I'd like to welcome anybody who is here with us for this meeting and ask that you join us for a moment of silence, followed by the Pledge of Allegiance. Thank you. Item number three is community recognition. We do not have any for today. Item number four, consent agenda for 4-1 City Council regular meeting minutes. Do I have a motion to accept the consent agenda?

Item number six, reports and announcements. Under mayor's reports and announcements, I just had one thing that I wanted to go over for us on council and any public who are wondering. Last meeting, I got surprised by Councillor Cogent when he called for the question, or how was the wording that you used? Called for the vote, called for the I can't remember the exact wording you used but I did not handle that correctly and I wanted to look up how to handle it correctly so I can do it correctly in the future. So it's called previous question and there's so many different ways that a council member can call for the vote, call for the question, ask for that. It's all the same. It says even though there's a myriad of different ways, there's not a specific way to do this. But when discussion is going on about an issue that we have a motion and a second on the floor, and then we're in the process of doing a lot of discussion about it, when the council member is acknowledged by the chair to have a turn to speak, they can call for the question. And if at that point I should have asked, do we have a motion for the previous question? Is there a second? Had somebody seconded it, we would have immediately voted, and what do they call that? Immediately voted on whether to order the previous question. And if we get a two-thirds vote, on that which right now we have five council members, two thirds would require four people to agree to order the previous question. Then all the debate about what was going on ends and we go to the motion and second on the floor and have a vote and finish that. If it does not pass by two thirds, then we go back to the debate of the motion that's on the floor. And I thought that very interesting. I'm sorry that I wasn't ready for you last meeting on that issue. But now I'm ready for you. Any questions? I just wanted to share that with you. Councilor Roundtree.

So seven members, how many would you have to have, five or six?

Five. Thank you. Same with, well, let's see. Because six of us, it would take five as well, because four would only be 60%. Five-member council, it would take four because three would only be how much? No, four on a six-member council would be two-thirds. That one would pass. It's got to be a two-thirds majority. Okay.

Did I get that right? City attorney? I don't know. I was told there wouldn't be any math. No math. Okay.

6 to city managers current event summary Thank You mayor members of council Let's see I just lost my notes Here we go. Some good news, the lighting project at the sports complex is complete. So we can have our disco now with the different lights if we so desire. But now I'm sure all the leagues and everybody using that are appreciative now because the adult softball league is now underway. Some other things, want to make a special mention to the Navajo and Hopi Honor Ride that came through last Saturday, I believe. So that was a good event. They all enjoyed the stop. And a special thanks to the to the event staff for helping make that stop happen. They stopped here at the city hall for a little bit and then went down to the parrot club for lunch. So it was an honor to, to meet all those people. Um, with that too, we also had summer movie last Saturday night. It was a sandlot. If you missed it, it was a great movie, perfect weather. And And the hot dogs were great. So good times there. Make sure to keep an eye on those for the next one, because those seem to be a lot of fun and had a good turnout. The last thing is I wanted to maybe make a little bit of an announcement about the 4th of July coming up, if that's OK with the mayor. So just a reminder, we're going to have festivities starting from 10 to 3 at John C. Page Park. And then we'll move over to the golf course from 7 to 10, and that'll include an evening concert and the fireworks show. So I do want to note a few changes that the committee's been working on really for all year now. It's been an interdepartment committee with police, fire, special events, public works. that safeties have been a big concern with all of the parking and everything. So this year... in light of safety reasons, they're gonna close off Clubhouse Drive for parking. And that'll be for emergency vehicles to where they could get in and out to respond to the emergencies that might not be just at the fireworks, but might be offsite too. In order to do that, the city will offer a free shuttle service from the sports complex with overflow parking at the Para Club and the amphitheater site. We've got some tour buses that we're going to use and we're going to put up plenty of message boards and then Adam's going to help us get word out to our media partners and try and get the folks in Kanab and everywhere aware of this. We hope that'll give a good safe place for people to park and get on the bus and take their time and get out there so we don't have people running between cars when all the cars are trying to leave and all that traffic. You can still park over by Page Lumber in those areas if you want to, wherever that's going to. but we hope it'll be a little easier for folks. And with that this year, too, you could also choose to walk over from the rodeo because we're having a rodeo this year on July 4th. And I believe, Chief, is it an INFR qualifying rodeo on the 4th? Yeah, it's a big one there. So that'll be a big rodeo with the same time. So feel free to watch that. The rodeo owner said he has no problem with people parking there and mixing and everything. Maybe go see the rodeo too. So that's pretty much it. And we'll have more details coming out as we get closer. But wanted to go ahead and start getting the public aware of that and see how this works. And those are no-fee shuttles, of course. No-fee shuttles. So we hope it'll, like I said, provide a safe environment where people can park, get their cars out, get over to the golf course and have the big fireworks there, and then have a nice safe ride back and try and ease some of the traffic congestion that we experienced last year. Item number seven, boards and commissions. Did any councillors have meetings since our last? Councillor Preller and then Councillor Rountree.

How are you? Good evening. There was a P&Z commission meeting on the night of the 2nd. There was only one item on the agenda, and it was exciting enough to have a member of the public come out and speak, which is pretty rare for P&Z meetings. Rather, there were two items on the agenda. They're both kind of the same thing. It's the rezoning of the parcel of land for the Tanarena project. And staff presented two options for rezoning that. The first one was about 80 acres and would have required a general plan amendment, which would have taken a year or two to happen and everything. And the other option that staff presented was basically that same parcel, but with some whole Swiss cheese out of it to get it down to 75 acres. And so that way we don't have to wait for that to come back around. So they unanimously voted to recommend the Swiss cheese option A. So, and I guess we'll be discussing that at some point later on, but that's their recommendation. And I guess we'll have another P&Z meeting in maybe six months. I'm kidding. Hopefully sooner.

So I was gone in Oklahoma, but I asked Debbie for anything that was important that I should be sharing tonight. And this is exciting. The library received three grants. One is for Wi-Fi hotspot check in the amount of 5,000. One is for the staffer development, 5,000. And the other one is for AI training for staff and the public in the amount of 5,000. Thank you. She said thank you. I just read that. And then the other thing is that you all got the PEU letter, I think that they should be, I hope that we could do a PIO. I think our community should know that they received the ADEQVSP Bronze Award and that they were recognized for voluntary environmental stewardship program because they have three years of full environmental compliance and strive to go beyond what is legally required to protect public health and environment without any violations. And I think that's pretty exciting. So I wanted to share that thought. Thank you.

Yeah, PUE did have a meeting last night, and that was one of the items that they discussed. I think that's exciting. I mean, it's very pleasing to know the progress they've made. I didn't realize that in, like, 2012, we were kind of at a low point in our wastewater and sewage treatment. And the ADEQ, the Arizona Department of Environmental Quality, is not an easy entity to please. They're very strict. I only had one dealing with them in the business world, and I don't ever want to have another one. But there's a staff down there of about eight, maybe a couple more, and they've just really stepped up and have improved that. So amazingly, that bronze program does require three years straight in a row with no violations. So big kudos for them.

So I would like to recommend that we get some information out to our community, because I think that those employees and those who've reached that level should definitely be recognized. And the citizens should know about it.

That sounds good to me. Other than that, the PUE meeting was pretty normal. Everything is going well. We did get an update letter from our Nexus Consulting, which is helping us with locating the many, many millions of dollars for our second water source project. And there was a lot of good information about the different possible funding sources, but I'm just going to read his concluding paragraph. This was dated May 14. I think I got that right. Anyways, they've identified a plethora of options to fund this approximately $50 million project. With an expanding list of options, we need to keep chipping away at the project and eventually fund all of it. It will take time, but I'm confident that with the options we've identified, it is not a matter of if but when that we can get this project completely funded. So the water team is working constantly to try to move this forward. And just for everyone's information, The environmental and engineering step one, which was approved by the EPA, went out for, what is it called, RFQ, and we did receive applications back for that, and the committee is reviewing those and will have a meeting and a decision meeting on the 23rd. to move forward. So things are moving. I've said that many times, but they really are moving. Any others with a board meeting? Thank you. motions councilor preller um i'll happily get a motion out there in a second because i think it's important that we get the bulk of this administrative stuff out of the way but i think we still need to fine-tune our uh horseshoe bend thing the last time we discussed it that we were looking at some different options and i think the end of that discussion was we're just going to get most of these changes updated with the 60 days notice and then we'll fine tune from there. So I guess I'll make a motion to pass this and also for us to keep looking at the Horseshoe Bend thing. Do I have a second? We're ready for that.

I had one other note. It looks like we increased the Schedule B fees for the pair facility, which I really like. The one that looked a little low to me was the sunset room. The Schedule B in comparison to Schedule C is just a little bit lower. So I wanted to recommend we bump that up to 225 to be in line with the rest of them. I wanted to see how everyone else felt about that, just making sure that when we're renting it out to community members that we're still making sure that we're covering some of the costs of having staff take care of the building, et cetera.

Councilor Cotter. The motion should be adopted by resolution. Oh, yes. Let me have you rephrase that. Is it on the sheet at the beginning to help us with the wording?

And if I can ask the horseshoe bend caveat, the asterisk on there, is that something that staff will bring up? Or do you want me to shoot that out as an agenda item?

I think staff understands that it's going to be tweaked through time anyways, correct?

Yeah. The fee process is quite the process. So I know that the city clerk prefers to try to do that once a year. so that we don't constantly have to be advertising. So it may not come around for a little while. If council wants staff to move on it sooner than next year, I would suggest that you maybe bring that back or give specific direction because I believe that the city clerk's plan is to update this annually. She's not here to push back tonight, so she's listening.

Yes, City Clerk. Thank you. I just wanted to say that my plan on this one is to go ahead and start the process as soon as this one's approved. So I'll take Council's recommendations into consideration with the next update.

So people can start making their suggestions for changes immediately after this is passed?

Yes, in this case, because it has been a little while since we updated, and there were quite a few updates that needed to be done.

Okay. Cool. Thank you. Thank you. Councilor Headinger, you had a comment or question?

Oh, I was going to say, with the Horseshoe Bend one, I know that it's tricky trying to figure out how we're going to do those annual passes, so it might be worth it to see how the year goes with it as scheduled, but the city clerk's already on it, so... I take that back, but I would like to see if anyone else is interested in increasing Schedule B, Sunset Room, or if not, I'm fine with it as it is.

IT worked on my laptop and my password's not passing, so I was trying to look up to see what the fee is.

So for the Sunset Room, B is $175, C is $300. The other ones are closer to 60% to 75% of the fee. That's around 56% or 57%. So that one's just quite a bit lower. 225 would put it in line with the Tower Butte room, Lone Rock room, Lake Powell room. at 75% of Schedule C. Sorry, I thought there was going to be no math tonight.

Can we ask Debbie, since she's here, how they calculated that fee? Were you part of that? Or was the para club group part of calculating that fee?

Sure. Or if you want me to take either one. Thank you. Debbie and I talked about this. So the rationale behind that one was trying to keep it in line with where the townhouse was as well. But either way, those costs are easily justified at either level. So staff does not feel that it would be, staff doesn't object to if council wants to raise that particular item that It would be justified with the monies involved, especially given the discount for the communities, because they can justify the $300. They should be able to justify the $225.

Yeah, because that's less than $50 an hour, because this is up to four hours.

So if we make one single adjustment on this, we can still pass it with just that one adjustment without having to do another?

Yeah, I would probably recommend procedurally that you amend the motion to adopt with whatever changes you want to make. So somebody would move to amend to approve the resolution with a change to the sunset room or whatever.

I'm looking for an amendment motion, if there is one available. Councillor Hettinger.

I move to amend the motion to adopt Resolution 1345-26 with the adjustment to the Sunset Room Schedule B use fee up to $225 from $175.
