All right. I'll go ahead and call to order tonight's council meeting for Tuesday, February 17th, 2026. We'll start with the pledge. I pledge allegiance to the flag of the United States of America and to the republic for which it stands, one nation under God, indivisible, with liberty and justice for all.
Pastor Dave, we just thank you for tonight. We thank you for this meeting and we just ask Lord that you would give us wisdom and guidance in making decisions for the city. We pray these things in Jesus name. Amen. Nothing in the basket today. Move up to public speakers on the agenda. Aaron Bowen. Okay. Good evening everyone. I hope you all had a very happy Valentine's Day on Saturday. I want to let you all know that I'm thankful for each and every one of you and I care about you all. I honestly knew. Anyways, the simple sanctuary has been in effect for two weeks now. The first week we had a total of seven kids. They wrote future me letters, wrote letters to family members, kitchen safety, learned how to read recipes, baked them some sugar cookies, and learned about painting. During the activity block, they color played board games, made get to know you fortune tellers, and played two truths and a lot. They put their handprints on the sign that I painted and signed it. We collected feedback about the program and asked them to explain three things they learned during the week, whether from school, the program, or a friend. The second week, we had a total of six kids. They learned about positive selft talk, random acts of kindness, and sewing with our spec special guest Becky Grant. Thank you, Becky, for devoting your time to our program. During the activity block, they created Valentine's boxes and Valentine's for others. They even had a Valentine's Day party on Friday, which they had so much fun doing. They had tons of sweets, ate some hot dogs, and participated in fun activities. I can say within these two weeks, the students were safe getting to the program and getting home. They also had so much fun participating. Remember, the biggest goal of the program is for kids to have
a safe place to be kids. And I'm so very proud to say that that goal has been reached during both of the past weeks. We just got another sign up for the program today. So we have nine total kids signed up. We also received donations from Len Sins at food fair, Leslie Duncan at the Blue Flamingo, and Nikki Shore. Thank you so much for these incredible donations. I cannot even begin to try to tell you how appreciative we are for them. The simple sanctuary is geared toward the younger kids as the older kids are busier, have more responsibilities, and do not need to be as supervised as the younger ones. This is great, but I'm still student representative, and in that, I'd like to represent and help more than just the younger kids. On February 6, 2026, I sent out a student voice survey to the high school students to gauge what demand we had for something for the older kids. The overall consensus is that they want to do fun things, too. So, the Simple Sanctuary will be hosting Time for Teens on Tuesdays and Thursdays from 6:00 to 8:00 p.m. at Faith Chapel. This is a space for these kids to escape from life for just a moment and have fun. They will be participating in activities like bingo, name that tune, open gym, and so much more. Snacks will be provided and so will the activities the students just need to bring themselves. Time for Teens is launching next Tuesday, February 24th, 2026. And I still have flyers somewhere over here and I can give them out to you if you guys are interested. Anyways, I've been recently getting asked about who will take over the program once I've graduated. First, I'd like to say quit asking me. It feels like you all are trying to push me away from my little baby. Second of all, I've made my decision on who will take over as program coordinator. I've thought about this for a while. It's been a hard process because I created this program. I put my all to it. I pushed high school and college work to the side during the weekdays to work on this. I worked late into the night. I worked on weekends while I was at work. I didn't have time. I've never had time for anything that I do, but this program was so very
important to me. So, I found the time. I didn't come up with this completely by myself, but I've been so very bad at delegating tasks because of this. I've worked on 99% of this by myself. Late nights, long to-do list, busy days, and lots of, "Hey, Siri, set a reminder." Siri has probably gotten tired of me at this point. Next time I tell her to set a reminder, she'll probably tell me to go do it myself. It's been a long rub and a long decision process. I call the simple sanctuary my little baby because I do truly see her as such. I didn't carry her for 9 months. I carried her under 5 months. She was a little baby, my little baby. But as a parent, you have to give her away on her wedding day. And I'm giving my b little baby to Ma Corp. Mila has been a kind and inviting soul a refreshing set of eyes to every idea. She wasn't here from the beginning, but loyalty isn't what matters here. What matters is what will be given to the program. See, she didn't join this program to get something out of it, unlike some people would. She joined this program, this whole initiative to give something to it. That above everything shows me that she's the best candidate for the job. I have full faith in her that she will make this program flourish into something better, something of her own. And I cannot wait to see that happen. For the months leading to my graduation, Mila and I work will work side by side as I slowly transfer the reigns of this program and as program coordinator to her. Even after I've graduated, I will continue to be a driving force in the behind-the-scenes actions of the program for as long as they will let me. Recently, I've realized that my little baby is growing up and becoming what she was always destined to be. It's because of that fact that I created a new position called program developmental lead where it is in this role that Adrea Sullins will work with Mila in a collaborative effort to brainstorm new ideas to make this program flourish into something bigger than even Pleasanton. As Mila works on the day-to-day operations, Adria will work on the outreach and new beginnings of this program. With that being said, my time as the first ever student representative to the Pleasanton City Council is almost over.
I cannot choose my successor, but I do highly recommend Mila Cork and Adria Sullins for the role of the 2026 through 2027 student representative to the Pleasanton City Council. Mila, aside from evergate equality I previously mentioned, has shown a huge interest in this work as well as an interest in pursuing a career in the criminal justice field. She has also made it clear that she wants to make this place better than how she found it. Adria has an interest in legal and government work as well as a creative approach that most wouldn't think of. These two candidates have shown to me that they want to make a difference. They have shown that they want to help and be the voice the students of Pleasant need. I truly believe that they can affect real change in the lives of students. I've done great work, but these two people, these two women have proven to me that they can do an even greater job of representing the students. And for that, I give them both my highest recommendation for the role of the 2026 through 2027 student representative to the Pleasanton City Council. For whomever my successor is, I pray for your strength in this whole process. It hasn't always been easy, but it is worthwhile. I pray you remember that during the difficult times. And I pray you find yourself your own set of associates as I've had to be saddened, shoulders to cry on, and the people you celebrate with when things go better than you could have ever imagined. I also pray you find your own mentor in this process. I was blessed with one better than I could have ever imagined. God sent me a complete angel, intelligent and kind. I pray you find one like her that cheers you on, gives you endless advice, and believes in you more than I'm not going to cry. Um, that would be multiple names in row. Um, and believes in you more than you believe in yourself. Whoever you find in this process, hold them close to your heart and please don't ever take them for granted. I cannot wait to see what the future has in store for the Simple Sanctuary, the Pleasanton City Council, and my successors. Thank you all so much.

Jake Maddingley. Uh 604 West 14th Street. Sorry, taking a breath here. I'm used to coming up here having five minutes and having to hurry. So, I'll still be fast. My wife doesn't let me come up here very often, so I got to make it work tonight. Uh, I got a couple things I like to talk about. One thing I've just last few months, I've noticed little comments been made by the mayor and his supporters and friends about a mess that was left for him that he's trying to fix. I just want to not going to argue about it. I just want to throw a few facts out about that. The last four years before the mayor took office, the mill levy for this town was reduced four times. In the two years he has been in office, it has ballooned up. The rules was dropped because the valuations going up so high. We knew the council at that time knew that the majority of our community paycheck to paycheck families and people on fixed incomes, retirement, social security, uh things like that and they couldn't burden that huge tax jump. So we tried to buffer that these last two years that just out of reason. Uh I don't know what kind of mess that was. And I'll tell you, we did it through very, very frugal spending. We were very close and tight with that. Uh, good example of what's happened since then, and I'll bring this up. Public works, not trying to pick on them. They had a backhoe over there they didn't like. They traded a backhoe for a mini excavator. The mini excavator was too big for a trailer, any of the trailers that they had over here. So, they had to go buy a new trailer. So, now we've got a brand new mini excavator we can't use because it can't hold anywhere. Now, we got a brand new trailer sitting there. They bought a trailer that didn't have a truck to pull it with because it was a gooseseneck. So now we got a new trailer, new esavator we can't do with anything with. So now we got to go buy another truck. That's not good spending. That's ridiculousness. They could have many decisions there could have been changed. We had three years of water. We didn't have the annual May June brownwater stinky water for 3 years. That changed as soon as mayor took office. The street
uh the businesses when I left the council in 2023, we had two businesses on the books ready to come in. We had agreements with them for tax incentives and landing suits. We had a restaurant and we had a motorcycle safety school that was going to come in with temporary lodging, basically a hotel in the side of it. Since then, both of those have backed out. The lady that was doing the motorcycle safety school when I talked to her in Rogers, Arkansas, referenced the way that the soldiers for Jesus were treated here, the people that put on a motorcycle rally. That was one of the biggest reasons. And since then, we've lost Kelsey Lindsay's main street business. uh Farm Bureau's shut their office down and Midstate Reynolds has left. That's a big boy there. And I can't believe that that would be for lack of business because every time I've ever called there, I've always had to wait a day or two to get a skid steer mini escater half the time a trailer because they're always gone. So in a period where American economy has hit 50,000 in the stock market for the first time, GDP is on the rise, interest is on is going down, inflation's going down, our town is shrinking. So, with all that stuff, I don't understand how any of this was a mess that got left for the mayor or anybody else. But everybody's got their own opinions on it. So, I'm just throwing facts out there. I will say the streets terrible. If I could go back to anything I did on the council, that is the the decisions that we made for the streets are things I would definitely change, honestly. But even then, we left a gift wrap solution for that. We put through a 1% sales tax, $320 to $350,000 a year that was going to influx of this town. We told the public the plan was go get a geo bond, find a company to come in here, fix as me much of the roads as we could, the biggest portion we could of the bad roads. $250,000 of that was supposed to go to a geo bone payment. Believe 70 to $100,000 to patch the roads we couldn't fix and to professionally maintain the roads we did fix. That plan went out the window. None of this is messes. I'm just
throwing out facts. Now, this is kind of I'm going to address the council here. I know you guys are all new and everything. I'm trying to figure out how to approach this, but when I was on the council, our biggest role was to hold accountable the people that did the day-to-day operations and decision-m of the city. For us, it was Tim Stton, Erica Kern, Theresa Whitaker. That office right there, I promise had many, many, let's call them spirited conversations with those three because of the account that we hold him. And for you guys, it's Matt Young. You can say he's not. You guys know he is. I know he is. Everybody says these meetings knows he is. You guys can't do that. In my opinion, you guys can't do that when what's been allowed to happen the last few meetings has been allowed to happen. You have a friend of his that's had a letter that they wrote come in here and read that letter putting you down the council down literally saying just do what the mayor says everything will be all right. Have a group of employees come in here literally said the same thing just do what the mayor says everything's going to be all right. We had a minor come up here passionate minor come up here and while she didn't say that correctly it was kind of the theme do what the mayor says everything's going to be all right. All that does, and I'm talking to you as an ex- council member and a current community member, undermine you guys. It undermines your authority with employees, undermines your authority with the public. It undermines you to each other. Uh, I'll tell you, Michelle is being accused of being intimidating and a bully. Me and Michelle have been all over the spectrum since we've known each other. We've hated each other and we've been friends. No point of any of that would I have ever described Michelle as intimidating or bully. No offense, Michelle. So, I had found that hardly. Of course, I wasn't part of the conversations he was having with me. But asking a question is something you guys have to do. If an employee doesn't want to answer a question, they're probably doing something they shouldn't be doing.
I know at my job, we have people that come through, shareholders, Elliot Group representatives that have ever shares, uh, vice president generation, a joke named Britson comes through there. No direct authority to me, but if they ask me a question, I'd darn sure your answer. This is the role here is to find out stuff. I remember last year Michelle asked a question up here. She asked a question about an employee that through either incompetence or laziness, little column A, little column B, maybe loaded a lawnmower onto a trailer, didn't strap it down, took off high speed down the road, hit some bumps, bounced that $15,000 piece of equipment off the trailer and damaged it. It happens. Accidents happen. She asked the question. It wasn't snide. It wasn't an aha, I got you. She literally just asked what happened. And if anybody doesn't believe me on this, go back and watch the YouTube video. She was immediately attacked by two of the mayor supporters on the council, by the mayor's lawyer and by the mayor for asking a question at the council meeting at your council meeting. It's not the mayor's council meeting. It's yours. So, I'm just pointing out what the public is seeing up here, guys. And if you don't believe me about the past, maybe I'll do a little future telling for you because I my experience up there, my experience with dealing with people that I consider liars and hypocrites. I see Mrs. Hedgewell being removed from the city administrator position because in the city code, city administrators pretty equal to the mayor. I see that happening. So not being fired, but just removed the city clerk. And the other thing I see, and this was indicative of the employees that came in and ambushed Michelle, I see somebody up here making the motion to remove Michelle as the council president very soon. I think that's going to happen. More put her in her place. Also, that's just two things I see. With that, I'll one question I have for the mayor real fast and I'll be done. Sorry to take you guys as much of you guys time as I have. Mr. Mayor, when I applied for the fire department, you ran a triple eye background check on
me. I know what's on me. Surprisingly enough, I'm pretty clean legally. Uh, the only thing you could have found was probably a diversion I had for an incident with Nick Mitchell out here. I paid the diversion cost $500, put it behind us. Uh, he wasn't arrested for it, wasn't prosecuted for it, wasn't convicted of it. You still use that to keep me off the fire department. with a fact. How do you reckon fasttracking a person that was arrested in another juris jurisdiction for passing by checks onto our fire department? Somebody that was arrested by the Lynn County Sheriff's Department for military desertion onto our fire department. Not only onto our fire department, but tried to do it onto our city council. Was it because you just didn't do a background check on him? or is because he was a friend.
I will answer that question by saying at every moment that the chief asked me to appoint someone, I appointed everyone that they asked. That was okay. Fair enough. I hope the question still comes why this was this guy was put on the fire department. Hope it was still asked by this council and hopefully reporters why he was trying to be put on the council. That's two major red flags. So that I know it's a thankless job guys. Take a moment to thank you guys if I agree or disagree with your decisions. Thank you for the time you guys spend up here. It is a sacrifice. Appreciate it guys.

Um it can be very enlightening as to the actual role that the council, the mayor, city administrator and other employees of the city have. Uh very enlightening as to what the role of the city attorney is. Also, um I would encourage you take the training. Moving along. That's all I have unless someone has a question. Right. We made sure to get to you all ahead of time and all the departmental reports expecting that you all had a chance to overview those and email. Did you have any questions about any of the departmental reports that you received?
I have a question on I noticed that the workers day by day write out what they are doing. Why is that? So the new report that you just got should have shown a reduction of that. Um there for a while I know it was that some of the requested for some of it to just kind of give hour by hour what they were doing. Uh we noticed that that was taking up way more of their time than needed to be. So I had asked them to go ahead and reduce that to give a report of what you got accomplished over the past since the last council meeting and get that to everybody on Thursday evening. That way, Friday morning when the agenda goes out, that is included with that agenda, giving you all amp time to review all of that and to determine if there's a reason that you would need any of them to come to the council meeting to explain or give more details on any of that stuff. Um, does that answer that question? That way it takes up less time.
It gives me an understanding of why they're doing this. So, now that's been reduced for what they're doing. Yes. of them actually write like doctors. Yes. Um my my hope is that that report that's given then um would have an opportunity that would being more condensed than what it has been would also be able to then become typed so that it's legible by everybody and not in the chicken scratch that sometimes comes. I mean I agree. I don't think they need to do hour by hour if they just want to say what they accomplished that day because is at least time consuming.

Um, just a couple things that I didn't put on there because I didn't have time. Um, we did check fishing licenses over this weekend. There was only two fishermen that we found that uh were out when we got to the lakes. Uh we're at four arrests. Uh three out of those four are felonies. Uh with those four, we're at 13 arrests and 11 I believe 11 out of those 13 are felony arrests altogether. Um we had six drug cases this uh twoe period. We opened up nine new cases. We had nine call outs, 44 traffic stops, uh 10 citations, and then a list of everything that we've other things that we've done. Um for a total of 160 calls. Um, I forgot to print out Morgan's report, so you don't have that in your your stuff. But in the last two weeks, she's done 13 notices, three letters, issued four tickets, have currently has 43 open cases, she closed four cases, and she had 12 animal calls, and we at this present moment, we have three dogs in the pound. Um, other dogs were all transferred to shelters at the beginning of the month. So, we're down to those three.
So, my question up at the top you have your citations, traffic stops, that top part is just what you've done since we've had the last meeting. Yep. So, the bottom part of it is what you've done up to that is the So, that's just breaking it down. So, except for traffic stops aren't added into this. That's why I put in there traffic stops, drug cases aren't added into that. So, that's what the total number is. Okay. Thank you, sir. Yep. Chief Wisdom, did you have anything?
Um, couple of updates. Um the new gear um I talked to Wisefire today. Um they are expecting end of March, beginning of April. We should have that in our station. Um so that's what they're looking at there. Um we've had one medical assist calling since the last council meeting. Um some of the firefighters were there kind of a lengthy time because the ambulances in the county were busy. So, um, they had to have an an ambulance come out of Johnson County. So, the firefighters were on that scene for, um, not over the three-hour deal, but, um, they were there for quite a while on that call. Um, last Sunday, we did a training out to the school if anybody happened to be driving around. Um it was a confined space saving your own um entanglement um training. Um you know we were um like if we couldn't go through the front door of a house we were going through a window to get into the house. um how to get through confined space, entanglement issues, just on you know with people on air so if a situation arises they understand and we talk with them about staying calm and things like that. Um last Wednesday night um Virgil Swanson with AMR, he is a supervisor with AMR, he came down and we had CPR, first aid and AED training. Um, eight of the firefighters are certified that were certified that night. The other two firefighters have already had the same training from their jobs, so I didn't require them to be there to go through it again when we already had the um the
the cards for them. Um, and I've got a couple of things here for you guys. Um, I was actually going to give you some stuff for um a four gas gas gas detector. Some of my print offs didn't print the um links. They just printed the email itself. So, I will do that next time. But um this is a I have a quote for three radios. Um that will get everybody on our station a radio. So there is no reason why whenever they get on a scene that they can't radio in that they are there.
Do we not have a radio in a truck? We do. We do have a radio in a truck, but if it's a medical call or something like that, I don't require the truck to leave because that's just more wear and tear on the truck. If it's something to where there we're going to be landing a helicopter, that's a different story. But um if it's just a lift assist or something like that, I don't require the truck to leave the station. Um it's just everybody shows up POV to that to the medical coals. So, you know, once we get everybody a radio, then they can radio in saying that they are on scene because some of the people are not doing that. Now, my question, yes.
Uh what if you went to let's say to a lifeline and you want to have a truck? Well, actually the the landing zone that we have in town um is mapped out to where we wouldn't necessarily have to have a truck there. AMR has mapped everything out and Benz, it's a certified landing zone. We don't necessarily have to have a truck there. Um if we go to a medical call that we know we're going to have to land a helicopter somewhere else, I will have people get the truck because we will have more than one person on them calls. I will have people get the truck and take it to where a helicopter would land. The problem with that is there's not a lot of places in town that a helicopter would be able to land besides the land the established landing zone at the clinic. That's where they're probably going to want to prefer. Yes, we could probably land them at the stars building parking lot or something like that, but it's not, you know, most likely it's going to be they're going to want to land at the landing zone out behind the clinic. And per AMR, we don't necessarily have to have a truck there. Even even county fire, we don't necessarily have to have a truck there for the helicopter to land. I know back in the day that the choppers did want fire trucks there with their lights on to help.
Yeah. So that they could see to zoom in where they were going. It did help. So I I mean I would just like to I mean to see the truck go too, not just POV vehicles. I should
Okay. I mean as long as it's not below freezing, I don't have an issue with the truck going on calls. I can I can make it to where the truck is going to go on on the on calls. I just if it's below freezing, I'm I don't want to take it out and cause problems with the pumps or anything like that that that would freeze up. But that's something I will let everybody know and we will start doing that. Um the radios that you have, this is a estimate for three radios. Um, I know last time whenever we ordered radios, it seemed like it took a long time to get them. Um, he did he couldn't really give me an estimated date if whenever we ordered them. Um, just because Kenwood Kenwood is not he said um, KC Wireless Phil who I talked with to with Casey Wireless says um, Kenwood is not real accurate on how soon they're going to send their their stuff out. So, um once I if um you guys will let me um I will get them ordered and I will try to get a confirmed date, but um a confirmation date may be really hard to get at this time.

um No, I haven't. Um and I will tell you the reason why. And I need to speak with Chief Hegwald. Um, he was talking about potentially going to a different brand or not a different brand. He's going to a different SCBA deal. I need to find out a little more information like if he has an idea of whenever he's going to do that because what I don't want to do is go and buy a refurbished pack or new packs right now and then the county gets something different and then we we can't use the same type of stuff to make sure we're making sure everybody's safe. That is why I have not done that. Now do what?
We have how many packs now? I have four right now at the station and only one mask that is that everybody can fit tested. Um on that I'm glad you brought that up. The adapter for the other three masks showed up. Um actually I just took it out of here right before the council meeting. So I will be getting with Chief Hegald to see when he has time to get everybody fit tested on on the other three masks that we have or the other style mask. So then that would give us four
that would well we actually have three because Drager has one that they are working on that whenever we had a vehicle fire there was some damage done to it and um Weiss Fire had did not have an update at the time that I was talking with him about that that um SCBA. But whenever we get that one back we will have a total of four and everybody will be able to be fit tested on both style of masks that we have. And were you able to get with public works to get heat into the station?
I uh Jimmy reached out to me and the day that he reached out to me um I was busy and couldn't get away from work and um I have not gotten back with him yet on whenever you know now that it's warmer. I know we're it's going to get cold again, but um I will get with him to see what we can do. Um there are some extra vents in there, but I we need to look and see if some of them are return air vents and some of them are established heat vents. So, that's something that we need to be looking into. But yes, Jimmy reached out to me and I at the the day that he did, I did not have time to where I could get away from work. And I believe that I seen on on his report that he actually was working on that in his uh part of the report.

um, the the um boots. I've actually talked with Hazefire, representative from Hazefire about them boots that are a lot cheaper. Um I haven't really done a whole lot in research on them because they are basically what he is telling me is that company is making their own boots. Um, the boots from Weissfire that are the leather boots that will be coming with the grant gear that we have is supposed to be available March uh, middle of March to where they will be available. So then I will start checking into boots through them. Um I do know that um they are going to be more money than what the ones from Vidian is the company that has is basically selling their their boots to make inventory for the ones that they are building theelves. So, I can give you guys quotes on what boots are going to cost for the firefighters that are getting the new gear and then I can give you quotes on from from um Haze um yeah, Buck with Haze Fire about what the prices of them boots are going to cost.

That way we have a list of what we're actually expecting cuz otherwise what the public sees is every week, every council meeting you're here asking for something else. So if we have one solid list that we can work on, that'll save a lot and present all of us better of what knowing what we're doing. Ultimate ultimately the safety of the firefighters is our is our main concern. We want to make sure that you guys have proper equipment but we want it all in one neat package. So obviously with the tax we know we got to wait on that. We don't know what county. So if I do that will that list be available to the public
because if I'm doing it for you you just said that the public sees me wanting to come in and spend money every time. you know that way they would be able to see what we're what is brought to the council becomes open for requests. But knowing what we need ahead of time really helps because then we know that we're planning for these things. And uh I was looking at the numbers uh like before the count and they have like water pump for $1,200, heat and cool for 25 and then it says plus label and then it says cost $3100 like 45 which that math is wrong. So, what I'm guessing is like they meant 40 $10045 is
the water pump, the heating coil, and plus the labor for a total of 31. Yeah, that math is that would be wrong. That would be 41. So, that was my guess is that they meant 41. or there's a remanufactured one. Red's ready to use for 5,000. So, $4,100 to 5,000.
The value the out value of the old one's about $250. on the remanufacturing is what kind of warranty comes about. Do we know that? We know John is the one that visiting with somebody to find out.
Becky, where could those come out of? It can be divided out between several because they will use it like at the pool, they'll use it at the water plant and then over in the shop. Uh BG consultant contract for water plant growth repairs.

Jason Hoskinson, engineer with BG Consultants. Good to see you again tonight. Uh kind of picking up from our special meeting that we had last week. Uh I've got I think Becky included uh an agreement proposal for services to take you through a roof replacement and and the the three components we talked to talked about last week. And then I also included an overview sheet just kind of summarizing a few things that I kind of wanted to go through as well. But uh starting first though with the proposal agreement we've got in there. It's u it's got the three parts that I've kind of broken down. Part A and B services I'm calling. Um part A would be our bringing our structural engineer down. Provide an opinion on what we could do for what could be done to to shore up uh particularly the east west beam. If you remember on the roof replacement, there's a single column in the middle, single point of failure. That's our concern holding that beam up. Um there's other issues with the rafters and things like that that are are needing to be addressed or or replaced. Um but the key thing is that beam. If that beam or the column fails, I think that roof is going to come down. So we'd get a structural engineer provide some opinions on that. Uh get a structural engineer down here uh and provide an opinion on that. And then the additional services with that would be all the architectural and design work to get you through preparing the design plans. Uh looking at a new roof structure that would span the entire building so you don't have any issues like this in the future with the the center post in the middle of the building. Uh that those services would get you through design through the bidding phase. We'd put get the bids out to contractors, bring those back to you, the council. Uh we'd assist you through the construction contract phase as well and and have eyes down here and answer questions with the contractor. That also includes helping you through with KDHE and the logistics and figuring all of that stuff out. So that's kind of acting
basically as your representative getting you through the whole process of replacing the roof at the filter building. The part C services that I included in there uh that was requested. I'm actually proposing that we do the part C services at at hourly rates. Um that would be for investigating and and a secondary source, a backup water supply. And uh it's really kind of undefined where that path is going to go. And that's why I'm suggesting just do it hourly. If it's a phone call and they find out they have nothing to offer to the city, then we're done there or we start exploring something else. But, uh, really it's it's that component is providing you access to us and our our expertise to help you through that process. Um, I do have it capped out in there not to exceed 5,000. I'm really thinking we're probably in the two to four maybe $5,000 range. If we get up into that level uh of expenses on this and providing opinions and cost estimates and things like that, I think you're u we're on a path towards a backup supply at that point. Um it's just a matter of figuring out what those next steps look like and where we go with it from there. So that that's all in the agreement that you have before you tonight. Um total amount would be 30,000 to to kickstart this and get this process going to replace the roof and look at a backup water supply. Uh I I do have another concept scenario I want to throw out there and talk to you about that. But before we do that, any questions on the agreement? Um any questions of us, of me? What exactly does the 25,000 cover? I mean, is that just is that the engineering of the roof and the design of the roof?
Yeah, it's the engineering and the design and and the bidding and then our helping you through the contract phase and the construction phase. What it doesn't cover is the construction cost. So, you'll have to you'll have to put a it also helps you get through KDHE and all the permitting uh and logistics of figuring out how this comes together. So, the other component to that is, and that's going to be the big cost, would be replacing the roof. Uh, but this puts together the package that contractors can bid on so they know how to price it and what they're going to have to do. Any other questions on that? Okay. Okay. on on that cover page, the cover memo, I included a concept scenario because I know this has kind of been talked about in some of the discussions of uh just building a new building. Uh you know, you've got an old building there, you've got a lot of old equipment. It'd be nice to put a new roof on a new building, not a new roof on an old building, right? Uh typical funding scenarios that we see for projects like this would go through USDA rural development. There are some CDBG grants and some other things that could help with building a new building, but I wanted to just throw this scenario out there because if if you don't replace the roof or or address something with the roof of your existing building now, I really think you need to be looking at how are we going to provide water service in the future. And if that's a new building, here's a scenario of how you would build a new building. Uh best case scenario with USDA, they offer a 55% loan, 45% grant on the project. grants are harder to come by. That 45%'s been coming down a little bit, but depending on your need, it could be up there. Right now, on the loan side, uh, one of the advantages of going with a rural development loan, which is what you have from your your past water project, is
they do offer a 40-year note. So, you can extend that out a little farther, which brings your annual payments down. Of course, you're paying on it longer, but it brings your annual payments down, which reduces that immediate impact to your users uh to your your utility rate structure uh to try to cover the cost of the loan. But you can see there I've got some got the the loan rates that are uh listed out that are current rates as of this quarter. uh to be eligible for that. In the past, USDA has required that the minimum monthly rate be five uh $55 for an average 5,000galon user. Um so, you know, you'll have some smaller users that are lower than that and some bigger users bigger than that, but for 5,000gallon user, you need to be at least $55 a month to be eligible for grant. Right now, according to KRWA, and I don't know if this is quite right,
I think that's right.
Okay. I say KRWA that the website shows 5147 for a 5,000galon user in Pleasanton, but may not be right that I don't know how good that data is, but but if we play that out towards a new building, let's let's use an arbitrary number of a $5 million new building. Um maybe a little more, maybe a little less depending on what the project looks like. Uh but if we were to assume that right now your water revenue balances perfectly with your water expenses, so it's it's neutral across that water fund. If you get a 50-year or a 40-year note, you need to generate revenue through your user rates to pay off that 40-year note, right? Uh well, $5 million at 3.75 is a $243,000 annual payment. And you can see the math that kind of goes down through here. um you would basically need to increase that average 5,000galon user $37 a month on your water rates to cover the revenue needed for a $5 million project. And what USDA would look at is say, well, okay, if that that puts you well above average, statewide average for for 5,000 gallon users in the state, we'll interject the agency would interject grant to help bring that cost down a little bit. And I've got a scenario there where, you know, to get it down to about what we anticipate they're probably going to be looking at for a 5,000galon user on on a project like this, you'd be looking at the $24 a month increase uh on 5,000galon users to generate the revenue to cover a new building cost. Okay? So, I wanted to put that out there because there there are I mean it would be great to build a new building and and there may be ways to do that, but um if your water fund is essentially revenue neutral right now and you're not generating revenue, um
you would have to increase rates to generate the revenue to cover the cost of a new building. So, thinking about where you're at with that, and I'm not trying to sway the council one way or the other on how you do this. I'm just trying to provide some information to you. Um, it'd be great to build a new building, but you also have a roof on a building that that works. Right now, the roof is is compromised and and for less than 5 million, we can get the roof replaced for sure. So, um, that's the information I wanted to throw out there for you. If it is something that the council does want to pursue considering alternatives to a roof replacement and look at a new plant building, um we could certainly talk about that and I could could help you through that process. But uh if if you're comfortable with going ahead and replacing the roof or or proceeding forward with replacing the roof, that would bring us back then to the agreement that I have in your packet tonight to start that process.
Um I have a question. If I remember from your discussion last week, I believe that you said a new building would be at least three years out and that your reinforcement plan uh wouldn't necessarily be three years. Can you maybe clarify that?
Yeah. Uh, so that USDA funding scenario that I just put out there, um, those programs, assuming we get started right now and grant funding and everything falls into place in an order in in a timely fashion, yes, it typically takes a couple of years to get through the design and permitting process and then another year for bidding and construction. So, at best case scenario, you're probably three years out before a new filter building could be in place to where you could take the old filter building offline. And the reason we can't take the old filter building offline is because we have no backup water supply. So we have no secondary source of water. That that's your sole source. You that building has to has to be open. It has to function. Has to operate. Um, my plan or or what I'm proposing with our structural engineer um is to come in and help provide some guidance and opinions on where some additional supports could be put to try to buy you buy some time for this roof, the existing roof. Um, you know, the the existing rafters are snapped and there's been some cases where, you know, if you get into wood structures, you can put a new rafter or a new joist next to an old one and, you know, attach them together. Sistering the joist, sister sister the rafters together. One thing I'd caution on trying to do any repairs or anything like that is we know that roof is compromised. Additional load may make it fail. putting more wood, more stuff up there is adding load to that structure that we have no clue if if the design would support it. So, uh the temporary support is there's no clue how long it would last. It's just kind of a we have no redundancy now with the column. Let's try to get some redundancy in there to try to get us some time to uh get through a roof replacement this summer. Whether that would last through a winter
or multiple winters with snow loads, I I all bets are off. I don't know. But you're feeling comfortable that if they were to replace the roof, you can work with your structural engineer to design something that would get us through the winter or only to the summer. Yeah. Yeah. That would be the goal would be to um provide some opinions with where some additional columns could be placed so that if there is some additional load or something shifts, it's not all on that column that is but you're not proposing that your um sistering idea would work for three years. the time that
no any temporary solution I I wouldn't propose to tie any date to it because at this point the structure is not functioning the way it was originally built and intended to function and anything we do I take that back we could go through a more detailed structural analysis and and do a lot more calculations I mean from from my company standpoint that's more work for us from the best interest of the city though I think it's going point you right back to replace the roof. And I just I don't think that's wise money spent trying to do structural analysis to see if we could even shore something up.
So right now the only thing on the table that we can even look at is getting a roof done to get us anywhere. Well, either get a roof replaced or roll the dice and hope it lasts another three to five years and chase a bigger project. And there again, you're going to be looking at user rate increases in conjunction with that. So I think for the benefit of the city, we're going to have two to three years for planning and everything else the city, right? We just don't have the time. So, Becky, did you look into the grant that I'm being
I looked into one of the the CDBG grant and um as of right now, it's probably going to be a long shot because it's more of a disaster as in a flood, a tornado, something like that. Um I did look into some refinancing the do bonds that we have. Um, and the cost to refinance them would be about the same as if you would um leave them where they're at now. Um, I I uh yeah, that that grant we don't I mean it wouldn't even open until March and I looked at it too and we don't qualify. But
do we qualify for the ECW grant? the community water system.
Down at the bottom it says infrastructure. Yeah, the ECUAG. We've we've been involved with some of that. I'd have to look a little closer. I think you'd probably be eligible for that in in some fashion. It's a lot of these um and honestly, we're hearing this from a lot of the funding agencies. If you have shovel ready projects, it's more attractive. Ready to go, meaning the design's ready to go and and they can put that money into it and it goes into the community fast. So, Becky, we used to get the money from the county and they don't give us any more money anyways, but do we still have money in the infrastructure grant?
We do and I sent all that information to you in the email. How much was in the infrastructure fund? Um, right now there is 49,816 in it. I I know you sent it, but I don't have it in front of me. So that's why I was asking 49,81 2016 is in the and then we have CDs that we might be able to use, right? That as long as the state of will allow us cuz we do I mean how much do we have in CDs? Um, we would have to check the maturity dates and everything. I have not checked into cashing in CDs because I didn't know that was you guys wanted to do?
I mean, I'm just asking. And so, and so then also, we have the special project fund that's um where we might be able to use. And remember, the special project fund is for your debts you already got. What you can have right now is there is um the 49,000 that's in the infrastructure fund. There's a water capital improvement fund that has
22,49 in it. And then you have some capital improvement in your regular water budget. You have 64,000 in it. And 25,000 of that is um was put for pumps. And so you would still have um you know 30,000 or so in there of that. So, I can come up with like 110,000 out of these funds that we have. Now, um I did check into um if we would have to issue G G another GEO bond, it was probably going to be for the underwriter and the services, it's going to be 34,000 just for them to write the bond, another bond. Okay. So,
I'll throw this out there as we're talking about funding. There's also um drawn a blank on the agency. Um it's sort of through the KRWA, but they offer a short-term loan that might be easier to get access to than going through the whole geo bond issue uh process. And they're they're usually pretty competitive rates for like a two to threeear term. So, um, not advising you as to go take out loans, but, um, if it's an option, that might be something that could be explored. So, to soften that into is we kind of have to have a ballpark figure. Yeah.
Well, and then KDH that don't they have grants that we could look into too that might help us because or the state? Yeah. Yeah. There's um most of what KDH is providing through their SRF is going to be loan um loan dollars because I know we have all of this other stuff that you know like the special the second special project too. No, you know those are all set up to make the payments on what you already have. The only funds that we available in the budget now are those three those three. Well, so if we're
Go ahead. If we are applying for these loans, do they want to know the debt that we already carry? And how would that affect I I'm just I'm concerned about the debt that we already have um and us spilling out loans and probably I don't know but I wouldn't think that we if we did get approved I mean the interest rates going to be pretty our necessarily
and there it would be pretty much the same as if we went with one of the other loans etc like he was saying you know increasing the water rates uh which no we don't want to do but if we get a loan or something we have to be able to cover that loan also that's something that we have to consider and then of course this contract that's before us initiates them to be able to help get us through a lot of that what it's going to actually cost and everything else. So, I mean, step one, we won't even know what the ballpark cost is going to be until we get through that major portion in approving the contract with them.
However, that doesn't solve the problem, you know, it had fixes the roof, but you still have a water issue for the system. Yes. You know, you know, if we tore the roof up, we still have to have a water supply to the system. Yes. Period. People I've talked to already No hookup, no emergency hookup to the city. There is not. And what we know of right now from wholesale 13 is to for them to begin to know what it would cost for us to hook up to them, we would have to pay an engineer to do an initial study to find out even what it would take to get hooked up to them and how much it would cost to do that. We would responsible for the whole project.
I was hoping that somebody would come from water team tonight and talk to us. They have their uh meeting today. Yeah. So, their board meetings today. I tried to kill Kevin's out of town and Harry wanted to be here, but he's part of the board because I would like for him to come and just talk to us before. He did say that if you guys have any questions, let me know. I email it all the questions you guys have and he'll answer any of them. So the initial engineering study we were told was 5,000 grand
for them to study just to to study to know what it would cost to actually hook up which I would say even if we proceed forward get our roof done have our water working right we still need longterm for the city a secondary water source back up. So, that is something that I'm going to suggest that we still walk through that to see what it's going to take to get that secondary source because if we had that already, we would be in a much better position right now to do the project a whole lot easier. And they they informed me that the only way they can really get to that point is to have that engineering study in front
and that'll give you the whole cost from running a line, hooking up to the tower. And they did tell me that, you know, if say there's a fire in town that there's plenty of volume that they can supply the city to make sure that public safety is insured. Yeah. Cuz they can turn the pumps up. Exactly. The pump will kick on and it just keep filling that tower till it fires out. I just want to see it in black and white, you know, before anything. So I know exactly what's fixing the roof is a is a fabulous idea, but that's still it does not solve the problem that we have at hand. Yeah.
The problem at hand is we tear the roof off the building and nobody's going to have water because it's going to have to be shut off. We're still going to have to run water from district 13 or wholesale 13 or district 2. District 2 does not have a volume to supply to us.
Okay. So um two things. One is um the plan for replacing the roof on the existing building included a plan to conserve water for 2 three days at a time. Fill the water tower so that people would not be without water. Then uh put the roof that um got engineered and delivered um do that whole process again. they'll conserve the water for a few days so that folks are not without water. Um, and so I will let Jason clarify what he had said at the last meeting, but the the point is that replacing the roof on the existing structure did provide an opportunity for the people of Pleasanton to not be without water. Uh, it would require some days of conservation, but it would not um cut off the water supply. And so secondarily to that, part of the reason for my question about, okay, what if we want to just build a new water plant or what if we want to just hook up to to um rule 13? Both of those two options are three years awayish. And so um that would mean um that any tornado, any storm, any snow load could uh jeopardize water, potable water to the entire community, which includes affecting sewage, you know, uh uh the the the Red Cross would have to come in to bring bottled water to uh to the citizens. I mean, it would be a major crisis. And so unfortunately my opinion is that the liability to the city for there not being potable water exceeds the dilemma of this is not optimal. Uh optimal would be that we could quickly within months or or weeks
connect to rural 13. Optimal would be that um you know within months or weeks we could have a secondary option. we don't have that option. And and the reinforcement plan that he described uh did not uh guarantee any type of long-term uh time. It it was a short-term solution to simply replace the roof. Um so, um I'll ask Jason if if he could please clarify the whole um conservation plan to put the roof on the existing structure.
Sure. Yeah. Um, I think you in a nutshell hit hit that fairly accurately. Um, it's going to be challenging if you don't have a backup water supply. There's no doubt about it. It's going to be a logistical challenge. Um, I think there's some opportunities to uh protect the the filter basins. um spend a few days in there detaching stuff from the ceiling without necessarily taking the plant fully offline. It's going to be tough. It's going to be hard. It's going to be difficult to work around, but I think it's doable to still get water to the community. And then the goal would be you don't start demolition, the contractor doesn't start demolition until the new roof members and everything is there ready to go on site. So, we're not dealing with delays. you're going to have to watch the forecast. Don't start tearing the roof off if it's going to rain over the weekend, that kind of thing. Spend a few days or whatever it takes to to demo the roof. Um, go through your conservation plan. Make sure the towers filled up, the the clear wells filled up, everything's filled to the brim. Uh, when they start the demolition, do the demolition. Uh, and if you do this in good weather and the forecast is looking good, um, run the plant again to have them demobilize or get off the site for a few days or whatever it takes to clean the plant up and get it running, fill the towers back up. The roof replacement using engineered trusses and whatnot. It goes fast. It It's, you know, a day a good contractor could have the roof trusses set. another day or two they could have the sheathing on the tarp the roof dried in basically to where
and they're slow. Well, there'll be some contra contraction trust if we had we dug in one day had she seen that
Yeah. Well, yeah, exactly. Yeah. I was thinking back to my house. I built a house not too long ago and they had it I think it was a day and a half I think all in all. But it it goes quick. Um so it'll have to be staged construction. Now, the problem with that is it will drive costs up. So, it's going to be a more expensive repair to do stage construction like that. That's where if you had a backup supply, we could do it quicker. We could take it offline, do it quicker and faster and easier, probably cheaper. Um, we don't know quite what those costs are going to be yet, partly because of all the all the unknowns getting into this, but the contract you have before you will help you start checking off those unknowns and get you down a path to where you can make some decisions, informed decisions on costs and expenses going forward.
And with this contract, this will help us with giving any loans or anything else down the line, right? because you already have the um what's it the design specs everything ready to bathed up and then you'll have a plan to be able to present. Yeah. Yeah. I think so. I mean this contract frees up their resources to us to be able to use. Yeah. Yeah. But without this we can't go any further. So we have to approve this and then this gets the ball rolling. Yep. This will get the ball rolling towards that. Yep. That's what we need to do. I need a motion.

The last city council passed a resolution forming the position of students representative to the city council which our first member here is Aaron Bowley. And um wanted to just bring up to the council that our next one will we need to start putting out paperwork to kind of start those that are interested filling out applications. she in her statement earlier today has already stated um a couple of people that she is encouraging to fill out those applications and such. Right now the resolution has passed states that that is overseen by the council with the school and then a final decision being made on that. Um, and what I would like to do is see about um, amending that just a little bit since we now have a current um, representative to student representative to the city council to include the current one in that um, interview process and being able because they are able to then tell those that are interested in it the grueling task that it is and what it means to be that um, student representative to the council. So, what um
do we need a motion for that?
Don't need a motion for that other than I would just like to be able to present that to you all as an option. And that would involve getting to you the current resolution that's been passed regarding that. And then um also getting to you before the next meeting the adjustments that I would like to make within that to include the current student representative to the council in that process. if that's something that y'all think you would like to see added to. Um, if you want to say no, let's leave the current one completely out and just do it the way we did the first one, then I would just want to get you that so that you know what we're looking at and what the process is so that we can start moving in getting the next one done so that by the time school ends, we know who will be here in August. Um, and we as a chamber have decided that we think that it's something that the city should be more involved with helping and planning and coordinating. Um, I'm looking at three of you that volunteered, maybe four of you that volunteered your time last year during an activity. We appreciate that. That's what makes our event a success is all the volunteers. Um, but I emailed Matthew. I know the biggest question, what's it going to cost? Um, so it's primarily ran on sponsorships and donations. We have some very generous
donors in town. Um, that I'm extremely grateful for and we try to run at not a profit. Um, but you will see that over the last couple of years. um we have had some carryover. Um 2023 we did have more expenses than what we had coming in. So that's when we kind of dipped into our reserves that we had. That's from a financial standpoint. You all know me. I'm a number person. So that's like my my biggest thing that I geek out over. Um, I think probably the biggest reason for, and I I hope that I'm not speaking out of turn on behalf of the chamber, but for the reason for the city to take it over, is it's celebrating our city's history and our heritage. And I really think that that's something that the city should be focused on. Um, we have our Fourth of July activities that we do, fishing, derbies, everything else. I don't see why there would be any reason for the city to not want to take this over. Does anybody have any questions?

Yes. I mean the celebration of general pleasant days is a celebration of this of this city. This city was originally founded in July of 1869. It was incorporated on October 29th, 1869. So when we celebrated at the beginning of October, we're celebrating the city. And I think that that's something that everybody in the city should be directly involved in, especially the uh the governing body within that. So, we do thank you for your years of putting that in and making happen. I know I just constantly hear good things about it each year. I know myself, I just have so much fun being involved in it and just just celebrating the city as a whole and all the people that come out for it.

Several of the chamber people did say that they'd be willing to be part of that committee that continues to make General Pleasanton Days a fantastic celebration of the city. And who's willing to actually be involved in the whole process? because I know that Sabrianna has done a tremendous job finding donations and getting things together and the hours and hours and hours that she has put in just getting the whole structure of the day down and everything. Yeah. sort of kidding. But generally at at the event, I'm getting in touch with the vendors, giving them the date for the next year. It is always the first weekend in October. Um, so just like making sure everyone come back next year and then we always have a meeting of what went well, what do we need to change, what do we need to see improvement on, what can we do away with. Um, but as far as like really planning, I would say June maybe.
