Our next item is Erica Daniels, Parker Regional Chamber of Commerce director with a report. Good afternoon, Mayor and Council. Or good evening, rather. When I came in, I said good morning. So, we're we're getting there. We're getting closer.

We're getting closer. Good evening. Um, this past Saturday, we held a ribbon cutting for the brand new daycare facility, which has been met with great enthusiasm for the community, Tiny Cactus Daycare, over in the Mallaya Plaza. That was very well attended. Thank you for those that did attend. Last night, the chamber held our first ever Cinco de Mayo Chingo event, and it was also very well attended. Thank you guys for that attended to that as well. This Saturday, Sopimus International Parker will hold their spill the tea on women's health. That's Saturday, May 10th, at AWC. It is free. Our monthly mixer will be held at the Parker Community Center next Thursday, May 15th, and it's going to be a fiesta. We encourage everyone to attend and connect with fellow community members and businesses. On May 17th, in partnership with the LeaZ County Sheriff's Office and Arizona Game and Fish, we'll host our annual life jacket exchange at the Safety Boat House starting at 9:00 a.m. This is an important event that promotes safety as we head into our busy river season. And finally, we are kneedeep in preparations for the tube float. We currently have over 900 participants pre-registered. Thank you for everybody that has sponsored and we are still seeking volunteers. So, if anybody's interested in helping out, your support would be greatly appreciated. Thank you.

We had a um vacant seat on the library advisory board. received an application from Miss Gonzalez there and the committee um recommended um accepting her application and um seat on the board. Second move to second it. Any concerns, questions? All those in favor? I motion carries. Item two, discussion and action to approve deny agreement with the Parker Senior Committee. Nora,

good evening. Um, tonight I come before you to ask for a couple of changes on the agreement that we passed three years ago. We still have a year left on it, but the committee has applied for a grant for a new hood for her kitchen. And to be able to um move forward with that, the our their agreement needed to be at least six years um to 10 years somewhere in there. Um so we the group of us met um kind of went over the contract that we had before um and found just a couple of housekeeping changes and then we'd like to change that year out um to

2032. Yes. I'm trying to read here 32. Um the first change though would be on the very first page, section two, item three, where it um states that the town um manager would be giving the deposits. Um I don't want to receive the deposits for them. Um so we would like to change that to the finance department. Um and then on the second page, um number four, we none of us could really figure out why we needed that there either.

Um I'm not ever going to deny accepting any kind of monies that um are given in a donation such as the senior center. So we would all like to have that taken out as well. And those are the only changes that we have. Okay. That they're doing these grants and new fundraisers and really being involved. Any concerns from the committee? You have to go up to the podium and identify yourself, please. We have no idea who you are.

Oh, we did go to seven. Excuse me. Hello. We were hoping that maybe we could go to 10 for the for the contract so that way the grant they preferably would appreciate it to be 10 if possible. There any legal reasons why it wouldn't go to 10 reason? No, not granted. Oh, I'm sorry. Uh, mayor and council. No, there's not any specific you can make it 10 years. Um, I'll point out that it does have termination clauses. So certainly if for some reason you wanted to terminate early or they wanted to terminate early, we could. So if it makes sense for 10 years, then

it would be a little more easier to uh get it accepted. Yes. 30-day termination clause. Correct. It's a 30-day long. Correct. 100 years. I'll be gone to approve with the revision to make the length 10 years. Third move and seconded with the one revision to make it a 10-year agreement, effective agreement. Okay. Okay. Item three, discussion regarding the proposed town of Parker building moratorum. Council may vote to discuss this matter in executive session pursuant to ARS 38-431.03A3.

Is there any reason why it would need to go to session? It would be wise to keep it public. Legal advice maybe. I don't know. That might be a good idea for legal advice. So, I mean, where I would want it to go to executive session for contract negotiations uh purposes. Are we going to be doing anything like that or we're just approving it, right? No. Um, we're actually Let me jump in here a little bit. Summary. Um this is not where we we will approve that um moratorum on our next council meeting on the 20th um because that's when it we will consider approving it.

Correct. Um if that if that's what you choose to do because of the timing and how it was publicized. Um, tonight I just we have a few things that I would like to um get some opinions from Christina on um in regards to the the the building moratorum and also the press release that we did um and just kind of put it all together so that we have a direction to go um and you have some things to think about and weigh um for our next meeting next week or not next week but the following week.

All right. So, legal advice is one um reason to go to executive session. So, correct. I'll make a motion we go into executive session to discuss the proposed um town of Parker building moratorum. Mayor and council, did you want to also add the other item to go into e session so you don't have to go in and out? Oh, we do both? Yeah. Um, I would amend my motion to include item four, discussion and action to approve deny 2025 employment agreement with Nora Yakley for her appointment as town manager. Second. It's been moved and seconded.
