“I pulled this because we are working really hard to shave off the budget, and this obviously involves giving fairly substantial raises to a group. And I understand why you did it and why you agreed to it. However, I think the citizens need to understand what you did and why.”

City Council · Sep 22, 2026

“MEMBER NELSON. I'm asking you guys to indulge me. You know, we've got a lot of flooding here. And I think the bioswales, if we add them, will give a place for some of that excess water to go as opposed to in houses, on our streets, et cetera. And looking at the ordinance, we're talking about excessive number of parking spaces can contribute to the detrimental effects on the environment. We are giving the owners of the warehouses a benefit by not having them spend as much money on parking spaces. So I would suggest that we add the bioswale slash rain garden. to allow us to capture some of the…”

“Member Nelson. Thank you. I think we do need to have a parking requirement, but I think we need to lessen the amount of parking and give them the option of one of these two conditions. So instead of 25 spaces, say they have 20 spaces that they have to have. But the extra five spaces becomes wells, rain gardens, extra vegetation, something that will start absorbing the water.”
City Council · Sep 22, 2026

“You could do either. You can do extra. I'm sorry. Okay.”
City Council · Sep 22, 2026

“Or add in a third option. Okay. I look at that second option as allowing open space. Okay. Because you're adding vegetation. I'm looking for something that's going to absorb the rainfall. Yeah. Okay. That we seem to be getting.”

“I'm opposed to it, not because of you, because like Herman said, it's the next person that comes along. We don't know that next person. I can't look them in the eyes and say, are you going to do right? And they can go absolutely haywire. One of the things I talked to Brad about was could we do some type of ordinance where we had some limitations that made sense, that protected you, protected the public, and were preempted. So I don't know where we go from there.”
