Recommendation: 1. Approve a resolution approving and authorizing the City Manager or designee to submit the Annual Progress Report to the California Department of Housing and Community Development and the Governor's Office of Land Use and Climate Innovation. American with Disabilities Act Sidewalk Improvements – Community Development Block Grant Project (CIP No. 50131) – Award of Contract.(500)
Recommendation: 1. Approve the plans and specifications for the American with Disabilities Act (ADA) Sidewalk Improvements – Community Development Block Grant Project (CDBG), CIP No. 50131; 2. Award a Construction Contract for a not-to-exceed amount of $224,510 to ASAD Holdings, LLC dba OrangeBlue General Contractors, for the ADA Sidewalk Improvements –CDBG Project, CIP No. 50131, and authorize the City Manager to execute the contract in a form approved by the City Attorney; 3. Authorize the City Manager or his designee to process change orders in an amount not-to-exceed 40% of the total construction contract amount, as needed, up to $90,000 for construction contingency; and 4. Approve the Notice of Exemption (NOE) for the subject project and authorize the City Clerk to file the NOE with the County Recorder, in accordance with the California Environmental Quality Act. Agreement with Hinderliter, De Llamas & Associates for Sales, Use, and Transaction Tax Client Services and Audit Recovery Services. (500)
Recommendation: 1. Approve a five-year agreement with Hinderliter, De Llamas & Associates for sales, use, and transactions tax client services and audit recovery services. Client services shall not exceed $60,000 over the five-year term, and the audit recovery services shall be compensated on a contingency basis that does not exceed 25% of the recovered revenues; and 2. Authorize the City Manager to execute the agreement in a form approved by the City Attorney. Agreement No. __________
Amendment No. 19 to Agreement No. 92-505 with Nationwide Environmental Services for Street Sweeping and Bus Shelter Maintenance Services. (500)
Recommendation: 1. Approve Amendment No. 19 to Agreement No. 92-505 with Nationwide Environmental Services in a form approved by the City Attorney to adjust the monthly street sweeping service fees in an amount of $1,695 per month, effective April 1, 2026; and 2. Amend the Fiscal Year 2025-26 adopted budget by increasing appropriations by $5,085, Account No. 100.40.4030-54500 (Street Maintenance, Contracted Services). Agreement No. 92-505-19

Recommendation: 1. Approve Amendment No. 3 to Professional Services Agreement No. 19-1887 with Kimley-Horn and Associates, Inc. extending the contract to June 30, 2027; 2. Authorize the City Manager to execute the amendment in a form approved by the City Attorney; and 3. Approve a budget adjustment to the fiscal year 2025-26 Budget by reducing $85,500 from the Community and Economic Development General Fund (GF) Budget, transferring that amount from the GF to the Capital Improvement Project Fund and appropriating the funds to this project. Procurement of Two Electric Vehicles and One Electric Greens Mower for the Public Works Department. (700)
Recommendation: 1. Authorize the purchase of two (2) 2026 Chevrolet Silverado fully Electric Vehicles (EV) in the amount of $156,000 and (1) Jacobsen Eclipse Elite 360 Lithium Electric Greens Mower in the amount of $82,000; 2. Appropriate $238,000 in Air Quality Funds (Fund 200) to Account No. 200.40.4033-57310 for the vehicles and mower purchases; 3. Authorize the City Manager, or his designee, to execute all agreements necessary to facilitate the purchase of two (2) 2026 Chevrolet Silverado EV's and one (1) Jacobsen Eclipse Elite 360 Lithium Electric Greens Mower; and 4. Authorize the City Manager, or his designee, to execute all agreements necessary to facilitate the sale or disposal of Vehicles Unit Nos. 131 and 201.

Award a Vendor Agreement, in a form approved by the General Counsel, to Ferguson Waterworks, to provide the purchase and acquisition of general water inventory supplies Category A and Category C for an annual amount of up to $175,000 and a not-to-exceed total of $525,000 for a three (3) year term; 2. Award a Vendor Agreement, in a form approved by the General Counsel, to S & J Supply Co., to provide the purchase and acquisition of general water inventory supplies Category B for an annual amount of up to $150,000 and a not-to-exceed total of $450,000 for a three (3) year term; and 3. Authorize the Public Works Director to process change orders in an amount not-to-exceed 10% of the total agreement amounts, up to a combined contract amount of $100,000 for emergency unforeseen contingencies.
