Okay. So the one comment, one speaker, you'll have three minutes, up to, is Chris Welker.
Thank you for your comment. All right, we have now completed public comment for this report to council. Let's move on to the vote.
Not quoted here: it may name a member of the public. Hear it at the meeting.
OK. Thank you for the report. We will now move on to public comment. Do we have any public comment for this item?

Great. Thank you for the report. We will move on to public comment. We have two public comment cards. Do we have any online comments for this one?
We do not. Okay. So you will have three minutes for your public comment. First is Joshua Glass and then followed by Douglas Carlson.

Thank you for your comment. Wonderful. Okay. So let's move on to then if the public comment is closed, let's move on to the vote. Okay.
Congratulations. And thank you to both of you for applying. And we say this each time. We have multiple applicants. We only have one spot. And we would love to appoint you all. So please consider applying again. And we would love to see you be on a future commission. So continue.
Thank you for that reminder. Also, for those who are listening and for those in the audience, please attend the commission meetings, even if you did not get appointed. The commission meetings, they really listen to the commenters. And specifically for sustainability, I've seen sustainability take on items because of public comment. So you can be involved. You don't have to be sitting on the commission in order to be involved. You can actively be involved to make a difference by attending and making public comment and meeting the commissioners who are working on the ground among all these…
Thank you so much for the presentation. We'll do public comment, and then we'll come back with questions and comments. Looks like we have a card. Do we have any callers on the line?
OK. So we have one public comment. Greg Lewis, you have three minutes.
Thank you for your comment. Okay. So we have now completed public comment for this report. Does staff have any response to public comment?
Great, thank you. Okay, who would like to go first with questions? Yes, Councilmember Anthony.
Yes, let's see vice mayor first and councilman Rosati or do Okay, he keeps on calling me deputy mayor.
I actually have a follow-up question to what you just said. If it's okay, Council Member Rosati, if I ask a follow-up question before you move on.
So with that project that you just mentioned, I'm sorry I didn't catch what project it was, but you mentioned that they asked for union labor and that it was later in the process that they asked for it. So that was without a PLA then?
Makes sense. That's why I didn't hear it. Okay. So I guess that just informs me that some of these provisions potentially could be done without formally calling it a PLA and still providing the same provisions and also maybe not updating the contract per se, but do the special cases, what you call special conditions instead of completely redoing the contract.
To follow up on that question or that comment, so this is kind of about timing too, and that's follow up to what you were saying earlier, all of us are saying. So based on kind of what you're hearing from us tonight and what sounds like an interest on some level in shape or form to look at union labor and the other general conditions that we see at PLAs, what's the right timing for that to come in to give for staff and council to move, to say yes, move forward with that approach?
We can't have conversations. Sorry, but yeah, thank you. Vice mayor and then council member Anthony.
Because you're coming back with the GMP for a separate council item, right?
So during that comeback for the GMP, is that too late to be considering this? Yeah. Okay.
Council Member Anthony, you still have a question.
Well, what's the question you want to ask first?
