Mayor Little, members of the council, this is a big big evening for the Neighborhood Preservation Commission. We're going to introduce you to the owner of our 2025 home of the year. I did a little looking back into the files. We have had 260 260 homes of the month from which we select the homes of the year. Been doing it since 2012. Anyway, Melissa, if you'd put the picture on the screen or Jason, this is 8953 Olden Avenue. The owner of that beautiful little bungalow is Chris Lopez. He's right here behind me. He asked me a while ago if it would be okay if he came in uniform because after he leaves here, he's still delivering mail. Can we make him feel welcome, folks? Come on up, please. in fiscal year 2021 2021 community development block grant funds. The public hearing will be held at 6 PM on November 24th, 2025 at Overland City Hall located at 9119 Lackland Road over, Missouri 63114. To further its commitment to fair and equitable treatment of all citizens, the city of Overland has enacted and enforces the following. A fair housing ordinance prohibiting unlawful discrimination against any person because of race, sex, color, religion, disability, familia, status, or national origin. A policy of non-discrimination on the basis of disability in the admission or access to access to or employment in its federally assisted programs or activities. A policy of equal opportunity to participate in municipal programs or services regardless of race, color, religion, sex, age, disability, familial status, national origin, or political affiliation. And a requirement for bidding on community develop block grant programs and promotes employment opportunities created by HUD funding. and that those opportunities be afforded low-income community residents and businesses. If you'd like information regarding the above policies or if you believe you've been unlawfully discriminated against, um please contact Jason Mccani, the city administrator Overland, Missouri, Overland City Hall, 911 9 Lackland Road, Overland, Missouri. Uh I received no um comments respect to the public hearing uh this evening. So the city has recently been advised by St. county um office of community development that the two that from 2021 community development block grant program funds there are $80,000 that are yet to be expended. Honestly, I thought we had resolved all of this a year or so ago, but they told me I was wrong. Um so St. Louis County advised that the fund should be utilized for expenses other than the home improvement program given the current HIPP balance of more than $300,000. Uh we propose to use those funds to um for the replacement of approximately 200 lineal feet of concrete street slabs on Chaucer Avenue. Um so I would ask for a

motion to reallocate the remaining 80,000 of the 2021 community develop block rate funds for for costs associated with the replacement of concrete street slabs. Jason that can I ask a question? Sure.

What were the alternatives to the street slab? We didn't. This was like the easiest one, frankly, to do in terms of like I asked about putting it back into HIP. They said there's so much money in there. So, I said, "Well, you know, what other options are there?" Street work is one of the first things they said. And I talked to Scott Pope. His suggestion was to do the street slabs on Chaucer since we've been doing them. They're, you know, they're large slabs. Um, so we could use this money. Um, and there are other alternatives you can use for community block grant. uh it's not just street work, there's other things we can do that this is what they thought was the best option. This was we thought was kind of the easiest and simplest way to to spend the money. Okay,

Um, we've got $300,000 in the home improvement program. How do we let residents know if they don't already know that this is an option for them? We if we're sitting on a lot of money that, you know, they said, "You've got too much on this fund. You need to use it for, you know, something else." How can we get residents to know? We let residents know that the funds are available. How do we do that?

I mean, we do it through community development. So if somebody comes in, they have an issue, even if like they go through a property maintenance issue, like an enforcement or a nuisance thing, we let them know that those funds are available. I think the county's position has been, and I think this has happened before, is like they don't want us like putting it in the newsletter, posting it on the website. Okay, that was my question. Or whatever. Um because it creates because there are there are requirements that the individual has to meet. And so what happens I think the last time is that their office got flooded and turns out I don't know what the percentage was but a large portion of those individuals were not eligible for for the funds. So we we internally when we have someone again who has like a property maintenance issue uh we will let them know like hey you can apply for this.

Um so I mean that's how we do it internally. Uh but they have asked like to not like put this on social media or Okay. All right. Thank you. Yes sir. No we had some issues maybe a year or two ago where there was a a waiting list basically where they kept putting people on hold and then someone at county I believe was telling people there were no funds available when there actually were funds available do you remember that I do remember this and I don't know why that was told because there were there were funds available right even before

so we don't manage the money all this the community development block grant program is managed by the county so when they came to us 2024 They said there was this money left over$121 thou or $112,000 for building demolition and we said well okay and so we tried to put it back into the HIP program and then I guess I don't know I think that's where some of this 80,000 came from because there was some demolitions that they took out of there that we had previously submitted but the program's never been like out of money. Like I I don't I I've heard that people have told me that and I'm like well that's not my understanding. If someone were I received an email from somebody earlier today and they said that they had been on the waiting list for two years. So I recommended they reapply or call county to find out what's going on since we have this you know sitting.

Yeah. So in in 2025 the federal government changed the I think it was 2025 they changed the rules. So now essentially you get a three-year allocation. So we would get $112,000 a year. Now, they've given us the money in essentially a three-year allocation of $336,000. So, there is money there. I don't know. Again, we don't handle anything with it. So, I don't know why they're being told, you know, people were being told there was no money or why they're on a wait list because the money is there. So, do you have to be a resident of Overland to apply?

You do because you have you have to be a resident. Now, other cities may have this money. So they could go to their city, but yeah, that's it's Overland money goes to Overland residents. Yeah. And then there's a there's a a financial threshold um in terms of you know what level you know poverty line things like that that all go into this. So yeah, and not every city allocates correct the max to the home improvement stuff. So we've typically done that for a long time. some, you know, street work, all the other stuff. Some cities just allocate it directly to other needs.

Yeah, there are variety of of uses for the money. This this was just kind of the easiest way to to spend the money because again, I think, you know, this money is four years old now, and I think what they're trying to do is get it spent um so it doesn't get you know, we don't lose it. Yeah, I know we provide the information to the folks who have housing issues, but yeah, it just keeps sitting there. It seems like every year we had that communication issue where somebody was told something wrong or a couple people were, but it doesn't seem like we spend all this stuff. Just

correct. And I think that's I think a couple years ago, that's why we had that excess money. I think it was like 22 or 23. We had a bunch of excess money, which was that 112,000 that we originally like reallocated because we had all this excess money. And they said, "Well, look, you guys need to do this or you're going to lose it." And we said, "Okay." So then we put it towards dangerous buildings. Well, we tore down a couple of those. A couple of them we didn't tear down because the people fixed them or whatever. So we had this money sitting there and that's I think where they came back now and said, "We have this 80 grand. You need to do something." Again, my idea was just to put it in the home improvement program. That seems the easiest solution, but they were like, "No, that there's more than $300,000." I'm like, "Okay."

Is it 5,000 limit? Do you know what? 7500, I believe, is the limit now. Okay. That's 50 50 homes. Yeah. And it's a, you know, it's a one time. I mean, you get it one time. If you stay in the home for a certain period, you don't have to pay it back. So, it's hard to get the word out when they tell us we can't get the word out. Yeah. Yeah. Okay. Oh, no. They were they were none too pleased the last time this happened. Okay. All right. Well, let's all think on that one. If anybody has ideas, shoot it to everybody else.

Uh, so the next one, please take note of the city council. City of Overland will conduct a public hearing on November 24th, 2025 at 6 PM in the Council Chambers of Overland City Hall, located at 9119 Lackland Road, Overland, Missouri, 63114 for the purpose of reviewing and receiving comments with respect to the following matters. 1910 Woodson Road, amend conditional use permit, convenience store with liquor and tobacco sales and and building edition. Any interested parties may attend and be heard at public hearing. So again, this is 1910 Woodson Road. Uh this is to amend the conditional use permit. The zoning district is C2. Business name is Longpour Liquors. Proposed use convenience store with liquor and tobacco sales. Proposed amendments. Amend the CUP hours of operation and revised site plan, building addition, fencing and landscaping. Um so they propose as part of this to amend the hours of their cup. Uh currently the days and hours of operation are Sunday through Saturday 9:00 am to 10 pm which was what was issued um in their initial CUP or was approved in their initial cup and is what they had requested at that time. They're now proposing to amend their hours of operation. So, Saturday, excuse me, Sunday through Thursday would be 9:00 a.m. to 10:00 p.m. Friday and Saturday would be 9:00 a.m. to to 11:00 p.m. I would note that the cup does include a provision that should the city uh elect to amend its liquor code to establish hours of operation for all liquor establishments. Um that those provisions would supersede the provisions in their CUP. Um so, they've submitted a revised site plan for a building addition, fencing and landscaping. We want to build a 700 ft um building addition on the east side of the building. They will install a new wood privacy fence to match existing install install new landscaping uh plantings on the south side of the parking lot. Uh overnight parking, there'll be no vehicles permitted to park overnight. Outside storage is

prohibited. Um there's also a curb cut. Um, and I'll show you that in a minute. That, um, after talking with the director of municipal operations about this, uh, the city intends to remove the sidewalk on the north of the property, south side of Ridge Avenue, and replace with green space. Uh, the owner will will be responsible for the installation of the curb cut and the approach to establish an exit onto Ridge. Uh, the owner will be responsible for maintenance of the new gr of the new green space along Ridge. And there is a sidewalk on the north side of Ridge Avenue that will remain Uh and this was recommended for approval by planning and zoning. So um the area in red is the site uh the area bordered in green is will be the new green space area. Um and then this is the site plan. So you can see the proposed the red box is the um is the addition then the green space. Um the the area that's not shaded in green or or bordered in green, excuse me, will be the curb cut. And we haven't figured out exactly how much of that we're going to take out yet. Um the sidewalk there, I was trying to get a little better picture of this, but the sidewalk there is kind of wider at the the top of the picture, if you will, or top of the site plan and then kind of narrows up. It's not ADA compliant. Um so our decision was just to remove that sidewalk since there is one on the other side of the street. um and create green space along there as opposed to trying to work the sidewalk project out.

Is the one on the north side ADA compliant? No, but it doesn't I mean since we're not touching it, it doesn't have to be. If we were going to touch this, we would have to make this compant if we were to reinstall it. So, we were trying to figure out the the ramps that would have to be there for the curb cuts and it just became a lot more involved than it was, you know, we figured the easiest thing to do was just take it out um and putting green space there. So, that's all I have for the public hearing.

And Melissa, your report, please. Sorry for anyone who wasn't able to attend the MODOT open house. Um there's still an opportunity to leave comment on their website. Um you can access it through the city's website through the news flashash. There's a link to um MODOT's uh website. You have until uh close of business Wednesday before Thanksgiving. And exhibit A of resolution 202571 represents the conclusion of a almost 9year project that started with community development and scanning all scanning and archiving all of the property files development. It's been a long time coming. We started in January 2017 and got rid of a lot of old documents. Um couldn't have been um couldn't have been done without Carolyn Anderson in my office. Um she stayed on when the Oakland Municipal Court moved to St. Consolidated Court and good employees are hard to find and Carolyn we gave her a choice. Do you want to stay with the municipal court or do you want to stay with the city of Overland? She chose to stay with and we tasked her with helping with records management. And while community development staff started at a she started with the file drawer labeled Zikin and you'll see the report you see exhibit A at resolution. I'm getting a little teary. I mean this has been a long time coming. Carolyn started in June of July of 2021. um that report I I asked her I said

really that's all you have and she goes I'm done like really you're done so she started in July of 2021 in the file drawer labeled Zen and she finished up this week I think it was uh 24 244 Chaucer that's the final drawer final file she scanned starting with going backwards in the alphabet So nineyear project. She's been doing it for over four and a half years. She's been scanning documents for four and a half years. Four and a half years. Scanning record retention. Yeah. It's a long time.

I mean it started with community development and but she that was her other than doing providing excellent customer service in my department. She would go down, she'd grab stacks of files, bring them up and go through the record retention guidelines, mark what she could keep, scan keep them and out. So, I've got more. There's more. There's There's always more. So, I've got other projects on hand. She's still doing some clean up because address has changed throughout the year. So, we're we're getting some other stuff archived from community development, but I'm that was huge nine-year project that's coming to an end. So, it's we're not letting those files get caught up like that get bogged down because what we found is time the drawers got full, they just bought another file cabinet.

Got rid of a bunch of file cabinets. So, we have room now. So, I'm excited about this. So, you're still going to see records management and destruction. Records are destroyed and I'll interrupt here. So, uh just a note here on the uh chapter 215 animals legislation. Um we'll move forward with the approval or disapproval there. Once we get done, uh I'm going to ask the council for a motion to stay enforcement. And the reason we're doing this is when we created this to do a like a lifetime registration for a dog, it would start today. meaning the folks who have six months left in their registration through May would then be not compliant and they'd have to get another tag. And we're doing this to make it easier. So instead of making it harder, we'll approve it and then just say for those issues, we're not going to enforce anything until June. So that way if you had your six month or if you had your year registration, you're still good.

Um, and this is not I don't know if this is directly related to this or we need to do it a different time, but I we're talking about amending the actual hours in the liquor license to match. Could we do that for all like at this moment? No, I just can we put that as something that we will do so that of everyone else doesn't have to go through this process.

I certainly can because right now we're working on some other legislation to kind of rightly some of these issues. So, the cup that's before you this evening includes that provision that says essentially if the city council adopts language in the liquor code that establishes hours of operation for you know liquor stores and it's less than for example what they're asking for like for example it says 10:00 all hours that would apply and it would supersede the requirement or the the provision in the C. So you could do that. So you can you can approve this as it is. You can amend it to say, you know, whatever you want it to say. Um and if you approve it and you then subsequently amend the liquor code, it will apply. So you can you can do it either way. You can either pass it as it is or you can amend it now and go on down the road, however you all want. I don't know what's the best way to do it.

Are I guess the question is to do what? Well, so that every because we didn't approve someone else earlier for longer hours. So, and so now instead of avoiding everyone having to come back and now have to go through another process to have the same hours, it would be amending the liquor cut. Okay. But unlike how we sometimes amend like minor pieces of cup or something that's on the dis that would be kind of a bigger thing that under sunshine we'd have to post. So um couldn't do it at this moment but but we can we can certainly add that to the like

and you could again you could amend I mean Joe correct me if I'm wrong but you could amend the cup that's in front of you to say no we're only going to allow open till 10 on Friday and Saturday as opposed to 11 as as requested. So the last the last time there was a store across the street and they had asked for whatever the additional hours were. I don't remember what they were off the top of my head and what the conversation came about. What is the hours of the longpour? and we looked it up and it was until 11 or whatever and then we looked at the cup that that had originally been approved and was only till 10. So what you all did was set the hours. The LA the latest was 10:00 if memory served. So what they're now asking is that you would allow them to be at 11:00.

And I think there are some inconsistencies too between all of the various stores which is would be resolved through the umbrella legislation so to speak. Um and that's a conversation we can have there. There's other liquor stuff. Seems like liquor stores are always a topic here. Um other stuff we're going to have to remedy as well. So that's gonna be a topic here in the next couple months but uh I guess the question whatever we decide in that conversation will supersede whatever we're doing here. Correct. Yes. Okay. And it also provide more I don't know if level playing field is the right term but standardized here. So that way you know rules apply to everybody who has a license.

little anybody that knows me knows my pride for over that started when I was five when Mayor Norman Mars had come to the house to visit my dad and I thought the president was in the house. I got a good dose of it this morning because at 8 o'clock this morning, I met the street department led by Jay Wilkerson from our street department and we went to all of the Rittner schools picking up the food that the kids had collected. Now this pride for Oland stuff, you know, used to and you most of you will remember my truck magnetic signs. Overland great place to live. Well, we used to make fun of Fords because their doors were aluminum. Mine are too. Signs won't stick, Marty. But anyway, symbolically, they were on that truck this morning. We picked up, now listen to this. I wrote it down so I don't mess up, Leslie. 9,619 pounds. Translation, just a little under five tons of food. Can we clap for that? Now, if you want a visual image, and I sat there and I thought about this, and I think it's pretty accurate. If you had all that food in this room, it would take the entire carpeted area back to the windows about waist high on me. That's how much. And we pulled in down there and those people, I think they're still down there sorting. And they're going to be down there two or three days, I think. Anyway, that is quite an achievement. And yes, just like the signs that are now in the refrigerator in the garage, Overland indeed is a great place to live. Thank you very much.

Um, we subsequently had a conversation, I've had multiple conversations with the chief and and Captain Morgan and Lieutenant Leiden and also Scott Pope about the um, reliability, if you will, of the Dodge Durango. We've had a number of issues with them um over the past two or three years. So um we looked at some alternatives um including uh Ford Explorer, Chevy Taho, Ford F-150s, which oddly enough do have actually a police um package uh for those vehicles. Um and so we kind of we we kind of decided not to go with the F-150s. So we looked at the Ford Explorers and the Chevys Taho. And based on the conversation with the chief and all those individuals, we're going to recommend that we go with the Ford Explorers as opposed to the Durango. They're about $5,500 a piece more. Um, but we've had Ford Explorers in the past and had minimal um issues with them. Uh, the Durango have just become very problematic and and other departments have had this issue as well. Um, so they are kind of switching from Durango to other things. Um, we did look at Taho as well. Obviously, those are those are more expensive. Um, they're also bigger and, you know, may not necessarily be the best for pursuits or things like that. Um, so I wanted to bring this to all your to your attention this evening, um, and get your feedback before we present any legislation with respect to the purchase of vehicles.

So, yes. So, the the the Ford Explorer is about 50. It's $5,513 per vehicle more than the um Durango. Uh the Durango is 44287. The Explorer is 4,9800. Um but again, we have had I mean, we had a couple of Explorer or excuse me, Durango a year or so ago that we bought them within six months. the brakes. We had problems with the brakes and we could not get brake pads uh and brake parts for about six months. Um and we've had other issues with them. Uh a lot of this is covered under warranty. Um some of it's not, but also the vehicles are just down and they're sitting somewhere waiting on parts. So again, we've had better experience with the Explorers. They are a little more expensive. Um but you got the vehicles down, it probably it really doesn't matter. Um, so but we did, you know, have a a series of conversations about what vehicles to use and so this is where we're at. So so we'll get some So and this this doesn't include the the sale of any like surplus vehicles or anything. So essentially what the way we did this in the past when we got rid of surplus vehicles that money went back in the capital improvement fund essentially to offset
