Approve a resolution requesting the Board of Supervisors of the County of Los Angeles to render full services to the City of Pico Rivera relating to the conduct of a General Municipal Election to be held on Tuesday, November 3, 2026; 3. Approve a resolution requesting the Board of Supervisors of the County of Los Angeles to consolidate a General Municipal Election to be held on Tuesday, November 3, 2026, with the El Rancho Unified School District and the Pico Water District election to be held on the date pursuant to § 10403 of the Elections Code; 4. Recommendation: 1. Approve a three (3) year contract with a two (2), one-year renewal options with West Coast Arborists, Inc. (WCA), for tree maintenance services in a not-to-exceed amount of $1,690,900; and 2. Authorize the City Manager to execute the contract in a form approved by the City Attorney. Amendment No. 1 to Maintenance Services Agreement No. 25-2428 with Tanko Lighting, Inc. (500)

Recommendation: 1. Approve Amendment No. 1 to Maintenance Services Agreement No. 25-2428 with Tanko Lighting Inc., increasing the contract amount by $154,000 for an annual amount of $459,000 to provide maintenance services for the City's streetlight system for fiscal year (FY) 2025-26; and 2. Appropriate $154,000 from the Lighting Assessment District (Fund 230) for streetlighting maintenance services to Account No. 230.40.4990-54500 (Contracted Services) for the immediate installation of streetlight pole replacement, streetlight repairs, and continuation of streetlight maintenance services. Agreement No. 25-2428-1

Recommendation: 1. Direct the City Clerk's Office to notify City Departments and applicable Agencies to review their Conflict-of-Interest Code pertaining to designated employees to determine if any changes or amendments are necessary.

Cancellation of Regular City Council Meetings of August 11, 2026, and August 25, 2026. (100)

Recommendation: 1. Approve the cancellation of the August 11, 2026 and August 25, 2026 City Council Regular meetings; and 2. Direct the City Clerk to post a Notice of Cancellation for both meetings.

Pico Rivera Major Corridors Median and Parkway Beautification Project, CIP No. 50075, CCL-5351(041) – Notice of Completion. (500)

Recommendation: 1. Accept the work as completed for the Pico Rivera Major Corridors Median and Parkway Beautification Project, CIP No. 50075, CCL-5351(041) constructed by Urban Habitat and authorize the City Clerk to file the Notice of Completion with the Los Angeles County Registrar-Recorder; and 2. Authorize the City Manager to release the retention and all other monies due to Urban Habitat, following the mandatory waiting period from the date the Notice of Completion is recorded.

Rosemead Boulevard Median and Parkway Beautification Project, CIP No. 50076, CCL-5351(042) – Notice of Completion. (500)

Recommendation: 1. Accept the work as completed for the Rosemead Boulevard Median and Parkway Beautification Project, CIP No. 50076, CCL-5351(042) constructed by Urban Habitat and authorize the City Clerk to file the Notice of Completion with the Los Angeles County Registrar-Recorder; and 2. Authorize the City Manager to release the retention and all other monies due to Urban Habitat, following the mandatory waiting period from the date the Notice of Completion is recorded.
