Thank you very much. We move on to item six a public hearing and we open that public hearing at this time. It's approximately 06:07PM. Item A, development plan review twenty five dash zero zero zero five. A proposal to construct a 5,240 square foot business park building on point 44 acres.
Located in the South Side Of Commerce Drive between Paris Boulevard and Lakeview Drive in the light industrial zone of the Paris Valley Commerce Center specific plan. The applicant, Norman Pulliam of Quality Management. Requested action is the top resolution number 26Dash07. Find the project is categorically exempt from the California Environmental Quality Act review pursuant to section one five three three two, infill development projects. An approving development plan review 25Dash00, zero, zero, five, to facilitate development of a 5,240 square foot business park building on point 44 acres based on the findings contained herein and subject to the condition of approval in the ex parte communication site visits or other.

Good evening, commissioners and city staff. Thank you, Chair Hammond for the introduction. Before we begin, I would like to bring to your attention that the resolution number for tonight's project was inadvertently entered as 26Dash7. The correct number is 20. The point four four acre project site is located on the South Side Of Commerce Drive between Paris Blvd and Lakeview Drive.
To the north the surrounding uses include to the north vacant land and business park buildings across Commerce Drive. To the east south and west it is surrounded by business park buildings. Here we have a photograph of the project site from Commerce Drive looking south. The property is located in the Paris Valley Commerce Center specific plan and has a zone and general plan designation of light industrial. The proposed Business Park building is allowed subject to development plan review approval.
The proposed Business Park building is 5,240 square feet and will be used by Synergy Companies. Synergy Companies is an energy efficiency contractor providing services including HVAC systems, water heaters, indoor air quality, insulation, and weatherization. The business operates Monday through Friday from seven a. M. To five p.
M. With three full time employees on-site. This new building will serve as an expansion of their existing business located at 90 Business Park Drive primarily functioning as an administrative dispatch office for company personnel. The site will support the storage of materials, equipment, and tools used by technicians for off-site installations. As you can see in this image the building is represented in blue and is located on the easterly side of the property with 15 parking spaces along the westerly side.
There are two at grade roll up doors on the west side of the building. The trash enclosure and employee break area are located on the westerly side of the property and are represented in purple. Vehicular access to the site is proposed from a two way driveway located along Commerce Drive to the north. This is the fence and wall plan for the project. There is an existing six foot high wrought iron fence along the front of the building represented by the blue lines.
An existing seven foot high block wall with a three foot high wrought iron fence on top is located along the east sides and rear of the property and is represented by the yellow lines and the existing building to the west at zero property line is represented by the green line. The proposed business park meets the light industrial development standards of the Paris Valley Commerce Center specific plan. It also meets the parking standards per the Paris Municipal Code and has a surplus of nine parking spaces. The proposed business park building is depicted at the top distinguished by a yellow entry arch. The image to the left shows the existing building located directly east of the project site featuring a blue entry arch.
And the image to the right shows the existing building directly west of the project site featuring the red entry arch. As you can see, the proposed building is designed to complement the surrounding development. Here we have the north and south building elevations. The building's architecture reflects the current industry standard for concrete tilted buildings. The design incorporates a combination of varying roof lines, cornice treatment, stone ledge veneer, aluminum windows, recess panels, and an architectural entry feature.
The proposed color palette are shades of gray, white, tan, and yellow to complement the entire building. Thanks. Sylvia is going to pass the material board. Here we have the east and west elevations which represent the side views of the building. And this is the conceptual landscape plan for the project which complies with the city's landscape ordinance.
The proposed landscape area totals approximately 2,500 square feet and accounts for 13.3% of the site exceeding the minimum required coverage of 12%. As shown landscaping is distributed throughout their property including the front, sides, and rear. The project is categorically exempt under the CEQA it's exempt from CEQA review pursuant to Section 15,332 infill development projects. Additionally, no concerns have been received by staff regarding the project. Staff recommends that the Planning Commission adopt Resolution 20 six-nine finding the project is categorically exempt from CEQA pursuant to section 15,332 infill development projects and approving development plan review for the establishment of a 5,240 square foot business park building based on the findings contained in the resolution and subject to the conditions of approval.

name is Norman Pulliam, 1569 Nandina Avenue, Paris, California. Good evening, chair and vice chair, commissioners, and staff. Thank you for the opportunity to speak. I am the project manager and general contractor. We do not request any special considerations.
The synergy company, our client, begin their business at 90 Business Parkway in 2006, twenty years ago, and has operated there continuously. They are a small office based service operation. The subject project provides a valuable essential service for customers, saving energy. The project is small expansion of their business and will be used for office, scheduling, technicians, project review, reviewing reports, miscellaneous materials, storing miscellaneous materials and supplies, three full time employees reviewing and planning projects with the technicians. I request you base your decision today on laws, current laws.
I know you will, but I want to remind you that. And in the event you do not support this project, I would ask you to please provide the law or code you base that on and allow thirty days for Synergy Company to respond before making that final. I'm here to answer any questions you have. I have full authority to bind the synergy company with decisions that are necessary. Thank you for the presentation. My first question is in regards to the type of vehicles that you guys will have on the property. What class of vehicles will you guys be having and will you guys be having overnight parking on this property?
They're the employees take their vehicles home and so there wouldn't be much very very little overnight parking and their their small pickup trucks and small vans for the service they use for service.
Got you. So, the the neighboring properties, they have a gate an electric gate to close the property. That won't be necessary for this project.
Well, at this time, we we don't feel it is but if it became necessary, we would do that.
Okay. And the yellow color, the color arch, is that part of your guys' branding, company branding, or is that just the thing not. For
It's not. And if if that color offends anyone, we're willing to change it. You pick out a color. We'll take it.
Yeah, I I I mean, I like the blue or the red. So, either one would look nice. Yeah. And it would be consistent with the. Yeah. The neighboring properties.

Pete, I would like to make a get a clarification real fast. On the drawings and and in your presentation, you show existing six foot high rod iron fence. At the in highlighted in blue. However, the site plan document says existing seven foot right iron fence. I just want to clarify. Is it seven or six?
It's six feet high.

I went to the site at six feet high. It's not seven.
And I'm curious of the yellow color. It's a it shows a Sherwin Williams color. Is it going to be painted aluminum architectural with aluminum cladding. Is the aluminum cladding painted or is it like a Carnar finish?
I'll I'll revert that to the applicant.
It is a painted color as it stands.
My my concern is normally a painted color fades really quick in the sun, especially a yellow, the blues and the reds. But if it's a Carnar finish, it lasts a long time.
Well, would it be acceptable to have a stucco color on it?
Well, the stucco I mean, the stucco is still gonna fade, but if it's the aluminum Well,
it has a dye in it dye in it, so it isn't just a paint, you know? Would be would be a more long long life than just the paint.
I I liked aluminum cladding. I think it probably matches the other two building as well. So, I I would suggest going with a more permanent carnar finish than just painting it, but that's my opinion.
Plating for the yellow entry arch.
What kind of cladding?

Well, increases the cost and we're trying to hold the cost down is the problem. So the thing about it, commissioner, is we're trying to hold the cost down on it. And the other arches on the adjacent properties, they are a painted finish. And they haven't faded much. Maybe the different color stands up better than the yellow. No problem. But we'd like your consideration on that if possible. Just to hold the cost down.
When you say Rod Iron, you're talking about I didn't see where would they have okay, the front okay. And that's because the side interest is the other property with that blue okay, so we're talking their front, their front. Probably need a picture of the the front of the if there's an architectural rendering. I think there was a picture. Yeah.
IT, can I please have the elevations that show the three buildings?

They will. They're 36 or some 36 inch box trees and they'll go in that planter.

It's your typical half diamond which is conventional for when you want to plant a tree in a parking lot. Okay. So, that's it's it's it's not a specific dimension that you know, for each parking lot, it's just a conventional dimension that it's typical of all parking lots.
Okay and we think that we still will be able to plant 36 inches trees there without it being compromising to the building next door?
Yes, The the the trees on the on the adjacent property line next door are also encroaching over both lines and it's pretty normal thing to happen. And the trees are that size to to produce the shading that the code requires.
Alright. Commissioner Jimenez, would you like the trees to be smaller?
I'm wondering because that says that's an adjacent building. That's your lot line. So there's a building, it's not a parking, it's not extra space, it's a building.
Yes, a solid wall.
That is why I'm asking if there's going to be room for the trees to grow. Know roots sometimes encroach, like I'm a little bit worried about that. Love, you know, I'm happy with the 13% landscaping. I'm just worried that it may not be the best place to have big trees.
Well, if if you want the trees 24 inch box, we're happy to do that. There's no problem.
Or something else working with staff maybe like an alternative to trees just so there is because I know it's greenery.

That and I also wanted to ask why we have the trash enclosure in the front. So close to the front.
So that the trash truck don't have to drive all the way in and back all the way out. And it's a it's an enclosed
structure. Place. They would have to back up. They, there's no way for them to turn around.
No, there's no turnaround in there and so we want it where it's easy access and easy out and the trash enclosure is fully enclosed. It's got a trellis over it and doors in front of it. So it's not exposed and it's not there welcoming somebody to come and dump their trash in.
But I did notice that the employee patio area is
also the
same location as the
other two. Yeah. It's also located the same as the other two buildings there.
But you have the employee patio right adjacent to it. We're not worried about the smell?
It's no. It's not not a problem and it's it's quite a ways separated from it.
How far away is it?
Oh, it's it's probably the width of the sidewalk at least.

The same thing on the other buildings, and there's never been any complaints on it.
I'm in that area a lot, and I never see employees using that area. I'm over there a lot. Our union office for the district for the teacher association is right across the streets. I'm over there a lot. I know exactly what you're talking about.

Yeah, a lot of landscaping hedging around it.
I think that would help to landscaping to ensure that the employees are using the space like they should.
Or some kind of shade structure like little canopy something just shading and I know it's not matching the other ones but we already don't have the front fence so having something a little bit nicer.

Which requires evergreen trees to be planted around the employee patio area.

Norm, do you want to tell her? Commissioner Jimenez, the applicant states that if you would like the employee patio area to be moved further north, he's happy to work with staff to do that.
If staff feels like it's good because it's not going to have a gate in the front so it may be used by people walking by so just working with staff potentially just so that it's ideal. Yeah. And can we go back to the elevation that had all three buildings please again? That one. So the main entrance for the blue and red buildings is that through the glass doors, right? Correct. How about for the yellow one?
No, it's through the archway. It's the main the main Yes. Through the archway.

The there on the site plan on sheet A three, there is a door facing North on Commerce and that's the main entry door and they the purpose would be for the entryway to lead to the front door like it does on the adjacent buildings.
It's not. It's not depicted correctly on the elevation, but that is a door in the center of that archway. The point of the archway would be to direct people that that was the entrance. So there will be a door there.
Okay. So it will then your plans will have to be modified. The floor plans will have to be modified to do such.
We'll do that with staff if that's Because currently
looking on sheet A five, that entry is the storefront box in front that's actually called out as an office space.

Vice Chair Shively, you are correct and we we will revise or the applicant will revise the plans during plan check but yes, the main door is going to lead to the main office instead of the little side office there that you see on the floor plan.

After that, how can you follow? Yeah. Think they pretty much I'm glad you showed the other pictures so it'd be consistent with the other properties. Yes. Can we go back to the landscaping one? Because I only have a couple of questions and that's it. This is an engineering question, I'm gonna wake him up. So they have two by biodetention basins. Really? Is this a new requirement?
Because aren't they feeding into a line into commerce or where would they be? Or to Nuevo, actually, we'd be going into Red or Ryder into Nuevo. So wherever that line would go, they well, how would it connect you to basin zone? So they don't have how how does this set up in terms of the water in the.
So, the base. We would make the No, I'll I'll

the bioretention basins are designed to capture all the on-site water, and then it flushes off to Commerce Street and then makes its way to Paris Boulevard ultimately. Okay. So it's just for on-site collection, and it's designed in a way where the two basins suffice instead of the one. They kinda split up the load. So that's pretty much it.
They're consistent with the other buildings that go into commerce because I thought it was all Ryder down to Ryder, but it's it's down commerce to Paris Boulevard.

No, I mean, feeding from the detention basin to underground. The pipes would go over the water would go to Paris Boulevard, the lines.

But the purpose of these WMPA basins are to hold back the load of the water so there's no additional flows entering the street.
Okay. We're essentially talking rainwater other than because they don't have much. They're gonna be coming from unless it's toilet water. But not much irrigation because you're not gonna have a whole lot of issues there. Okay. Also, look at the picture because look at the EV stall next to the trash. Now there's an EV stall, but it also has a disabled parking sticker. How does that match? Because you have to have at least a disabled parking space, but you can't combine the two. So where's the disabled parking?

You already have that area with the employee area at the wall. It's gonna be there not. Yeah. Concern with that. I think the only other question would be, you might need to consider a fence just because the area, you know, it's it's the other properties have it. You know, it's open season. We're not seeing it ever happen but you wanna be 99% sure. So, that's and it's a funding issue but it might be one of the things to consider for safety purposes and you know, it does get dark in the winter. So, that's just that's a side issue for me. That's not really but I'm glad you brought it up because it it can be an issue because it's away from the main street Paris Boulevard.
So, this is off street. I'm over there a lot. That area too. If you haven't been over there at night, you have no idea what I'm talking about. But day is one time, nighttime is another thing. So people leave. It's pretty much nighttime. You know, there should be other things going on in that area, but right now, there isn't. So that's that's the only questions and and as far as I'm concerned, everything else. The the question I think that was answered was the the basins. And, three full time employees. I think that covers it. Okay. Anyone else have any other questions? Does anybody have any other issues with it?
Yeah. Mean, you bring up lighting. So I would like to see a photometric plan if it's not already required. That it's properly lit.
Vice Chair Shively, it is one of the conditions of approval.
Would it be attached to the building? The gooseneck type of lights attached to the building because it wouldn't be uplighting. There's not a whole lot of space for uplighting. So, if
if that's what the commission desires, the the photometrics is essentially to ensure that the parking lot is well lit. But if the commissioners would prefer also to include some lighting attached to the building.
I guess I guess what was the plan? Was the plan to have lighting on the outside the building that would light it up or?
Yes, the lights are on the outside of the building.
Okay. Okay. The standard lighting. Yeah. Mister architect.
I mean, it's it's common to have lighting on the exterior of the building but the photometrics were actually show if the those lights will actually provide the required amount of lighting in the spaces around the property.

So if it doesn't satisfy the the need to change the lights or provide some pole mounted lights somewhere on the site.
And just to clarify, we do have condition of approval number 24 requiring requiring a photometrics plan.
I did want to add along the lines of the fencing, if not in front of the whole building, at least the back section. I know the area over there and have seen where people go behind the building because that's no longer because there is a lot of police security over there, but they can see behind buildings and that has been kind of like the issue in the surrounding buildings that don't necessarily have gates in the front is there's no longer a line of vision for officers when they're patrolling and driving by. So if not in the front at least that back section so that there is a clear protected line of vision.

Because that's 28 feet. Right? The that's big in the loading area in the back. I would at least block that off just so that when there's officers patrolling, they have a clear vision into.

saying. Annihilation. This is a very easy project for me. Besides the the color change that I I want to request, I have no issues with the project. They're very consistent with the surrounding developments and it's consistent with the the zoning. So, I have no issues with this one.
Remember, it's loud. I agree. It's consistent with the zoning. We've been asking for a variety within this specific zone and that's what you're giving us. This is a long standing tenant. Us with my biggest concern was the the security issue, but it sounds like we're having that mitigated pretty well. I don't have any issues with this project. And I'll go out on a limb. It well, it wasn't my favorite. I didn't hate the yellow. I I think it's because I love bees, but I didn't hate it but I'm open to changing it.
I don't have any issues with it. The applicant resolved my concerns with the colors in the canopies need to be added. However, I suggest that Isaac or Commissioner Lopez or Jimenez suggest a color or a range of colors for that canopy or for that archway.

So I think working with staff just to see if a smaller tree would be best or if a different type of landscaping would also be good.
And if we're thinking trees, just trees that are native to the area, But other than that, it was just the safety, the color. Like I said, I'm over there a lot, never seen any issues or seen the staff from Synergy or anything be disruptive. For a while I thought they were not in business because they're so quiet. We don't I didn't even think they were there a lot because they're very quiet. They get there, do what they need to do and that's it.
They're also providing a service. We have been asking for different types of jobs within our city and opportunities and I think this lends itself to to that and providing not only those types of professions but also the services that are needed within our city. So, I think this is a great expansion within our city.

Because it's not saying they're bad people, but there are bad people. And you when you wander off Main Street, look out. If you don't have the lighting, the security cameras, and things like that, things you think you don't need, and you're gonna find a GED.
So it's one of those that's a real light when compared to most of the other things consideration. One thing I know too would be as I end end this for me, see, I'm gonna pick on the city again. I like picking on the city. In the and I do read the public works reports guys and what else says I do. They have a landscaping planter.
As commission commissioner Menes would tell you that they use, we'd love to see this because I'd love to have seen it in conjunction with their native plants and we'd like to see that. I'm gonna bring that up later on during it but a landscaping planner since this is the landscaping commission technically also. It'd be nice to see that what kind of plans would be. They pick off a platter, a planter at public works and then send it to the city. Other departments, it would be nice to see that that what we pick what they pick from. And it's not saying they're bad. It's just we it'd nice to see it. So when we say, oh, let's add native. Okay. There's a lot of plants on their palate that we don't see.
So they it would be nice to see that planter coming up on future meetings, back to all future meetings. I'd like to see that. But when they pick a Chinese elm out of what other ones. Yeah. As long as it's not African sumac, I don't care. But that would be part of the thing, a consideration would have been nice for this because the twenties, 36 versus 24 inch box makes a big difference. The root system, you know, hangover from the other property. As if if this is personal property, you would never be able to do that. You could go in the other neighbor's yard and get luck with that one. You know, civil war.
But, that's why it's important more so because the tendency the type of tree that's picked will go will go over on the other side on this property. And since it's only a five foot space, you know what's gonna happen when it matures. Right? So that was that's the main concern. But otherwise, I'm I'm fine with this. And, no, they didn't have root pups sold. I'm surprised you didn't ask that one. But, other than that, I'm okay. So any other discussion questions that I brought up? Okay. Okay. Very good. Yes, mister, if I can just add other comments that were raised during the the discussion. Wanna make sure that we're covering all of the conditions of approval. So, revise the elevations to add an entry door in the center archway. Also revise the elevations to clarify to change the yellow color to a gray or red color subject to staff approval. Also revised the building elevations to add a lattice over the front area similar to the adjacent buildings.
Also revised the elevations to add a canopy over the entryway in compliance with the California building code. Provide either a fence along the front of the property to secure the site and this for consistency with the adjacent buildings. So, this would be a two year steel fence with a rolling gate or alternatively secure the rear of the site, the southerly portion of the building. Also work with staff on potentially locate relocating the employee area as far as possible from the trash enclosure. And those are the additional comments that I capture that were brought up by the commission.

Seeing the huge crowd and being part of the community and going out there and just getting active. We also had a couple holidays. We had May 4 and we had Cinco de Mayo. So I just hope everybody was able to celebrate with their families and, you know, just enjoy the time these days that come up in May, and we got a few more weeks until the kids go out on summer break. And next week, we got triple digits and the from the weather. So, summer's around around the corner. So, I just hope everybody stays cool. Super excited to be back after a few weeks of of being gone. Riverside County Department of Waste Resources is having a composting and vermicomposting workshop on May 16, Saturday, May 16. I have had the pleasure of attending their they have, like, a month like, a four or five different Saturday series learning how to compost and vermicompost, which is composting with worms. And it is so fun and amazing, and you're playing with dirt, but, like, in, like, a really cool way.

But but I just really wanted to bring that to everybody's attention because my when I went, it was just such an amazing time. And you will definitely catch me there playing with the worms. Well, we'll be all rooting for her from here. Couple of things. I went to the state of the city last week, and it was amazing. There is always, like, the mayor always comes up with like a creative way to embed and showcase what we have in Paris. And you know, the dirt bike riding was hilarious. I loved it. Another shout out to the performers that were there. We had a mariachi that were adorable. There was some cute, cute young ones and it was just amazing. A ballet for clorico that did phenomenal, but not that I'm biased, but the battery for the Rancho Verde Crimson regimen for the high school was there.
And I was like super excited, you can ask for it. I was like, that's my daughter. That's her right there. I told everybody that would listen. It was really nice to see them perform in that type of event because you usually don't see a drumline at those types of things but it was really nice to see them there.
And then I also wanted to say that on July 24 we're going to have at the Southern California Railway Museum, a Harry Potter, a Hogwarts Express adventure that I am super excited about. I heard about it before it was posted just because one of my friends, her daughter's gonna be working there, so I've been looking forward to that. So you will find me there, not in full robes and all, but I will 100% be there. Also, the Better Buzz, I think, is moving along because I've had a lot of questions. I haven't been down in that area, but I have had so many questions about what's going on over there.
If anybody knows, it's you. So yeah, Better Buzz, it seems like it's coming along. Super excited to see the outcome. And also, the Target sign is up. It looks like it's getting closer and closer to opening July hopefully. Hopefully before because I do like shopping at Target. So super excited for all the wonderful things that are happening and growing in our city. Like, it's so nice to see all the things that are becoming available to our community. Oh, good. Good. I can give you a quick rundown of what I've been to for the last month. Obviously, the park opening and I think one of the the best things of the year was the park opening.

There's a lot of people, a lot of questions, and I wasn't sure. Then there's also recreation center, which I wasn't sure what the building was. And so the recreation center was there. When inside, it could be used by anyone who wants to rent it. And there's an outdoor patio area, so we can have commission meetings. No. I'm just kidding. But, it's large enough to where if you really want to do it, it's well it's beautiful. A lot of places or you can go outside with your barbecue. And then there's a park. I was sitting behind Councilman Reb, and I said, is that artificial grass? It's actually real grass. I said, you gotta be kidding. The sprinklers came on throughout the week. I said, that's real you wouldn't know it was real grass.
You'd think it's artificial, but it's real grass. So maintain lots of people. The playground's put in a broad plank place. Yes. Then you have this skating rink, and you have the pickleball, and I don't about football. Fool I never heard of that, but that's another kind of thing. There's different things in the history of the football team for Paris in 1948, and I took pictures of that. Wow. And they were playing baseball that day at the time. It's pretty crowded. I'm right over that area. So, I'm five minutes away but it is well and they also park rangers who patrol guys. Security. Bottom line is security. And they're walking around and they're watching this thing and they even have a go to the website on on the YouTube on Paris and you'll see them walking around there.
That's really important because kid lots of kids are gonna use those. I'm not a kid, so I couldn't get up on the swing. Sorry. It would be hospital time and EMT. So, you don't want that. So, but I mean, extremely proud of the city of Paris when it comes to that one and I think too, it it's so nice to see this is several parks have been open but well attended but this one took it was really record time. It was like thirteen months or fourteen. You have to understand working with city government. Things don't move that fast. They just don't move that fast. So you're 10 years old. You gotta still build a park. You know? No. No. No. It got moved. They did it. It's beautiful. There's no complaints about it whatsoever.
And people I just walked up to people and say, man, I'm so proud of the day that says and such. I was here when oh, okay. And you gotta listen to that for twenty minutes. But that's fine, you know. What it was and what it is is totally different from whatever it was in the past. I'm here to tell you, it is not the same part. The only thing they were missing was a zip line. They couldn't put that in. Maybe later, not that I was gonna get on it, but that mean, it's just no complaints about it. It's absolutely beautiful. And people were doing it. As we were opening up, they were doing things. So that's that's a first rate thing there. And a lot of questions about Busbee. Yes. They're they're overdue, but they're gonna do it. And a lot of questions about Sam's Club. I mean, they're like, we want it tomorrow. I said, I don't do the building. I'm sorry.
No. We want it now. Okay. It doesn't work like that, guys. You know, you have to go through a process. No. And, not even talk about Dutch Brothers. Oh my gosh. Engineering's gonna have a nice time because you're gonna have some more cars than you even plan for. Because people are coming up to us saying, when does it open? And then in Target, Harjee. Target. For those That's fantastic. Yeah. Yeah. You bourgeois people. But the sign is up. You can't even drive around in there. But, I mean, July, I'm curious. I know people that wanna work there, and they've been signed up to work there starting July.
So July looks like the date. So a lot of great things. I'm only talking about some good positive things that are coming to Paris, and you probably have a few more. Thank you all.
