Then we will start the special meeting. The municipal council for Tuesday, August 18, 2026. We have three points on the agenda. The first is a discussion about the location of pedestrian crossings in the public school of Robinville. We have the presence of Scott Stewart, Director of Public Affairs, to talk to us about it. Absolutely. Good evening. Darren asked me to come tonight to give a brief description, since there is a lot of concern and importance in this topic, so we wanted to make sure that we all go in the same direction. We felt that there was good communication and that's what started and then the installation of pedestrian paths was requested. At this point, we begin to analyze if the pedestrian paths were adequate or not. We certainly agree with the use of pedestrian paths. We believe that pedestrian paths are good. We always prefer them in signaled or stopped conditions because it is a safer condition. In many places where we install them, we end up placing some kind of stop control or at least additional warning lights and other elements. In this case, there are some additional details. I just want to point out some of them. First, it is a 50 miles per hour highway when there is no school zone. And even the Federal Highway Administration says that crossings should not be made at half a block on a 50 miles per hour street. Our own policy and the written policy that was in the sent memorandum says that over 40. Well, it says that the percentage 85 of the speed over 40 in a... In 50 miles per hour. The 85 percentile is going to be well above 40, if not sometimes above 50. It also approaches the top of the hill. One begins to pass the hill and goes down towards it. There are many concerns about not having parking control with children using it. It is a somewhat strange location where it is. You can see that it is the black square there. I have it pointed out. You can see that it goes from an entrance to the center of a large descent zone, which adds a lot of ambiguity about how they should transit and where they should go. It really generates a lot of concern when we see it from the use area of the children and the parents who leave the children and finish their coffee or anything else. We always want to try to separate both because it can always be a dangerous situation. And the other thing that really impacted the decision-making on this was, how many of you can tell me, where are there cross-breeding signals that people usually pay attention to? The reason is that we get used to that signal being there and that there are no deer. The same usually happens when these pedestrian crossings are placed in places where there are not always pedestrians, one simply starts to get in the way. So there is a lot of concern here about security on the part of the staff. And we feel that for these reasons a pedestrian crossing in this location is really not the best alternative. So again we order that we work with the school and we inform it. I think they started to use them, but we agreed that we would continue monitoring. We would continue to take your comments and we want to continue working towards solutions. Ultimately, the best solution would be something like what you see here and I will guide you through this because there are many lines there. But basically the solution would be to add wax to the intersection with stop control, which would be the safest place for that pedestrian crossing. So, to begin, we will start on the south side at that entrance. We would install a sidewalk. Because there are extreme elevation changes there, we would have to build a containment wall so that the sidewalk complies with the ADA-ADA standard. We would take it to the intersection where you can see the pedestrian crossing scratched on the east side of that intersection when crossing the street and then back to the school yard and we would have to do some things there, add some curbs, simply because again there is a small unevenness. We would have to make it suitable for students and make it accessible according to the ADA standard. We believe that this is safe. This is our long-term preferred alternative. Yes, this is what we would be working on. We made a cost estimate and classified it as we do with all steel projects. The estimate for this case is around $100,000 including the unforeseen margin. We feel that it is necessary to include it because we do not want to start the work and have budget problems. to classify what was in the 43 of 52 steel projects. The main reason is that it is not connected to other steels.

Would something like that qualify for a subvention of ACOG or part of it? that deals with aceras and signaling for schools.
Yes, absolutely. There is a program through ACO that is for schools and arterial pathways. We use it frequently. We get it almost every year. But normally what we do is review the list of aceras classification and we take the best classified to start completing them or we divide them into parts or we choose one that fits the money we want to be able to get that year. So yes, I would qualify for that and it is an option that we could look for if the board of directors were to apply for this project instead of others on the list.
It would be $80,000. Or $100,000. And what is the typical size of an ACOG application for this? It would cover... $100,000.
So, every year, when the council grants us our funding for the ACERA program, there is always $100,000 or $120,000 in this, we label our programs, just like the ACOG funding. It is very easy for us to separate them, put them in the correct category and make sure that we are getting the right projects. Yes, that would be a project that would definitely fit into that.
Yes, it would be like an ACOG funding year if it is in the range of $100,000 to $120,000.
There may be more funding available than that, but this would definitely be what we would want. If we did that, we could take the rest and apply it to another project. We have carried out larger projects with this, we have carried out smaller projects with this. So it simply depends on the need at that time, what we have and the funds available.
I would love to explore subsidies. Acog obviously seems like one of the best to request, but maybe there is one for rural schools that can also apply.
We can definitely verify. We are aware of all the funding opportunities that we can find, but we can definitely investigate that.
I suppose that in a similar line there is some way to associate with the school to reduce the cost in something or anything on its part.
That is certainly an option that we could ask and we could look for that too.
But the church and the school. There are 52 steel projects.
Is there any way to see how many of them are connected to a school? When you go to our list, we have the category in which we believe it fits. We don't have it, but we could disclose it to tell you where they would classify in the program of schools and arteries. But yes, that is one of the things that we really analyze, because when we start to request these funds, we want to make sure to put the projects in the right place and assign that money according to what the council assigns us in the appropriate categories. So that could be useful and then the council can make a decision. If they know that being connected to a school is worth it to nominate it to other projects, which can be and we have already done it before. And if we support that direction, the classification is something that we can use to give a certain type of direction and clarity. Many of you have seen it, some have not, but it is a fairly extensive spreadsheet. There are not only two or three elements. Let's see how long an element has been there, where is a receptor. A school is obviously a receptor. So we include many elements to try to evaluate them effectively.

If you don't mind, I'll just say that we normally name these special committees by resolution, so we're just looking for comments on what you want the committee to examine. We will nominate the nominated members of the committee in the resolution and it will be with the specific purpose of implementing the recent studies of both the police and the firefighters. The police is still in the initial stages, but they will be able to see that data as soon as they are available.
And an example is, well, the committee of the PSCT recommended that we created this and they didn't want it to be assigned to them as their committee but several members of the committee of the PSCT have submitted their application so they thought it should be something separate since their task is to supervise the existing PSCT approved by the voters and the projects that were part of it and then later The Animal Welfare Committee began as an ad hoc committee, as a complement to advocate and ensure that voters approved funds to build a new animal shelter. And then it ended up becoming a permanent committee to help, you know, make recommendations on animal welfare issues.
