  1. Okay. Anything else on the top of the PLA? I have a few more questions around the cost. Okay, so if we were to look at, make the decision in January on whether to ask for PLA union workers specifically hire, would that have an impact on the timeline, on the delay, would it have a negative impact or a delay impact on the project itself or would that, putting that in in January, would that fit in the timeline in a way that would allow for the project to move forward at the same pace, but also allow us to give us a little time to consider it and then to discuss it and decide then.

  2. So let me know if you have any questions. I'm sorry, can you read that second option again, please?

  3. Okay, and if I might do a follow-up with a clerk, if that were added as a provision into the contract, would that be something that would be feasible? That's fine. All right. Okay. Any other follow-up on that?

  4. Right. So it sounds like, yeah, it sounds like option one does cover what you're describing. And it's just we want to have the opportunity to come back before the PLA is finalized and before the agreed upon project is finalized to look at the costs, look at what the tradeoffs are, find out if the 2% and 3% is an accurate estimate. And to that question, I actually do have a quick follow-up since we're on that, because I did want to make sure I understood that before we wrap up. So the one thing that sounds like is going to cause increased costs potentially with the PLA is not the prevailing…

  7. Got it, OK. So if we were to have workers build the projects that were non-union, we wouldn't have to pay their benefits. They wouldn't have benefits. OK, well, just making sure that's clear.

  10. Thank you. So it sounds like we're all in agreement that we are interested in the PLA. The PLA process is one that they're very familiar with, and we learned a lot tonight. But we are still wanting to make sure to check in in January for the actual costs that are being proposed to make sure that they are – whatever they are, and if there is an additional cost that may impact in a way, we have to make a decision then on how we want to manage that. It may be less than we anticipated. It may be more manageable. We don't know until that day comes. And so it sounds like we are in agreement at…

  11. OK. And whether it is actually a 2% to 3% premium, we don't know until we get the actual numbers.

  12. And then we'll find out the final GMP at a following meeting. And at that point, because it says in the proposed contract language that phase two will only be initiated upon approval of the final GMP. So that's another part of the process, too. So there's a negotiation with the PLA, and then there's the proposed GMP. And so there's... phases where we can adjust or make decisions about how to move forward with construction, right? Okay, all right.

  13. And to follow up with that, in this as well, it says that the final GMP will not result in a total contract price exceeding $155 million. So if that's in this tonight, we approve this tonight, and it comes later mentioned that it's going to go exceeding that, can we amend that little number? Okay. All right. If we have to. All right.

The final report to council tonight is the adoption of a resolution approving the establishment salary for the classification of accounting technician and adoption of a resolution approving the citywide salary schedule. I welcome Management Services Director Betsy McClinton to please present the report. Good to see you.

  24. All right. On the 30th, I went to the Burbank Arts and Education Foundation Celebration of Schools. And then on the 3rd, I had four things I did back to back to back. Started the day with a BTAC donation drive that I hosted with Nick Schultz. I had to remember Nick Schultz in the morning. Then headed over to the BWP campus for their craft fair supporting the Rose Parade float event. Then headed over to the Burbank Book Festival and saw a little bit of the romance panel and met with the friends of the library and saw the new bookmobile wrap. If you haven't seen the bookmobile wrap, it's so…
