The first uh item on the agenda today is a public meeting for a preliminary subdivision plat located at 543 North 1380 East Grove Creek neighborhood to consider the request of Ben Carr for the approval of a fourlot residential subdivision plat called Lockxley Rise on Ranch subdivision on approximately 3.11 acres located at 543 North 138 80 East, including a vacation lot of 32 for the Walker Ridge Plat B subdivision R12 single family residence. All right. Good evening, Mr. Chairman and members of the commission. I'm Jacob Hawkins from the planning department. I almost said brother chairman, too. Um, we have three items on our agenda for tonight. one of them which is to be continued. But all three of these items have been brought before the commission before in some capacity. The first item that we have is for residential subdivision plat over here on the very eastern side of Pleasant Grove located at 543 North 1380 East. The applicant is Ben Kir and his proposed subdivision plant is called Lockxley Ryzen Ranch. So the here is an aerial map of the subdivision. So, in December 2024, so it's been a little bit, uh, the applicant originally brought this proposed subdivision before the planning commission as a one lot flag lotion, and that included this portion right here and this portion right here, where he was just going to combine both of those lots together and call that his subdivision. Um, as part of the requirements to record that subdivision, the applicant was required to ensure that there were no gaps or overlaps between his proposed plat and any of the adjacent neighbors or anything like that. So, you can kind of see that there's this overlap right there. Um, and so while the applicant was working on this requirement, an opportunity came up for the applicant to purchase a couple additional lots that front onto uh 1350 East. And so the applicant purchased this property uh and then applied for and was granted a reszone to apply the R112 zone to all of this area up here. And so now instead of it being in the R120 zone, all of this is R112. Um, and now that the reszone is done, he's just making some adjustments to the subdivision plat so he can get four different lots out of this uh new

proposed subdivision. And that's what we'll be looking at today. So, this is kind of how it'll be divided. So, he'll retain this one lot right over here. And he took a little bit of extra land over here. So this will now be part of his lot number one. And then he's dividing the rest of this property into three different lots. Two standard lots and one flag lot. So now we've got two flag lots. This one and this one right here. Being in the R12 zone. The minimum requirements that we have for flag lots are 18,000 square feet of land, which is one and a half times the usual lot size of 12,000 square feet per lot in the R12 zone. And this Flag Lot right back here, that one's the smallest property in this entire subdivision and it meets all the requirements for Flag Lots. It's just over 18,000 square feet and it also meets the increased setback requirements that we have for flag lots, too. Uh, but overall, the proposed subdivision complies with the R12 zoning requirements, and I can take any questions.

Are there any questions for Jacob? Where's lot 32? Did I leave a lot 32 on there? You said it says including vacation including a vacation of lot 32. So, um there was a subdivision before that included um other portions that are in this plat. Yeah, just the flag lot portion right back here. Uh so this portion right here. Um in fact, I could probably bring that up if you'd like to see it. No, I was just curious where it was. Yeah, thank you. Um, so yeah, there was just a portion of this subdivision that used to be in a different plat and so they're vacating that to make way for this plat. That's all it is.

Where's How do you get into that back lot? Um, so all of these ones right here will have access from 1350 East and lot one will have access from the bulbs uh down here. Yeah. I think 1380 east. Okay. Are there any other questions for Jacob? What's the elevation on to to the flag lot to the northern flag lot? Um as in like what the the increase in elevation, drainage, etc.?

Um so this portion right here, it gets taller and taller as it goes up this direction right here. Okay. And then it all drains out towards the street. Okay. I can maybe answer that a little bit. Um, sure, Commissioner Butler. It we we worked with them specifically. There's some existing kind of drainage channels that come to that and we're we're going to have them they're they're going to they're going to be installing basically a little swale that's going to bring any historic drainage or anything from the mountain down the side of the the property there. So on the north side. Mhm.

Uh Paul Watson, project engineer representing Bedare. And to answer your previous question on the drainage, there is a drainage swell kind of on the back of all those lots that takes the drainage to the north.

So, anything coming down from the canyon or anything else comes down hits that drainage. We we do have a small swell that we were putting in there, but that's really to take care of all the little lumps and bounds or hills and whatever on on the existing lot because of all the grading that's been done. But the mass amounts of water come down, hit the metro corridor, and then head to the north. at to the north because I remember the last time that we had a conversation about this there was concern about this flag lot and if there was any drainage that was going to go into the culde-sac and down. So it's not going to go that way. Any type of excess water isn't going to go that way. It's going to go that way. Right.

Well, the the the big canyon to the east goes to the north. When these lots come online, they'll have to come back to you again for a site plan. Sure. And when we do that, then we'll do individual retention based to handle their own water. Okay. Okay, that makes sense. Thanks. And here to answer any other questions. Now during the last meeting we had discussed making amendments to the language of the proposed text namely for suitable screening and so staff has made those changes and we're just bringing it back for you guys to take a look at and approve and then we can send it off on to city council. Um so here's what that change is and I can take any questions. I think we pretty much have gone over this enough. We we know where we stand. So, thank you. Perfect. Thank you.
