We need to make a couple amendments to the agenda. We need to add another 10-minute executive session for non-elective personnel to discuss job performance. And we need to add a fivem minute executive session for attorney client privilege for possible litigation. Are there any other amendments to the agenda that we need to make? Um, I'm here because I've been since I move over here, the water that I get in my house is smelling and looks so bad and that uh I has to get a loan to get a filter to filter my water. That way, my animals don't get sick. And we were cooking and taking shower with that kind of water. And I think the guy he used to go uh clean the water in my house. He has approved the way the water look in my house. I have a video if you guys wants to see it how the water look. And that's I'm paying the bill for my water and I don't think it's fair that I'm paying for the water and paying for the filter to filter my water. Can you give me the water, please? You tell me the difference in this water. One is from the faucet and one is from the bottle water from the store. Can we see them closer, please? on the inside of track. I know what it looks like.
So, this is from the water from the store. This is the water from my house that clears the water. If I show you the video, the way my water look, I don't think you're going to like it. And that's the way we was when we moved to this place.
Now, where did you take this picture from? This video is inside or outside?
No, the the filter is connected to the main water coming to my house. Does the water come from the filter and I has to clean the filter every 3 months and that water it smells so bad. I was giving my dogs this kind of water. I was cooking with this kind of water and my animals was getting sick. And this is the water we were taking shower and I don't think it's fair if I'm paying for the water bill and the was paying for the um loan that I have for the system to filter my water. So, I'm asking for help to see if they can fix the problem in the water because the guy come drain the water and he said it's still coming. I cannot fix it. They need to figure out what's going on with the pipes. I lose pressure two two years ago and I don't know what is the reason.
When you say he came and drain the water, where did he drain the water at? From outside. From the outside. Yes.
Okay. So, for having water clean and dirty water, I'm paying $250 a month. 100 that I pay for the city and 150 that I pay for the filter the the loan. So I don't see the the point paying to you guys send me water if the water is not clean if I has to pay another system to clean it up. That way I can use the water in the house.

Um I would like the permission for the public works to gather up less equipment that we have and um have it ready to put up for sealed goods in a month or so.

Um the second thing is we had a customer come in today and um they moved out of one place and into another place. The way our billing is set up right now, they ended up paying the minimum at both places. and she asked if there was any way to um reduce this. Um right now our policy does not allow it. I know in the past I had mentioned about looking into billing by the gallon instead of by the thousand gallons and then these people wouldn't be paying um that. So is that something you guys would be interested in looking at? Um, the way we also did it in was we prorated it for like if there she was in one place for eight days and one place in the new place for 9 days and so rather than paying a whole month at both places, they just paid for the water that was used. That something you guys would be interested in getting some more information
situation by situation scenario like just one person or is that going to apply for everybody? Um, I would prefer if you you can't really do it for one person. You need to if you're going to consider prorating it, you need to just make that your policy for when someone moves in or out that their bill is prrated. I'd like to see if we could go to just usage amounts being paid on on the water as it is, not just, you know, how many, you know, you fit into that category, how many gallons or whatever. Well, it's there's several older people in town that they only may use 100 gallons a month, but yet they're still paying for a thousand gallons. Exactly my point. Yeah.
So, would you all like her to bring a proposal to change the current water billing to to that? Yeah. Um I mean, I would definitely advise that that be something that we do in the middle of this fixing the water filter building also. Yep. To make sure that we do that right. And then also about prorating it for when they move out that too.
Get something for you guys to prove. Okay. Um the only other thing I have is Jason Hoffinson and the structural engineers were here um this morning and they were getting all their measurements and stuff. I don't have anything, but I have a question. Becky, did you find anything out on the CDs that for the um water thing? I have not done any more checking on the financing till we find out what numbers we're looking at.
Okay. Chief Snider. my stuff's in your packet. Um, for the month of February, we had 268 calls for service. We wrote 18 citations, had 70 traffic stops. We checked seven fishing licenses. We had five arrests, 11 drug cases, 23 reports, uh, 12 callouts. Um, out of our calls being broke down, uh, 6, uh, 10 of those were, uh, juvenile involved. Uh, we did six special assignments. We assisted, uh, three other agencies with, uh, issues that they were having. 12 citizens assists. Um that's all we had for that period for us. Uh codes and animal control. Animal control sent out or codes and animal control sent out three notices, sent out two letters, issued five tickets, closed three cases, currently has 42 open cases, uh responded to six dog calls, and we have two dogs in the pound at this time.
That's all I ask. I have a question. Um, in the mornings, do we do um patrol out by the school? Should be. Yes. I'm I work afternoons. There should be somebody in the school zone. Yes. Is H has there not been? Well, I noticed a car that was sitting at the old show building, but there was no one in it. Okay. So, I was just wondering. I will get that worked out. Thank you.
Yep. Thank you, sir. Chief Wisdom, do you have anything? [clears throat and cough] Um, I don't have a whole lot going on. We had a we had a couple of lift assist that we was um assisting AMR on in the past couple of weeks. Um, I have here a couple of different gas detectors that we need to buy for the fire department. Um, I've done some research. I have some others, but um, this is something that is in my budget. I just want it's just above the amount that I can spend. So, I need to get your guys's approval for this. So, I have some Um, the first page you're going to look at, they're basically the same gas detector. Uh, they're both Drager. Uh, one of them is a 2500, one of them is a 2800. Um, uh, like I say, I've actually looked into some others that are a little bit cheaper, but I feel this is what we as firefighters that have used them are comfortable with using. And um, the um, one on the top page is a is a 2500. Actually, the through on the second page, it's a 2,800. Um, it's actually $10 cheaper. I just need to have your guys's approval to where I can spend to buy one of the two.
Um, on the back page, there's also a calibration kit. There's also a um a four gas calibration mix and a bump test station. We don't need that stuff at this time. We just need to get a a gas detector because the one that we have was borrowed from another entity and it had to go back to them. When did it go back? Um, right at two weeks ago. So, did you have it on that gas seat?
No. And the gas detectors will not detect u natural gas but they can just give a oxygen level reading to where the oxygen in the air is acceptable acceptable or not. So a gas detector in that situation would not have done a lot of good other than just saying yes it's a it's it stinks but it is a breathable oxygen level. So, so does that mean you didn't have it when you called the gas le? No. Can you find one that that actually works with that gas? We don't
Well, um they I one of the ones that I looked at that was sent to me was a pinpoint gas detector. I don't want to get the fire department or the city into a situation like that because if we find one leak, there might possibly be another leak somewhere else and we say this is where your leak is and then there's another one then that might put some liability on us. Uh when speaking with Atmas today, uh they would really recommend just shutting off the main gas and like a time of when you shut it off. Okay. To not really mess with anything that is a liability on you. Yeah, if you touch one valve and and then it blows up, then that's on you. So, atmosph.

And uh just to help you out, I did I get a hold of this other guy for this like 14 gas analyzer and I get the quote and everything right here. Like I say, I've got a couple of others over there. It's just some of them are a little cheaper. This is what we're comfortable with. You know, there's cheaper. I can buy one that is for like 500 bucks or something like that that is good for 2 years and then you throw it away and you buy another one. You know, there's them there's ones out there. Uh the this is going to be something that we can send in to have serviced. We can, you know, the calibration. I feel that um we need to send back to the company to have the company calibrate it. That way um if there is a problem, it's on the company to to say this thing has been calibrated and good to go. Um that's why I'm not really looking to wanting to buy calibration kits at this time.
During this time that we don't have one, um when there is a gas leak or something, we not call on mutual aid county. That's what that's what we will do. I at the time that this call came out, I did not realize that that gas detector was gone until we was already in the middle of it. So, I will call for mutual aid of, you know, county fire bringing their gas detector in. So, to say I'm a little concerned that you didn't call mutual aid in the situation itself.
Yeah. Especially since you had, you know, you just said right in the middle of it, you realize, oh, we don't have it at that point. We should have been on the radio. Hey, we need a detector to take care of this, you know, to cover our books. Cuz in addition to the liability for pinpoint if you didn't identify all sources of leaks, there's of course also liability for calling it all clear if it's not all clear. If it's not all clear.
And then also with like that gas analyzer, uh, Atlas actually has one that I figured out today. Uh, and then also county's getting like the county should have been in today, but they weren't. Uh, and also their confined space you can drop them in and then it will actually measure on like what the percentage was all going up. Mhm. Um, is that the one that like you can hook on to your gear as you go in?
It's about that big. Yeah, we have actually I've got some of them quoted over there too, but um they're they are limited use if I remember right. It's not like you can go outside and shut it off and then come back at a later, you know, come go to the next call if I remember right. And this has been a while since I've looked at that one because I it looked to me to being a one time use type thing. Um well from the guy like that is like the salesman he said that like once they're charged like they're charged and then when you turn them on that's when they start using the battery but you could turn them off and and then you can reuse them anytime. Yeah. Uh and I was talking to today and he's actually had his for 5 years and it was still accurate.
It's still okay. All right. I was just trying to save money. N I I totally understand. Is that equivalent to these? Yeah. [clears throat] Um, is this a company that if we have an issue with it that we can send it back to to get it taken care of? Pretty positive. Okay. With just a little bit of brief time that I had. Okay. Talking to them. But I
I just wanted to get like tonight for everybody. Um, I was just want, you know, why we was going with the wise ones is so I can if there is a problem, I have a company that I can send it back to to get it fixed and get back to us or get, you know, get something taken care of. So, out of these two, which one do you um
Well, I mean, do that's what I was going to ask you, too. um you know the the actual the the Dreger 2800 um the specs on them are basically the same. I was look I've looked into the specs on them. Um we might as well go with the one that's $10 cheaper. If we go that route um if we want to go into the one that um Council Person Wills looked into um we can go that route too. I mean, I'm if we do that one, um I really don't need your guys your council approval because it is un under my spending limit. I'm just um this is the ones that I've brought to you. So, whatever you guys want me to do, that's what I will do.
I mean, like my thing was we could get two versus one. I mean, I mean, with prices. So that okay. So it also with that price is like a 12volt charger I think to be able to plug into truck but it also comes with a wall charger too. So it could be something that could be put in the truck and one of them left in the truck, one of them left at the station type situation. Okay. Um just just quick math. I would need approval if we went that route to buy two of them um because that would be over my spending limit. and I'll pass that back to you $1,000
and I will give you the information um if it's brought to if you guys want to give me the approval to buy the two or buy the one or see which one is going to be best fit for the department. We can put specifications side by side by side and see what's going to work best. I'll make a motion to table this you can get more information on that so we can do with the with these.
I just have a question for you. Uhhuh. How could you clear the scene if you aren't positive that the leak is done? What was happenness on the scene before you when you left or
what what I did was I shut the gas off to the heater that was the problem. Um and there to in this heater wall-mounted heater there was a pilot there. So, if the air quality was going to be bad enough, there could have been an explosion. It would have happened. I mean, looking at this pilot light burning in there, that's what actually was making this the the flame go across this heater that was there. It would it would go across and then it' quit and then it' go across and then it quit. The flame the pilot light was what was actually making this flame go across there. I shut that valve off because there was a problem with that heater that had just been installed. So, air quality was not the potential of a hazardous explosion. It smells terrible, but it would have blown up if if it was actually to that mixing level because there was actually a flame in that heater. for futureness. I would still rather have the meter called in for mutual aid if we don't have it.
Okay. If they're available, right? We're at the most um till atmas gets there and they can confirm for just just go ahead and go ahead and get Atmas in route. That that would probably be the best thing and then we can which that is say that's part of the protocol that they were
I'm sure that they were notified. Uh actually talking today dispatch was not the one that notified them. It was people to the south of them is the one that notified that we are just a little bit of clarification about the SOG. We are in the process of doing them. We don't have them finished yet there. Nothing's been approved. So we actually don't have an SOG to go off of. We're I'm going off of city code, city city ordinance, whatever it is that that I try to do because we don't have anything finished and finalized to go off of for a standard operating guideline or procedure, whatever you want to call.

Well, I talked with Robert Francis today on the skid steer and the option between buying one wholeheartedly or leasing one and and the benefits of leasing compared to buying. If we buy one, that puts us responsible for all maintenance blah blah blah. Whereas with leasing, the balloon payment at the end is lower and we would have the option of going in and getting another newer newer machine and continuing the lease at a lesser lesser value.
So my thing is um the skits here is what I'm understanding is it's only 20 it was we got it in 2017 has 2,851.5 hours on it. And I looked at doc at the documentations and what I'm seeing is the documentation has not been kept up very well and from 311 to November 20 something there's a huge gap. I'm not sure where the information is at and everything. So, um I mean it's I mean we've had c there's certain names on there, so it's really nobody's fault, but the documentation has not been kept up very well and everything. So, I cannot justify buying a brand new equipment when the documentation is not all there. So, and it's I mean I don't know what kind of upkeep it's really been put up. I don't know what kind of oil it's been. I don't know if it the hoses have been changed. You know, I'm not I mean, the documentation is not there for me. So,
yeah. And unfortunately, that documentation is under a few different public works.
That's and that's what I just And that's what I just said. I said there's multiple names on there. So, I mean, there's a huge gap and everything. I know when we were talking to public works on um keeping track of and recording and doing stuff, uh that is something that they've stepped up and started making sure that everything is documented on all of that because it's important. It's been needed and it's one of those things that as many of our public works employees were hired on initially, they had no idea that they were even there. Um no one that was on that taught them how to do stuff even informed them that the books to keep track of it were even in existence. uh knowing that they are now now they're being kept up with and tracked of and
so are they when they buy something say from Napa are they buying it and then keeping it and then scanning it into their computer and then keep keep doing that way too we don't have that capability not that not that capability of computer yeah we don't have that capability at this moment we can put that they replace the part but there's no um the other thing that I just want to mention that is if you talk to one person one company about leasing then you really need to talk to all of them because that wasn't part of the
just one that was just the one that I talked to the other one did not reach out to me yeah because we have the bids and everything so if we wanted to alter what we were requesting of them. We have to do that with everyone before we can consider it. Right. What is your all's desire then in respect to the skid steer lease versus buy and with the bids that we have
to fix skid steer now it's going to cost 24 grand or 12 12 grand or something to fix it you know that's 24 grand in two years you know it's broken now it's not I mean even if We And it's not that old. It's not that old. It's only what, eight, nine years old. 9 years. So, but if we keep dumping money into it, you might as well buy a new one. That's just my opinion. And if we're going to be driving it on like the streets as much as we do, we don't need a track machine, right? Yeah. Because that is what's tearing her up. And there are those options of removable ones too, right?
Yeah. I mean, like they do make metal tracks for like wheel tires, but I don't think he I don't think public works would need it unless they were brush hoging mud. But yeah, they're saying that the warranty if you put traps on it voids the warranty on the drivetrain. Okay. So, I think that'd be something that if you're going to get a skid steer, get one that's already tracked. That way it's covered. under the warranty for the drivetrain. Beggy, is that something that was put into the budget? No, it was not. We didn't know it was going to break down.
But with everything going wrong with it, I mean, leaky leaky hoses, valves, vent bent arm. I mean, like I said, we keep dumping money, dumping money, dumping money, and part that time you already had money after a year. So, if we did anything, Becky, what would the money come from?
Um, you have a municipal equipment fund that has 58 in it. probably want to finance it though just to make it a yearly payment and I can talk once we have it now I can talk to our local bank I talked to them a couple of years ago and they would be interested in doing something like that. I talked to both of them so we could visit with them and see if they would be able to help us. And we we need this piece of equipment right now for a lot.
Well, they they use it every day. Yeah. This is this isn't just a once in a while thing. This is an everyday pretty much everyday use. And they and they have a trade value on board. But the you won't you're not going to get very much for the trade in

So we want to look at the bids that we have or do we want to find out if any of the other if the other companies do lease also and what the difference of that is. And then it gives you an option at the end to continue your lease with with new equipment. Whereas with the old with buying outright, you're just that's what you got. It's just my worries with like the lease if something happened to it because of the operator sometimes that they don't want to warranty that.
That's my only So if that would be neglect. Yeah. So, if there was no water in it and it blew up because it had no water in it, we would be buying a brand new motor
versus So, we're going to put a new motor in something that we don't own. That'd be my only worry. That'd be something to ask a scenario. If this happened, would this be covered under the warranty? My whole thing on the lease part of it is maintenance. Maintenance and repairs and the cost cost that would save the city. So, we'll find that stuff out and revisit it next meeting. Okay. I sent you all the warranty that John found out about said have a six month part labor warranty and then all parts that were replaced after the while they were remanding it would have a one year warranty. John was also able to get um a hose reel and a stainless steel gun and thrown in at no cost.
And replacing old was a 4,000 and I said it was 30 years old I think they said and you said that would come out of pool public works.

I mean, that's not a street. It is a street in that it the um right ofway for the street is there. Um even though it's not developed and drivable, it it still is a city street.
So that was my other question because that alley also goes all the way through. Yes. But it's grass and you can't drive it, right? So if we're going to allow them, I mean to adopt that road, we're have to let everybody adopt that apple. Well, and that we're going to also have to let everybody um who wants to close their alley come in here and stand and say, "I want um my alley closed due to blah blah blah." So, we still got to give you still got to give Eastman some city regards. So, even if we vacate Center Street, they still got to leave it for the utilities that are already in play.
So, they can't just put up a fence wherever the heck they want. They just they got to abide by, you know, city codes and I'm sure they will, but I'm just saying if we do it for one, we have to do it for everybody. I
mean, at this point, uh throughout the years, there have been multiple streets that have been vacated uh that were never developed and never placed for for driving. Uh this particular portion of uh Cedar Street is just a big dip and back up that has never been actually roaded. Uh but it's just been there. the right of way for the street is still there. So, they're petitioning the close of just the half that is on their um next to their property and their neighbors u not the rest of it. Now, from the north, there is a main power line that comes to that alley and runs down through that. So, that's the piece that's being looked at on there. All you would need to do tonight is basically if you're in favor of it is to set a hearing date and then that's the first step to see if anyone um disagrees with it.
And this isn't something that needs to go to planning and zoning.
No. So what happen is is we would set a hearing date. The hearing would allow the public to come in say if they're for or against it. uh on all of that, look at the parameters of it, and [clears throat] then if the council is still for it, then an ordinance would have to be made vacating that piece of the street. And then when that ordinance comes through, then it would be voted on at that time for the ordinance making the vacating of the streets solidified. So you need a motion for that.

Good evening everyone. I hope your weekend was filled with family and your Monday was not a normal gloomy Monday. My Monday was boring until just a few hours ago. crash practice center today and I'm exhausted but very excited. For those of you who don't know, I was wasn't able to compete last year because of four years of compound compounded injuries, which is just me running on injuries like an idiot for four years and a native horse. Um, I'm finally able to compete this year after an entire year of rehabilitation and I'm excited. Before I get to talking about track night, because I I will [laughter] I should probably tell you all how the simple sanctuary [clears throat] has been doing. Last you heard, we were two weeks in. Now we are a whole month in. The third week we had a total of six kids. The highlight of that week was making peanut butter and chocolate chip cookies and giving them out to the local businesses as a way of community service. It always fills my heart to see everyone's faces light up when I give back to this amazing community. It's honestly one of my favorite things and I'm glad the kids got to experience that with me. The fourth week we had a total of 20 kids. They painted and did some team bonding exercises. They had so much fun. They also had a love party on Friday. I can proudly say that in the past month, the biggest goal of the program being for kids to have a safe place has been accomplished once again. The kids were safe getting to the program and getting home. They've also been having so much fun participating in activities and giving their own suggestions for future activities. Since track has started, I've been getting asked about my involvement in the program and if it will change because of track. Although I've spent a better of a year rehabilitating the million and one injuries in both of my legs, my focus this spring will not just be on track. As a wise woman once told me, I can't just drop my baby off at someone else's doorstep once they're born. Um, I have to nurture the baby first and raise it to come into its own and then give it away.
I would like this program to succeed. In order for that to happen, I still need to be involved in it for just a little longer. With that being said, my involvement in the program will significantly lessen. Most of my work will be behind the scenes related, but I will be at the program with kids on certain days, too. This spring, I am significantly adding to my already overflowing plate, but sometimes in life, you have to judge it all. And somehow, it is in those moments I seem to flourish the most. Time routines launched February 24th, 2026, uh, from 6:00 to 8:00 p.m. at Paige Chapel. The results for that are as follows. Tuesday was launch day and sadly we had no one come. Um it was then that we realized that for high school students we have to hype something up so that they want to go. Um I asked myself what have I heard high school students talk about lately and the answer was pickle ball. Now I had no idea whatsoever what pickle ball was. I knew it was a sport with ball. That's it. I asked about it and I found out it's kind of like tennis. I also found out that we could do at chapel. So on February 26, 2026, so Thursday that week, I like to make things complicated. We hosted a pickle ball tournament. I made a flyer and everything. The flyer actually doesn't look pretty. Um we had so much we had we had a total of three kids. We had so and um me as well. We also we had so much fun with pickle ball and other activities. I actually learned how to play pickle ball. And I may hate pickles, but I love pickle. The winner of Thursday night's tournament was Jaden Pool, and he got a gift certificate for Cookies Drive-In. Shout out to Cookies Drive-In and others Doug and Becky Grant. Also, shout out to Tim Eller for contributing to the gift certificate. Um, this week, Time for Teens will be hosting an eightball pool tournament.
Uh, and they tune on Thursday. If you are a high school student, come on out from 6:00 to 8:00 p.m. on Tuesday and Thursday this week and participate in the fun at Cape Chapel. Snacks and drinks will be provided both days. Just bring your game faces and your friends. Also have flyers here as I've pointed to and you guys have flyers and Jackie has flyers. Y'all do not, but y'all can come up here and um take pictures um if you guys want to show your kids or anything. Um time for team time each month time for teams will put on four events. On the first and third Tuesdays we will host an aball pool tournament. On the first and third Thursdays we will host name that tune. On the second and fourth Tuesdays we will host a pickle ball tournament. On the second and fourth Thursdays we will host a movie night. This is all free to high school students and their guests. We will always have snacks and drinks for everyone. And on some nights, we will have hot dogs or some other dinner food. 6:00 p.m. at Page Chapel. We cannot wait to see you there. Also, [gasps] any and all adults, teachers, retired people, anybody honestly that are above the 18 or above. Um we need adults volunteers to help run the simple sanctuary and time for teens even once a month or a random day of the week. helps tremendously.
