Proclamation from the city of Northport honoring the Grayson Invitational Volleyball Tournament. Whereas Wesley and Christian Snyder established the annual Grayson Invitational Volleyball Tournament at Eccles Middle School in memory of their son, Grayson Snyder, who courageously fought for 103 days in the NICU before passing away. Whereas Ronald McDonald House of Alabama provided an invaluable support to the Snyder family during Grayson's hospitalization, allowing them to remain close to him during a very difficult time. The Grayson Invitational honors Grayson's memory by raising funds for the Ronald McDonald House and supporting other families facing medical challenges with approximately $30,000 raised during the tournament's first two years. The third annual Grayson Invitational will be held September 11th and 12th, 2026, continuing the tradition of compassion, community, and giving. Now, therefore, it be proclaimed that the City of Norfolk proudly recognizes Wesley and Christian Snyder and the Eccles Middle School Grayson Invitational Volleyball Tournament for their dedication to honoring Grayson's memory and making a meaningful difference in the lives and families in need. The purpose of me appearing before you tonight is to address perceived shortcomings in the City of Northport's business license application, offer supporting rationale Y, show local, state, and federal precedence, supporting a change, and ask for consideration to amend the license application process and subsequent solicitations for services of material. My request. One, amend the current business license application including all present businesses at next application renewal to include the expansion of the brief description of business. And two, mandatory use of identifying the business North American Industry Classification System, or NAICS, or the standard industrial classification codes. the background of this. In previous meetings with city leadership, it was clear to me that who or what organization is responsible for identifying the appropriate NAICS codes was not known. 100% of the time, it is paramount that the proprietor or owner of the business identify what NAICS codes characterize the corporate capabilities of that business. The more exhaustive the identification of those NAICS codes, the better, and for many reasons. To create a legal business, whether it be a sole proprietorship, corporation, limited liability company, nonprofit organization, or other, you must identify its legal name, location, FEIN, date of organization, and yes, your NAICS codes. This also applies if you're registering as an individual. NAICS codes are required by state and federal law. There's no central government agency with the role of assigning, monitoring, or approving NAICS codes for establishments. That's why it's very important for the proprietor of the owner of the business to identify the NAICS and not leave it to someone else to guess and add it on a municipal business license applications and state and federal offices, IRS, Social Security Administration, just to name two, and hopefully and arbitrarily assign a NAICS code, which again is mandatory. NAICS codes are two digits to six digits in length, two characters very broadly, 22 for utilities, four digits better describes a business, 2211 is electrical power generation, transmission, and distribution, or the full six for that section, 221121, electrical bulk power transmission and control. Yeah, I'm hurting. Given that summary, I'd like to briefly discuss how this impacts municipal solicitations for material or services. At present, no consideration or very little consideration, due diligence, past performance, or likelihood of successful delivery of material services is given to solicitation awards based on those NAICS codes. I can be the owner of an aerospace engineering company and submit a proposal on a city solicitation for bathroom supplies. And if I'm least expensive, I'm likely to be awarded that contract. At the state and federal level, solicitation awards are based on several things, past performance, reps and certs, compliance, etc., including NAICS applicability and being lowest price technically acceptable. So my request, with 12 seconds. One, amend the current business license application, including all present businesses, and at the next application renewal, to include the expansion of brief description of businesses and the mandatory use of identifying the businesses, NAICs, or the SIT codes. And frankly, I've said it before, some are very clear if you're a plumber, you're a plumber. But a lot of these, signing these codes is more of an art than a science. And a lot of the marketing, if you're marketing, it depends on specifically what you're doing. But we try very hard to assign it appropriately.

Again, not to grandstand, but the spirit of my request was like, if you're an aerospace engineering company, it infers a thing, right? And if you're applying to an open solicitation from the city and you're saying, I can deliver toilet paper much cheaper than anybody else in town, You have no past performance that you deliver or manufacture toilet paper. You know what I'm saying? It sets up an issue. And I'm just saying, to refine our business, there's a lot. There's a lot of highlighted yellow stuff here. I just didn't want to go into it for the limitation of three minutes. But on gross receipts and other things, the more specific we get on the next... the better. And I don't think anybody could refute that or oppose that statement.

For us, that's not always the case. Many times if you're in the proper category, I mean, you can get into many subcategories, but a lot of times still off the same schedule and that same tax rate and business license rate. So we have no opposition to it, but I don't think there's a huge failure from the city's perspective for doing it the way we're doing it.

So to clear this up, we do assign a NAS code to all of our businesses. Correct. Those codes that we use are established in an ordinance. And if we want to expand those number of codes that we use, we would need to modify our ordinance. Per what state is allowable. So we can look at that.

The NAICS that is applied, that y'all are talking about, if I respond to a solicitation, whether it's an invitation to bid, request for proposal, whatever, if I come in with something other than the NAICS listed on my business license, do y'all care? And that's what I had an appraisal done three years ago by the state of Alabama on benefit of the Northport. when y'all were widening Martin Luther King. And I was like, that's fair. There was 191,000 per acre agreement that I signed on and that was all fine. And I wasn't aware of this value of this one until just recently. I don't follow this daily. I'm not into politics. I got other things to do. But then it came up with this is 1.56 million on 1.9 acres. And I'm wondering if that's going to be the value. I'll sell you my mini storage right now for $1.5 million. But I just don't see my acre being $191,000 and then this 2.9 being $1.56. So that's my concern about what's going on with that. 1.96, okay, two acres. Okay, so that's less than 400,000 for all of it. So my question is, where'd y'all get the value or who came up with the value of that?

So for that project, those federal funds were gone through Aldot. So Aldot was responsible for that entire project. Now, yes, at the end of the day, they'll turn that project over to the city of Northport, and that'll be our project. But we didn't hire Aldot, so just to clear that up. And I'm not sure exactly where your piece of property is. If it was purchased for that project, then I'm assuming it was on the MLK side?

I'm still having problems getting the fence repaired that is messed up. I'm dealing with that, another deal. So it borders both Ridge Avenue and Martin Luther King.

Okay, so when Aldot does a project where they go through and buy, purchase right away, they typically have two appraisals. So I'll have one appraisal and then they'll have what they call a review appraiser. So I can't speak to the appraisal on that on your property. I guess it was probably three or four years ago, I'm assuming, when that happened and your property backs up to MLK. So this property was appraised and we compared that to some other properties that were actually on Lurling Wallace. So there was a piece of property that sold on the corner of 5th Street and Bridge Avenue. That piece of property sold for the same amount per acre that we're looking at purchasing this piece of property for. And there was also another piece of property that sold that faced Lurling Wallace that has access off of 20th Street. And we compared it to that one as well for the two that you're talking about. That's where we came up with we didn't come up with a number It was appraiser did it but those are the two appraisals that we compared it to yes, okay?

The commission has also asked that the stipulation be added that metal and vinyl siding are prohibited on all faces of the building. However, that architectural metal panels would still be allowed.

Yes. 9A5 and 9A6 both deal with the sale of two pieces of property at Northport Shore. 9A5 is the parcel that's located directly behind the outfield of the Championship Baseball. And that the proposal is that that will be sold for the appraised value of $1.2 million and that it will on that property will be constructed a hotel that's family oriented, sports oriented, extended stay designed for families traveling free sporting events. Um, the second parcel is located between, um, the sewer treatment plant and the river sort of that South road. Um, that is, uh, proposed to be sold for a minimum of $1 million. We are still waiting on an appraisal on that one. So that number could go up, but that number that the base is 1 million. Um, and on that one, there is going to be constructed a proposed luxury hotel and an indoor sports facility of at least a hundred thousand square feet. Um, these are both just for first reading tonight. Uh, and so next time on the 21st, we will have both of those agenda items for vote along with a vote and public hearing on an amendment seven, seven, two development agreement related to both parcels. Affordability is becoming more and more of a problem for us.
