what was that button? Uh Anthony has been a um a wonderful asset to the planning commission over the many years that he's served there. Uh and his background is as an architect and a constructor. He's in been in and continues to be in the construction in industry. Uh as you may recall about a year ago he had had to take a leave of absence um due to health. He's fully recovered from that and we're pleased to have him back. We had um Scott Lewis stayed on the board additional time in order to uh fill that role while Anthony was away. And now that he's back, we're glad to have him and would like to is to have him continue to be on the board.
Having served with him previously too, I just want to say I appreciate his insight and I'm glad to welcome him back. Yeah, he's I'm serving with him now and he does bring uh good points to our meetings and it would be uh a bene would be a benefit to planning and zoning committee to have him continue serving. This is Mike. This evening you are considering ordinance 20 2025-26 authorizing the mayor to enter into an agreement with Steven Byron for legal services. While this is a first re reading of the ordinance if it proceeds as it did earlier this year final passage will be at your first meeting in uh 2026. It is disturbing that you'd be taking such action in January as a new council will be taking over, including a new president and new council members. Considering these changes, I would hope council would put off any action on this item until a new council has had a chance to review this arrangement instead of being rushed into a decision at the beginning of the new year. If there are concerns that you would be proceeding without legal counsel, I would suggest that you pass a motion to extend the existing agreement for 30 or even 60 days similar to the approach you took on November 5th, 2025 uh at the 2025 meeting regarding the agreement with the Fraternal Order of Police. Taking such action would provide time to thoroughly review the legal services agreement and ensure that Orange Village is getting the maximum benefit for its expenditures.

An ordinance authorizing the mayor to enter an agreement with Steven Albyron and Singerman Mills, Desburg and Conson Company uh for legal services beginning January 1st, 2026 and ending December 31st, 2026 confirming the appointment of Steven Albyron as law director and declared an emergency. Simply uh I don't know if whether we do, but I would say that we should make this Oh, that's my fault. Um maybe we can uh make all of these things available if we do not already to the incoming Cong uh council members. We maybe already do, but uh I think Anna's added her list. I did. I don't know. Just a note that I I think it wouldn't be a bad idea to do that. Makes total sense. In fact, and frankly on everything all of the ordinances that are being considered. So it we should just be doing that. Yeah, I will add them to the sense list from now on.
Other questions or comments on 2025-26? Yeah. And I I So one one final thing, the members of council who will be departing, I would just encourage that uh any comments that they have should be made at this meeting or next week's meeting or privately so that they are considered fully in when the vote is taken.
Great. Moving on. Ordinance 2025-27, an ordinance appointing Shirene McGee as the prosecutor of Orange Village, providing compensation for the prosecutor and declaring an emergency. This is on for first reading. Any questions or comments on this one to kind of explain the change that we have with this?
That Blair Milling has been the longtime prosecutor for the village. Um he indicated his uh desire to retire um and suggested that Shireen McGee, who is the current prosecutor for the city of Bedford Heights, would make a suitable replacement. Um council interviewed her last year and hired her as Blair's assistant for this year. Um she performed very well. I think the police are very happy with her availability and responsiveness.
That's exactly correct. Um we've had quite a a year uh with the need for our prosecutor and um she's really um picked up the plan in the same vein that Blair had and with her also her new her new flare to it as well. Um and it's it's integrating with our department quite well. So, um the proposal is that she now be made the uh the prosecutor. Um and this ordinance would accomplish that. Would we be bringing on then an assistant to her?
No, it's they're they're busier than they have had have ever been before. Um but they do not need uh to be staffed as a as a prosecutor's office. Your duties uh still persist with the other county. I'm sorry. answered where duty bill um persists with the other county or Bedford who with Bedford. Yes, with Bedford Court and then the felony prosecutions. If there's a preliminary hearing in front of Bedford Court, she would handle those as well. No, I I think he's saying will she continue as the Bedford prosecutor, Bedford Heights? Uh yes, Bedford Heights. Well, that's up to Bedford Heights. I assume so. Okay. She's not leave. We're not She's not leaving that job as far as we don't have Okay. impact one way or the other. We don't pay enough for
any of these three ordinances need do we need suspension of the rules on any of these or they can be passed in January at the first meeting. Okay. I have a question regarding um Miss McGee who I think is is great but um I understand with you you do have an entire firm behind you so if you were to become ill or I'm not wishing that but there's backup. Okay. So, is there some backup plan for her should something ever happen, if she got sick or if something happened?
As a practical matter, I used to prosecute in Bedford Court and all of the prosecutors, we all covered for each other on a on an incident. If there was a day where she couldn't be there, there are other prosecutors in the court that pick up the cases and just handle it on a from a from time to time. Um, if there were a serious problem, um, I'd inquire. I know she has a person with whom she share shares office space, but I don't know if that person does prosecutions or not. We can certainly ask her. Yeah, I think we should inquire as to that. I think you know the day-to-day thing, it happens once in a while, but if something big happened, right, what is our plan? What's plan B? Yeah. What was it with Blair for all those years when it was just him?
Yeah. Uh John Montel is in his office and I imagine John Montela would be available to us. He's Bedford's law director and prosecutor. Um, and he knows the court. I would imagine that he'd be a logical person that I'd be comfortable handing the ball to if something happened to Shireine. Um, but I don't think it's necessary to make a decision on a on an assistant or backup on any kind of permanent basis. Not on a permanent basis, but I do think we ought to have a plan B in mind. I think if emergencies happen, you know, you have to be able to go immediately and know what your plan was.

The work that you guys do is important work. It's courageous work at times. It can be not very fulfilling at times, but it is important work and I thank you for the time that you guys put into the to the to the job and it does matter. Thank you.
Um, and we wish you good luck in all your endeavors and hope that you'll be in the audience yelling at me and the others as I've taken the opportunity to do to you as well. Um, and I'd also like to, well, not yell, but um, I'd also like to thank uh, Miss Gerardy. She's been helpful as I've been moving forward in this process and very um, collaborative and cooperative as this process moves forward and I'd certainly like to thank her and I look forward to working with her as well. Um, I do have questions on some of the matters in here before. I'm not going to address them now. I'm not quite as voseiferous as as my friend John, but I do have some questions and I'm cautiously optimistic that we can figure out uh a moving forward piece on some of these matters here. Um but that being said, I'm really excited. I'm looking forward to working with everybody.

Good evening. My name is Michelle KD. I live at 4599 Lander. Um, I'm a relatively new uh member of or citizen of Orange Village. Moved here with my husband about a year and a half ago and I serve as a volunteer on the Orange Village Arts and Culture Committee. We've had a few different events this year and first of all want to thank the mayor and council for supporting those events like um concerts in the park and uh other activities. We're looking forward to 2026, but in the near term, uh, a week from tonight, we're having the first uh, lighting up Orange Village. Um, with many thanks to Bob Zugan and the service department, the mayor, Anna, Stacy, and to both chiefs. I think it's going to be a great community event. Um, it's going to be held uh, next Wednesday, December the 10th, 5:30. So, just in time for all of you to um, I believe there's a meeting at 7 o'clock that night. So, the event will be uh, 5:30. Uh we are really looking forward to um a fun slate of performers. Uh the Orange High School band uh the orchestra and also uh the choir from notoriety will be performing that night. We need you all to uh cross your fingers and do what you can for the weather to make sure it's uh fairly pleasant for mid December. Um but would really just like to again thank all of you in particular thanks to the Chiefs. We understand we're going to have a a special visitor from the North Pole. Not sure about the Grinch if that is a good idea from our police department. Not Not so much.
Grinch, right? Just kidding. We have no expectation of that. Um but want to thank um the service department for all the work that you've done already and you will do. Um and thanks to council, the mayor, Anna for all of your work on this and certainly of course encourage all of you to come um spread the word with your constituents. Um and and please come with your family, friends, neighbors, and we hope it's a a really nice uh first event for Orange Village. So, thank you very much. Thank you. Uh well, speaking of holiday events, uh today or no, wait, the 5th is the last day to purchase cop shop with a cop tickets. Um and I hope you'll stop by the police department to purchase your tickets for this great cause. U the tickets are going like hotcakes over there. Uh, computer flags, household hazardous waste, and holiday lights collection is this Friday, December 5th, from 7:00 a.m. to 3 p.m. at the service department. Bring your discards there. Um, holiday light collection continues every Friday in December from 7 am to 3 pm. Uh, the Orange Village Fire Department holiday delivery service will continue to accept gifts until Thursday, December 11th. I'll repeat that. Thursday, December 11th is the cutoff. Or we are or when they're at capacity. Fire department personnel will deliver Hanukkah gifts and Santa Claus will accompany them to deliver Christmas gifts that are provided by the residents. Also, the fire department is involved with the Olivia's dream toy drive in honor of Olivia Schneider wish to help others. We'll be collecting new unwrapped toys to benefit toys for tots and families in need across Northeast Ohio also through December 11th. Uh this is a a plea that everyone should encourage their home snowplow contractors not to push snow against mailboxes or fire hydrants. Snow placed on hy hydrants is a violation of village ordinance and never push snow against or bury them. Uh internet safety night was uh was held uh recently. It was very
informative. I would like to thank the Ohio Internet Crimes Against Children for their presentation. Uh it is there's a link to it on our website. I would also like to thank the Orange Village Police Department and Orange Cares Committee for sponsoring this event. If you are unable to attend the presentation, as I said, it's on our website. Um Pearl Harbor Day is June June Sunday, December 7th. Uh last January I had the opportunity to visit Pearl Harbor where this event original event took place. It was a humbling experience. Little sketch of the Arizona memorial that I made riding on the boat out to see it. Um the u as I as we have now been approved to move forward with the contract with the architects for the fire station and village hall modifications. who are going to be beginning that process very soon. Um there'll be meetings set up. They've initially met with both chiefs to become familiar partners with them. Uh we would like to engage a very public polic pro the public process in in getting to the design. Uh the members of council who may be interested in participating in it are welcome to attend some of the design meetings. The design process has several steps to it. The initial one will be in review with the departments uh to determine how they operate and what facilities they need developing the programming for the project. And then they'll proceed to sort of an analytic phase where there'll be internal meetings that uh people can uh participate in. And then there'll be presentations once they start to come out of those that the public will be engaged with to u provide commentary.
Uh and lastly uh the charter review commission uh will take place in January not necessarily in January but in 2026. Uh there are still uh opportunities for residents who might be interested in participating in it. It's a very important aspect of our community as it takes place not every year. It's a what eight-year hiatus between charter review and it's important to look back and look forward. What do we expect for the community for the future and how might we ma um modify our charter to accommodate the orange village of tomorrow. So those of you who may have an interest in participating in it, those both you in the audience, I know some of you have signed up, but you at home to consider being a part of this process. It's an important way to be involved and contribute to the community. And that's all I have. Thank you very much.
All right. Thank you. Um I just want to give a big shout out to the service department. I know they've had a very busy week with all the snow which started at a very unfortunate time right when everyone was sitting down to Thanksgiving dinner last Thursday. So Bob, shout out to your team. They've done a great job so far and the trails look great too with all this trails right noticeable. So great job on that. Um that is all that I had. Moving on to comments by council members. Uh Ryan Bilski, no comments tonight.
All right, Kim. Yeah, the county's um reverse 911 or code red had a data breach which I believe does affect Orange Village. I'm just asking for an update when somebody knows how that affects our residents because we do participate in that reverse 911. So, if anyone knows an update on that, that would be good. There was a data breach of the county's uh code red program. Um and Orange Village was in fact affected by it. Um the county has indicated that they are going to be doing the the followup on it. We're we don't want to duplicate their effort, but we haven't heard yet as to what it is that they're doing. The information that was breached um as I understand it was names, addresses, phone numbers, and email addresses, but no financial in information was disclosed or even uh on those accounts that uh were breached. So, uh at least there's some security in that. and we will find out in the next few days because we just heard from the county yesterday that um they're going to follow up on this to find out what their process procedures and we will let people in the community know what is going to happen.
For people who are concerned, I think the best thing that they could do is change their password if they are subscribed to that service. So that you know if if the password has been compromised certain that your your information is not accessed. I'll date myself here. I don't know. I signed up through Orange. I don't remember even having a password. I was say I thought you just kind of give your information and the So I guess to to that end if there is a a way for people to do that maybe we can put that on our website. Here's how you go in. Here's how you find out what your password is. I don't know. Whatever it is protected. I mean, this is
I don't know. I'm just saying we need to somebody should let people know because I'm not the most techsavvy savvy, but I'm probably also not the least techsavvy person in the in the village. So, I don't know how to do that or what that is and I suspect there's others that don't either.
Tomorrow morning with the mayors and managers association, I'm sure this will be a sort of a topic of discussion and the county will be there and we'll have some'll be able to bring back some answers from hopefully some answers from that. One other one other note, and this is probably after the fact for most people, but if people do go on to register, there is a place where it asks for information like date of birth and things like that. It's not required, but it lists date of birth. It's not marked by an asterisk. So, just look for those places. If it's not required, don't give the information. Um, and at least that'll keep some of it private.
Okay. Um, with respect to planning and zoning, we have, um, reapp appointed Anthony Lazar, which is great, and I appreciate everybody's vote on that tonight. Um, we've had a lot of, um, presentations, um, and requests from PY regarding canyons and regarding the different um, developments that are going in. Just to give everybody an update on those, um, I I mean, everything's moving along nicely. I will say that um uh the planning and zoning commission as a whole, it's been an interesting process for me to see how things work. Um but all of the members really do bring different things to uh you know when somebody comes before everybody has everybody hones in on something different you know and asks questions about different things. So that's been wonderful. PI's been very responsive in my opinion to the requests um for changes that have been made by different planning um and zoning um members, you know, when they come before us. Um and it does I will say the the um developments that are going in really do look like they're going to be very nice. The other thing that um PY did in um address with us at their meeting yesterday, the days are so long now. Um was just the fact that they really have made a lot of efforts to keep as many trees as they can. Um so while you drive by um when you drive by on Harvard, it really does look like they took down every tree possible in in my opinion. Um, but there are a lot of trees back back that you can't see from the road that were kept and they're also doing a lot of plantings and bringing in replacement trees and new trees. So, I I think it's probably um, you know, something that people maybe wondered about um, with respect to the trees, but I I I do think that they are making an effort to um, have as many trees as possible um, on that that particular development. And I've been very pleased with their responsiveness to our requests from the committee to make changes or additions. Did you want to

Actually, two things. Number one is uh on December 17th, I'll have another opportunity next week. Uh there'll be a ribbon cutting ceremony for the canyon's first phase and uh everyone's welcome to attend and and see what they're doing over there. It I've been back there and it looks it's it really is turning out beautifully. Um, as far as the trees go, what you see in that area that appears to be clear-cut in the front is the commercial uh development that is uh beginning to get underway. Uh, there is a landscape plan that includes a replacement of trees that will be included in that landscape development when it uh is able to go forward. There's a rather uh extensive landscape plan provo proposed for the commercial property as well to infill where the trees have been removed. And quite honestly, there were not a lot of great trees in that particular area. They were pretty scrubby looking pine trees there that were not in great shape. But what you're looking at for the most part, you can look through is and now is see that's the commercial piece that will be fully developed. um in the next year.
Will the first residents be moving in anytime soon or is it still a ways away on that? They've from what we've been informed they've sold they have five units sold that are completed construction. They have another five units under construction right now. They have 13 units committed. So, they're going to be moving people in as quickly as they can possibly get them in there.
Yeah. and the the ribbon cutting on the 17th is at 10:30 in the morning. Um, and they you will have the opportunity, we all will have the opportunity to take um tours and to go into the homes that are being built. So, I think that's a a nice uh thing that we can all stop by if if possible. So, um next on my list, um I just wanted to follow up on the stop the bleed first aid classes that we're going to look to do. Is that going to be you think maybe first quarter of first quarter of next year? Great. And then um I was talking with um Chief Roberts regarding rape prevention self-defense classes. Um and so we'll be looking at those probably for the May June time frame. The reason for the timing on that is because um we will not be able to make it in time for winter break. But a lot of our girls, our young adult girls have gone off to college and uh when they come home in May or June, it would be good to make sure that they know how to defend themselves and uh stay safe while they're away at school. So that was uh something else that's sort of um in the hopper. Um and those I think are the announcements. So thank you.

good evening. In this holiday season, our arts and culture committee has been hard at work as you heard a little bit about earlier. Uh we meet here tomorrow night at Village Hall at 7 for our final planning meeting of the year. All are welcome. You don't have to be a member of the committee to show up. If you would like to be here to even talk about our any of the events coming up in the next few days, few weeks, uh please come by. Uh three big holiday events including two hosted by Arts and Culture are coming up. The first is the holiday artisan market this Saturday from 10:00 to 3 at Morland Hills Elementary School. As you've heard, and I think it's even more now, but there's more than 40 vendors. There will be food, there'll be crafts, there will be a performance by members of the OS and BMS orchestras. It will make for a wonderful holiday outing and a great opportunity to finish or in some cases like me maybe start your holiday shopping. Um so please join us at Morland Hills Elementary between 10 and 3. Uh we also are looking for volunteers as well to help out with the market. So if you or any of your family members would like to volunteer for an hour or two hours, uh let us know and we're happy to have you help us out. Um, second, the Notoriety Singers, which are based in Orange Village, will be presenting Joyful Voices of the Season on Tuesday night, December 9th, at 7 p.m. at Garfield Church at Lander Circle. Uh, tickets are $10 per person and $5 for children 12 and under. Seats are limited, so contact me if you want to purchase any tickets in advance, and I'll put you in touch with the group and get you those tickets. It should be a great concert. And third, as you heard from Michelle, and I want to thank Michelle, who came on as a relatively new member of or a new resident of Orange Village and took on the chair position for this event and has just run with it, and she's been a stellar member of our committee um all year long. So, thank you to you for all the work that you've done. Um please, please, please tell your families, tell your friends, if you're on a group chat for your um home homeowners associations, um let people know to come. It's going to be a really great event. We now have uh heard
from about 50 band members that will be there. Um 14 I believe orchestra members. The orchestra director and the band director will be there. Notoriety will be singing a few songs as you heard. We'll have a a visit, a couple visitors. Um so thanks a million times over to all of our chiefs and Zuga and your entire team. You you guys are amazing. It already looks so beautiful decorated and I know we're going to do a lot more with it, too. So, thank you and thank you to Anna for all she's done to coordinate all of the stuff that we're bringing in. May I suggest we do a reverse 911 call early next week? I that's that was the next thing I was going to say. Yeah. Um we have the technology. Yes.
Yeah, that would be awesome. So, um I also want to thank um Bob Zugan as well and for clearing the roads. I was one of those that had to be on the roads and we had family members that were traversing the roads during that awful Thanksgiving weather. So, um, thank you and thank you to all our first responders for keeping everybody safe. I saw a fire truck leaving as I was going down the street and I just thought it's their Thanksgiving, too. So, thank you for all your teams do all the time. We just really appreciate it. Um, I also want to help thank you for your help, um, Bob with, uh, we had some incidents at Orange Hill with, um, a water main break that was in Pepper Pike and it affected, I guess, our water as well. So, thank you for your involvement and just staying on top of things. We really appreciate it. Another thank you to John Loftess for taking the time to show me the solar panels on his rooftop and explain to me how the whole process worked. Um, I hope it's something that we can and will consider for perhaps our new fire station and some of our other buildings moving forward. It really was informative and I appreciate your time. Um, you might remember one year ago then OS senior Francesca Terasilla was here to be recognized as the Kuana Senior of the Month for outstanding achievement. Uh, I want to congratulate the Orange Village resident on qualifying for and excelling at the NC2A Division Three Cross Country Championships. Uh, she was a varsity tennis team member that joined the Orange High School cross country team her senior year. They roped her on over and now she is excelling not only not only did she excel at Orange, but now she's excelling at Case Western Reserve. She placed in the top 75 at the NCA tournament out of nearly 300 finishers as a freshman and was the seventh fastest first year runner out of 45 to finish the race. Quite an impressive feat. Congratulations to Franchesca and her family. I know we will continue to hear great things from her. Um, in other school news, congratulations to all who were honored at the PTA reflection ceremony for outstanding achievement in the arts. 15 students, including some Orange Village residents, will be will
have 18 works of art, um move on to the state level competition, and I wish them all well. Concert season is also underway for grades 5 through 12. Um the concert season is now posted on our social media and website at the Orange Schools, so check that out if you'd like to get into the holiday spirit even more. Uh the school board next meets on Monday, December 8th. And I don't know, do we have a final on the school board? has it now been made official uh that it is uh Dr. Siobhan uh Taylor Nash. I want to congratulate her on being elected to the school board. Um and I also want to thank Julie Lawrence uh for her amazing efforts. They both are to be commended in what had to be the closest of races. Certainly to tie the exact number uh going into it was un amazing. Um and they both are amazing people and I know they'll both do great for great things for the school moving forward. I know Dr. international service well as she begins her term in January and I wish her the very best in this new role. Um, get those Shop with a cop tickets. I know they were ran out of tickets because so many people bought. So, thank you to all who have already bought them. Keep on buying them. Um, I know they're still for sale this week and uh it's just an amazing amazing event and I hope I see all of you lots in the week ahead because there's lots of reasons to see it. Thanks.
