Recommended Action: 1. Approve the agreement with UltraSystems Environmental, Inc. in the amount of $89,540 for environmental and survey services; and authorize the Mayor and City Clerk to execute the agreement on behalf of the City. 2. Authorize the continuation of the project budget in the amount of $426,000 to: 263-5101-87102-255039-20 Riverdale Avenue Complete Streets 3. Authorize the continuation of the project budget in the amount $2,560,720.33 to: 550-5101-87102-255039-20 Riverdale Avenue Complete Streets
Second Amendment to the Agreement with Willdan Engineering for on-call building services
Recommended Action: Approve the Second Amendment to the Agreement with Willdan Engineering in the amount of $200,000 for on-call building services; and authorize the Mayor and City Clerk to execute on behalf of the City.
First Amendment to Contract with G.M. Sager Construction Co., Inc. for Asphalt Repair Services
Recommended Action: Approve the First Amendment to the Contract with G.M. Sager Construction Co., Inc. in the amount of $135,000, plus a 10% contingency of $13,500 for asphalt repairs; and authorize the Mayor and City Clerk to execute on behalf of the City.
Second Reading and adoption of Ordinance No. 13-26 amending Chapter 12.48 of the Orange Municipal Code pertaining to parks to update sections related to smoking and vaping
Recommended Action: Adopt Ordinance No. 13-26.

Response to the 2025-2026 Orange County Grand Jury Report, “California Housing Mandates: The Unintended Reshaping of Orange County Neighborhoods”
Recommended Action: Approve the City of Orange response to the 2025-2026 Orange County Grand Jury Report, “California Housing Mandates: The Unintended Reshaping of Orange County Neighborhoods,” and authorize the Mayor to execute the response on behalf of the City Council.

REPORTS FROM CITY MANAGER
Public Hearing pursuant to Government Code Section 53083 to consider approval of the Vehicle Incentive Program Participation Agreement with five Orange franchised automobile dealerships, contingent upon voter approval of a future Transactions and Use Tax Measure
Recommended Action: 1. Conduct and close the Public Hearing pursuant to California Government Code Section 53083. 2. Authorize the Mayor and City Clerk to execute a Participation Agreement with the participating Orange franchised vehicle dealers (Mazda of Orange, Selman Chevrolet, Nissan of Orange, Toyota of Orange, and Villa Ford of Orange) to establish the Vehicle Incentive Program for the period of April 1, 2027 to April 1, 2040, for an amount not to exceed $1,550,000 per year in rebates ($20,150,000 over the 13-year term), contingent upon voter approval of a future Transactions and Use Tax (sales tax) Measure. 3. Approve the Vehicle Incentive Program Guidelines as established by the City Manager and Economic Development Subsidy Report and direct staff to return following the November 3, 2026, election with any necessary implementation actions and budget appropriation requests, contingent upon voter approval of the proposed Transactions and Use Tax Measure.
County of Orange Unincorporated Island Annexation Study and Policy Direction
Recommended Action: 1. Receive and file the presentation regarding the potential annexation of the remaining County islands within the City of Orange's Sphere of Influence. 2. Provide policy direction regarding whether staff should pursue annexation of all, some, or none of the remaining County islands, and identify any additional analysis desired before initiating formal proceedings.

The next Regular City Council meeting will be held on Tuesday, August 25, 2026, at 6:00 p.m., in the Council Chamber, with Closed Session beginning at 5:00 p.m., if necessary.
