morning, everyone, and thank you to the everyone who showed up for the Saint Patrick's Day celebration today. I wanted to make sure that we had this moment today to recognize Central Outreach. If I was here to recognize all the great things that happened on the North Side, I'd probably never make it off this podium. But for an exceptional group like Central Outreach, I wanna make sure that we recognize all the great efforts. And I see the great t shirts here.
This is ten years of care, compassionate community. So we've all seen this organization grow throughout this decade, this past decade. So with that, whereas Central Outreach Wellness Center was founded in 2015 with a mission to provide inclusive, equitable health care that fosters wellness for the whole person and removes barriers to care for all individuals. And whereas over the past decade, central outreach has grown from its original North Shore location into a vital medical clinic serving communities across Western Pennsylvania and beyond. Whereas the patient centered services include HIV and STI prevention and treatment, hepatitis C cure initiatives, gender affirming care, mental health support, primary care, and harm reduction advocacy.
Central Outreach has improved health outcomes and quality of life for the LGBTQIA plus communities and all those who seek care, and whereas the leadership and staff of Central Outreach Wellness Center have responded to the community needs throughout the the public health crisis, including testing initiatives during the COVID nineteen pandemic and vaccine outreach during the MPX outbreak. Whereas the advocacy, education, and outreach, Central Outreach Wellness Center continues to reduce stigma, expand access to essential services, and ensure that every person can receive care without judgment or discrimination. Now, therefore, be resolved that the City Council of Pittsburgh does hereby declare 03/10/2026 to be Central Outreach Wellness Center Day in the city of Pittsburgh.

I'm Sarah Miller, nurse practitioner and vice president of clinical operations at Central Outreach. Thank you so much for this proclamation. This is really amazing to be recognized in this way. The work we have done over the pandemic and the MPOXX epidemic was also a huge public health feat, and we are proud to be able to show up for our city in this way. Our team continues to do the work in rooms, in outreach vans, all across the county in different ways. So we are very proud to be here and happy to celebrate Central Outreach Day. Thank you.

Good morning. Good morning, everybody. Well, it's that time of year again. We're being invaded by the Irish. Probably one of the most fun times a year. And, you know, nobody does it like Pittsburgh. And most people think I'm Italian, which I am. But today, I'm Irish. Cog Hill is actually Scotch, so you know. So I'm proud to be presenting the proclamation for you all today. I wish if you would all come up, please. And I'm joined by councilwoman Kim Selinetro, who has really deep Irish ties, I found out. Both grandparents are from Ireland. Okay. So Well, listen, you too.

If you've never been down to our Saint Patrick's Day parade, it's the second largest in the country. And do yourself a favor. It's really worth going to. It truly is a lot of fun for everybody. And it starts with the button party. I don't know if many of you were at that, but just filled with fun events. Our Irish heritage in Pittsburgh is deep, and we love them, and I'm proud to be part of them. Whereas the Pittsburgh Saint Patrick's Day parade proudly presented by the Irish Society for Education and Charity Incorporated is scheduled for this Saturday, March 2026. This year's parade is led by grand marshal Patrick Baerne, which we all know. Where you at, Patrick?
Yep. Patrick remains a lifelong member of the Knights of Equity Court nine, fourth degree. He is also a member of the Ancient Order of Hyperions division twenty three, the Gaelic Art Society of Pittsburgh, and the Westside Irish American Club of Cleveland and has dedicated thirty four years to public service with the city of Pittsburgh. Whereas 2026, miss smiling Irish eyes is queen Molly McKenna. Molly?
Daughter of Greg and Aaron McKenna of Mount Lebanon. She is a junior at Saint Mary's College, double majoring in biology and chemistry. A presidential scholarship recipient who plans to attend medical school. Nice. Her dedication to her heritage includes competing at the highest level of Irish dancing at the All Irelands in 2023, and she's gonna do a little number for us after after the yeah.
Whereas court made in Kennedy, Erin Elizabeth Coontz where are at, Erin? Or I'm sorry, Elizabeth. Of Oakdale is a senior at Chartres Valley High School and a member of the National Honor Society and Math Honor Society. She is a WPI ALL section athlete and plans to attend Westminster College to play soccer, major in biology, and pursue a career in genetic counseling. Whereas court made in Sydney and Hoover Sydney, okay, of South Fayette is currently a sophomore at West Virginia University majoring in exercise physiology with plans to become a pediatric occupational therapist.
She is a longtime Irish dancer with Schaublin Academy. Whereas this year's ancient order of Hiberians, AOH, man of the year is Bill O'Neil. Where are at, mister O'Neil? Yep. Say hello. Bill is a member of the Monsignor Michael McGarry AOH division seventeen, where he was past president. He currently serves as financial secretary for the AOH Allegheny County Board and political education chairman for the AOH Pennsylvania State Board. The ladies ancient order of Hiberians, l a o h, woman of the year is Peggy Sheridan. Peggy? Okay. Is is Peggy Sheridan?

Okay. Peg is an active member in the LAOH division twenty one, serving as officer of commission of missions and charity for twenty years. Now, therefore, it be resolved that the council of the city of Pittsburgh does hereby recognize the Pittsburgh Saint Patrick's Day Parade Committee and thank all the organizers and participants for making Pittsburgh nationally known as having one of the biggest Saint Patrick's Day celebrations in the country. Be it further resolved that the council of city of Pittsburgh does hereby declare March 2026 to be Saint Patrick's Day week in the city of Pittsburgh.

Hi. My name is Kevin Conboy. I'm the parade chairman of the Saint Patrick's Day parade. I'd just like to say, please come down to the parade. Start sharply at 10AM. We do start our our day off with mass with the bishop at 8AM at Old Saint Patrick's Church in the Strip District on 17th Street. It's a grand day. These people are wonderful, so talented. It's an amazing group of young women, young men, and a little bit older young lady.

That won this year. Pat Byrne is is my favorite Irishman. He's at every event. He knows a lot of Irish history. He knows all the good Irish bands that he always gives me good tips on. So thanks, Pat, and congratulations. Well deserved award. We have a family friendly petting zoo on Stanwyck to 1st Street 1st Avenue from the boulevard. We have a petting zoo. We have Irish step dancers, which these girls used to be, and we have a band coming in. We have face painting, so bring the kids down. It's a great family event. Thanks for all who who attend.

Good morning. I'm Pat Byrne. I'm Misshore's grand marshal. First of I'd like to thank councilman president council Dan LaBelle, and especially councilman Coghill for sponsoring this proclamation. Thank you. You very much. Okay. I last time I was in these chambers was probably thirty years ago, I got a proclamation from senator Furlough, then councilman Furlough. Right. Because they the Giant Eagle in Garfield on Penn Avenue was closing in the the World War two monument, Veterans Monument was on her property and had to be moved.
And my mother-in-law, Aggie Bros, she got forty third Street Concrete to donate to concrete, and the lumber company donate the and me and two other city workers went up. We formed it and put the concrete in for the new monument, you know, all volunteering and they that's the last time I got a proclamation. But I'm overdue. I'm I'm very honored and humbled to be the grand marshal of this year's parade, especially with these three lovely ladies, the Hibernia of the Year and the Hibernia woman of the year. And I just like to thank everybody and just let everybody know to come to the parade.
It's gonna be a great parade this year. There's two people I'd like to give a shout out to. Well, a bunch of people. My family, I'm very close with, and there's two women who are very dear to my heart and they're watching this right now. As missus Eileen Conley and missus Lois Michaels. Alright. Thank you. Hi. I'm Molly McKenna. I'm this year's miss smiling Irish eyes, and I just wanted to say thank you so much to the parade committee for putting on an amazing parade this year and for I think I speak for all three of us girls when I say we're so very grateful to have been chosen by the miss smiling Irish eyes committee this year to be miss smelling Irish eyes in her court. And we're just so honored to be able to represent the Pittsburgh Irish community and all of our ancestors, and we're very thankful to our family and friends who supported us, not just in this, but just in everyday life. Good morning, everybody. My name is Peggy Sheridan Bond. I grew up in East End, Lincoln Avenue District. I went to Corpus Christi. I used to walk into East Liberty to go to the Irish dances. I'm still dancing, still making my scones, And my both my parents came from County Donegal, Ireland. They met in Pittsburgh at a dance. That's that's the history. But I still last night, I sat down. I wrote 15 cards, Saint Patrick's Day cards that will be going over to Donegal just to say hi.

Our first registered speaker is Deborah Wiley.
Good morning, council members. My name is Deborah Wiley, and I'm a resident of the Banksville neighborhood, the community board Dismiss Charities under a Bureau of Prisons contract proposes to convert the FOP building behind the Days Inn on Banksville Avenue into a federal halfway house. Dismiss will ask both the city planning commission and this council to grant a conditional use zoning change to do so. I'm asking this council to deny that application. Here is why.
First, the crime environment. The hotel corridor on Banksville Avenue sits in the highest crime sub area of ZIP code 15220, a ZIP code already rated in the bottom thirty seventh percentile for safety nationally. That specific stretch experiences approximately 307 documented crimes per year. Vehicle break ins, drug offense, assaults, disturbances at the adjacent hotel properties. These are not statistics from somewhere else.
This is our neighborhood. Second, the Bureau of Prisons own standards condemn this site. The BOP requires that every halfway house provide, and I am quoting their own policy, a positive environment free from criminal and drug use activity. This corridor does not meet that standard. There is a beer distributor within walking distance.
There are bars along the route. Banksville Road is a four lane highway with no safe pedestrian crossing, and yet the residents of this facility would be required to walk it every single day. Third, who else is on this corridor? This is not an empty commercial strip. Banksville Elementary School is nearby.
Crafted Children's Corner Daycare is on Banksville Road. And at 2644 Banksville Road, the same street as this proposed facility, the backside of it, is is Family Links, a counseling center serving children and adolescents with serious emotional disturbance in adults in recovery from mental illness and substance abuse. Only. Think about that for a moment. We would be placing a federal correctional reentry facility steps away from children receiving mental health treatment.
We would be asking families in crisis to share that corridor with individuals under federal supervision for serious crimes. That is not a compatible use. That is not a safe community. Its spread zoning code gives this council the authority and the responsibility to deny a conditional use application when it is contrary to the health, safety, and welfare of the community. This one is. I am asking you to deny it. Banksville residents are asking you to deny it. Thank you for your time.

Greetings and good day. My title is chief Nikumana Howie Sakina. I am the Grand Mesa that very often better the evaporation of American people. And today, I would like to honor and pay homage to the legendary international sculptor, Thaddeus Gilmore Leslie, born in 1926. He may have been small in stature, but if you ask me, he stood ten feet tall in greatness.
A self taught sculptor whose work was unmistakably would fill the room with conversation. He asked one to go beyond the lessons taught by others. Frequently, I would see him at the Allegheny sandwich shop where he would often eat breakfast. He secretly paid for me and my companion's breakfast one day. I was completely in shock to learn at this age.
I refused to believe that this elder who looked all of maybe 65 at bed was in fact 95 at the time that we met. Following that encounter a few years ago, I googled him and read everything that I could read about him, how he's been carving for over seventy years, salvaging discarded wood and repurposing it for greatness. Gulps big sculptures were displayed in New York, Atlanta, Chicago, LA, Baltimore, Harvard, Milwaukee, even in Norway, to name a few places where the installation did mighty and strong. In the air, hidden in our water, hidden in the soil. And in fact, it's also hidden in our food.
Something else to us. We unknowingly eat cancerous, late food on a daily basis. It is my belief that premature death in children, teenagers, young adults, middle aged folks like myself, and our precious elders like daddy could be avoided. If we take the maverick approach to dealing with how our food comes into place with chemicals. We don't need preservative.
I remember a time when no one I knew ever died from cancer. It was something that just happened to some people some of the time, but never anyone that I knew. I now know dozens of people who have died due to cancer, and it's getting increasingly worse. I urge city council to also take the same approach that you did to plastic. The chemicals must go.

Good morning. Carlino Giampolo, Panther Hollow. It is time to right the wrong of the construction of the illegal skate park in Panther Hollow. A small self appointed group seized public property and converted it to their own selfish private use. The graffiti filled illegal skate park never ever should have been built in the first place in a residential historic neighborhood.
It must be shut down and created in another venue such as Park or any other venue that will not bring harm to any longtime residents and homeowners. In place of the illegal skate park will be two bocce courts, a state of the art playground for children, and a stand alone Italian American Museum of Pittsburgh to honor the rich heritage, tradition, and culture. That vision is in keeping with the mayor's vision of what a recreation area should be. Our community of Panther Hollow is entering into a new era of partnership with the University of Pittsburgh, and our community is both grateful and enthusiastic about this new beginning. The university generously agreed to fulfill our request to enhance our already existing Italian sense of place with the planting of additional trees and plaques.
Trees will be planted to honor, one, military veterans of World War two, the Korean War, and the Vietnam War. Two, Daiola's families who comprise the largest numbers of the early immigrants from the eighteen eighties. Three, Eugene De Pasquale, who was instrumental in protecting the neighborhood from outside development in the early nineteen sixties. And four, Henry Wiggy DiOrio, who retrieved Bay Bruce last home run ball and then donated the ball to the National Baseball Hall of Fame in Cooperstown, New York. The University of Pittsburgh is to be highly commended for their generous act of kindness.
The potential of what the partnership with the university can achieve has created a residence of joy. Let me illustrate. When I told a 96 year old woman that her husband who passed away last year would be included in the military plaque, she was overcome with joy. That is the path of dignity, creating joyful moments with harm to none. It is time for the city administration to right the wrong and shut down the illegal skate park, and for all of us to continue to move forward on the path of dignity. Thank you.

Good morning. My name is Unique Brown. I first started to come here to speak because I thought I was going to speak to a room full of adults that were elected to represent the people of the city. But most of the times when I sit in these meetings, I feel like I walked into a middle school classroom where the teacher walked out. Phones are out, sad conversations, heads down, barely paying attention, back turned towards us.
Y'all walk in and out whenever y'all want to. I mean, I love my phone too. I understand. But if my job was to attend meetings and just give my attention and I spent most of my time scrolling, I'm sure my boss would scroll me right up out of my job. And that's the part that hurts Because for many of us, these three minutes represent weeks, months, even years of struggle that we've been going through in this city.
Some of us are nervous. Some of us are hurting. Some of us are fighting for our families. All we ask for is three minutes of attention, three minutes of eye contact, three minutes of respect. But instead, it's like we're talking houseplants. You looked at us in our eye for months while you were campaigning for our votes. You should be able to still do the same thing during public comment. If we can pause our whole day to come speak to you, the least you can do is pause your phone for three minutes to pay attention. Trust me. Whatever on your phone is still gonna be there.
It's not more important than the people that put you in those chairs. And human nature is y'all really don't care unless it's happening to y'all. So I want y'all to picture this. Y'all go to a shelter, domestic violence shelter, whatever shelter it is. A agency that's supposed to come and help you with housing comes and signs you into that program. Then no later than a week, you call to get clarification. They're like, oh, guess what? We took you off that list. We had to rescind that offer and put you back, and now you're back on a waiting list for us maybe if we get staff in and then can that work? Nobody's answering that.
How can I fill out paperwork to any type of program, organization, anything going on, and they say that my offer was rescinded after I filled out paperwork, that that that means I'll be had a voucher? That means everything was already secured. How can they say that they just ended a offer? And she said it's not only mine, so it's other people. So I'm asking for everybody that they so called did it to. Who can answer that here? Who can answer that anywhere? How can anybody do that? Thank you all very much.

Good morning. My name is Yvonne F. Brown. I live in the Hill District. I wanted to start off first this today to apologize to you whoever saw me at the last time I came.
That's when special agent was speaking, and miss Warwick came out and was talking to me, and I did. I was talking to her while special agent was speaking. And I wanna apologize to her, but I I also wanna explain why it happened. You know, she's never done that before. I think I was shocked, and I just started talking when she asked me because I'm really concerned about what's happening to me the same way that people will be when she comes out there and talks to them.
But I'm telling you, I apologize because, you know, I can give them h e l l about talking while we're talking. Also, it's been bothering me. It's been bothering me for for months because when I think about doctor I mean, think about mister Krausz. You remember our our our president? He used to be president of council.
I remember when he took them, he insisted upon having a refrigerator back in his office, and I believe it was, like, a $150. Now I wanna know, did he take it with him or did he leave it? Because it wasn't supposed to be his, and he knows it. And I want you to know what kind of guy he is if he took that refrigerator. He should be back in that office for whoever came next, and you just know it. And don't try to cover up for him. If he took the refrigerator, tell him you want it back. You, president, you should be able to do that. We should find our place. I may be laughing now because it's funny to me that he took it.
When he took it, he shouldn't have took the refrigerator and used me to get it back. You see, I'm smiling. I've been praying for you because you need help, and I do too.

The wicked man I believe God is speaking of in this scripture is my father who has done a lot to keep me out here on the street homeless, out of jealousy, envy, him and my real mother, whoever she may be. You guys are trying to use what I don't know against me. God is all known. Try to use it against him.
He know who I am, who my real mother and father is. And the longer you try to hide my true identity, the more people will die in Jesus' name. The estates that now belong to me, keep trying to hide them from me too because who's living in them have to go in Jesus' name. Proverbs twenty three sixteen says, not in those pain will rejoice when your lips speak what is right. And what is right is justice for all children who abducted who are abducted and sold to the highest bidder.
And everything, all the resources that are attached to them are stolen by our government in Jesus' name, forcing them to be homeless. This is what this city council and our government corrupt officials do to tell them my identity was stolen when I was a child. I'm not supposed to still be here, but here I still stand on the promises of God in Jesus' name. Who is gonna restore everything back to me that was stolen from me by anybody in Jesus' name? I decree it. It is so. I will retain and restore be restored everything stolen from me, known and unknown, in Jesus' name. I decree it. It is so. Thank you, Jesus, loving me. In Jesus' name. Amen.
