And Mayor Randy Hartless, present. And Corey Madineski is absent. So we will, this is a public hearing, we're gonna call this public hearing to order. Discussion of the following item, liquor license application for Marcelino Sanchez Butcher's Steakhouse, 621 Riverside Drive, Parker. Just to be clear, we did talk about this last month, I feel like, right?

Yes, we did. Actually, you passed a temporary license for them about 60 days ago, and now they're coming back before you to do the permanent liquor license.

Okay. So we've got a big crowd here today. Anybody want to speak on this item? Perhaps Goody? No? Any council comment? Okay, so no concerns. You'd like to say anything, sir? It's public hearing if you want to speak at all. Yeah, if you'd come up to the podium and say your name.

Yes, my name is Marcelino Sanchez. Can you hear me?

Um, so, um, on the hearing, there were some issues in regards to bring your printing and other stuff that had to be clarified through the Department of alcohol. So, I guess that's why we had to come back. Um, but what I wanted to say is that. Our our location over in, uh. the Butcher Steakhouse is gonna be a graduated breakfast, lunch, and dinner, but we're also gonna try to be very cautious in terms of our pricing for the local community and also for the tourists. Some steaks will be anywhere between 16 to $80, depends on the type of steaks that you want. Our breakfasts will be anywhere between $10 and $18. Our lunches, We are gonna have a solid bar, but it's still in the process of being completed. We're also gonna have pizza. So, and then along with distilled spirits and beer and also, you know, with a DJ and some nights and karaoke and other nights and then hopefully bands that are reasonable for the, you know, for our economics in terms of the, the venue for the community. So we eventually wanna open as long as we can, but in the beginning, we'll only be open like from 11 to 10, 11 to 12, but it's all gonna depend on the traffic flow. We have done extensive repairs on the building and that's another reason why the delay in terms of just many repairs that had to be taking place before we can open the restaurant. But we are really looking forward to serving the community and getting feedback in terms of the food. We are going to be having some Mexican food and Italian food also so it's all homemade my partner Gracia Matthews is going to be doing a lot of the soups and homemade soups so we have a lot of that that's gonna hopefully entice a lot of the the local clientele

Thanks, Brie. Okay, our next item is call to the public, which I'm gonna guess we don't have any. And then chamber director's report, Erica Daniels.

Good evening, mayor and council. There is not a lot to share from the chamber because we are knee deep in tube float. We are less than two weeks away and we have surpassed all of our numbers completely from history that we can go back to. We are over, I want to say when I left the office today, 2036 registered for the 48th annual Parker tube float. So very excited about that. If any of you are interested in volunteering, we're still looking for a few volunteers to help us up at Buckskin the morning of inflating flezzle tubes. Other than that, thank you guys for hosting our mixer this month. We usually do not have a mixer in June, but we will be having one at Pirates Den Resort. They're one of our big sponsors for the tube flow, and that mixer is going to be dedicated to all of our volunteers who are helping with tube flow. Thank you.

OK, so item A is Town of Parker meeting minutes of May 8, May 5, 2026. And item B is approved liquor license application for Butcher's Steakhouse, as discussed. So I would entertain a motion on those two items.

Let's talk about it right now. The item is approving the renewal contract for legal services between the Town and Parker and Michael Frame law firm.

More specifically, I was just wondering, is this any difference of what our pay historically has been? It's basically a no-cost increase overall with that?

There is no increase. We pay $3,000 a month now. We just have time to renew, and so we did for three years this time instead of five, so we can review again a little sooner. I don't particularly care to go as long as that, but everything else is the same.

How many, so I'm guessing that the town has obligation, as long as we have a court, we have obligation to provide a public defender, is that correct?

Correct.

And who does the county use for their public defender?

You know, I don't even know.

They do a lot of contract work.

Yeah.

Yeah, they sub it out depending on the cases. And I think they have a number of different attorneys.

Right, because they close the public defender's office and then just start it.

To save money.

Mm-hmm.

And if Michael Frame happens to need to recuse himself because of knowing or whatever, then Scott Ruffner usually is our second.

And what is the total volume that he sees?

I can tell you that the pre-trial calendar for Friday, May 1st had eight, and then we also had three that Scott heard going a little in April 3rd. There was YEAH, ABOUT 15, 20 PEOPLE SOMEWHERE IN THERE THAT HE REPRESENTED.

So 20 people on a singular day, and is that day, I guess, like representative like one day a week that they see or one month or?

No, they do usually one day a week. It's usually on Fridays that they typically have their pretrial calendars. Of course, there are some in between there where you get a few different cases where he would have to show up, but most of their things are on Friday.

Just a thought was potentially working with County to see if there's ways of sharing with that but over at that particular cost it's Unfortunately, no, it's not you said 3,000 a month. Good afternoon, mayor and council. Town of Parker was selected as part of the APS 140th Anniversary Beautification Grant Award. APS values our local community and all we do to improve the quality of life for our residents. To celebrate 140 years of service, APS is partnering with organizations like ours to help improve the places we live and work. A one-time gift will help APS and the town create something wonderful together. The existing picnic tables at the Shade Ramadas and at the Splash Pad are worn out, and this award will be used to replace all of them. In addition, park benches will be installed at the new basketball court and around the playground area. Staff reached out to Play It Safe Playgrounds. They provided an estimate using their Mojave Cooperative Contract, number 24K, PLAY-022242, eight-foot ADA picnic tables, six, Eight-foot standard picnic tables, nine six-foot park benches, and two tot bucket swing set for $20,710.96. And the estimate includes tax and estimated shipping. Public works staff will be installing all these items once they arrive if approved this evening. The only fiscal impact will be the staff's time and things like anchor bolts, things of that nature. So nothing significant. The APS grant will cover the entire purchase from Plate Safe Playgrounds. Steps following, if approved, staff will execute the PSA and Play It Safe playgrounds and place the order for the equipment. And the recommended motion is to move to approve Public Works Department to purchase the Paul Harvey Park site furnishings from Play It Safe playgrounds for $20,710.96.

Would you repeat what you said about toddler swing? What did you say?

Yeah, so they have there's been some interest and we quite honestly don't have any of those tot swing buckets. It looks like a car seat. Essentially and so it's for those smaller than Almost infant size really To where you would put them in there, and it's like it like I said like a car seat we attach it to the Current swings correct Yeah, which we don't have any of. We have the small little bucket seats for the toddlers, but we don't have anything smaller than that, and that's what this is for, because there's been some interest coming from the Park and Rec Committee for those, as well as just the community.

All those in favor? Aye. Opposed? Motion carried. Our next item is discussion action to approve deny the recommendation to hire Dante Bell. as the 2026 Summer Rec Coordinator from the Park and Rec Committee.

Steve. Thank you, Mayor and Council. The Parks and Recreation Committee interviewed candidates for the position at their May 11th meeting. There were two individuals that applied for the position, but only one was able to show up to the meeting to be interviewed, and that was Dante Bell. Dante Bell was hired as the coordinator last year and he provided details in the program he would be putting forth this year and answered questions the committee had for him. Since the committee was only able to interview Mr. Bell, in addition to him being the coordinator last year and a teacher within the district, he received unanimous votes to hire him for the position. The fiscal impact, the program cost is $3,600 for the coordinator, and this amount was included in the FY25-26 budget. The steps following, if approved, offer Daunte Bell the position officially, and the recommended motion is to the Public Works Department respectfully request the Mayor and Council to offer the 2026 Summer Recreation Program coordinator position to Daunte Bell.

OK, any questions? Coach Bell also was the PE teacher at Blake, so he already knows the gym. He knows the supplies. So yeah, I think this is good. And I will make a motion to approve the hiring of Dante Bell as the summer rec coordinator.

have is parks and rec has changed our meetings i don't know if that's on here we've already talked about that we used to meet on tuesdays we are now meeting on mondays so our next meeting will be next monday june 8th at 5 p.m um for joint venture um we did have one of our board members resign

And we will be seeking for that at-large position and open it up for 30 days in as a public notice.

Thank you. From the Friends of the Library, well, for the library perspective overall, they're having a full summer of various programs. They have different programs. summer giveaway programs that if you read you're able to eligible for a whole bunch of different prizes over there from the the library also has different key speakers who are coming or doing virtual meet the author next week over there they are the friends the library is trying to work on the county funding grant to be able to work to try to get new little libraries throughout the county. So they're working with other parts of the county to try to help fund that particular project. The library's moving away from, is it Canopy? moving away from Canopy and going towards a comic-based app system so that there can be more comics and more different graphic novel-type portions with that. So that's a new thing coming on over towards the library.

OK, anybody else? I will report on the Friends of the Senior Center They need a new freezer over there. It's in bad shape. And the IDA bought that freezer back in the day, I think 15 years ago or something. But it is outside, so it's taken a pretty good beating. So the senior committee has applied for a grant from the IDA to do a match, which is great. The IDA loves matching grants. So hopefully we'll get that done and get them a new freezer. I think it's okay right now, right? Yeah, it's working. They put new seals and stuff on it to try to keep it going through summer, but it does need to be replaced. Okay.
