okay item one is um discussion and action to approve deny a three-year agreement with pm am hcm for the compliance management platform with an annual payment of twelve thousand eight hundred and fifty dollars chief bailey union mayor and council members of the public election time's over so let me find one of the many things i have here

All right. The department is seeking approval to replace its current compliance management software system, which we currently have as a PowerDMS, with PMAM HCM. comprehensive platform that provides policy management training management digital forms employee certifications incident reporting early intervention compliance auditing and accreditation management in a single integrated system the platform is designed to specific design specifically for law enforcement agencies and streamlines many of the administrative processes associated with policy distribution training documentation accreditation and personal personnel compliance the the benefits for this platform as it consolidates policy management training records accreditation management digital forms employee certifications improves accountability by providing automated policy acknowledgements training and tracking and compliance reporting reduces administrative workload enhances accreditation readiness results in immediate annual cost savings compared to purchasing equivalent functionality through the current vendor fiscal impact we currently pay approximately fourteen thousand two hundred dollars annually power dms which provides only a limited portion of the functionality required uh by the department to obtain these features comparable to those included in the pmam hcm proposal additional power dms modules would increase the annual cost approximately forty thousand dollars a year PMAM HCM provides all these capabilities for $13,513 annually or $12,850 annually with a three-year agreement. The subscription also includes implementation, administrative training, unlimited customer support, and accreditation standards at no additional cost. Steps following after tonight's meeting is staff recommends approval of the PMAM compliance management platform as it provides a substantially more comprehensive compliance management solution at a lower annual cost than maintaining and expanding the department's current software platform. Thank you, Mayor and Council. Background information. On June 10th, 2026, our CDBG grant writer, Denise Bishop, published an ad in the Parker Pioneer that the town was conducting a public hearing on June 29th, 2026 at 2 p.m. in these council chambers to receive input from the community on a potential project, potential projects the town should spend the FY26 CDBG funds on. Unfortunately, no one showed up for that meeting. July 15, 2026, Denise published an announcement of today's public hearing in the Parker Pioneer, which was just held. Staff intends to apply the grant funds towards ADA-compliant restrooms at Town Hall, which is an eligible item in the CDBG application handbook. 26 is the town council's acknowledgement that the town council selected the above stated project and that the town council gives authorized authorization for the application to be submitted to the Arizona Department of Housing for consideration. The fiscal impact of this is the WCAG fees. will be $4,500 and that Denise Bishop's assistance for the application submission and administration of the project is $30,600. Both will come out of the grant amount. The total grant amount that the town will be spending on architectural plans and construction is $224,243. Staff budgeted 263,700 in the adopted FY26-27 capital budget for this fully funded CDBG project. Steps following, if approved, to submit the application and execute the agreement. Aye. Opposed? Motion carries. Thanks, Steve. Item for discussion action to approve tonight. Sunlit asphalt agreement using their one GPA purchasing cooperative contract to remove and replace industrial lane from Parker Boulevard. to the end of the road for $855,590.70, Steve.

Background information on this, the culvert repair, I believe some pictures were included in your packet of the condition of industrial lane and the culvert itself. Covert has suffered damage from decades of stormwater and FOA 2526 staff hired Atkins Realis to conduct a hydrology study and develop plans to improve it before the intersection gets washed away. The scope includes removal of the existing 18 inch corrugated metal pipe, installing a 24 inch corrugated metal pipe, and building a concrete cutoff wall that is designed to reduce erosion around the pipe under the road. The street construction Scope is the entire road has basically failed at this point. So we have large transverse crack. We should have some pictures in your packets of those cracks as well occurring throughout the length of the road. These cracks are about every 40 to 50 feet. The asphalt and subgrade will be removed to a depth of eight inches. The first layer will be a three inch CTB followed by two inches of ABC layer and then three inches of asphalt on top. This type of payment system is meant to withstand heavier loads which will be occurring daily with VP fuels using the road. The fiscal impact $849,345.05 was included in the adopted FY26-27 capital budget. The additional $6,000, which was a result of when they provided the original bid, they didn't include a 24-inch pipe. They bid it as an 18-inch. And so that additional $6,245.65 is to ensure it's a 24-inch pipe. That additional funds will come from the $95,382 that was budgeted for the curb gutter and sidewalk project. Steps following is to execute the PSA with Sunline Asphalt, provide a purchase order, and schedule the project for this September.

thank you mayor and council atkins realis actually designed the plans for the improvements at the intersection and i felt that necessary because it isn't just just just replacing the road it is a an engineered type of project so i felt it necessary to have a quality control so i reached out to to atkins realis to perform quality control services for the construction of the culvert to ensure the contractor strictly follows the engineering design. The engineer from Atkins Realis will review asphalt mix placement design from the contractor, respond to the contractor's RFIs, review shop and material specs from the contractor on the asphalt, the ABC, the pipe, the end sections, the riprap, the grout, Class A concrete for the cutoff walls, the rebar for the cutoff walls, and the filter fabric. They'll review all the contractor's construction survey staking to ensure the CMP gets installed in the right place and at the right elevations. for visual inspection of proposed grades per plan. Verify the contractor has requested blue stakes. Review blue stake pavement markings in the field. They will review the contractor's compaction test results on the backfill and subgrade following the MAG specifications for the project. They'll review traffic control plans as provided by the comments, provide comments or approve. They will provide visual inspections during the construction of the riprap for gradation, angular source location, max trench widths, compaction, excavation, pipe placement, tickets from the trucks that actually provide the concrete, the depths of the grade, The asphalt placement itself over the top of the work where the culvert is being installed or replaced, I should say. The cutoff walls, reinforcement, and they will do an as-built set of plans once the construction is over and provide to Public Works. The fiscal impact was not included in the FY26-27 capital project budget. So the $29,050 will come from the $95,382 that is budgeted for the curb gutter and sidewalk project. Now, as far as the curb gutter and sidewalk project, I just received two email notifications from the grants. that we did apply for. And unfortunately, we were not selected on both accounts.

What for the sidewalks? For where?

There's 90 curb gutter sidewalks going in throughout town. Basically, all the residential locations in town that don't currently have curb gutter and sidewalk, that's that project. It's a $10 million project. Wow. And we were not selected. So the money that we did budget, we can certainly use towards this. We will obviously apply for more grants as they come available, but we don't have anything that has no notices of funding opportunities have come up yet.

Yes. Pursuant to ARS 9-821, 9-821.01 and 16-642 upon receiving the results from the county, the pause of a pause who conducted the town's elections. The town shall canvass the returns and declare the results of the primary election pursuant to the statute calculation formula required by a PRS nine dash eight to one point one and issue a certifying of the election or nomination as approved. The total number of ballots cast at said primary election, as shown by the polling list, which you should have in the back, was 438. And the total number of registered voters in the town of Parker, La Paz County, Arizona, was 1,910, for a turnout of 22.93%. The number of rejected ballots were 76. The votes cast for the candidates for the council members were as followed. Erica Daniels was 254. MARIANNE SCHANZ WAS 224, COREY MARINOWSKI WAS 213, MISSY GILBERT WAS 164, ALLEN MAY 136, AND ANNA BRIDE WAS 88 FOR A TOTAL OF CAST VOTES OF 1,079. it was determined and declared a record that the following three candidates did receive the highest number of votes and a major vote cast pursuant to ars 9-821-01 dnf eric for a four-year term erica daniels Marion Shantz, and Corey Mananowski. The mayor, the town manager, the town clerk, and the town attorney hereby authorize and direct to take all steps necessary to carry out the purpose and intent of this resolution.
