[Music] Do you want the presentation up now? We can put it up now. Um, but I'm going to ask that all previous um information be part of our uh presentation. That way we don't have to go through everything all over again. uh just asked that any new information be uh added to our minutes. Yes. And in the staff comments, he's got um everything highlighted in red, how each comment was addressed. Scott did that. So, it's kind of steal out.

1:08 – 1:350

We'll we'll ask Scott to identify the changes. to start with the pledge of allegiance to I pledge allegiance to the flag of the United States of America and to the republic for which it stands, one nation under God, indivisible, with liberty and justice for all.

1:40 – 2:220

We have a roll call, please. Rick Perry present. Abby Muerharn present. Emily Reinhardt yes. Okay. Jim Abdella Carly Liry. Tom Costro absent. Okay. This is a special meeting uh for planning board number 25-5. Um the detailed review. Um, I would like to um make a motion that all previous testimony uh minutes and information be uh part of tonight's record.

2:23 – 4:210

Noted. Okay. and we put the um PowerPoint up. Uh and then at the same time, Scott, if if you want to address the changes and modifications, thank you very much for coming. not at a special planning board meeting tonight. Although in your regular planning board meeting all last last meeting uh due to the shortness of the season we asked that you uh have this special meeting so that we could really get going couple of weeks earlier which means a lot this time of year. Um I'm looking at the resolution 255. uh where sketch plan review um was concluded and the seeker type of action uh was determined. It was an non-listed action. Um so I'll um read from um that resolution the items there. Um let's start uh I give a second resolve on the second page of the resolution. Um the department comments, staff recommendations and so forth. Uh number one uh is recommended the planning board uh and all departmental review comments be addressed by the applicant along with the following staff comments. Under two, the applicant to provide an error to explain or an additional plan sheet that depicts the plan for staging investigative practices for the motive fulfilled during construction uh and so on and so forth. Um we did submit a separate narrative. I don't

4:20 – 5:440

know if you all have that in your packets. Um and then we um added some additional notes on sheet two. uh the grading and erosion and sediment control plan. Um so the narrative um gives calculations for the strand water um management u um facilities um we showed the calculations pre-development post development how the u um the catch basins out near the front of the property uh in the low depression areas would receive the storm water and how it discharged through a 6- in pipe that runs out of the uh those depression areas and ties into the um storm the city storm sewer system on Hamilton Street. And then number three, uh the comment about the building elevations was missing a scale bar day one that's in the four note should be provided to indicate drive park remains gravel appears to be addressed.

5:42 – 6:220

Oh yes, that was appears to be addressed. Yes, we made that change in the last number five. uh legend um notes about the um legends included uh information and also the bullet item says this appears to be mostly addressed. However, P patch patch for the proposal patios is still missing. Uh we have added that you can see it right on sheet one the patios and the rear of the buildings that we meant to that hatch to those surfaces of the patio.

6:20 – 8:180

Uh number six provide details for the patios and those recepts it was appears to be addressed that was addressed at the last submission. Uh number seven, recommend adding pedestrian linkage uh to the public walk, crosswalk, so on and so forth. And the rest of the bullet items uh number seven addressed at the last meeting uh was decided that uh sidewalk should not be constructed at this time. So allow for um better integration with any proposed future design of Hamilton Street improvements. Um number nine uh uh that item was um addressed at the last submission. Uh number 10, the hatch for the kind of street sidewalks should be added to the legend. Um that's been done. You see it proposed site plan features on sheet 105. Um number 11 revisions due to pick proposed utilities. Um pending a response from DPW. Um you did hear response. I think that was in a separate um communication. They basically asked that instead of tying uh and I'm going to turn to sheet three utility plan. Uh BW asked that the sanitary um sewer connection be made directly into the manhole rather than in the back of the manhole like we showed previously coming into a saddle. Uh so now we'll be breaking in directly to the anhole and uh DPW asked that we show a water shut

8:14 – 8:370

off on the uh main service lateral. So we've added that also on sheet three. Um and reference to detail detail number 13 is in sheet five. What was asking you to happen?

8:31 – 10:270

Uh, and the lighting details. Uh, let's see. That's number 12. Should also include full lighting details and density descriptures of structures that is or fixtures I should say. That is on sheet four, the landscaping and lighting plan. You'll notice the what look like heavy contour lines. Those are the uh the candles, the light levels candles as um light up. So you can see most of the uh parking lot um at least half the end um throughout the site and uh there is street light over on the other side of Hamilton Avenue. We didn't show the rooms for that, but we think the way that it has been addressed adequate sight wagon. Uh number 13, parking area should be appropriately screened and landscaped to blend them. Um this says applicant has proposed to maintain a 5 foot wide butler on property provided to indicate what type of vegetation the butler would be made up of. Um I think we addressed most of that at the uh last planning board meeting. Um I did uh on sheet one of the site plan uh I did clarify maintaining a minimum 5 foot wide undisturbed buffer possible see as well which talks about the storm water management. Um, and we did add, you'll notice we added the location of some existing trees. U, again, I'm looking on sheet one, some existing trees along the Westerly property line.

10:24 – 11:020

We've shown those trees. Um, it does look like uh, one of the trees will um, need to be removed as it'll it's going to be overhanging the patio, the new building, building number one. So, um, Kyle, I believe you're removed from that tree. Um, I think there's an one other tree in front of building number three was that that'll be um, sorry, did you say building what did you say?

11:00 – 11:180

Building number one, a tree to the west of it will be removed overhang and the other patio and the other tree is front of building number three that'll have the canal that's in the garden. 13.

11:15 – 13:040

Um number 15 should include any anchor signage for that is proposed for the complex. There is no there is no sign there is no project sign going out along the street. Um in the 15 newly proposed grading with finching areas within the property's front yard to overlap proposed five buffer across the property boundary on the western side. It's recommended this be revised while breaking activity is kept within the property boundary not overlapping a five. So yeah, he made that change. We can see on sheet two um we did have to pull the undisturbed buffer um back away from that because we need to grade right up to the property line. So, we'll be starting things at the property line northbounds of Hamilton Street and we'll do some slight grading to get the most area that we can um where the detention uh depression areas up front. Um but if you look on sheet four landscaping plan, you'll see that we uh are proposing quite a few plantings um behind or north of the detention areas that will uh screen building number one from in street view. And also uh we're putting the tree um in front of building number four, the existing that's a screen. [Music]

13:11 – 14:220

the existing walkway associated with position structure stably be removed. Uh they ask that that note be played to remove the oil sheets. Believe we've done that. You'll see a note says existing cont. And um and I believe that's all the comments that are on last last planning board meetings resolution 25. Any questions? If I can take a moment just to do a little bit of uh housekeeping. Um we have a three member panel tonight. Um the applicants are always afforded the ability to have a full panel. Um are you willing to accept the three member port?

14:19 – 14:530

We had a three yes votes in other words. That's correct. Sure. Okay. The other thing is um Emily had uh been the alternate. She had been present at all meetings. Um I'm going to simply for the record, Emily, um are you familiar with the project up to this point and are you comfortable with proceeding? Yes. Awesome.

14:46 – 15:260

Okay. Now, do we have any questions? I think we're we're on track here. Well, can we bring up um the staff uh comments just to see if Are they on the PowerPoint? All I have is a PowerPoint. Yeah, they should. I They usually put them up. I'm not sure. Yeah. Great. Is that Yeah. Is that Yep.

15:25 – 16:540

Okay. Um these these comments have been um discussed, Scott has addressed them. If anyone has any questions regarding staff comments, um again it was in the previous meetings and we just want the acknowledgement that um we feel that the changes have been appropriately. So further comment there. Um I just wanted to clarify on the I guess it would be plan. So the so the all the trees shown are they all being of the trees shown are those all being removed or just the ones that you had mentioned Scott that were in front of building three and one because there's more than those two shown. So I was I was just trying to clarify it.

16:52 – 17:260

Yeah. Um I think that the way I can answer that is that u you know Kai is certainly going to try to uh keep the trees but we definitely know the one um at large when we see uh behind building number one or the west side of building number one that's you know a threat to the building. So that's the others um and keep those there. But

17:21 – 17:580

yeah, not I walked in uh last week and I'm going to try to save those locusts in the back, but they're um I don't quite know. There's some speculation as to that property line still. So who who owns what where that in that back area right stuff? Yeah. So and some of those big trees are right right there. Oh in terms of how to site them are whose property line are they on or where is the property line we're seeing.

17:56 – 18:280

Then according to the deeds we're not sure where the property line is. So who owns what where. So there's I'm not gonna if I don't have to cut I'm not going to cut them basically. That's my my attitude. So, um I I think where the turnaround is the little hammerhead in the parking lot. Obviously, we can't have any trees right there, but I'm going to do my best to the boss elders are going to be removed, but I'm going to try to save the

18:26 – 18:590

locus. I think your your question was about the uh the Westerly property line. Yeah, I guess I was just trying to clarify is what represented. Some may be removed, some may not be. You're not sure. Yeah, that did actually. And the uh I try to say I don't want to cut down on that. For me, it's a wastality to the red foundation. Correct. Yep.

18:56 – 19:340

See, my goal is to try to save as many. There's no sense cutting trees and then planting new trees to be less effective. So, we'll try to save as many as we can with the exception of box elders. All those boxers just for the record. Um, you as a property owner have the ability to protect your property. So, even if the trees were on a neighboring property, you have the right to protect your property at the property line. You can bring any part that would be in danger.

19:31 – 20:310

On the I know on the easternly boundary there's a number of big box elders and they're hanging away over under our property. I'm pretty sure they're from the neighbors. I know Donald next door in the carriage house. He's talked to me about taking a couple of those out. He's he really wants some gone. I'll have to talk to the other neighbors. But for what you're saying, Rick, is I can at least cut them back is yeah, they're kind of not good to have around questions. Um, we just take a second to review the remaining staff comments and maybe that they can Yeah, it appears they've all been addressed to the satisfaction of staff.

20:290

You're conflict. Okay, no questions.

20:32 – 22:080

Perfect. Um, so we do have a public hearing and um there are no members or no uh no one from the public is online. So, let's open the public hearing and let's close the public hearing. Good. Always um seeker, we would need a motion. um as we went through the secret detail last week or the last meeting. Um, and I would just reiterate uh as part of the permanent record, the discussion on seeker um the the type of seeker action is approved that the staff recommended to the board and um we have no objection to that. So, if I could get a motion on the seeker, um, we can move forward.

22:06 – 22:500

I'll make a motion to accept the seeker determination. Second read roll call. Roll call. Rick Perry. Yes. Abby Muser. Yes. Emily Reinhardt. Yes. Our staff has prepared a draft resolution. Um we could take a minute just to review it and ask questions if there should be a question. Um, you know, if we could if that

22:47 – 23:070

is it here somewhere at departmental review. No. Um, sorry, I should have looked at this. We do have [Music] drafts of the resolution. if you'd like to.

23:17 – 25:040

they got them in their pockets. Yeah, there's extra coffee here actually, too. We have a motion accept the resolution as prepared by staff. Yeah, there isn't we don't have any other comments, do we?

25:02 – 25:350

I have not received anything other than Chair Barb. Yeah. No, I just mean even with within us right now. No. Okay, I get you. Yeah. All right. I can make make a motion to accept the detailed site plan resolution 25-05B. And I'd say the the title of the draft is listed 25-05 AAA safe. beef burger. Oh, that should be good catch. I'll second that. Okay.

25:44 – 26:270

Yeah. Rick Perry. Yes. Happy Muser. Yes. Emily Reinher. Yes. So with the planning board approval of your project, we wish you the best. We uh we we look forward to another fine project. We're very excited. So thank you very much for coming. Everybody's really busy. So very nice. Thank you. Thank you, Scotty. Good luck. Thank you. Yes. Thank you. These are phenomenal changes because you want them. Well, would you like to keep looking for to save? Oh, we can now. Yeah, grab because there's no changes. Yeah.

26:25 – 27:100

Yeah, we might as well. We need what? Three. This one up. I have one up here. I've got these right here. Yeah. So, actually, it's good you did the big ones. Okay. Perfect. Yeah. And I've got one up for the I've got one up for the five in the foot. Let us know sign over. Okay. I got to make a note of that. Thank you all very much for coming. Thank you. Good luck. Thank you. Thank you. You too. You have to jury. Do you adjourn? How do you

27:05 – 27:250

Yeah. Yeah, we do that. Um once we Okay. Um, is there any other further business? Does it appear to be No. Um, should we make that announcement?

27:28 – 28:120

You have beat of breath. Emily is coming on board in the planning department as our planning technician. Wonderful. Congratulations. Thank you. Do you still serve on the running board or Joe? My last gig. Okay. Yeah. So, yeah, lots of changes of course with Courtney leaving and then Alicia. So, we're happy to have that was approved Thursday night. Planning technician. Okay. So, what's the what's your what does that mean? I'll be running the planning board, Alicia. Okay. Nice. Taking on more responsibilities, you know, over time. Great. Yeah. That's all I got. That's good stuff. Congratulations.

28:11 – 28:490

Thank you. Anything from the mayor's office? No. Thank you for serving on the planning board. Any further comments? No. No. Let's go out. Okay. Then we'll entertain a motion to adjourn. I'll make a motion to adjurnn. Do I have a second? Have a second. I'll second one. He doesn't usually do a motion to adjurnn. Yeah. Okay. Thank you. Say all in favor. Did you say all in favor? That's what he usually says. Yep.
