about that under commissioner comments but not to expect them I'm sure please join me in the Pledge of Allegiance I pledge allegiance to the flag of the United States of America and to the republic for which it stands one nation under God indivisible with liberty and justice for all OK, approval of the agenda. Any questions, concerns on the agenda before we move to approve?

0:39 – 0:56Speaker 3

We need a motion, right? Yes. I move to approve. I'll second.

1:01Speaker 5

Chair Taylor? Yes. Vice Chair Intner? Yes. Commissioner Lear?

1:05 – 1:16Speaker 4

Yes. Motion passes. Thank you. And we have a guest speaker on public comments. Peter, would you like to come up and share your thoughts? These are for items not on the agenda.

1:19 – 2:34Speaker 1

And if you haven't been if you're not familiar we'll certainly love to hear what you have to say we just can't interact a lot since it's not an agendized item but we can bring it back later if that's what you're asking for Yeah no problem I'm relatively new in town and really love it and enjoy the park and what it has to offer sometimes I go just sit in the park by the fountain. And one thing struck me, though, was that it didn't seem, or I should put it differently, I wished there were more people around me and who I could interact with and meet. And so I proposed an idea to Christy a couple months ago, and that was that I would be willing to spearhead an installation of a, like a, it's a game that they play in the south of France called Patanque. It's like bocce ball or lawn bowling. And it doesn't take much room. And there's so much bark dust there, I thought, God, what a great place for one, two little courts. And they're generally 15 meters long, four meters wide. And if you've been to France, you see all the old guys in the park throwing the hollow metal balls at a target.

2:35Speaker 4

How do you spell it?

2:36Speaker 1

P-E-T-A-N-Q-U-E.

2:43Speaker 4

Sorry, I didn't mean to put you on the spot. I don't have a good French accent. I don't understand what you're saying. Okay.

2:49 – 3:14Speaker 1

But it's an excuse to socialize, and it's cool, and it seems like it belongs in Libby Park, in my opinion. It just seems like it would be a great fit. And I don't think there would be much cost, and I would be happy to sort of sponsor it and lead the work efforts. And if you think that would be a good idea, we could find a spot for it. Yeah, that's it.

3:15 – 3:27Speaker 4

Okay. Maybe we can place it on next month's agenda so we can discuss it and maybe get some cost estimates. Do you call it Patonky Ball? Or is it just called?

3:27 – 3:59Speaker 1

It's Patonky Ball, you know, B-O-C-C-E. I think it's a very similar game. Okay. Yeah, and if you want, I put out some information. Sure. Yeah, you can take a look at it. And there's some rules and so forth. Oh, yeah. Very cool. You can play singles, doubles, triples, and you just try to throw your balls and have them land next to the target, and you compete against another team.

3:59Speaker 4

Almost like, what's that one? Cornhole. Kind of like cornhole, but similar.

4:03Speaker 1

Yeah, I mean, it's the same kind of vibe. Throwing something at something. Excellent.

4:10Speaker 4

It looks like it's really similar to like a horseshoe size footprint almost, right? Yeah. Like about that size?

4:17Speaker 1

Yeah. And then usually on sort of real finely graveled ground cinder.

4:22Speaker 4

Oh, interesting. OK. Well, thank you for sharing.

4:26Speaker 1

Yeah, that's it.

4:28Speaker 4

Oh, cool. OK. There's a picture.

4:32Speaker 1

I'll bow out for now. Thanks.

4:34 – 4:58Speaker 4

Thank you. Oh, you got the same picture. OK. OK. Thank you for that. On our consent calendar, we have the minutes for the August 6th meeting. They're pretty brief. Did you have a chance to look them over? Brenda, I don't think you were here.

4:58Speaker 3

Oh, very good. OK.

5:05Speaker 4

I don't have any changes of substance.

5:11Speaker 6

I'll make a motion to approve. Motion to approve the August 6, 2026 Ojai Parks and Recreation Commission minutes.

5:19 – 5:42Speaker 4

And I'll second. Thank you. Okay and moving right on to our presentation and discussion items. We have the Sarasote playground reconstruction update. We have a recommendation to receive the staff report, discuss and recommend the list of recommended playground equipment structures for the Sarasote playground from the playground ad hoc committee.

5:43Speaker 3

And there's a report in your packet.

5:49Speaker 4

I will have a comment before we receive that. Just one second. I wrote some notes.

6:00 – 6:19Speaker 5

Also, before we jump into the discussion, I did want to make a moment to clarify the detail from last month about the company. It's not play well, it's play world. So that was just a clerical mistake.

6:25Speaker 6

My understanding, I think I'm on. Thank you. That it isn't Play World, it's Dave Bang, and that is one of their catalogs.

6:35Speaker 5

Well, no. Play World is a company.

6:38Speaker 6

Yes, they- Yeah. We're working through Dave Bang, correct? Through Dave Bang, correct. And through Dave Bang, there's more than one catalog. There's Berliner, Play World.

6:47Speaker 5

I just wanted to clarify, it's not Play Well, it's Play World. Yeah, yeah. That's it.

6:52Speaker 3

Play World. That's it. But I think he carries both, right?

6:53Speaker 5

I made that mistake in the agenda. There is both. He doesn't carry Play World. But there is both.

6:58Speaker 4

Okay. Yeah, yeah. He only carries Play. I made the mistake. I got it. So the report last month should have said Play World.

7:04 – 7:23Speaker 6

Yes. Actually, it should have said Dave Bang. Okay. Because to really clarify on this whole process, we aren't working with just one catalog or with one playground equipment company. Right. We're working with a firm that works with multiple catalogs, multiple companies where you can get the equipment. No, that's okay. Because I'm also- I haven't selected one catalog.

7:24 – 8:07Speaker 5

I'm also aware that there is some confusion that some commission members may have and experiencing frustration in possibly wanting more information. What I wanted to find out here is if you could clarify what information you did need so that we can come back with a more robust report or whatever you wanted to see regarding that. after your update though of course but just let let me know you know and if you if you have other ideas that you want the ad hoc you know the playground ad hoc to know as well to come back or to review that's things that we could discuss too so

8:07 – 9:37Speaker 4

okay that actually goes right along before if you don't mind before we go into the update i just wanted to do exactly that and to backtrack and just from as a chair setting the agenda like my perspective to keep the commission moving like the commission meetings moving along and to to not have to learn something tonight and then say okay you have all next month to research it then it just like delays things if we could like this commission is being asked to provide direction or make a recommendation but the material facts we don't get them if we're if we're getting them orally we're getting them for the first time tonight And we don't have any time to research the factual stuff. So for me, what I would like to see is in the reports, like for this particular thing, I'd like to know that we've had a previous action. The commission made a motion last meeting. We talked about making the purchase separate from the install because of the grant deadline. I would like to see the staff report say, this is where we're at. This is where we were. This is where we're at. And I think it's important just to have that context to update on the written details that we talk about. And then also, I mean, I just think my goal's pretty simple. We want to have the information ahead of time so we can research it so that the public has it, so that we have it, and we can have a productive meeting. That's really what I guess I- Sounds great.

9:37 – 10:20Speaker 6

And I would just, to kind of piggyback on that, because it is it's for the Commission but it's also really for the public and the public is coming to it each time there are new people so if we give them an incomplete picture without the background because typically my reference point to back when we back in you know too many two years ago is we would have a background section and the background section would set the stage for understanding the project why we're doing it where we're doing it kind of some specificity to how much we've already gotten done in the process where we are in the process and then it would introduce Like recommendation, background, overview. So it's repetitive. Is that what you're saying? Yeah. That was like the format. Yeah, I remember that. It's a little repetitive, but that means that any time the public comes to it, because people are coming to this all at very different times.

10:21Speaker 4

Different stages of the project.

10:22 – 10:34Speaker 6

And so we want to make sure that whatever staff report is coming out helps them to understand what we're going to talk about and what we're trying to accomplish. So it invites everyone in, because without the background,

10:35 – 11:08Speaker 4

uh i mean so every time we the the written i think the hope is to read it from the perspective of someone who's never heard of this and we're not saying it has to be super lengthy but just some deep just a snapshot of you know the the history kind of lead the background leading up to it and then and then like for example if if i would have had like some links i would have liked to been able to to click on them and just see like, oh, yeah, I can see where the ad hoc is going to talk about this tonight. And I have a little bit more knowledge. It doesn't mean the oral part is where I think we really go sideways. And the public can come in.

11:08 – 11:43Speaker 6

And so looking at the current staff report, I think I'd put background, discussion, and then typically the last thing is the recommendation. And that's where staff has their opportunity to give us their specific recommendation. It isn't what's absolutely going to happen, but with all the research that they've done and the information you're bringing to us, and you've analyzed it, then you present what you think next steps are. And that would be the last piece as the staff recommendation. So I think it's kind of almost like if we got a template together, where we have the same questions we're asking every time.

11:44Speaker 4

I like the background. Recommendation, background.

11:47 – 12:01Speaker 6

Well, actually, I think recommendation comes to the very end. Because that's the staff's time to participate. So start with background, and then go from, you know. Update. Yes. And then what we're going to discuss tonight. And I think that would help. Does that make sense?

12:01Speaker 5

It makes sense, yeah. And I think that we should work towards that for sure, so we will.

12:06Speaker 6

Well, and I think the thing with that is that the only way that works is if that process starts early this month.

12:15 – 13:28Speaker 4

yes so that it's not an end of the month challenge because then everyone's on their heels and it's hard to get it together yeah urgent and it's that it yeah it definitely was frustrating and then i just would say also uh just to not specific to this but speaking on the playground before we move on like the the piggybacking presentation was um uh you know i've heard of the term and stuff but like the source well um links to the other projects that we're piggybacking on i think that's really easy to to include so that that if we're going to piggyback on another city they have all the rfp that sourcewell has you know the rfp the the entire bidding process is there pricing all that's included and it just seems easy to put a link in the document so that the public can click on it and you know if they choose to come and weigh in on something specific that has to do with that at least they'll have an idea of what we're working with yeah we will I don't know that we've identified what project we're sourcing yet right we haven't identified anything so that's what we have this update for and then we'll come back next month okay if you know

13:30 – 13:53Speaker 5

project well this update is going to be the update from the playground ad hoc committee i don't know what what you no no no that that the the source well and all of that we i have not heard yet what we're piggybacking on we don't have any of those details so i need to talk to public works about that because nothing has moved okay since the meetings that we had yeah

13:53 – 14:59Speaker 4

My understanding from researching it was that when we piggyback on something it has to be something I think the term would be you know, like similar like in kind like it it can't it has to be a similar project Just that Dave banks has done business with another city. I don't it wasn't my understanding that that qualifies it has to be a similar like if we were to write the RFP, it would look very similar to the successful RFP that you would find on Sourcewell. That's my understanding, but I might be misunderstanding, but I think we should know that, right? I mean, certainly the ad hoc should maybe have a meeting with Public Works and you or something to understand what that is because there's a lot of sources, there's a lot of documents in there that, you know, and you can see pricing and stuff. Okay, so I'm glad that we're all on the same page with that. Thank you for that. Yeah, we did. Okay, so we are going to get a staff update or just the ad hoc update?

14:59 – 15:32Speaker 5

Or is it combined? So it was going to be the ad hoc update, but I do have another update to add to my first one. Okay. And this is some positive news. So I received confirmation this week that the State of California Department of Parks and Recreation has extended our grant performance and contract period to June 30th, 2029. Oh, great. So we have time. But let's not wait. But let's not wait. We can forget that I said that and we could keep moving forward.

15:32 – 16:20Speaker 4

But they've secured the funds. Those are safe until we get the project done. Okay. that's less urgent okay I feel better about the delay or that don't you know waiting for an update okay so why don't you before the ad hoc gives the update would you mind bring explain to the Commission about the Dave Dave Bang's associate meeting and how that came to light because I thought I thought too based on the report we're meeting with Playwell which I guess we don't sell or Playworld or whatever like a playground company but we're meeting with like kind of like a distributor yeah so Playworld does not sell their own equipment okay you have to go through another distributor so that is Dave Bang And did they approach us, or have we bought from them before, or how did we find them?

16:20Speaker 5

Not that I know of, but we could have. I didn't find anything that says that we've bought from them before.

16:25Speaker 6

I thought we found them through Sourcewell.

16:28 – 16:47Speaker 5

No. How did we find them? So I found them on a cover of a magazine. It's just stuff that I looked through. I was looking through all the magazines. When I said Playwell, I meant Playworld. But we found out that they do work with Sourcewell. So it would be an easier process.

16:47Speaker 6

And so how did we go from Sourcewell to Dave Bank?

16:57 – 17:23Speaker 5

It was actually Public Works that mentioned Sourcewell because I don't deal with you know those types of things and they said that they are actually Play World is included with the Sourcewell so that's why Public Works mentioned that it would be a much easier process just to buy the equipment But we can speak to them if you have more detailed questions, because I might not have the answer.

17:23Speaker 6

I'm concerned. That's okay. Because we got to that meeting, and at that meeting, I think I thought it was Play Source, because I thought I'd seen that somewhere.

17:32Speaker 5

I looked already at Play World, I looked at Play Source. So many plays.

17:36Speaker 6

And then we were on to Play World, I looked at that, and then that meeting, it was all of a sudden Dave Bang.

17:41 – 17:57Speaker 6

And so, okay, well, let's look Dave Bang up because I think you probably did it the same way I did while you were sitting on the meeting. And then we had the rep from Dave Bang. Yes. So then you and I, well, go ahead. Is that the, do you have any? It's just for the equipment.

17:57Speaker 5

That's all. Yep.

17:59 – 18:18Speaker 6

And so then we had a meeting. Yes. Together about after looking at Dave Bang's site, and one of the big things is they rep multiple catalogs from multiple companies. And so we sat down and did a review of what was available regionally and what kinds of products we thought would be, you know,

18:19 – 18:36Speaker 3

eye appealing and well that would that would meet the good fit for ohio and meeting the survey needs and kind of what we've been talking about the idea of like something physical something interactive something accessible yeah so physical and adventurous play and we so we put together a list that we sent off

18:37 – 19:04Speaker 6

to christy and to lindy for public works and did eric get it as well eric yes yes yes okay so he is the rep from oh okay okay um and so we're we're going forward with you know and i i'll share it with you guys it didn't make it in in time to get in the packet but happy to share it yes and happy to share that you know if you are interested in looking stuff up and seeing what we're looking at because it's actually a lot of fun um

19:05 – 19:34Speaker 4

You just go under catalogs and there's just It's amazing what's available And so we really need some guidance it sounds like from Lindsey is as to if we can pick like is there a project that he's done that will qualify for piggybacking for the brand that you guys are kind of sourcing We actually put in there a Huntington Beach project that we found

19:34 – 20:01Speaker 6

Okay. That has some features that we would really like and some of the equipment that we would really like and gave that link to them. And it's a different, it's not Play World, it's Berliner, but because we really liked a lot of what they did. And then the other thing is, is it could be multiple companies and you do different parts with different companies and you can pick and choose. And that's not uncommon. Right. To see one piece from one company that you're really interested in and then another piece from another and pull it all together.

20:01Speaker 4

Yeah. As long as the color themes aren't like the primary colors versus like the natural colors. Yeah.

20:07Speaker 3

Yeah. So we really need some guidance.

20:11Speaker 6

I feel like, yes, we're we I feel like we keep starting, but we're missing the starting point.

20:17 – 20:32Speaker 4

OK. Well, I think we just need to, I think, whether it's the commission or the ad hoc that takes the next steps, well, obviously, I think it would be easier to do it during this next month. But to get with Christy and engineering, public works and clarification.

20:32 – 21:21Speaker 6

I think we need to get really clear on, if we're piggybacking and we're doing it through SourceWell, what are we sourcing on SourceWell? Because it has all these different contracts. Sourceful is a way that, for just a little explanation, because it's complicated, I'm only beginning to understand it. Same. Cities, agencies, schools, public agencies that buy materials and products, not services, but materials and products, these companies like source will do these really big rfps and then they create contracts with all of these different companies with with set price points so what they do as part of the rfp that source will hold this is my understanding and i could you know correct me if i'm wrong but um they then you can use you can use that contract that they've already agreed to with those prices

21:22Speaker 4

I think source well is like a database is how you would describe them.

21:24 – 21:49Speaker 6

There's some confusion as to whether we need to reference a specific project that's done with similar materials, like literally similar to what we would want to buy. Footprint. Or if it is just picking a contract with a particular brand and then knowing what's on their contract and what the prices are. Because it's a discounted price if you go through these large source well. There's like three or four others that...

21:50Speaker 4

Because in order to be awarded the original RFP, they would have had to have been a competing low bid for that agency.

21:56Speaker 6

Yes, and it was all negotiated.

22:01 – 22:25Speaker 4

It is really complex I just think that Public Works might have to help give give you a little guidance on and maybe just to do your own due diligence look at the links that you know on Sourcewell I got on there and this is not to say that I didn't find my way to the right spot but I could find that they had contracts and who they had them with but none of the details of the contracts

22:25Speaker 6

So I don't know if you maybe need access. I don't know. Do we have an account?

22:29Speaker 3

Have you looked at SourceWell yet, Kristi?

22:31Speaker 5

I can find out if it's for public view or what we need to do to be able to see some stuff.

22:36 – 22:52Speaker 4

OK. We just want to make sure that we're complying, especially when we're making recommendations to purchase hundreds of thousands of dollars worth of material. We want to make sure that we're not sole sourcing without piggybacking properly.

22:54 – 23:18Speaker 6

So I think we've gotten a lot done. You and I had a very good discussion and really looked at a lot of stuff and kind of honed in on some priorities for accessibility and inclusion and the kinds of things that we're hoping that it will create and the different types of spaces. So there's gathering spaces and where kids play together collaboratively and then some more individualized spaces. It's super exciting.

23:18Speaker 4

and dave bangs will help us do the layout as well right this is a unique thing to playground equipment is the design is free

23:27 – 23:57Speaker 6

So you're going to buy all the equipment from them, and they throw in the design as part of it. So that is not a separate line item. And that's how it's still, you're buying just the product, but they do the design for you. But it's the kind of design, I mean, you know, it's like drop this, drop that. I mean, like, you know, they put it together. And surfacing is always going to be a question, you know, how much, you know, how we make it as accessible as possible. What materials, what we can afford, how many, you know, they'll help do all that kind of stuff.

23:58 – 24:36Speaker 4

And then I know that we're gonna be short in Public Works come I think December I heard should we do we have a goal to get the RFP out for the construction of it or at least get it drafted before we have a staff turnover That would be great I think we have to know what we're what I mean the equipment because of the way we're doing this we need the equipment and the design before we can do going farther forward with that I wonder if we can use the old RFP as a template to like, just seems like the RFPs take so long to get drafted, especially if we're at the holidays and stuff.

24:36Speaker 6

Maybe they could basically build it out, and then we'll have the details.

24:39 – 26:11Speaker 4

Just because she's so familiar with the project thus far. Yeah. I was gonna ask I didn't quite understand what it means to piggyback off of another like I'm pretty familiar with SourceWell and purchasing through SourceWell That's just kind of the term that they use so the projects that are that are vetted through and stored at SourceWell when when another government agency comes in and they go oh look that's this is on here and you can see all the documents and see how they did the RFP and you go okay I'm gonna pick this and it's they call it piggybacking on that vetted project No you don't even have to do it you just the council is my understanding again this is totally new I'm learning also but for and Christy if you step in if you if I'm not correct or if you know more we can purchase the playground equipment based off of that RFP of pricing wise and the city can purchase the equipment and then they just have to do the RFP for the installation so it separates the two now I will just throw this out there and I maybe I don't don't be mad I'm gonna ask since the deadline is extended is there a benefit in doing a package or like we are gonna have to do an RFP anyways for the installation is it is there a benefit in doing one RFP since we have time you mean for both yeah we can we can or we cannot

26:12 – 26:36Speaker 6

that we have to do two separate rfps always well that was that was what i came away with very clearly under two million dollars you can't do that two million and over there's some other this is i'm just repeating what i've heard i can't explain if it's under two million and you have to do the rfp for installation i'm saying couldn't you because it would still be under two million wouldn't it has to be over if you want to do them together yeah okay

26:37Speaker 4

So you have to do two separate RFPs? Yeah. Which we don't have to do if we piggyback. OK. All right. That makes sense.

26:43Speaker 6

That's my understanding.

26:48 – 27:10Speaker 3

So question because you said to go back our next step you mentioned something about diving deeper into source well so because at this point we had sent recommendations so thinking is it in the reps hands to start like crafting and seeing or do we I think that I think that my understanding is that if the ad hoc committee can come up with a recommendation

27:13 – 27:33Speaker 4

we need to probably run it through public works to make sure that it's viable right a viable recommendation and then bring it to the commission for public input i think that the thought is this we give them this recommendation they have staff's recommendation they have the survey and i think typically they would just produce like

27:34 – 27:59Speaker 6

three or four different designs and you know with different goals in mind like we'd like to see something with full accessibility but we're not sure that's in our budget okay so we're not putting budget on it yet right now we're putting on this is what you know we would really like and then that would come back to this Commission and then the public can weigh in and we can have a discussion and then we'll make a recommendation on it yeah so I think the next step would be that based on your report tonight

28:01 – 28:17Speaker 4

that you have kind of a manufacturer that you like and you'd like to ensure that public works is on board with that manufacturer is that something that we need to make have a like a recommendation for can you just like work with staff to

28:18 – 28:46Speaker 6

think now that we've got our recommendation in and we I've seen that the rep is happy to have another meeting with us so now that he has what we've given him it's probably a really good time to have another meeting so we can all be on the phone together and have a discussion and because we had questions in our recommendations too that we didn't have answers to about the equipment installation and some other stuff so we should probably just touch bases with Lindy before that to make sure that that particular model or manufacturer is

28:48 – 29:15Speaker 4

She can be included on the meeting and then she was in her last meeting and I think that's then we could work together yeah no absolutely I think that's our ad hoc committee next step So just an update and then maybe next month we might have enough material to make a recommendation to move forward by next month you think or December maybe October November

29:17Speaker 6

Well, and I think the goal, and then for our staff report, it'll be robust, and there'll be a lot of information in there, and then we'll have everyone able to see everything that we're seeing.

29:27 – 29:44Speaker 4

I'd really like that. I think the public is going to show up with a lot of input. They did before, and it was really a nice interactive process, and they just had a lot to share and a lot of great ideas. So it would be really nice to have that. I agree.

29:46 – 30:17Speaker 6

and maybe we even have to have it for like two depending on the turnout you know maybe we can have it for two meetings I think what yes and what maybe is is that you know we come up with something we get more information we go back to come back again I mean it isn't always a one and done or even two and done kind of thing to get to get to the right design but I also think that recommendation of basically preparing

30:19 – 30:46Speaker 4

draft of the RFP for construction and then filling in the details as we know them is not a bad idea yeah to maybe ask if she can get going on it maybe at your next meeting that you schedule you guys can talk about that okay we don't need to agendize that though we'll just put playground update and then hopefully we can meet with them you can meet with them prior to so we have enough time to get the report drafted I think since we're doing online they're probably pretty quickly

30:47 – 31:14Speaker 6

I know you said it but what was the name of the Berliner on Dave Bang's website they have catalogs on there yes go to the catalogs tab and they also have featured projects too that are fun to look at okay wonderful it's really exciting

31:17 – 31:29Speaker 4

Okay. Any other comments or questions? No? Okay. Moving on to our solar shade at Libby update.

31:30 – 32:04Speaker 5

Yes. So at the August 6th, 2026 Parks and Recreation Commission meeting during the manager's report, it included a discussion of a proposed new solar structure at Libby Park. Following for the review, it has been decided that this installation will not proceed. Staff is now considering an alternate location that would minimize impacts on the open space. Because I think what I mentioned then is it might be in a grass area. So they're not going to be doing that any longer. They're looking at different areas.

32:04Speaker 4

Still at Libby?

32:05Speaker 5

Still at Libby, though. Yeah, possibly over bleachers.

32:12 – 32:28Speaker 4

I feel like that would be great so I'll keep you updated but I just wanted to clarify that that is not not going on any further I'm not gonna have that on the future agenda items unless you have an update we can add at the last minute

32:29 – 32:51Speaker 6

It would be nice to know what they're discussing when they're discussing it so that we're in the discussion versus just hearing what happens I'll just add it for a brief update then I just mean that so that it's not already happened when we hear about it we hear about it before when they're having those discussions I think that would be helpful

32:56 – 33:13Speaker 4

trying to keep better notes on future stuff okay Sara's OD snack bar or I'm sorry before I move on any any other comments or concerns on the shade and I'll put it on the agenda for next month and we can just have a if there's no update we'll just say no update okay Sara's OD snack bar update

33:13 – 34:21Speaker 5

Yes so as you know last Friday was going to be the inspection the final inspection for the Sarasota snack bar services the Health Department inspection did require that the city is to replace our refrigerator freezer because it is failing So new refrigerator freezer anticipated to arrive tomorrow or Monday Which of course would be Tuesday for us. Yes Monday's a holiday It is the only remaining item required by Health Department for the concession stand to open and they also did say that we needed to replace our water heater it is not commercial so water heater will also need to be replaced but it is it does not need to be replaced prior to the stand opening but it is urgent they said so we will work on that the new snack bar operator anticipates being able to open seven days after the successful delivery and installation of the refrigerator freezer

34:24Speaker 4

Who's installing it? The refrigerator?

34:27Speaker 5

Yeah Stevenson's? Oh like the person we're buying it from?

34:31Speaker 4

Yeah Stevenson's So will it be installed like next Tuesday?

34:35 – 34:47Speaker 5

It actually might be our maintenance department if they just drop it off Bree has been working with them so I can find out but they might just drop it off and we have to So we're thinking like September 15th?

34:52 – 35:05Speaker 4

Good timing because there are so many people at that park right now And what is the the report on here says no fiscal impact but what is the fiscal impact on that purchase

35:07 – 35:23Speaker 5

It is around $5,000. I could get you the exact details. And how much is the water heater? Do you know? I'm just curious. About $2,500. That has not been ordered yet, though. We're still doing some research. Public Works is helping with that.

35:23Speaker 4

That's a lot. And the stove was $10,000, so almost $17,500 on that. That's a lot.

35:30Speaker 5

okay okay great okay any any other questions or that's exciting very exciting

35:54 – 36:11Speaker 4

And I think that'll be if they open up well isn't there softball what what's happening at the park that week we have softball on Tuesday Softball just ended they just had championship so it might be a while for that to start again There's AYSO on that field

36:12 – 36:31Speaker 5

practice and games too and then last night um i was there pretty late and there was a lot of people on the field for soccer yeah just for practice no you should go there is it crazy they have a soccer league now yeah oh for adults started a soccer league for adults oh i played that in my youth

36:33Speaker 4

I played co-ed and that was an experience never forget that I wasn't a very aggressive player okay thank you for that Request on that

36:57 – 37:27Speaker 6

Since it'll be between meetings could you send updates to all of us when things are happening like the opening and then the days and the hours and until we get the other two commissioners on the city email which needs to happen we need to use their other emails, because they're not getting anything. Yeah, I have that under my- Yeah, but until then, just assume they don't have it and send it out that way before all those kinds of events. Thank you.

37:29 – 37:50Speaker 4

Okay, our youth programming review. I know Jim had some input on this so maybe we can talk about when we talk about the staff report but what we would like to see for next month and we can bring it back but maybe with a more data so we can

37:51 – 38:31Speaker 6

Yeah I mean let me see here I have a an overview of what we're doing and pull some numbers out of the system to you know what our youth participation is what programs do really well where we're getting a lot of program participation break it down maybe by sports activities like a real a kind of a robust staff report about the all the programming what we're doing Like the top three of each or Like kind of a spreadsheet if you give us everything you're doing and show us the numbers and how it you know how we're doing on it and where we've had increases and where we've had decreases and new programs and you know what's new in the last two years because I mean before that I mean it was the before times

38:32 – 38:45Speaker 3

Christy, remind me what software is used for registration? ActiveNet. Does ActiveNet have a report system on it? Is it easy to pull numbers? I sure hope so.

38:45 – 39:02Speaker 6

Okay, we'll check. We've done this before years ago, back in the before times. We used to get reports on programming, which programs, how much, increases, decreases, where we were seeing. But I think this will be just youth focused.

39:03Speaker 3

I'm imagining they have a way that you could query numbers. They should, yeah, they definitely should.

39:11 – 39:40Speaker 4

And I think that, so if I understood the item correctly, it was to, we just called the commission to give an overview of what we're offering. We can discuss it, which ones are, you know, or do we have any gaps? You know, maybe the public can see that that's an agendized item, kind of like the gentleman that came tonight. Like, do you have an idea that would fit in this discussion item that you think would, you know, fill this gap? And the hope would be that we could then, you know,

39:41 – 40:15Speaker 6

move forward on making some adjustments and but specifically targeted just to the right now just for youth program review Which is a really big chunk I mean I'm not saying it's not it'll take you it's quite a bit of information to go through and but I think hopefully that will then guide some of the questions we there may be things we pick out that we want to focus on as the Commission to help with you know to help grow it or be able to brainstorm but I think this is like the framework to understanding it first and then talking about specifics

40:16 – 41:00Speaker 4

And I think this is kind of a living item that we will probably have to bring back over several months because it'll grow and usually when we put something like this on the agenda especially when it has a lot of details then the public will reach out I get calls throughout the month like oh what's going on here and then you know again anyone listening please come to our meetings we would love to have your input but that's how I see it happening is that's ideas get the get the data out in the report so that we can kind of process it discuss it and then be like oh there's only five people at this how can we grow this program yeah it could be an ever-changing document yeah like a living and I think it's interesting to know who we're serving

41:01 – 41:22Speaker 6

like what age groups do we what what what you know what if we block it out into different age groups who do we serve really well where we you know that'll help us see if there's gaps i also think it's always nice to know who we're serving in and out of the city and i think that data has been in there before i don't i can't speak to it now it's just really interesting to you know to have kind of a picture

41:23 – 42:35Speaker 4

I think we spoke about it last meeting Jim mentioned just from my personal experience I think we do have we have a gap because of Covid everything being shut down those that generation was our you know those were the feeder programs you know whether it was the five and six-year-olds that then missed out on the seven eight nine activities and I think that generation is now just about graduated if you were at that impressionable you know age And so I think a look at what age group we're serving and how that's feeding those older programs I think it'll be really interesting to see how those numbers play out So I will just put an update on that With that agenda item you'll help work on that Programming review I mean I can't have the data but we can get it on the agenda and kind of frame it okay and then our last item discussion item would be the community aquatics program update we have a staff report and we can go over that

42:36 – 43:56Speaker 5

excited to hear about that yeah so the summer open and lap swim program operated from june 28 through august 18th school did start on the 19th during which the pool welcomed a total of 1 696 participants staffing for the season included 570 hours from lifeguards and 26 hours from recreation leaders amounting to 596 staff hours overall now that school is back in session the pool schedule has shifted to sundays which was the same time during summer sundays 2 to 6 pm and then we have also started up mondays and wednesdays from 6 45 to 8 45 pm the ohio recreation department encourages the community to follow their facebook and instagram accounts for the latest updates regarding pool scheduling and activities that's where we'll post know any any changes any updates we go straight there number one so yeah it's it's been pretty good and you know there is talk of opening more nights right now it's just some of the lifeguards are in sports so we're waiting we still have the same amount everybody's still on staff it's great everybody's still around but they're just in in their sports and

43:56 – 44:22Speaker 4

and are all our lifeguards I'm sorry I didn't use it this summer are they all youth or do we have some adult lifeguards so they're able to okay maybe staff when the kids are not available it would be really interesting the lake is in its final throws this weekend is the last of the water park it would be interesting to see if there are people there that would like to work during the year that we could pick up

44:23 – 44:50Speaker 6

Just because a lot of those are a lot of college kids too but some of those know a lot of work with them to see who are high schoolers and reach out to them so that we have a like a deeper bench Is that part of what's limiting the access at this point is lifeguards Yeah at this point and it was it was sort of a trial in the beginning to see if people did really come on the weeknights

44:50Speaker 5

So we've had an average of about maybe 10 people a night right now.

44:55Speaker 3

Are most of them lap swimming or just recreational?

44:59Speaker 4

I would recommend. Well, it's been really hot, too, so I imagine.

45:03Speaker 3

I know not everybody reads the Ohio Valley News. And it's heated slightly, right?

45:06 – 45:50Speaker 6

I know not everybody reads the Ohio Valley News, but there's a certain subset of people that do, and it would be nice to do an article. Like, you guys could submit a little, this is what the summer was, this is what we're, and now we're transitioning into summer. the school year we have sundays we have this and just put it in the paper and maybe get the you know do a little i mean you might have to write it yourself but try and get it in there with a picture and see because i think I definitely think, I'm just gonna say, I think it swings to the older set who have the paper, I still have the paper, but we don't have as much access always with that group of people, so it might be good to use that as a, each time we're changing seasons or kind of changing, trying to give updates there.

45:51Speaker 3

It's a reminder we have access to the pool.

45:53 – 46:28Speaker 6

Yeah, and that it's, you know, and then what about our swim lessons continues, YMCA continuing to do their programming? correct okay and and are we I know it's not our programming but do we promote that since we're not providing it I think we should promote it we do have the link on the rec department's website under aquatics so it's got like the Daily Times and then it says Saturday's swimming lessons through YMCA with the link and then the Sunday Times so if they were to do an article in the paper that would be a great thing to put in there in the same article

46:32 – 46:51Speaker 4

How many people did you say are coming for the Wednesday 640 the two hours Oh the Monday and the Wednesday about ten people averaging per night And then refresh my memory they pay by the session and what's the cost Five dollars The Sunday the two to six

47:00Speaker 6

What, why? How did we pick our hours? Sports, I think, right?

47:06Speaker 5

No, we picked it because we were going to do an earlier time and people said they wanted a later time. So then we did a later time and then we were thinking maybe even later, but that was too late. So this was the in-between.

47:16Speaker 3

I think when we talked about it, we were like, it gets hot. It gets hotter at like four or five o'clock.

47:23Speaker 5

Some people have the opinion that if it's too hot outside, they won't go swimming. And then the other people have the opinion that If it's not hot enough, then, you know, so it's like this.

47:32Speaker 6

I'm kind of thinking as we ease into this part of the year, you're looking at lap swimmers.

47:36 – 48:00Speaker 5

yeah so it would be interesting to understand what lap swimmers would want and after and sundays kind of like the after work um throughout is how i kind of put on sunday yeah yeah sunday we've gotten up to over 100 participants on a sunday and it's still at 60 something so the hours are are good and we haven't heard of any and it would be interesting if we could extend the hours

48:00 – 48:25Speaker 4

like if i was wondering if we could get more lifeguards uh from the off season like to you know or uh even if you picked up one more right like that you can you can stagger them interesting well because lap swimmers are a lot of our morning people like a lot of them do it more in the morning than in the afternoon but i would be just an interesting thing to try and see if we can figure out what people are looking for on the sunday is there availability early morning

48:26Speaker 3

It's available to you the whole day on Sunday

48:36 – 49:36Speaker 4

We wouldn't know unless we did a trial that's how we kind of got to the two to six is just by trial but I'm curious did you already do like ten to two On Sunday no I just wonder how many people would come I heard that people are busy Sunday mornings and they won't come out and they do like family breakfast and family things so that's why we made it later as well Maybe if we could do the article in the paper we could do a small survey at the same time if we can get the article well just online just just potentially to see how you know um i have noticed lately i'm not sure who's running them but on facebook uh there'll be a question that pops up associated with something that the city's doing and it'll say like take the poll i think it might be the ohio valley news right yeah they did do it a few times yeah Yeah, I wonder if they would be willing to do that and ask like would 12 to 2, would you be interested? Or do you like the hours 2 to 6? What do you do when you come?

49:36Speaker 6

Are you interested in lap swimming? Are you interested in free swim and see who we're serving?

49:39 – 54:43Speaker 4

They usually had two or three questions on the thing. I don't know, maybe something we can coordinate with them on. okay all right great any other questions on that no thank you thank you okay and our we kind of covered the main ad hoc there so I think unless you have anything else to add nope that's a that's it but if you need any help doing anything please reach out yeah thank you and then under Commission member reports I just have one thing I met with IT earlier today and because I have an older phone and they had to really struggle to get it up and running so right now I can only check my email at my computer I can't check it on a wireless device but when the new iPhone 18s come out I will come back and get one so be patient if you send me an email you probably should send me a text to say just until I get the phone because I won't be checking it like I'm not it's not gonna ping I can't even check it on this phone so know that and then I had IT research who had logged in and got their accounts up and going and so Commissioner Bailey has not and neither has Commissioner Munich So I was wondering if you could mail these to their address for me. And then maybe just with a cover letter that says this needs to be set up. And then just some background for everyone. James was sharing that. it's to comply with some I think it's really about transparency and it makes it really easy for them to do like the public records but I think it was some case law to San Jose but anyways it's here and then I think that would be helpful I'm guessing that's why they're not here tonight but probably could up the communication I know they want it to go through there but in the in the interim probably need to text and do a better job following up on not a group text but just like an individual text to say are you coming maybe take I knew we had a quorum tonight so I wasn't so worried about it but Okay so that's the only update that I have coming directly and then just again we kind of already talked about it that would just to I like the idea of having a historic file so when someone like that you know like our gentleman that was here tonight's new to the area if he goes back on our Commission agendas and he looks at the thing you can click on the link and the staff reports will just basically tell him what we're doing and and get away from that verbal stuff. So that's perfect. That's really all I have to report on. I will share it's not really my decision and I mean I can I guess agendize it but might just be a staff decision I was talking with James about doing email for our youth commissioner because we don't have any way of communicating with you so Yeah, and that's what they don't want so maybe can you so I mentioned it to him and I know there's a cost involved but there is a less expensive one for It's kind of restrictive Oh one one other update Can you follow up with James? Because I said I would talk about it tonight to get just a youth commissioner email. But something very exciting, and I know we have to be somewhat careful with serial meetings and comply with the Brown Act, but we will be able to log on through the computer to set like agendas and it'll be a google it's not really a google doc i think it's a microsoft product but it's like a live document so that we can edit it you it'll access can be i think you can set up new um like you could do one with christy brenda and sage that could be like the playground ad hoc document type of a thing and then like for the agenda it could be myself and sage and you and others you know plenty of staff just not more than two commissioners per document right um but instead of having to do like a Word doc, PDF, then a bunch of group emails, we can just go to that cloud, I think is how I understand it. It's all new, I haven't actually logged in, so I don't know how it works yet, but it did sound really user-friendly. It sounded easy. If you have a computer, you can't do it from your phone, but... so I think that will be really helpful in getting our drafts set too because we'll be able to see I mean like with the other Google Docs it's you can see the changes or you can like see in real time what's changing so I think that'll be great yeah it's in real time okay so you could you know there could be multiple people in there at the same time even you know sometimes it'll lock it yeah you can't touch it but you could all be in it okay great do you guys use that for staff

54:44 – 55:36Speaker 5

yeah for some other things we do okay okay great okay any other any other comments for managers reports I would like to say that there is an event that's gonna happen at the skate park this Saturday the air pizza is gonna be out there and a famous skateboarder do we know who will be out there yeah oh is it a secret oh no famous famous no we have a flyer out his last name is alva a lva um so we've got that going on from nine to one so we've had a lot of shares on our facebook page so hopefully we'll get some people is he performing or like giving instructions or it's actually going to be his birthday so he's going to be out there celebrating his birthday but he'll be out there to meet the public as well

55:36Speaker 4

Very exciting.

55:37Speaker 5

I don't know who it is.

55:41 – 57:05Speaker 4

and then I did want to mention I know that we were gonna look over at one time the meeting days and just have like a list of them maybe this will help the It should actually go as a formal motion in January of well we should put it on the agenda for December to set the dates I mean we know they're every Thursday but there's usually agenda item that has all the first Thursdays of every month listed and then we adopt it by formal motion because that's what is my understanding like with the Brown Act that's our regular meeting schedule so then if we have to cancel it and have a special meeting or cancel it and go to a different date because you know something the building's not available or something that's how why it becomes a special meeting because we set the regular calendar by formal motion so if we would put it on for December would typically although some years we didn't meet in December yeah that's also why I'm asking I just want to plan ahead because I think we were even were we not meeting in January I feel like the date felt like Thursday fell right close to New Year there was something there's something weird about our probably our traditional so we can it doesn't really matter when we we should do it before January

57:07 – 57:27Speaker 6

maybe we should put that on the November agenda so that we have plenty of time to get it accomplished because we know that what the dates are gonna be I think sometimes historically they had something on future meeting dates and it would put the dates of what they were on the agenda and then you could just query people

57:29Speaker 3

But we know it's going to be on the agenda. As an ongoing agenda item?

57:32Speaker 6

Yeah. And then they would just remind you to say, oh, who's available? Does anybody have conflicts for the next two months?

57:40Speaker 4

You're saying have it as a standing on the agenda? Yeah. Future meeting dates, you put the dates in there. We know what day and week it is.

57:49 – 58:09Speaker 6

And then put the dates on there and we'll discuss it and it's like a tickler I think I mean there's no you know we can do that Or we could call it next month's meeting and okay But you want to have a few listed You could do like two at a time or three at a time you know because things change I don't know at this rate we might just need to go one month at a time

58:12 – 58:34Speaker 4

Summer's over for me I'm just like well maybe we can cover I can cover it under like under just like Commission reports we could say has everybody checked their availability for next month's meeting Just take a poll Yeah okay good idea yeah it feels like the old days three only three

58:35 – 59:00Speaker 6

okay um okay and we have a city anything else christy no that's okay thank you um not right now and when you have time i would i'd love to hear about summer camp like the breakdown of that and you know all the details and how it went i think it went great but just share with us um kind of like the numbers or do you want me to just to give it to you right now yeah and just you know do you have them

59:01 – 59:38Speaker 5

well well I don't have them all I could gather you something because we did do the the field trips on Wednesdays and then we had the water days on Friday so we went to a lot of cool places on Wednesday you know if you have no I know you don't have time but if you would like a couple of pictures oh yeah you do it would be fun to see with your numbers and just to share with everybody okay and highlight okay If you do have access to Facebook or Instagram, we did post every week. She doesn't. Can you believe that? I know that she doesn't. That's why I'm talking to everyone else. I know she doesn't.

59:38Speaker 4

Okay, so no.

59:39Speaker 5

But we do have an end of the week, you know, sort of like group update. So it's pretty neat to see. But I'll print them out for you for sage.

59:48Speaker 6

Or just put it on the screen for us when you give your thing. It's just fun to see the pictures and share with everybody. But yeah.

59:55 – 1:00:06Speaker 4

No social media. Okay. Okay. She has a lot more free time. That's what I'm gathering. A lot more free time.

1:00:06Speaker 6

To be fair, I have an Instagram that I turn on and turn off occasionally.

1:00:10Speaker 4

Oh, I didn't know this. Okay. We have a city council liaison here tonight. Do you have a report?

1:00:16Speaker 2

I have everything to say other than thank you, guys. I appreciate all you do. Christy, your time and everything.

1:00:22 – 1:03:01Speaker 4

It's a pleasure to meet you as well. keep doing what you're doing i was a little nervous when i got here and i thought oh are they going to have a meeting so i'm glad you guys pulled it off and i appreciate you so thanks for all you do thanks for coming okay all right and so i have christy just to recap i have uh for our next agenda just as a draft we'll have a playground um update we'll get some clarification from public works on dave bangs and and kind of what you know um catalog we can source from so you'll coordinate with the ad hoc and so that next month we'll have a more understanding of what we can source and then we'll get an update kind of just possibly something very brief on the shade at the solar shade at Libby I think how would you find could we just put that under managers report yeah we can just list it under there yes okay yes I'd really like to know can we have that for the next couple months I like to kind of well I do like it doesn't have to be you know super robust but I think it would be helpful to have it as a discussion item just for the next couple of months only because a we can make recommendations that way and and if something comes up where you know we have information that maybe 12 o'clock is better after daylight savings time and you know I just like to have that I think people also when they look at the agenda they mostly look at the discussion items yeah I think just and if and it doesn't have to take a long time for us to talk about it if the update is no you know no update we're not meeting next month that's fine too but I would like to see that I'd like to really hear more about the shade I think going over the bleachers that's a really great idea because that's gets really hot there especially at the tournament as long as I guess it doesn't interfere with play and so definitely the playground we've got the solar youth programming we already talked about and then can we can we put the Panic U ball court Thank you. I wrote it phonetically first on the agenda. And then maybe in between, are you familiar with Peter? Because he didn't leave his phone number on here.

1:03:01Speaker 5

I have his email.

1:03:03 – 1:04:24Speaker 4

okay so maybe we can reach out and get he sounded really eager to do kind of a lot of the heavy lifting on doing the research and then we can talk about if that's something that the public and the Commission can move forward we have it on the agenda anything else I think that's good it's almost like a repeat capture on future agenda items even though it won't be on next month be doing our calendar yes yes I have that next month's meeting dates we'll put that I'll just put it like right here oh yeah but even the larger calendar too oh we can't do that yeah so that it's a tickler I think Christy wrote it in for November and then well and since this if the since the snack bar is going to open up on the 15th we should leave it's almost like a repeat of what we have to be honest because that'll be really great to see the numbers and stuff for the next meeting because they'll have a couple weeks of service okay perfect thank you thank you I'll adjourn the meeting. Thank you. Yes, that's right. I'm adjourning the meeting.

1:04:24Speaker 6

Official, there you go.

1:04:42Speaker 3

And it wasn't even designed.

1:04:44Speaker 6

It was amazing, and I'm just like, And then I.
