Yes. Vice Chair Daniel Garcia? Here. Commissioner Berger? Here. Commissioner Ibrahimovic is not able to attend this evening. So for the subcommittee, we do have quorum.

Okay, thank you. We'll do an approval of the agenda next. We are looking at the preliminary 2027-2032 capital facilities plan. Can I get a motion?

We're moving into public comments. During this portion of the meeting, community members may address the planning commission regarding items related to city business, including items on the agenda. In order for the commission to maintain impartiality and the appearance of fairness and to comply with the public disclosure law for political campaigns, speakers will not be permitted to make public comments before the commission in two areas. Items for which the commission held a public hearing but has not yet completed its deliberations and issued a recommendation to city council or where the speaker promotes or opposes a candidate for public office or a ballot measure. Comments are limited to three minutes or less. Did we have anybody for comments?

All right, and for that tonight, we're discussing the Preliminary Capital Facilities Plan, 2026-2031 Financial Plan. And actually, should be a pretty quick meeting for you folks tonight. I'll share a slide. I am just looking for you folks to assign chapters. And I'm sorry, let me switch some screens real quick. There we go. Looking to assign those chapters for your review and then to also discuss when to get follow-up questions for our chapter contributors in preparation for our September, I believe it was September 8th meeting where we'll discuss the program chapters with those chapter contributors. So are you folks seeing a slide with the program sections?

So I do want to give you a heads up that Commissioner Najati, though not technically a part of the subcommittee, has offered to review a couple of sections should you want to spread that work a little bit. Her request is to maybe assign her the utility chapters where possible. So that might include drinking water wastewater storm and surface water so that's an option there and then commissioner ibrahimovic who can't be here this evening he is fine reviewing any of the chapters that the both of you would like to assign or don't want to review yourselves so with that it's really kind of a discussion between the two of you to start on what chapters are of most interest So Commissioner Burger, I'll turn it back over to you and I'll work through this as you go.

Thank you. So Daniel, you were able to do this last year. Do you feel like you have a familiarity with any of the chapters that are available?

Yeah, I've been doing CFP for a couple years. Love it. Casey likes to call it boring. I think it's anything but. But that's okay. Still convincing him. In the past, I have taken on transportation and some others. Definitely would love to do transportation. But honestly, we'll take whatever. Usually, I think we've had like three people. So we've kind of done it like two each-ish. There's only two of us, and I know... um greg zaynab uh samir have suggested they wanted to do some one i can kind of guess i feel like what i can guess what greg might want to do um i would love transportation fire and maybe i guess parks um but would love to look at whatever what do you want to do l

Well, transportation is definitely also my favorite.

Transportation always gets like 10 people on it, which is good.

Last year, I think it wasn't necessarily a sign. Transportation wasn't specifically assigned. I think because there was so much interest in it, it was just kind of a collective effort from the different commissioners. It doesn't necessarily have to be just one person. It just kind of depends on how much work you want to put into it. It never hurts to have a couple sets of eyes on it. Never hurts to have differing kind of thought process on this. So no issues there.

I can also throw in like a storm or waste resources just to like round it. Cause I, yeah, I think like transportation will be like an all, like all hands on deck sort of situation. So I feel like it's more, yeah, those ones, those ones are the more ones that we need people assigned to are the ones that are not so popular. What do you want to do?

I can do waste resources and then I don't want to step on Zeynep's toes with storm and wastewater, but I'm noticing that those are both longer chapters. So I'd be willing to support maybe with wastewater. That brings us to drinking. And then you already have perks. So that brings us to drinking water in capital facilities. I mean, that's all that's left.

I can do casualties.

Yeah? Okay. Then I feel like maybe Samira can do drinking water soon. She doesn't miss out entirely.

Yeah. That's 70 pages, I think, for you, Daniel. You've got more than half of it, I think, with all those chapters. Is that feeling right for you?

Uh, yeah, because I mean, like, transportation, like, Greg, like, let me, like, yes, yes, it's good for me, but also I feel confident that I know Greg is definitely going to look at transportation, like, there's no way he's not going to. Um, and like I said, like, a lot of people are going to do that one, so I feel like, uh... that is good. Um, I feel like as long as we just have somebody that's like definitively looking at each of them, then I feel good. Like Zaynab is going to do a super, super thorough job of like storm and surface water. Um, so yeah, I feel as long as we just have somebody looking at each of them, I think that feels good.

Okay. Yeah. I mean, would you be comfortable, uh, letting Samir also do the general capital facilities? I know that he, um, I just want him to have an opportunity to be involved, even if he couldn't be here tonight.

And I will say odds are that Commissioner Najati is likely going to be looking at waste resources directly too. She's already asked for some documentation from Public Works. So when I receive that, I'll forward that on to you as well, Commissioner Berger. And that's related more specifically to the new waste resources facility up off of Carpenter Road. So I've got an inquiry in with the Deputy Director of Public Works.

She's working with the project manager to get some of the cost basis for that facility sent out.

So I'll send that on to the Planning Commission at large so that they get that information as well. But just a heads up, there's already some some inquiry on that going on in the background so i'll include you on those um those uh communications as they come through great thank you so yeah what i will do is um i'll send out uh sorry i have i have a very large moth that's flying around in here and it's super distracting i keep thinking i have a bat in my basement or something um So I'll send out this list to all of the planning commission so that they're aware of who's working on what. I'll include a note that anyone is welcome to review this, but what we will be, and actually I'll transition over to, let me see. Yes, let's take a look at this real quick. So this meeting here, our second meeting, oops, for chapter contributors or meeting with chapter contributors, we've rescheduled that for September 8th. So with that being said, one of the things that we'll need to figure out is when can we get some written questions to staff? And what I would propose if we're meeting on the 8th, and this is a tight timeline and I apologize in advance, I guess what I would request is if we can get questions no later than next Tuesday, I can send those on to staff I don't know that we'll be able to get full written responses for those questions by the time we meet on the 8th, but I think what would be useful is just sending those lines of questioning onto staff. They can prepare to discuss that further during the September 8th meeting, and then we can just get written responses after the fact and actually include that for the Q&A document that we'll forward on to the full commission as well as city council. So let me double check that date. So if we can get this by questions by August.

What was that date?

No, September 1st. Yes, thank you. September 1 for staff. Does that work? It's not necessarily ideal, but that's kind of where we're at. So if you folks are good with that, I will send out a note to the full planning commission that this is the plan going forward. I'll also let the planning commissioners know they are welcome to join on September 8th if they would like. I will note that that is not a great meeting date because it is following the Labor Day holiday. So apologies on that front in advance. So that's the other reason I really want to make sure that we get questions to staff in case anyone is traveling by that Friday. Are you folks comfortable with that moving forward? Any questions, comments, concerns in the meantime?

Cool. I have it on my calendar because I have it like recurring. So now I'm putting in like a big, like no planning commission, which is fun. So yeah.

Christopher McConkey- And i'll send out I think i've i'll double check if we've got yeah I think there might be a calendar invites that I sent out so if i'll send out a notice to remind everyone that that meeting is cancelled on September 7 due to the holiday. cool so um the only other thing i'll also include when i send out this schedule i'll include last year's q a document um as well as the previous year's q a um i believe uh you all should have copies of the i think close to the last 12 years of comment letters yeah that was crazy it was like a whole packet of like 2014 to now comment letters and i was like you are thorough case which i appreciate That's also Joyce. Joyce started that tradition. So she set this up to run as smoothly as she possibly could. So I take no credit for how well things happen in the background. Or I will take credit for whatever doesn't go as smooth because Joyce is here.
