City Council - Regular Meeting

All right, we'd like to welcome everyone out to our City Council meeting on today, June 22nd, 2026, Monday, and welcome everyone that is in attendance with us, whether in person or online. We'd like to welcome Council Members Lamone, Anderson, and Phillips. We excuse Council Members Rogers and Williams this evening. Our agenda, I do notice here we do have a RDA and LBA after our meeting on that, so we'll make note of that in our agenda. But we'd like to start. I've asked Director Winterton to lead us in the Pledge of Allegiance, after which I'll be giving the opening remarks. Our dear and kind Heavenly Fathers, we humbly bow our heads before you this evening. We're grateful to be gathered together as a community in council. We're grateful for this wonderful city and the residents in it and for the wonderful week that we've had in celebrating Strawberry Days. We ask that that would be with us this evening as we discuss the needs of our city and we know to do so in a civil manner. We say these things humbly in the name of Christ. Amen. All right, Scott. Director Packard, David.

Mayor and council, included in your packet is the proposed increases for our appointed officials. This includes a COLA increase of 2.4% and a merit increase of up to 2.35%. Are there any questions?

Unanimous, thank you. Thank you, David. Okay, item 9B, public hearing to consider ordinance 2026-20, amending section 10-14-26-2-C, permitted principal uses in the Grove mixed use GMU overlay to add use 8224, animal grooming, to the list of permitted uses. Director Cardenas, welcome.

Mayor, council, what we have in front of us today is an application from Spencer Strong to amend our city code to add a new use to an overlay zone that we already have in our city. About nine years ago, we created this overlay zone that we can see in this map just along State Street, 1300 West and 1650, I think, yeah, 1650. Yeah, 1650 West. And we, on that quadrant, which in the screen you guys can see it as, how do we call that type of pink? I want to call it Mexican pink because it's vibrant. But just on this quadrant right there, we created an overlay zone in the growth. So what the applicant is proposing is to add a new use just for that quadrant. And the use is 8224, animal grooming, which is not the same as veterinarian services. Animal grooming is less intense. Animal grooming does not allow for kennels or for overnight stay, okay? So it's just a place that you take your pet and they get a nice haircut and then there you go, probably a shower or something like that. So again, the applicant is just proposing to add that use just to that quadrant. The name of that zone is the growth mix use overlay zone. When we created that zone, we put a regulation in that zone that 60% of the uses need to be sales tax, 60, 40% could be services. This one is one of those, is the first use actually in that zone that is gonna be a service use, okay? So that's what the applicant is proposing. We took this item to the city council, sorry, to the planning commission, and we received a unanimous recommendation of approval. IN THE PAST, WE HAVE ADDED VETERINARIAN SERVICES, A LITTLE MORE INTENSE USE RIGHT HERE ON THE GROVE COMMERCIAL CELLS. SO AGAIN, THIS ONE IS LESS INTENSE, AND IT'S JUST FOR A SMALLER AREA FOR PROPERTIES FRONTING STATE STREET, WHICH ALL THE COMMERCIAL USE IN THIS OVERLAY ZONE FROM STATE STREET. THAT'S WHAT I HAVE, MAYOR AND COUNCIL. I DON'T KNOW IF YOU GUYS HAVE ANY QUESTIONS.

right moving on to action items ready for vote 10 a to consider road solution 2026-31 of the city council pleasant grow adopting the interim budget which includes a property tax increase for fy 2026 2027 and compensation increase of defined executive municipal officers and will be in effect from july 1st 2026 until the date before September 1st, 2026, on which the City Council will adopt a final budget subject to the requirements of Utah code section 59-2-919, Director Roy.

Mayor, as Denise is handing that out, I just want to clarify. It says on this that included in this budget is a tax rate increase for fiscal year 26-27. So this is the interim budget? Correct. This is not, by you adopting the budget, does not make the property tax rate effective? Correct. I just want to make sure it's understood that it is in the budget as a, well, Denise will explain kind of how it's set up. I just, I want the public to know that this is, this is not the city council if they adopt the budget tonight is including the tax increase.

So interim budget, that's what I just passed out. It was actually in the packet too, but that'll give you a hard copy. I'm just going to talk about a few pages that changed based on the decision that was made at our last meeting about looking at doing a property tax increase. And then we presented some additional revenues that we were able to find and then made some changes with an operational line item in police. And so just talk about that a little bit and how that changed the document. So page three of the document. is just a executive budget summary. And just a couple of items that changed on that is with the revenue and the expense change that I just mentioned, we'll be able to add a new police officer and a new firefighter and the operational line increase for police reserve and retention funding. So we're able to fund some of those things that we discussed. So that's just on that summary. that you could review. On page five we call our one pager and so basically I made those changes on that just the summary of the new revenue on the one side and then the uses that we used for that on the other side. And then page six through 11 is just the general fund with the revenues and the expenses. So a few of those items changed as you're going through that. And then page 23, which is the capital project budget, with making that line item change, page 23 change for the capital projects.

So I just want to be clear, just so everybody knows, and when we talked last Tuesday, there was Denise and I working on trying to figure out more ways we could use current general fund monies to help reduce that property tax burden. So that's what Denise is referring to, which was additional money in the police department from the school district It was the transient room tax, the TRT, and then also an adjustment in sales tax. So leading up all the meetings before that, the tentative budget had the old numbers. So when we made that decision last Tuesday, Denise has to go back in and change those numbers in the budget. So if you compare this to our tentative budget, those would be the changes that you would see. Thank goodness for Excel.

Exactly. And so yeah that those revenues was two hundred and four thousand five hundred and fifty five dollars and then the operating line item was a hundred and twelve eight sixty six so that was three hundred and seventeen thousand four hundred and twenty one dollars. Any questions for me?

to consider resolution 202632, adopting a property tax impact statement for fiscal year beginning July 1st, 2026 and ending June 30th, 2027.

Okay, you ready? We're gonna time you, yeah. Proposed property tax impact schedule, tentative budget, July 1st, 2026 to June 30th, 2027. Pleasant Grove City will consider to increase to its property tax rates from .0009380 to .001020 to generate an additional $365,667. The following information is intended to provide decision makers and the public with an explanation of how the city's operations would be affected if the proposed property tax increase is adopted. Pleasant Grove City's current property tax rate is .000938. Pleasant Grove City's current property tax revenue is $4,178,247. The proposed revenue with tax change is $4,543,914. The new property tax revenue to Pleasant Grove City would be $365,667. The estimated increase to Pleasant Grove City's property tax revenue is 8.75%. Estimated annual increase to a primary residence of 601,623 is $27.16. Estimated annual increase to a commercial valued at 601,623 is $49.38. Affected department is police. The proposed budget, $6,541,602. Budget without the tax change is $6,387,935. The budget change, $153,667. The impact of the tax increase, the police department will hire one new police officer and provide funding for reserve and retention. Affected department, fire. Proposed budget, $3,722,747. Budget without the tax change is $3,510,747. The budget change, $212,000. Impact of the tax increase, the fire department will hire two new firefighters and provide funding for outfitting. The total general fund change is $365,667. We are doing this one resolution since we changed it from last week.

I have a question for you. And maybe is it one police officer or two police officers?

So with the changes that we made last time, the revenue that we just talked about and the operational, we're going to be able to fund those in the budget. So now all that we're going to do here is this is what the property tax would be used for. It's the difference. It's the delta. It's the delta. Yeah. OK.

HR Director Packard. This might be a record having you come up.

Getting my steps in, thanks. We went over this in the work session, but just as a quick recap, Utah Retirement System is doing increases effective July one. Tier two employees are seeing a rate change for public safety that's gonna move them from 4.73% to 5.98%. Also firefighter fund, same increase. Staff recommendation is to adopt a resolution picking up these changes for the purpose of recruitment and retention, thanks.

This is also a record for me for the fewest times. I agree. We reviewed the agreement that's before you in work session related to 600 West and Center Street, money moving through MAG through Utah County, and ultimately to begin the process of the project. Any questions?

All right. Item 10E, to consider Resolution 2026-35 to authorize the mayor to sign an agreement between Mountain Mound Association of Governments, MAG, and Pleasant Grove City for congregate meals and services for fiscal year 2027. So,

Thank you, Mayor and Council. This resolution authorizes the mayor to sign the agreement between Mountain and Association of Governments, MAG for short, to provide funding for our Meals on Wheels and our Senior Citizens Center. It is an annual agreement that we adopt every year. It's only good for one fiscal year and then they reevaluate the funding each year. There are some slight changes as I explained in the work session, but nothing significant that I think you guys should be worried about. Do you have any other questions?
