0:16 – 0:530

All right, we'll call the work session to order. No, we just trying to figure something out. I think I just blew my brain out. Yeah. Any questions about tonight's agenda? No. Do you want to just go to to do the the Tyler thing? We can do that. Well, you you hear from Tyler. Yes. I Why don't we do this now? Yeah. We'll get you out of here. Might as well. Yeah. Okay.

0:58 – 1:190

Thank you. Thanks. She's coming. All good. Oh, it's sad to do this.

1:27 – 1:510

Thank you for my pleasure. Thank you for allowing me to be here. Yeah, we do have an IT person on that council. So, We lean heavily on him. It's always good to have a resident. Yes, I guess. So, I'll take it.

1:52 – 3:500

I I guess we'll just start. Um, can you just do a brief overview of what what your firm is going to do for us? So we are going to install replace the current record system for the police department there. Uh we're going to provide uh all implementation services, project management and training and go live support. uh all done on site and it'll probably that process will probably take about eight months or so depending upon uh uh the speed of which the police department would likely implement that as well and we're going to be implementing a system that currently end of life no longer supported uh which does have a few issues with uh reporting uh crime statistics to the state which will also by not reporting those crime statistics correctly. This will uh allow for uh grants to sometimes not be uh provided to do the city that so um this is not our first implementation. Uh the state of New York has recognized Tyler Technologies as the number one uh provider of ad and record systems across the state. Uh today you are being currently dispatched by Tyler at the Clinton County Emergency Management. Um so which will provide complete integration with the officers in the field. So when we need to create their police reports and all that CAD data will flow right into their system. Actually, the I think you you're very well aware of this, but the county 911 does uh transfer calls for service to the police department where they do their own police dispatching, but fire is being dispatched by the county.

3:520

Why is sharers better than what we're doing now?

3:55 – 5:510

Uh the the biggest thing is a couple of things and appreciate that question. one, you lack integration. So today, uh, when the police officers receive their calls for service, they're typing into the CAD system and narrative and providing information back to dispatch. But when they want to complete their their police reports, then they have to double enter all the data into the current system that you have today and we'll eliminate that. Then the other thing is uh the lack of of IVR. So IVR is a u is the uh works that they need to create send to the state. Um so it'll it'll eliminate that problem too. So they today they spend hours and hours getting those reports clear because it's done uh in a manual process. So IBR stands for incident based reporting. So based on the uh IBI the FBI statistics in the state those that is the format that they must submit and we're doing that across the state and hundreds of police department. So our system is already accepted by the state and vetted out by the state to meet those requirements. Also the the system that we have now that we pay annually for $34,000 is not supported. We don't do upgrades. They don't do updates. Um, it's clunky. It's they're losing data. They're losing information. It's not storing. And then again, the end she doesn't say. So, we're paying for something that is just clearly not working eventually today, but eventually it has to be replaced. So, we have this funding source that's there and we like to move

5:49 – 6:170

towards that purchase. Why use technologies a CAD is techile technologies as Leo has really stated it's integration it's just a smooth transition right now double in a nutshell we're taking two things and and we're able to put them into one act instead of two one seamless software right

6:15 – 7:000

it's going to run inventory too so tied to cases and that sort of thing or is that okay great case management system. U all the the New York uh standard arrest reports uh case reports um domestic violence reports if they're all that's used by the state of New York. Great. Carl's Carl's all on board with this. He's already is but wouldn't really involve Leo and his team are gonna Okay. Right. Right. Right. But but once once it's in place, will will Carl be involved in So it's cloud based. We also there's a savings there. It's not on prem on premise server which impact is now. It's a hardware completely SAS. Yep.

6:58 – 7:420

It's completely SAS. There's savings there as well. So we're not paying that. Is there any client we put on or or no? It's completely SAS edge. Completely SAS. Awesome. That's correct. That's a good That's great. And so what the chief uh stated is that so Tyler will will apply all the updates. We push out two major updates a year. We'll maintain all the security, all the Microsoft updates, all the SQL server updates will all be done by Tyler and that is managed 247 365 support. So is there any training that has to go into this like as far as the police officers themselves being trained? Yes. And and and we will come on site and train the police officers.

7:400

That's part of the eightmonth imple implementation.

7:42 – 8:330

Yes, that is it's all included in that price. Correct. As far as updates go to the system, is that something that are the updates such that you have to come back and retrain or typically not? And we also do provide training videos. So with all the new releases as part of the annual maintenance cost, there's a whole set of training videos that the police officers can watch and and learn from uh to take take tests, etc. But we try not to push out releases that are so different that they can't learn. We push out more releases rather than than fewer so you don't run into a situation where you got to train from

8:31 – 9:020

Right. That's how Yeah. So Tyler offers Tyler University which we was referring to. It's it's online training platform. So we can watch those videos at their at the downtown so that you know we're not pulling everybody in doing a departmentwide training. Great. So is there going to be some super users where we can have a little more hands-on with and then they can

9:00 – 9:440

Yeah, correct. And so we do train those super users during the training process, right? During the implementation so they do be become the super user. Um and also the training videos are also very very good for when you bring on uh new officers as well. You could put them through a complete curriculum uh through learning system but you chief you can invite Tyler back in. There's a cost for that but we would do we can do on-site training as well. What's the yearly on us with the new software? 38,000. Okay. So really we're we're only going up 8,000 versus the other software and we're not compliance with the other software. Four

9:44 – 10:240

4,000 4,000. Okay,000 and they grow 5% every year. So that's going to great. But it's locked in at 38. So for five years, if we get into that contract, it's going to be locked in at 38 for the next five years. I I apologize. That's my I don't want to send the email out. It will lock in for three years. The fourth and fifth year there will be estimations. It's locked in the 3%. Right. And that's that's norm that's normally if you think about the redundancy though and that it's a good point that it's when they have to enter it twice and the time. That's the big thing right there. Taking two exists. Yeah.

10:22 – 10:580

Just in the fact that we are gaining some security. Um how many how many seats how how does the user process work? So there's uh unlimited seats with the seats. Great. So you don't have to call me back up uh two years from now and buy more licenses from Yeah. Good. So you can have 20 30 users on at once. The 19th quite a few back and forth. Yeah, we've worked really hard.

10:54 – 11:410

What are some of the bigger um uh municipalities that have adopted this? So uh for this particular for for fleece records so you have um uh county Washington County Montgomery Fton Renzelier Olter Duchess uh if I'm going up and down Duchess Columbia so pretty much up and down we have we have quite a few customers and And uh as you go west, Anita County, Warren, Niagara, Niagara County, Niagara Falls.

11:38 – 12:220

Good enough. Yeah, there's a lot of uh a lot of and our customer base is growing. It's not we're not we're not not a sure thing. And these costs were locked in, right? There's not going to be any hidden costs for if you run into conversion issues with the old correct database, right? All services are fixed fee, correct? Unless if there services we do not use, then we uh we do not charge, but services cannot uh be more than than uh listed here. Great. I think this is a good opportunity.

12:19 – 12:590

Well, especially since 2007,000 and change is covered by the grant. Yeah, absolutely. And I assume you have privacy agreements and all that just because certain No. Hey, it's a it's a thing, right? So, I assume that you have all that. Yes. Great. Great. Good. This is This is a good This is a good thing. Yeah. Great. Any other questions for Tyler? No. Thank you, sir. All right. Thank you. Glad you came. Thank you.

13:03 – 13:180

Um, well, I just Isabelle. Yes, for you. It It's not really a question. It's wondering if you could speak to the new warming center.

13:14 – 14:120

Of course. So, um, the warming center is firmly open. It's under cold conditions. So, anything below 32 degrees um that expected to have 12 beds um just on the M hat campus and it is a call direct phone call that needs to be made um for vacancy um and making sure that there's no other needs other than the the the bed and the one place to stay. Um some donations are being asked. The biggest donations are undergarments. So, underwear, socks, um, hats, gloves. I've offered the the police department to drop some of those off and DSS will receive some as well. I think it's a huge shift for for this area, the county. There's been a lot of people working very diligently on this. It's just good to see that it's open.

14:10 – 14:550

I think it's got to be mentioned also the crisis center, too. It's been the numbers have been amazing there. I mean, they're just We've needed that so long. Both of them are really good additions. How how many did we get the other day when it was super cold? They've been full. I guess she said I think they're receiving full full passes again. Yeah. And this has only been open since what? December 1st. Correct. December 1st or third day. They stop opening on December. Yeah. We went and tored it the other days. It's actually But the the crisis center along with that, the crisis center is so big because it's not just addiction, it's also mental health.

14:52 – 15:320

You know, a lot of folks need help and, you know, it's just a great addition to um and like you said, donations donations are greatly appreciated. I mean, I put it on my Facebook page with um the information and I mean, Amanda from NAMI is just amazing. She's I mean, She has reached out to me already. So, I mean, there's just wanted to put it out there.

15:38 – 16:230

Any other questions for two students? Yeah. Um, I guess I'll start with uh the why. And I just had some questions about um equipment from the city, paint of the paint of any of the um fields and um the fields themselves. Do we is that part of the agreement? We do the fields we with the new paint robot we have in Okay. And and the equipment is ours? No, the equipment is the wise. The gold post, all that stuff is the wise, right? That stuff is the wise. We don't I don't know about all the goals. I'm not

16:21 – 16:330

right. We have some I'm sure that are ours. Yeah. I don't know exactly which ones are which, but the equipment that's used is the wise. The city doesn't apply doesn't supply book. Okay.

16:36 – 17:010

All I have on that one. It's all I have on that. Um I did read on that um um I guess I'm good.

17:04 – 17:310

I just I just didn't quite understand it. So um

51:23 – 52:070

of the drinking water assessment is to put in a redundant raw water transmission. So we have a second line that back up from the properties as well. CDHD awarded us $100,000 to cover a portion of the transmission life and we have to ask for an extension and I drafted a letter suggested that you okay is it is it a 24 in and how no they're looking at 16 in

52:04 – 52:480

part of the problem with delay was that the state and the county department of transportation didn't want us to um they didn't want us to tear any of the roads and so we could do open cut they want us to do trenchless so at some at three of the crossings they requested road um because of that it caused the engineers to have to go back and do excavation so check it was satisf So that's what Gotcha. Okay. I'm good. That's that's all.

52:44 – 52:590

The final design was worked out last week to all the agencies and so we're hoping this extension.

I know the city's face that other areas too. Just throwing it out there. Uh he said it's like a three to five year process. I get it, but it's got to start somewhere. So,

It's a lot of money but it's a lot of money but implementation of things like this when you copy over records can get astoundingly expensive. Yeah. So um I actually think it's cheap it's I hate to say it cheap. Well as compared to other Yeah. you should see what we go through. And it's it's grant funded, which is also tax money, I understand. But if it saves us time, and that's the biggest thing, the time that it saves the the men and women we've got down the police department, that's where we're going to get our money, too.
