Under authorization, item one, the Zoning and Planning Office has received a request from Michael Clonan, owner of a single-family dwelling located at 31 Bronson Street, for use of public space for the expansion of a driveway between the sidewalk and the property line. Good evening, Jeff. Good evening. Uh Councilor Meyer and I actually met down there today to take a look at that. Uh it's just an expansion of probably about 2 and 1/2 ft on the west side of the driveway. Driveway's narrow. Uh they've been kind of for years trying to park side by side so that they don't have to shuffle cars. And they've been kind of in the gravel on the side, so they're just looking to replace that gravel with concrete and that 2-ft expansion. And on that west side, the the setback on uh 8th Street is 50 ft, surprisingly. As Bill and I looked at it today, there's no sidewalk on that side. Uh and it's kind of an embankment, but the the uh property line comes all the way up close to the house, so it goes into public space that couple of feet. Yeah, I I didn't see any problem with the with the expansion. It uh They need it for uh so they can park side by side. But uh Okay. Can I entertain a motion, please? Um well, I don't know what I don't know how much we can say about this since that's already been done, so I I guess we'll make it official and uh can I entertain a motion to uh to accept to accept uh Councilor Kennedy, Councilor Ashline. Item three, the Office of Economic Development has received a request from the Oswego YMCA for use of public space in Breitbeck Park and Montcalm Park for outdoor fitness classes from June 1st through August 31st, 2026. Trish? Trish. Should be more to that resolution. Um Uh that's all I've got. Summer camp? Pardon? Um we had requested the addition of our summer camp program to be in Breitbeck Park space the week of August 24th through the 28th.
I did not get that um request. Okay. We'll address tonight's and then I'll I'll That that may be out of another. Okay. Okay.
That'll be fine. Good evening. Trish Levine, Director of Health and Wellness at the Oswego YMCA. We're just uh once again requesting use of public space in Breitbeck and Montcalm Parks for hosting outdoor fitness classes. This will be the 27th year that we've done that in um the community parks, and we're hoping that you'll look favorably upon us doing that once again this year. Are those fitness classes on that thing that they built down there or No, we don't use of we don't use the fitness. We use either the green space or the former basketball courts in Breitbeck Park, and we use the lawn in Montcalm Park. Okay. Excellent. Any questions, comments? Oh, Councilor Go ahead, Lotensek. Um what classes are you hosting, and is it free to the public? Um all YMCA classes, the first class for attendance is free um to the to the public. We always encourage uh people to attend and try a class for free first time to see if they like it. Um the classes that we offer, it'll be the 27th year of outdoor uh boot camp fitness that we host in the park. And then there is a strong nation uh class, which is similar to uh high-intensity interval class in Breitbeck Park. And then the classes in Montcalm Park are led by yours truly, and it is a uh mobility class and then a Pilates class. So they're quiet. And there's only one class that's for free, too? Nope, they're all all the classes are are uh the Any class at the YMCA, an individual can take the first class for free. Then after that, it's $5 a class. Okay. Councilor Kennedy? Yeah, um do you have Sorry, I don't know what the term uh rain or shine rain or shine shine classes or whatever?
In the event of um dangerous weather, when I used to teach boot camp for 25 years, we were outside in the rain, but my replacements [clears throat] tend to come inside in the rain now, so Okay.
Yeah, in the event of of rain, we do take the classes inside. Any more comments, questions? Could I have a motion, please? Point of order. Yes. Sorry, uh Ms. Levine, you mentioned something about uh August 24th. Yes. There is there is a provision in the resolution uh granting uh use of public space on August 24th uh through the 28th. from Sunday until 6:00 p.m. in order to enjoy the playground and green space as well as the bounce house. Correct. The Oswego YMCA uh hosts a summer day camp in the community and has done so for many, many years. We have for the past several years utilized the Crisafulli ice rink for running that day camp, which starts July 6th and runs to the end of August. However, the last week of August, starting Monday, August 24th, we cannot occupy the rink because they're beginning it ready. Um so we're requesting use of public space to bring the kids to Breitbeck Park on Monday the 24th, Tuesday the 25th. On Wednesday the 26th, they will be at Fair Haven State Park. Uh they'll return to Breitbeck on Thursday, and then on Friday, we'd like to have a bounce house in Breitbeck Park as well. That was part of the request.
So So, just wanted to make sure, does that cover Yes, that's that's it. And that's why I was confused with the resolution that you Thank you, Kevin. Yeah, no, it wasn't on the uh That's fine. I I didn't dig into the resolution. I just uh what they had for me to read. Any questions on that? Councilor Lotensek? Yes, Councilor Lotensek. So since it's in a public space and you're having a bounce house, what is your protocol for children that are attending that are not part of your camp?
There will be can there's a camp uh camp counselor to camp participant ratio. The summer camp we camp we cap at 50 children. Uh those kids are entering grades K through 8 for that for the summer. And usually the last week in August, that drops down to about 35 kids that participate. So the counselors will be there making sure that the kids that are going in the bounce house, I I know kids get excited when they see those things, so I can't speak to how the the staff will handle that, but I'm sure we'll be very careful that non-Oswego YMCA participants aren't putting themselves at risk by participating in the bounce house. We do have a certificate of liability insurance that we provide to the city for um the use of public space request. Thank you, Kevin. Uh any more questions, concerns? Could I have a motion, please? Item four, the Office of Economic Development has received a request from Leanna's Mobile Art Room for use of public space to host Art in the Park at various dates at various parks for 2026. Leanna? Hello. Hi. Uh nice to meet you. Um yeah, my name is Leanna Chapman. Um Okay. Can you hear me okay? Um I have run this program a couple years in the past. Last year I did this um and a few years prior um where essentially families in Oswego County can sign up. It's open to the public um to come just do a guided paint lessons in the park. Um the way it works is parents can sign up their kids. I usually offer um a very low rate with sibling discounts. I also allow people to participate for free if cost is an issue for them. Um no questions asked, really. People can just approach me and let me know that they would like to attend. Um and uh we show up at the park. The kids get to sit down. We just use green space. Um very minimal supplies. We have paint, paint brushes, canvases. Um parents are required to stay with their children, so there's no drop-off, no unattended kids. Um we sit down, do an art activity, and then they leave. Um some families do choose to play at like a playground afterwards or just kind of explore the areas. Um, but this is just something fun that I've offered to do for families to engage some outdoor art space in the city of Oswego throughout the summer months. Excellent. Sounds like a good time. Yeah.
[laughter] Any questions? Concerns? Councilor Lutz. I I love this. Um, what are the fees though? Cuz The themes? No, the fees.
Oh, fees. Um, so it In years past, I've done um $16 for the first child and then any additional siblings um between 10 to 12 dollars after that. Um, this year, I definitely wouldn't go any higher than that. Um, I may in fact decrease a little bit cuz I try to make this very affordable for families and especially for families who have multiple children. Um, and also be able to keep up with the costs that it involves me to do these. Um, so it'll very likely be around that same price. So, there's eight sessions. Um, $16 a session. If somebody has a hard time with that financially, like I said, I sometimes will offer um art angels, which are people that support my business that will donate or pay for a child to participate um if money is an issue for a family. Um, but yeah, that's the fee that I've done in the past. Um, I also do offer at least one free session throughout the summer, which last year I partnered with the Oswego City Police Department where they we did a painting with police um session where they came and I think we had like four or five officers um in and out of uniform that came and hung out painted with the kids. So, for that session, everybody who attended, it was I didn't um have a fee. It was just free for them. Um, so that's also in the plans again for this summer as well. Any more questions? Comments? Item five, the Office of Economic Development has received a request from Anna Hemingway for use of public space to host the Hearts for Mitchell 5K on June 14th, 2026 from 12:00 p.m. to 3:00 p.m. Is there anyone here to speak on that? I tried to get a hold of this individual, but I couldn't. Uh, she didn't return my phone calls. So, I really have I wish there was more I could give you guys. Um, well, can we have a motion on it? Item six, the Office of Economic Development has received a request from Christopher Jenkins for use of public space to host the Mayday basketball tournament on May 3rd, 2026 from 11:00 a.m. to 7:00 p.m. Christopher. Good evening. Uh, my name is Christopher Jenkins. I'm senior advisor representing BSU. Um, this is our annual event we have. It's called Mayday. It's a basketball tournament. Usually we have it on campus, but we wanted to expand the space and make it a more community based event instead of just basketball. So, we want to have it May 3rd, a Sunday from 12:00 to 6:00 p.m. Have activities like jump rope, tug of war, uh water balloon fights and water gun fights and hula hoops and just be able to have more students come and enjoy themselves besides just watching and playing basketball and also just if any like people from the town want to come or something like that. It's a free event. The only people paying are people who are playing basketball just paying to make a team. You don't don't just have to be a student to make a team. If students from the high school want to play or students from the college team want to play, they can still make a team. So, So, this is for college and high school? Mainly, it's an event mainly for the college, but we want to we're making sure to extend it to anyone who wants to come. We don't just want to use up the space for us specifically. Okay. Item seven, Craig Rabior, Commissioner of Public Works and Parks and Recreation has received a request from Elizabeth Bonner on behalf of Oswego County for use of public space to place an Oswego County Healthy Mile sign in Breitbeck Park. Hello. I am Elizabeth. I'm here on behalf of Oswego County Healthy Miles, uh which is housed under the Rome Health Network. Uh, we have tested the um above trail uh with people that work out of Rise in powered wheelchairs and uh it is accessible to all ages, strengths, and capabilities, and we would love to be able to put this sign there. Uh, we do have the ability to um get like the pole as well as the bolts if there's not a pole that is already able to be installed or have the sign installed to that. Commissioner, is there a spot that we could put this up where? So, councilors, I uh Elizabeth and I have been chatting back and forth. Uh, once once you're approved, I uh we'll we'll pick a suitable space. Uh, the city can provide the the the pole the post and the labor. Um,

I'm thinking either in the Val Tower parking lot or the parking lot near the pavilion near the uh ADA near the playground. Um, we'll we'll we'll choose a suitable site that's that's not obstructing and uh clearly identifies that this is a this is a good thing for the community. We appreciate it. Great. Item one under authorization, Fire Chief Paul Conzone requests authorization to declare fire apparatus as surplus to the needs of the Oswego Fire Department. Chief Conzone. Thank you, Councilor. Good evening. Um, so with the delivery of two new fire engines uh earlier this year, uh we'd like to designate engine five, uh that's one of the 2009 fire engines, uh as surplus and sell it uh within the rules of the city and then within within the recommendations of the comptroller, which generally includes uh you know, public auction. Uh, we've looked at a couple of um online auction sites that are specific to fire apparatus. We think that may be the way the way to go. So, uh we're looking for uh your approval to move forward with that process and then uh any proceeds uh go back to the fire department uh equipment account to buy needed equipment. So, happy to answer any questions you might have. The other When the other engine comes in, then we're going to keep the the other engine that we have in service now as a uh spare? Correct. So, we we've got both new fire engines now. Okay. So, um yeah, and the idea is so we picked uh based on the recommendation of our contracted mechanic, uh we kept the uh engine that's in better condition um and we're designating engine five as as surplus. So, we'll have we have new engine one, new engine two. We changed uh the old engine one to engine number three. So, we'll have engines one, two, and three moving forward. My recommendation is to keep engine three. Um, if it has some sort of catastrophic
failure that costs a lot of money to repair then uh you know, we may have to designate that a surplus maybe uh but I think we can uh you know, keep paying for maintenance and uh keep it going and it's a good uh third option for us. When these fire engines go out of service even for annual maintenance, they're gone for about a week. So, or if we have a special event, Super Dirt Week or Harborfest, we can slide that third engine uh into place and staff it as needed. So, Excellent. Yep. Thank you. Yep. Councilor Kennedy. So, is there when you get to the point of auctioning or however you're um uh not getting rid but selling it Yep. uh is there like a reserve price that you're like stopping at? We will we will set a reserve. You know, it's our goal to get the best price. Obviously, get uh and uh you know, the used fire apparatus market is uh very dynamic. So, uh we could also sell it to a area department in need. I'm not aware of any department No nobody's reached out to me um but you know, that's possible as well. So, we will set a reserve on it so we don't you know, get lowballed, right? So, and we'll get our we'll get the best return. So, we're not in a huge rush to sell it. So, um you know, if if we don't meet the reserve, we'll regroup and uh we'll but we'll we'll pursue There's a couple other couple auction sites that we'll look at. Uh the commissioner has a lot of experience with auctions international. Uh so, you know, we'll we'll seek to the best return we can get on our investment. So, um Thank you. Yep. Item two on our authorization, the city clerk's office requests authorization to conduct a second dog enumeration by mail project and further requests authorization for the city chamberlain to complete a budget amendment in the amount of $5,311.61 to the city clerk's contracted services account. Hi, Carrie. Hi, I thought I would speak to this since I'm here. Uh this is It's been about 10 years since the clerk's office did their last mail-in census. It was I would say widely successful 10 years ago. Uh cost about what, four or five thousand dollars and we brought back the money twofold. Um 13,000. 13,000 off Yeah, and it was like 4,500 or something for the original one. Um we still run into people on a daily basis that don't know that their dogs have to be licensed. So, I think this would help bring awareness and bring some revenue in for the city. Right. Um we all got the email that Ms. Sailor sent out to us, too. So, does anybody have any questions for Carrie or Susan? The Councilor Meyer. This also counts towards the census. So, if dogs have passed away or um you guys can keep that. Okay. Yep, it helps and Susan keeps a spreadsheet on all of that. We actually keep track of animals even if they're no longer licensed if they've passed away and it helps with all that information. People get the postcards and fill them out and return them. And then if they don't follow up completely, my office can get involved and make sure that we get all of the proper census information, too. Okay. Thank you. Any other questions? Uh this is a little bit different than other donations we've accepted [clears throat] in the past because it was bequeathed in Ms. Ketcham's will. Um so, the attorney of her estate attorney has requested that I sign a waiver of process consent to probate in order for that to go forward um for her estate so that the $500 can be released to us. Item four on our authorization, Craig Rabyor, commissioner of public works and parks and recreation, requests authorization for the mayor to sign an agreement with Northern Asphalt LLC for the 2026 paving project. Commissioner. Good evening, councilors. Uh I believe you all have received a copy of this year's paving plan. I know there were a few questions from a few of the the a couple of councilors that were answered. Uh any other questions on this particular project? Yeah, get Councilor Meyer. When I [clears throat] I know it was divided into um early summer, late summer. Um I had a constituent ask, you know, what is late summer? I mean, around August? Is that what we're looking at or September? Pending uh approval next Monday, I have confirmation uh preliminary confirmation from Rosalie they'll be here the second week of May, second or third week of May. I'm sorry, I'll have to check that. I believe he said second week of May the boots on the ground to get started. Uh we are planning August Okay. mid-August for the second round uh to be wrapped up before school starts and and uh after, you know, kind of towards the end of summer but before school starts and traffic starts picking up again. I would like to add that this is this is the beginning of a long-term pavement uh management plan. Uh this process began uh long before um I think you were all probably just signing petitions last year to run for councilor when we we started this process. Uh the first list was being being built in October. And then working through the winter to come up with this final list. And I know you you everyone here weighed in on uh the list and some some streets made it, some didn't. Uh the streets that didn't make it this year, we're certainly looking at for next year. It's not that they not that they don't need to be paved. Um but there are worse streets out there and this we believe this list to um
accommodate most of the worst sections in the city. Uh after the long winter, uh there are some spots that have turned up that aren't on this list. Uh we'll be addressing those in-house as we can. Um we're also looking through getting through phase one seeing where the final dollar comes from the the invoice in phase one and then possibly editing phase two to hopefully include uh at least uh I know I'm looking at Utica Street if anyone Utica Street between Dublin and like 7th is really bad. Um that's [clears throat] a possibility or some of the other streets from the your the from the councilors' lists. We may be able to include in the second uh in phase two. Okay. Great. Any other questions? Councilor Kennedy. Um so, I submitted a don't know if it's a but the Orkney Street just a little one block street. Um I'm like right there. Uh I had a constituent talk to me about that. That street is terrible. And so, I did submit something but I know it wasn't going to make obviously this list. So, I should just Do you recommend we probably just keep it for 2027? There are some other streets there. Yes, a request was received. Um that that's again um as we look at [clears throat] the phase two this year, we might be able to add That might be a good one cuz it's a small street. Uh it'll be a be a lower dollar amount. We might be able to add that in if it's in the budget or yes, uh add it to the the list for 27. Um again, we're just going to start building a long-term paving plan here and and getting this really out getting this planned out over three or four years. Uh I did meet with Senator Ryan last week uh who you know, the best he could guarantee our chips funding would would not certainly not be any less uh which is about 810,000 the past couple years we've got. Uh they they're they're pushing for a larger
apportionment. Um hopefully we see a chunk of that. Uh you know, it it hasn't gone up much in the past five years. Um but any anything helps. Thank you. Great. Any other questions? Councilor Lawton Sack. Do we bid this out to different companies? [clears throat]
No, so the uh we have done bids previously. Um we work with Rosalie. Sometimes they've won the bid. Uh sometimes they haven't. We've had a couple different companies in here. We're comfortable with Rosalie. Um sorry, [clears throat] with Northern Asphalt, which is owned by Rosalie Enterprises. Uh this bid is based on Onondaga contract pricing and New York State OGS contract pricing. I did compare with the rates that we paid last year and it is competitive. Uh costs have gone up a little bit. Costs of asphalt's gone up. Costs of oil is up. Costs of asphalt is up. But it's still reasonable. I can I can share the comparison if you'd like here or I can send I can send an email with the comparison.

Item five on our authorization, Craig Ruby Orr, Commissioner of Public Works and Parks and Recreation, requests authorization for the Mayor to sign Amendment Number One with GHD Consulting Services Incorporated relating to the Spill Prevention, Control, and Countermeasure Plan, and further authorize the City Chamberlain to complete a budget amendment in the amount of $8,300 to the Marinas and Docks Contracted Services Account. Commissioner? Spill control countermeasures and um So, we refer to it as SPCC uh for short, just to make it easy. Um
[clears throat] This relates to stored above ground um petroleum tanks. Anything 55 gallons or higher that we we have on site, which we we DPW, we have, you know, uh hydraulic oil tank, uh motor oil. Try to think what else we have, but then there's the our our fuel storage, diesel fuel and gasoline, which are [clears throat]
above ground tanks. We were hit with a surprise inspection from the EPA about a year ago, uh found to be non-compliant with our SPCC uh plan. Hadn't been updated since 2008. It's supposed to be updated annually. Uh that was 3 years before I started in management. I had no knowledge. So, here we are today. We are currently under uh consent order from EPA to update the the policy at DPW, which is under currently at uh policy is complete. It's at EPA for review. We expect to get that back anytime now, and we'll be able to implement that plan. In [clears throat] the meantime, uh Jeff Henderleader, former engineer with the city, uh and myself agreed that we should be proactive and include the marina. The marina tank was installed in 2018, and there is no SPCC plan for that tank. Uh this cost will cover the um additional cost for GHD to develop that plan for us, and once again, once it's approved by the EPA, we'll be able to implement that plan uh in case there is an oil spill uh uh in that case, it's marine grade fuel, uh 99 ethanol. Um like the delivery truck were to spring a leak, what what is the policy? What do we have to do to keep that water that that fuel from getting uh this is this is the fee with GHD to to get that plan written for us. Great. Questions? Councilor Kennedy? So, we didn't you said that there wasn't um I mean, I'm sure I'm missing something. There is a plan or guidelines or should be able to whatever doesn't have guidance for There is a guidance. Uh we have no written plan. We do have a
