been trying to get done is has come in. U, we are getting that in service. Um, we don't have all of it yet, but we are in the process of getting the new gear in and getting it in service. Um, on April 26th from noon to 4:00, we did some high angle, low angle, uh, rescue training, rope trainings, pulley systems, and stuff like that. So, we have ideas of what we need to do. Uh, showing some of the newer firefighters, how the the physics of the adding more pulleys makes things easier, but it doesn't, you know, it makes the makes the job take longer to get done. Um the um that same evening we had a storm come through. I activated the storm spotters out. Um I took all of the information that they passed along

back to me and I presented that to emergency management on Monday afternoon. Um on the 21st I think was the day Mr. mayor the um was the first grade school come to the fire city fire station and had a tour and from what I have been told was all of the kids had a

they had a wonderful time. the firefighters that was there, they they took care of everything they needed to do. And you know, I do have another one of them scheduled for June 4th, which is another group of kids that are going to be coming in. So hopefully we can have similar results from that as well. And um the last thing that I did not have on my list whenever I talked to you earlier, um last meeting we was talking about possibly some wheelchairs and stuff for the storm shelter at the community center. I had a individual from the city of Pleasanton reach out to me. They h I have a small looks almost brand new smaller wheelchair with the foot rest and armrest and stuff like that that has been donated to for that cause. So, you know, people that are actually listening online are actually helping out and doing some things to help us out, too. So, um sorry to go through and cut it short. Um, but do you guys have any questions for me?

I do. Yes. You say you got the washer in on that grant. Do we have some place where we're going to put that or do we need to figure that out?

Uh, we have um I've been talking with council Councilman Wills because he's a plumber and I wanted to know his expertise. not necessarily that he has to do the job, but his expertise of how we can get water from where I was going to originally put it and then get the the waste water away from it. Um, he was kind of looking things over and talked with Jimmy and public works and the back door of the city fire department. they pos, you know, a possibility of what could happen is a room could be built there to where um we could put the washing machine and put some toiletry stuff in there. And then um one, you know, couple of things that will get us a room to where we can get the washing machine. Also, that will give us a room to where if somebody needs privacy and changing and stuff like that, that could be a potential as well. that is still early in the process of how we need to get the waste water away from it and you know the firefighters are willing to build the walls and stuff like that. Um checking into electrical if the if a city worker doesn't do it. I've been actually checking with some general con, you know, some certified electricians of what they would be willing to do to help us out. I mean, but we're still in the planning stage of getting that in service.

Do we have a certain time that we have to have that in

No, they the company that has they have um I've signed all the paperwork that it is in our possession and they can get their monies and I told them once we get this in service, I would call them to let them know. Um, they was kind of expecting sometime in June before we would when whenever I was telling them what we had to do, they was expecting sometime in June, but I wanted to get the machine here so they could get their money and not have to wait till that for that long. So, I do want to say I'm not sure who had more fun, the firefighters or the children when they were here. Uh, but it really was a blast and they did a fantastic job.

Yeah. And I was excited too because I got to bring them to our fire station here this year because we actually had firefighters and were able to come and everything else. That was they really had a lot of fun. Hopefully we can have your firefighters again for me. Yes, I will do that. I I sent her the whole itinerary and then I keep updating it. So But yeah, I sent her a whole list. Okay.

It was just easier. Yeah. Fire department did the duck tanks, did they? Yeah. And then one of the one of the Paris in the high school, she has she has her own bouncy houses that she rents out. Really? And she did all of those. Wow. Sarah, this is for um Yeah, PTO did it. A lot of high schoolers help too. like they were helping the dump take Mr. Meek more like cuz it was dump the principal. Oh boy. And a lot of them were like swim trunks and stuff the kids you know. Oh no. He came out and slacks Ty everything. He's like they're not going to principal. They're not going to principal.

Oh they loved it. They had so much fun. It was so much faster when I filled it with fire truck. Oh wow. They said it was going to be like an hour and a half or something like that. Let's do an hour to fill it. Amy's like there five minutes and then we have to keep filling it plus. It was a lot of fun.

Andy and was even in the duct tape. Tanner was in there, right? Oh, yeah. Tanner's a senior this year. Yes. What's he doing now? He hasn't decided. He knows he's going to be taking college courses, but he doesn't know what he wants to do. He knew he wanted to take courses just to stay in that mode class, but he's like, I mean, he's 18. I get it. out of high school. He's like, I don't know. He loves to loves it.

But he's like, I did it as a job, but I still love it. He's really torn on that one. He enjoys it like I can't tell you if he would still like it if he had to do it every day. So, we're gonna have him a little I told him I said, "We'll do something Saturday for you after graduation." And he goes, he goes, "But Sunday's Mother's Day." He was like, "Let's do it all on Sunday." That's cool. Like, that's cool. He was like, "We're going to have everybody over on Saturday and then turn around, have everybody back over on Sunday." Yeah, that's a good idea.

So, I think we'll probably take him out to do something. Just us and see where it goes. I cover prairie view usually, so I'll be busy next Sunday. You can take them for sushi or something. I just um I've got a story in coming this week on I went to a carp uh gathering class and ate carp actually that's pretty good. My uncle when I was a kid or most old times back then would take car put in a pressure cooker. Yeah. And last you start take the pork and just hit it and just peel right off that old bones. Oh, do they? The bones turn into like like shallow. Yeah. You know, and it it was good.

It was good. I was, you know, um, we fried it, got the meat off, and then I soaked it for about three days, got that blood out, and all that, got the red meat off, and then I ground it, and it's just consistency of just Yeah. Well, then I patted it and fried it and it's nice, clean, white meat. It was good. I'll tell you, you ever been down New Orleans? Yeah. You get down there and get kind of away from town a little bit, you know? They even really talk to Yeah, man. They can fix stuff that you wouldn't think dog would eat. If I got pretty good

rice and beans all fried up. I mean, they had like gator steak. Gator is good. That was expensive. Yeah. Like years ago, Carl's band, New Mexico. We pulled in there and first time I had rattles. Oh, I like it's better than chicken. Yeah, it's good. Good. If you go to Hi Ve, they have in the freezer section, they have gator nuggets and you take those out and do the breading and deep fry those. Those are so good. And it's actually gator. Yeah, it's gator. They're not It's not horrible on price. They're a little pricier than fish and stuff, of course, but

we'll get good stuff. Just just call down in New Orleans. Uh there's three uh places that will send you a gator tail cut any hat you want different sizes of shrimp and they'll package it all up and they'll send it overnight. Oh yeah will I brought back five pounds of shrimp from New Orleans when I went October.

Yep. And that stuff I put in my refrigerator when I was defrosting. All those those things those things are going to be available and I got some of that stink water in my fridge. I I haven't had a chance to clean it outside. So bags well.

So we just put that on we just put that on the calendar. So right now like for example for Pleasant and the only thing we have on there is fish and gerby because that's sort of the thing that's coming up you know and like if there's nothing if there's nothing going on we'll just oh let's put in oh well the next council meeting is just to kind of have a placeholder for that.

But you know we put you know um like cleanup days and you know garage sales and all that stuff. you know, if we know if we know what it is, you know, a lot of times just mention just mentioned in the council meeting and we don't I know Morgan hangs flyers and stuff, but you know, there are some folks that just can't get out and a lot that do manage to get out don't know the location of where these things are put.

You know, idea was always a nice neon flashing board of some kind. the community center so that people can see they're riding bikes, walking, driving, whatever. I was standing up there with them and I was going to get them because they were laying on the ground getting dirt and I didn't say anything. Then I back to the office. I I pulled four tanks off just at the office. You know, as a kid, I don't recall ever being that bad or whatever. You know, dad, you know, the little seed ticks. I can't even see them. I know. I can feel them crawling around.

I can't see them. Yep. I rode till my raised beds. I was in them and I was running to them with my little steel and I had probably 20 of them just Oh my gosh, they were terrible. I would have been out of my mind. Yeah, they were. I was just standing there picking and squishing picking and squishing and you know I they're terrible. I mean I was just sitting out in the yard and when I went in the house it's like you know then I start looking everywhere. I think I pulled about three or four off. I'm just sitting there not even doing anything. Right. Yeah. Terrible.

I had the other day I was cleaning brush in my driveway and I pulled two big dog ticks off the back of my legs and some sea ticks. And I'm like, good grief. And I had um peromethine on. I'd put it on my penis and it still it's like they just between that and the fleas trying to cuz I have a lot of dogs and I spend I mean these collars cresco collars are 60 70 bucks a piece. You know when you're buying for you know seven dogs, right? That's a little pricey. You know, I mean, we're spraying the yard and we're getting our perimeter because people around us are just irresponsible and it's a challenge every year.

Yeah. To to get a handle on it and keep the handle, you know. Yeah. So, I've had guys tell me you take fly tags like like how I put the cow's ears. Yeah. Take that, lace it into your boot. You know what else I saw was a That covers a whole area. Oh, that's a thought. I saw the a reel on a cattle farmer that literally dug a trench in one of his fields and put up some gates like a shootute. Filled it with perm and aggro and all this. done it for years in Colorado and then he said the heck with it. He put his dogs through it too. Made him swim made it deep enough where they had to swim through it. Do they still do that at Oh yeah. Colorado.

Okay. Cuz that's where I'm from and I I remember cows having to jump through that crap and coming out. They'll jump off and when they hit it they got their head will damn gone or they'll bob right back up and then they get beat down and go right on out. Yeah. And my uh mom's brother's wife was out of Mark, right? And her side of the family, they had thousands of acres ranching and that's exactly what they do. Yeah, that's that's a good deal. It's pretty effective when you're so much faster the way I do fly tags and Oh, yeah. You know, they just run them in. Yeah. Full body.

Yeah. And you're right with the dogs. I've seen them do that. dogs jumping. I mean, how smart, you know, honestly. Well, when that dinner, man, I'm guarant you're guaranteed to get everything. I'm telling you, I mean, we even went as far as which we usually do, but we got a quick go on it this year. Um, clipping all the birds and then dipping each one of them, putting putting a spot on each one, you know, just to keep anything away from them.

Oh, yeah. You know, we used to dip our house in oh the big old tub. I can't remember what the tub was called, but it's for mange. You know, I wonder if that would do any good for like Texas, please. I can't remember. It sure could hurt. But boy, they sure come back with beautiful coats of hair though. I dumped my chickens a couple years ago. I have this stuff for um police or some whatever kind of something they had. And so it's an early morning project. Go out there and they're you know they can't see where the hood in the dark. Yeah.

So I'm grabbing a chicken and in the in the pocket that was ugliest bunch of chickens when I was done. It's like Well, I tell you what, we we invested this year and it's the second time we've done this. We put 50 Cornish cross meat birds on the ground and all this rain. I mean, those birds are so sensitive to anything. Yeah. And with all this rain and everything and we've got them in yard tractors and so move them around and I mean we are having a heck of a time. Out of 50 birds, I think we probably got a handful left. Oh, no kidding. Yeah.

You know, after having all those ticks on me today, I was thinking I was out at my chicken coupe and I thought, you know, I might look into getting some guineies. Yeah, cuz those things are supposed to be just how long wheels tick, you know? They are. But the thing is, we tried it and I kept telling people, "How do you keep them?" You know, right? And they were like, "You just put them in a ce and eventually they'll be like, "Okay, this is where I live. Let them out. They'll do their thing." Okay. So, we did that. We let them out.

They took off. Seven days later, I'm going, "What the heck? Where'd my birds go?" You know, I got maybe three or four on the back and I had the regulars and I had the pearls and the lavs and couple of them came back and I was like, I mean, where we live, maybe they got eaten or something, you know, somebody come running by and they're like, hey, did you lose half your flock down? There's a bunch of guineies down here and I'm like, yeah, those are mine, but you're not going to catch them. You go to catching them, they're up in a tree, you know. So, are a tree. Yeah, we lost them. And I mean to tell you, best watch animal I've ever had. You have anything move on your property and the birds are out there just giving them what for. We have guineies and we we don't have any problem with them running off.

Yeah. We use white millet. Uhhuh. Um and they'll go in like we'll put them down in inside the cage and the house every night. It's just like candy and they'll um so you know you got to keep them in for a while but uh when they get used to that millet um you know plus they're plus they're normal. Now one of the problems with with guineies is they'll get the big ticks but the seed ticks are pretty small. Yeah. So they don't eat those. Well I'm sure they get some but they don't you know but they but it's not we're not exactly tick free there. What they what they say is those small ticks are just nymph of the big ticks.

Yep. So, y we just have come to the conclusion that they ran away because they didn't like us. Well, you know, I mean, we so we we've sold we've sold guineies to like two of our neighbors and and they um I think we sold a dozen to one one guy that lives down the road and he finally ended up I think he had four and then I don't know why something happened to him, you know, but

and you know, like and then we had another one that that sort of lives back in the woods back there and he was able to keep his for a while. But um we just I mean we lose them to we you know sometimes they'll just be chasing each other and run out in the road and um and sometimes they just u you know I don't know but I mean they're subjective predators down here you know I mean one of my hens got eaten the other day. Well, one one thing about giddies though is they'll is they'll is they work really well with our with our chicken flocks because they guard against hawks. Oh. And hawks don't usually like to come around at the beginning. So

and uh so and they do make a racket, you know, if there's if there's any u you know any stranger walks on there and uh so I was walking out last night to the to the garden and uh Charling was planting something out there and I walked out. It was about it was about time for the guineies to go in and they all I look behind me. I got like a little train following me. So Charlotte, she just loves them.

you know, and he said it's more of, you know, Kansas has got a east and west, north and south grid. Missouri is up and down all around back go over and you know he said and then you know every so often you've got this little town 20 miles an hour and when you're driving through there in big flatbed Kansas tags at you know 4 in the morning you got Johnny 5 on your backside always you know so I told him I can't tell you there but you know I worry about it driving because does he go out on like Monday and come back Friday? No, he drives to and from every day. How far is it? up two hours and five minutes.

But I will say this is a prevailing wage job so they are paying exceptionally well right now to build a school out there and it's a K through 12. I think the population out there is only like 116 or something like that. It's just a little dump in town. But the funny thing is instead of driving, they've got grocery store, they got a little bowling alley, they've got a little drive hop to get burgers and whatnot. 116. That's crazy. That was like really Yeah. What's going on here?

But I will say he called me today and he's like, "You are not going to believe the price of gas over here." And I was like, "Don't tell me." Cuz he was in that flatbed. He said it was just shy of $6 a gallon diesel. Yes. Holy crap. And that little Fusion that I drive, I mean, I've had that car since day one off the showroom and 30 bucks, 40 bucks. It's costing us every bit of $60 to $80 to fill that little Fusion right now. Yeah. Yeah. I filled up my Jeep the other day. It was 75 bucks. And it wasn't even empty. Right. So happy. Mine's hybrid. Yeah. Right. gas.

They're saying Florida gas is $7. That was on news this morning. Yeah, California's way up there. Oh, yeah. My sister. Yeah. They said they're about to invest in electric bikes because they just can't afford gas right now. Yeah. If you could if you could pedal to work, that would be I'm about to start riding the side by side in here because from Are you at I'm just out there off state just barely across state line. Three miles, five miles. Five miles. Yeah, about the side to side, but the tires wear out real quick. Yeah, that's the thing. Cheap.

And I thought I could go around and come to gravel gravel even worse, you know. So, plus I, you know, it's side by side. It's not going to do 50 60. It's, you know, so I have to leave hour for work. Chief Snder, do you have anything? April 1st to April 30th, we had 431 calls for service, 23 citations, 119 traffic stops. We checked 90 fishing licenses with two of those people asking to stop fishing because they didn't have them. 11 arrests, 14 drug cases, 42 case reports, 34 call outs. We had one battery, three child in need of care, four disturbances, nine or correction, three domestic batteries, one indecent lewd behavior, four juvenile incidences, one mental illness, one missing person, two runaways, two sex offenses, and two criminal threats, and one search warrant. Animal Control had five notices, eight letters, one written ticket, and currently has 31 open cases. And between May 1st and May 3rd, we've had 69 calls. Three of those being or three citations, 20 traffic stops, 20 licenses with one issue with krill limits, three arrests, one drug case, three reports, and seven call outs. We had two death notifications, one mental illness, and that's all I have.

We talked to um Jeremy and he is comfortable doing the work to put the ramp in at the community center. So he can slice that out and he can lay it and then the ADA parking will be right there straight into the ADA entrance CFAP grant for dock at East Lake. So, I know the council had said um looking at the other dock and filing for the grant for the dock at the East Lake, uh the council had stated a budget of up to 50,000. The latest uh dock bids and stuff that had come in would put the work well over that. Can I say something before you go on? Um Tristan and I and Jimmy went out there to the East Lake today

and um what I seen um there's just a part as you first walk in and then there's another part the board is just missing. And I talked to Jimmy and he um told me that he was confident that he could rebuild that part right there so they'll hook back up together. There's the report that they have. um does council agree just fix that one board there that's got this causing the splits which made them

because he said if he can fix it and he and I asked him and we all know prices jump and stuff and and everything I said how much do you think it would cost you to fix it and he said oh maybe $50 or whatever and I thought well you know lumber's not cheap anymore and stuff so I mean I just asked him what the ballpark was and he said that he could he feels confident in fixing it and I and everything. So, um yeah, he said that like I I told him I was one person and I would report back to you guys. Okay. So, council bags will be getting it fixed as quickly as possible and

because there was a lot of people fishing not today but over the weekend and everything. So yeah, I did ask him to mow the grass around the lake really good. So and then how do we feel about that grant for the dock? Where do we stand on it? And you said it's going to be wet over over.

We had some initial bids for docks. Um some of those bids changed and so forth. Uh so the council had said up to 50,000 as the total price of that making the city's portion somewhere around 25 to 30 um to um cover within our stuff. But the latest bids that came in and what the docks are being looked at is higher than that and that would make it over the 50,000 as a total cost. So I stand with what the council had approved. approved. We're not able to proceed with that at about the 50,000. If the council wanted us to proceed with looking at the dock uh grant and so forth, then they would you would have to change that to be more than 50,000 for the total cost. But understanding still we only have the 30,000 in the reserve for the lake.

And my other concern was that um right there at the boat ramp there's not very much parking. So, if um they build that dock right there and people are going to want to fish, plus people have brought their boats, you know, most of the time a lot of people pull to the other side of the streets to park after they've unloaded boats. And I I've never been out there with them. I saw that a lot during the fishing derby last year.

My question is, how are we taking that dam that need to be fixed? I mean, we got other things where it needs to go first. Does the council wish to drop that at the moment or change the potential? Do we need a motion to drop or

No, I we just simply can't sign anything that's over the 50,000 and everything right now would be over that. So, it's not doable at the moment. I just I ask for the sake of clarity. I mean, my biggest problem was Don came near the other counsel and he kind of forced us to get this dog and I don't know why I don't know why that when he was talking that came out like that, but I just felt like we was being forced into something. Okay.

And also with the dam being that needs to be fixed cuz there's sandbags in the hole right now. I mean, we're going to have to be paying for that. Okay. Sounds good. um update on sexual harassment and leadership training. Um the classes have been lined out and the department heads will be getting the information in the next day or so to um on how to do it get those done.

Okay. Bingo at the community center. Linda Dudley approached me and for legal reasons they had to remove the monthly bingo out from under the chamber and they moved it to her church and we were wondering if there would be a way to wave the fees since it is a community event. Which church? Presbyterian church. Presbyterian. Yes. Yeah. because I know currently right now the waiver is for um ministerial alliance but this is not just a church thing. It's kind of a community event run through the church because of the requirements for a bingo license in this state.

So let me ask why it was removed from the chamber of commerce. The chamber of commerce is a 501c6. It is not a 501c3. Um the 501c6 is a nonprofit uh for the sake of business stuff, but it is not a nonprofit that is allowable to hold a bingo license or do certain other things. It's not a charitable donation. It's not a charitable organization and the bingo license is required um either from a city itself or from a charitable donation 501c3. So the chamber being a 501c6 organization doesn't qualify.

There was originally supposed to be a generator at the community center to since it is a a storm shelter. Um wanted to know if you were interested in getting prices for that. It kind of ties in with the storm sirens to have it upgraded where it was can be set off by dispatch of them can be set up by dispatch now.

I believe they better get the electrical fixed in the community center first before we decide to put a generator in. And because you got breakers in there, they're obviously humming and making horrible noise. I will say go through with somebody that's from the IBW to go through and inspect our electrical and get it up to up to code. So we are not risking the litigation because of a fire. Okay. Is that a motion to do?

Yes. I make a motion. Um, I make a motion to have an electrician look at our electrical to get it up to building codes under electrical building codes before we consider doing a generator. A motion has come forth to get an electrician to examine the community center electrical on what it would take to get it to code. Uh is there a second? It's been moved and seconded. Uh clarification for this, I would ask uh because the last time we had someone look at something in the community center, the price that they gave us to fix it was rejected by the council after it was already open and then bids were put forth, which is kind of unfair to that company. Are we requesting um multiple electricians look at it and give us bids on what they think it needs or are we wanting someone to look at it and give us a list of what we need to we can so we can open for bid.

I say you open it to bid because then they'll be they'll be able to come in and look at it make their assessment and then do a seal bid. Okay. Okay. U, last meeting for you as the school year is coming to a close. Um, do you have any closing comments or anything? Yeah,

mayor, members of the council and the pleasant community, I have submitted my resignation as my term ends technically Saturday when I graduate and am no longer a student. I will close my service with clarity and precision. From the beginning, I was given a title without the guidance, communication, or support required to fill it. For six months, no one offered direction, correction, or expectations. Then suddenly, I was told I had been doing everything wrong. That is not leadership. That is a double standard. False allegations were then made against me and delivered by a council member who chose to raise their voice at me rather than speak professionally. Those claims were proven false, but only after the mayor had to intervene. No student representative should ever be placed in that position. The school did not provide support either. I was expected to represent both institutions. Yet, I was rarely given the information or backing necessary to do so. I was held to expectations that were never communicated while adults around me did not model the standards they demanded. That level of hypocrisy speaks for itself. I do want to acknowledge that there were a few individuals, only a few who did offer help, clarity, or basic respect along the way. Their support mattered, and I am grateful for it. But isolated moments of support do not erase a system that consistently failed to communicate, failed to listen, and failed to treat a student representative with professionalism. Throughout my term, I spoke, I presented, and I provided documentation. And most of it went ignored. Being unheard became the norm. Being dismissed became expected and being disrespected became routine. To my successor, understand exactly what you are stepping into. You will need to advocate for yourself. You will need to demand clarity, not wait for it. You will need to insist on respect because it will not be given automatically. Do not shrink yourself because it's classier or expected. Don't let yourself be walked

all over. And do not mistake silence for support. Despite these circumstances, I am grateful for what I learned and for the opportunity to represent the students. If even just one person was positively impacted by my work, then it was all worth it. Thank you, Mayor Young, for the opportunity. Thank you to the count council members that were actually respectful and supportive. Thank you to Becky Hedgewalt for all that you've done. And to our city attorney, I hope you know all of your actions have never and will never go unnoticed by me. And with that, I have nothing further to add, Mr. Mayor. Thank you. City Attorney, could I also ask that you would clarify on the appointments on people accepting those and what happens to the three?

Yeah. In the absence of a resolution disqualifying or finding unfit um those persons, they will continue to hold over until or unless the successor is appointed. uh for them. Um so that's what happens with those positions. Is there anything further that needed on that? Um and for those appointed, they could um accept that within a certain amount of time, right? Yeah, I mean if they failed, I think I mean I'd have to reook at the statute. It has a certain number of days that they have to show up otherwise it's deemed until I think it's 30. um it would have to be documented that there was a refusal or non-appearance in the minutes of the city um records that basically a person is not showing up for the job that they were appointed to um because also there's a booth of office for many of those positions as well. I will note that due to the budgetary concerns of the city, um you all could decide to not continue with having a city attorney come to all of your meetings and uh adjust the job description of such things to be a little bit more on demand for folks to send emails or calls or that sort of a thing. um so that it would be a less taxing financial burden on um on the city and then request their appearance at any such meetings as you all deemed necessary.
