Today I will discuss the appointment of members to serve on the city's citizen advisory groups also known as CAGs boards and committees. The recommendation is that the mayor with the approval of the city council make the following appointments. One to measure O citizen oversight committee Anonso Aroyu representing the being the neighborhood representative. Two to mobile home park rent review board Luis Armando Salasar to serve at large. Three, to Parks, Recreation, and Community Services Commission, Alonso Aoyo to serve at large. To the Planning Commission, Edgar Ferrer to serve at large. Five, to Senior Services Commission, Maria Magdalena Papia to serve at large. and six to the library board Sarah Pñena Thomas Chris Christian Nielsen Michelle D Roble Estella Cares and Emily D Ramsey to serve at large this item did not originate in committee. Measure O Citizen Oversight Committee. The measure O oversight committee is appointed to review the use of Measure O revenues approved by city council. The committee is made up of nine members. One member appointed by the mayor to represent the city at large. Six members appointed by council districts. One me one member active in a business organization representing the business community located in the city. and one
member active in a neighborhood council or neighborhood association located in the city. Commissioners must reside in the city and be over the age of 18. For this committee, Mayor MacArthur nominates Alonso Aoyo as the neighborhood representative. Park Rent Review Board. The mobile home park rent review board is in charge of collecting evidence and information, initiating investigations, scheduling and conducting hearings or appeals, and issuing written findings and decisions to protect the mobile home owners in the city from excessive rents and to protect their investments in their homes while at the same time providing for a fair return for mobile home park owners. The mobile home park rent review board is composed of five members at large who are not connected with the real estate or rental housing industry for their personal financial gain and who are not residents of nor have any financial interest in any mobile home or mobile home park. For this purpose, mayor um mayor MacArthur nominates Luis Armando Salazar to serve at large, who has passed the city's formal background check procedures, Parks, Recreation, and Community Services Commission. The Parks, Recreation, and Community Services Commission is concerned with all matters pertaining to the parks, recreation, and community services activities in the city and serves as a liaison between the city council and the community on such matters. Ensuring conformity with the general plan for any real property acquired for public purposes or for any public building or structures constructed or authorized and ensuring confirmity with the general plan for any real property disposed of or for any street vacated or abandoned. The planning commission is composed of seven members, all of whom must reside in the city and be over the age of 18. For this commission, Mayor MacArthur nominates Edgar Ferrer to serve at large, who has passed the city's formal background check procedures services commission. The Senior Services Commission analyzes, defines, and investigates issues and needs of senior
citizens in the city, develops, and recommend solutions for problems affecting senior citizens to the city council and other appropriate community organizations and agencies. that will assist in enhancing the quality of life of the senior citizens and treatment of senior citizens and serves as a liaison between the city council and the community on these matters. The senior services commission serves as an advisory capacity to the city council and meets on the second Tuesday of each month at 10:00 a.m. at the Joselyn Lawn BS clubhouse. The Senior Services Commission is composed of seven members, all of whom must reside in the city and have reached their 50th birthday. For this commission, Mayor MacArthur nominates Mariam Magalena Tabia to serve at large, who has passed the city's formal background check procedures. Library board. The library board is focused on recommending policies and programs related to public library to the city council and representing the needs and views of the community to public library staff and the city council. The library board is composed of five members, all of whom must reside in the city and be over the age of 18. In 2025, the city council approved changes to the library board structure to ensure full compliance with the California Education Code, including adjustments to the number of members on the board, establishing three-year terms of office, and permitting members to serve three consecutive terms. The terms are staggered so that no more
than two terms expired each year. for this commission. Mayor MacArthur nominates Sarah Pena, Thomas Christian Nielsen, Michelle D. Robblevo Canola, Estella Karases, and Emily D. Ramsey. All who have passed the city's formal background check procedures, and they will be serving at large. Staff will return on a rolling basis with additional mayor nominations to fill the remaining vacancies in the city's commissions, committees, and boards. This concludes my presentation.
